Israeli ambassadors to call for EU upgrade

Israel has instructed its ambassadors in the EU to appeal for a resumption of talks on upgrading relations with the bloc. But it has declined to host a high-level visit by five of the bloc's largest countries, according to reports.Israeli centre-left daily Haaretz on Monday (13 September) said that Prime Minister Benjamin Netanyahu's government last week sent a paper entitled Leveraging the start of talks in Washington into renewing the European agenda to its ambassador in Brussels, Ran Curiel, and to its envoys in member-state capitals.The paper says embassies should ask the EU to unfreeze proposals dating back to 2008 for increased diplomatic co-operation and Israeli integration with the single market.A group of member states, including Belgium, Cyprus, Greece, Ireland, Portugal, Spain and Sweden objected to the plan following Israel's attack on Gaza in early 2009, but Israel believes that the resumption of Middle East peace talks on 2 September has improved the political climate.We have always been in favour of strengthening relations between Israel and the EU and of closer institutional dialogue, including on the Middle East peace process, but also a whole range of issues - co-operation on science, the environment and culture. But unfortunately there are certain member states that insist on creating this linkage between overall relations and the peace process. Our belief is that such a link does not serve either Israel or the EU, as a contributor to the process,an Israeli diplomatic source told this website.

The data-protection issue is a clear case in which all the technical authorities approved this agreement and the [European] commission even invested in a training programme with Israel, and it was stalled by one country, namely Ireland. This is an example of the kind of linkage that does not serve either side.The Irish objection to the transfer of personal information such as bank details for security purposes comes after eight forged Irish passports were allegedly used by the Israeli security service, the Mossad, in a targeted assassination in Dubai earlier this year.Meanwhile, Israel's attempt to unfreeze the EU upgrade did not stop it from blocking a planned visit this week by the foreign ministers of France, Germany, Italy, Spain and the UK.The EU quintet was due to have gone to Israel on Thursday and held meetings on Friday, British and Israeli media report. But the Israeli side said it would clash with Yom Kippur, a Jewish holy day. The trip was planned by French foreign minister Bernard Kouchner and Spain's Miguel Angel Moratinos and was expected to urge Israel to continue a partial freeze on settlement-building on occupied Palestinian land, causing embarrassment. The EU has historically taken a more Palestinian-friendly position in the peace process than the US. The Yom Kippur argument for rejecting the proposal depicts the EU side as being insensitive to Jewish customs. The second round of Israeli-Palestinian peace talks is to take place in Sharm el-Sheikh in Egypt on Tuesday. US secretary of state Hillary Clinton is to attend. But EU foreign relations chief Catherine Ashton's official diary says she will give a talk in Brussels on civil society and meet the president of Austria instead, despite having attracted criticism for missing the first round of talks.

EUOBSERVER / BRUSSELS - EU foreign ministers meeting in Brussels on Friday and Saturday (10 and 11 September) are likely to discuss the carve up of senior posts in the EU's diplomatic corps and the Middle East peace process, on top of the main agenda.The informal or so-called Gymnich event, which is to take place in the Belgian foreign ministry's Egmont Palace building, has on its primary agenda the prospect of launching a strategic partnership with China and the idea of reducing EU trade tariffs for Pakistani goods to help the country following disastrous floods.
But with EU foreign relations chief Catherine Ashton expected to name her first tranche of senior personnel in the European External Action Service in the coming days, EU diplomats foresee an outbreak of bilateral meetings between Ms Ashton and member states as capitals lobby for their candidates.A source told EUobserver that the Belgian foreign minister, in the margins of the event, is keen to discuss a recent study by the Polish Institute for Foreign Relations about the unequal distribution of senior jobs in the current EU foreign relations set-up. The study shows that Belgian, Dutch, Italian, French and German men make up a vastly disproportionate number of the 115 existing EU heads of delegation abroad.

The Belgian foreign ministry forcefully denied the EUobserver report about the Polish study. None of this is true, a Belgian diplomat said. Meanwhile, German diplomat Markus Ederer is a leading candidate for the prestigious post of head of delegation to China. The 53-year-old lawyer has for five years worked as the head of policy planning in the German foreign ministry. His CV also includes three previous years in Brussels and three years as head of political and economic assessment in the German secret service, the BND.Ms Ashton's envoys are supposed to be loyal to Brussels. But the placement could be interesting for Berlin - sales of BMW cars in China grew by 37 percent last year. The nomination is not a done deal. Austria's ambassador to the EU, Hans Dietmar Schweisgut, and Ireland's ambassador to China, Declan Kelleher, are said to be in the running. Mr Ederer himself is also being spoken of as an excellent candidate to lead the EU's intelligence-sharing bureau, the Joint Situation Centre. The recent relaunch in Washington of Middle East peace talks is predicted to come up in the any other business slot of the Gymnich. The German, French and Spanish foreign ministers are exploring the idea of a joint trip to Israel and the Palestinian territories. The initiative comes after French foreign minister Bernard Kouchner criticised Ms Ashton for going to Beijing instead of the Washington talks last week.I am not sure there will be much bickering [at the Gymnich] about who was where or why,an EU diplomatic source said.

The [trilateral] trip is still more or less in limbo, some people are working on it. There are some difficult logistical and security issues to be taken care of. And of course, we will have to see how the Washington process develops.The contact added that the case of Sakineh Mohammadi Ashtiani, an Iranian woman sentenced to death by stoning for adultery, is also likely to be discussed.It has become such a big media issue that ministers will want to raise the issue of human rights in Iran, where that poor lady is to be stoned.Correction: the original story was amended at 12.30 Brussels time on 10 September. The correction adds a denial by the Belgian foreign ministry that it intends to discuss a Polish study on EU personnel at the event.

Ashton pursues closer links with China as EU reassesses global ties

EUOBSERVER / BRUSSELS - At a time when Europe is reassessing its role in the world, EU top diplomat Catherine Ashton has stressed the need for strong bilateral relationships, especially with China. Speaking after an informal meeting of foreign ministers last week (10-11 September), Ms Ashton told a news conference that the 27-member group needed to build big economic and political partnerships that have the potential to change our lives.The rhetoric comes as EU leaders prepare to meet in Brussels this Thursday to discuss foreign policy issues, aware that the global financial crisis has contributed to change in the global pecking order, with many developing countries increasingly on the ascendancy. Ms Ashton briefed the Brussels-based gathering on her recent one-week trip to the Middle Kingdom, stressing the importance of strong ties with the world's second largest economy in the new Lisbon Treaty era.Officials suggest that common agreements made during the visit are likely to become official when Chinese Premier Wen Jiabao travels to Brussels in early October for an EU-China summit.

Despite the increasing EU attention directed towards Beijing, causing Ms Ashton to miss the start of a fresh round of Middle East peace talks in Washington this month, the two sides continue to harbour a number of concerns about each other. Ms Ashton has warned against Chinese companies simply filling the void left by EU counterparts complying with new economic sanctions against Iran.Similarly, Europe still remains divided on lifting its arms embargo with China, put in place in 1989 following the events in Tiananmen Square.

China has repeated called for the measure to be scrapped.

The issue was discussed at the informal EU foreign ministers' meeting, with a circulated document examining the possibility of lifting the embargo, provided certain conditions were met. The potential conditions could include improved ties with Taiwan or an amnesty for arrests linked to events at Tiananmen, but the foreign ministers failed to reach an agreement.We discussed delivering arms to China but did not advance at all towards a solution or joint position, French Foreign Minister Bernard Kouchner said at the close of the meeting.France has long been favourable to ending the embargo, he said. But we need a joint stand.

EU urges Turkey to go further with internal reforms

Turkish citizens on Sunday (12 September) approved a constitutional reform that would weaken the influence of the military, but the EU has warned it will keep a close watch on the implementation of the changes and urged further fundamental rights reforms.The proposed changes, passed with an estimated 58 percent in favour and 42 against, would allow civilian courts to try military personnel for crimes against the state and opens the way to prosecuting those involved in the country's 1980 military coup.They also allow for more appointees to the constitutional court and for the parliament to be involved in selecting more of the judges. Other changes include lifting the ban on politically motivated strikes and the recognition of the right to protection of personal information. The final results of the vote are expected to be officially announced on Monday.The Yes vote is a blow to the influence of the country's military and a boost for the justice and Development Party (AKP) of Prime Minister Recep Tayyip Erdogan, rooted in political islam, and provides a strong platform the party as the country heads into general elections next year 2011. Mr Erdogan is seeking to win a third term.Ahead of the referendum, opponents of the changes said they would undermine the military and the constitutional court, traditional enforcers of the country's secularism.

Mr Erdogan for his part said the reforms are what is required of Turkey to join the European Union.The EU, for its part, welcomed the referendum result but said it would be keeping a close watch on how to the proposed changes are implemented.A number of implementing laws will be needed and we will follow their preparation very closely, said enlargement commissioner Stefan Fuele in a statement.We share the views of many in Turkey that today's vote needs to be followed by other much needed reforms to address the remaining priorities in the area of fundamental rights, such as freedom of expression and freedom of religion,he added.

A strategic partner?

Turkey became an official candidate for EU membership in 2005 but the pace of talks has been extremely slow both due to the slow progress in the country's internal reforms as well as a refusal by France and Germany to consider full membership for Ankara.The stakes have changed for both side lately however. While the EU is increasingly fretting about its stature on the world stage, Turkey's own regional and global influence has grown.This has led to more bullish statements by Ankara on its EU prospects. After a meeting with EU foreign ministers over the weekend, Turkey's top diplomat Ahmet Davutoglu said: I expressed our dissatisfaction with the speed of the negotiations, I expressed it clearly.Turkey will never accept any replacement or any alternative to the accession process, he said, according to AFP, after a strategic dialogue with the EU on key areas of interest, such as the Middle East, was mooted. Without a momentum in negotiations it's difficult to develop such a strategic vision, he said.But Ankara's growing role is being being recognised by some in the EU. Turkey today has more influence in the world than all the EU member states on an individual basis, said Finnish foreign minister Alexander Stubb.EU leaders are meeting in Brussels later this week to discuss the bloc's strategic priorities.

JERUSALEM – When Israel moved its clocks back early Sunday in preparation for the holy fast day of Yom Kippur, people in this high-decibel society found something new to disagree about: the time of day.The end of daylight savings time here came more than a month and a half before most European countries, bringing a winter-like onset of darkness in early evening — even though the Mediterranean summer is still very much in full swing — and sparking a debate about the role of religion in national politics.Many Israelis say the move, aimed at making life easier for Jews observing Yom Kippur, this weekend, unnecessarily disrupts life and costs the economy millions of dollars. Activists launched an Internet protest petition calling on Israelis to unilaterally stick to summer time, and more than 230,000 people signed.This change causes a lot of damage to the people of Israel, said Nehemia Shtrasler, an economic-affairs columnist for the Israeli daily Haaretz. You disconnect from the Western world, where the clock moves on Oct. 31, and nothing matches — flights, imports and exports, appointments. It's a mess.The move to winter time after the Jewish new year, Rosh Hashana, which just ended, and before Yom Kippur, the Day of Atonement and the holiest date of the year, which involves a sundown-to-sundown fast starting this Friday, has been standard practice here for decades.

Orthodox religious parties, which have always held key swing votes in Israel's political system, are behind the time change, wanting to decrease the number of waking hours for those fasting. Although the length of the fast doesn't change, the sun sets an hour earlier with the winter clock, shortening the more difficult end of the fast.The arrangement was enshrined in law in 2005 as part of a compromise with secular parties. Every year the clock change draws mild protest from Israelis who resent religious influence, but this year the change has become particularly contentious because the Jewish holidays fall earlier than usual.Secular politicians criticized the move, and a group of activists launched the Internet petition suggesting Israelis simply ignore it. We call on the citizens of the country to disregard the clock change and continue to observe summer time until the end of October, reads the petition.Winter time shortens parents' quality time with their children, increases the danger of car accidents because of more driving in the dark, warps the local time in comparison to the time in Europe, and costs the Israeli economy hundreds of millions of shekels, according to the Web site.Shtrasler, the economic columnist, put the actual cost at closer to $5 million. Israel's government has shown no signs of responding to the public mood.

That change meant that for the past month the time in the Arab neighborhoods of Jerusalem was an hour behind the time in the Jewish neighborhoods of the same city.Egypt also moved its clocks back at the beginning of the Muslim holy month but then moved them back last week.

Fresh capital rules will require banks to hold billions more in reserve

EUOBSERVER / BRUSSELS - Banks will have to retain billions of euros more in capital to avoid government bail-outs or even collapses in the future after central bankers and regulators meeting in Switzerland agreed some of the biggest adjustments in global banking regulation in years over the weekend.On Sunday night, the oversight body within the Basel Committee on Banking supervision, the organ widely considered to be the key institution co-ordinating financial supervisory rules and standards, made up of the heads of central banks and national supervisors from 27 major economies, backed the new so-called Basel III rules, pushed for in the wake of the economic crisis.The committee backed a compromise position that would require banks to increase the percentage of core tier one capital, essentially a bank's safest assets made up of equity and retained earnings, from the current requirement of 2.5 percent of overall capital to 3.5 percent by 2013, then subsequently to 4.5 percent by 2015.Adding another layer of security, banks will also have to create a capital conservation buffer of an additional 2.5 percent by 2019, bringing the total amount of capital equity requirements to seven percent.The previous Basel II requirement demanded capital holdings that were insufficient to absorb bad loans on their books when the credit crunch struck three years ago.A number of countries, in particular the UK and US, had pushed for higher capital requirements and a more rapid implementation period, but they faced substantial opposition from Germany, whose regional public banks are in a parlous state.

Ahead of the meeting, London and Washington were arguing for the rules to be in place by 2018 while Berlin was pushing for a 2023 deadline.Critics fear that the rules will force banks to raise billions in fresh capital to cover the new rules while lending, particularly to small businesses remains weak.With Europe's faltering growth, there is also the concern that banks will be unable to muster sufficient profits to deal with the existing toxic loans even without the additional pressure of tougher capital requirements.The president of the European Central Bank, Jean-Claude Trichet, cheered the result, calling it a fundamental strengthening of global capital standards.But the banking lobby was less impressed and worried about the length of the transition period.The European Banking Federation wrote a letter to Mr Trichet, warning that its members are very concerned about the effect that [Basel III] may have on banks' lending.The transition, though, is the critical bit, as the rules suck money out of the economy, said Angela Knight, head of the British Bankers' Association. Even though the UK banks are in a much stronger place than most on capital, the Basel changes need to be implemented over a long timetable and very carefully sequenced to avoid prolonging the downturn, she said.Supporters meanwhile fear that the new Basel III rules will not be put into any international treaty, and will depend on the willingness of governments to impose them as law.A report on the subject to be voted on by the European Parliament's economics committee has already received a slew of amendments looking to water down the rules, introduce exceptions and lengthen the implementation schedule.

Untangling the Bizarre CIA Links to the Ground Zero Mosque By Mark Ames

So far, the debate over the proposed Islamic center near Ground Zero has unfolded along predictable lines, with the man at the center of the project, Imam Feisal Abdul Rauf, drawing attacks from the right painting him as a terrorist sympathizer with ties to Hamas and the Muslim Brotherhood. But meanwhile, links between the group behind the controversial mosque, the CIA and U.S. military establishment have gone unacknowledged.For instance, one of the earliest backers of the nonprofit group, the Cordoba Initiative, that is spearheading the Ground Zero mosque, is a 52-year-old Scarsdale, New York, native named R. Leslie Deak. In addition to serving on the group's board of advisors since its founding in 2004 by Imam Feisal Abdul Rauf, Deak was its principal funder, donating $98,000 to the nonprofit between 2006 and 2008. This figure appears to represent organization's total operating budget—though, oddly, the group reported receipts of just a third of that total during the same time period. Deak describes himself as a "Practicing Muslim with background in Christianity and Judaism, [with] in-depth personal and business experiences in the Middle East, living and working six months per year in Egypt. Born into a Christian home, Deak became an Orthodox Jew and married a Jewish woman before converting to Islam when he married his current wife, Moshira Soliman, with whom he now lives in Rye.

Leslie Deak's resume also notes his role as business consultant for Patriot Defense Group, LLC, a private defense contractor with offices in Winter Park, Florida, and in Tucson. The only names listed on the firm's website are those of its three strategic advisers.These include retired four-star General Bryan Doug Brown, commander of the U.S. Special Operations Command until 2007, where he headed all special operations forces, both active duty and reserve, leading the Global War On Terrorism, and James Pavitt, former deputy director for operations at the Central Intelligence Agency, where he managed the CIA's globally deployed personnel and nearly half of its multi-billion dollar budget and served as head of America's Clandestine Service, the CIA's operational response to the attacks of September 11, 2001.Besides Pavitt, Brown and a third advisor, banker Alexander Cappello, the Patriot Defense Group is so secretive it doesn't even name its management team, instead describing its anonymous CEO as a former Special Forces and State Department veteran, the group's managing director as a former CIA officer experienced in counter-terrorism in hostile environments and the group's corporate intelligence head as a 23-year veteran of the U.S. Secret Service who worked on the personal security details of former Presidents Bush and Clinton.

Patriot Defense Group's primary business involves leveraging its government connections and know-how. The firm is divided into two divisions: one that focuses exclusively on the needs of the U.S. military and law enforcement communities as well as the requirements of friendly foreign governments,and a corporate division, which provides business intelligence and specialized security services to corporate clients and high net-worth family enterprises.So, to recap: From 2006 to 2008, R. Leslie Deak worked as a business consultant to this super-secretive security contractor with ties to the CIA and counterterrorism forces, and in those same three years he also donated nearly $100,000 in seed money to the foundation now advocating the construction of the so-called Ground Zero Mosque.Interestingly, during the same three-year period during which the Deak Family Foundation was financing the Cordoba Initiative, Deak also donated a total of $101,247 to something called the National Defense University Foundation. The National Defense University is a network of war and strategy colleges and research centers (including the National War College) funded by the Pentagon, designed to train specialists in military strategy. The organization recently announced a November 5 dinner gala in honor of Defense Secretary and former CIA chief Robert Gates. Sponsors include Northrup Grumman, Boeing, Lockheed Martin and...the Patriot Defense Group.Deak also sits on the NDUF's board of directors, the chairman of which is Mark Treanor, the former general counsel for Wachovia bank from 1998 through its collapse in 2008 and a major bundler of campaign donations for the McCain-Palin ticket in 2008. Wachovia, now owned by Wells Fargo, was recently fined $160 million for laundering at least $110 million in Mexican drug money between 2003 and 2008, while Treanor was Wachovia's general counsel, though the figure is likely higher since Wachovia admitted it didn't put any controls on at least $420 billion—that's billion—in cash moved through its network of Mexico currency exchanges.Which leads to another odd coincidence: Laundering money for drug lords is what brought down Deak & Co., the company run by Leslie Deak's father, Nicholas Deak, years ago. The elder Deak, a former top intelligence commander during World War II for the OSS (the forerunner of the CIA), was the founder of Deak-Perera, which became for a time one of the world's biggest foreign currency and gold dealers. But in 1984, a Presidential Commission on Organized Crime accused the firm of acting as a money laundering operation for Columbia drug cartels, who reportedly brought sacks of cash containing tens of millions of dollars into Deak's Manhattan offices. By the end of 1984, Deak & Co. had declared bankruptcy, and a year later, Nicholas Deak was murdered in the company's headquarters at 29 Broadway by a deranged homeless woman.

After the firm went bankrupt and Leslie Deak was left on his own, the corporation was broken up and sold off in pieces. One company that traces its beginnings to the defunct Deak empire is Goldline International, a business concern well known to fans of Glenn Beck as well as California investigators. Goldline is to Glenn Beck what General Electric was to Ronald Reagan: The company sponsors Beck's TV and radio shows as well as his touring act, and Beck is its public face. The Los Angeles County District Attorney's office, along with the Santa Monica City Attorney's office, are currently investigating Goldline for defrauding customers by railroading gullible customers into buying their most debased products.Speaking of Glenn Beck, it has been reported that Saudi Prince Al-Waleed bin Talal, the second-largest shareholder in News Corp., the parent company Fox News, which airs Beck's program, is also a major funder of Imam Rauf's projects, as Jon Stewart viewers heard all about last week. Coincidences happen, of course. (For instance, Pamela Geller, the blogger who's become the leading voice denouncing the mosque project was once, bizarrely enough, associate publisher of The New York Observer.)But add to this array of unexpected connections the work of Imam Rauf on behalf of the U.S. government—which includes serving as an FBI consultant and being recruited as a spokesperson by longtime George W. Bush confidante Karen Hughes, who headed up the administration's propaganda efforts in the Muslim world—and a compelling picture begins to emerge. Bush's favorite Imam, with backing from a funder with connections to the CIA, the Pentagon and the currency trading company that now sponsors rightwing firebrand Glenn Beck, proposes to build a mosque around the corner from the site of the most devastating terrorist attack ever visited on America. In the name of [cultivating] understanding among all religions and cultures, he puts forth a project that offends a majority of Americans and deals a significant setback to the broader acceptance of Muslim-Americans. It's a little like Billy White Shoes Johnson claiming the only reason he moonwalks after scoring a touchdown is to lower tensions on the football field and raise the other team's spirits.Whether the Cordoba Initiative ever gets its way with the Ground Zero Mosque, it may well have a lasting legacy at odds with its stated intention: By damaging the very moderates and progressives who actually view New York, and the nation as a whole, as a tolerant melting pot, and strengthening the position demagogues on both sides, it will almost certainly deal a setback to interfaith relations. It will also help to hobble the Democratic party. Which just might have been the point all along. Either that, or it's merely a coincidence that this controversy has erupted now, during crucial mid-term elections. In which case we can all go back to what we were doing before—either denouncing the Park51 Mosque as an affront to Americans, or championing it as a symbol of our fundamental rights-playing our accustomed roles in a drama that seems too perfect, somehow, to believe.

All of us have friends and we are trying to lobby Catherine Ashton for places,he added.Finland's aim is to get about 12 people overall into the EEAS system on various levels.I'm quite hopeful, things are going quite well, but there's nothing on paper yet, the Finnish minister said.Ms Ashton, who is to discuss the EEAS in a broad sense on Friday evening and Saturday morning, is expected to make an announcement shortly about the top four positions up for grabs. She is very pleased with the quality of the candidates, one EU source told this website.The fourth-highest post, that of Chief Operations Officer, was apparently created to reach a compromise with the European Parliament on including someone from the EU commission in the top tier. The current director general for trade, David O'Sullivan from Ireland, who is a former subordinate of Ms Ashton from the time when she was trade commissioner, is tipped to get the job.

The two from the big and old member states are Helga Schmid, a German diplomat who worked in the office of former foreign policy chief Javier Solana, and Pierre Vimont, currently France's envoy to Washington. The post to be filled by a Polish official is currently being disputed between Mikolaj Dowgielewicz, Warsaw's preferred candidate and currently the minister for EU affairs, whom some commission official see as lacking experience, and Maciej Popowski, a former Polish ambassador to Brussels and currently the head of cabinet of European Parliament President Jerzy Buzek.Ms Ashton will also announce some 30 new EU ambassadors abroad, for which about 1,000 applications have been received.Not every country is as pleased as Finland with the ongoing talks. Neighbouring Estonia, a former Soviet state, thinks the requirements are unfair for diplomats who still have to catch up on experience after less than 20 years of freedom. There are two issues - one is that it's very difficult to argue that the best candidate should not get the position, if you look at competitions. But at the same time, because of history, diplomats from new member states didn't have the same possibilities as those from old member states, foreign minister Urmas Paet told EUobserver.Our recent histroy is less than 20 years, at the same time when other countries had a normal development for the past 60-70 years. We didn't have the opportunity to serve for decades in every corner of the world. And this is a problem.Estonia has been repeatedly pointing out that too few eastern diplomats are currently part of the system and warned against this tendency in the new scheme. Ground Zero Imam: I Do Not Support Hamas

Feisal Abdul Rauf, the imam who is at the center of plans to build an Islamic center and mosque near Ground Zero, said Sunday he does not support terror organizations, including Hamas.According to a June report in the New York Post, Rauf is a major donor to the pro-Hamas Free Gaza movement, a movement that has been behind several attempts to break the Israeli sea embargo on Hamas, including the Rachel Corrie ship.

The report also said that Rauf is a member of the Perdana Global Peace Organization, a Malaysian based group which has donated $366,000 to Free Gaza.However, in an interview Sunday on ABC's This Week with Christiane Amanpour, Rauf denied that he supports Hamas: I'm against terrorism…Whoever commits terrorist acts – I condemn. And Hamas has committed terrorist acts, including against its own people.Rauf also said during the interview that the controversy surrounding the Ground Zero mosque was politically motivated. He blamed politicians such as Sarah Palin, who was the first public figure to get involved in the controversy, for causing the outrage surrounding the mosque. What has happened is that..certain politicians decided that this project would be very useful for their political ambitions,said Rauf.He added that a result of the controversy, there are increased concerns among Muslims of a growing Islamophobia in this country.We are Americans. We are doctors. We are investment bankers. We are taxi drivers. We are store keepers. We are lawyers. We are part of the fabric of America. And the way that America today treats its Muslims is being watched by over a billion Muslims worldwide,said Rauf.On Saturday, Americans remembered the ninth anniversary of the September 11th attacks in solemn ceremonies at each site. Meanwhile, the planned organized burning of Korans by Reverend Terry Jones at his Dove World Outreach Center in Gainesville, was cancelled as Reverend Jones instead flew to New York to participate in 9/11 ceremonies there.

Despite the cancellation of the Koran burning by Jones, several similar incidents took place: In Springfield, Tennessee, evangelical pastors Bob Old Danny Allen burned Koran books, while in New York an unidentified man ripped pages from a Koran and lit them near the proposed site of the Islamic centre. If they can burn American flags, I can burn the Koran, he said.Rauf told ABC that had he known the controversy that his proposed Islamic center would cause, he would not have proposed it; however, he also said that he would not consider moving the center to a different site, claiming that such a decision would increase terrorism.This will strengthen the radicals in the Muslim world, help their recruitment, this will put our people -- our soldiers, our troops, our embassies, our citizens -- under attack in the Muslim world and we (would) have expanded and fueled terrorism, he said.A recent AP report claimed that Hisham Elzanaty, one of the investors in the Ground Zero mosque, donated in 1999 to the Holy Land Foundation for Relief and Development, a foundation whose assets were frozen in 2001 by the US government, following suspicions that it acted as a fundraiser for Hamas. Debate Rages Over IDF Conversions

State Attorney Yochi Gnessin caused an uproar last week when she told the High Court of Justice that conversions that take place under the auspices of IDF rabbis are not recognized by the Rabbinate. Such conversions open the door [to being Jewish], but nothing more, she said.High Court judges expressed shock at Gnessin's statement, with Justice Uzi Fogelman saying the remark makes me sick. Supreme Court President Dorit Beinisch told Gnessin, What you're saying is that all of the IDF conversions are invalid.The issue of conversions was before the court due to a case brought by the Jewish Life Information Center, Itim, seeking to overturn a ruling by Rabbincal Judge Rabbi Avraham Sherman, who said that conversions performed by Rabbi Chaim Druckman were not valid.The Knesset's State Control Committee scheduled a meeting for Sunday to discuss Gnessin's statement and the fallout from it.MK Otniel Schneller (Kadima) said that there is no problem with IDF conversions. The conversions performed under IDF auspices are recognized and are done according to Halacha [Jewish law], he said.In order to save the Knesset's time, and the State Comptroller's time, the Chief Rabbinate, the conversion department in the Prime Minister's Office and the Justice Ministry should immediately state that they recognize the IDF conversions, which are performed according to Halacha, he continued. By doing so, they can even teach the state attorneys a thing or two.

MK David Rotem, of Yisrael Beiteinu, expressed doubt that Gnessin had actually said what she was quoted as saying. Gnessin normally seeks ways to be lenient when it comes to conversion, he said. Rotem noted that his party has advanced bills that would reduce the bureaucracy in the conversion system, and would enhance coordination between state bodies in order to ensure that the rabbi who converts can later conduct the convert's wedding ceremony as well.MK Yohanan Plesner (Kadima) rejected Rotem's idea, and proposed that instead MKs vote in laws that would force the rabbinate to recognize IDF conversions.(IsraelNationalNews.com)

Netanyahu: No Freeze, but We won't Build in Full Force

Israel cannot extend the freeze.On the one hand – we will not build all of the tens of thousands of residential units that are in the planning stages, he said, but on the other hand, we will not freeze the lives of the residents of Judea and Samaria and we will not freeze construction.Netanyahu said it made no sense to let the PA turn the freeze extension into a precondition for negotiation with Israel. He explained that while he wants the PA to recognize Israel as a Jewish state, he is not making that a precondition for holding talks. In the same way, it makes no sense that the Palestinians are now stating preconditions and threatening to leave the talks. JERUSALEM – Israeli Prime Minister Benjamin Netanyahu said Sunday the current restrictions on West Bank settlements will not remain in place, though there will still be some limits on construction.Israel's 10-month freeze on new housing starts in West Bank settlements expires at the end of this month and is a key point of contention in newly launched peace talks with the Palestinians. Palestinian President Mahmoud Abbas has threatened repeatedly to quit the talks if Israel does not renew the restrictions.Netanyahu told Mideast envoy Tony Blair, the Palestinians demand that after Sept. 26, there will be zero building in the West Bank.That will not happen, Netanyahu said. Israel will not build tens of thousands of housing units that are in the pipeline, but we will not freeze the lives of the residents.He did not provide details or timelines, but his statement means the ban on new housing starts would be at least partially lifted.The prime minister imposed a 10-month settlement slowdown in the West Bank to promote the resumption of peace talks. But several thousand housing units already being built were allowed to continue, and the measure does not apply to Jewish neighborhoods in east Jerusalem. Even so, there has been a de facto halt to new construction there as well.Over the weekend President Barack Obama urged Netanyahu to keep the slowdown in place.

Report: Blair's Peace Ideas May be Motivated by Profit

The British paper Daily Mail has charged former British Prime Minister Tony Blair with exploiting the cause of Middle East peace in order to line his pockets. A recent deal involving a Palestinian Authority telephone network, in which Blair was involved as an international envoy, saved a bank which pays Blair's salary from taking a loss.Blair was heavily involved in getting Israeli leaders to sign over frequencies to a new PA cell phone company, Watania. Israel had held back on allowing Watania to use the frequencies, which IDF commanders said they needed for military communications.Blair met several times with Defense Minister Ehud Barak and raised the issue of the frequencies requested by Watania, which were eventually awarded to the cell phone start-up despite security concerns. Blair argued that the issue was important to the PA economy and to the peace process.By getting the go-ahead for Watania, Blair saved the American bank JP Morgan an estimated $200 million. The bank stood to lose money due to its involvement in the $2 billion loan with which JP Morgan client Qtel, a Qatari firm, had purchased Wataniya from its original owners.

JP Morgan employs Blair as a consultant and pays him more than $3 million a year.

Blair has faced pressure in Britain to explain his earnings in the time since he left office. Iran Building Secret Enrichment Site, Opposition Claims

Iranian dissidents report that Iran is building a secret uranium enrichment site west of Tehran. The People's Mojahedin Organization, a banned political group, announced the existence of a site in Qazvin on Thursday.The Qazvin facility was built in the mountains beginning in 2005, at a cost of $100 million to date, according to the report. It is now 85% complete. Senior Iranian officials were named as having been involved in the project, including Defense Minister General Ahmad Vahidi.The dissidents backed their report with satellite images that they said showed the facility. They also said they relied on intelligence sources.Iranian officials denied the report. There are no nuclear installations in Iran that the International Atomic Energy Agency is unaware of, Iran's Atomic Energy Organization head Ali Akbar Salehi said Friday.If [the dissidents] really are aware of such installations, they should inform us about it so we can thank them, he added.

Salehi said the satellite images presented by the People's Mojahedin Organization may show an advanced facility of a different kind. Facilities which are used for medical and agricultural purposes are not considered nuclear. There are many such facilities in Iran, he said.The United Nations has imposed sanctions on Iran over Iran's refusal to suspend uranium enrichment. Hurricane Igor rapidly hits Category 4 in Atlantic

MIAMI – Forecasters say Hurricane Igor has rapidly strengthened to a Category 4 storm in the open Atlantic. It doesn't immediately threaten land, but is expected to get stronger as it moves west.Meanwhile, a tropical depression off the coast of Africa prompted officials to issue a tropical storm warning for parts of the Cape Verde Islands on Sunday.Igor had maximum sustained winds of 140 mph (220 kph) and was moving west at 14 mph (22 kph). Some additional strengthening is expected in the next two days.The center of the storm was located about 1,065 miles (1,715 km) east of the Northern Leeward Islands.Forecasters also warned that the newly formed depression could strengthen into a tropical storm as early as Sunday night. The storm warning was issued for the southern Cape Verde Islands, including Maio, Sao Tiago, Fogo and Brava.

SAN BRUNO, Calif. – Residents returned Sunday to the ruined hillsides of their suburban San Francisco neighborhood, three days after a natural gas pipeline exploded into a deadly fireball.A nearby risky segment of the gas line was due to be replaced, the utility responsible said, because it ran through a heavily urbanized area and the likelihood of failure was unacceptably high. That 30-inch diameter pipe a few miles north was installed in 1948, and was slated to be swapped for new, smaller pipe.California regulators ordered the utility, Pacific Gas and Electric, to survey all its natural gas lines in the state in hopes of heading off another disaster.Investigators still don't know what caused Thursday night's blast, and even as dozens of people returned to their scorched homes — accompanied by gas workers to help restore pilot lights and make sure it is safe to turn power back on — officials tried to confirm just how many people died.The remains of at least four people have been found, and authorities have said four are missing and at least 60 injured, some critically. Two people reported missing after blast were located Sunday, city spokeswoman Robyn Thaw said.San Mateo County Coroner Robert Foucrault said they're still trying to confirm whether some of the remains they found are human and identify victims.Streets were crowded Sunday with PG&E cars and trucks, and representatives were handing out gift certificates for grocery stores. Nearly 50 homes were destroyed and seven severely damaged in the blast, while dozens of other homes suffered less severe damage in the fire that sped across 15 acres.Returning residents were wearing wristbands that show police they live in the area.

Pat and Roger Haro and their dog, Rosie, have been living in a hotel room since Thursday after fleeing their home with the clothes they were wearing, dog food, water and an iPad.When they returned, their home was marked with a green tag — indicating less damage than others with yellow or red tags — and their electricity was still off.Once I saw the house was still there then I felt a whole lot better, Pat Haro said. All that remain standing is a row of brick chimneys, while across the street, some homes are undamaged.Meanwhile, local and federal officials are probing the cause of the explosion that blew a segment of pipe 28 feet long onto the street some 100 feet away, creating a crater 167 feet long and 26 feet wide.PG&E submitted paperwork to regulators for ongoing gas rate proceedings that said a section of the same gas line about two and a half miles away was within the top 100 highest risk line sections in the utility's service territory, the documents show. The company also considered the portion that ruptured to be a high consequence area requiring more stringent inspections called integrity assessments, federal Pipeline and Hazardous Materials Safety Administration spokeswoman Julia Valentine said. Nationwide, only about 7 percent of gas lines have that classification, she said. PG&E spokesman Andrew Souvall said the company had planned to replace the piece of the gas line mentioned in the documents with 24-inch pipe as a part of its broader proposal to upgrade infrastructure that the commission began considering last year.

Souvall said Sunday that no one complained to the utility's call centers of smelling gas in the San Bruno neighborhood in the week leading up to the blast. He said the ruptured section, which was installed in 1956, was last checked for leaks in March. The company said later Sunday no leaks were found.The segment farther north was checked for leaks on Friday and none were found, Souvall added.We take action on a daily basis to repair our equipment as needed, he said. PG&E takes a proactive approach toward the maintenance of our gas lines and we're constantly monitoring our system.In ordering the company to conduct the leak survey on its natural gas lines, the state's Public Utilities Commission said Sunday that PG&E must give priority to higher pressure pipelines, as well as to lines in areas of high population density.

The order comes after Lt. Gov. Abel Maldonado, the state's acting governor, asked the commission to order the utility company to conduct an integrity assessment of its natural gas pipeline system. The commission also plans to appoint an independent expert panel to help with their investigation. Crews on Sunday packed into a crate the 28-foot section of ruptured natural gas pipeline blown out of the ground and hurled 100 feet in the explosion, National Transportation Safety Board vice chairman Christopher Hart said.Investigators were to ship the pipeline to the NTSB's metallurgy lab in Washington, D.C., for intensive examination, he said.Also being shipped were two 10-foot sections of pipe removed from the crater Sunday from either side of where the ruptured section had been.Investigators believed they had collected all the sections needed to reconstruct the metal pipeline but asked that anyone who found metal fragments in the blast area contact the NTSB. The agency also wants to know of any instances of dead vegetation prior to the explosion, which could indicate a gas leak. BOULDER, Colo. – Hundreds of people evacuated during one of Colorado's most destructive wildfires returned to their scorched homes Sunday, just as residents about 35 miles to the northeast fled houses threatened by another fast-moving blaze.
By sundown, the second fire had destroyed at least one Loveland-area home while threatening other structures. It burned about 600 acres, or just under a square mile, forcing authorities to pull some resources from the Boulder fire.Meanwhile, firefighters in Boulder — surrounded by the dreary sight of burnt trees, burned-out vehicles and uneven patches of blackened ground — inched closer to fully containing the blaze that has burned 10 square miles. Authorities continued to investigate what sparked the fire.A senior law enforcement official familiar with the investigation told The Denver Post that authorities are looking into whether a fire pit was the cause, which could mean criminal charges are possible. The newspaper did not name the official.Authorities previously said the fire may have started after a vehicle crashed into a propane tank. The sheriff's office is aware of the Post article but won't comment on the cause or origin of the fire because it's under investigation, said Sarah Huntley, a spokeswoman for the fire response.

Like other residents, Nancy and Jim Edwards picked up a permit Sunday morning to re-enter their neighborhood, but they found out that the roads leading up to where they live is still closed. Jim Edwards said they might drive as far as they're allowed.We might take a ride, but it is really heartbreaking to see the stuff, he said.Edwards said he spotted their house through a telescope from Flagstaff Mountain outside Boulder and saw that it was destroyed.It looked like a nuclear disaster, Nancy Edwards said. She said they plan to rebuild.At one destroyed property, all that remained was a stone chimney surrounded by walls of brick about waist high. Saplings in the front yard were burnt and barely their trunks remained. A barbecue grill lay upside down, along with seven metal mailboxes nearby. The house's separate garage had been reduced to a heap of ashes.As residents returned home, some pleaded for privacy from the media.Utility workers were restoring electricity to the homes where residents had returned, repairing and installing new poles and lines. Qwest Communications also was working to fix about 3,000 telephone and DSL lines.Fire officials warned that much of the area is dangerous because of downed power lines and poles, damaged roads and exposed mine shafts.

Still, Boulder firefighting operations were being scaled back and some crews were being relieved six days after the wildfire erupted and quickly destroyed at least 166 homes. The blaze was 73 percent contained Sunday and officials said full containment was expected by Monday evening.Fire spokesman Terry Krasko said Sunday firefighters have been overwhelmed by the community's gratitude and are especially touched by a wall of thank-you notes at their command camp.That's probably one of the hardest walls for all the firefighters to go up to, Krasko said. They really have a tough time with that. The community support has been tremendous for them.So far, the fire has cost more than $6.7 million to contain. Winds drove the fire out of control and strong gusts later in the week triggered fears that it might spread into the city of Boulder. Officials urged residents to prepare to evacuate, but fire lines held and no evacuations were needed in the city.The Boulder Sheriff's Office is leading the investigation into the cause and origin of the fire, with assistance from the U.S. Forest Service. The loss of homes surpassed that of the 2002 Hayman fire in southern Colorado, which destroyed 133 homes and 466 outbuildings over 138,000 acres, or more than 215 square miles. That fire was started at a campground by a U.S. Forest Service employee who said she had burned a letter from her estranged husband. She served six years in prison for it and was released in 2008.

Insurers had no immediate damage estimate for the Boulder neighborhoods filled with a mix of million-dollar homes and more modest log homes and ranches. The Boulder Daily Camera reported the wildfire destroyed at least $76.9 million worth of property, based on a database of buildings confirmed burned and their valuations listed in Boulder County property records. In Loveland, crews battled the second wildfire, which grew within hours Sunday from 35 acres to 600 acres. In addition to the home that was destroyed, the fire has claimed four outbuildings and an RV, but no injuries have been reported, said Merlin Green, the division chief for Loveland Fire and Rescue. Eighty firefighters from six agencies battled the blaze, along with four helicopters and nine air tankers. Residents within a four-mile radius of the fire are under a mandatory evacuation order. Cindy Bragdon, who lives in one of the areas ordered evacuated, said she and her family were returning from Steamboat Lake when her daughter called to let her know about the fire. Bragdon was with about four other families at a Loveland church where the American Red Cross Mile High chapter set up a shelter. Global regulators agree on tougher Basel III bank rules By Natsuko Waki and Catherine Bosley - SEPT 12,10

BASEL, Switzerland (Reuters) – Global regulators, aiming to prevent any repeat of the international credit crisis, agreed on Sunday to force banks to more than triple the amount of top-quality capital they must hold in reserve.The biggest change to global banking regulation in decades, known as Basel III, will require banks to hold top-quality capital totaling 7 percent of their risk-bearing assets, up from just 2 percent under current rules.The rules may oblige banks to raise hundreds of billions of dollars of fresh capital over the next decade. Germany's banking association, for example, has estimated its 10 biggest banks may need 105 billion euros ($141 billion) of additional capital.But to ease the burden on banks and financial markets, regulators gave the banks transition periods to comply with the rules. These periods, extending in some cases to January 2019 or later, are longer than many bankers originally expected.The agreements reached today are a fundamental strengthening of global capital standards, European Central Bank President Jean-Claude Trichet said. Their contribution to long-term financial stability and growth will be substantial.Regulators hope the changes will push banks toward less risky business strategies and ensure they have enough reserves to withstand financial shocks without needing taxpayer bailouts.But banks say the new requirements could reduce the amount of money they have available to lend out to companies, slowing economic growth in Europe and the United States as those regions recover from the credit crisis.

CAPITAL STANDARDS

Under Basel III, banks will be required to hold top-quality capital -- known as core Tier 1 capital, and consisting of equity or retained earnings -- worth at least 4.5 percent of assets.They will also have to build a new, separate capital conservation buffer of common equity; this will be 2.5 percent of assets, bringing the total top-quality capital requirement to 7 percent. If they draw down the buffer, they will face curbs on the bonuses and dividends which they can pay out.Another provision of Basel III, sharply criticized by some banks, will require them to build a separate countercyclical buffer of between zero and 2.5 percent when the credit markets are booming.National regulators will decide when economies have entered such periods of excess aggregate credit growth. They hope the buffer will slow lending when credit markets threaten to overheat, preventing dangerous bubbles from forming.Although banks did not get their way on countercyclical buffers, they did appear to succeed in convincing regulators to provide generous transition periods.The Tier 1 capital rule will take full effect from January 2015, with the capital conservation buffer phased in between January 2016 and January 2019. Some analysts said this showed regulators were caving in to the banks.The phasing-in period for the new capital requirements is surprisingly long, which will add to the skepticism about the robustness of the bank capital enhancement efforts, Mohamed El-Erian, co-chief investment officer of bond investment giant PIMCO, told Reuters.

G20 ENDORSEMENT

The Basel III agreement was reached in Switzerland by central bank governors and top supervisors from 27 countries, after a year of horse-trading and lobbying that involved banks and governments seeking to protect their national interests.Along with the capital standards, Basel III includes a range of reforms agreed earlier this year to reduce risk-taking by banks, including rules on how liquid banks' assets must be and how banks must treat tax assets on their books. Some changes were watered down in July after strenuous lobbying by banks. After refusing in July to endorse draft Basel III rules, Germany won a key concession on Sunday, receiving a 10-year grace period from 2013 to phase out certain types of bank capital such as silent participations, which are widely used by its state-backed banking sector but little used elsewhere. Leaders of the Group of 20 leading countries, blaming the global credit crisis partly on risky trading by banks, called on regulators in 2009 to work on tougher bank capital rules. The G20 leaders are set to endorse Sunday's deal when they meet in Seoul in November. Most of the world's top banks have to a large degree repaired their balance sheets since the crisis, so they are not expected to need to rush to raise funds in response to Basel III. But Deutsche Bank, Germany's flagship lender, announced at the weekend that it planned to raise at least 9.8 billion euros to buy the rest of Deutsche Postbank. BEIJING (Reuters) – China has made very, very little progress on letting the exchange rate of the yuan reflect market forces, Treasury Secretary Timothy Geithner said in remarks published in the Wall Street Journal on Monday.In an interview conducted on Friday, Geithner was asked if he was satisfied with China's progress on the yuan. He replied: Of course not.China took the very important step in June of signaling that they're going to let the exchange rate start to reflect market forces. But they've done very, very little, they've let it move very, very little in the interim. It's very important to us, and I think it's important to China, I think they recognize this, that you need to let it move up over a sustained period of time.
Geithner is due to testify before the House of Representatives Ways and Means Committee on Thursday to present the Obama administration's latest view of what the United States should do to press China to reform its exchange rate practices.In the transcript of his comments posted online by the Wall Street Journal, he did not address that issue. Geithner's Treasury Department, in three semi-annual reports since President Barack Obama took office, has declined to formally name China a currency manipulator.

BEKASI, Indonesia – Indonesia's president ordered police to hunt down and arrest assailants who stabbed a Christian worshipper in the stomach and beat a minister in the head with a wooden plank as they headed to prayers.Neither of the injuries appeared to be life-threatening.No one claimed responsibility for Sunday's attacks. But suspicion immediately fell on Islamic hard-liners who have repeatedly warned members of the Batak Christian Protestant Church against worshipping on a field housing their now-shuttered church.In recent months, they have thrown shoes and water bottles at the church members, interrupted sermons with chants of Infidels! and Leave Now! and dumped piles of feces on the land.Local police Chief Imam Sugianto said Asia Sihombing, a worshipper, was on his way to the field when assailants jumped off a motorcycle and stabbed him in the stomach.The Rev. Luspida Simanjuntak was smashed in the head as she tried to come to his aid.I was trying to help get him onto a motorcycle so we could get him to a hospital, she told reporters in the industrial city of Bekasi, 25 miles (40 kilometers) east of Jakarta.

She said the face of one of the assailants looked familiar.

President Susilo Bambang Yudhoyono, who relies heavily on Islamic parties in parliament, has been widely criticized in the media for failing to crack down on hard-liners.But he immediately called on authorities to investigate and to hold accountable those responsible.We know who's behind it, said Maj. Gen. Timur Pradopo, the police chief in Jakarta, without elaborating. But I don't believe this is an inter-religious conflict.Indonesia, a secular country of 237 million people, has more Muslims than any other in the world. Though it has a long history of religious tolerance, a small extremist fringe has become more vocal in recent years.Leading the charge against the Batak Christians has been the Islamic Defenders Front, which is pushing for the implementation of Islamic-based laws in Bekasi and other parts of the nation.They are known for smashing bars, attacking transvestites and going after those considered blasphemous with bamboo clubs and stones. Perpetrators are rarely punished or even questioned by police.The front also pressured the local government early this year to shutter the Batak church.The Batak worshippers have refused to back down. Every week, about 20 or so return to the field to pray, defying threats and indimidation.

KABUL, Afghanistan – Afghan soldiers fired on demonstrators trying to storm a government building to protest against a once-planned Quran burning in the U.S., and two protesters were killed, an Afghan official said. Four were injured.The protesters in eastern Logar province Sunday chanted Death to America and burned tires, attacked several shops and set election campaign posters on fire, said Mohammad Rahim Amin, chief of Logar's Baraki Barak district.I can say for sure that this was the work of the enemies of peace and stability in Afghanistan who are trying to use any opportunity to disrupt the security situation in the country, Amin said.At previous protests, witnesses said Taliban agitators were among the crowd and Taliban-distributed pamphlets claimed the planned Quran burning showed the Americans were in Afghanistan to wage war against Islam.Sunday was the third day that Afghans protested against the Quran burning despite the pastor's decision to call it off, a decision many Afghans did not seem aware of in a country with limited media access. The other recent protests also targeted the pro-Western government.Terry Jones called off the Quran burning late last week after originally planning it for the Sept. 11 terror attack anniversary. His plan stirred outrage among millions of Muslims and others worldwide.Meanwhile, a Taliban commander who planned rocket attacks on polling stations during elections next week and four other insurgents were killed in eastern Afghanistan, NATO said Sunday.

The military alliance said NATO and Afghan forces killed the five insurgents Saturday night in a village compound in the eastern Nangarhar province. The insurgents were killed after they displayed hostile intent as the forces moved in on the compound, it said in a statement.It said intelligence reports indicated the Taliban commander was planning to conduct rocket attacks on voting centers during the Sept. 18 parliamentary elections. The Taliban has vowed to target polling stations and warned Afghans not to participate in what it called a sham vote.The government and its Western allies hope the elections for the lower house of parliament will help consolidate the country's fragile democracy, leading to the withdrawal of the roughly 140,000 NATO-led foreign troops in the country. But many Afghans and foreign observers fear the vote could turn bloody if the Taliban carries out its threats.The Afghan people deserve to cast their votes without fear of attacks from the insurgent groups, U.S. Army Col. At the time of the airstrike, Takhar Governor Abdul Jabar Taqwa said the convoy in which election candidate Abdul Wahid Khorasani had been riding was fired on by helicopters following an initial pass by fighter jets. He called the incident an obvious mistake, saying there were no insurgents in the convoy.Khorasani, who was injured in the airstrike, said windows of the six vehicles in the convoy had been plastered with his campaign posters and all those traveling with him had been members of his extended family. NATO said in the statement, however, that after reviewing the air weapons system video, the investigation team saw no evidence of political campaign material on the outside of the struck vehicle.
