A state official has told Israel's Maariv newspaper of a land transfer proposal being discussed in talks between Israel and the Palestinian Authority (PA).Talks are currently taking place between MK Tzipi Livni (Hatnua) and Saeb Ererkat, Chief Negotiator of the Palestinian Authority (PA), after US Secretary of State John Kerry kick-started the dormant peace process a few months ago.The newspaper reported Wednesday morning, that during the framework of negotiations a proposal has been tabled that would see Israel transfer land near Shechem to the PA. This would be compensated by Israel annexing other areas in Judea and Samaria (Yehuda and Shomron).According to the report, Israeli sources have spoken about the matter to avoid reports being leaked to media. This has already happened frequently on the Palestinian Arab side, despite pledges to the contrary at the start of negotiations.Even though talks have received significant media interest, many analysts are not optimistic about their chances of success.Last week, writing for Arutz Sheva Hebrew site, MK Tzahi Hanegbi (Likud) expressed his view that it was impossible that the Palestinian Arabs would agree to the lines Netanyahu had laid down for the talks.Netanyahu's position asserts the non-divisibility of Jerusalem, demands Israel maintain control of the Jordan Valley, as well as annexing areas of growing settlement blocs in Judea and Samaria. In addition, the prime minister has refused to accept the so-called "right of return" for Arabs who left Israeli territory during the various Arab-Israeli wars, and demanded that the PA declare it recognizes that Israel is a Jewish State.Netanyahu says that Israel needs to retain control of the Jordan Valley to maintain its security. He also argues that the flooding of Israel with Palestinian Arab third and fourth generation "refugees" would destroy the country's Jewish character and possibly the country itself.According to the Maariv report, there is a suspicion in Israel that at the end of the nine months allocated for the Livni-Erekat talks, the US will publicize a document accusing Israel of torpedoing the talks. In order to prevent the publication of this document, the report said, efforts were being made to discuss the possibilities of land swaps. The recent spate of terrorist attacks by PA Arabs has led to calls by many MK's to curtail talks or at best to discuss whether they are worth continuing.Doubts were also placed on the progress of the talks by Israel's prime minister. On his recent trip to the US at the start of October, Netanyahu reportedly told Americans in a closed meeting that "the talks were going nowhere."

LOS ANGELES (AP) — A marine science instructor snorkeling off the Southern California coast spotted something out of a fantasy novel: the silvery carcass of an 18-foot-long, serpent-like oarfish.Jasmine Santana of the Catalina Island Marine Institute needed more than 15 helpers to drag the giant sea creature with eyes the size of half dollars to shore Sunday.Staffers at the institute are calling it the discovery of a lifetime.
"We've never seen a fish this big," said Mark Waddington, senior captain of the Tole Mour, CIMI's sail training ship. "The last oarfish we saw was three feet long."Because oarfish dive more than 3,000 feet deep, sightings of the creatures are rare and they are largely unstudied, according to CIMI.The obscure fish apparently died of natural causes. Tissue samples and video footage were sent to be studied by biologists at the University of California, Santa Barbara.Santana spotted something shimmering about 30 feet deep while snorkeling during a staff trip in Toyon Bay at Santa Catalina Island, about two dozen miles from the mainland."She said, 'I have to drag this thing out of here or nobody will believe me,'" Waddington said.
After she dragged the carcass by the tail for more than 75 feet, staffers waded in and helped her bring it to shore.The carcass was on display Tuesday for 5th, 6th, and 7th grade students studying at CIMI. It will be buried in the sand until it decomposes and then its skeleton will be reconstituted for display, Waddington said.The oarfish, which can grow to more than 50 feet, is a deep-water pelagic fish — the longest bony fish in the world, according to CIMI.They are likely responsible for sea serpent legends throughout history.

But the new Secretary of State, Archbishop Pietro Parolin was not present. The reason he did not show was that he had to undergo” minor surgery” Francis said, adding that Bertone’s successor would begin his duties officially “in a few weeks”. Francis and the Holy See preferred to keep the nature of the operation confidential. But Vatican spokesman Fr. Federico Lombardi stressed that it was “not serious”. The Holy See did not wish to reveal which hospital in Italy’s Veneto region the former Nuncio to Venezuela had been admitted to and neither does it intend publish any medical reports in the next few days.The ceremony was attended by Secretariat of State officials and ended with the Pope’s farewell to Cardinal Tarcisio Bertone. Bertone gave a speech recalling moments and highlights from his seven year tenure as Vatican “prime minister”. Francis thanked him for his service to the Holy See and said it was his “Salesian priestly vocation which has signed [his] life” and his service as Secretary of State.“We have gathered here to thank Cardinal Tarcisio Bertone who leaves his post as Secretary of State and to welcome Mgr. French Church to reword 'blasphemous' Lord's Prayer

Paris (AFP) - For nearly half a century, French Catholics have been reciting a version of the Lord's Prayer that could be considered blasphemous, the country's bishops have concluded after years of debate.
In a ruling long advocated by traditionalists and with implications for other-language versions of the prayer, the bishops have approved a new edition of the French-language bible which will include a revised wording of one of the prayer's best-known lines, "Lead us not into temptation."The existing French version of that line reads, "Et ne nous soumets pas à la tentation", which translates as "Do not submit us to temptation."
This has long been controversial because of the possibility of interpreting it in a way that suggests God has the power to make people succumb to the temptation of sin -- contradicting most orthodox Christian theology which holds that He is infinitely and unchangeably good.In the revised formulation, to be included in new bibles published on November 22, the line will read "Et ne nous laisse pas entrer en tentation" or "Let us not enter into temptation."The change was authorised by the Vatican in July along with the rest of a new translation of the bible into French from the original texts, which were written in a number of different languages. The task, involving 70 linguistic and theological experts, has taken 17 years to complete.
The current version of the Lord's Prayer has been used in France since 1966.Ironically, the disputed wording was the result of an attempt to agree on a common version for both Catholic and Protestant churches. Limburg Bishop scandal:Now it’s Rome’s turn to straighten things out

Never before has the German Church seen a media campaign on the same scale as the one launched against the Bishop of Limburg

Guido Horst Berlin The list of bishops who should be packing their bags in light of the fierce media campaign launched against them in German-speaking lands, is by no means short: the Vatican moved Bishop Wolfgang Haas of Chur away from Switzerland and out of the press and ecclesiastical leadership’s firing line, to the safe haven of the Archdiocese of Valduz in Lichtenstein, established for him in 1997. In 1995 the press sullied Viennese cardinal Hans Hermann Groer’s name, accusing him of sexual molestation, but these accusations came to nothing thanks to the zealous intervention of former suffragan bishop, Christoph Schönborn. Similarly, in Austrian in 2004, Kurt Krenn of Sankt Pölten was forced to step back after years of attacks and accusations of sexual abuse scandals in his Seminary. Another scandal broke out in Germany, in 2010, involving the Bishop of Augusta Walter Mixa. He was not convincing enough in his defence against charges that he beat school children in his years as a religious studies teacher. He ended up handing in his resignation. 
Now, it is the fate of the Bishop of Limburg, Franz-Peter Tebartz-van Elst, that is hanging by a thread. The bishop apparently spent gigantic sums of money on a lavish new bishop’s residence and diocesan centre and gave false statements to the press regarding a first-class flight he took to India. All these cases, from Groer to Tebartz-van Elst, have something in common: all of these bishops had or have fully embraced the “Roman line” (this is not necessarily a given  for prelates in the German-speaking world) and enjoyed the strong support of the Pope in office. There is a growing fear among Germany’s “conservative” bishops, that the media could from one moment to the next target another one of their unpopular confreres. They may do so if one of these bishops seems to them to be too faithful to Rome and too traditionalist.The media campaign against the Bishop of Limburg took place on a scale that never been seen before. The assault on Tebartz began in 2010, just two years after he had take over from his predecessor, Franz Kamphaus. German news magazine Der Spiegel and Frankfurter Allgemeine newspaper were the first to set the dogs on Bishop Tebartz. Their goal was to prove that this young-looking prelate was in fact an inhibited authoritarian who was incapable of communicating and was basically insane. Following a trip to India the bishop wrote a formal letter to Der Spiegel saying he had flown “business class”. In actual fact though he had been upgraded to “first class” thanks to his Vicar General’s air miles. A Hamburg district court is dealing with the case.But what caused the biggest uproar was “the price tag on construction of Tebartz-van Elst's new bishop's headquarters and residence” in central Limburg, as Der Spiegel put it. In actual fact it was his predecessor Kamphaus  who commissioned the project, with restructuring work beginning under Tebartz. The scandal exploded on 3 October when it emerged that the sum earmarked for the project had skyrocketed from 5 million Euros to 31 million. Here is what went on backstage: Given the deep split in the diocese, the Vatican sent the Governorate’s former head and former Nuncio to Berlin, Mgr. Giovanni Lajolo, to Limburg, to hold “fraternal talks” with all parties involved. Frankfurt is a part of the Diocese of Limburg and the dean of Frankfurt cathedral, Johannes zu Eltz has sided against Tebartz in this internal dispute. Lajolo had to promise Tebartz to have the construction and all related expenses checked by an external commission that did not have links to the German Bishops’ Conference. Only then did Tebartz reveal the real figures spent to the local council in charge of administering Church property. The Limburg bishopric is valued at around a hundred million Euros. Three retired lawyers who are also financial experts and good Catholics are honorary members of administrative council that is responsible for overseeing Episcopal finances. But the bishop had not informed the council  about the actual increase in the figures spent until he was forced to, following Lajolo’s visit. This infuriated some members of the council, who turned to the press, causing the scandal to escalate. In no time at all, the internet was awash with bills and documents which proved that Tebartz had made costs go through the roof by making changes to the original project during the course of the construction work.Bishop Tebartz traveled to Rome on Sunday to place his fate in the hands of the Pope. But nobody knows if Franis is willing to talk to him. The prelate’s fellow bishops back in Germany are gripped by uncertainty. There has been talk of the media’s unprecedented campaign against Tebartz for three years now. Now Germany’s bishops are starting to turn their backs on their confrère. Only the Prefect for the Congregation of the Faith, Archbishop Gerhard Ludwig Müller vigorously backs Tebartz. Pope Francis has a tough decision to make.

Netanyahu makes a case for a preemptive strike

In Yom Kippur War anniversary speech, prime minister suggests that inaction on Iran is costlier than international opprobrium

The second lesson, he added, was that “we can’t surrender the option of a preventive strike. It is not necessary in every situation, and it must be weighed carefully and seriously. But there are situations in which paying heed to the international price of such a step is outweighed by the price in blood we will pay if we absorb a strategic strike that will demand a response later on, and perhaps too late.”Netanyahu added: “A preventive war, even a preventive strike, is among the most difficult decisions a government can take, because it will never be able to prove what would have happened if it had not acted. But the key difference between the [1967] Six Day War and the [1973] Yom Kippur War lies first of all in the fact that in the Six Day War we launched a preventive strike that broke the chokehold our enemies had placed on us, and on Yom Kippur the government decided, despite all warnings, to absorb the full force of an enemy attack.”
The prime minister is engaged in a blitz of international meetings and interviews warning against any slackening of international sanctions directed at the Iranian regime over its nuclear enrichment program. Netanyahu has openly threatened that Israel would unilaterally attack the Iranian nuclear program if it was allowed to advance to the point where Iran was able to develop a nuclear weapon.Sources close to the Prime Minister’s Office suggested the Tuesday speech was directed at the Iranian issue.Netanyahu also offered hints at Israel’s negotiating position in peace talks with the Palestinians.“The third lesson” of the war, he said, “is the strategic importance of buffer zones. [Israel’s] control of the Golan [Heights] and the Sinai Peninsula [in 1973] prevented an enemy penetration deep into the country” in the first days of the war.
Press reports sourced to leaks from the peace talks with the Palestinians have suggested in recent days that Israel seeks to retain security control over the Jordan Valley as a buffer zone to the east.And, Netanyahu said, “there is a fourth lesson: Peace is attained from a position of strength. In the Yom Kippur War, despite the enemy’s excellent opening position, they learned they could not best us with weapons. Five years later, [Egyptian president Anwar] Sadat and [prime minister Menachem] Begin signed a peace deal, and later [peace accords were signed] with Jordan.“Now we are engaged in a serious investment in [making] peace with the Palestinians,” Netanyahu added. “Peace was achieved when our neighbors understood we are powerful and will not disappear.”Later Tuesday, while observing a training exercise of the 7th Armored Corps Brigade on the Golan Heights, Netanyahu spoke about the P5+1 nuclear talks underway in Geneva between Iranian nuclear negotiators and the five permanent members of the UN Security Council plus Germany.“I think that it would be a historic mistake to ease up on Iran without it dismantling the nuclear capabilities it is developing,” Netanyahu said. “Iran is now on the ropes, and it is possible to employ sanctions at their fullest in order to achieve the desired result. Israel would be able to live in peace with any deal reached by Iran and world powers, and the agreement would “open new horizons” with all nations, Iranian Deputy Foreign Minister Abbas Araqchi said to Israel Radio on Wednesday.“Any agreement reached will open new horizons in [our] relations with all states,” Araqchi told Israel Radio reporter Gideon Kutz. Araqchi also responded with a “Yes” when Kutz asked him whether Israel would be able to live in peace with whatever deal would be reached between Western powers and the Islamic Republic.Kutz told The Times of Israel by phone from Geneva that he was wearing an Israel Radio press badge when he interviewed the Iranian official, and that “the nature of my questions” made his identity as an Israeli journalist obvious to Araqchi. If so, Araqchi’s readiness to answer questions from an Israeli journalist is highly unusual; Iranian officials routinely avoid all open contact with the Israeli media.Araqchi said Iran and the P5+1 nations were striving to arrive at an agreement about the objectives of the negotiations by the end of Wednesday’s round of talks.Another Iranian official in Geneva also spoke to an Israeli journalist, Channel 2′s Arad Nir. Nir said Wednesday afternoon that he introduced himself as an Israeli reporter and asked the official, whom he didn’t name, whether Iran was likely to change its attitude to Israel. “It doesn’t depend on me,” the official said. That answer wasn’t particularly informative, said Nir, but the fact that the Iranian responded at all to an Israeli reporter was new. “In the past, they’d look right through me,” Nir said.The next round of negotiations between the permanent members of the UN Security Council and Germany, known collectively as the P5+1, and Iran are set to take place next month; it is not clear whether they would involve top ranking officials.Earlier on Wednesday, the Islamic Republic expressed possible willingness to accept snap inspections of its nuclear sites by international officials, the AFP news agency reported.The P5+1 sat down with Iran Wednesday for the second day of nuclear talks in Geneva, Switzerland, to negotiate a diplomatic resolution of the standoff over Tehran’s unsanctioned nuclear program.
Israeli Intelligence Minister Yuval Steinitz said at a meeting of the Knesset’s Foreign Affairs and Defense Committee on Wednesday that Israel is following the talks with “hope and concern.”“The concern is that Geneva 2013 will turn into Munich 1938,” he said. “History shows that the whole world celebrated and then World War II broke out.”Responding to a question about whether Tehran’s proposal to the world powers included adding a protocol to the nuclear Non-Proliferation Treaty mandating unannounced inspections of Iranian nuclear sites, Iran’s lead negotiator, Araqchi, was quoted by the semi-official Iranian news agency IRNA as saying, “None of these issues exist in the first step, but they are part of our last step.”However, Araqchi was cited on Tuesday by IRNA as saying the additional protocol “does not exist” in the offer.
Araqchi said negotiations with world powers “were held in a highly positive atmosphere and the two sides were serious when speaking of their issues,” Iran’s semi-official Fars News Agency reported.Last month, Iranian Foreign Minister Mohammad Javad Zarif said Iran would open its nuclear facilities to international inspectors as part of broad negotiations with the United States that could eventually restore diplomatic relations between the decades-long adversaries.US State Department Spokeswoman Jen Psaki was reluctant to call the proposal a breakthrough, saying that discussions were “ongoing” and therefore it would be premature to call it a “breakthrough at this stage,” according to AFP.“However, it certainly is positive that there was enough information to have technical discussions,” she added.The US and other Western powers have imposed crippling sanctions on Iran over its nuclear program. In recent months, Iranian President Hassan Rouhani has reached out to the West, engaging in direct communication with the US for the first time.
The talks in Geneva are being seen as a key test of Iran’s overtures to the West. The P5+1 nations are eager to see whether Iran’s new style since Rouhani’s election will translate into progress on dispelling concerns over Tehran developing nuclear weapons.Israel has repeatedly warned that Iran is seeking to dupe the West, get sanctions lifted, and retain its nuclear weapons program. In announcing the decision, the State Department did not say how much of the $1.5 billion in annual military and economic aid to Egypt was affected. It held up the delivery of Apache helicopters, F-16 fighter jets, M1A1 Abrams tank kits, which are put together in Egyptian factories, and Harpoon anti-ship missiles.
But the U.S. decision is more of a symbolic slap than a punishing wound to Egypt’s new military-backed government for its slog toward a return to democratic rule.The military-backed government enjoys the support of wealthy Gulf Arab states such as Saudi Arabia and the United Arab Emirates. These oil-rich states have poured billions of dollars into Egypt’s anemic coffers and to continue the common fight against Islamists.The U.S. also is withholding $260 million in cash assistance to the government in Cairo until “credible progress” is made toward an inclusive government set up through free and fair elections.
The U.S. said it will keep providing support for health and education and counterterrorism, spare military parts, military training and border security and security assistance in the volatile Sinai Peninsula.
Near-daily attacks against Egyptian security forces and soldiers in Sinai have increasingly resembled a full-fledged insurgency.

Iran discusses nuclear programs with the West

Many Arab dailies discuss the progress of Iranian-Western negotiations concerning Iran’s nuclear capacities on Wednesday. Al-Hayat reports that “the European Union sees negotiations with Iran as beneficial,” referring to the discussions between Iran’s deputy foreign minister Abbas Araqchi and representatives of the P5+1 countries in Geneva.Pan-Arab, London-based daily Al-Quds Al-Arabi quotes a press conference given by Araqchi to Iranian journalists.“Iran: In the future we will accept unannounced visits at our nuclear sites” reads the headline, with the article featuring a photo of Araqchi.Looking at the issue from a different angle, Al-Hayat brings an exclusive interview with Saudi ambassador to the UN Abdullah Al-Maalmi saying that “Iran is not eligible for a role in peace-making and in the new Syria.” Al Maalmi criticizes Iran and calls on it to “cease supporting the armed groups [in Syria] which supportive it [Iran].” He also criticizes Iran’s interference with internal politics in Lebanon.Saudi news channel Elaph features a long article concerning the Iranian negotiations with the P5+1, elaborating on the history of negotiations with Iran as well as a warning of Israeli Prime Minister Benjamin Netanyahu regarding a military strike on Iran. The article ends by saying: The threats: new sanctions will commence,” arguing that future American sanctions — scheduled for approval in the winter — might be the cause of progress in the negotiations.In an Al-Jazeera op-ed titled “New considerations and old trajectories: The Middle East after the coup,” writer Wadheh Khanfar analyzes the different existing allegiances in the region which, he argues, have been completely transformed in the past few months.“The region witnessed three big events recently: the military coup in Egypt that ousted Morsi’s government, the American-Russian deal to disarm Syria from its chemical weapons, and the telephone call between Obama and Rohani.”Khanfar argues that the “moderate axis” of the region changed dramatically in the past three years, leaving only Saudi Arabia, Kuwait, Jordan and the Emirates in the group following the 2011 revolution which toppled Mubarak and brought Morsi to power.These “moderate” countries welcomed Morsi’s ouster in July and promised financial support to the new regime of Abdel-Fattah El-Sissi.
“From the other side, Qatar demanded Morsi’s release, while [Turkish Prime Minister Recep Tayip] Erdogan firmly condemned the coup. Popular demonstrations erupted in Turkey supporting the Muslim Brothers.” The writer argues that Iran was not upset by Morsi’s ouster — considering his support for the Syrian revolution — but was worried that Egypt would join the “axis of moderation,” which opposes Iran.
The moderate axis, Khanfar argues, suffered an additional blow following the Russian-American deal. He concludes by saying that “hateful and conflicting axes will not create stability in the region, but only mutual efforts that will ensure the interests of all parties.”

Muslim pilgrims ritually stone devil as hajj nears end

(AP Photo/Amr Nabil) MINA (Saudi Arabia) (AFP) - Throngs of Muslim pilgrims took part in the symbolic stoning of the devil ritual for a second day Wednesday in Saudi Arabia's Mina Valley, as the annual hajj neared its end.Around two million men, women and children from 188 countries are attending this year's pilgrimage, according to Saudi Arabia's public statistics office.This is down from 3.16 million last year, after the kingdom cut the quotas over fears of infections from the MERS respiratory virus and because of massive projects to expand the capacity of the Grand Mosque in Mecca, Islam's holiest place of worship.The number of foreign pilgrims was 1.38 million compared to 1.75 million in 2012.Pilgrims said the stoning ritual, one of the most dangerous aspects of the hajj in the past, had proved easier to perform this year due to the lower numbers.The head of the hi-tech Command and Control Centre for Hajj Security, Major General Abdullah al-Zahrani, said two factors had played a role."The reduction in the number of pilgrims and the correct implementation of the security plan have contributed to the better organisation of this year's hajj," Zahrani told reporters Wednesday.
The centre has installed more than 5,000 cameras to monitor all the holy sites, including 1,200 at the Grand Mosque."We have installed and experimented with highly advanced cameras for the first time this year and this has proved successful," Zahrani said.The centre in Mina has a large number of television screens that receive live videos round the clock from the holy sites.Backed by three helicopters, the centre is able quickly to pinpoint problem areas and inform the concerned security authorities.Saudi Minister of Hajj Affairs Bandar Hajjar said on Wednesday that his ministry has been instructed by the king to work out a 25-year long-term plan to ensure the smooth running of the pilgrimage.Speaking in Mina on behalf of the ailing king to a number of Muslim leaders who performed hajj, crown prince and defence minister Prince Salman bin Abdulaziz called on Muslims to differences and disputes.He also called for dialogue among Islam's main sects to "correctly understand each other," amid high tensions between Sunnis and Shiites, Islam's main groups.World leaders who performed hajj include the presidents of Turkey, Pakistan and Sudan.The faithful began the stoning rituals on Tuesday, which was also the first day of the Muslim feast of Eid al-Adha, when they threw pebbles at one of three huge concrete structures representing the devil.On Wednesday, they threw seven pebbles at each of the three pillars in a ritual they will repeat over the next two days.
Those who are ill or pressed may complete the process on Thursday.Authorities announced special measures to be implemented Thursday around the Grand Mosque, where many of the pilgrims will have their final circumambulation (Tawaf) around the kaaba and start leaving for their home countries.Police said many roads in the area will be closed to traffic.Mina, where the stoning ritual takes place, is a city of fireproof tents that can accommodate around two million people. It comes to life once a year during the pilgrimage.
Due to deadly accidents and stampedes in the past, the stoning area has been expanded with massive concrete structures to raise its capacity.The ritual is an emulation of Abraham's stoning of the devil at the three spots where it is said Satan tried to dissuade the biblical patriarch from obeying God's order to sacrifice his son, Ishmael.The hajj comes to an end officially on Friday although a majority of the rituals have already been completed.
