JTA — Although Ukraine has been charting a bloody course toward civil war for months, Irina Zborovskaya had always felt safe in Odessa.Living in a cosmopolitan city where hate crimes are rare and a tradition of tolerance for minorities and dissidents prevails, many Odessites were lulled into a false sense of security by the absence of violence witnessed elsewhere in their country since November, when protests began that ultimately would lead to the ouster of President Viktor Yanukovych.But that changed on May 2, when one of the worst bloodbaths to hit Ukraine in recent months erupted in downtown Odessa. Some 42 people died in street fights there between pro-Russian protesters and supporters of the Ukrainian government, many of them perishing after a building was set ablaze.“Even after all that’s been happening in Ukraine, it had remained unthinkable to us that one Odessite could kill another Odessite like that,” said Zborovskaya, the director of the local office of the American Jewish Joint Distribution Committee.“In Odessa, there was more calm than in other places,” she said. “But now I cannot think of a single person here who isn’t worried.”
With its bubbling night life, progressive cultural scene and garden cafe culture, Odessa had remained mostly quiet throughout the upheaval that has engulfed much of Ukraine. The city’s Jews — estimates of their population range from 30,000 to 45,000 — saw almost none of the anti-Jewish violence that accompanied the chaos in Kiev, where four serious assaults of Jews have occurred since November. In two eastern Ukrainian cities, unidentified individuals tried to torch synagogues.But since May 2, the Jewish community of Odessa has been partially paralyzed. While the new Beit Grand Jewish community center is open for regular activities, all special events have been canceled.The center is home to a kindergarten located about 100 yards from where hundreds of protesters stormed a police headquarters on May 4. The suspension will continue until at least May 25, when Ukraine is due to hold its first elections since the revolution.“It’s not safe to have people gather in one place right now,” Zborovskaya said.It appears that no Jews have died as a result of the violence in Odessa, but the eruption has led to reports that local Jewish community leaders were working on an emergency evacuation plan for the city’s Jews.Berl (Boleslav) Kapulkin, a spokesman for the Jewish community of Odessa, said the reports, which appeared last week in the Israeli media, were the result of a misunderstanding. The community has no immediate evacuation plans, Kapulkin said, but there are discussions underway about evacuating in the future if the situation escalates.“If the conflict will grow here into a real war, we, together with all the [Jewish] community, will leave,” Kapulkin said. “But we pray that this does not happen and that God gives peace to Ukraine.”Talk of evacuation was particularly shocking given that many see Odessa as the site of a Jewish cultural revival. Since 2010, the city has held four Limmud Jewish learning conferences with hundreds of participants. The community is also about to open its second Jewish museum; the capital Kiev has none.“We hope this growth will continue,” Zborovskaya said, “but right now it is hard to make predictions.”According to the Jewish Agency, 762 Ukrainian Jews immigrated to Israel in the first quarter of 2014 — an increase of 52 percent over the average of 500 people who immigrated in the corresponding periods of 2009 to 2013. In that period, Israel saw the arrival of 1,900 immigrants on average per year from Ukraine, according to Israel’s absorption ministry.But many Ukrainian Jews have decided to stay despite the hardships and insecurity, said Tzvi Arieli, a former Israeli soldier who lives in Kiev and recently set up a small Jewish self-defense unit there.“Those who wanted to come, came,” Arieli said in reference to the mass immigration to Israel in the 1990s of hundreds of thousands of Ukrainian Jews and their family members. “Those who stay, they want to stay.”One who has resolved to stay is Pavel Kozlenko, the 43-year-old head of the Odessa Holocaust Museum and future director of the city’s second Jewish museum. Kozlenko said local Jews are bound to their city by their rich history. Science and Technology Minister Yaakov Perry (Yesh Atid) is trying to shelve the law that was approved Sunday by the Ministerial Committee for Legislation and that would enforce life sentences for terrorist prisoners.On Monday evening, Perry filed an appeal against the law, essentially burying it before it can be brought to the Cabinet for approval.The law would amend one of the Basic Laws of Israel, which allows the President to pardon criminals, by stating certain conditions that would prevent the pardon of any convicted terrorist.The amendment seeks to allow the judges of the court, at the time of sentencing during trials for nationalist murders, terrorist activity or any other heinous crime, to negate the possibility of providing future amnesty.Perry’s move was met with outrage by the Jewish Home party, whose MK Ayelet Shaked proposed the bill along with MK David Tzur (Hatnua). Tzur co-sponsored the bill despite objection by the head of his party, Justice Minister Tzipi Livni, who insists the option of releasing mass-murderers should be kept open.Jewish Home chairman Naftali Bennett slammed Perry’s move, saying it was a “mark of disgrace” on the entire Yesh Atid party."Every day that this law is delayed human life is in danger,” Bennett said. “We will use all the tools at our disposal, including burying laws proposed by Yesh Atid, until this law is passed. ROME — The lights illuminating the Colosseum in Rome will be switched off as a show of support for persecuted Christians around the world and the kidnapped schoolgirls in Nigeria.The initiative on Thursday is being co-sponsored by the Rome Jewish community and the Community of Sant’ Egidio, a Roman Catholic association that fosters interfaith dialogue, with the support of the city’s mayor.A poster for the event calls for “Solidarity with persecuted Christians” and “For the Liberty of the Nigerian Students.”An announcement on the Rome Jewish community website said the general public is invited to meet at the Colosseum, Rome’s most famous ancient monument, to express “solidarity with Christians who risk their lives to profess their religion” and “to say ‘Enough’ to any form of fanaticism and extremism; to say ‘Enough’ to any type of persecution, and to remember the souls of those where were victims of anti-Christian hatred.”It adds, “The persecution of Christians, too often undervalued or hidden behind a veil of indifference, everywhere transcends religious denominations and must prompt an intervention of solidarity by all men and women of good will.”The Roman Catholic Patriarch of Jerusalem said Sunday that vandalism by suspected Jewish extremists “poison the atmosphere” of the upcoming visit to Israel by Pope Francis. VIENNA — A once-promising UN attempt to probe suspicions that Tehran worked on atomic arms is faltering — and with it, hopes that Iran and six world powers can meet their July target date for an overarching nuclear deal.With efforts to draft the text of an agreement starting in Vienna on Wednesday, both sides say that meeting the informal July 20 deadline remains possible. The US administration gives it a 50-50 chance, and Iranian Foreign minister Mohammad Javad Zarif recently said the talks are progressing at an “unexpectedly fast pace.”The United States, Russia, China, Britain, France and Germany want to reduce Iran’s present nuclear weapons-making potential. Tehran has been engaging with them over the past six months in exchange for full sanctions relief, even though it insists it has no interest in such arms.But the UN’s International Atomic Energy Agency is no nearer to closing the books on persistent allegations that Iran worked on nuclear arms in the past. While the IAEA’s probe is formally separate from the talks, the US and its allies insist that Tehran must provide satisfactory explanations to the UN agency as part of any overall deal.Back in November, Tehran agreed to go into deeper explanations of its work on detonators that have a variety of uses, including sparking a nuclear explosion.That has not happened. Three diplomats told The Associated Press Monday that in a recent formal response, Iran continues to insist that there is no nuclear link to the detonators. Tehran says they were developed only to set off conventional military blasts, and later for civilian uses.The IAEA outlined its suspicions in a 2011 report on a wide range of suspected weapons experiments. It said then that Iran’s work on the detonators is of concern, “given their possible application in a nuclear explosive device, and the fact that there are limited civilian and conventional military applications for such technology.”Signed soon after Iran’s reformist government took office, the November Iran-IAEA deal as seen as important for testing Tehran’s professed willingness to de-escalate tensions over its nuclear program.The UN agency and its Western members had hoped the agreement would finally mean Iran would crack open the door on what they say was secret nuclear weapons work.But Tehran’s latest response suggests it is not ready to change its stance.The IAEA first approached Iran about the detonators six years ago. When told of their latest response, Olli Heinonen, who headed the agency’s Iran investigation until 2010, said it was “pretty much how they explained it in 2008.”With the clock ticking down on the informal July comprehensive deal target, IAEA chief Yukiya Amano was pushing ahead on the probe nonetheless. Two of the diplomats said senior agency officials met Monday with Iranian representatives in attempts to persuade Tehran to engage on three additional areas of suspected weapons work even as they sought more answers on the detonators.The diplomats are involved with international efforts to track and curb Iran’s nuclear program. They did not detail what those new areas could be and demanded anonymity because they were not authorized to divulge confidential information.Calls to the Iranian mission to the IAEA went to voicemail, while IAEA spokeswoman Gill Tudor said the agency had no comment.Gary Samore, who negotiated with Iran until last year as US President Barack Obama’s chief adviser on weapons of mass destruction, said he expects the talks to go past July as Iran and the IAEA wrestle over the nuclear arms allegations.Ultimately, he said Iran may find some “useful fiction” — for instance, claiming that renegade scientists were behind the program or that research was done to understand the nuclear weapons technology possessed by Tehran’s enemies.“I think that if all the other issues are resolved this issue will be resolved,” he said. “But it will be the last one to be resolved.”Experts say other, much trickier questions remain to be resolved, though.Other claims outlined in a major November 2011 IAEA report include alleged explosives testing at the Parchin military base near Tehran that the watchdog says would be “strong indicators” of missile development.Iran and the six world powers aim to turn into a lasting accord a temporary deal from November under which Iran scaled back certain nuclear activities for six months in return for minor relief from painful UN and Western sanctions.As part of this sought-after comprehensive accord, as well as reducing in scope its nuclear activities, the six powers want Iran to answer all the IAEA’s outstanding questions.Iranian Foreign Minister Mohammad Javad Zarif is due to hold a working dinner with the powers’ main negotiator, EU foreign policy chief Catherine Ashton, on Tuesday before the talks start in earnest on Wednesday.

JTA — Although Ukraine has been charting a bloody course toward civil war for months, Irina Zborovskaya had always felt safe in Odessa.Living in a cosmopolitan city where hate crimes are rare and a tradition of tolerance for minorities and dissidents prevails, many Odessites were lulled into a false sense of security by the absence of violence witnessed elsewhere in their country since November, when protests began that ultimately would lead to the ouster of President Viktor Yanukovych.But that changed on May 2, when one of the worst bloodbaths to hit Ukraine in recent months erupted in downtown Odessa. Some 42 people died in street fights there between pro-Russian protesters and supporters of the Ukrainian government, many of them perishing after a building was set ablaze.“Even after all that’s been happening in Ukraine, it had remained unthinkable to us that one Odessite could kill another Odessite like that,” said Zborovskaya, the director of the local office of the American Jewish Joint Distribution Committee.“In Odessa, there was more calm than in other places,” she said. “But now I cannot think of a single person here who isn’t worried.”
With its bubbling night life, progressive cultural scene and garden cafe culture, Odessa had remained mostly quiet throughout the upheaval that has engulfed much of Ukraine. The city’s Jews — estimates of their population range from 30,000 to 45,000 — saw almost none of the anti-Jewish violence that accompanied the chaos in Kiev, where four serious assaults of Jews have occurred since November. In two eastern Ukrainian cities, unidentified individuals tried to torch synagogues.But since May 2, the Jewish community of Odessa has been partially paralyzed. While the new Beit Grand Jewish community center is open for regular activities, all special events have been canceled.The center is home to a kindergarten located about 100 yards from where hundreds of protesters stormed a police headquarters on May 4. The suspension will continue until at least May 25, when Ukraine is due to hold its first elections since the revolution.“It’s not safe to have people gather in one place right now,” Zborovskaya said.It appears that no Jews have died as a result of the violence in Odessa, but the eruption has led to reports that local Jewish community leaders were working on an emergency evacuation plan for the city’s Jews.Berl (Boleslav) Kapulkin, a spokesman for the Jewish community of Odessa, said the reports, which appeared last week in the Israeli media, were the result of a misunderstanding. The community has no immediate evacuation plans, Kapulkin said, but there are discussions underway about evacuating in the future if the situation escalates.“If the conflict will grow here into a real war, we, together with all the [Jewish] community, will leave,” Kapulkin said. “But we pray that this does not happen and that God gives peace to Ukraine.”Talk of evacuation was particularly shocking given that many see Odessa as the site of a Jewish cultural revival. Since 2010, the city has held four Limmud Jewish learning conferences with hundreds of participants. The community is also about to open its second Jewish museum; the capital Kiev has none.“We hope this growth will continue,” Zborovskaya said, “but right now it is hard to make predictions.”According to the Jewish Agency, 762 Ukrainian Jews immigrated to Israel in the first quarter of 2014 — an increase of 52 percent over the average of 500 people who immigrated in the corresponding periods of 2009 to 2013. In that period, Israel saw the arrival of 1,900 immigrants on average per year from Ukraine, according to Israel’s absorption ministry.But many Ukrainian Jews have decided to stay despite the hardships and insecurity, said Tzvi Arieli, a former Israeli soldier who lives in Kiev and recently set up a small Jewish self-defense unit there.“Those who wanted to come, came,” Arieli said in reference to the mass immigration to Israel in the 1990s of hundreds of thousands of Ukrainian Jews and their family members. “Those who stay, they want to stay.”One who has resolved to stay is Pavel Kozlenko, the 43-year-old head of the Odessa Holocaust Museum and future director of the city’s second Jewish museum. Kozlenko said local Jews are bound to their city by their rich history. Before the Holocaust, there were 200,000 Jews in Odessa, constituting a third of its population, according to Yad Vashem.Kozlenko said he wouldn’t leave Odessa, even though he was shocked by the recent violence.“I can’t reconcile what I saw with my belief in this city of tolerance, which is home to more than a hundred nationalities, which produced such outstanding personalities of science, culture and art,” he said. “I thought such events could not happen here.”

Science and Technology Minister Yaakov Perry (Yesh Atid) is trying to shelve the law that was approved Sunday by the Ministerial Committee for Legislation and that would enforce life sentences for terrorist prisoners.On Monday evening, Perry filed an appeal against the law, essentially burying it before it can be brought to the Cabinet for approval.The law would amend one of the Basic Laws of Israel, which allows the President to pardon criminals, by stating certain conditions that would prevent the pardon of any convicted terrorist.The amendment seeks to allow the judges of the court, at the time of sentencing during trials for nationalist murders, terrorist activity or any other heinous crime, to negate the possibility of providing future amnesty.Perry’s move was met with outrage by the Jewish Home party, whose MK Ayelet Shaked proposed the bill along with MK David Tzur (Hatnua). Tzur co-sponsored the bill despite objection by the head of his party, Justice Minister Tzipi Livni, who insists the option of releasing mass-murderers should be kept open.Jewish Home chairman Naftali Bennett slammed Perry’s move, saying it was a “mark of disgrace” on the entire Yesh Atid party."Every day that this law is delayed human life is in danger,” Bennett said. “We will use all the tools at our disposal, including burying laws proposed by Yesh Atid, until this law is passed. I do not have, nor will I have, any tolerance and patience for political games at the expense of laws that are essential for the security of Israeli citizens.”MK Shaked also blasted Perry, saying it was unbelievable that a former head of the Israel Security Agency (Shin Bet) would support releasing terrorists.“Tonight the truth was revealed, that small politics are stronger than the blood of Israeli citizens," said Shaked, adding, "Minister Perry in the past expressed his support for the law, both to me and to my partner MK David Tzur, so his appeal is puzzling.”Shaked said that Yesh Atid’s behavior is dictated by "narrow political considerations" and added, “How can the former head of the Shin Bet support releasing murderers?"“We will use all the parliamentary tools at our disposal to pass this important and ethical bill," she declared.

ROME — The lights illuminating the Colosseum in Rome will be switched off as a show of support for persecuted Christians around the world and the kidnapped schoolgirls in Nigeria.The initiative on Thursday is being co-sponsored by the Rome Jewish community and the Community of Sant’ Egidio, a Roman Catholic association that fosters interfaith dialogue, with the support of the city’s mayor.A poster for the event calls for “Solidarity with persecuted Christians” and “For the Liberty of the Nigerian Students.”An announcement on the Rome Jewish community website said the general public is invited to meet at the Colosseum, Rome’s most famous ancient monument, to express “solidarity with Christians who risk their lives to profess their religion” and “to say ‘Enough’ to any form of fanaticism and extremism; to say ‘Enough’ to any type of persecution, and to remember the souls of those where were victims of anti-Christian hatred.”It adds, “The persecution of Christians, too often undervalued or hidden behind a veil of indifference, everywhere transcends religious denominations and must prompt an intervention of solidarity by all men and women of good will.”The Roman Catholic Patriarch of Jerusalem said Sunday that vandalism by suspected Jewish extremists “poison the atmosphere” of the upcoming visit to Israel by Pope Francis. VIENNA — A once-promising UN attempt to probe suspicions that Tehran worked on atomic arms is faltering — and with it, hopes that Iran and six world powers can meet their July target date for an overarching nuclear deal.With efforts to draft the text of an agreement starting in Vienna on Wednesday, both sides say that meeting the informal July 20 deadline remains possible. The US administration gives it a 50-50 chance, and Iranian Foreign minister Mohammad Javad Zarif recently said the talks are progressing at an “unexpectedly fast pace.”The United States, Russia, China, Britain, France and Germany want to reduce Iran’s present nuclear weapons-making potential. Tehran has been engaging with them over the past six months in exchange for full sanctions relief, even though it insists it has no interest in such arms.But the UN’s International Atomic Energy Agency is no nearer to closing the books on persistent allegations that Iran worked on nuclear arms in the past. While the IAEA’s probe is formally separate from the talks, the US and its allies insist that Tehran must provide satisfactory explanations to the UN agency as part of any overall deal.Back in November, Tehran agreed to go into deeper explanations of its work on detonators that have a variety of uses, including sparking a nuclear explosion.That has not happened. Three diplomats told The Associated Press Monday that in a recent formal response, Iran continues to insist that there is no nuclear link to the detonators. Tehran says they were developed only to set off conventional military blasts, and later for civilian uses.The IAEA outlined its suspicions in a 2011 report on a wide range of suspected weapons experiments. It said then that Iran’s work on the detonators is of concern, “given their possible application in a nuclear explosive device, and the fact that there are limited civilian and conventional military applications for such technology.”Signed soon after Iran’s reformist government took office, the November Iran-IAEA deal as seen as important for testing Tehran’s professed willingness to de-escalate tensions over its nuclear program.The UN agency and its Western members had hoped the agreement would finally mean Iran would crack open the door on what they say was secret nuclear weapons work.But Tehran’s latest response suggests it is not ready to change its stance.The IAEA first approached Iran about the detonators six years ago. When told of their latest response, Olli Heinonen, who headed the agency’s Iran investigation until 2010, said it was “pretty much how they explained it in 2008.”With the clock ticking down on the informal July comprehensive deal target, IAEA chief Yukiya Amano was pushing ahead on the probe nonetheless. Two of the diplomats said senior agency officials met Monday with Iranian representatives in attempts to persuade Tehran to engage on three additional areas of suspected weapons work even as they sought more answers on the detonators.The diplomats are involved with international efforts to track and curb Iran’s nuclear program. They did not detail what those new areas could be and demanded anonymity because they were not authorized to divulge confidential information.Calls to the Iranian mission to the IAEA went to voicemail, while IAEA spokeswoman Gill Tudor said the agency had no comment.Gary Samore, who negotiated with Iran until last year as US President Barack Obama’s chief adviser on weapons of mass destruction, said he expects the talks to go past July as Iran and the IAEA wrestle over the nuclear arms allegations.Ultimately, he said Iran may find some “useful fiction” — for instance, claiming that renegade scientists were behind the program or that research was done to understand the nuclear weapons technology possessed by Tehran’s enemies.“I think that if all the other issues are resolved this issue will be resolved,” he said. “But it will be the last one to be resolved.”Experts say other, much trickier questions remain to be resolved, though.Other claims outlined in a major November 2011 IAEA report include alleged explosives testing at the Parchin military base near Tehran that the watchdog says would be “strong indicators” of missile development.Iran and the six world powers aim to turn into a lasting accord a temporary deal from November under which Iran scaled back certain nuclear activities for six months in return for minor relief from painful UN and Western sanctions.As part of this sought-after comprehensive accord, as well as reducing in scope its nuclear activities, the six powers want Iran to answer all the IAEA’s outstanding questions.Iranian Foreign Minister Mohammad Javad Zarif is due to hold a working dinner with the powers’ main negotiator, EU foreign policy chief Catherine Ashton, on Tuesday before the talks start in earnest on Wednesday.
