The Jerusalem Center for Public Affairs (JCPA), a pre-eminent Israeli think tank, has produced and published a historical/topographic video explaining the basis for Israel's rejection of the idea that international peace-keeping troops can be introduced into Judea and Samaria, to offer Israel protection if it withdraws its forces in a "peace treaty."The Jerusalem Center is headed by Israel's former ambassador to the UN, Dore Gold, who has been a long-time security advisor to Prime Minister Binyamin Netanyahu.The video features 3-D topographic images of the militarily critical Jordan Valley and drives home the points that international peacekeepers have been proven unreliable in the Middle East, and that the steep slopes of the Jordan Valley are critical in allowing the IDF to thwart terrorist infiltration and deter potential attacks.The think-tank video report follows other analyses including a March 2010 NATO Research Paper authored by Florence Gaub which estimated the cost of Judea and Samaria international peacekeeping force deployment at upwards of $16 billion per year, and concluded that a NATO peacekeeping mission there “would have slim chances of success, and a high probability of failure."Other writers who have commented on the problematic nature of an international/NATO "peacekeeping" deployment include Arutz Sheva columnist Mark Langfan, who earlier this year published the op-ed “Hagel’s $160 Billion 'West Bank' US Troops Deathtrap."

Settlement construction rate rises 70% in 2013

Peace Now: In Jan.-Jun., construction began on 1,708 units — 180 in illegal outposts — compared to 995 over same period last year

The first half of 2013 marked a 70 percent increase in construction projects started in Israeli settlements compared to the same period last year, according to a report by a left-wing activist organization released Thursday.Between January and June of this year, construction began on 1,708 units — 180 in illegal outposts — while last year that figure was 995.The study by the Peace Now group also found that 44% of the new projects were located east of the security fence, and the vast majority of all the new construction, 1,469 units, began without tenders in settlements where they are not required.In addition, 1,794 units were completed and 2,840 units in total were under construction during the six-month period.Israel and the Palestinians began a new round of US-brokered peace talks in July after Palestinian Authority President Mahmoud Abbas agreed to start the talks despite continued construction in the settlements and Israel agreed to release 104 long-time Palestinian security prisoners, many of them convicted killers.However, last week Abbas reportedly left on a trip to Europe to lobby for international pressure on Israel to halt settlement construction and told a Palestinian television station that he was considering an appeal to the UN Security Council over what he termed as Israel’s continuous violation of Palestinian property as well as ongoing settler violence in the West Bank. Part of the deal to start the peace talks was that the Palestinians would refrain from turning to international bodies to take action against Israel while discussions were ongoing.

Iran also pledged to relinquish spent fuel for the still-to-be completed Arak heavy water reactor, according to the report.The proposed measures, along with more probing inspections by the International Atomic Energy Agency (IAEA), were meant to allay global fears and make sure that the Islamic Republic cannot quickly reach nuclear weapons capability.The Iranian source, whom the report claimed had “proven reliable in the past,” said his country offered to allow full monitoring of the underground enrichment facility at Fordo, and to convert it to a research facility.The proposal, as reported, failed to address previous Western demands that all uranium enriched to 20% be removed from Iran, operations at Fordo be suspended and work on Arak stopped.Iran’s Foreign Minister Mohammad Javad Zarif took to Twitter on Friday and denied the information contained in the Al-Monitor report.He said members of the Iranian negotiating team and their counterparts in the P5+1 were the only ones who knew the details of Iran’s proposal. He claimed that “anonymous sources have no info.”US and European officials did not comment on the purported leaked details of the Iranian plan, but P5+1 representatives left Geneva upbeat about the headway made at the conference. Negotiations are scheduled to resume in early November.White House spokesman Jay Carney said Wednesday that the talks contained a “level of seriousness and substance that we have not seen before.” While cautioning not to expect a prompt breakthrough, Carney said the US “found the Iranian presentation very useful.”The sides released a statement at the end of two days of talks calling the meetings “substantive and forward looking.”US and EU officials said Tuesday that they had held very detailed technical talks with the Iranian delegation “for the first time.” US State Department spokeswoman Jen Psaki said that while it wasn’t “a breakthrough at this stage … it certainly is positive that there was enough information to have technical discussions.”Times of Israel staff contributed to this report.

TEHRAN, Iran (AP) — Iran’s foreign minister on Friday accused Israel of trying to undermine what he described as progress in Tehran’s nuclear talks with world powers.The negotiations — which ended in Geneva on an upbeat note this week with Western and Iranian negotiators announcing a follow-up round early next month — are meant to reduce fears that Tehran is seeking a nuclear weapon.Iran denies it’s pursuing an atomic bomb, insisting its nuclear program is for peaceful purposes only, and has resisted incentives and tough penalties aimed at curbing its activities.The talks that ended Wednesday in Geneva managed to overcome months of deadlock and get negotiations going again between Iran and the five permanent UN Security Council members and Germany.Since new Iranian President Hassan Rouhani took office in August, senior officials from Rouhani on down have pledged to meet international concerns in exchange for an easing of crippling economic sanctions.On Friday, Iran’s top representative in the talks, Foreign Minister Mohammed Javad Zarif, posted on his Facebook page that “there is a high possibility the talks would be disturbed through various efforts” on the part of Israel.Zarif said these efforts reflect Israel’s “frustration and warmongering.”Zarif did not elaborate but he was likely referring to Israeli appeals to the international community to maintain firm pressure on Tehran.Israel, which considers a nuclear-armed Iran a threat to its existence because of Tehran’s controversial nuclear program, repeated calls for Israel’s destruction and ties to the Palestinian militant Hamas group and the Lebanese Hezbollah, has not ruled out a military option against Iran’s nuclear facilities.Ahead of the Geneva talks, Prime Minister Benjamin Netanyahu said Iran was merely trying to buy time and trick the world into dropping tough sanctions against it without making any significant concessions on its nuclear ambitions.“Iran is willing to give a little and get a lot, if not everything,” Netanyahu said. “It would be a historic mistake to lift the pressure now, just before the sanctions reach their goal.”In Paris, French Foreign Minister Laurent Fabius warned against unguarded optimism over the talks, saying “it’s too early to draw conclusions” and that any gestures toward Iran should be “prudent,” given past difficulties in getting Tehran to provide more information about its nuclear activities.

The comments by Fabius to French legislators on Thursday contrast with more optimistic comments from some other participants at the talks in Geneva. Fabius also said that France “does not confuse appearances with reality.’”In Tehran, Ayatollah Ahmad Emami Kashani, the leader of Friday prayers, told worshippers that Israel has been trying to portray Islam as an “uncivilized and cruel” religion. He also reiterated denials that Tehran seeks nuclear weapons.“Iran is not disturbing the security (of the world) at all,” said Emami Kashani. “We consider nuclear weapons to be forbidden.”In 2005, Iran’s Supreme Leader Ayatollah Ali Khamenei, who has final say on all state matters, banned nuclear weapons in a religious decree.___

Germany’s Chancellor Angela Merkel met with Palestinian Authority President Mahmoud Abbas in Berlin Friday and called on Israel to restrain its settlement activities, which she said were jeopardizing the newly renewed peace talks with the Palestinians.“That the Palestinians have halted their attempts to join further United Nations bodies is an up-front concession for these talks, and in the same measure we have appealed to Israel to restrain itself in extending settlements,” Merkel said in a joint press conference with Abbas after an hour-long meeting, according to AFP.“I have repeatedly said that to Prime Minister [Benjamin] Netanyahu, since we ought not to imperil this consultation process,” she added.Merkel also vowed to provide continued financial succor to the perennially cash-strapped Palestinian Authority.“We have always advocated a two-state solution. We have always advocated aiding and supporting the Palestinian territories, advancing the peace process, advancing economic development, and I am pretty sure we will conduct our foreign policy with this continuity,” Merkel was quoted as saying.The German leader’s promise of further support comes in the wake of a European Union report that accused the Palestinian Authority of squandering nearly €2 billion ($2.7 billion) in European aid through corruption and mismanagement.“I stress the Palestinian side is very earnestly trying to conduct these talks despite the challenge of settlements,” Abbas said. “We should accept this historic opportunity. We appeal to the Israeli side to seize this chance.”

Erdogan’s Turkey: Less nationalism, more Islam

Despite reforms, Israeli experts believe the Turkish prime minister wants little more than to advance his own religious agenda

Two dramatic announcements by Turkish Prime Minister Recep Tayyip Erdogan sent shivers down the spines of many of the country’s secularists in September. Erdogan annulled a decades-long ban on wearing headscarves in public institutions and ended the daily reciting of the pledge of allegiance in primary schools. Both decisions took effect last week.The changes are part of a larger campaign by Turkey’s Islamist government to implement a “democratization package” meant to address European requirements on minority rights and civil freedoms needed for the country’s bid for EU membership to be considered.“Turkey is progressing irreversibly toward democracy. This package is a fundamental and historic phase of this progress,” Erdogan told journalists in Ankara on September 30, as he introduced the reforms. He added that it was but one step in a longer democratization process which began with the first victory of his Justice and Development party in 2002.Erdogan’s reforms also include lowering the national electoral threshold from ten percent to five percent; allowing Kurds to campaign politically in their own language; and returning property expropriated by the state to the Assyrian Church.Israeli experts on Turkey, however, questioned the significance of Erdogan’s overtures towards the country’s minorities, viewing his actions as assertions of his own Islamist tendencies and his antipathy toward the harsh republican model instated by Turkey’s founding father, Mustafa Kemal Atatürk.“These moves could be viewed as part of Erdogan’s ongoing efforts to undo the Kemalist state,” said Dror Zeevi, who teaches modern Turkish history at Ben Gurion University in Beersheba.Erdogan is genuinely interested in mitigating Turkey’s harsh secularism and nationalism, but is doing so selectively, Zeevi said.

“[Erdogan] justifiably believes that secularism has something anti-democratic about it,” Zeevi noted. “The problem is that his democracy goes only so far. When people demonstrate against him at Gezi park, he goes wild. I don’t believe he’s entirely democratically inclined.”If Erdogan were a true democrat, Zeevi continued, he would have agreed to discuss the demands of the large Greek Orthodox minority to recover property confiscated by the state in the 1920s and 1940s. Armenian grievances might also be addressed.

“He didn’t do all of this. Instead, he took very symbolic steps. Under the guise of openness towards minorities, Erdogan is advancing his own agenda.”An op-ed published in the New York Times last week by Turkish researcher Halil M. Karaveli, claimed that far from helping Turkey’s minority, Erdogan was increasingly playing with sectarian fire.“Erdogan is turning Turkey into a powder keg in an attempt to shore up his own political base,” Karaveli wrote. “He is intentionally activating the longstanding fault lines separating religious and secular Turks — and most dangerously the divide between the country’s Sunni majority and its Alevi minority. If he continues to do so, Turkish democracy itself could become a casualty of his confrontational policies.”Many of Turkey’s Kurds belong to the heterodox Alevi sect, comprising between 15 and 25 percent of the country’s population.Anat Lapidot-Firilla, a Turkey researcher at Jerusalem’s Van Leer Institute, said Erdogan was trying to push a worldview which is much more “religious and conservative” than “nationalistic.” She added, however, that it was still too early to judge whether his program will succeed.“There are two opposing trends here,” Lapidot-Firilla said, referring to the simultaneous freedoms granted to the Kurdish (non-Sunni) minority and Erdogan’s emphasis on Turkey’s Sunni Islamist character. “It’s like a puzzle that doesn’t really come together.”Whatever Erdogan’s intentions, it is doubtful whether the European Union will embrace Turkey in the near future, she added. Europe enjoys using Turkey’s membership bid as a means of pressuring it into implementing civil rights reforms, all the while depriving the huge Muslim country of membership in the predominantly Christian EU.“Everyone is very happy with Turkey remaining in the EU’s waiting room, neither entering nor exiting,” she said.

Hamas issued a threat to Israel on Friday, warning that it will kidnap more Israeli soldiers in order to bring about the release of all Palestinian Authority Arab prisoners.The terror group which controls Gaza made the threats in a statement posted on its website on the second anniversary of the release of Gilad Shalit.Shalit, who was kidnapped by Hamas terrorists in 2006 and was held for more than five years, was released in October of 2011 in exchange for the release of over 1,000 terrorists who had been in prison in Israel, including many mass murderers.Two years later, promised Hamas on Friday, "The resistance will continue until the enemy's arrogance and its perception that it is unbeatable come to an end.”"If the enemy thinks it can root out the Palestinian resistance through terror and crimes and a siege - the Hamas resistance will act heroically to deter it," the group’s website declared.“They think that Hamas has given up on the resistance but that is not so. The release of prisoners is still our top priority and we will take all measures to empty Israeli jails of Palestinian prisoners,” said Hamas The organization stated that its people will not rest "until we release the last of our prisoners. Those who carried out the kidnapping and released the prisoners back then - deter Israel and undermine its security.”The statement ended with a declaration that “resistance is the only way and the choice of the Palestinian people to isolate the Israeli occupation and bring about the release of the prisoners and all the holy places.”In the two years that have passed since Shalit’s release, many of the terrorists who were freed in the deal have been re-arrested when they were discovered to have resumed terrorist activities.Terrorists released in the Shalit deal were required to sign a document that forbids them from returning to terrorism but that has not stopped some of them from attempting to carry out terrorist attacks.At least two members of Hamas's top policymaking body are terrorists released in the Shalit deal who are thus violating the agreement they signed.(Arutz Sheva’s North American Desk is keeping you updated until the start of Shabbat in New York.
