French President Francois Hollande gave a boost Friday to US hopes of forging an international coalition for possible strikes against Syria after British lawmakers rejected any involvement in military action.  
The White House had signalled Thursday that President Barack Obama, guided by the "best interests" of the United States, was ready to go it alone on Syria after deadly chemical weapons attacks last week. But Russia, the Syrian regime's most powerful ally, warned any military strikes would "deal a serious blow to the entire system of world order".UN arms experts began a final day of inspections of the sites of the suspected gas attacks before they leave the war-battered country on Saturday to report their findings to UN chief Ban Ki-moon.  Faced with an impasse at the UN Security Council and the British parliament's shock rejection of any punitive action against the Syrian regime, the United States has been forced to look elsewhere for international partners.While Germany and Canada ruled out joining any military strikes, Hollande - whose country was a strident opponent of the war on Iraq, but which under Hollande embarked on a military intervention of its own in worn-torn Mali - said the British vote would not affect his government's stance.  
"France wants firm and proportionate action against the Damascus regime," Hollande said in an interview with Le Monde newspaper, hinting an attack was possible by Wednesday.US Defence Secretary Chuck Hagel said the White House respected the British vote and that it was still seeking an "international coalition that will act together against Syria's regime."We are continuing to consult with the British as with all of our allies. That consultation includes ways forward together on a response to this chemical weapons attack in Syria," he said in the Philippines.The British rejection also came after the failure of an 11th-hour effort by British diplomats to win UN backing for action against President Bashar al-Assad's regime at a meeting of the permanent members of the Security Council. "It is clear to me that the British parliament, reflecting the views of the British people, does not want to see British military action. I get that and the government will act accordingly," Cameron said.His government was defeated by just 13 votes in its bid for a "strong humanitarian response" to Syria's alleged use of chemical weapons against its own people in the August 21 attacks. Key Syrian allies Russia and Iran have warned against any Western intervention, saying it risked sparking a wider conflict in the already volatile Middle East.But the military buildup was continuing in the region regardless, while in Damascus the mood was heavy with fear as security forces make preparations for possible air bombardments.US warships armed with scores of cruise missiles are converging on the eastern Mediterranean, and US military officials have said they are ready to launch a powerful barrage against regime targets.US National Security Council spokeswoman Caitlin Hayden said Obama's decision-making "will be guided by what is in the best interests of the United States."He believes that there are core interests at stake for the United States and that countries who violate international norms regarding chemical weapons need to be held accountable," she said.Envoys from the permanent Security Council members - Britain, China, France, Russia and the United States - met Thursday for the second time since Britain proposed a draft resolution to permit "all necessary measures" to protect Syrian civilians, but no breakthrough was reported. Earlier in the week, reports had suggested a Western strike was imminent, but questions have been raised about the quality of the intelligence linking Assad to the gas attack.Some members of Congress voiced support for limited, surgical strikes, while urging transparency from the administration and continued close consultations."It is clear that the American people are weary of war. However, Assad gassing his own people is an issue of our national security, regional stability and global security. We must be clear that the United States rejects the use of chemical weapons by Assad or any other regime," said Nancy Pelosi, the minority leader in the House.Assad's ally and main arms supplier Russia has blocked all attempts to toughen sanctions against Damascus or authorise outside force to punish or unseat the regime.Deputy Russian Prime Minister Gennady Gatilov said Friday his government opposes any resolution "indicating the probability of the use of force" or "that could be used for military action against Syria". Syria is in the 29th month of a vicious civil war in which more than 100,000 people have died and about three million more have become refugees or displaced, according to UN figures. As the stand-off continued, the team of UN inspectors were in the final day of their investigations into the gas attacks that activists say killed more than 350 people, including women and children. A UN spokesman said Thursday that the team had collected "considerable" evidence and will brief the UN secretary general soon after they leave Syria on Saturday.Ban has appealed for the inspectors to be allowed to complete their work before the major powers decide any follow-up action.  Assad, whose regime strongly denies using chemical weapons and instead blames "terrorist" rebels, has remained defiant in the face of the threats."Syria will defend itself in the face of any aggression," he said on Thursday, vowing "victory" for his people.Meanwhile, responding to threats by Syrian officials that the regime or its proxies will retaliate to a western attack by striking Israel, the Iron Dome missile defense system was deployed in Tel Aviv on Friday, as part of a wide range of security preparations, according to reports.

It was a perfect storm of political ineptitude, short-sighted expediency, and gutlessness, with just a modicum of genuine, albeit misplaced, principle.It involved an unimpressive Labor opposition leader, Ed Miliband, who has failed to connect to the British electorate and is unloved by his own party, and who saw an opportunity for political gain. He seized a chance to distance himself from his reviled predecessor Tony Blair, and no doubt harbored some genuine reservations about an over-hasty resort to force.It starred an arrogant and earnest prime minister, David Cameron, whose gut told him that the international community simply could not allow President Bashar Assad to get away with gassing his people, but who dismally underestimated the disinclination of the British public, and their parliament, to rush headlong into unpredictable military conflict. Rather than waiting, with just a little patience, for UN inspectors to report back from the scene of the alleged Assad crime, for the UN Security Council to inevitably fail to agree on concerted action, and for the British people and public to internalize that there would be no response to Assad if Russia’s assent were needed, and thus to prepare the ground for a reluctant but morally crucial punitive action against the use of chemical weapons, Cameron tried to steamroll parliament into rubber-stamping a yes to whatever Washington might be planning.Feeling that it had been similarly steamrolled by Blair into what it regards as the disastrous and immoral Iraq war, on the basis of what proved to be false information about Saddam Hussein’s purported weapons of mass destruction, the British Parliament on Thursday night simply said “no.” Or rather, it thought it said “not for now,” but the impetuous Cameron, like a spoiled child denied approval, bizarrely then immediately stood up and misrepresented the vote as a firm no to any UK role in intervention in Syria — handing his opponents an even bigger victory than the one they thought they had achieved.Blair himself was a supporting player in the dreadful affair, having declared that international intervention in Syria was called for. He has still failed to internalize, six years after his ouster from 10 Downing Street, that he is so disliked and mistrusted in the UK that any cause he supports — unfortunately including Israel’s — tends to suffer, not benefit, from his endorsement.As a consequence of Cameron’s absolutely staggering defeat in the House of Commons on Thursday night, an already hesitant US administration — which has been wobbling for days about how to make plain to Assad that he can’t massacre his people with weapons of mass destruction, but to do so without embroiling the US in another muddy, bloody, unwinnable Middle East conflict — has lost its key ally in the unenviable, vital task of reining in the murderous tendencies of global, and especially Middle Eastern, despots.In Syria, Assad must be delightedly flabbergasted, even as he braces for still-likely American intervention, having witnessed in Westminster how spectacularly wary the once mighty Britain has become of utilizing force to uphold even the highest moral imperatives. The nuances of quite how and why the vote played out the way it did may be lost on him, and why wouldn’t they be? Why would he care that Britain opted out of the challenge of opposing him because of a curious combination of political expediency, prime ministerial foolishness, recent Middle East traumas, and more? The bottom line is that the UK, asked by its leader to stand up and fight against the use of WMD to kill innocent civilians in distant Syria, walked away.In Iran, for a regime which has always had a withering estimation of western moral purpose, the anti-Cameron opposition’s dramatic victory would have come as less of a surprise, and it can only reinforce Ayatollah Ali Khamenei’s confidence that he, like North Korea before him, can safely lie and dissemble his way to a nuclear weapons capability, ignoring the empty rhetoric of the craven West.And in Israel? In an Israel beset by threats and challenges in almost every direction, an Israel whose northern border is just an hour’s drive from Assad’s toxic Damascus, an Israel being urged by the international community to take territorial risks for peace in a vicious, WMD-using, phenomenally unstable Middle East — in that Israel, Prime Minister Benjamin Netanyahu will be feeling a further bitter vindication of his long-held and oft-stated conviction that, ultimately, against all dangers, Israel needs to be able to take care of itself, by itself. At the very least, he might be reflecting, perfidious Albion could not be relied upon to rally to the rescue.

British rejection of strike to punish Assad’s use of chemical weapons underlines that Israel cannot rely on international community, official says

The ongoing hesitance and indecisiveness with which the West is reacting to the alleged used of nerve gas to kill hundreds of civilians in Syria enforce Israel’s skepticism of the international community in general and, specifically, the idea of security guarantees in any future peace agreement with the Palestinians, Jerusalem officials indicated Friday.The British Parliament’s decision Thursday against joining a possible military strike on Syria further eroded Jerusalem’s confidence in Western assurances that Israel would not be alone if it were ever attacked, a well-placed Israeli official said.“We’re drawing our conclusions about how reliable the international community is if Israel ever faces an existential threat. We’re always told that we shouldn’t worry, because the international community would protect us if we were under attack, and that our existence will never be in jeopardy because our friends will provide security guarantees. Well, in Syria we’ve seen security guarantees at work,” said the source bitterly.On Thursday, the British Parliament voted against a nonbinding motion brought by Prime Minister David Cameron that would have approved possible military intervention in Syria, leaving the US and France as the only states openly considering such a course of action.

The Israeli source, who asked to remain anonymous because Jerusalem does not officially comment on the situation in Syria, said Israel expected Germany to refrain from intervening just two weeks ahead of its elections and with a recent history of avoiding overseas military campaigns. German Foreign Minister Guido Westerwelle, indeed, was quoted Friday saying his country had not been asked to participate in any strike, “and neither are we contemplating it.”Continued the Israeli official: “But we do expect something from the US, the UK, and France. These countries are supposed to be the foundations of international order, supposedly standing for justice. But you can see how it works here.”The current British government is paying the price of the 2003 Iraq invasion, under then-prime minister and Labour Party head Tony Blair, the official added.“It has nothing to do with Syria, or with 100,000 Syrians who lost their lives; it has nothing to do with chemical weapons, or anything else outside Britain. David Cameron is paying for Tony Blair.”Many Britons view the UK’s joining the US-led invasion of Iraq as a “catastrophic expedition based on mendacious arguments,” and hold Blair responsible for a war generally seen as a major failure, the official added. “The current debate is not even about Syria. I never heard from those in the UK who oppose a strike how important it is to battle the use of nonconventional weapons, or to draw clear red lines against those using chemical weapons — values that a country like the UK would usually stand for. But you hear nothing of that, because the whole debate is about getting even with Tony Blair.”While officially mum on the British decision not to participate in a strike against the regime of Syrian President Bashar Assad, many Israeli policy makers are neither surprised nor disappointed — because “that’s what they expected,” the official said. It is now commonly accepted in Jerusalem that the international community’s assurances to stand with Israel in a possible future attack from neighboring Arab states or Iran are “based on hypocrisy,” he added.

Even if the US goes ahead and strikes targets in Syria, as it has indicated it would do in the coming days, “the fact that the Syrian army was able to slaughter tens of thousands of its own citizens without any kind of response is a lesson to be learned.”Prime Minister Benjamin Netanyahu is, in principle, ready to agree to the creation of a Palestinian state on large parts of the West Bank, the official noted, but insists that Israel’s security must be guaranteed. Among other things, Netanyahu insists on an Israeli military presence in the Jordan Valley, while others have suggested that international forces, whether US, NATO or UN forces, be deployed there instead. The international community’s paralysis on the Syrian crisis underlined once more that Israel can only rely on itself, the official said.

The move was in preparation for a scenario resulting in an attack on Syria over its reported use of chemical weapons against its citizens last week. Prime Minister Binyamin Netanyahu said that Israel had deployed its Iron Dome system to meet its current security needs."We have decided to deploy Iron Dome and other interceptors," Netanyahu said Thursday night in a statement as he went into security talks at the defense ministry in Tel Aviv.A report from IDF radio, Galei Tzahal, confirmed that a battery of the mobile system was set up during Friday morning in the greater Tel Aviv area.IDF Chief of Staff, Lt. Gen. Benny Gantz has also addressed the situation in Syria and said that although Israel may face tough times, the Israeli public should continue with its normal routine.“Israel is about to face challenging times. We have no part in the events unfolding around us but in the event that the fire turns toward Israel, it is clear to every leader in the region and in the world that a heavy price will be paid and the loss to our enemies will be scathing,” Gantz said, according to the IDF’s website.The Israeli public recently participated in a poll published by Maariv newspaper, on Friday, which showed that 77 percent of respondents said that if Washington decides not to strike Assad's regime, Israel should not take unilateral military action.Eleven percent, however, did think that Israel should launch a strike if nobody else was prepared to do so. Twelve percent had no opinion according to the poll of 519 people, which had a margin of error of 4.5 percentage points.

Tzviki Tessler, deputy commander of the Home Front Command, said on Thursday that the Home Front Command was “prepared to address different scenarios”, as preparations continue for a possible Western military strike in Syria.Speaking to the IDF Spokesperson Unit’s website, Tessler said that Home Front Command is in close contact with local authorities, government agencies and emergency organizations.

"The relationship with the authorities is continuous throughout the year,” he emphasized, adding, "In light of recent events, officers from the Home Front Command are meeting with mayors to coordinate the level of readiness and competence."Distribution of gas masks will continue in accordance with the annual work plan, said Tessler, noting that the gas mask kits are just one element of the Home Front Command’s work to defend Israelis against possible attacks.“Providing a warning in case of an attack is a first-rate life saver, and we are working on several levels to issue an efficient, reliable and focused warning to each and every citizen,” he noted. “Personal, family and public protection are essential to the strength of the Israeli home front.”Over the past two days, large numbers of Israeli citizens have been standing in line to obtain gas masks after the media warned that a U.S. attack on Syrian targets was imminent, and as Bashar Al-Assad's regime warned that it would respond to such an attack by targeting Israel.The IDF expressed satisfaction at the fact that so many citizens are finally getting masks, but was also concerned that the national stockpile of gas masks will soon be depleted.Post offices, where the masks are distributed, and Home Front Command offices, were reportedly inundated with phone calls from citizens wishing to obtain masks.Prime Minister Binyamin Netanyahu urged Israeli citizens on Thursday to go about their daily routines.“Despite the low assessment regarding Israel's involvement in what is going on in Syria, we decided to deploy Iron Dome batteries as well as our other intercept systems,” said Netanyahu.“We are not involved in the civil war in Syria. But I would like to reiterate, if anyone one tries to harm Israel's citizens, the IDF will respond very strongly,” he stressed.
