BRUSSELS - Jean-Claude Juncker may have been endorsed by Germany for the European Commission top job, but Italy and France have signalled opposition, while Britain has warned about the consequences of choosing the former Luxembourg PM for the post.A British official on Sunday (1 June) confirmed to Reuters that British PM David Cameron at an EU summit last week told fellow leaders that Juncker was not the right person for the job and that if he is picked, it will be more likely that Britons would vote to leave the EU.The official however dismissed reports that Cameron threatened to bring forward a referendum on Britain's EU membership if Juncker became commission President.German magazine Der Spiegel the same day had reported that Cameron told fellow leaders his government would be destabilised to such an extent if Juncker is picked, that the referendum planned for 2017 would need to take place sooner and that Brits would likely vote to leave the EU.Der Spiegel also reported that German Chancellor Angela Merkel at that same summit opposed Juncker being appointed as the negotiator with member states and the European Parliament, and that she preferred EU Council chief Herman Van Rompuy to do the job instead.On Friday, however, Merkel gave Juncker her strongest endorsement so far, saying that she is "now conducting all of my talks in the spirit that Jean-Claude Juncker should become president of the European Commission."But Cameron is not alone in his anti-Juncker stance. Warsaw - Polish foreign minister Radoslaw Sikorski may be a “natural candidate” for the EU’s head of diplomacy, but Warsaw is especially keen on getting a weighty economic dossier in the next European Commission.Poland’s press made much of comments by PM Donald Tusk last week that the country has achieved “such significant influence” on European foreign policy that it is considering trying to get Sikorski to be the next EU foreign policy chief.However, Tusk also indicated that other dossiers are at least as important, particularly energy, a topic on which Warsaw has been a leading voice in recent months.“We would like to get a post in a place, which is key from Poland’s point of view, but also from a European one. We are also thinking of energy or competition,” said Tusk.Diplomatic sources say Warsaw values an economic portfolio in the new commission more than the prestigious but less important post of foreign policy chief.However, the energy portfolio is likely to be out of Poland’s reach as the country’s pro-fracking, pro-coal stance is likely to be hard to swallow for many European capitals.Some sources say that this portfolio could go to Britain, which would be acceptable for Poland as London is favourable to exploring shale gas.Competition and internal market are also among the portfolios that Warsaw is eyeing.Gazeta Wyborcza recently wrote that Warsaw sees itself as one of the main supporters of deepening trade inside the Union and removing bureaucratic barriers, especially in the area of services.As for the people who should fill the posts, diplomats say: “portfolio first, candidates second”.Several names are doing the rounds. BRUSSELS - The European Commission has indicated it will obstruct the building of a new Russia-EU gas pipeline to bypass Ukraine.Its energy chief, German Gunther Oettinger, told the Frankfurt Allgemeine Sonntagszeitung over the weekend that its objections to the South Stream project are both political and legal.“With civil war-like conditions in eastern Ukraine and without Moscow's recognition of the Kiev government, we will certainly not arrive at a political conclusion of our negotiations,” he said.He added that talks in a special EU-Russia “working group” on South Stream can continue, but only if Russia is “ready for constructive co-operation on the basis of our energy law”.An EU official told EUobserver on Tuesday that the pipeline would bypass Ukraine’s transit system and make it easier for Russia to cut off Ukraine’s gas without harming EU customers.“We see Ukraine as EU energy partners, so to support South Stream would amount to a lack of solidarity with Ukraine.”The contact added that talks in the working group have “stagnated”, in part because Russia has attacked EU energy laws in the World Trade Organisation instead of seeking a bilateral accord.The EU’s so-called third energy package forces energy firms to separate production and distribution assets and to allow competitors access to infrastructure.But Russia’s Gazprom wants to maintain full control over the pipeline, which is to deliver 63 billion cubic metres of gas a year via the Black Sea to Italy and Slovenia.Russia has already signed intergovernmental agreements with Austria, Bulgaria, Croatia, Greece, Hungary, and Slovenia. Obama offers military help to eastern Europe allies worried by Russia

WARSAW (Reuters) - U.S. President Barack Obama promised on Tuesday to beef up military support for eastern European members of the NATO alliance who fear they could be next in the firing line after the Kremlin's intervention in Ukraine.Under attack from critics at home who say his leadership on the world stage has not been muscular enough, Obama unveiled plans to spend up to $1 billion in supporting and training the armed forces of NATO states on Russia's borders.The White House also said it would review permanent troop deployments in Europe in the light of the Ukraine crisis -- though that fell short of a firm commitment to put troops on the ground that Poland and some of its neighbors had sought.Stationing troops permanently in eastern Europe would be tricky: many NATO members in Western Europe would baulk at the cost, and a big increase in U.S. forces could prompt reciprocal steps by Moscow and spiral into an arms race.Moments after landing at Warsaw's Okecie airport at the start of a four-day visit to Europe, Obama set the tone by striding into an aircraft hangar to inspect U.S. fighter jets in Poland for a joint program with the Polish air force."We need to make sure that the collective defense ... is robust, it is ready, it is properly equipped," Obama later told a joint news conference with Polish President Bronislaw Komorowski in Warsaw at the start of a four-day visit to Europe."The United States is proud to bear its share of the defense of the transatlantic alliance," he said after their talks in Warsaw. UKRAINE'S INTEGRITY
Obama was to meet Ukraine's President-elect Petro Poroshenko in Warsaw on Wednesday and will attend celebrations in France with Russian President Vladimir Putin on Friday to mark the 70th anniversary of the World War Two D-Day landings.The Kremlin said Putin would hold private meetings on the sidelines with German Chancellor Angela Merkel, French President Francois Hollande and British Prime Minister David Cameron, but the Russian leader had no plans to meet Obama.The U.S. leader said he had no interest in threatening Russia, but that it must respect Ukraine's sovereignty, rein in separatist fighters there, and work together with Poroshenko. If Russia did not, Obama said, more sanctions have been prepared."Mr Putin has a choice to make," Obama said. "That's what I will tell him if I see him publicly. That’s what I have told him privately."Obama said he would offer Poroshenko U.S. support for the Ukrainian economy to help ensure it can get through the winter if Moscow turned off gas supplies in a row over payment."I want to hear from him (Poroshenko) what he thinks would be most helpful," Obama said. "We’re going to spend a lot of time on the economics of Ukraine."Washington recognized that Russia had a historic relationship with Ukraine and had legitimate interests in what happened along its border, he said."But we also believe that the principles of territorial integrity and sovereignty have to be respected," he said. "We have prepared economic costs on Russia that can escalate if in fact we continue to see Russia actively destabilizing one of its neighbors in the way that we’ve seen of late."While Washington proposed enhancing its military presence on Russia's western border, on another flank it stepped back in the face of a resurgent Kremlin.
HAWK SATISFIED
Poland, which spent much of its history under Russian domination and is now one of the most hawkish NATO members, has previously said it wanted a large U.S. force on its soil as soon as possible.However, Komorowski said the U.S. pledge on military support was a good response to the security threats in the region since Russia annexed Ukraine's Crimea peninsula earlier this year."For us it is most important that it is made clear that there are no second-rate NATO members. That there are no countries that are told by some outside countries, particularly Russia, whether U.S. forces can or cannot be stationed there," Komorowski said.The military assistance for Europe proposed by the White House, called the European Reassurance Initiative, is to include greater U.S. participation in training and exercises, deploying U.S. military planners, and more persistent naval deployments in the Black Sea and Baltic Sea, on Russia's doorstep.The White House said in a statement it would help build the defense capacity of Ukraine and two other Western-leaning states on Russia's borders, Georgia and Moldova. Fighting rages between army and separatists in eastern Ukraine town-JUN 3,14-YahooNews
KIEV (Reuters) - Fighting raged in eastern Ukraine for the second straight day on Tuesday as the army rolled out an offensive against pro-Russia separatists holding the city of Slaviansk and claimed to have inflicted losses on the rebels.Rebels in the town, a fierce separatist stronghold where a military helicopter was shot down last week killing 14 servicemen, said they had brought down a Su-25 attack aircraft and a helicopter, but this was denied by Ukrainian authorities.The fighting in Slaviansk followed a day-long fire-fight on Monday in Luhansk, a town further east on the border with Russia, after an attack by separatists on a border guard camp.At least two people were killed in the city center of Luhansk, which like Slaviansk is under separatist control, by a blast which rebels said came from a Ukrainian air strike but which the Ukrainians said was caused by a misfire of a heat-seeking missile by the rebels.Reports of fresh fighting coincided with Ukraine announcing that 59 servicemen had been killed in clashes with rebels since hostilities broke out in the east in April."In Donetsk and Luhansk regions 181 people have been killed and 293 wounded by terrorist activity including 59 servicemen," general prosecutor Oleh Makhnitsky told a news conference.Ukraine's Russian-speaking eastern regions which border on Russia have been riven with separatist armed rebellions for the past two months.The Kiev government says the fighting is fomented by Russia, which opposes its pro-Western policies, and accuses Russia of allowing volunteer fighters to cross into Ukraine to fight alongside the rebels.

China shrugs off security concerns on new link to restless west

TURPAN China (Reuters) - China showed off its first high-speed rail link to the restive far western region of Xinjiang on Tuesday, promising that it could guarantee the security of an important economic project despite a recent serious escalation in violence.Officials are still testing the line, which will run from the central western city of Lanzhou to Xinjiang's capital Urumqi, drastically reducing travel times to the energy-rich region located strategically on the borders of Central Asia.If tests go to plan, Xinjiang's first high-speed rail could be open to passengers within a year, officials told reporters on a government-organized tour of the train.Li Suping, the Urumqi Railway public security bureau vice chief, said that ensuring security over the line was a challenge police could handle, even as the government says it faces a growing threat from Islamist militants."We have confidence and the ability to guarantee the security of our lines and the security of our passengers. We adopted measures at stations and on the lines. We believe these measures are effective and are suited to the reality facing us," Li told reporters as the train cut through rugged, high-wind desert terrain east of Urumqi on the way to the oasis city of Turpan.Xinjiang has been beset by violence for years, which has pitted members of the Muslim Uighur people who call Xinjiang home against the Han Chinese who make up the majority of China's population.Many Uighurs, who speak a Turkic-language, chafe at Chinese government controls on their culture and religion and complain at being left out of Xinjiang's development, though Beijing says they are granted wide-ranging freedoms and that it is generous in supporting the region's minority peoples.Last month, five suicide bombers hit an Urumqi market, killing 39 people in the deadliest attack ever in Xinjiang. A few weeks earlier, a bomb went off at an Urumqi railway station, killing one person and wounding 79.As well as massively stepping up security, China has been pouring money into Xinjiang's development in an implicit recognition of the economic causes of some of the unrest, and the new rail line is part of that strategy.Vice Xinjiang governor Aierken Tuniyazi said the rail link would reduce the current 40-hour train ride from Beijing by more than 10 hours."The construction and operation of this rail line will greatly ... benefit the further opening of the west and will provide a firm foundation for the establishment of the Silk Road economic belt," he said, referring to Beijing's plans to better integrate development with Central Asia.However, he avoided a question about whether the new train would only speed the arrival of Han migrants into Xinjiang, another cause of Uighur discontent.Portions of the 710-km Xinjiang stretch of the track run through wide-open and easily accessible grazing lands or desert, making protection of the line a daunting challenge for authorities that have struggled to get a handle on the spate of attacks over the past year or more."It's a challenge for us, but we feel that through our effective measures we can absolutely handle and respond to these challenges," security official Li said.All trains have armed personnel on board, the numbers - often two or three - depending on the length of the line and the number of passengers, he added.Li said there would be no delay in opening the line due to security concerns."Once construction is complete ... on the security aspect, there is no problem," he added. BRUSSELS - Jean-Claude Juncker may have been endorsed by Germany for the European Commission top job, but Italy and France have signalled opposition, while Britain has warned about the consequences of choosing the former Luxembourg PM for the post.A British official on Sunday (1 June) confirmed to Reuters that British PM David Cameron at an EU summit last week told fellow leaders that Juncker was not the right person for the job and that if he is picked, it will be more likely that Britons would vote to leave the EU.The official however dismissed reports that Cameron threatened to bring forward a referendum on Britain's EU membership if Juncker became commission President.German magazine Der Spiegel the same day had reported that Cameron told fellow leaders his government would be destabilised to such an extent if Juncker is picked, that the referendum planned for 2017 would need to take place sooner and that Brits would likely vote to leave the EU.Der Spiegel also reported that German Chancellor Angela Merkel at that same summit opposed Juncker being appointed as the negotiator with member states and the European Parliament, and that she preferred EU Council chief Herman Van Rompuy to do the job instead.On Friday, however, Merkel gave Juncker her strongest endorsement so far, saying that she is "now conducting all of my talks in the spirit that Jean-Claude Juncker should become president of the European Commission."But Cameron is not alone in his anti-Juncker stance. Warsaw - Polish foreign minister Radoslaw Sikorski may be a “natural candidate” for the EU’s head of diplomacy, but Warsaw is especially keen on getting a weighty economic dossier in the next European Commission.Poland’s press made much of comments by PM Donald Tusk last week that the country has achieved “such significant influence” on European foreign policy that it is considering trying to get Sikorski to be the next EU foreign policy chief.However, Tusk also indicated that other dossiers are at least as important, particularly energy, a topic on which Warsaw has been a leading voice in recent months.“We would like to get a post in a place, which is key from Poland’s point of view, but also from a European one. We are also thinking of energy or competition,” said Tusk.Diplomatic sources say Warsaw values an economic portfolio in the new commission more than the prestigious but less important post of foreign policy chief.However, the energy portfolio is likely to be out of Poland’s reach as the country’s pro-fracking, pro-coal stance is likely to be hard to swallow for many European capitals.Some sources say that this portfolio could go to Britain, which would be acceptable for Poland as London is favourable to exploring shale gas.Competition and internal market are also among the portfolios that Warsaw is eyeing.Gazeta Wyborcza recently wrote that Warsaw sees itself as one of the main supporters of deepening trade inside the Union and removing bureaucratic barriers, especially in the area of services.As for the people who should fill the posts, diplomats say: “portfolio first, candidates second”.Several names are doing the rounds. Sikorski’s name has also been linked to the energy dossier. Other commissioner candidates include Jan Krzysztof Bielecki, a former PM and close adviser to Tusk, and Jacek Rostowski, a former finance minister.However, the chances that Janusz Lewandowski – currently in charge of the EU’s budget – gets a second term are also growing.Tusk’s Civic Platform (PO) won the European elections by a slight margin. BRUSSELS - The European Commission has indicated it will obstruct the building of a new Russia-EU gas pipeline to bypass Ukraine.Its energy chief, German Gunther Oettinger, told the Frankfurt Allgemeine Sonntagszeitung over the weekend that its objections to the South Stream project are both political and legal.“With civil war-like conditions in eastern Ukraine and without Moscow's recognition of the Kiev government, we will certainly not arrive at a political conclusion of our negotiations,” he said.He added that talks in a special EU-Russia “working group” on South Stream can continue, but only if Russia is “ready for constructive co-operation on the basis of our energy law”.An EU official told EUobserver on Tuesday that the pipeline would bypass Ukraine’s transit system and make it easier for Russia to cut off Ukraine’s gas without harming EU customers.“We see Ukraine as EU energy partners, so to support South Stream would amount to a lack of solidarity with Ukraine.”The contact added that talks in the working group have “stagnated”, in part because Russia has attacked EU energy laws in the World Trade Organisation instead of seeking a bilateral accord.The EU’s so-called third energy package forces energy firms to separate production and distribution assets and to allow competitors access to infrastructure.But Russia’s Gazprom wants to maintain full control over the pipeline, which is to deliver 63 billion cubic metres of gas a year via the Black Sea to Italy and Slovenia.Russia has already signed intergovernmental agreements with Austria, Bulgaria, Croatia, Greece, Hungary, and Slovenia. The Gazprom-led consortium, which aims to start construction this year, also includes EU firms EDF, Eni, and Wintershall.The comission cannot force member states to abandon the project, but it can obstruct progress by launching legal cases against the contracts which underpin its future. It already threw one spanner in the works this week by launching “infringement proceedings” against Bulgaria on alleged non-compliance with EU public procurement law in its handling of tenders.The South Stream dispute comes amid EU efforts to defuse a gas crisis between Russia and Ukraine.Oettinger on Monday chaired a meeting in Brussels with the two countries’ energy ministers after Russia threatened to cut off Ukraine’s gas the same day if it did not pay debts based on an inflated price agreed in 2009.The interim deal saw Ukraine pay €570 million worth of the debt and to hold off on a lawsuit in a Stockholm arbitration court in return for a one-week extension of Gazprom’s deadline.Oettinger announcned that the CEOs of Gazprom and Ukraine’s state gas distribution firm, Naftogaz, will hold further talks, but that, in the meantime: “there will be no interruption of delivery … [and] there will be no [Ukrainian] prepayment for gas deliveries for June.”He said the two sides will seek a “package-type solution” which is “considered fair by both sides”.He added that his aim is for an accord which “would ensure security of supply for at least a year” and to make sure that both Ukraine and its EU transit customers would be able to make it through “in case of a long and cold winter”.The gas talks come amid a flare-up in fighting in east Ukraine.Clashes between Ukranian forces and Russia-backed rebels claimed at least 12 more casualties near Luhansk on Monday.Russia the same day submitted a resolution on the conflict to the UN Security Council, but Western ambassadors said they could not back it because it made no reference to Ukraine’s territorial integrity.The Ukraine crisis is to take centre stage in talks between US President Barack Obama and European leaders on his visits to Brussels, Warsaw, and France this week.Nato countries’ defence ministers will this week also discuss stationing more military assets in eastern Europe to reassure ex-Iron Curtain states.But Russia’s ambassador to Nato, Alexander Grushko, told Russia’s Interfax news agency that if it does, then Russia will consider scrapping the 1997 Nato-Russia Founding Act, a treaty which limits troop and missile deployment in the region."We shall wait and see what the [Nato] ministers decide," he said."But if it means additional deployment of substantial Nato military assets in central and eastern Europe, and we are hearing calls for just that, then even if it takes place as a troop rotation we will have difficulty viewing it as anything other than a direct breach of obligations in the fundamental Russia-Nato documents,” he added."This could cast Europe back to the days of the Cold War and launch an arms race."

Obama offers military help to eastern Europe allies worried by Russia

WARSAW (Reuters) - U.S. President Barack Obama promised on Tuesday to beef up military support for eastern European members of the NATO alliance who fear they could be next in the firing line after the Kremlin's intervention in Ukraine.Under attack from critics at home who say his leadership on the world stage has not been muscular enough, Obama unveiled plans to spend up to $1 billion in supporting and training the armed forces of NATO states on Russia's borders.The White House also said it would review permanent troop deployments in Europe in the light of the Ukraine crisis -- though that fell short of a firm commitment to put troops on the ground that Poland and some of its neighbors had sought.Stationing troops permanently in eastern Europe would be tricky: many NATO members in Western Europe would baulk at the cost, and a big increase in U.S. forces could prompt reciprocal steps by Moscow and spiral into an arms race.Moments after landing at Warsaw's Okecie airport at the start of a four-day visit to Europe, Obama set the tone by striding into an aircraft hangar to inspect U.S. fighter jets in Poland for a joint program with the Polish air force."We need to make sure that the collective defense ... is robust, it is ready, it is properly equipped," Obama later told a joint news conference with Polish President Bronislaw Komorowski in Warsaw at the start of a four-day visit to Europe."The United States is proud to bear its share of the defense of the transatlantic alliance," he said after their talks in Warsaw. UKRAINE'S INTEGRITY
Obama was to meet Ukraine's President-elect Petro Poroshenko in Warsaw on Wednesday and will attend celebrations in France with Russian President Vladimir Putin on Friday to mark the 70th anniversary of the World War Two D-Day landings.The Kremlin said Putin would hold private meetings on the sidelines with German Chancellor Angela Merkel, French President Francois Hollande and British Prime Minister David Cameron, but the Russian leader had no plans to meet Obama.The U.S. leader said he had no interest in threatening Russia, but that it must respect Ukraine's sovereignty, rein in separatist fighters there, and work together with Poroshenko. If Russia did not, Obama said, more sanctions have been prepared."Mr Putin has a choice to make," Obama said. "That's what I will tell him if I see him publicly. That’s what I have told him privately."Obama said he would offer Poroshenko U.S. support for the Ukrainian economy to help ensure it can get through the winter if Moscow turned off gas supplies in a row over payment."I want to hear from him (Poroshenko) what he thinks would be most helpful," Obama said. "We’re going to spend a lot of time on the economics of Ukraine."Washington recognized that Russia had a historic relationship with Ukraine and had legitimate interests in what happened along its border, he said."But we also believe that the principles of territorial integrity and sovereignty have to be respected," he said. Poland, which spent much of its history under Russian domination and is now one of the most hawkish NATO members, has previously said it wanted a large U.S. force on its soil as soon as possible.However, Komorowski said the U.S. pledge on military support was a good response to the security threats in the region since Russia annexed Ukraine's Crimea peninsula earlier this year."For us it is most important that it is made clear that there are no second-rate NATO members. That there are no countries that are told by some outside countries, particularly Russia, whether U.S. forces can or cannot be stationed there," Komorowski said.The military assistance for Europe proposed by the White House, called the European Reassurance Initiative, is to include greater U.S. participation in training and exercises, deploying U.S. military planners, and more persistent naval deployments in the Black Sea and Baltic Sea, on Russia's doorstep.The White House said in a statement it would help build the defense capacity of Ukraine and two other Western-leaning states on Russia's borders, Georgia and Moldova. KIEV (Reuters) - Fighting raged in eastern Ukraine for the second straight day on Tuesday as the army rolled out an offensive against pro-Russia separatists holding the city of Slaviansk and claimed to have inflicted losses on the rebels.Rebels in the town, a fierce separatist stronghold where a military helicopter was shot down last week killing 14 servicemen, said they had brought down a Su-25 attack aircraft and a helicopter, but this was denied by Ukrainian authorities.The fighting in Slaviansk followed a day-long fire-fight on Monday in Luhansk, a town further east on the border with Russia, after an attack by separatists on a border guard camp.At least two people were killed in the city center of Luhansk, which like Slaviansk is under separatist control, by a blast which rebels said came from a Ukrainian air strike but which the Ukrainians said was caused by a misfire of a heat-seeking missile by the rebels.Reports of fresh fighting coincided with Ukraine announcing that 59 servicemen had been killed in clashes with rebels since hostilities broke out in the east in April."In Donetsk and Luhansk regions 181 people have been killed and 293 wounded by terrorist activity including 59 servicemen," general prosecutor Oleh Makhnitsky told a news conference.Ukraine's Russian-speaking eastern regions which border on Russia have been riven with separatist armed rebellions for the past two months.The Kiev government says the fighting is fomented by Russia, which opposes its pro-Western policies, and accuses Russia of allowing volunteer fighters to cross into Ukraine to fight alongside the rebels.

"At the present time the active phase of the "anti-terrorist operation" is going on near Slaviansk. The (separatist) fighters are being blocked. If they refuse to lay down their arms they will be destroyed," said Vladyslav Seleznyov, a spokesman for the military operation."Our job is to establish peace in the region and this we will do," he said.He could not confirm reports of wounded on the Ukrainian side around Slaviansk, but he said there were preliminary reports of dead and wounded among the separatist fighters."Information that Ukrainian planes and helicopters have been shot down are not true. China shrugs off security concerns on new link to restless west

TURPAN China (Reuters) - China showed off its first high-speed rail link to the restive far western region of Xinjiang on Tuesday, promising that it could guarantee the security of an important economic project despite a recent serious escalation in violence.Officials are still testing the line, which will run from the central western city of Lanzhou to Xinjiang's capital Urumqi, drastically reducing travel times to the energy-rich region located strategically on the borders of Central Asia.If tests go to plan, Xinjiang's first high-speed rail could be open to passengers within a year, officials told reporters on a government-organized tour of the train.Li Suping, the Urumqi Railway public security bureau vice chief, said that ensuring security over the line was a challenge police could handle, even as the government says it faces a growing threat from Islamist militants."We have confidence and the ability to guarantee the security of our lines and the security of our passengers. We adopted measures at stations and on the lines. We believe these measures are effective and are suited to the reality facing us," Li told reporters as the train cut through rugged, high-wind desert terrain east of Urumqi on the way to the oasis city of Turpan.Xinjiang has been beset by violence for years, which has pitted members of the Muslim Uighur people who call Xinjiang home against the Han Chinese who make up the majority of China's population.Many Uighurs, who speak a Turkic-language, chafe at Chinese government controls on their culture and religion and complain at being left out of Xinjiang's development, though Beijing says they are granted wide-ranging freedoms and that it is generous in supporting the region's minority peoples.Last month, five suicide bombers hit an Urumqi market, killing 39 people in the deadliest attack ever in Xinjiang. A few weeks earlier, a bomb went off at an Urumqi railway station, killing one person and wounding 79.As well as massively stepping up security, China has been pouring money into Xinjiang's development in an implicit recognition of the economic causes of some of the unrest, and the new rail line is part of that strategy.Vice Xinjiang governor Aierken Tuniyazi said the rail link would reduce the current 40-hour train ride from Beijing by more than 10 hours."The construction and operation of this rail line will greatly ... benefit the further opening of the west and will provide a firm foundation for the establishment of the Silk Road economic belt," he said, referring to Beijing's plans to better integrate development with Central Asia.However, he avoided a question about whether the new train would only speed the arrival of Han migrants into Xinjiang, another cause of Uighur discontent.Portions of the 710-km Xinjiang stretch of the track run through wide-open and easily accessible grazing lands or desert, making protection of the line a daunting challenge for authorities that have struggled to get a handle on the spate of attacks over the past year or more."It's a challenge for us, but we feel that through our effective measures we can absolutely handle and respond to these challenges," security official Li said.All trains have armed personnel on board, the numbers - often two or three - depending on the length of the line and the number of passengers, he added.Li said there would be no delay in opening the line due to security concerns."Once construction is complete ... on the security aspect, there is no problem," he added.
