EU welcomes Obama's climate change plans

The US on Monday announced new plans to reduce carbon emissions from power plants by 30 percent from 2005 levels by 2030. The move sends "a positive signal ahead of the Paris conference to finalise a new global climate agreement next year," EU climate commissioner Connie Hedegaard said.

BRUSSELS - Austerity measures meant to pull Europe out of the crisis have put some 800,000 children into poverty.6.6 million more people at risk of poverty or social exclusion today when compared to 2008 (Photo: EUobserver.com)-The findings, among others, are detailed in a 357-page World Social Protection report out Tuesday (3 June) by the Geneva-based UN agency, the International Labour Organisation (ILO).“The achievements of the European social model, which dramatically reduced poverty and promoted prosperity in the period following the Second World War, have been eroded by short-term adjustment reforms,” notes the report.The report argues that fiscal consolidation meant to reduce debt has failed to stimulate the kind of economic growth needed to create jobs.It notes that maintaining social protection not only reduces poverty but also stimulates growth by boosting the health of the vulnerable, increasing their productivity, and by extension props up domestic demand.The report says that families in austerity-driven nations like Ireland, Cyprus, Greece, and Portugal have seen their disposable incomes plummet, leading to lower consumption.

In Greece, salaries dropped 35 percent since 2008 while unemployment increased by 28 percent. At the same time, social security reforms are being replaced with a system that limits the responsibility of the Greek state.For comparison, the ILO estimates poverty rates in Finland in 2010 would have been over 30 percent, as opposed to around 7 percent, had the government slashed social protection transfers to those in need.The ILO notes some structural reforms imposed on governments are designed to streamline administration.But the emphasis, it says, has been disproportionally placed on the fiscal objective of balancing public budgets “without due consideration to the objective of adequate benefits to all people”.Europe’s solution to the crisis for the past five years has instead given rise to persistent unemployment, lower wages and higher taxes.All three have boosted poverty and social exclusion rates, which now affects some 123 million people or 24 percent of the EU population.Before the start of the crisis in 2008, the figure was 116 million. Today, around 800,000 more children now live in poverty compared to five years ago.“Some estimates foresee an additional 15-25 million people facing the prospect of living in poverty by 2025 if fiscal consolidation continues,” warns the ILO.The European Commission, for its part, notes unemployment has increased to close to 26 million.It says 5.3 million young people are jobless and around half of the unemployed have been without a job for more than a year.“Although there are some signs of economic recovery, it remains slow; it is still very fragile; and it is uneven throughout the EU,” EU employment commissioner Laszlo Andor said Monday.Andor says nearly a quarter of the population is still considered at risk of poverty or social exclusion.

Thirty three years, five of which were spent in Israeli prisons, the house in the Aida refugee camp and Yasser Arafat his model: Mohammed Lofti, also known as Habashi, is the Al Fatah militant who wrote the pro-Palestinian messages on Bethlehem’s Western Wall, where Francis stood to pray.Sat in a restaurant near the Al Fatah training centre, Habashi describes that day as a duel with the Israelis which they won. “We knew that on Sunday the Pope was going to enter Bethlehem from the northern side of the Western Wall so the previous night, after midnight, we went to write the messages on the wall.” He used the plural to refer to a small group of people: There was three of us and I was coordinating.” But on Saturday evening the Israeli guards at the checkpoint spotted the messages and removed them the morning after. “In the morning we saw them removing them. We were tempted to go back and write them again straightaway but they would have removed them.” So they came up with a different plan. “We hung around without doing anything and then, when the Pope left Bethlehem and headed  for the northern end of the wall, we quickly wrote the messages again  so the Israelis didn’t have time to remove them.” Basically, it was a blitz. When the Pope’s car stopped “more or less where security had told us it would”, Habashi was nearby. “It was a powerful feeling, the Pope had seen our messages.”Hence the importance of the content of the message. “We focused on three subjects,” Habashi explained. “Free Palestine” was intended as an expression of the eagerness for sovereignty, the liberation of prisoners from Israeli prisons and “the Warsaw ghetto to get across how much we are suffering.” “The Israelis are behaving like the Nazis did,” Habashi said, “and the world needs to know how much we are suffering although we don’t hate the Jews and respect all faiths.” His comments are aggressive and reflect his own personal story: “I lost a three month old brother in the first Intifada. He died of asphyxia after inhaling tear gas. In the second Intifada I was arrested and spent five years in prison, in Ofer and Beer Sheva, where I was abused.” Now Habashi lives in the Aida refugee camp in Bethlehem with his wife and children. He attends sociology courses at the local university and dreams of “returning to Deir Aban, the village from which where my parents were chased away in 1948. It was located where the Israeli city of Beit Shemesh is today.” A fervently faithful Al Fatah follower, Habashi stressed that he “believes in peace”, a peace which he interprets as “one single Palestine, where Jews can profess their faith, but without Zionists.”Israel remains an adversary, as Hamas is: “The situation in Gaza is tense, fundamentalists mistreat women and reaching an agreement will be difficult.” Arafat is his idea of a model leader: “He fought for us, people loved him and I chose to join Fatah when I was a child because I related to him.” As a militant, the most painful thing are the “5000 companions who are in prison in Israel.” He feels proud that he and the other men were able “to transmit our messages to the Pope”  because “Palestine is made up of Christians and Muslims who are united in their aspirations for freedom” and “the hope is that Francis will bring us closer to peace.” In August Habashi will be coming to Rome with a delegation of Fatah members. He will be “hosted by left-wing parties” and is planning on going to the Vatican “to see where the Pope lives.”Behind the messages written on Bethlehem wall is a very personal approach to the barrier which Israelis put up in 2002 to defend themselves against terrorist attacks. “I am all for political and protest messages but I am against the murals which make them look pretty,” Hebashi said. “We must avoid doing anything that makes the wall appear as acceptable.” Palestinians are greatly divided over this subject, as the 26-year-old Majid Abel Hamid demonstrates. In 2007 he wrote all the letters contained in the declaration of independence – which Arafat read out in Algiers in 1988 - on a section of the wall and now spends his time grinding down cement from the wall to make sand for hourglasses. “In divided Berlin, young people from the Western part covered the wall in murals depicting freedom, but in Palestine this seems impossible because there is a prevailing general dislike towards Israelis,” Majid Abdel Hamid said.
