Clinton: Netanyahu and Abbas Already Discussing Core Issues

Prime Minister Binyamin Netanyahu and Palestinian Authority Chairman Mahmoud Abbas are already discussing core issues in the fledgling Israel-PA negotiations, United States Secretary of State Hillary Clinton said Thursday in an interview with Channel 10 news.I really admire the way they got right into it, Clinton said of the latest meeting between Netanyahu and Abbas, earlier this week. There were no agreements reached, she said, but there were very difficult and intense negotiations on all of the core issues.Core issues include the status of Israel's capital city, Jerusalem, which the PA demands much of as the capital of a future PA state, the Arab world's demand for a right of return for descendents of Arabs who fled Israel during the War of Independence, and the future of the roughly 400,000 Israeli Jews living east of the 1949 armistice line, in territories claimed by the PA as part of a future Arab state that will not allow Israeli Jews to stay on as citizens.Clinton spoke regarding the 10-month construction freeze in Judea and Samaria. Abbas has demanded that Netanyahu extend the freeze, which Netanyahu has refused to do, citing the widespread opposition to the freeze within his coalition, and the fact that Abbas avoided talks until the freeze was close to its end.While recognizing Netanyahu's arguments as fair, Clinton pushed for an extension of the freeze, saying that additional time in which Jews are prohibited to build east of the armistice line would be extremely useful for talks.Egyptian President Hosni Mubarak also went onto Israeli television Thursday to talk about the freeze. Speaking on Channel 1, Mubarak said he had told Netanyahu to extend the freeze by three or four months.

AMMAN, Jordan – Two days of Mideast peace talks appear to have brought Israel and the Palestinians closer to a deal that would allow those talks to continue, but even if the negotiations move forward far more difficult issues lay ahead.Egyptian President Hosni Mubarak suggested a compromise over Israel's plan to lift its partial ban on construction on the West Bank later this month, while Palestinian President Mahmoud Abbas said Thursday he sees no alternative to continuing negotiations in search of peace with Israel.U.S. Secretary of State Hillary Clinton, speaking in Amman, said she is convinced that Netanyahu and Abbas are trying to seek common ground.They are committed and they have begun to grapple with the hard but necessary questions, she said, shortly before leaving for the U.S. I am convinced that this is the time and these are the leaders to achieve the result we all seek.
Abbas' comments came as Israel was coming under increasing pressure to extend its curb on Jewish settlement construction, and aides to the Palestinian leader suggested there might be movement toward a compromise on that issue.Abbas had said previously that the talks could not survive if the Israeli building restrictions were lifted as planned.We all know there is no alternative to peace through negotiations, so we have no alternative other than to continue these efforts, Abbas said Thursday, speaking through an interpreter in Ramallah, where the headquarters of the Palestinian National Authority is located.It was unclear from Abbas' remarks whether he was signaling that the Palestinians would remain committed to the talks even if Israel does not extend the limits on building.Egypt's leader said in a radio interview that he urged Israeli Prime Minister Benjamin Netanyahu to extend the restrictions for three more months to give peacemaking a chance.Mubarak said he told Netanyahu the delay could give the two sides time to draft their future borders. Gaza militants opposed to the peace efforts have sent mortars and rockets crashing into southern Israeli communities in recent days, drawing retaliatory Israeli airstrikes.Overnight, Israeli aircraft hit two Gaza targets that the military described as weapons storage facilities. No casualties were reported. Palestinian official Raed Fattouh, who coordinates the flow of goods into Gaza with Israel, said the Israeli military also canceled plans to let new cars enter Gaza on Thursday for the first time in four years. The Israeli military had no immediate confirmation.
George Mitchell, the Obama administration's envoy for Middle East peace, traveled to Syria on Thursday for talks with President Bashar Assad and the Syrian foreign minister about starting a separate Syria-Israel peace negotiation.He told reporters the U.S. administration was determined to achieve comprehensive peace in the Middle East. EUOBSERVER / BRUSSELS - EU foreign affairs chief Catherine Ashton has indicated that Egypt, Israel, Indonesia, Pakistan, Ukraine and South Korea could join the EU's existing list of privileged or strategic partners.Ms Ashton put forward the new names in a powerpoint presentation at a meeting of EU leaders and foreign ministers in Brussels on Thursday (16 September). The roll-call of six countries ended with a ... to indicate that the club remains open to other up-and-coming powers, an EU diplomatic source said.The same powerpoint presentation listed Brazil, Canada, China, India, Japan, Mexico, Russia, South Africa and the US as the set of existing strategic partners. The term strategic partner is ill-defined in EU usage. In practice, it means boosting a foreign country's diplomatic status and organising summits and extra minister-level and expert-level meetings. But it can also be taken to mean an alternative to fully-fledged EU membership.It's like love - no one can define it. You only know what it is when you experience it, the EU diplomatic contact added.Another diplomat remarked that the term had been thought up a few years ago without anyone ever really defining what it meant and whether, indeed, the others regard us as their strategic partners.Ms Ashton's list has no official status and was put forward as part of a general brainstorming session on how to make the EU more effective on the world stage.
But it has the potential to stir controversy. EU plans to upgrade EU relations with Israel were put on hold after its attack on Gaza in 2009. Asked by reporters after the meeting if Ms Ashton plans to unfreeze the upgrade, she said: There's no discussions at the moment with Israel.In the case of Ukraine inclusion on the list could be taken as a signal that EU accession is not an option. The omission of Turkey could be reassuring for its EU bid.Speaking at the post-summit press conference, EU Council President Herman Van Rompuy said a rethink of EU foreign policy is needed in the wake of the 2009 Copenhagen climate change conference, when the US clinched a deal with developing countries while the EU was out of the room.The perception is that the EU was sidelined, he said. We have started to realise how the economic strength of developing countries is transforming into real political power.EU commission president Jose Manuel Barroso said: Even the biggest one of the member states is not as big as any one of our strategic partners.The protocol at the EU's foreign-policy-focused summit highlighted the Lisbon Treaty's lack of clarity on the Van Rompuy-Ashton pecking order. The treaty says Mr Van Rompuy is to ensure the external representation of the union ... without prejudice to Ms Ashton. The baroness did not feature in the official press conference, however. And she hovered on the edge of the EU family photo. The power lies where you have the machinery, the troops, the soldiers. And the EU's foreign policy machinery is in the EEAS, an EU official said, referring to Ms Ashton's nascent European External Action Service.It's normal that Van Rompuy keeps a small secretariat dealing with foreign policy. She has no problem with that. Lady Ashton has de facto 136 ambassadors at her disposal. She has their mobile phones. There's no comparison.
Trade deal with Mercosur to be reached in mid-2011

Trade commissioner Karel De Gucht said Tuesday during his visit to Brazil that the EU hopes to reach a trade deal with South American block Mercosur by mid-2011. The talks were relaunched in May, but European farmers oppose the deal which would allow cheaper imports to enter the market.

Does Europe need a Security and Defence Strategy?
I read a Speech by Professor Jolyon Howorth called ‘Strategy and the importance of defence cooperation among EU Member States’. The speech was given on 13th of July at a seminar on Permanent Structured Cooperation which was organised by the Belgian Presidency. Overall, the speaker argues in favour of more integration in the field of security and defence. As always, the writings of Jolyon are thoughtful and stimulating. Howorth mentions some sound ideas that would boost integration in the field of security and defence: the establishment of a European Security Council, a formal Council of Defence Ministers, a European White Book on Security and Defence, an integrated Intelligence Agency, a permanent OHQ, an upgraded EDA (p.3). The author is also right in underlining the importance of the upgrade of capabilities and the pooling of resources. These measures are more than necessary in times of funding cuts. Howorth mentions that the obstacles of cooperation in security and defence are due to national inhibitions. He claims that no one expected such guerrilla warfare on the tiniest details of External Action Service responsibility. Indeed, the resistance and cautiousness of the EU Member States to any form of EU empowerment in foreign affairs is characteristic of the climate of inward looking re-nationalisation that one sees in Brussels. The failure of the Europeans to provide a cohesive approach to the current financial crisis is also a proof that narrowly defined state interests prevail. The author also claims that a new narrative is necessary and that Europe needs a new strategy. However, we did not lack narratives in the past. On the contrary, we had too many of them. All these narratives have failed to build a common identity and to forge a common strategic culture. Some of them were truly wonderful texts with great ideas. The European Security Strategy had a notion of a Grand Strategy. But what happened to it really? The new comprehensive EU strategy called EU 2020 also failed to cause any major debate. None of the EU texts managed so far to inspire citizens or stir any major debate that would contribute to the creation of a European demos.
I am also sceptical when it comes to the advantages of the EU in foreign affairs that are mentioned in the Speech, one of them being the idea of the EU’s strength of effective multilateralism. Indeed, there has been an increase in frequency of multi-lateral contacts. There are too many roundtables, too many discussions, too many meetings and frequent exchanges of views. However, this frenetic activity does not necessary guarantee results. Many of the multilateral fora are simple talk shops with no appetite for action. Howorth also claims that the EU engages in an intensifying circle of complex interdependence. But is this intensifying circle of interdependence characterised by ‘deepening’ or simply by a loose enlargement of themes and actors? A simple glimpse of the external relations of the EU shows that little has been achieved. Relationships with Russia remain inconclusive with none of the two players (EU/Russia) knowing what they really want to make out of the bilateral relationship. The EU’s Neighbourhood Policy is undermined by national priorities and institutional weaknesses. No major plan exists on how to deal with the rise of China. The EU-US relationship is not characterised by effective synergy. In short, the EU is good in talking about interdependence but I am hardly convinced it knows how to deal with it. It is positive that the EU has understood the importance of combining civilian and military instruments in foreign policy. As the author claims, international crisis management is an added value which the EU is well-placed to deliver. However, the inertia that follows the actorness of the EU in the field of crisis management isn’t.The same accounts for the EU’s radical IR approach that the author mentions. The EU simply says too many good words but in most cases is unwilling to act. And I still remain sceptical on Howorth’s sentence where human rights become as important as states rights. A look at the sanctions of the EU on human rights abuse shows that they only happen in a small number of cases, against small countries where no major financial interests are endangered.Howorth also describes a new acquis in International affairs which has to take the form of a Global Bargain. According to Howorth, [t]he global grand bargain will involve a necessary series of trade-offs, some bilateral, some multilateral, between the rising and the declining powers. In addition, [w]hat the new grand narrative should aim for is a world of cultural and political diversity in which, nevertheless, stability, security, prosperity, development, environmental sustainability, and self-determination are considered in holistic terms as key elements of global inter-dependence (p. 6). But isn’t this process already been taking place for a long time? Isn’t cultural and political diversity already being part of the EU’s dealings? Aren’t these ideas already part of the European Security Strategy?
Howorth is on the pro-European side and has always seen the EU in an optimistic way. However, optimism may well be part of the problem. The idea that the EU can do it that many of the EU academics subscribe to (including myself) may have led to a general climate of self-satisfaction, arrogance and laziness. The idea that the EU is able to move on by a series of mini developments (an idea mentioned in many academic texts) also helps to perpetuate inertia. The message that should be transmitted by the academic circles is that the EU should run to catch up the lost time. Run before you get completely marginalised rather than rest on your laurels and improve. No one disagrees with the fact that there has to be a new type of EU motivation in both EU internal and external affairs. But what kind of motivation can this be? Boredom has replaced enthusiasm. Rigid EU bureaucracy has killed any form of innovation and creativity. Lacklustre political elites provide no vision and have no roadmap of values. A soul searching exercise is important: a reflection of where we stand and where we want to go is always useful provided the fact that it is based on true motives to improve. This may take the form of an EU Security and Defence Strategy. However, in order to fight the climate of inertia the EU must work with the aim of producing tangible results. Gold and Silver have once again risen to new highs, with bullion futures soaring close to a record $1,280 an ounce as the dollar fell to a five week low against the euro.Investors point to low interest rates and the looming prospect of more inflationary quantitative easing by the Federal Reserve as the driving forces behind gold’s continued rally.There can be no doubt that as the globe’s central banks wildly print more and more money, the non-Fiat standard, has become one of the only ways to preserve wealth.However, the metal has gained over the course of the year even despite a reported slow down in inflation.The figures mean that gold is up 16 percent this year and is on course for a 10th consecutive year gain, the longest surge the metal has seen for some 90 years.Lannie Cohen, the president of Capitol Commodity Services Inc. in Indianapolis tells Bloomberg News that Gold is rapidly becoming the currency of choice, and that he expects futures to rally to $1,600 next year as the greenback continues to weaken.Gold’s new high has also been recorded in multiple currencies at the same time, unlike when it previously hit a new high spot back in June.

EUOBSERVER / BRUSSELS - An infuriated, defensive Nicolas Sarkozy, the French president, on Thursday (16 September) played down a violent clash with European Commission chief Jose Manuel Barroso over the issue of Roma expulsions during an EU summit, with his shouting reportedly heard at the other end of the corridor.If there was one person in the room that remained calm, it was me, Mr Sarkozy later claimed during a press briefing, denying reports from officials that his exchange with Mr Barroso had been violent.According to EU sources, Mr Sarkozy's yelling during the EU leaders' meeting was widely heard as he attempted to, in his words, defend the honour of France.Speaking in front of cameras, Mr Sarkozy blamed justice commissioner Viviane Reding and her deeply shocking and insulting comments made on Tuesday that likened his Roma deportation policy to that of France's pro-Nazi regime in the Second World War.He denied having any problem with Mr Barroso, but in the same breath reminded the Portuguese politician that he had last year supported him in his efforts to win a second term as chief of the EU commission.I appreciated the fact that Mr Barroso distanced himself from Ms Reding, but I am the president and cannot allow my country to be insulted.In a lengthy discourse on what he said was a non-discriminatory crackdown on Roma camps and expulsion of irregular migrants and EU citizens, Mr Sarkozy said he had no intention of bringing a halt to his policies, as it was the duty of his government to uphold the rule of law and public order.
The document that had caused the uproar, giving instructions to police to target Roma camps with priority, was allegedly signed by a minor official from the ministry of interior, he said, and had been immediately withdrawn when Mr Sarkozy found out about it, one month later.Mr Barroso, speaking two floors below the French leader at a parallel press briefing, also tried to play down the escalating row with France and stressed the need to focus on the real problems and not to deviate into useless rhetoric or unnecessary controversy.According to EU Council President Herman Van Rompuy, member states agreed four points. They said that each government has the right and duty to apply the rule of law on its territory, but the European Commission has the responsibility of overseeing the application of EU law, for instance in the areas of freedom of movement and non-discrimination. EU leaders also took note of Mr Barroso's statement on Wednesday, in which he regretted the historical reference made by Ms Reding. He made the concession despite having made a similar remark last week when warning EU states not to awake the ghosts of the past.
The fourth point underscored that relations between institutions and member states have to be inspired by respect,Mr Van Rompuy said.Meanwhile, Bulgarian premier Boyko Borisov, present during Mr Sarkozy's tirade against the commission, said he was happy his country had stayed out of the controversy.There was an argument, not to say a scandal, involving the president of the European Commission and the French president, Mr Borisov told journalists after the meeting.Romanian President Traian Basescu intervened in the debate and backed the commission's stance on the Roma repatriations, pointing that these are nomadic people and they cannot be forced to stay in one country.

Ramshackle EU efforts at UN annoyed allies

EUOBSERVER / BRUSSELS - The European Union's surprise upset in New York this week in its attempts to win expanded rights at the United Nations was a result of ramshackle strategy that even disgruntled some of the bloc's closest allies, Australia, Canada and New Zealand, according to diplomats close to the proceedings.One word describes how the EU acted there: Confusion, overall confusion, one diplomat told EUobserver.It was a ramshackle, pretty disorganised EU strategy, the official continued. The process fell apart. It was not thought through properly and their people just did not consult widely.They did not really consider the possible objections, especially from the Caribbean, and thought they would just die away.Another diplomat described it as an absence of tactical nuance.The three British Commonwealth countries are some of the European Union's closest global allies and ordinarily very rarely vote against the bloc, but on Tuesday in New York they all abstained on a motion delaying discussion of a UN General Assembly resolution that sought to allow European Council President Herman Van Rompuy to address the UN chamber.
The motion was narrowly defeated 76-71, with 26 countries abstaining.The resolution would also have awarded the EU, which currently only carries observer status at the UN, the right to make proposals and submit amendments, the right of reply, the right to raise points of order and the right to circulate documents. Together, the resolution would have given the EU almost all the rights that a sovereign member state of the UN enjoys.There would also be additional seats put in the chamber for the EU's foreign policy chief, High Representative Catherine Ashton and her officials.However, the three countries viewed the implications for the structure of the UN from the resolution as profound, given the movement on all continents of the world towards regional integration. With a very large number of countries in the General Assembly uncomfortable on waving the motion through without further consultation on what it means for them and, indeed global governance, it would have been a very bad idea straight out of the starting gate to have much of the world in opposition to the EU on this.It is understood that the delegations received the wording of the EU motion very late the night before the vote, which was to take place early the following morning.Annoyed at the way the EU handled itself, the three Commonwealth countries consulted each other before taking the decision to abstain. They three remain fully supporters of the EU. There was no opposition to the issue itself by any means. The issue was process, not the content.It is not thought that the countries' own efforts at regional integration in North American in the case of Canada and the Asia-Pacific region in the case of the antipodes presented any stumbling blocks.If done in the right way, the resolution will of course be supported.Other regional blocs, notably Caricom, feel it is unfair that the EU be awarded extra rights at the UN and not themselves as well.Caricom, a gathering of Caribbean countries, had floated the idea of a delay, but only for a few days so that there could be additional consultations. As well as being close to the EU, Ottawa is also very tied to the Caribbean.According to a Canadian diplomat, We are supportive of the EU on the substance, and would have supported the draft resolution if it had come to a vote.This being said, it was clear a large number of delegations were not yet on board and wanted more time.Canada in consultation with Australia and New Zealand decided to abstain to respect the desire of much of the membership to have more time for consultations in an effort to reach consensus.The issue is likely to return to the agenda in the coming days, not as late as next year as originally thought.
EU overcomes objections on Pakistan trade plan

EUOBSERVER / BRUSSELS - The European Union on Thursday endorsed proposals to offer a substantial new trade pact to Pakistan in the wake of the country's disastrous floods, overcoming objections from a handful of EU states who worried their textile industries could be hurt by such a move.The bloc is to offer the Asian nation increased market access to the EU for certain imports to be implemented as soon as possible and offer the country participation in the bloc's Generalised System of Preferences Plus scheme, which offers a reduced-tariff regime in return for democratic reform commitments in 2014.EU premiers and presidents meeting in Brussels managed to reach a compromise that laid to rest fears of France, Italy, Poland and Portugal that their textile trade, also one of Pakistan's major exports, could be damaged. The new language agreed stresses that the tariff holiday be offered exclusively to Pakistan, overcoming concerns that some options on the table would also have had to be offered to China and India.Additionally, the the market access would be offered on a time-limited basis to key imports. The debate now shifts to what time-limited means and what items will be on the list of key imports.The French back an offering of just one year while the British take the wording to mean until 2014, when the GSP Plus scheme kicks in.
It is expected that Paris will want bed linens and carpets excluded from any agreement due to the success these industries have traditionally enjoyed in the Limoges region of the country.The EU has so far announced some €230 million in emergency aid since the the floods struck. The bloc has also now agreed significant additional humanitarian and development assistance.Heading into the summit, the UK had argued that the EU needed to go well beyond the usual emergency disaster relief and even medium-to-long-term reconstruction aid for the country.The British position chimes with EU foreign policy chief Catherine Ashton's stated aim in the wake of the floods to develop a 10-year EU strategy that helps to stabilise the country's fragile democracy and economy.German foreign minister Guido Westerwelle had also said last week that the aim was to stabilise the country and prevent a descent into extremism and fundamentalism, the UK has been at the forefront of a push for a new deal for Pakistan.UK Prime Minister David Cameron wrote a letter to EU Council President Herman Van Rompuy and other EU leaders ahead of the summit calling for a result on the matter to come out of the meeting.London is particularly keen given its historic closeness to the country, once under British colonial rule, but the prime minister is also keen to deliver something substantial to Islamabad after his blunder last month accusing Pakistan of exporting terrorism.It is thought that Mr Cameron had won the argument by forcefully pressing that the EU had to show the world that it was able to produce a result when leaders came to Brussels to meet.
Earlier in the week, one EU diplomat had described the substance of what had been scheduled to be discussed at the summit as underwhelming. Since the coming passage of the Lisbon Treaty, the bloc's new institutional arrangement giving the EU a new permanent president of the European Council, Herman Van Rompuy, the president has encouraged a proliferation of summits beyond the traditional one every quarter.We have yet to be convinced of the need for more than four summits a year, a diplomat told reporters.However, the most recent draft of a final statement coming out of the summit says simply mentioning what the bloc has already done.Development NGOs cheered the result. Elise Ford, head of Oxfam's EU office, said: Europe today stood out from the crowd and showed the political resolve that is needed when major humanitarian emergencies emerge.Some 20 million people in Pakistan have been affected by the floods, twice the population of Belgium.
Euro bad for the economy, say French, Germans, Spaniards

EUOBSERVER / BRUSSELS – As EU leaders gather in Brussels to brainstorm on the EU's role on the world stage and ways to toughen eurozone fiscal discipline, a fresh survey shows that most citizens in the main euro-countries think the common currency has been bad for the economy and are looking at national governments rather than the EU to tackle the economic crisis.Some 60 percent of the French, and more than half of German, Spanish and Portuguese respondents said that the euro was a bad thing for their economy, according to Transatlantic Trends, a survey published on Wednesday (15September) by the German Marshall Fund of the United States.The US think-tank carried out the survey in June in 11 EU countries and found that only the Netherlands and Slovakia had majorities saying the euro is a good thing.Outside the eurozone, 83 percent of the British, 53 percent of Poles and 42 percent of Bulgarians thought that using the euro would be bad for the domestic economy. The only exception was Romania, where 54 percent of respondents are in favour of the common currency.The survey also shows that while most citizens are in favour of EU accession, they also think national governments should be responsible for the tackling the economic crisis, rather than the EU institutions. Only in Germany, who has been pushing for stricter EU rules to prevent another eurozone crisis, did the majority of respondents (54 percent) agree that the European Union should have the primary responsibility for economic decision-making.
This option was the least popular in the United Kingdom (25 percent) and in new member states Bulgaria (24 percent), Slovakia (22 percent), and Romania (15 percent) – usually favourable to handing over more powers to Brussels. The French were divided on the issue, with 47 percent saying the national government and 43 percent saying the EU should have the primary responsibility.These results sharply contradict a recent European Commission survey that Brussels interpreted as saying that European citizens are in favour of European economic governance - a fuzzy term being explored by an ad hoc task-force set up by European Council President Herman Van Rompuy, who will be chairing the leaders' meeting on Thursday and outlining the first ideas on this issue. Member states however strongly disagree on the measures – with Germany favouring 'automatic sanctions', while the southern countries insisting on a redistribution of debt among the euro-states.Meanwhile, the economic situation of EU citizens seems to have worsened, compared to last year, as 60 percent said they are personally affected by the crisis, a five-point increase on 2009.In the Netherlands, the percentage doubled from 20 to 40 percent, while in Romania and Bulgaria more than 80 percent said they were personally feeling the effects of the crisis. Seventy-eight percent of the Portuguese, 71 of the Spanish, and 67 of the Italians reported that they were affected by the crisis.In terms of outlook, more than half of all Europeans feel that the economic difficulties should lead to greater commitment to build a stronger European Union. Italians, Portuguese, Bulgarians, Spaniards and Slovaks were especially favorable toward further integration.
Even as austerity measures were being adopted on both sides of the Atlantic, sparking street protests against wage and benefits cuts, an overwhelming majority of respondents in Europe (72 percent) and the US (90 percent) agreed that people are better off in a free-market economy. The strongest pro-free-market feelings were registered in Britain (81 percent) and Germany (78 percent).EU candidate country Turkey has shifted in its views on capitalism, with only 36 percent backing this economic model, a drop of ten points compared to last year.A large majority of those surveyed inside the EU (78 percent) and Turkey (55 percent) continue to agree that the government has an essential role to play in regulating the market. The French, British and Portuguese are the strongest backers of government intervention, while the Americans are the least enthusiastic about it.

The role of the EU on the world stage, the main topic for leaders to discuss on Thursday, is secondary to the US, the GMF survey shows. Over 80 percent of Europeans predicted that the United States is likely to exert strong leadership in the future, while 75 percent also saw a leadership role for the EU.Europeans and Americans are divided about the role Asia would play in global affairs. Seven-in-ten respondents in America found it very likely that China will exert strong leadership in the future, while only a third of Europeans thought the same scenario is very likely. EU respondents are also more likely than Americans to describe their relations with China as good. When asked about India, the majority of EU respondents (54 percent) thought it was unlikely that the world's most populous democracy will exert strong leadership in world affairs five years from now, while 74 percent of Americans believed the opposite.
10 Years Without Joseph's Tomb

Hundreds of people gathered on Thursday for a special ceremony marking the tenth anniversary of Israel’s pullout from Joseph’s Tomb. The ceremony was held in the Samaria community of Mitzpe Yosef, which is located on Har Gerizim near Shchem and overlooks Joseph’s Tomb.During the ceremony, it was announced that the coming year will be known as the year of Joseph’s Tomb, and will include educational and public activities as well as many other special events.The ceremony centered around the writing of a Sefer Torah, which the organizers believe will be placed into Joseph’s Tomb once Israel has permanent borders and takes back the stolen property stolen by the Palestinian Authority to its rightful owners, the people of Israel, as the organizers said. Each of the evening’s speakers began by writing a letter in the Sefer Torah.Rabbi Dov Lior, the Chief Rabbi of Kiryat Arba and Hevron, was the first speaker. He said that learning history in the Jewish tradition means learning lessons and drawing conclusions, and that Joseph’s character should serve as an example to Jews in the present generation. We have a state, army, ability and power, said Rabbi Lior. After we returned to our country we have a commandment to reclaim the land and settle it. Handing over of territories is a sin and we have paid a price for it, as we have seen in recent years. Even thinking about it is bad. Terrorists act against the very existence of Israel. We need to strengthen ourselves as the righteous Joseph did.Deputy Knesset Speaker MK Danny Danon told participants about his recent visit to the area with his son two months ago. My son asked me why we cannot go down to Joseph's Tomb, and I did not know what to say… I believe that with G-d's help we will this year return to Joseph's Tomb and to other places from which we’ve been uprooted.
Other speakers at the ceremony included Gershon Meskia (head of the Samaria Regional Council), Rabbi Elyakim Levanon (the rabbi of Elon Moreh), and MK Uri Ariel of the National Union Party who read the names of the IDF soldiers who have fallen while guarding Joseph’s Tomb. Ariel emphasized that those soldiers must be remembered so that the return to Joseph’s Tomb can be accomplished.The ceremony was initiated by Gar’in Shechem, a group of residents of Judea and Samaria who seek to re-establish a Jewish presence in Joseph’s Tomb. Pipes: I Want to Defeat Radical Islam

On Wednesday, Professor Daniel Pipes, director of the Middle East Forum and Taube distinguished visiting fellow at the Hoover Institution of Stanford University, spoke in Jerusalem on the topic of Radical Islam and the Real Obstacles to Middle East Peace.His talk was sponsored by Hadar-Israel, an organization dedicated to securing Israel’s future through its citizens.During his talk, Pipes said that he wants to defeat radical Islam, or Islamism, which he defined as the third of three radical utopian movements, along with Fascism and Marxism. According to him, while the other two did not survive over time since they did not learn and stuck with brutal violent totalitarian ways right to the end, Islamism, on the other hand, has learned and is not making the same mistakes now as it did 30 years ago. Pipes brought forward Turkish Prime Minister Erdogan as the model of what he called a second generation of Islamist takeover which uses democracy to legitimize itself.
Pipes addressed the Obama Administration’s tendency not to criticize the Iranian regime, and said that it is embarrassing that leaders such as German Chancellor Angela Merkel, French President Nicolas Sarkozy, and British Prime Minister Gordon Brown condemn Iran, while President Barack Obama does not. He added that while Obama’s tendency not to criticize Iran is not having any effect, neither did the Bush Administration’s policy to criticize Iran. The example of the failure of the Bush policy, said Pipes, is Hamas, a terrorist organization that was elected to power in democratic elections.He said that he endorsed both wars in Iraq and Afghanistan, but in both cases he thought that Americans should overthrow the regime and then hand the keys over to the kingdom. He believed that what President Bush tried to do in these countries was too ambitious.We Americans rehabilitate countries, said Pipes. Well, you don’t always succeed at that. My prediction now, and I’m sorry to make that prediction and I hope I’m wrong, is that both Afghanistan and Iraq are doomed in the sense that our trillion dollars, [and] our 400,000 deaths will have been seen in retrospect as wasted.Pipes described the regimes in Iraq and Afghanistan as kept regimes, which make their own decisions but are there by virtue of the support of coalition forces. Take those [forces] away and the regimes will fall, especially given the Iranian and Pakistani interests in these two countries, he said.Another example of a kept regime is Palestinian Authority Mahmoud Abbas. Pipes said that without Israeli security support and foreign aid, Abbas would be gone from power, and added that such regimes are not a healthy development.Turning to the conflict between Israel and the PA and the United States’ attitude towards this conflict, Pipes explained that Israel’s priority is clearly Iran, while the American priority is the Palestinians. He explained the reason for this as linkage, meaning that the Americans believe that all the problems in the Middle East are made worse because of the Israeli-Palestinian conflict.In terms of the peace negotiations, Pipes said: I see a possible deal where Israelis make concessions against better judgment in order to get some concessions on Iran.(IsraelNationalNews.com)

A ministerial committee headed by Prime Minister Binyamin Netanyahu and Defense Minister Ehud Barak has given its final approval to the purchase of F-35 warplanes from the United States. Senior IDF officials took part in the final decision.Purchasing this fighter jet, the most technically advanced on earth, is a significant step in strengthening Israel's military prowess, Netanyahu said during the committee meeting.Barak announced the impending approval of the F-35 purchase in August saying the plane will give the Air Force the best capability in the short and long range and allow Israel to maintain aerial superiority.His decision was met with criticism from the Finance Ministry, which called on him to reconsider it. In early September, it was reported that Israel would go ahead with the purchase after being given a green light to add Israeli technology to the aircraft.Israel is expected to begin by purchasing 20 of the planes, for a total cost of 2.7 billion dollars. The deal will be the most expensive in the IDF's history.Defense Ministry Director-General Udi Shani, a retired IDF general, confirmed that Israel has received approval to install its own technologies in the F-35. Obama's top nuclear advisor Gary Samore had met Wednesday with the entire Arab league to see if we can't get them to meet us halfway and see if we can't have something positive, something consensual come out of Vienna, instead of the usual fight, the US ambassador continued. The US was hopeful that they could still persuade the Arab states to drop the issue, Davies said. It's Thursday. The general conference starts on Monday. That can be a lifetime. A lot can happen in the next couple of days.

Since Monday, 13 September 2010, Hamas terrorists launched 14 rockets and mortars from in the Gaza Strip that sought to terrorize the civilian populations... 50,000 Secular Jews in Tzohar’s Yom Kippur Program

Tens of thousands of secular Israeli Jews are scheduled to join in prayer services all around the country, as part of the Tzohar Rabbinic organization's Praying Together on Yom Kippur initiative. The program is designed to provide Israelis who typically shy away from traditional prayer services with a welcoming and comforting environment in which to spend the holiest day in the Jewish year.Surveys done in the 1990s found that two thirds of Jewish Israelis, including about half of the secular Jews, fast on Yom Kippur. Tzohar believes that many secular Israelis want to go to synagogue on this day but stay home because they feel alienated at established synagogues. As part of its mission to bridge the gap between religious and secular Israelis, the group will be organizing over 200 free explanatory Yom Kippur services in kibbutzim, moshavim and cultural centers across the country this Yom Kippur.Our goal is to help secular Israelis feel less alienated when it comes to religious practice and show them that there are many ways to embrace religion and become spiritually involved with one’s Judaism, said Rabbi David Stav, Chairman of Tzohar. We know that despite being classified as secular, this segment of Israeli society often has a burning desire to demonstrate their love for Jewish tradition and we strongly believe that this effort will help them feel closer to their identity as proud Jews.Now in its eleventh year, the Praying Together program has expanded annually, reaching more communities and participants than ever before. Hurricane Karl menaces Mexico, Igor eyes Bermuda

VERACRUZ, Mexico (AFP) – A rare trio of hurricanes swirled in the Atlantic basin, including Karl which menaced Mexico's Gulf coast, and Igor, a monster storm threatening a direct hit on Bermuda.Karl, the 11th named storm of a season, has already drenched Mexico's Yucatan Peninsula and lashed the country's main offshore oil platforms, and is forecast to make landfall Friday on the flood-hit mainland coast.Karl's sustained winds surged to 130 kilometers (80 miles) per hour, and it could approach major hurricane strength before the center reaches the Mexican coast, the US National Hurricane Center reported in its latest bulletin.The category one hurricane on the five-step Saffir-Simpson scale was 225 kilometers (140 miles) northeast of Veracruz, Mexico at 0000 GMT.Mexico, already reeling from major flooding this month that left 25 people dead and affected nearly one million more, posted hurricane warnings for the country's central Gulf coast.Up to 15 inches (38 centimeters) of rain in isolated regions could cause life-threatening flash floods and mud slides, the NHC said, warning of a possible storm surge and destructive waves.Earlier the NHC warned Karl could bring coastal flooding to parts of Belize and northern Guatemala.The storm did not appear to have washed out any of Mexico's celebrations for the bicentennial of its independence from Spain, on Wednesday and Thursday, but some festivities were already reduced in flooded southeastern areas.Meanwhile out in the Atlantic, extremely dangerous category three Hurricane Igor packed winds of 210 kilometers (130 miles) per hour, generating large swells that could cause dangerous surf from Puerto Rico and the Virgin Islands up the US East Coast, the NHC said.
But concern lay primarily with Bermuda, where authorities of the British overseas territory were warning of potential devastation if the eye of the storm passes close by as forecast.The island can expect tropical storm force winds sometime around midnight Saturday and even worse conditions late Sunday around midnight when the current forecast is for a direct hit, a spokeswoman for the Emergency Measures Organization told Bermuda's Royal Gazette newspaper.Residents are advised to take the warnings seriously as the island has not experienced such an intense storm since Hurricane Fabian hit Bermuda in 2003.Home Affairs Minister David Burch said authorities would take all necessary steps to ensure the safety of our people, and urged residents to make immediate preparations.Lined up behind Igor was Julia, a weakening category one hurricane out in the Atlantic with no current threats to land.
Three simultaneous hurricanes are rare, but not unheard of, NHC spokesman Dennis Feltgen told AFP.The last time so many major storms churned in the Atlantic basin was in September 1998, when four hurricanes roared simultaneously, including Georges, which killed more than 600 people and caused nearly six billion dollars in damage.The National Oceanic and Atmospheric Administration (NOAA) has predicted an especially stormy 2010, with 14 to 23 named storms for this season, including eight to 14 hurricanes.On average, there are 11 named storms, six of which become hurricanes, in a six-month season. NEW YORK – A fast-moving storm packing winds of up to 100 mph ripped through the city Thursday, knocking down trees and power lines, snarling traffic, tearing off roofs and leaving one person dead.A woman was killed when a tree fell on her car as it was parked on a road in Queens, police said. Investigators were still trying to pull her body from the vehicle and had been unable to identify her. Numerous minor injuries were reported elsewhere.The storm created havoc with the evening commute. Amtrak trains were running with delays. The Long Island Rail Road said service was temporarily suspended between Penn Station and Jamaica because of fallen trees. Service east of Jamaica was extremely limited. New Jersey Transit reported delays of 20 to 30 minutes during rush hour but normal service was restored around 7:45 p.m.
At least 30,000 customers were without power Thursday night, according to Alfonso Quiroz, a spokesman for Consolidated Edison. He said hardest hit was Queens, with 27,000 outages.The storm hit just after 5 p.m., when the National Weather Service briefly issued a tornado warning for Staten Island. Shortly afterward, warnings were issued for Brooklyn and Queens.The good news is that most people were safe, just annoyed — traffic being bad or a tree coming down in their yard, said Mayor Michael Bloomberg after touring storm damage in Queens.The National Weather Service said it would assess the damage on Friday to determine whether a tornado had actually touched down.Residents across the city were awed by the power of the storm.A huge tree limb, like 25 feet long, flew right up the street, up the hill and stopped in the middle of the air 50 feet up in this intersection and started spinning, said Steve Carlisle, 54. It was like a poltergeist.Then all the garbage cans went up in the air and this spinning tree hits one of them like it was a bat on a ball. The can was launched way, way over there, he said, pointing at a building about 120 feet away where a metal garbage can lay flattened.Fire officials were inspecting 10 buildings in Brooklyn whose roofs were peeled off or tattered by the wind.
The wind was holding my ceiling up in the air. It was like a wave, it went up and fell back down, said Ruby Ellis, 58, who was doing dishes in her top-floor kitchen when the storm hit. After the roof went up, then all the rain came down and I had a flood.A neighbor at an adjacent building, Julian Amy, said he was sitting in his first-floor apartment when the storm barreled down his street. I just heard a loud boom,said the 33-year-old. I thought it was a truck accident.Residents of the top floors of the buildings were evacuated, said a fire official. I'm just glad it fell that way, as bad as I feel for the owners of that car, because if it fell this way, my house wouldn't be here.Davis' children and wife were in the home when the storm hit.All of a sudden, we saw this dark cloud, and it was moving. Within seconds, the front door started lashing back and forth. Trees branches were falling and trees came flying from other yards, Wylie said. They smashed the whole backyard, a gazebo there. Then half the roof was torn off — eight layers of it — leaving only a layer of wood, he said. Angela Bartolotta, 25, was in class at Long Island University, Brooklyn Campus, when the wind began to howl and the lights flickered. Then the windows blew in, Bartolotta said. Everybody got down. We thought the tree outside was going to come in.Brooklyn resident Steven Harris says seven or eight rooftops blew off on his street. He says trees fell and knocked down power lines. In the Park Slope neighborhood of Brooklyn, witnesses say the sky went pitch black at about 5:30 p.m. Trees started waving around like blades of grass. WELLINGTON (AFP) – A storm that meteorologists described as being the size of Australia buffeted New Zealand Friday, prompting severe weather warnings across most of the country.The official MetService said gale-force winds of up to 130 kilometres (80 miles) per hour were lashing some areas, including the capital Wellington, accompanied by heavy rain, lightning and plunging temperatures.Winds of this strength have the potential to lift roofs, topple trees and powerlines and make driving conditions hazardous, it said.Privately-owned forecaster weatherwatch.co.nz said the storm in the Southern Ocean was one of the largest currently on the planet, with a size roughly equivalent to Australia.Weatherwatch analyst Philip Duncan said that while the storm's centre was likely to remain about 1,000 kilometres west of New Zealand, the country would experience extreme weather for three or four days.
Duncan said the winds were likely to come in unpredictable squalls, advising: These Southern Ocean storms tend to fire up a number of aggressive but fairly short-lived fronts.He said Christchurch, which was hit by a 7.0-magnitude earthquake two weeks ago, could expect high winds but the city should escape the worst of the weather.
Karl becomes hurricane and heads for eastern Mexico

MEXICO CITY (Reuters) – Hurricane Karl formed in the southern Gulf of Mexico on Thursday and gained strength as it headed across Mexico's offshore oil patch.No damage was reported at Mexican oil drilling platforms and state-run oil giant Pemex has not curtailed operations, but it is monitoring Karl's progress across the Bay of Campeche in the Gulf, where the bulk of Mexico's 2.55 million barrels per day of oil is produced.Two of Mexico's main oil exporting ports closed as Karl passed through the region.The storm was a Category 1 hurricane, the weakest on the five-step Saffir-Simpson scale, with maximum winds of 80 miles per hour, but it was picking up strength as it left Mexico's main cluster of oil platforms behind and barreled toward the state of Veracruz, where it could touch land on Friday night.It is not out of the question that Karl could become a major hurricane before landfall, the U.S. National Hurricane Center said. Karl is expected to strengthen steadily and possibly rapidly.However, Karl seemed unlikely to inflict lasting damage and oil prices fell more than 2 percent as traders set aside the storm and focused on the expected resumption of a major Canadian pipeline.The storm is the sixth hurricane of the 2010 Atlantic season. Of these, four have been major hurricanes that reach Category 3 or higher. At 5:00 p.m. EST (2100 GMT), Karl was located about 165 miles east of Veracruz.Pemex suspended small craft shipping to platforms in the bay but there were no reports of damage to any oil installations there, a company employee said.Storms in the Bay of Campeche have the potential to cause serious disruption to Mexican oil output but rarely pass far enough south to cause problems. Mexico was the No. 3 supplier of crude to the United States during the first half of this year, according to the U.S. Energy Information Administration.
Any disruption in production would likely last days although rare direct hits on major platforms in the past have forced lengthy shutdowns.Earlier in the week, Karl dumped rain and brought strong winds to the Yucatan peninsula and hundreds of people, mostly Mayan villagers, were evacuated, authorities said.The storm also knocked out power to tens of thousands of people throughout the mainly rural area. Majahual, home to a large cruise ship port, bore the brunt of the storm as it made landfall but no serious damage was reported.Cancun, a top beach destination for U.S. and European tourists, was untouched by the storm.Forecasters shifted the anticipated landfall of Karl south of the gasoline-importing city of Tuxpan toward Veracruz, a major Mexican port but one which does not handle any crude oil exports. The storm is expected to make landfall by late Friday afternoon.

Two other hurricanes, Igor and Julia, also churned across the Atlantic Ocean but posed no immediate threat to the U.S. mainland or energy interests, projected to eventually die out far from land.Igor was 840 miles south southeast of Bermuda with maximum sustained winds of 125 mph, having weakened to a still-dangerous Category 3 storm.Igor was on a track that would bring it close to Bermuda late on Sunday and early on Monday. Bermudan Home Affairs Minister David Burch urged islanders to get ready. You should be getting prepared now -- if you wait until Saturday evening, it will be too late, he said. Local forecasters in Bermuda said the Atlantic island should prepare for a virtual direct hit from Igor, which was expected to pass less than 50 miles east of the island as a Category 2 hurricane on Sunday. Bermuda's government said the territory had not been threatened by such a severe hurricane since Hurricane Fabian in 2003, which killed four people and caused millions of dollars worth of damage. Julia had weakened to a Category 1 storm, with 85 mph winds. It was located about 1,325 miles southwest of the Azores and was moving northwest. The threat to make China's currency system a focal point of the G20 summit could buy time to show that President Barack Obama's administration is serious about Geithner's pledge to use all tools available to remedy the situation.But it is also sure to stoke tensions before and during the gathering of leaders of the top industrial and developing economies, including Obama and Chinese President Hu Jintao.

But Geithner cast doubt on the effectiveness of such a move, saying it would not guarantee concrete results. We share your frustration, he said, though he tempered his remarks by saying China's exchange rate policy does not pose a systemic risk and he did not cite any specific new measures under consideration. China's Foreign Ministry said pressure over the exchange rate not only would fail to solve the problems; on the contrary, it could have the opposite effect.With the U.S. jobless rate near 10 percent as China runs up big trade surpluses, some analysts say legislation cannot be ruled out. But with both chambers due to recess by mid-October to prepare for the congressional election in early November, prospects look dim for a vote before then. Congress might push a bill but my sense is this is largely rhetoric and political posturing designed primarily for a domestic audience, said Marc Chandler, global head of currency strategy at Brown Brothers Harriman in New York.
LONG OVERDUE
Geithner said China, whose yuan has risen only slightly against the dollar since it announced the end to its currency peg in June, needs to do more. Senate Banking Committee Chairman Christopher Dodd told Geithner the time for action was long overdue.China does basically whatever it wants while we grow weaker and they grow stronger. We clearly need concrete action here, Dodd said. Senator Richard Shelby, the committee's most senior Republican, said: There is no question that China manipulates its currency in order to subsidize its exports. The only question is: Why is the administration protecting China by refusing to designate it as a currency manipulator? Geithner made clear that U.S. patience on China's currency was wearing thin but said only that the valuation of the yuan would be taken into account when the Treasury issues its next report on the currency practices of U.S. trading partners.The report is often delayed. But Geithner, speaking to the House committee, promised the one due in mid-October -- before the G20 summit -- would be issued in a timely fashion.The administration has so far refrained from officially accusing China of manipulating its currency for unfair advantage, which could open the door to U.S. trade sanctions. China could retaliate if Congress actually passes legislation. WASHINGTON (Reuters) – The global financial crisis derailed efforts to slash poverty and hunger worldwide by 2015, but boosting economic growth in poor countries can help restore momentum again, the International Monetary Fund said on Thursday.In a position note before a United Nations summit of world leaders next week to take stock of the U.N. Millennium Development Goals (MDGs), the IMF said the goals will be difficult to meet without restoring growth. Leaders are expected to stick to the eight goals but are unlikely to make ambitious new promises including on aid.IMF First Deputy Managing Director John Lipsky said millions of people were thrown back into poverty, while others' escape from poverty was delayed due to the crisis, which was exacerbated for the poor by record food prices in 2008.To resume progress toward the MDGs, what is needed is a speedy return to the pre-crisis path of rapid growth, especially pro-poor growth and inclusive growth, he said in a speech.He said even with tight budgets, rich nations needed to deliver on their 2005 promises to double aid to Africa by 2010 so that poorer countries can build roads, bridges and other infrastructure and respond to the effects of climate changes.Aid from rich countries has remained constant at around $38 billion a year since 2008.

Turkish PM wants closer trade links with Iran

Security Council involvement.Rising to Syria's defense, a senior Iranian diplomat accused the organization, the International Atomic Energy Agency, of harassing Syria by leveling false allegations in collusion with Israel and its allies.The two officials spoke as the 35-nation atomic agency board meeting turned its attention from the agency's probe of Iran's nuclear activities to suspicions that Syria has a hidden nuclear program.Israeli warplanes bombed what the U.S. says was a nearly finished nuclear reactor three years ago, launching an agency investigation. After an initial visit to the site, agency inspectors have not been allowed to return or visit other suspect sites. DUBAI, United Arab Emirates – Iran's president will likely swagger into New York next week in much the same style as past visits for the annual U.N. General Assembly: ready to take his jabs at America on its home turf.But any outward confidence on the big U.S. stage contrasts sharply with his increasingly public power struggles back in Iran that could shape the tone of the Islamic republic for years to come.President Mahmoud Ahmadinejad — who was a divisive figure in Iran after his disputed re-election last year — is now the great divider among the conservative leadership as the threat fades from the battered and dispirited opposition, analysts say.They have generally gotten rid of the Green Movement and now they are fighting among themselves, Mehrzad Boroujerdi, an expert on Iranian affairs at Syracuse University, referring to the opposition movement.Just in the past week, Ahmadinejad was hit with a series of slaps — including the judiciary commandeering the exit rules for jailed American hiker Sarah Shourd. It adds up to more evidence that the old guard clerics and others are pushing back harder against Ahmadinejad's political hungers.Their complaint basically is that Ahmadinejad is trying to redraw the political flow chart. Since the Islamic Revolution, it's been easy to follow: the ruling clerics on top and the elected officials — including the president — notches lower.Ahmadinejad appears to be constantly testing the system — and possibly the patience of theocracy — by trying to expand the autonomy of his office in policy decisions and filling key posts. There is also a question of his biggest ally, the hugely influential Revolutionary Guard, and whether it wants to stretch its portfolio even further.The Guard already controls almost everything of importance in Iran — from protecting the nuclear program to directing the Basiji paramilitary corps. These were the front-line forces set loose against protesters who alleged that ballot fraud handed Ahmadinejad another term in office until 2013.
The Guard's widening presence in Iranian affairs is nudging the country — in some eyes — closer to the values of the generals and away from the mullahs. It's been a repeated theme of the opposition and Western officials such as Secretary of State Hillary Rodman Clinton.Iran's opposition leader, Mir Houssein Mousavi, has warned that Iranian society is becoming more militarized.Now there appear to be more rumblings from the top.A video currently making the rounds on the Internet shows a student leader reading a statement at a gathering with Supreme Leader Ayatollah Ali Khamenei this month urging Ahmadinejad to remain true to the precepts of the Islamic Revolution.In the coded language of Iranian politics, it's widely seen as another way for Khamenei to send indirect warnings to Ahmadinejad to remember who is in charge.A much clearer rap came this week when Khamenei forced Ahmadinejad to cancel the appointments of six special international envoys. There's no suggestion that Ahmadinejad could be pushed from office by the theocrats. Khamenei made a tactical decision amid the postelection mayhem to embrace the official results and turn his back on the demonstrators.But the signs of high-level rifts have wide spillover. They bring questions about whether Iran can continue to speak in a unified voice in its disputes with the West over its nuclear program. Or even how much Ahmadinejad's statements — including his expected interviews and speeches in the U.S. — are freelance policy or sanctioned by the turbans at the top.
This was once a given. Even Ahmadinejad's predecessor, reform-minded President Mohammad Khatami, did not ruffle the clerics by suggesting he was outside their rules.There is only one thing clear: Iran is no longer the topdown structure it once was, said William O. Beeman, a University of Minnesota professor who has written on Iranian affairs. It's much more fluid.And, at times, messy. The zigzag path over releasing hiker Sarah Shourd offered up the internal tensions for the world to see.
Khamenei and the judiciary he controls eventually ruled the day after bigfooting Ahmadinejad to take over the release of the American and demand $500,000 in bail, which was paid after mediation by Oman to clear her freedom Tuesday after more than 13 months in custody. Two other Americans detained with her — Shane Bauer and Josh Fattal — remain jailed in Tehran, accused of spying. But there also was an added element of inside intrigue in the case. The judiciary head, Ayatollah Sadeq Larijani, is part of the most powerful one-two combination against Ahmadinejad within the establishment. Larijani's brother, Ali, is parliament speaker and Iran's former nuclear negotiator — and considered one of Ahmadinejad's leading rivals among Iranian conservatives.Meir Javedanfar, an Israel-based author and analyst on Iranian affairs, said the Shourd case suggests that Khamenei may be inclined to move quicker to rein in Ahmadinejad in the future.Khamenei has two main goals — first and foremost, stability in the system; second, the nuclear program, he said. By settling this (Shourd) matter as soon as possible, he put out flames which could have become another fire in his backyard.Still, Ahmadinejad may reap some reflected glory for Shourd's release. He can head to the opening of the U.N. General Assembly on Sept. 23 with Shourd as a talking point. Yet it also shows a bit of Ahmadinejad's contradictory nature. In the past, he has said the detained Americans could be valuable as bargaining chips to exchange for Iranians that Tehran alleges are held by the U.S.
In an interview with NBC News on Wednesday, Ahmadinejad made an indirect — but clear — reference to supporters of Israel as the main source of tensions between the West and the Muslim world. I should say there is no conflict between the two cultures, he said. They should find where the problem is. I ask this question. Do the people of the United States hate the ... Muslims? Is that so? That's not true. Muslims do not hate Americans, either.He also gave perhaps a passing nod to his own challenges at home by noting that various groups keep pressure on President Barack Obama.Do you really think President Obama can do anything he wishes to? he said.

Dengue outbreak hits south China ahead of Asian Games

BEIJING (AFP) – An outbreak of dengue fever has hit south China ahead of the upcoming Asian Games, with health authorities battling to contain the epidemic before the event opens, state media said Friday.Eleven cases of the mosquito-borne disease were discovered over the last week in Dongguan city in Guangdong province, where some of the events for the November 12-27 Games will be held, the China Daily said.As the Asian Games approach, we should prevent the disease from spreading and provide a safe, healthy environment throughout the Games, the paper quoted He Jianfeng, an official at the provincial disease control centre, as saying.The peak season for dengue fever in Guangdong is in September and October, he said.Monitoring for the disease has been stepped up in the provincial capital Guangzhou and other cities scheduled to host Games events including Foshan and Shanwei, the report said.

Currently, Israelis and the tens of thousands of foreign workers living here are able to renew their passports, extend their visas or pay hospital fees online 24 hours a day, seven days a week.But now, the interior, health and religious affairs ministries — all controlled by ultra-Orthodox parties — plan a holy day payment blackout.Government offices have historically been closed to the public on Sabbath, noted Roi Lachmanovich, spokesman for the ultra-Orthodox Shas Party, which controls the Interior Ministry. Now that the computer is the public face of the state, public service won't be available on the Internet, he said.It shouldn't operate on the Sabbath, like no state office operates on the Sabbath, added Deputy Health Minister Yakov Litzman of the United Torah Judaism Party.The inconvenience is liable to fuel already considerable secular resentment of the ultra-Orthodox, who make up less than 10 percent of the population but wield disproportionate influence in Israel's parliamentary democracy.
Few ultra-Orthodox men serve in the military, which is largely compulsory for Jewish citizens. Many ultra-Orthodox families rely on state handouts because the men want to pursue religious studies rather than work.The ultra-Orthodox also have a monopoly on civil matters like marriage and divorce, creating further tensions.Officials did not say when the newest measures would take effect, but officials with the liberal Reform movement, which promotes religious pluralism, vowed to fight them.Anat Hoffman, director of the Reform Movement's Israel Religious Action Center, called the decision illegal.You cannot dictate to people what to do in their own home. They cannot tell people what to do on their own computer, she said. For many people, Saturday is their only day off, for non-Jews in Israel this is their only day off.
The ultra-Orthodox ministers aren't going so far as to shut down the ministry sites totally on holy days, reasoning that what people do in their own homes is their own business, Lachmanovich said. The order will only apply to payments. When it comes to services the state gives, you have to maintain the (state's) character, he said.
Israel's social security agency, the National Insurance Institute, recently took the opposite decision.For years, the agency blocked Internet payments on holy days. But recently it began operating its site around the clock. In contrast to the government ministries, the agency is headed by a professional appointee and not a political one.
There were requests and complaints from citizens, so we decided to open it, said spokesman Haim Fitussi.Fitussi said payments had been blocked originally to avoid any problems that might have arisen because technical support wasn't available on holy days. But because other sites operated successfully on those days, the policy was revised.

NEW ORLEANS – The U.S government says a relief well has intersected BP's blown-out well in the Gulf of Mexico.It's a prelude to plugging it once and for all.Retired Coast Guard Adm. Thad Allen, the government's point man on the oil spill, said in a statement late Thursday that data shows the two wells are joined.The next step will be to pump mud and cement down through the relief well to seal the blown-out well from the bottom. The well can't be declared dead until the blown-out well is sealed from the bottom.An explosion aboard a rig on April 20 killed 11 workers and triggered the spill that eventually spewed 206 million gallons of oil into the Gulf.
