A 'unity' government between Hamas and Fatah may well be established by the end of May - but only if the Hamas "parliament" approves the move first, Ismail Haniyeh said Wednesday. "Any government that does not obtain the confidence of the parliament will have no constitutional legality, and Fatah and Hamas have agreed on this," Haniyeh said in a speech to lawmakers in Gaza. "The legislative council (parliament) will also monitor the consensus government's work," he said.On Tuesday, senior Fatah official Azzam al-Ahmed announced that he would be visiting Gaza to establish the unity government, which PLO officials estimated will be established by the end of the month. The Palestinian Authority (PA) and Hamas are to form an "independent government" of technocrats according to the deal. However, the chances of true reconciliation between the rival groups remains in doubt.A senior PA official on Sunday said that PA Chairman Mahmoud Abbas told US National Security Adviser Susan Rice last week that Hamas will not be part of the unity government, adding that the terror group "does not need" to recognize Israel or renounce terror. Abbas has stated that the unity government will be under his control.Hamas continues to be adamant over its full control of a "unity" government, expressing over and over again that it would remain in control of both Gaza and the PA after elections and insisting that Haniyeh would rule the government. Hamas representatives have already claimed that the PA's police forces will be integrated into Hamas's police in Gaza, less than a week after co-founder Mahmoud Al-Zahar angrily denied allowing Hamas to be integrated into the PA side of law enforcement. Concerns have been raised about the international community's response to a Hamas-control government, as the EU has expressed support for the pact - fully convinced that Abbas, not Haniyeh, will take the lead. "The EU expects any new government to uphold the principle of non-violence, to remain committed to achieving a two-state solution and to a negotiated peaceful settlement ... including Israel's legitimate right to exist," EU foreign policy chief Catherine Ashton insisted last month. Russia cast doubt on the long-term future of the International Space Station, a showcase of post-Cold War cooperation, as it retaliated on Tuesday against U.S. sanctions over Ukraine.Deputy Prime Minister Dmitry Rogozin said Moscow would reject a U.S. request to prolong the orbiting station's use beyond 2020. It will also bar Washington from using Russian-made rocket engines to launch military satellites.Moscow took the action, which also included suspending operation of GPS satellite navigation system sites on its territory from June, in response to U.S. plans to deny export licenses for high-technology items that could help the Russian military."We are very concerned about continuing to develop high-tech projects with such an unreliable partner as the United States, which politicizes everything," Rogozin told a news conference.Washington wants to keep the $100 billion, 15 nation space station project in use until at least 2024, four years beyond the previous target.Moscow's plan to part ways on a project which was supposed to end the "space race" underlines how relations between the former Cold War rivals have deteriorated since Russia annexed Ukraine's Crimea region in March.Since the end of the Space Shuttle project, Russian Soyuz spacecraft have been the only way U.S. astronauts can get to the space station, whose crews include mostly Americans and Russians, as well as visitors from other countries.At a time when Moscow is struggling to reform its accident-plagued space program, Rogozin said U.S. plans to deny export licenses for some high-technology items were a blow to Russian industry. A deal to end the four-year-old feud between Turkey and Israel is imminent and could be signed as soon as Prime Minister Benjamin Netanyahu returns from his trip to Japan, The Times of Israel has learned.Jerusalem and Ankara agree on all outstanding issues that thus far have stood in the way of an agreement to fully restore bilateral ties to their pre-Gaza flotilla level, a knowledgeable source told The Times of Israel. Now it is up to Netanyahu to make a final decision to approve the deal, the source said.The first step in a gradual reconciliation would be the immediate exchange of ambassadors. The deal also includes a $20 million compensation package for the families of nine Turks who died aboard the Gaza-bound Mavi Marmara in May 2010 during an Israeli commando raid to stop the vessel. However, the agreement will not mention any change to Israel’s blockade of the Gaza Strip, according to the source, who asked to remain unnamed due to the sensitive nature of the issue. Top officials in Ankara have repeatedly insisted that lifting the blockade is a key condition that needs to be fulfilled before ties can be re-normalized.“The Turks are seeking to sign the deal with greater urgency than the Israelis do,” the source said, adding that the government of Prime Minister Recep Tayyip Erdoğan would be ready to send an ambassador to Tel Aviv “the day after the agreement is signed.” After every prolonged conflict, “some suspicions” are sure to remain on both sides, but by and large Turkey is interested in restoring ties with Israel – “and they want it fast,” the source said.After Erdoğan’s Justice and Development Party, or AKP, landed a decisive victory in local elections earlier this year – which he characterized as a national referendum on his leadership — Erdoğan feels “strong enough” to agree to closer ties with Israel, the source said.As opposed to some who believe that Turkey, under Erdoğan, is orienting itself toward radical Islam and away from the West, some Israeli Turkey experts believe that Ankara does not seek to be seen as overly affiliated with groups such as the Muslim Brotherhood. BRUSSELS - In just over three week's time the European elections will be over but a new process will have just begun – an immense power struggle between the EU institutions.EU council chief Van Rompuy is set to have lengthy negotiations on the name of the next commission president (Photo: Council of European Union) It will involve two different approaches on how to interpret the results. This will in turn affect who should become the next European Commission president.The European Parliament believes the post should go to either the top candidate of the political party that wins the most votes or to the candidate who can get a majority among the groups.There are six in total including Jean-Claude Juncker for the centre-right, Martin Schulz for the centre-left, Guy Verhofstadt for the liberals, Jose Bove and Ska Keller for the Greens and leftist Alexis Tsipras.The candidates see themselves as real contenders. EU leaders, on the other hand, see them useful for raising interest in the vote and nothing more.Member states want to be free to choose someone else entirely for the commission post, as a "package deal" with the two other top posts – European Council president and the foreign affairs chief – and possibly also including the successor to Eurogroup chief Jeroen Dijsselbloem, whose mandate ends next year.Both sides look to the treaty for validation.The treaty says that EU leaders have to take into account the result of the election when choosing someone for the post. MEPs took inspiration from the wording to create presidential contenders for the major parties.Both sides also feel they have the democracy argument on their side.EU leaders note that they are democratically elected representatives choosing a president; the parliament says that its way will reflect voters' wishes.

At heart is a good old-fashioned power struggle between EU institutions.Klaus Welle, Secretary General of the European Parliament, says the EU treaty intended to change the balance of power."How much – that will be played out in the next couple of weeks," he recently told an audience at Brussels' CEPS thinktank.The fact that the vote between the top two parties – the centre-right EPP and the Socialists – is set to be so close is only likely to make the struggle even more intense.To get an agreement on the name, a qualified majority is needed among member states as well as an absolute majority in parliament.It could be that Juncker, for example, gathers the support he needs among member states but cannot muster enough among MEPs.Or that Schulz can get MEPs behind him, but not enough leaders. There are other potentially awkward questions too. What will Germany do? Chancellor Angela Merkel has never liked the whole idea of presidential candidates. But her vice-chancellor Sigmar Gabriel is also leader of the Social-Democrats and, so far, a Schulz supporter. Merkel's grand coalition has not yet agreed on which party colour the next German commissioner should have. A meeting between Merkel and Gabriel is scheduled on the day after the EU election to discuss the matter.The Brussels-based drama will start two days after the results are in, on Tuesday 27 May.In the morning the political group leaders of the outgoing parliament will meet to discuss the results and what to do next. Merkel has signalled she dislikes the idea of having Schulz chair the group leaders' meeting, given that he is one of the top candidates. Instead she wants EPP chairman Joseph Daul to lead the meeting.EU leaders will meet in the afternoon and evening in Brussels. They are expected to "mandate" European Council President Herman Van Rompuy to start the talks with governments and MEPs.Chancellor Merkel has already made clear that the process will take time."There is a meeting of European leaders and heads of government set for May 27, but the decision will not be made on the Tuesday or Wednesday following the elections," she said Saturday."The negotiations will last several weeks," she added.Welle, for his part, takes some pleasure in pointing out how few people know the treaty well. He notes that it says that Van Rompuy has to consult MEPs beforehand and that parliament must then "elect" the president."Treaty language is important."While the consulting is going on, the parliament's political groups will also be forming. By 24 June, all factions are to be set in stone, determining key things such as funding and committee chairs. But also potential voting alliances for the commission president.EU leaders will gather once again in Brussels for their traditional summer summit on 27 June.The parliament will have its constitutive session in the first week of July, electing its own chief on the 1st of the month. The earliest possible date that the European Commission president could be voted on is on 15-16 July. But most think this is unlikely and that the institutional wrangling will still be in full swing at that point.Welle notes that the nomination vote "could" also be in September.Hearings of all commissioner nominees are meant to be in September and the final confirmation vote of the whole Commission in October, when the mandate of the current executive expires.

Member states view the EP's claims about democracy with a jaundiced eye. They think the parliament is more concerned about power politics. "The EP claims that more democratic legitimacy equals more powers to the EP. But this is not the track record we've seen, with legislation blocked just to assert their power," one EU diplomat said.The source added that among member states, there are several saying that more democracy should come with more powers to national parliaments rather than the European Parliament. Meanwhile EU leaders are unlikely to accept the scenario of having two of the 'Spitzenkand idaten' emerge as the ultimate compromise – Schulz as Commission president and Juncker chairing the European Council. "That would mean the Parliament gets to decide on two posts, not just one," the EU diplomat said.The council's ace up its sleeve if the EP blocks the appointment of the new commission is to accuse it of needless quarrelling at a time when Europe is grappling with the Ukraine crisis.Welle, known as a master political tactician, is rather sanguine about it all.He likens it to the EP announcing it wants to land on Mars. BRUSSELS - Ukraine plans to use EU and IMF money to pay for Russian gas, but will not pay a cent unless Moscow agrees a market price, its authorities say.Its caretaker PM, Arseniy Yatsenyuk, made the point at a meeting with European Commission chief Jose Manuel Barroso in Brussels on Tuesday (13 May).He said: “We want a deal based on market conditions. If Russia rejects this, we will bring Russia to [an international arbitrage] court in Stockholm. If I’m not mistaken, there’s 20 days left - this is the final call for Russia to sit at the negotiating table.”He noted that Russia’s ultimatum on gas debts is offset by its seizure of Ukrainian energy assets in Crimea last month, worth “tens, if not hundreds, of billions of dollars.” He listed stolen assets as: 2 billion cubic metres of gas in storage vats; two energy firms; onshore and offshore drilling facilities; and offshore gas fields.Ukraine’s ambassador to the EU, Kostyantin Yeliseyev, told EUobserver on Wednesday that no EU or International Monetary Fund (IMF) money will be used to pay Russia’s “political” gas price.“We are not so stupid or naive as to pay this price,” he noted.“The situation is not easy and time is running: We need to start filling our underground storage facilities so that we can ensure transit of [Russian] gas to European countries [in winter],” he added.Russian supplier Gazprom has said it will halt deliveries to Ukraine on 2 June unless it makes a pre-payment of $1.7 billion based on a price of $485 per thousand cubic metres (tcm) - almost twice the amount charged to its EU customers.Last year it offered Ukraine $268.5 per tcm as part of a bailout for its former leader Viktor Yanukovych.But it cancelled the offer when he fell from power and Ukraine resumed preparations to sign a free trade pact with the EU.For its part, the EU on Tuesday signed off a €1.6 billion macro-financial aid package to Ukraine, saying the first part, worth some €600 million, will be disbursed “soon.” The deal comes on top of an IMF bailout tranche of $3.2 billion paid out one week ago.A commission spokesman, Simon O’Connor, noted: “It is aid for the Ukrainian budget to meet its external financing needs, which includes payments in the energy sector.”Barroso told press alongside Yatsenyuk: “Russia, if it wants to be seen as a credible supplier cannot play political games with energy.” He added: “If Russia continues with this kind of behaviour, it will only lead to its further isolation.”The EU is trying to set up a meeting with Ukraine and Russia’s energy ministers before 2 June to solve the gas dispute.It is also taking steps on the broader crisis in Ukraine. Israel said it had "no intention" of giving the Vatican sovereignty over King David's Tomb in Jerusalem, AFP reports Wednesday, after hundreds of hareidi Jews protested at the site ahead of Pope Francis's visit later this month."Contrary to rumors in Israel, there is no intention to transfer to the Vatican sovereignty or ownership on the Tomb of David or the Cenacle," Israel's ambassador to the Vatican, Zion Evrony, said in a speech obtained on Wednesday.The Cenacle is the reputed scene of Jesus's last supper, which is built in the same building as King David's Tomb. The pope is planning to hold a mass on the site on Mount Zion near the walls of the Old City.The site is currently part of long-running negotiations over Holy Land property between Israel and the Vatican, which has hoped to be given the right to use the site.Israeli officials have continuously denied an upcoming deal, however. Last month, an Israeli diplomatic source told Arutz Sheva that the Israeli government has no intention of transferring control over the site to the Church; those claims were reiterated Sunday, by the office of the Sephardi Chief Rabbi, Rabbi Yitzhak Yosef. Site transfer or no site transfer? However, Rabbi Yaakov Sevilia, an activist for King David's Tomb, told Arutz Sheva that there is a deal in the works - which would see David's Tomb given to Christians, and the Temple Mount to Muslims. He cited journalist Gulio Meotti, who contributes regularly to Arutz Sheva, as the source for this knowledge.MK Tzipi Hotovely (Likud) has also written a stern letter to Prime Minister Binyamin Netanyahu over the issue, noting its political significance in terms of Israel's history and heritage. "It is inconceivable that this place will be transferred to foreign hands, so that the Torahs and the Star of David will be swallowed in a sea of crosses," the Deputy Minister wrote. Israel said it had “no intention” of giving the Vatican sovereignty over a sensitive holy site in Jerusalem, in the wake of protests by ultra-Orthodox Jews ahead of Pope Francis’s visit this month.“Contrary to rumors in Israel, there is no intention to transfer to the Vatican sovereignty or ownership on the Tomb of David or the Cenacle,” Israel’s ambassador to the Vatican, Zion Evrony, said in a speech obtained on Wednesday.On Tuesday, Foreign Minister Avigdor Liberman also dispelled rumors of a deal during the pope’s upcoming visit.“The State of Israel has no intention of signing with the Vatican, during the pope’s coming visit, on an agreement to transfer the responsibility of sites like these or others, or other gestures,” Liberman said.The Cenacle is the reputed scene of Jesus’s last supper, and the pope is planning to hold a mass on the site on Mount Zion near the walls of the Old City.Jews revere the site as the tomb of Kind David, which is on the ground floor of the same building. It is also important for Muslims.The site is currently part of long-running negotiations over Holy Land property between Israel and the Vatican, which hopes to be given the right to use the site.Hundreds of ultra-Orthodox Jews on Monday held a protest near the site, demanding that Israel retain sovereignty. They are also planning another demonstration on May 22 — just three days before Pope Francis arrives.Francis is traveling to Israel, Jordan and the Palestinian territories between May 24 and 26.President Shimon Peres told an Italian newspaper during a visit to the Vatican last year that a compromise had been reached on the Cenacle, and that “99 percent” of the issues concerning the site had been addressed.

A 'unity' government between Hamas and Fatah may well be established by the end of May - but only if the Hamas "parliament" approves the move first, Ismail Haniyeh said Wednesday. "Any government that does not obtain the confidence of the parliament will have no constitutional legality, and Fatah and Hamas have agreed on this," Haniyeh said in a speech to lawmakers in Gaza. "The legislative council (parliament) will also monitor the consensus government's work," he said.On Tuesday, senior Fatah official Azzam al-Ahmed announced that he would be visiting Gaza to establish the unity government, which PLO officials estimated will be established by the end of the month. The Palestinian Authority (PA) and Hamas are to form an "independent government" of technocrats according to the deal. However, the chances of true reconciliation between the rival groups remains in doubt.A senior PA official on Sunday said that PA Chairman Mahmoud Abbas told US National Security Adviser Susan Rice last week that Hamas will not be part of the unity government, adding that the terror group "does not need" to recognize Israel or renounce terror. Abbas has stated that the unity government will be under his control.Hamas continues to be adamant over its full control of a "unity" government, expressing over and over again that it would remain in control of both Gaza and the PA after elections and insisting that Haniyeh would rule the government. A deal to end the four-year-old feud between Turkey and Israel is imminent and could be signed as soon as Prime Minister Benjamin Netanyahu returns from his trip to Japan, The Times of Israel has learned.Jerusalem and Ankara agree on all outstanding issues that thus far have stood in the way of an agreement to fully restore bilateral ties to their pre-Gaza flotilla level, a knowledgeable source told The Times of Israel. Now it is up to Netanyahu to make a final decision to approve the deal, the source said.The first step in a gradual reconciliation would be the immediate exchange of ambassadors. The deal also includes a $20 million compensation package for the families of nine Turks who died aboard the Gaza-bound Mavi Marmara in May 2010 during an Israeli commando raid to stop the vessel. However, the agreement will not mention any change to Israel’s blockade of the Gaza Strip, according to the source, who asked to remain unnamed due to the sensitive nature of the issue. Power struggle looms after EU vote

BRUSSELS - In just over three week's time the European elections will be over but a new process will have just begun – an immense power struggle between the EU institutions.EU council chief Van Rompuy is set to have lengthy negotiations on the name of the next commission president (Photo: Council of European Union) It will involve two different approaches on how to interpret the results. This will in turn affect who should become the next European Commission president.The European Parliament believes the post should go to either the top candidate of the political party that wins the most votes or to the candidate who can get a majority among the groups.There are six in total including Jean-Claude Juncker for the centre-right, Martin Schulz for the centre-left, Guy Verhofstadt for the liberals, Jose Bove and Ska Keller for the Greens and leftist Alexis Tsipras.The candidates see themselves as real contenders. EU leaders, on the other hand, see them useful for raising interest in the vote and nothing more.Member states want to be free to choose someone else entirely for the commission post, as a "package deal" with the two other top posts – European Council president and the foreign affairs chief – and possibly also including the successor to Eurogroup chief Jeroen Dijsselbloem, whose mandate ends next year.Both sides look to the treaty for validation.The treaty says that EU leaders have to take into account the result of the election when choosing someone for the post. MEPs took inspiration from the wording to create presidential contenders for the major parties.Both sides also feel they have the democracy argument on their side.EU leaders note that they are democratically elected representatives choosing a president; the parliament says that its way will reflect voters' wishes.
Balance of power
At heart is a good old-fashioned power struggle between EU institutions.Klaus Welle, Secretary General of the European Parliament, says the EU treaty intended to change the balance of power."How much – that will be played out in the next couple of weeks," he recently told an audience at Brussels' CEPS thinktank.The fact that the vote between the top two parties – the centre-right EPP and the Socialists – is set to be so close is only likely to make the struggle even more intense.To get an agreement on the name, a qualified majority is needed among member states as well as an absolute majority in parliament.It could be that Juncker, for example, gathers the support he needs among member states but cannot muster enough among MEPs.Or that Schulz can get MEPs behind him, but not enough leaders. There are other potentially awkward questions too. What will Germany do? Chancellor Angela Merkel has never liked the whole idea of presidential candidates. But her vice-chancellor Sigmar Gabriel is also leader of the Social-Democrats and, so far, a Schulz supporter. Merkel's grand coalition has not yet agreed on which party colour the next German commissioner should have. A meeting between Merkel and Gabriel is scheduled on the day after the EU election to discuss the matter.The Brussels-based drama will start two days after the results are in, on Tuesday 27 May.In the morning the political group leaders of the outgoing parliament will meet to discuss the results and what to do next. Merkel has signalled she dislikes the idea of having Schulz chair the group leaders' meeting, given that he is one of the top candidates. Instead she wants EPP chairman Joseph Daul to lead the meeting.EU leaders will meet in the afternoon and evening in Brussels. They are expected to "mandate" European Council President Herman Van Rompuy to start the talks with governments and MEPs.Chancellor Merkel has already made clear that the process will take time."There is a meeting of European leaders and heads of government set for May 27, but the decision will not be made on the Tuesday or Wednesday following the elections," she said Saturday."The negotiations will last several weeks," she added.Welle, for his part, takes some pleasure in pointing out how few people know the treaty well. He notes that it says that Van Rompuy has to consult MEPs beforehand and that parliament must then "elect" the president."Treaty language is important."While the consulting is going on, the parliament's political groups will also be forming. By 24 June, all factions are to be set in stone, determining key things such as funding and committee chairs. But also potential voting alliances for the commission president.EU leaders will gather once again in Brussels for their traditional summer summit on 27 June.The parliament will have its constitutive session in the first week of July, electing its own chief on the 1st of the month. The earliest possible date that the European Commission president could be voted on is on 15-16 July. But most think this is unlikely and that the institutional wrangling will still be in full swing at that point.Welle notes that the nomination vote "could" also be in September.Hearings of all commissioner nominees are meant to be in September and the final confirmation vote of the whole Commission in October, when the mandate of the current executive expires.
Democracy claims
Member states view the EP's claims about democracy with a jaundiced eye. They think the parliament is more concerned about power politics. "The EP claims that more democratic legitimacy equals more powers to the EP. But this is not the track record we've seen, with legislation blocked just to assert their power," one EU diplomat said.The source added that among member states, there are several saying that more democracy should come with more powers to national parliaments rather than the European Parliament. Meanwhile EU leaders are unlikely to accept the scenario of having two of the 'Spitzenkand idaten' emerge as the ultimate compromise – Schulz as Commission president and Juncker chairing the European Council. "That would mean the Parliament gets to decide on two posts, not just one," the EU diplomat said.The council's ace up its sleeve if the EP blocks the appointment of the new commission is to accuse it of needless quarrelling at a time when Europe is grappling with the Ukraine crisis.Welle, known as a master political tactician, is rather sanguine about it all.He likens it to the EP announcing it wants to land on Mars. First, MEPs were told they couldn't build a rocket, and then that it would never fly."Now the discussion is: you will not be allowed to land on Mars."
Ukraine to use EU and IMF money to pay for Russian gas

BRUSSELS - Ukraine plans to use EU and IMF money to pay for Russian gas, but will not pay a cent unless Moscow agrees a market price, its authorities say.Its caretaker PM, Arseniy Yatsenyuk, made the point at a meeting with European Commission chief Jose Manuel Barroso in Brussels on Tuesday (13 May).He said: “We want a deal based on market conditions. If Russia rejects this, we will bring Russia to [an international arbitrage] court in Stockholm. If I’m not mistaken, there’s 20 days left - this is the final call for Russia to sit at the negotiating table.”He noted that Russia’s ultimatum on gas debts is offset by its seizure of Ukrainian energy assets in Crimea last month, worth “tens, if not hundreds, of billions of dollars.” He listed stolen assets as: 2 billion cubic metres of gas in storage vats; two energy firms; onshore and offshore drilling facilities; and offshore gas fields.Ukraine’s ambassador to the EU, Kostyantin Yeliseyev, told EUobserver on Wednesday that no EU or International Monetary Fund (IMF) money will be used to pay Russia’s “political” gas price.“We are not so stupid or naive as to pay this price,” he noted.“The situation is not easy and time is running: We need to start filling our underground storage facilities so that we can ensure transit of [Russian] gas to European countries [in winter],” he added.Russian supplier Gazprom has said it will halt deliveries to Ukraine on 2 June unless it makes a pre-payment of $1.7 billion based on a price of $485 per thousand cubic metres (tcm) - almost twice the amount charged to its EU customers.Last year it offered Ukraine $268.5 per tcm as part of a bailout for its former leader Viktor Yanukovych.But it cancelled the offer when he fell from power and Ukraine resumed preparations to sign a free trade pact with the EU.For its part, the EU on Tuesday signed off a €1.6 billion macro-financial aid package to Ukraine, saying the first part, worth some €600 million, will be disbursed “soon.” The deal comes on top of an IMF bailout tranche of $3.2 billion paid out one week ago.A commission spokesman, Simon O’Connor, noted: “It is aid for the Ukrainian budget to meet its external financing needs, which includes payments in the energy sector.”Barroso told press alongside Yatsenyuk: “Russia, if it wants to be seen as a credible supplier cannot play political games with energy.” He added: “If Russia continues with this kind of behaviour, it will only lead to its further isolation.”The EU is trying to set up a meeting with Ukraine and Russia’s energy ministers before 2 June to solve the gas dispute.It is also taking steps on the broader crisis in Ukraine.
