Earthquakes continue near Kuril Islands


An area north-northeast of Japan which was hit by a massive earthquake on Wednesday, resulting in unusual surges and ocean currents in Hawaii beginning about six hours later, is continuing to shake.

The U.S. Geological Survey Center, which monitors earthquakes around the world, has recorded 50 temblors having a magnitude of 5.0 or greater in the area near the Kuril Islands since the 8.3 quake occurred at 1:14 a.m. Hawaii time.The most recent quake near the Kuril Islands came at about 11 p.m. yesterday Hawaii time.It was assigned a magnitude of 5.0.

Flash floods leave trail of death in dry Afghanistan

Flash floods caused by heavy rains have killed nearly 50 people in western Afghanistan, with 60 more missing, the Afghan Health Ministry said on Friday.Forty-seven bodies had been recovered after floods hit the western province of Badghis on Thursday, ministry official Ahmad Shah Shokohmand said, citing information provided by provincial health authorities.The bodies were being kept in a mosque in Balamurghab, a town about 30km from the border with Turkmenistan, Shokohmand said.The governor of Badghis, Mohammad Nasim Tokhi, had said earlier that at least 13 people, including children, had drowned while nearly 100 more were missing.The floods washed away villages along the Murghab River, he said, warning that thousands of people were still in danger. It was a huge flood. We have 13 bodies recovered and dozens, nearly 100, are missing, he said, citing information about the missing from their families.

The Nato-led International Security Assistance Force said it was aware of the serious situation and was working with the government to send disaster relief, including eight tonnes of medical supplies, to the area.Afghanistan, especially the west and south, has been in the grip of drought but heavy rains started falling in several areas in the past week. Badghis has been especially hard hit by a lack of rain with reports that hundreds of families had left their land.The British-based charity Christian Aid said in September that it had found that most water sources in Badghis and adjoining Herat and Ghor provinces had dried up. In the south of the country, meanwhile, the bodies of two Afghans who drowned in the province of Zabul on Thursday were recovered on Friday, provincial police said. Their vehicle was hit by a flood while passing a flood plain. Two of the four passengers in the vehicle were killed, a police spokesperson said.He said the four were with a foreign-based security organisation but this could not be confirmed.

The United Nations World Food Programme renewed calls on Friday for urgent funds to buy food for millions of Afghans facing shortages this winter, some of whom had been affected by drought.

Our stocks are empty, a spokesperson for the UN programme, Ebadullah Ebadi, said.The world body needs $30-million for its winter food delivery to 3,5-million Afghans who rely on its help, he said. Another three million who are not covered by the WFP are also severely and chronically affected by food shortages, Ebadi said.In addition to this, 1,9[-million people] have been affected by drought, he said. Water warning leaves Vancouver high and dry

VANCOUVER, British Columbia (Reuters) - More than two million residents on Canada's Pacific coast puzzled on Friday over a warning they might normally associate with the Third World: don't drink the water.Health officials issued a boil-water advisory for the Vancouver-area after a storm stirred up silt in the region's reservoirs and increased the risk of bacteria-borne disease.No illnesses have been reported and officials said no bacteria had actually been found but residents were told not to use water for drinking, brushing teeth or washing fruit and vegetables unless it had been boiled first. The advisory issued on Thursday quickly emptied store shelves of bottled water and forced restaurants and coffee shops in Canada's third largest city to turn away customers.

Don't bother, they don't have any coffee, said Sara, a panhandler outside a downtown Tim Hortons Inc. restaurant, as she directed confused commuters to the few places where they could get their morning caffeine fix.This is all really stupid, she added.Across the street in a normally busy Starbucks Corp. shop, the staff stood around with nothing to do.The boil-water advisory was issued after heavy rains on Wednesday caused mudslides in the mountains that surround Vancouver, which serve as its source of water supply, dumping silt into reservoirs already churned up by winds gusting at more than 100 km/h (62 mph).

Apec summit to push trade talks


President Bush is likely to hold talks with other leaders on North Korea. Asia-Pacific leaders are to pledge to tackle a deadlock in global trade talks at a key regional summit in Vietnam. In a draft statement circulated before the Asia-Pacific Economic Co-operation (Apec) forum, the leaders say they will take the lead by making concessions. World Trade Organization (WTO) talks collapsed in July after countries failed to reach agreement on subsidies. President Bush has been holding talks with regional leaders to boost support for sanctions against North Korea. Over a bilateral breakfast meeting, he urged South Korean President Roh Moo-hyun to implement the sanctions and also support the US-led Proliferation Security Initiative (PSI), a voluntary programme designed to prevent the trafficking of material for weapons of mass destruction.

Mr Roh said he supported the principles of the PSI but left the level of Seoul's compliance unclear, saying he would not take part in the full scope of the initiative. In a lunchtime meeting between Mr Bush and Japanese Prime Minister Shinzo Abe, the two leaders agreed to pursue a ballistic missile defence programme against the threat from North Korea. Mr Bush will see Chinese counterpart Hu Jintao and Russian President Vladimir Putin on Sunday.

Ambitious agreement

Mr Bush may also use the summit to try to gather support for a free trade zone between the organisation's 21 members. Correspondents say the proposal is seen as an insurance policy in case efforts to revive world trade talks fail. The global WTO talks were meant to boost free trade for the benefit of developing countries. But an inability by the US and Europe to agree over how to reduce agricultural subsidies caused the talks to stall in the so-called Doha round. According to the draft statement, the 21 Apec leaders will say: We are ready to break the current deadlock each of us is committed to move beyond our current positions in key areas of the Doha round. This will mean opening up agriculture markets and making deeper reductions in trade-distorting farm support by major players, it says. The leaders will pledge to remain personally involved in pushing negotiations forward and trying to secure a breakthrough. Apec's trade and foreign ministers agreed to press their leaders to issue a statement on trade in the course of the two-day conference. Only an ambitious Doha agreement with real market access can achieve the economic growth and development goals that this world has set, Mr Bush said in Singapore before heading to Hanoi.

Hostile regimes

The forum in the Vietnamese capital is also expected to focus on economic security threats. Hanoi gets set for big day China challenges US at forum Indonesian President Susilo Bambang Yudhoyono told business leaders on Friday that economic security must be on every country's agenda. This would ensure they could work together against such threats as terrorism, flu pandemics and natural disasters, he said. Speaking after his arrival on Friday, Mr Bush said he felt amazed to be in Vietnam given the two countries difficult history.Following talks with Australian Prime Minister John Howard, Mr Bush said he would consult Australia over any repositioning of troops in Iraq. The two leaders also discussed climate change. Mr Howard had promised to seek support for alternatives to the Kyoto Protocol. Meanwhile New Zealand Prime Minister Helen Clark urged Apec leaders to include climate change on their agenda, warning of dire consequences if action was delayed.

Bush: Asia, U.S. must trade and fight terror together

(CNN) -- President Bush stressed on Saturday the shared advantages of U.S.-Asia cooperation in trade and in fighting militant Islamic terrorism and a nuclear North Korea.Asia is important to America because prosperity in our country depends on trade with Asia's growing economies, he said in his weekly radio address. The U.S. president is in Hanoi, Vietnam, attending the Asia Pacific Economic Cooperation Forum.Today, America's trade across the Pacific is greater than our trade across the Atlantic, and we need to continue opening up markets in this part of the world to American goods and services.The issue of global free trade has been a contentious one in the United States, with critics saying Americans lose jobs because they are unable to compete with cheaper labor and business costs overseas.

Bush apparently addressed that criticism and reiterated his commitment to free trade. As long as the playing field is level, America's farmers, small businesses, and workers can compete with anyone, so America will continue to pursue free and fair trade at every level with individual countries across whole regions and through the World Trade Organization, he said.Continuing his theme of challenges that the United States and Asia have in common and the necessity of joining forces to meet them, Bush cited terror attacks in Asia such as the 2005 attack in Bali, Indonesia, in which 19 people died and the 2004 attack on a ferry in Manila Bay that killed 100.Asia is important to America because we face common threats to our security. The people of this region understand the terrorist threat because they have been targets of terrorist violence, he said, adding the terrorists stated goal is a radical Islamic empire stretching from Europe to Southeast Asia.

Referring to a threat very close to home for Asians, Bush said that it was urgent that North Korea's nuclear weapons program be stopped. At the APEC meeting, Bush had endorsed a statement all 21 Pacific Rim members plan to issue to express their worries about North Korea's first nuclear test on October 9 and its missile launches in July.Our nations are speaking with one voice: North Korea must abandon its nuclear weapons programs, and we will not tolerate North Korea's proliferation of nuclear technology to hostile regimes and terrorist networks.We will also continue working with Japan, China, South Korea, and Russia through the six-party talks, he said.

Province warned of highly infectious pig diseases

BRANDON Manitoba isn't ready for a pair of highly infectious viruses that could infect pigs and cripple the province's $3-million-a-day hog industry, said a top animal health official at Manitoba Agriculture. Veterinarian Dr. Terry Whiting said Friday at a disaster management conference at the Keystone Centre that the province doesn't have the slaughter capacity to cope with pigs that would have nowhere to go if the United States shuts its border. We're not quite (ready) yet, we're working on it. Outbreaks of foreign animal disease are rare here, Whiting said, occurring about once every 50 years. There was an outbreak of foot-and-mouth disease in Saskatchewan in 1952, the BSE crisis in 2003, and avian flu in B.C.'s Fraser Valley in 2004.

The economic costs of outbreaks can be huge, with the BSE crisis bringing an estimated $7 billion loss. Whiting said Manitoba's pork industry will be hit with a similar crisis if there's a foot-and-mouth disease or swine fever outbreak.

Manitoba is Canada's largest pig-producing and pig-exporting province, exporting six million live pigs last year. That included two to three million young pigs, many bound for the U. S. However, Europe, the United States and Mexico won't purchase live animals or meat products if Manitoba has a foot-and-mouth disease or swine fever outbreak.

If the American border is shut, it will block about 15,000 small pigs per day shipped from Manitoba to heated barns in the U. S. where they're raised. The province doesn't have the capacity to slaughter the animals that would build up on farms, Whiting said. There's a lack of private insurance and no national livestock program to support farmers during a crisis and there needs to be a national disaster relief program to address foreign animal disease, he added. - Brandon Sun

THE Dutch have joined the growing and totally paranoid drive in Europe against all things Islamic. The Netherlands, once hailed as the most tolerant and liberal country in the continent, has become the first European state to impose a total ban on burqa or hijab and veil used by the millions of Muslim women in Europe and around the world.The ban, coming as it does five days ahead of a general election in the country, leaves one in no doubt that the Dutch politicians are playing to the gallery hoping to win their hardline constituency. The minister of immigration, Rita Verdonk, has justified the move on public safety and security grounds. This concern for public safety and security would have you think the terrorists are widely using the Islamic burqa or veil to target the Netherlands. However, according to the Dutch Muslim community, the oldest and one of the most active in Europe, there are only 50 women in the Arab-Muslim community who use burqa or veil to cover their face.

So the explanation that the ban on burqa is in the interest of ‘public safety and security is nothing but bunkum. In fact, by resorting to such shortsighted shenanigans, countries like the Netherlands are only further alienating their religious and cultural minorities.

More to the point, moves like these coupled, with the ever widening war on terror, are driving young and unhappy Muslims into the welcoming arms of extremist groups such as Al Qaeda. Last week, Britain reported that its intelligence agencies had neutralised 30 terror plots in last one year alone. But why should it be surprising when you have once liberal and multicultural societies such as Britain and France are doing everything to isolate and drive away their large Muslim minorities? While Britain is punishing its Muslim women for choosing the veil, France has imposed a total ban on headscarf or hijab in its schools.

All this of course is done in the name of Europe’s hallowed traditions of secularism and liberalism. While nudity and all kinds of sexual perversions are hailed as freedom across the West, a lone woman in hijab or veil minding her own business is like a rag to a bull. If this is not hypocrisy, what is? If Europe is keen to fully integrate its religious minorities making them a healthy and contributing part of its society, it would do well to accept them with all their religious and cultural distinctions and diversity. There is no other model of integration.

CAIRO, Nov. 18 (Xinhua) -- Arab League (AL) Secretary General Amr Moussa Saturday said that the AL is ready to cooperate with European nations on a new initiative on holding a Mideast peace conference to end the Israeli-Palestinian conflict, Egypt's official news agency MENA reported.Spanish Prime Minister Jose Luis Rodriguez Zapatero announced earlier on Thursday a French-Spanish-Italian initiative which calls for an international peace conference, an immediate cessation of violence and an exchange of prisoners between Israeli and Palestinian sides. Moussa said in a press statement that the Spanish-French-Italian initiative, which is aiming to stop further deterioration in the Mideast, is gaining a wide-range European support. He disclosed that a European meeting will be held next week to crystallize the European proposal. The AL chief also expressed his organization's readiness to cooperate with the European nations on the initiative and all other proposals aiming to establish a genuine Mideast peace process.

He also hailed a Kuwaiti initiative to offer 30 million U.S. dollars in aid to the Palestinians, saying that other Arab countries would offer more funds to the Palestinians soon. Moussa said the pan-Arab body is determined to offer financial support to the Palestinians and reject the policy of starving the Palestinians. As Hamas rejects three international conditions of recognizing Israel, renouncing violence and honoring previous agreements signed with Israel, the Hamas-led Palestinian government has faced political and economic sanctions since it took office in March. The conditions were set by the Quarter Committee comprising Russia, the United States, the European Union and the United Nations -- which has been a major mediator in the Palestinian-Israeli conflict.
