Strong quake hits northern Japan Wed Nov 22, 10:46 AM ET

TOKYO (AFP) - A strong quake, with a magnitude of 5.5 on the Richter scale, jolted northern Japan, near an area that was recently hit by tsunamis, the Japan Meteorological Agency said. The quake happened at 8:15 pm (1115 GMT) off the eastern shore of Nemuro city of Hokkaido prefecture, 1,000 kilometers (625 miles) north of Tokyo, the agency said.The quake, which happened around islands claimed by both Japan and Russia, was 100 kilometers deep, the agency said.There were no immediate reports of damage and no concerns about a tsunami, the agency said.The Nemuro area experienced minor tsunamis last week after one of the biggest earthquakes in recent times hit near the northeastern Russian-ruled Kuril islands.Japan lies at the junction of four tectonic plates and endures about 20 percent of the world's most powerful earthquakes, which frequently jolt Tokyo and other major cities.

Northeast

It looks like a turkey of a Turkey Day in the Megalopolis with rain and wind expected to buffet the area from Boston to Philadelphia. Central and southern New England, southeast New York and New Jersey will catch the brunt of the storminess, thanks to the northward movement of the same storm that's been plaguing the Eastern Seaboard the past couple of days. (See Storm Watch for the latest details.) And although the system will lose some of its potency over the next 24 hours, gale warnings remain displayed along the coast northward to Cape Cod. During the onset of the storm tonight, some light freezing rain could develop in the valleys of northeast Pennsylvania and southeast New York, but shouldn't cause any major problems. Major problems may afflict NYC's Thanksgiving Day parade, however, with rain and strong, gusty winds lurking for tomorrow morning. Peak gusts could reach 45 mph. High temperatures, meanwhile, will be in the 40s and 50s throughout the Northeast. In the windy areas, of course, it will feel even colder: in the 30s.

West

The northern half of the West will remain wet and snowy tomorrow. Areas west of the Cascades will continue to be gray and damp while snow persists in its assault on the Cascades.

As much as a foot of additional powder could pile up in the Washington Cascades tomorrow and tomorrow night. Snow levels in Washington and Oregon will be quite low, ranging from 1500 to 3000 feet. Showers and mountain snow will spread as far east as Montana and western Wyoming. Heavy snow is a good bet for the Bitterroot Range. Farther south, sunshine and unseasonable warmth will grace the Southwest. High temperatures are forecast to range from the 20s at spots in the Idaho and Wyoming mountains to the 80s in southwest Arizona. Readings in the 30s and 40s will dominate the Northwest.

Midwest

Dry, mild conditions blanketing the Midwest and Plains will certainly be something for which to be thankful tomorrow. Busy southerly winds will drive temperatures well above seasonal levels in the Plains and Upper Midwest. Overall, maxima will range from the 40s in far northern areas to the 70s in southwest Kansas. Most locations will top out in the 50s and 60s.

South

The South will enjoy beautiful Thanksgiving Day weather with a plethora of sunshine and a cornucopia of warmth. High temperatures in the 60s and 70s will be widespread; a few spots in southern and West Texas will climb into the 80s. Even Florida will drift back toward thermal respectability with readings in most areas climbing into the 70s.

WASHINGTON (Reuters) - Despite ongoing volcanic activity for the last two years, there is no indication Mount St. Helens is on the verge of a repeat performance of its cataclysmic 1980 eruption, scientists said on Wednesday. Mount St. Helens, in Washington state in the U.S. Pacific Northwest, reawakened in the fall of 2004 with new eruptions, and has produced thousands of shallow, regular, repetitive earthquakes since then.Writing in the journal Nature, scientists led by Richard Iverson of the U.S. Geological Survey said these quakes appear to result from the movement of a huge plug of igneous rock known as dacite being shoved out of the volcano.The good news, they said, is that the volcano appears to be brooding rather than bursting, and the recent quakes seem unlikely to be a harbinger of a massive eruption along the lines of the one that occurred on May 18, 1980.

That one blew off the upper 1,300 feet of the mountain, leveled thousands of acres of forest land, killed 57 people and coated the region with gritty ash. The eruption was triggered by a magnitude 5.1 earthquake that shook Mount St. Helens.There's really nothing that we've seen over the past two years that would indicate that a major explosive eruption is on the way, Iverson said in an interview.But Iverson gave himself a little bit of wiggle room.Now, of course, things could always start to change. If we saw, for example, dramatic increases in the amount of gas that was coming out of the volcano or dramatic increases in deformation, then we would revise our forecasts, he said.Mount St. Helens is the most active of the volcanoes in the Cascades Mountains, and geologically young compared to the others. It is believed to have the potential at some point in the future for another big eruption.

I know everybody was conditioned by the May 1980 eruption to think of Mount St. Helens as this very explosive volcano. And certainly it had done that prior to 1980 and will do that again in the future. But this ongoing eruption is of a completely different style, Iverson said.Scientists call what it going on now a dome-building eruption and note that it has continued on a steady basis for a bit longer than two years.The huge plug of rock now being shoved out of Mount St. Helens is going at a rate of about 10-20 feet per day, advancing in fits and starts and triggering tremors, the scientists found.Mount St. Helens, standing 8,363 feet in elevation, is
located about 100 miles south of Seattle, Washington, and 50 miles northeast of Portland, Oregon.

Tiny wasps released in Cayman Islands Wed Nov 22, 1:21 PM ET

GEORGETOWN, Cayman Islands - Thousands of tiny parasitic wasps have been released in the Cayman Islands to combat an island-hopping insect that has destroyed crops throughout the Caribbean.

The infestation by the pink hibiscus mealybug, which feeds on the sap, roots and leaves of plants, was confirmed in Grand Cayman in June but has not spread to the British dependency's two other islands, according to a statement Tuesday from the Agriculture Department.The tiny wasps, which are almost invisible to the naked eye, lay eggs inside mealybugs. Once hatched, the larvae feed on the pest internally, causing it to die.

Officials have unleashed about 62,200 of the wasps from vials at 80 sites in Grand Cayman in recent weeks. The insects pose no threat to humans.Mealybugs have destroyed millions of dollars in crops and ornamental plants across the Caribbean since they were first reported in the Western Hemisphere, in Grenada in 1994. They reached the U.S. Virgin Islands in 1997, and Puerto Rico a year later.The insect can ride wind currents or piggyback its way to new territories inside ornamental palms. The pink hibiscus mealybug was already established in Asia, Africa and Australia when it reached the Caribbean.

VIENNA, Austria - The U.N. nuclear watchdog agency effectively agreed Wednesday to deny Iran technical help in building a plutonium-producing reactor but left room for Tehran to renew its request in two years, diplomats said.

A committee of the International Atomic Energy Agency forwarded a summary of three days of deliberations on 832 requests for technical aid to the full board, scheduled to meet Thursday.That gathering was expected to waive a decision on Tehran's request for aid for its Arak reactor.

That, in effect, would deny IAEA money for Arak at least for the next two years, after which new requests will be considered.The two diplomats from countries on opposing sides of the issue had different interpretations of what the expected ruling would mean, reflecting the depth of the dispute. Both demanded anonymity because they were not authorized to discuss the topic with the media.A European diplomat said the tentative agreement effectively meant that Iran's request was turned down. Another diplomat, from a developing nation, said it meant that the issue remained on the table because it could be revisited.It certainly is not denied, he said.The committee summary noted that several members expressed the need for caution regarding technical cooperation with the Islamic Republic of Iran.They expressed particular concern over Arak, saying they could not approve other Iranian projects if aid for the reactor were approved, said the summary of the closed meeting, obtained by The Associated Press.

Gregory L. Schulte, the chief U.S. representative to the IAEA, said his country had no choice but to oppose aid to Arak, given past calls by the board for the project to be stopped, the widespread distrust of Iran's nuclear program and the risk of plutonium (being) diverted from this reactor for use in a (nuclear) weapon.The full board on Thursday also will hear a report on the latest stage of a nearly four-year IAEA investigation into Iran's nuclear activities.That report essentially says the agency has been unable to make headway in determining whether suspicions that Tehran is interested in making nuclear weapons are well-founded. Schulte said the report also shows that the mistrust of Iran is only growing as Iran fails to cooperate with the IAEA.Iran, meanwhile, used the gathering to criticize Israel, expressing "deep concern as a result of the threat of armed attack against Iran's nuclear facilities and installations.

Recently the Zionist regime has augmented the campaign and threat, said a Nov. 13 letter from Iran's IAEA representative, Ali Ashgar Soltanieh, obtained by the AP. The letter was attached to an IAEA document issued for the meeting saying Soltanieh had asked that his comments be circulated among delegates.Still, the Arak dispute was the main focus of the meeting. While the argument was over technicalities, it reflected the politically charged atmosphere.Technical aid requests are normally approved without discussion but since the first committee meeting Monday, suspicions that Iran might be seeking to make nuclear weapons led to diplomatic tussling on what to do about the request. When it is completed within the next decade, Arak will produce enough plutonium for two bombs a year.Past IAEA resolutions have urged Iran to stop building the Arak reactor, which Iran says it needs to produce radioactive isotopes for medical purposes.Developing countries the key recipients of IAEA technical help are worried that denial of aid for any project would set a precedent that would hurt their future chances of getting agency support.Arak is one of seven or eight projects submitted by Iran lists circulating among diplomats have conflicting numbers. Most, if not all, of the 35 nations had no trouble approving Iran's request for help, along with the other far less contentious projects, said the diplomats.

Rebuffing Iran's request would not affect Arak's construction and would also have no effect on the country's other potential avenue to weapons production uranium enrichment. Still, the denial would maintain at least symbolic pressure while the U.N. Security Council is deadlocked over how to sanction Iran for ignoring demands to stop enriching uranium. Among the other projects submitted by Iran, one asks for help in developing nuclear capabilities for medical use. Another seeks legal aid for the Russian-built Bushehr reactor, which even the Americans acknowledge does not pose a threat of nuclear proliferation. The other requests seek assistance in administrative or safety aspects of nuclear power.

China buildup seen aimed at U.S. ships

China's military buildup includes new missiles and naval weapons designed to sink U.S. aircraft carriers and deny U.S. forces access to the Asia-Pacific region, a congressional commission official said yesterday. Daniel Blumenthal, a former Pentagon defense policy maker and now a member of the U.S.China Economic Security Review Commission, said China's military is building up forces to deny the United States the use of the commons the sea, the air, cyber and space.

The Chinese have been quite successful in the area of sea denial, meaning that if we sent a carrier to or outside the [Taiwan] Strait as we did in 1996, it would be a lot riskier and a lot costlier to the United States, Mr. Blumenthal said at a conference held at the Heritage Foundation. The comments followed disclosure last week that a Chinese submarine sailed undetected to within five miles of the aircraft carrier USS Kitty Hawk near Okinawa, Japan, and surfaced close enough to fire wake-homing torpedos or anti-ship cruise missiles, according to U.S. defense officials.

The Navy said in response to the surprise encounter that it is reviewing anti-submarine warfare defenses for the carrier battle group. The carrier was engaged in exercises when the Song-class submarine surfaced Oct. 26. China's government denied that the submarine encounter took place, but Adm. Gary Roughead, commander of the Navy's Pacific Fleet, said Friday in Beijing that Chinese military leaders he met told him the submarine was in international waters when it was near the carrier. Mr. Blumenthal, commenting on the release of the China commission's latest annual report, said Chinese weapons include 10 different types of ballistic and cruise missiles and up to 800 missiles aimed at Taiwan, five different types of submarines and 15 types of new warships.

This is a very concerted and sophisticated, diversified effort to build up a military whose goal is the United States and its ability to meet its own commitments and interests, he said. Beijing's military also is experimenting with new attack concepts, including land-based attacks on ships through multiple entry concepts in what Mr. Blumenthal called a very serious effort to try to basically sink a carrier or battle group.The commission report, while mainly focused on economic issues, included a chapter on China's military that said China's military buildup is closing a gap with U.S. forces.

The trend shows a window of vulnerability for the United States between 2008 and 2015 before newer U.S. weapons are fielded, the report continued. The report revealed that China's new DF-21C ballistic missile is being configured with a guidance system that will allow it to attack ships at sea and defeat shipborne missile defenses. The development efforts are being pursued vigorously, it stated.The report stated that China's warships and submarines could delay the arrival of U.S. Navy forces called on to defend Taiwan, but they lack integrated command and control needed for effective joint targeting of a carrier battle group.

MONTREAL (Reuters) - Canadian police arrested more than 70 people on Wednesday in raids targeting what officials said was a traditional Italian organized crime gang that had infiltrated Montreal's Pierre Trudeau International Airport. The Royal Canadian Mounted Police said those arrested included Nicolo Rizzuto, 82, and other individuals alleged to be affiliated with the Mafia. They face 1,350 criminal charges, including illicit drug trafficking, gangsterism and attempted murder.Among the alleged criminal activities were smuggling cocaine into Quebec from the Caribbean and South America and smuggling marijuana into the United States.

Investigators said they seized houses, bank accounts, and more than C$3 million ($2.6 million) in cash.Project Colisee allowed us to reach the very heart of the traditional Italian organized crime community, Richard Guay, superintendent of the Mounties criminal operations office for Quebec, told a news conference.

The recent developments went beyond all our hopes, he said.RCMP Corporal Luc Bessette said 700 police officers were involved in the Montreal area raids, which stemmed from an investigation dubbed Project Colisee, which began in 2004.Essentially, Project Colisee will show that six individuals are at the head of a crime organization whose principal activities are committing or facilitating the commission of serious crimes such as the import and export of illicit substances, bookmaking, extortion and the possession of the proceeds of crime, he said.A police statement said warrants had been issued for 90 people and 73 had been arrested.

Nicolo Rizzuto is the father of Vito Rizzuto, 58, who was recently deported to the United States on U.S. racketeering charges related to the 1981 murders of members of the Bonnano crime family of New York.

Police allege that the organization was able to corrupt two customs officials and that its operations involved a dozen airline and food services workers at the airport. The smuggling was said to have occurred from 2003 to 2006.Federal Public Safety Minister Stockwell Day said Canadian customs and immigration officials all undergo background screenings before they are hired, but that this case raised questions about what happened after they were hired.

They were lured or bribed or whatever to do things they shouldn't be doing and they were found out, and that is what will always happen if people are trying to abuse their position, Day told reporters in Ottawa.($1=$1.14 Canadian)

37 Percent of U.S. Births Out of Wedlock

ATLANTA — Out-of-wedlock births in the United States have climbed to an all-time high, accounting for nearly four in 10 babies born last year, government health officials said Tuesday.While out-of-wedlock births have long been associated with teen mothers, the birth rate among girls ages 10 to 17 actually dropped last year to the lowest level on record.

Instead, births among unwed mothers rose most dramatically among women in their 20s.Experts said the overall rise reflects the burgeoning number of people who are putting off marriage or living together without getting married. They said it also reflects the fact that having a child out of wedlock is more acceptable nowadays and not necessarily the source of shame it once was.The increase in births to unwed mothers was seen in all racial groups, but rose most sharply among Hispanics. It was up among all age groups except youngsters ages 10 to 17.

A lot of people think of teenagers and unmarried mothers synonymously, but they are not driving this, said Stephanie Ventura of the National Center for Health Statistics, a co-author of the report.

The government also reported that the rate of births by Caesarean delivery continued to climb in 2005 to a record high, despite efforts by public health authorities to bring down the number.Many experts believe a large number of C-sections are medically unnecessary and done only for the convenience of the mother or her doctor.The government report includes information from 99 percent of U.S. birth certificates filed last year. The information for 2005 is considered preliminary, but officials said it is not expected to change much.

About 4.1 million babies were born in the United States last year, up slightly from 2004. More than 1.5 million of those were to unmarried women; that is about 37 percent of the total. In 2004, about 36 percent of births were out of wedlock.

Out-of-wedlock births have been rising since the late 1990s.

Several factors may be contributing to the trend, said Dr. Yolanda Wimberly, an adolescent-medicine specialist at Atlanta's Morehouse School of Medicine.More women in their 30s and 40s, hearing their biological clock, are choosing to give birth despite their single status. Younger women are not as worried about being unmarried, either, she added.I think it's more acceptable in society to have a child without getting married, she said.Just because a mother is not married does not mean the father isn't around, Ventura noted. She cited 2002 statistics that showed that about 20 percent of all new mothers under 20 were unmarried but living with the father at the time of the birth. The same was true of about 13 percent of all new mothers ages 20 to 24.According to census figures, the median age at first marriage was 27 for men and 25 for women last year, up from 23 and 20 in 1950. Meanwhile, the number of unmarried-couple households with children has been climbing, hitting more than 1.7 million last year, up from under 200,000 in 1970.

Other findings in the report:

The birth rate among teenagers declined 2 percent in 2005, continuing a trend from the early 1990s. The rate is now about 40 births per 1,000 females ages 15 to 19. That is the lowest level in the 65 years for which a consistent series of rates is available.The U.S. teen birth rate is still the highest among industrialized countries.Births to women in their early 20s rose slightly, to 102 births per
1,000 women ages 20 to 24. Births to women in their late 20s the most productive group in terms of childbirth was about the same from the previous year, at about 116 per 1,000 women ages 25 to 29.The C-section rate rose to 30.2 percent of all births in 2005, an increase of 1 percentage point from the previous year. The rate has risen by nearly half since 1996.It is clear that the procedure is being overused, Tonya Jamois, president of the International Cesarean Awareness Network, said in a statement. ICAN is a California-based nonprofit organization focused on lowering C-section rates.

Morocco and Jordan lead EU neighbourhood pack

EUOBSERVER/BRUSSELS Morocco and Jordan did best in 2005 in terms of EU reforms in line with the European Neighbourhood Policy (ENP) the European Commission will say next week, when it unveils proposals for a new ENP-plus that are to include a pro-democracy fund and a multilateral diplomatic structure for eastern Europe.

The two Mediterranean rim states already got bits of extra EU cash in recognition of progress last year, but in the 2007 to 2013 period Brussels plans to set up a formal €300 million fund to reward pro-democracy pace setters in the 16-strong ENP club, commission sources revealed on Tuesday (21 November).The commission's detailed blueprint for the new model ENP which aims to create a ring of peaceful and economically advanced states around the EU's borders will be unveiled in Brussels on 29 November in time for the upcoming German EU presidency to dovetail the ideas with its own foreign policy thinking.

The commission's ENP-plus will suggest a second new fund of €700 million to help neighbourhood states co-fund borrowing from the European Investment Bank and European Bank for Reconstruction and Development, with Brussels hoping member states will top up its €700 million to €7 billion. Brussels is also set to propose a new multilateral diplomatic structure for the six ex-Soviet states covered by the ENP on the model of the Barcelona Process, which has tried to improve relations with Mediterranean rim states as a group since it was put in place in 1995.The ex-Soviet states currently talk to the EU on a bilateral basis only.

Alternative to enlargement?

But it is unclear how the new ENP will address some of the key criticisms levelled at the old version by some analysts, who say the ENP does not offer a big enough incentive for painful reforms in transitional states such as Ukraine and that bureaucracy often sees EU projects outpaced by events on the ground. The ENP-plus will not offer any promises on enlargement for EU-hopeful states Ukraine, Moldova and Georgia with commission sources saying it is a complementary policy to accession rather than an alternative, but with most of the ex-Soviet hopefuls seeing it as a waiting room for at least 10 years before talks on accession can begin. The very language used to describe the new ENP as a policy that will offer a perspective of a deeper single market integration mirrors the pro-accession language that Ukraine is fighting to get into its new post-2007 EU treaty, pushing Brussels to give a perspective on enlargement instead. Meanwhile, the commission's plan does not foresee rolling out the ENP to Central Asian states such as Kazakhstan which has asked to be part of the neighbourhood scheme but it does also plan to unveil a new policy blueprint for Central Asia after 29 November that will have some elements of the neighbourhood policy in it.

Brussels and Berlin see eye-to-eye

Brussels ideas seem to fit neatly with Germany's thinking on future EU engagement in the post-Soviet east, as outlined in a so-called Ostpolitik document drafted this summer by a strategic planning unit attached to the German foreign ministry. With strong regard for an ascendant Russian power that must be made to feel welcome in Europe dominating Germany's vision, Berlin foresees an enhanced ENP that would see EU neighbours adopt EU single market law but fall short of accession during the next 10 years to create a buffer-ring of non-EU but EU-like states. The upcoming German presidency is also considering reaching out to Central Asia by bundling existing EU projects for creating free trade zones and building new pipelines into a coherent new policy, the first glimmer of which could already be seen in Berlin's push to relax EU sanctions against Uzbekistan earlier this month.
