suffer persecution or discrimination in many parts of the world and in
at least seven nations can be executed if their beliefs become known,
according to a report issued on Monday.The study, from the International Humanist and Ethical Union
(IHEU), showed that "unbelievers" in Islamic countries face the most
severe - sometimes brutal - treatment at the hands of the state and
adherents of the official religion.But it also points to policies in some European countries and the United States which favor the religious and their organizations and treat atheists and humanists as outsiders.The report, "Freedom of Thought 2012", said "there are laws that deny atheists'
right to exist, curtail their freedom of belief and expression, revoke
their right to citizenship, restrict their right to marry."Other laws "obstruct their access to public education,
prohibit them from holding public office, prevent them from working for
the state, criminalize their criticism of religion, and execute them for
leaving the religion of their parents."The report was welcomed by Heiner Bielefeldt, United Nations special rapporteur on freedom of religion
or belief, who said in a brief introduction there was little awareness
that atheists were covered by global human rights agreements.The IHEU

to ditch a plan to build settlements in a highly sensitive area of the
occupied West Bank, but hold off on tough action soon despite
international outrage over the decision.Some officials say
that options for robust steps against Israel are limited due to a lack
of unanimity in the 27-member EU and diplomatic protection of the Jewish
state by its cast-iron superpower ally the United States.The prospect of punitive EU measures would rise if
Israel continues to flout world opinion, but noises from Britain, France
and Germany do not point to strong action for now.Still, several options are open to the EU - one of
Israel's biggest trading partners - to pressure the Jewish state into
ditching the settlement plan that Palestinians protest would rob them of
territory crucial to their bid for a viable state and further dim
chances of reviving frozen peace negotiations.European foreign ministers, at a meeting in Brussels,
were to discuss how to respond to the latest settlement plan.British Foreign Secretary William Hague last week
distanced the prospect of sanctions, and instead spoke of negotiations
and formulating "incentives and disincentives" for peace talks.France too discounted sanctions and has lowered
expectations of tough measures, saying the onus must be on "persuasion"

Nobel award recognizes Europe as "continent of peace"

OSLO (Reuters) - The European Union received the Nobel Peace Prize on Monday, honored by the Norwegian committee which looked beyond Europe's current malaise to recognize its decades of stability and democracy after the horrors of two world wars.Fittingly for an
institution with no single leader, the EU sent three of its presidents
to the Oslo ceremony for the 2012 prize, which critics including former
Nobel laureate Desmond Tutu say is undeserved."Sixty years of peace. It's the first time that this has happened in the long history of Europe," Herman Van Rompuy, the president of the European Council, told Reuters before the ceremony."The facts prove
that the European Union is a peacekeeping instrument of the first
order," said Van Rompuy, who will collect the prize along with European Commission President Jose Manuel Barroso and Martin Schulz, the president of the European Parliament.Europe is suffering feeble economic growth or outright recession, soaring unemployment and a number of its member states are unable to pay their debts. German Finance minister doesn't rule out Eurogroup candidacy: paper

BERLIN (Reuters) - German Finance Minister Wolfgang Schaeuble declined to rule himself out as a candidate to replace Jean-Claude Juncker as chairman of euro zone finance ministers, in an interview published on Sunday.Juncker, Luxembourg's
prime minister, said he would step down as Eurogroup chief at the end
of this year or early next, leaving policymakers just four weeks to find
a successor to fill a potential power vacuum. He has headed the group
since 2005.Asked by Bild am Sonntag newspaper whether he or his French counterpart Pierre Moscovici would take over the job, Schaeuble replied, "in any case the new person has to drive European integration forward".The Eurogroup has taken or prepared key decisions
during the bloc's debt crisis over the past three years, such as
Greece's debt restructuring, the creation of euro zone emergency funds
and bailouts of Ireland and Portugal.Juncker's mandate was initially set to expire in July,

despite tanks, barbed wire and other barriers installed last week after
clashes between Islamists and their rivals killed seven people."Holding a referendum now in the absence of security

CAIRO (Reuters) - Egypt's Islamist president has given the army temporary power to arrest civilians to help secure a constitutional referendum seen by the Muslim Brotherhood as a triumph for democracy and by its liberal foes as a religious straitjacket.President Mohamed Mursi, bruised by the political uproar in which protesters
have besieged his graffiti-besmirched palace to demand his downfall,
has rescinded a November 22 decree giving him wide powers, but has not
budged on the referendum date.A decree issued by Mursi
late on Sunday means the armed forces can arrest civilians and refer
them to prosecutors until the results of the referendum are announced.Despite its limited nature, the edict will revive memories of Hosni Mubarak's
emergency law, also introduced as a temporary expedient, under which
military or state security courts tried thousands of political
dissidents and Islamist militants.A cabinet source said ministers had reviewed the decree
last week, saying troops had secured elections during a military-run
transition after Mubarak but, with a civilian president in charge, now
needed a decree to allow them to play that role.Protests and violence have racked Egypt since Mursi
decreed himself extraordinary powers he said were needed to speed up a
troubled transition since Mubarak's fall 22 months ago.Whatever the outcome of Saturday's referendum, the
crisis has polarized Egypt and presages more instability at a time when
Mursi needs to enact tough policies to steady a fragile economy.With the political crisis heating the streets, Mursi
suspended tax increases on Monday, only hours after the measures had
been officially enacted, casting doubts on the government's ability to
push through tough economic reforms that form part of a proposed $4.8
billion IMF loan agreement.

this week for a long-sought green light to visit a key military site,
although suspected clean-up work may make it difficult to find evidence
of any illicit atomic bomb research there.Thursday's talks in Tehran

willing to start addressing growing international concerns over its

JERUSALEM (Reuters) - Hamas's vow to vanquish Israel after claiming "victory" in last month's Gaza conflict vindicates Israel's reluctance to relinquish more land to the Palestinians, Prime Minister Benjamin Netanyahu said on Sunday.Khaled Meshaal, the leader of the Islamist Hamas movement, made a defiant speech before thousands of supporters in the Gaza Strip on Saturday, promising to take "inch-by-inch" all of modern-day Israel, which he said he would never recognize."Over the last day, we have again been exposed to the
true face of our enemies. They have no intention of compromising with
us. They want to destroy our country," Netanyahu told his weekly cabinet
meeting.The Israeli leader has faced fierce foreign criticism
this week for announcing a wave of Jewish settlement building in the
occupied West Bank and East Jerusalem following a de-facto recognition
by the U.N. General Assembly of a Palestinian state.But Netanyahu said Israel would never withdraw

BEIRUT (Reuters) - U.S. and Russian officials have
given their commitment to a political solution for the deepening Syrian
conflict, a United Nations envoy said on Sunday, but Moscow dismissed speculation it was preparing for President Bashar al-Assad's exit.With rebels now fighting on the doorsteps of Damascus, Assad's
forces kept up their now daily artillery strikes and air raids on
eastern suburbs as well as some rebel-held districts on the capital's
outskirts.U.N. special envoy Lakhdar Brahimi
met the U.S. and Russian deputy foreign ministers in Geneva for the
second session of tripartite talks in less than a week, apparently in
response to rising violence that now threatens to engulf Damascus."All three parties reaffirmed their common assessment that the situation in Syria
was bad and getting worse," a statement from Brahimi said. "They
stressed that a political process to end the crisis in Syria was
necessary and still possible.Notwithstanding his comments, commitment to a political
process could be at risk. Western officials were among those who helped
rebels to create a unified chain of command at the weekend, and
Washington is expected to recognize the opposition as the sole
representative of the Syrian people next week.Russia, Syria's main arms supplier, insisted its
position on Assad had not softened and it was not negotiating on the
future of the president, whose family has ruled Syria for 42 years."We are not holding any talks on the fate of Assad," Foreign Minister Sergei Lavrov was quoted as saying by Itar-Tass news agency in Moscow. "All attempts to present the situation rather differently are shady."Several countries are believed to be supplying both
sides in the conflict, with Iran bankrolling Assad's war efforts while
its regional rivals Saudi Arabia and Qatar arm the rebels.Brahimi said the talks aimed to find a solution based
on last June's Geneva Declaration, which called for a transitional
government. This proposal originally foundered over different
interpretations of that transition; Washington said Assad could not play a role but Russia insisted that his fate should not be decided outside Syria.Syria's 20-month-old uprising, which began as peaceful
protests but has descended into civil war, has become increasingly
bloody with over 40,000 people killed.
RADICALS ON THE RISE
The rebels have gained momentum in recent weeks, capturing a series of military sites across the country often with the help of radical Islamists. However, some activists believe the opposition is still far from toppling Assad, whose army has largely held together and who has many heavy weapons.The Syrian Observatory for Human Rights reported army shelling and clashes across the country on Sunday, with 60 counted dead before evening. Death tolls have averaged at around 100 per day in recent weeks.In the north, the radical Islamist group Jabhat al-Nusra, linked to Al Qaeda in Iraq, led other rebels in seizing on Sunday a regimental command center in Aleppo province, which borders Turkey.The British-based Observatory, which has a network of activists across the country, said the centre's commander fled along with 140 soldiers. Five troops soldiers were captured.Western powers have become increasingly alarmed by the role of groups such as Jabhat al-Nusra, which Washington is considering putting on its terrorist list.Radical groups have gained increasing popularity and influence despite their small numbers. The seasoned fighters they attract from Syria and abroad have increased the effectiveness of their attacks.Some rebels and residents feel the militants are more disciplined than other rebels, drawing fewer charges of looting and kidnapping.
ROAD TO DAMASCUS?
Damascus has become a focal point of battles over the past week, as rebels effectively shut the international airport by clashing with Assad's forces near there. Foreign flights have been suspended and residents say the airport road is closed.Rebels who have called their campaign "Operation Opening the Road to Damascus", uploaded video on Sunday that showed heavy gunbattles and explosions rocking several rural towns around the capital. The video also showed rebels firing a fully functioning tank which they had captured from the army.But there is no clear winner yet in a battle where neither side seems to have advanced. The Syrian army has claimed many successes around the capital, airing footage on state television of soldiers raiding parts of the rebel stronghold of Deraya."Our noble forces in Deraya have destroyed some of the terrorist dens used by al Qaeda terrorists to store weapons and other criminal tools," said a report on Syria TV, which usually refers to rebels as terrorists. "Many terrorists were killed."Still, rebel gains have helped drive a surge of diplomatic efforts among Gulf Arab states and the West to support the opposition and its newly-formed umbrella group, the Syrian National Coalition.The move may be encouraging defections. Nine judges defected in a YouTube video published on Sunday. News broke at the close of last week that the dictator on everyone’s mind, Bashar al Assad, could be actively seeking political asylum in Latin America. The
beleaguered Syrian President who is neck deep in his people’s blood,
(over 40,000 citizens’ worth according to recent watchdogs) may just
care to live after all. He has reportedly been looking into the
possibility of extricating himself out of his hopeless mess.The
Guardian reported on the diplomatic efforts underway to secure the Assad
great escape days ago, engineered by yet another high-profile defector,
Syrian Foreign Ministry spokesman Jihad Makdisi. Apparently he, among
others before him, was allowed to leave Syria in exchange for
negotiating al Assad's immunity.
But to return to the man in question, what can be going on in the head of the leader of a clan in power for four decades who, despite the Arab turmoil around him, never saw his end coming? What desperate thoughts are gripping the father of a young and still-very formative-family with an impressive, attractive and western-educated, not to mention, rumored-expectant wife?Would this not be a family man who still wants to hold on for dear life – as a father still in his prime? With rumors surfacing that his wife is now five months along with their fourth child, it’s certainly no time for the expectant father to continue to pull off suicidal violence against his nation (resulting in almost 30,000 civilian deaths so far) that he will inevitably go down for – if not dragged down by his own downtrodden people, then at the hands of international justice at the Hague. Assad’s crimes are piling higher than his chemical stockpile is rumored to be: he has been using cluster bombs and TNT indiscriminately on Syrian civilians and rebel troops alike.But, perhaps dying on Syrian soil is preferable to stewing away in an international criminal court-room. Reports of attempts on his behalf to broker a safe getaway fly in the face of his strongman rhetoric when he recently vowed to ‘live and die in Syria’. Though it's likely he is so surrounded by his father’s old cronies – those who had a hand in the 1982 Hama genocidal crimes against humanity- that he is harldy acting out of his own free will entirely.
What of the threats escalating in the media of chemical weapons activity within Syria? Is that a Lion's cry for rescue? This may be a sinister glimpse of the devestation he might unfurl if not granted safe passage and impunity.With Syrian rebels closing in on the capital, and visions of the toppling of Tripoli in Libya not far from anyone’s mind, the Assad clan appears to be upping diplomatic efforts to maneuver a safe exit for family and even Syria's Alawite minority.The growing desperation among the Assads coincides with the increasing anxiety over the threat posed by Syria's chemical weapons magazine. There have been recent signs of chemical flurry, signalling that the regime has activated chemical weapons units in readiness for use.Given that engaging these weapons would bring on that foreign intervention that the US has so far striven to avoid, which a-la Libya style would inevitably bring down the regime, raising the spectre of chemical weapons may be a last-ditch ploy by Assad to sound the alarm for the deadly risk of refusing him safe-exit.
There is growing concern that some of the chemical weapons the Assad
regime has been pushing out of the Damascus area in the last few days
were sent across the border to Hizballah strongholds in the Lebanese
Beqaa Valley to keep them out of rebel hands. Syrian army officers who
recently defected report that containers were last week removed from
Syrian bases at Jabal Kalamon and loaded on vehicles camouflaged as
commercial trucks. On the Lebanese side, the consignment is thought to
have been split up and hidden at different Hizballah bases to make them
harder to attack.
Israel’s US Ambassador Michael Oren, asked by a FOX TV interviewer Saturday Dec. 8, if he could confirm this, said he could not, but warned that any evidence of chemical weapons being passed from the Assad regime to extremist groups like Hizballah would be a "game-changer," and a "red line" for Israel. "We have a very clear red line about those chemical weapons passing into the wrong hands. Can you imagine if Hizballah and its 70,000 rockets would get its hands on chemical weapons? That could kill thousands of people."
Deputy Prime Minister Moshe Yaalon on he other hand saw no indication Sunday that Syria was planning to use chemical weapons against Israel. He refrained from going into any of the three possible perils presented by the regime in Damascus as it finds itself in a knife-edge situation:
1. Syria’s chemical weapons are deployed in at least five air force bases, with evidence of preparations to use them, as confirmed by British Foreign Secretary William Hague Saturday, Dec. 8.
US military sources explained early Monday, Dec. 10, that the nerve gas sarin is effective up to 60 days after its precursor chemicals are mixed. Placing the weaponized material in close proximity to warplanes indicates an intention within that timeline to drop the poison gas bombs from the air. RADICALS ON THE RISE
The rebels have gained momentum in recent weeks, capturing a series of military sites across the country often with the help of radical Islamists. Reports of attempts on his behalf to broker a safe getaway fly in the face of his strongman rhetoric when he recently vowed to ‘live and die in Syria’. Though it's likely he is so surrounded by his father’s old cronies – those who had a hand in the 1982 Hama genocidal crimes against humanity- that he is harldy acting out of his own free will entirely.
What of the threats escalating in the media of chemical weapons activity within Syria? Is that a Lion's cry for rescue? North Korea considers delaying rocket launch

may postpone the controversial launch of a long-range rocket that had
been slated for liftoff as early as this week, state media said Sunday,
as international pressure on Pyongyang to cancel the provocative move intensified.Scientists have been pushing
forward with final preparations for the launch from a west coast site,
slated to take place as early as Monday, but are considering
"readjusting" the timing, an unidentified spokesman for the Korean Committee for Space Technology told North Korea's state-run Korean Central News Agency.It was unclear whether diplomatic intervention or technical glitches
were behind the delay. A brief KCNA dispatch said scientists and
technicians were discussing whether to set new launch dates but did not
elaborate.Word of a possible delay comes just days after satellite photos
indicated that snow may have slowed launch preparations, and as
officials in Washington, Seoul, Tokyo, Moscow and elsewhere urged North
Korea to cancel a liftoff widely seen as a violation of bans against
missile activity.Commercial satellite imagery taken by GeoEye on Dec. 4 and shared Friday with The Associated Press by the 38 North and North Korea
Tech websites showed the Sohae site northwest of Pyongyang covered with
snow. The road from the main assembly building to the launch pad showed

Storm that killed 600 threatens Philippines again

that had left the Philippines after killing nearly 600 people and
leaving hundreds missing in the south has made a U-turn and is now
threatening the country's northwest, officials said Saturday.The weather bureau raised storm
warnings over parts of the main northern island of Luzon after Typhoon
Bopha veered northeast. There was a strong possibility the disastrous
storm would make a second landfall Sunday, but it might also make a loop
and remain in the South China Sea,
forecasters said. In either case, it was moving close to shore and
disaster officials warned of heavy rains and winds and possible
landslides in the mountainous region.Another calamity in the north would stretch recovery efforts thin.
Most government resources, including army and police, are currently
focused on the south, where Bopha hit Tuesday before moving west into
the South China Sea.With many survivors still in
shock, soldiers, police and outside volunteers formed most of the teams
searching for bodies or signs of life under tons of fallen trees and
boulders swept down from steep hills surrounding the worst-hit town of New Bataan, municipal spokesman Marlon Esperanza said."We are having a hard time finding guides," he told The Associated
Press. "Entire families were killed and the survivors ... appear dazed.
They can't move."
