Poland's Prime Minister Donald warned on Monday that the war in eastern Ukraine risks spreading if NATO does not toughen its stance quickly.Tusk, tipped as the European Union's next president, claimed that "our Western community is threatened by war, not just in eastern Ukraine", as Poles marked 75 years since the outbreak of World War II."There is still time to stop those for whom violence, force and aggression have again become part of their political arsenal," Tusk said in a clear reference to Moscow's role in the Ukraine crisis during ceremonies to mark Nazi Germany's attack on Poland on September 1, 1939.He said this week's NATO's summit must come up with a new security policy to ensure that the declaration "'Never again war' cannot be a manifesto of weakness and helpless".Tusk insisted that in trying to avoid war there "cannot be an illusion that there are no people and countries around us that would like to use might and war in running their policy."Observing the tragedy in Ukraine, the war -- because this is what it must be termed -- we know that September 1939 can never be repeated," he added.Tusk has been one of European Union's most outspoken leaders on the Ukraine crisis and has readily questioned Russia's role in provoking it.He and other senior officials in the region have repeatedly urged NATO to be serious about reinforcing its eastern flank amid growing fears in ex-communist Poland and the three formerly Soviet Baltic states over a resurgent Russia.The 28-member bloc named Tusk its new president this weekend and he will take over from Herman van Rompuy on December 1 as chair of EU and eurozone summits.Polish intellectuals echoed Tusk Monday, insisting there are parallels between the appeasement of Nazi Germany prior to WWII and Europe's current predicament.

The Ukraine crisis is forcing NATO back to the basics of collective defence in Europe as Russia seeks to restore influence in its Soviet era backyard, analysts and officials said.NATO leaders meeting Thursday and Friday in Wales must now ensure the alliance can react quickly and credibly after years spent well beyond its original remit -- the defence of western Europe against the Soviet Union, they said."We now have NATO returning to it's basics, focusing primarily on collective defence and coming out of 20 years of operations with all the experience that that has given and facing new challenges that we did not expect," said Douglas Lute, the US Ambassador to the alliance in Brussels.In the 1990s, NATO forced Serb forces out of Kosovo, to Moscow's fury at the treatment of a traditional ally.It then took up the "Great War on Terror" after the 9/11 attacks on the United States, leading to its longest ever campaign, in Afghanistan, and intervention in Libya.All the while, there seemed little direct threat in Europe, with Russia convulsed as it came to terms with the loss of Great Power status and helpless to prevent Soviet-era satellites joining the European Union and NATO.Russian President Vladimir Putin has pointedly described the Soviet Union's collapse as a disaster, a calamity which must be remedied if possible.NATO condemned his annexation of Crimea in March as a dramatic redrawing of Europe's post-Cold War borders by force and a wake-up call which the West ignores at its peril.

BRUSSELS - France wants a new European coordinator to ensure member states follow through more rapidly on their asylum and border control commitments.A French official close to the issue said the coordinator is needed because the EU’s home affairs portfolio, currently headed by Cecilia Malmstrom, is too broad.The proposal follows incoming EU commission president Jean-Claude Juncker’s announcement over the summer that he would create a new commissioner post with “special responsibility for migration”.Juncker is expected to announce the commission portfolios and how he intends to organise the work of the next European Commission next week.The coordinator post is part of a larger French-led EU plan on immigration briefly outlined by French interior minister Bernad Cazeneuve in Brussels on Monday (1 September).Cazeneuve, speaking alongside Malmstrom, told reporters member states need to regain control of the EU’s external borders, better implement asylum procedures, and step up efforts to dismantle human smuggling networks.“We need in each of our member states a strategy in order to welcome those who must be granted asylum.”Before his stop in Brussels, the French politician visited Rome, London, Barcelona and Berlin to shore up support. BEIRUT - Islamic State extremists released a video posted Tuesday purportedly showing the beheading of a second American journalist, Steven Sotloff, and warning President Barack Obama that as long as U.S. airstrikes against the militant group continue, "our knife will continue to strike the necks of your people."The footage — depicting what the U.S. called a sickening act of brutality — was posted two weeks after the release of video showing the killing of James Foley and days after Sotloff's mother pleaded for his life.Barak Barfi, a spokesman for the Sotloff family, said that the family had seen the video but that authorities have not established its authenticity."The family knows of this horrific tragedy and is grieving privately. There will be no public comment from the family during this difficult time," Barfi said.Sotloff, 31, who freelanced for Time and Foreign Policy magazines, vanished in Syria in August 2013 and was not seen again until he appeared in a video released online last month that showed Foley's beheading. Dressed in an orange jumpsuit against the backdrop of an arid Syrian landscape, Sotloff was threatened in that video with death unless the U.S. stopped airstrikes on the group in Iraq.In the video distributed Tuesday and titled "A Second Message to America," Sotloff appears in a similar jumpsuit before he is apparently beheaded by a fighter with the Islamic State, the extremist group that has claimed wide swathes of territory across Syria and Iraq and declared itself a caliphate.In the video, the organization threatens to kill another hostage, this one they identified as a British citizen.The SITE Intelligence Group, a U.S. terrorism watchdog, first reported about the video's existence. vatican city-The first public speech Pope Benedict XV gave after the Conclave which elected him as Pius X’s successor on 3 September, marked the start of his mission to end hostilities, convincing the great powers to resolve pending questions through dialogue and negotiation. This was the spirit of his first four public wartime speeches. On 8 September 1914 Benedict XV “repeated his predecessor’s call to people to pray for an end to the war,” urging powers to put down their weapons. But his calls fell on deaf ears. He made another attempt at moral persuasion on 1 November 1914 with the “Ad Beatissimi” encyclical. In it, Benedict XV denounced the general cultural barbarisation of the time: “the lack of reciprocal love between men,” material wellbeing “becoming the only aim of human action” and the nationalistic hatred which led to paroxysm. According to the Pope this was all rooted in a culture of positivism which exalted hatred, instinct and the fight for survival.In the face of all this it was necessary to return to the “principles of Christianity” so that the exaltation of hatred can be replaced by “fraternal love”. Hence his appeal to Catholics to take humanitarian action. Another appeal was then made to the warring sides to put an end to the violence and find “other ways to ensure violated rights were respected.” This second appeal also fell on deaf ears. A third attempt to persuade sides to put down their weapons was made at Christmas: “Benedict XV asked for a twenty-four hour ceasefire to remember the “Prince of Peace”. But the Russians and French said no. On 10 January 1915 Della Chiesa published his Prayer for peace but Belgian and French clergy twisted its meaning to fit their own political and patriotic interests.Benedict XV’s appeals to convince the great powers to lay down their weapons had all failed. In addition, the stalemate in trench warfare signaled that the conflict was not going to be a short one. From that moment on the Pope and the Holy See set themselves a new goal: to reduce humanity’s suffering. Hence, Benedict XV aimed to keep Italy out of the conflict. Another attempt, which was doomed to failure.Despite this, the Vatican continued its diplomatic efforts: it offered to mediate for a separate peace deal between Germany and France. After this diplomatic initiative failed too, on 28 July 1915 the Pope resorted to yet another peace appeal: he published an apostolic exhortation commemorating the first anniversary of the conflict’s outbreak, asking warring sides to lay down their weapons and begin negotiations. Benedict XV urged against nationalistic excess declaring: “Nations do not die.” If the rights of nations are not recognized, the humiliation and oppression this would spark, would carry the yoke imposed on them into the future, paving the way for revenge and transmitting a sad legacy of hatred and revenge from generation to generation.” Far-sighted and prophetic words.This appeal also went unheard as the conflict grew and worsened. Benedict XV realized that it was futile to go on insisting and he focused his efforts on humanitarian assistance and above all on helping the victims of the greatest atrocity of World War One: the Armenian Christian genocide.One of the things the Holy See did constantly during the war was to offer humanitarian assistance to all those who were suffering. On 2 December 1914 the Holy See published a decree in Vatican newspaper L’Osservatore Romano, after which it started launching numerous humanitarian initiatives, starting with material and spiritual assistance to prisoners of war. The visits local bishops and clergy paid to prison camps were of vital importance: the Vatican was being constantly informed about the conditions of prisoners. Benedict XV’s pacifying actions included negotiations to ask for prisoners’ repatriation or for improved living conditions. This included proposals for the treatment and exchange of sick and wounded prisoners. The Pope managed to stop the deportation of Belgians by the Germans, particularly thanks to the actions taken by the Nuncio to Munich, Giuseppe Aversa.At the end of the war, the Opera dei Prigionieri – an organisation established in the Vatican in the spring of 1915 – sorted 600,000 bundles of letters, including 170,000 searches for missing persons, 40,000 requests for the repatriation of sick prisoners of war and the dispatch of 50,000 letters “to” and “from” prisoners and their families. Crucial assistance was offered to people living in or in countries near warzones, such as Lithuania, Montenegro, Poland, Syria and Lebanon.Benedict XV’s efforts culminated in his “Peace Note”. This was the first time since the start of the war that concrete proposals for negotiations were being presented.At least three of the points presented in the Pope’s 1917 peace plan were developed by Benedict XV’s successors. The limitation of arms: the papal magisterium of the 20th century is full of appeals for reciprocal disarmament. International arbitration was attempted with little success in 1919 through the League of Nations and there was constant papal support offered to the UN. Finally, the reciprocal renunciation of war indemnities was linked to the Popes’ insistence on a just war, not a war of revenge and humiliation of adversaries but respectful of the rights of the defeated. An unjust war would lay the foundations for a new war, as the humiliated side would seek revenge.The papal initiative failed for a number of reasons. Among these were the changes to equilibriums within Germany and its conviction of victory, the fact that the conflict grew to include the US and the radicalization of reciprocal hatred. All powers involved in the conflict had gripes about one or other of the points in the “Peace Note”. The only positive response came from Austrian Emperor Charles I. The Treaty of Versailles signed at the end of World War One signified peace for the winning side. “This was not the peace people expected; it was not the peace they had been promised in order to drag them into the slaughterhouse,” a comment on the treaty published by L’Osservatore Romano read. According to the Vatican, it was “the voice of imperialism, hegemonic ambitions, commercial egotism and the overpowering nationalism of the winners” that was to blame, while “the voice of humanity remained weak and fell on deaf ears.”

Up to 15,000 Russian soldiers have been sent to Ukraine over the past two months, and at least 200 may have died in combat there, rights groups told AFP on Monday.Moscow denies that it has deployed regular troops to Ukraine to prop up separatists battling Kiev forces, but multiple indications have emerged over the past weeks that Russian soldiers are on the ground in Ukraine.Valentina Melnikova, head of the Committee of Soldiers' Mothers, the main organisation representing the families of servicemen, said some 7,000 to 8,000 Russian troops are believed to be in Ukraine at present.Citing her own estimates, she believes that between 10,000 and 15,000 troops have been deployed to Ukraine over the past two months." Unfortunately, I am convinced I am right," she told AFP, saying her calculations are based on information from families whose husbands and sons have been sent on drills close to the border, but then have gone incommunicado."Military commanders are conducting a secret special operation," said Melnikova, who is a member of the defence ministry's public council.

The ministry declined to comment.

NATO has said that "over 1,000 Russian troops" are in Ukraine.Rights groups say Russian authorities have imposed a blackout on any information about the deployment of servicemen.The Committee of Soldiers' Mothers and Citizen and the Army, another group representing servicemen, said they don't have any officially confirmed casualty lists so far.But these and other campaigners, citing information from relatives and servicemen, said at least 200 Russian servicemen might have died in Ukraine.Sergei Krivenko, head of Citizen and the Army, and Ella Polyakova, head of Soldiers' Mothers in Saint Petersburg, said some 100 soldiers from the 18th Infantry Brigade based in Chechnya are believed to have died in Ukraine."Authorities should say why soldiers are dying on the territory of another state and why they are keeping silent," said Polyakova, who is a member of President Vladimir Putin's advisory council on human rights.Separately, an opposition lawmaker, Lev Shlosberg, probing soldiers' presence in Ukraine, told AFP on Saturday some 100 paratroopers based in the northwestern town of Pskov had died.Ukraine's defence ministry Valeriy Geletey said Russia had already "paid dearly for the invasion"."Ukraine's black earth has become the final resting place for hundreds of Russian soldiers and officers," he said on Facebook.

Lyudmila Bogatenkova, head of Soldiers' Mothers in the southern Stavropol region, said a hospital in Rostov, close to the Ukrainian border, was overflowing with wounded soldiers."Cargo-200 is coming from the Rostov range," she added, referring to the Russian military code for body bags. "A large number of people are dying."Rights groups say that while papers accompanying dead bodies specify gunshot or shrapnel wounds as a cause of death they don't say where they were sustained."These documents are astonishing. Instead of the place of death there is a blank space," Polyakova said. "We saw a similar picture in Chechnya."She said authorities have apparently sought to keep the involvement of Russian troops under wraps and have tried not to leave a trail of evidence."Commanders are not always bold enough to tell the truth," said Anatoly Salin, an expert for Soldiers' Mothers in the southern Astrakhan region, who fought in both Chechen wars."All orders are oral," added Polyakova, noting servicemen likely come under pressure from commanders and may be forced to sign papers on the non-disclosure of classified information.Rights groups say a pattern appears to be emerging: troops are sent on drills close to the border where they are told to change clothes and paint over identification numbers on their tanks before they are deployed to Ukraine.The justice ministry last week labelled Soldiers' Mothers of Saint Petersburg a "foreign agent", a term thick with connotations of Cold War espionage."The Kremlin is determined to muzzle its critics and keep a strong lid on any information which suggests that Russia plays a direct part in the conflict in Ukraine, although evidence to the contrary is mounting every day," said Sergei Nikitin, director for Amnesty International in Russia.

NOVOKATERYNIVKA, Ukraine - The Ukrainian solders were an easy target as they launched a desperate run to safety. Pounded by a gauntlet of rocket shells, blown up in their vehicles, they died by the dozens.In fields around the eastern Ukrainian village of Novokaterynivka, more than thirty army vehicles lay charred and pulverized into twisted piles of metal Tuesday — the result of a devastating weekend ambush by separatist forces.The rout marked a major intensification in the separatists' offensive in eastern Ukraine — one that the government in Kyiv, NATO and the United States say has been sustained by Russia's direct military support.Moscow's aggressive stance toward Ukraine has come in both words and deeds of late, fueled by attacks like those in Novokaterynivka as well as a leaked report that EU Commission President Jose Manuel Barroso said Vladimir Putin told him that Russia could take over Kyiv "in two weeks" if it wished.The separatists, after having a month of setbacks in which government troops regained territory, have been inordinately successful in the last 10 days just as columns of Russian tanks and armoured vehicles have been seen crossing the border. President Barack Obama and other NATO leaders will be attending a summit in Wales on Thursday to create a rapid-response military team to counter the Russian threat.Yuri Ushakov, Putin's foreign policy adviser, told reporters that the Russian leader's statement on Kyiv was "taken out of context and carried a completely different meaning."Yet on the ground, the results of much deadlier weapons of war could not be denied.The smashed tanks, APCs and trucks were part of a massive column fleeing Saturday night after being encircled in the town of Ilovaisk, which the government was compelled to concede after weeks of bitter battles. AP reporters saw at least 11 bodies in the area over the last two days, although it was clear that was only a portion of the overall toll. Most of the dead were removed Monday, the rebels said.One body was flung over an overhead high-voltage power line, apparently after his armoured personnel carrier was hit by a shell. Another was quickly buried by rebels under a thin layer of dirt, but the summer heat bloated the body, pushing it up through the soil.The turret of one tank blown several meters (yards) clear of its vehicle, landing beside Tyrn's home."Only a few homes in the village have been left untouched," he said.As Tyrn spoke, the rural silence was broken by a controlled explosion of abandoned Ukrainian army equipment a couple of miles away.
"That's far away," he said, without flinching.Uncertainty remains about whether the escaping Ukrainian troops had been offered a safe exit corridor by rebel forces. The leader of the pro-government Donbas Battalion, Semyon Semenchenko, wrote on his Facebook on Saturday morning that there was an agreement. But rebel fighters told The Associated Press a day later that the government convoy included too many military vehicles and weapons to be allowed through.One group of Ukrainian soldiers that survived the gauntlet told the AP on Sunday that they were fired upon from all sides."We came out of hell," said one, standing in a flatbed truck packed with 20 other soldiers outside the town of Starobesheve.Rank-and-file troops have increasingly voiced exasperation at perceived government mismanagement of the war. One man let his chickens out to feed.Militiamen searched from house to house for possible stragglers from the destroyed convoy.One man who identified himself as Ivan was detained outside his gate by rebels who said he had no papers and feared he might be a fugitive Ukrainian soldier. MOGADISHU (Reuters) - An air strike in Somalia by U.S. armed forces targeted the leader of the Islamist militant group al Shabaab, Ahmed Abdi Godane, Somali and U.S. officials said on Tuesday, but they said it was unclear whether he was killed in the attack."We don't know that he's dead. But he was the target," one U.S. official told Reuters, speaking on condition of anonymity.Other U.S. officials said they believed Godane was killed in the strike late on Monday against a location where senior members of the al Qaeda-linked group were meeting, but the U.S. government has not confirmed this yet or given further details.If Godane were killed, it would be a major victory against the al Shabaab militants fighting the Western-backed government of Somalia, which is also supported by African Union troops.Since taking charge in 2008, Godane has restyled the group as a global player in the al Qaeda franchise - a transformation that was highlighted when it killed at least 67 people in an attack on a Kenyan shopping mall in September last year.The militants have also carried out guerrilla attacks in parts of the Somali capital Mogadishu, as well as in neighbouring Kenya and Uganda.Godane's close associate, Ahmed Mohamed Amey, was killed by a U.S. air strike in January.After the Westgate mall attack, Navy SEALS stormed ashore into the al Shabaab stronghold of Barawe, where a regional official said the latest air strike was also launched, but they failed to capture or kill their target then.The U.S. Department of Defense said late on Monday that its forces had carried out the operation against al Shabaab and would provide more information "when appropriate". BRUSSELS (Reuters) - NATO leaders will respond to the Ukraine crisis by agreeing this week to create a "spearhead" rapid reaction force, potentially including several thousand troops, that could be sent to a hotspot in as little as two days, officials said on Monday.The 28-nation alliance already has a rapid reaction force but U.S. President Barack Obama and other leaders meeting for a NATO summit in Wales on Thursday and Friday are expected to create a new force that would be able to respond more quickly to a crisis.The speed with which Russian forces infiltrated Ukraine's Crimea region in March has focused minds at NATO on speeding up its ability to respond if a similar crisis ever occurred on NATO territory."We will develop what I would call a spearhead ... a very high-readiness force able to deploy at very short notice. This spearhead would be provided by allies in rotation, and could include several thousand troops, ready to respond where needed with air, sea and special forces support," NATO Secretary-General Anders Fogh Rasmussen told a news conference.A senior NATO official, speaking on condition of anonymity, said the spearhead force could range from "a very small size up to something potentially as large as a brigade size". A NATO brigade typically numbers between 3,000 and 5,000 troops.The official said the force would be able to deploy to a crisis zone in just two days. Other NATO sources said however that some elements of the force might take longer to arrive. Currently it takes five days for the first units of NATO's rapid reaction force to arrive.The creation of the new force will be one of a range of measures in a "readiness action plan" that NATO will adopt at the summit to step up deterrence in response to the Ukraine crisis.

WASHINGTON (Reuters) - As fighting between the army and Russian-backed rebels rages in eastern Ukraine, preparations are under way near its western border for a joint military exercise this month with more than 1,000 troops from the United States and its allies.The decision to go ahead with the Rapid Trident exercise Sept. 16-26 is seen as a sign of the commitment of NATO states to support non-NATO member Ukraine while stopping well short of military intervention in the conflict.The annual exercise, to take place in the Yavoriv training center near Ukraine's border with Poland, was initially scheduled for July, but was put back because early planning was disrupted by the crisis in the eastern part of the country."At the moment, we are still planning for (the exercise) to go ahead," U.S. Navy Captain Gregory Hicks, spokesman for the U.S. Army's European Command said on Tuesday.NATO stepped up military activity in its eastern member states after Russia's annexation of Crimea in March, and is expected to agree at a summit in Wales this week to create a new rapid reaction force of several thousand troops.In addition to staging air force exercises, the United States is moving tanks and 600 troops to Poland and the Baltic states of Estonia, Latvia and Lithuania for joint maneuvers in October, replacing a more lightly armed force of paratroopers.But Rapid Trident will entail the first significant deployment of U.S. and other personnel to Ukraine since the crisis erupted. ROME (Reuters) - The world's worst Ebola epidemic has put harvests at risk and sent food prices soaring in West Africa, the U.N. Food and Agriculture Organisation (FAO) said on Tuesday, warning the problem would intensify in coming months.The FAO issued a special alert for Liberia, Sierra Leone and Guinea, the three countries most affected by the outbreak, which has killed around 1,550 people since the virus was detected in the remote jungles of southeastern Guinea in March.Restrictions on people's movements and the establishment of quarantine zones to contain the spread of the hemorrhagic fever has led to panic buying, food shortages and price hikes in countries ill-prepared to absorb the shock."Even prior to the Ebola outbreak, households in some of the most affected areas were spending up to 80 percent of their incomes on food," said Vincent Martin, head of an FAO unit in Dakar which is coordinating the agency's response."Now these latest price spikes are effectively putting food completely out of their reach," Martin said in a statement, adding the food crisis could hinder containment of the disease, which is typically spread via the bodily fluids of the sick.Rice and maize production will be scaled back during the fast-approaching main harvest season as migration and movement restrictions cause labour shortages on farms, FAO said.Cash crops like palm oil, cocoa and rubber will be seriously affected, squeezing the purchasing power of many families, who will also lose income and nutrition due to the ban on bush meat.Border crossing closures and the reduction of trade through seaports have tightened food supplies in the three countries, which are all net cereal importers, and propelled prices upwards, exacerbated by higher transport costs.The U.N.
