Beirut (AFP) - Brutal beheadings recorded on video by the jihadist Islamic State are intended to terrorise the group's enemies, but are also angering and alienating the Muslims the group claims to represent.On Tuesday, the jihadist group released a new video purporting to show the beheading of Steven Sotloff, the second US journalist to be decapitated by its fighters in a fortnight.The video was described as "sickening" by the United States and provoked widespread anger as well as fear -- which experts say is precisely the group's intention.For Rita Katz, director of extremist monitoring group SITE, releasing videos of the beheadings of Sotloff and journalist James Foley before him "has a straight-forward purpose from an analytical standpoint: intimidation"."The brutality demonstrated in the video says, 'Don't mess with us.'"The Islamic State claim "to be the only 'true Muslims' and resort to murder and mayhem as a psychological tactic to terrorise other people," said Asma Afsaruddin, a professor at Indiana University's religious studies department.Beheading has become almost a calling card for IS, which has used the method on opponents ranging from Syrian and Iraqi government troops to activists who have opposed its abuses.As well as the two US journalists, in the last two weeks IS has also released videos of a Lebanese soldier and a Kurdish fighter being beheaded.The method has clearly been effective in spreading fear: when the group advanced in Iraq this year, hundreds of thousands fled in terror.
- Re-emerging tactic -
As a tactic, decapitation by jihadists is not new -- extremists beheaded US journalist Daniel Pearl in Pakistan in 2002.It also became a favoured method of Al-Qaeda's Iraqi affiliate, a precursor of today's Islamic State, under the leadership of militant Abu Musab al-Zarqawi.With Zarqawi's death in a US raid in Iraq in 2006 and the weakening of his group, its use declined.But with the emergence of the Islamic State, which has broken with Al-Qaeda and declared its own Islamic "caliphate" in Syrian and Iraqi territory, decapitation has once again become a potent tool.Katz said videos of the brutal tactic also served the "alarming" purpose of "recruitment to jihad," by attracting a small minority of radicalised Muslims impressed by such violent excesses."A dangerous community with a dark view of the world has interpreted the video in a celebratory and empowering vein," Katz wrote in an analysis for the group.But for most in the Muslim world and elsewhere, the Islamic State's tactics produce revulsion and anger."The acts and practices of IS in terms of beheadings and insulting minorities are at complete odds with the message of Islam and Muslim belief," said Sheikh Khaldun Araymit, secretary-general of Lebanon's Supreme Islamic Council."Islam is mercy and love and communication with the other," he told AFP."The heinous acts carried out by IS not only contradict Islam but are offensive to it."

Muslims express similar feelings online, taking to Facebook and Twitter after each new IS outrage, whether the crucifixion of Syrians or the reported trafficking of Yazidi women kidnapped in Iraq.Scholars of Islam say there is no crime for which beheading is religiously prescribed, though the tactic was used in war by Muslims and non-Muslims alike at the time of Prophet Mohammed and after."Beheading certainly was the common way to carry out criminal prosecutions throughout Islamic history, and it therefore was the default," said Haider Ala Hamoudi, an Islamic law expert and professor at Pittsburgh University law school."The custom developed among peoples who were aware that it was on balance much less painful than other available means of execution."Beheading remains in use in Saudi Arabia, but Araymit noted that there it is used only "after a trial in the presence of a judge and where a pardon is not given."Rights groups have criticised its continued use there however, and accused the Saudi judicial system of serious flaws.Officials at Egypt's prestigious Al-Azhar religious authority have rejected the Islamic State and its practices as un-Islamic."These criminal acts have nothing to do with Islam" Azhar official Abbas Shoman told AFP. NEWPORT Wales (Reuters) - NATO will bolster its eastern defenses and buttress support for Kiev at a summit starting on Thursday, prompted by the Ukraine crisis to enact the most radical shift in its strategy towards Russia since the end of the Cold War.U.S. President Barack Obama and other NATO leaders meeting at the Celtic Manor resort in south Wales will also discuss how to tackle Islamic State which has emerged as a new threat on the alliance's southern flank.As more than a decade of NATO-led combat operations in Afghanistan draws to a close at year's end, the 28-nation, U.S.-led military alliance is refocusing in part on its core task of defending its territory.NATO leaders will set up a "spearhead" rapid reaction force, potentially including several thousand troops, that could be sent to a hotspot in as little as two days, officials say.Eastern European NATO members, including Poland, have appealed to NATO to permanently station thousands of troops on its territory to deter any possible Russian attack.But NATO members have spurned that idea, partly because of the expense and partly because they do not want to break a 1997 agreement with Russia under which NATO committed not to permanently station significant combat forces in the east.Instead NATO leaders will agree to pre-position equipment and supplies, such as fuel and ammunition, in eastern European countries with bases ready to receive the NATO rapid reaction force if needed.NATO has said it has no plans to intervene militarily in Ukraine, which is not a member. To the east, Russia has ripped up the rulebook with its illegal, self-declared annexation of Crimea and its troops on Ukrainian soil threatening and undermining a sovereign nation state."To the South, there is an arc of instability that spreads from North Africa and the Sahel, to the Middle East."People who wanted to take an isolationist approach to such threats "misunderstand the nature of security in the 21st century," they wrote. "Developments in other parts of the world, particularly in Iraq and Syria, threaten our security at home." NATO leaders will discuss the crisis in Ukraine with President Petro Poroshenko on Thursday.They are expected to approve a package of support, setting up trust funds expected to be worth around 12 million euros ($15.8 million) to improve Ukrainian military capabilities in areas such as logistics, command and control and cyber defense.As part of a stepped-up program of war games, a dozen countries will take part in an exercise in Lviv, Ukraine, later this month, co-hosted by Ukraine and the U.S. Army.NATO officials say the alliance itself will not send the weapons that Ukraine is looking for. BRUSSELS - EU ambassadors are holding talks in Brussels on new proposals for Russia sanctions - seen by EUobserver - with ideas including “action” to block its 2018 World Cup.The talks are taking place amid news of a “ceasefire process” agreed between Kiev and Moscow, which EU diplomats regard with caution.According to an options paper tabled by the European Commission and the EU diplomatic service, "there are two possible avenues for stepping up economic pressure" to make Russia cease hostilities.The paper says the EU can deepen existing sanctions or expand them to new economic sectors.But it recommends the first option beacuse it can be adopted more quickly and because it will increase the "effectiveness" of existing mesures.It also says option one “reinforces the point that EU sanctions are directed at promoting a change of course in Russia's action in Ukraine and are not a tit for tat against Russia's restrictive measures on the EU."The paper suggests EU countries should expand the current ban on purchasing bonds from big Russian state banks to a ban on taking loans. BRUSSELS - An independent Scotland would have to choose between using the pound and joining the EU, the bloc's former economic affairs commissioner has said.In a letter to the UK's treasury minister Danny Alexander released on Tuesday night (2 September), two weeks before Scotland's four million voters decide whether to leave the UK, Olli Rehn stated that the Scottish government's plan to keep sterling without a formal currency union with London would be incompatible with EU membership."As to the question of whether 'sterlingisation' were compatible with EU membership, the answer is that this simply would not be possible, since that would obviously imply a situation where the candidate country concerned would not have a monetary authority of its one, and thus no necessary instruments for EMU," he wrote.The question of whether Scotland could continue to use the British pound as its currency has been one of the key arguments during the campaign.Nationalist leader Alex Salmond has insisted that Scotland would not seek to join the eurozone and would keep the pound with or without the consent of Westminster.Keeping the pound would also mean that Scotland would remain subject to the Bank of England's decisions on interest rates and monetary policy.Both the governing Conservative party and the opposition Labour party have said that they would not allow an independent Scotland to use sterling.Meanwhile, Rehn also added that Scotland would not be able to walk away from its responsibility for part of the UK's national debt if London refused to allow it to have a currency union.Olli Rehn served two terms in the EU executive, firstly as enlargement commissioner followed by four years as the bloc's economic affairs chief. BRUSSELS - The EU border agency Frontex's expanded role in the Mediterranean will be limited when compared to Italy’s own naval search and rescue operation, Mare Nostrum.EU home affairs commissioner Cecilia Malmstrom told euro-deputies in Brussels on Wednesday (3 September) the so-called Frontex plus will not replace Mare Nostrum, but will act as a complementary effort, which will be reliant on member state resources and budget constraints.“Frontex plus is not a replacement for Mare Nostrum. What exactly will happen to Mare Nostrum is an Italian issue, it is not for us to decide,” said the Swedish commissioner.Mare Nostrum was launched in the aftermath of a mass drowning near the Italian island of Lampedusa last October and is credited with having saved around 100,000 people since the beginning of this year. Malmstrom noted the success of the Italian operation has created a pull factor and made the sea crossing attempts more dangerous.“The tragic backslide of this is that it has also increased trafficking intensity on the other side of the Mediterranean, which means that people have been put in even more unsafe vessels and even smaller boats because of the likelihood of them being saved", she said.Italy’s government has stepped up pressure in recent months for member states to shoulder more responsibility on Mediterranean boat migrants, with Mare Nostrum costing Italy around €9 million a month.The idea of an EU version of the sea mission, which is not expected to operate in international waters and which is to be much smaller, had raised concern it could not save as many people if Mare Nostrum was phased out.“I don’t see how a border control agency [Frontex] can all of sudden turn humanitarian,” said German Green MEP Ska Keller. “How exactly is it going to work?”For its part, the UN refugee agency told The Guardian newspaper over the weekend that more people are likely to die if Frontex plus, set for launch in November, leads to fewer Italian patrols.Meanwhile, Malmstrom on Wednesday was unable to answer MEPs who wanted her to disclose the mission's mandate, operational details, and costs.“Frontex does not have the capacity to do Mare Nostrum. We don’t have the same amount of people. We don’t have the mandate. We don’t have the money. He did not want to be a modern-day Lawrence of Arabia. He merely wanted to give voice to those who had none," Barfi said outside the family's one-story home in a leafy Miami suburb. "... He ultimately sacrificed his life to bring their story to the world."The Islamic State group that has captured territory in Syria and Iraq released a video on Tuesday of Sotloff being beheaded. U.S. officials confirmed its authenticity on Wednesday. Beirut (AFP) - Brutal beheadings recorded on video by the jihadist Islamic State are intended to terrorise the group's enemies, but are also angering and alienating the Muslims the group claims to represent.On Tuesday, the jihadist group released a new video purporting to show the beheading of Steven Sotloff, the second US journalist to be decapitated by its fighters in a fortnight.The video was described as "sickening" by the United States and provoked widespread anger as well as fear -- which experts say is precisely the group's intention.For Rita Katz, director of extremist monitoring group SITE, releasing videos of the beheadings of Sotloff and journalist James Foley before him "has a straight-forward purpose from an analytical standpoint: intimidation"."The brutality demonstrated in the video says, 'Don't mess with us.'"The Islamic State claim "to be the only 'true Muslims' and resort to murder and mayhem as a psychological tactic to terrorise other people," said Asma Afsaruddin, a professor at Indiana University's religious studies department.Beheading has become almost a calling card for IS, which has used the method on opponents ranging from Syrian and Iraqi government troops to activists who have opposed its abuses.As well as the two US journalists, in the last two weeks IS has also released videos of a Lebanese soldier and a Kurdish fighter being beheaded.The method has clearly been effective in spreading fear: when the group advanced in Iraq this year, hundreds of thousands fled in terror.
- Re-emerging tactic -
As a tactic, decapitation by jihadists is not new -- extremists beheaded US journalist Daniel Pearl in Pakistan in 2002.It also became a favoured method of Al-Qaeda's Iraqi affiliate, a precursor of today's Islamic State, under the leadership of militant Abu Musab al-Zarqawi.With Zarqawi's death in a US raid in Iraq in 2006 and the weakening of his group, its use declined.But with the emergence of the Islamic State, which has broken with Al-Qaeda and declared its own Islamic "caliphate" in Syrian and Iraqi territory, decapitation has once again become a potent tool.Katz said videos of the brutal tactic also served the "alarming" purpose of "recruitment to jihad," by attracting a small minority of radicalised Muslims impressed by such violent excesses."A dangerous community with a dark view of the world has interpreted the video in a celebratory and empowering vein," Katz wrote in an analysis for the group.But for most in the Muslim world and elsewhere, the Islamic State's tactics produce revulsion and anger."The acts and practices of IS in terms of beheadings and insulting minorities are at complete odds with the message of Islam and Muslim belief," said Sheikh Khaldun Araymit, secretary-general of Lebanon's Supreme Islamic Council."Islam is mercy and love and communication with the other," he told AFP."The heinous acts carried out by IS not only contradict Islam but are offensive to it."

Muslims express similar feelings online, taking to Facebook and Twitter after each new IS outrage, whether the crucifixion of Syrians or the reported trafficking of Yazidi women kidnapped in Iraq.Scholars of Islam say there is no crime for which beheading is religiously prescribed, though the tactic was used in war by Muslims and non-Muslims alike at the time of Prophet Mohammed and after."Beheading certainly was the common way to carry out criminal prosecutions throughout Islamic history, and it therefore was the default," said Haider Ala Hamoudi, an Islamic law expert and professor at Pittsburgh University law school."The custom developed among peoples who were aware that it was on balance much less painful than other available means of execution."Beheading remains in use in Saudi Arabia, but Araymit noted that there it is used only "after a trial in the presence of a judge and where a pardon is not given."Rights groups have criticised its continued use there however, and accused the Saudi judicial system of serious flaws.Officials at Egypt's prestigious Al-Azhar religious authority have rejected the Islamic State and its practices as un-Islamic."These criminal acts have nothing to do with Islam" Azhar official Abbas Shoman told AFP. NEWPORT Wales (Reuters) - NATO will bolster its eastern defenses and buttress support for Kiev at a summit starting on Thursday, prompted by the Ukraine crisis to enact the most radical shift in its strategy towards Russia since the end of the Cold War.U.S. President Barack Obama and other NATO leaders meeting at the Celtic Manor resort in south Wales will also discuss how to tackle Islamic State which has emerged as a new threat on the alliance's southern flank.As more than a decade of NATO-led combat operations in Afghanistan draws to a close at year's end, the 28-nation, U.S.-led military alliance is refocusing in part on its core task of defending its territory.NATO leaders will set up a "spearhead" rapid reaction force, potentially including several thousand troops, that could be sent to a hotspot in as little as two days, officials say.Eastern European NATO members, including Poland, have appealed to NATO to permanently station thousands of troops on its territory to deter any possible Russian attack.But NATO members have spurned that idea, partly because of the expense and partly because they do not want to break a 1997 agreement with Russia under which NATO committed not to permanently station significant combat forces in the east.Instead NATO leaders will agree to pre-position equipment and supplies, such as fuel and ammunition, in eastern European countries with bases ready to receive the NATO rapid reaction force if needed.NATO has said it has no plans to intervene militarily in Ukraine, which is not a member. "Developments in other parts of the world, particularly in Iraq and Syria, threaten our security at home." NATO leaders will discuss the crisis in Ukraine with President Petro Poroshenko on Thursday.They are expected to approve a package of support, setting up trust funds expected to be worth around 12 million euros ($15.8 million) to improve Ukrainian military capabilities in areas such as logistics, command and control and cyber defense.As part of a stepped-up program of war games, a dozen countries will take part in an exercise in Lviv, Ukraine, later this month, co-hosted by Ukraine and the U.S. Army.NATO officials say the alliance itself will not send the weapons that Ukraine is looking for. BRUSSELS - EU ambassadors are holding talks in Brussels on new proposals for Russia sanctions - seen by EUobserver - with ideas including “action” to block its 2018 World Cup.The talks are taking place amid news of a “ceasefire process” agreed between Kiev and Moscow, which EU diplomats regard with caution.According to an options paper tabled by the European Commission and the EU diplomatic service, "there are two possible avenues for stepping up economic pressure" to make Russia cease hostilities.The paper says the EU can deepen existing sanctions or expand them to new economic sectors.But it recommends the first option beacuse it can be adopted more quickly and because it will increase the "effectiveness" of existing mesures.It also says option one “reinforces the point that EU sanctions are directed at promoting a change of course in Russia's action in Ukraine and are not a tit for tat against Russia's restrictive measures on the EU."The paper suggests EU countries should expand the current ban on purchasing bonds from big Russian state banks to a ban on taking loans. It says the maturity threshold of forbidden bonds should go down from 90 to 30 days and that other types financial products (derivatives) should also be listed.The financial measures are to be linked with the existing EU ban on exports of arms and oil-drilling technologies.The paper says there should be no "debt financing through bonds, equities and syndicated loans" to Russian state-owned defence companies and oil exploration firms.It notes that the embargo on dual-use goods, which currently applies to Russian military end-users, should be expanded to civlian ones as well.It names "high performance computers", "quantum key distribution systems", "special materials" and "machine tools" as relevant items.It adds that EU firms should stop providing “future associated services” to Russian oil firms, in areas including: seismic services; drilling; well-testing; supply of floating vessels for deep water oil exploration and production; Arctic oil exploration and production; and shale oil projects in Russia.It proposes expanding an existing blacklist to persons and companies involved in fighting in the Donbass region in east Ukraine, but it does not mention names, which are to be provided by the ambassadors.In a more creative turn, the EU paper also says that EU countries and their G7 allies (Canada, Japan, and the US) should consider “taking co-ordinated action within the G7 and beyond to recommend suspension of Russian participation in high profile international cultural, economic, or sports events (Formula 1 races, UEFA football comeptitions, 2018 World Cup etc).”This sports idea is a British one, with UK diplomats already pushing for it last month, when pro-Russia rebels shot down the Malaysia Airlines flight MH17.The EU paper concludes that in the event of a "major escalation" the existing sanctions will be broadened to new economic sectors.EU leaders at a summit last weekend tasked the EU institutions to draw up plans which are to be adopted on Friday if Russia does not back off.They did it after Russian troops and tank columns began fighting alongside pro-Russian rebels in east Ukraine and after Russian leader Vladimir Putin boasted he could conquer Kiev in “two weeks” if he “wanted to”.The ambassadors’ talks began after Ukrainian president Petro Poroshenko announced earlier on Wednesday that he had agreed a “ceasefire” with Putin by phone.But Russia later quashed the news, saying it cannot agree a ceasfire because it is not a party to the conflict.One Brussels-based diplomat told EUobserver the sanctions blueprint will "largely remain as it is" before adoption at the end of the week.A Kiev-based EU diplomat said Poroshenko was “tricked by the Russians into making the announcement - this just gave them another chance to deny involvement in the conflict”.Russia one month ago reacted to the first raft of EU economic sanctions with a ban on EU fruit, vegetable, dairy, and meat products.EU agriculture commissioner Dan Ciolos on Wednesday said the ban "affects Russian consumers more than EU producers”.He also indicated that EU farmers may receive compensation and that the commission is working to stabilise food prices in Europe, ahead of a snap meeting of EU agriculture ministers on Friday.

BRUSSELS - An independent Scotland would have to choose between using the pound and joining the EU, the bloc's former economic affairs commissioner has said.In a letter to the UK's treasury minister Danny Alexander released on Tuesday night (2 September), two weeks before Scotland's four million voters decide whether to leave the UK, Olli Rehn stated that the Scottish government's plan to keep sterling without a formal currency union with London would be incompatible with EU membership."As to the question of whether 'sterlingisation' were compatible with EU membership, the answer is that this simply would not be possible, since that would obviously imply a situation where the candidate country concerned would not have a monetary authority of its one, and thus no necessary instruments for EMU," he wrote.The question of whether Scotland could continue to use the British pound as its currency has been one of the key arguments during the campaign.Nationalist leader Alex Salmond has insisted that Scotland would not seek to join the eurozone and would keep the pound with or without the consent of Westminster.Keeping the pound would also mean that Scotland would remain subject to the Bank of England's decisions on interest rates and monetary policy.Both the governing Conservative party and the opposition Labour party have said that they would not allow an independent Scotland to use sterling.Meanwhile, Rehn also added that Scotland would not be able to walk away from its responsibility for part of the UK's national debt if London refused to allow it to have a currency union.Olli Rehn served two terms in the EU executive, firstly as enlargement commissioner followed by four years as the bloc's economic affairs chief. In May he was elected as an MEP for the Finnish Centre party which sits with the Liberal MEP group.His intervention will be a blow to the Scottish Nationalist cause after a poll released earlier this week indicated that the independence campaign is gaining support ahead of the 18 September vote.Although a majority of Scots are still set to support remaining in the UK, their lead has narrowed to six percent with 47 percent now backing independence.Last week, Salmond was widely perceived to have won the second televised debate with Labour politician Alistair Darling, the leader of the pro-Union Better Together campaign.In a speech on Wednesday, Danny Alexander, himself a Scottish Liberal MP, will compare Scotland to Panama, which uses the US dollar, and claim that Salmond's currency plan is a "bonkers idea" that would "impose costs and risks on people and businesses in Scotland"."No country has ever joined the EU using only the currency of another country at the point of accession".For his part, Salmond responded to Rehn's letter, commenting that "we believe there will be a common sense agreement on a common currency" if Scots voted for independence.

BRUSSELS - The EU border agency Frontex's expanded role in the Mediterranean will be limited when compared to Italy’s own naval search and rescue operation, Mare Nostrum.EU home affairs commissioner Cecilia Malmstrom told euro-deputies in Brussels on Wednesday (3 September) the so-called Frontex plus will not replace Mare Nostrum, but will act as a complementary effort, which will be reliant on member state resources and budget constraints.“Frontex plus is not a replacement for Mare Nostrum. What exactly will happen to Mare Nostrum is an Italian issue, it is not for us to decide,” said the Swedish commissioner.Mare Nostrum was launched in the aftermath of a mass drowning near the Italian island of Lampedusa last October and is credited with having saved around 100,000 people since the beginning of this year. Malmstrom noted the success of the Italian operation has created a pull factor and made the sea crossing attempts more dangerous.“The tragic backslide of this is that it has also increased trafficking intensity on the other side of the Mediterranean, which means that people have been put in even more unsafe vessels and even smaller boats because of the likelihood of them being saved", she said.Italy’s government has stepped up pressure in recent months for member states to shoulder more responsibility on Mediterranean boat migrants, with Mare Nostrum costing Italy around €9 million a month.The idea of an EU version of the sea mission, which is not expected to operate in international waters and which is to be much smaller, had raised concern it could not save as many people if Mare Nostrum was phased out.“I don’t see how a border control agency [Frontex] can all of sudden turn humanitarian,” said German Green MEP Ska Keller. “How exactly is it going to work?”For its part, the UN refugee agency told The Guardian newspaper over the weekend that more people are likely to die if Frontex plus, set for launch in November, leads to fewer Italian patrols.Meanwhile, Malmstrom on Wednesday was unable to answer MEPs who wanted her to disclose the mission's mandate, operational details, and costs.“Frontex does not have the capacity to do Mare Nostrum. We don’t have the same amount of people. We don’t have the mandate. We don’t have the money. We don’t have the resources,” she said.She added that more migrants are likely to come in future due to the multiplication of conflicts in the EU's southern neighbourhood and due to poverty.The commission is in talks with Italy to see what Frontex might need in terms of assets from member states, budget, and geographic scope for the new operation.France recently pledged to back the operation, with Germany’s interior minister Thomas de Maiziere making similar announcements on Tuesday.

MIAMI (AP) — Norbert has become a hurricane in the Pacific well off the southern tip of Mexico's Baja California peninsula.The U.S. National Hurricane Center in Miami says Norbert reached hurricane strength on Wednesday, packing top sustained winds of 75 mph (120 kph). It is centered about 215 miles (345 kilometers) south of the Baja peninsula.Forecasters say Norbert is headed west-northwest at 8 mph (13 kph) and expected to approach the southern tip of the peninsula sometime Thursday and trek nearly parallel to lower Baja's Pacific coast Friday.Forecasters say a tropical storm warning is in effect from La Paz to Santa Fe, Mexico while a tropical storm watch is in effect north of Santa Fe to Cabo San Lazaro and north of La Paz to San Evaristo, Mexico.

(Reuters) - Firefighters battling a fast-moving Northern California blaze said Wednesday they expect a second day of extreme conditions, as heat and high winds spur a lightning-sparked wildfire near the Oregon border.The so-called Happy Camp Fire has been burning in the Klamath National Forest since Aug. 11, consuming 72,000 acres and costing an estimated $41 million so far in firefighting costs."Yesterday, we had an increase in extreme fire behavior ... and we do expect the same extreme fire today, said Paul Gibbs, a fire spokesman for the U.S. Forest Service.Tuesday night, the Siskiyou County Sheriff's Office expanded an evacuation order for communities threatened by the blaze, and closed a portion of State Highway 96.Previous evacuation orders had included about 250 homes, but neither Gibbs nor a spokeswoman for the sheriff's department had an estimate for the number of homes in the evacuation area as of mid-morning Wednesday.The fire had slowed under cooler weather due to a temperature inversion over the Labor Day holiday, but flipped into extreme conditions on Tuesday as clouds cleared and winds picked up, Gibbs said, leading the fire to produce new burn spots a full two miles ahead of the main blaze."It's like opening up a damper on a fireplace," he said. So far, no buildings have been damaged by the fire. Addis Ababa (AFP) - The African Union announced Wednesday it will hold an emergency meeting next week aimed at hammering out a continent-wide strategy to deal with the Ebola epidemic.The AU's Executive Council said next Monday's meeting, to be held at the body's headquarters in the Ethiopian capital Addis Ababa, would also "deliberate on the suspension of flights, and maritime and border closures, as well as stigmatisation of the affected countries and their nationals"."The council's emergency meeting has been necessitated by the need to have a common understanding of the Ebola Virus Disease and current status of the response and to come up with a collective continental approach, taking into account the socio-political and economic impact of the disease," the AU said in a statement.It said concerns had been raised by some member states that moves by other African nations to close borders and halt flights "could have serious socio-economic and cultural effects, and could ultimately lead to increased suffering".More than 1,900 people have died in the Ebola epidemic sweeping through West Africa, the head of the World Health Organisation said Wednesday.The latest toll represents a significant increase from the 1,552 deaths and 3,069 cases reported by the Geneva-based organisation just days ago.
