At that conference the countries of the world will commit aid to rebuild and rehabilitate Gaza. The three were kidnapped in Gush Etzion and their bodies were found several weeks later in a field near Hevron.Speaking Sunday evening, Abbas spokesperson Nabil Abu- Rudeineh said that the decision would “bring about a further deterioration” in peace talks between Israel and the Palestinian Authority. “The settlement enterprise is illegal,” he said.An IDF spokesperson said earlier Sunday that the decision was made by the government as a concluding component of the IDF's operation to return the three teens home. Soldiers conducted intensive searches of the area, arresting dozens of Hamas terrorists, as they searched for the missing teens, hoping to bring them home alive.Gush Etzion Regional Council head Davidi Perl praised the decision, saying that it would pave the path to building a new city in the area. “The purpose of the murderers of the three teens was to sow fear among us, to compromise our daily activities, and to dispute our right to the Land of Israel in general, and Gush Etzion in particular. Finance Minister Yair Lapid on Sunday a press conference at the Government Press Office in Jerusalem, in which he suggested that the Arab world should work with Israel and the West to help rehabilitate Gaza.In the press conference, the Finance Minister called to convene a regional summit with Middle Eastern leaders with the goal of rehabilitating and demilitarizing Gaza.“On the 22nd of September the donor countries are scheduled to meet in New York. At that conference the countries of the world will commit aid to rebuild and rehabilitate Gaza. Israel must act before that to avoid a conference where Gaza gets support and Israel gets nothing,” said Lapid.He called for a regional conference attended by leaders from Egypt, Saudi Arabaia, the Gulf States and representatives of the Quartet.“That conference should focus on one thing — ensuring the rehabilitation takes place alongside demilitarization,” said Lapid, who added that such a conference “can also provide the framework for a wider diplomatic horizon which will take advantage of the changes in the region to the mutual benefit of Israel and the Arab world.”Lapid first made the suggestion for the summit last week and said that Palestinian Authority (PA) Chairman Mahmoud Abbas should be allowed into Gaza in place of Hamas.Those remarks were dismissed by MK Orit Struk (Jewish Home) who said that Lapid must have not been in Israel in 2005, when Israel pulled out of Gaza and was “rewarded” with endless rocket attacks.“I did not know whether to laugh or cry when I heard Lapid’s remarks. Palestinian Authority (PA) head Mahmoud Abbas said in a PA TV interview Thursday translated by the Middle East Media Research Institute (MEMRI), that the casualties of the Gaza war could have been avoided if Hamas had only agreed to a ceasefire early on. In the end, he said, "we went back to talking about an immediate ceasefire... this had been my position from the beginning.""We do not want to face a massacre every couple of years," he added, and insisted that there is absolutely no difference between the initial suggested ceasefire accord and the one eventually agreed by the sides.He said that the PA will be the one to supervise the supply of electricity, water and other aid to Gaza. "Israel has nothing to do with this," he said, although the UN may supervise the process.Abbas also blasted Hamas for lying to him when it initially denied having abducted the three Jewish teens on June 12. JERUSALEM (Reuters) - Israel announced on Sunday a land appropriation in the occupied West Bank that an anti-settlement group termed the biggest in 30 years, drawing Palestinian condemnation and a U.S. rebuke.Some 400 hectares (988 acres) in the Etzion Jewish settlement bloc near Bethlehem were declared "state land, on the instructions of the political echelon" by the military-run Civil Administration."We urge the government of Israel to reverse this decision,” a State Department official said in Washington, calling the move "counterproductive" to efforts to achieve a two-state solution between Israel and the Palestinians.Israel Radio said the step was taken in response to the kidnapping and killing of three Jewish teens by Hamas militants in the area in June.Tensions stoked by the incident quickly spread to Israel's border with Gaza, which is controlled by Hamas, and the two sides engaged in a seven-week war that ended on Tuesday with an Egyptian-brokered ceasefire.The notice published on Sunday by the Israeli military gave no reason for the land appropriation decision.Peace Now, which opposes Israeli settlement activities in the West Bank, territory the Palestinians seek for a state, said the appropriation was meant to turn a site where 10 families now live adjacent to a Jewish seminary into a permanent settlement.Construction of a major settlement at the location, known as "Gevaot", has been mooted by Israel since 2000.
