2 earthquakes hit Indonesia's Aceh Sat Nov 18, 10:36 PM ET

JAKARTA, Indonesia - Two moderate earthquakes within two minutes on Saturday rocked Aceh on the northwestern tip of Indonesia's Sumatra island, prompting panicked residents to flee their homes.

No casualties or damages were immediately reported in the area which was the hardest hit by a Dec. 26, 2004 tsunami triggered by a massive undersea earthquake. The quake did not trigger a tsunami but traumatized residents fled their homes immediately after they felt the jolts. They returned after about an hour.

The U.S. Geological Survey said the two magnitude-5.8 tremors were centered 31 and 35 miles beneath the Indian Ocean, 60 miles southwest of the provincial capital Banda Aceh.A magnitude-9 earthquake triggered the 2004 tsunami that killed more than 131,000 people in Aceh province and left a half-million homeless.Indonesia, the world's largest archipelago, is prone to seismic upheaval due to its location on the so-called Pacific Ring of Fire, an arc of volcanos and fault lines encircling the Pacific Basin.

Winter Weather Center Northwest Storminess Still the Only Story

The semi-permanent Gulf of Alaska low pressure system will send another series of storm systems into the Pacific Northwest heading through much of next week. The first system will arrive Sunday, with a cold front pushing through Sunday night. Although potent, this system will be centered well to the north in British Columbia when it pushes onshore, sending warmer air well to the north once again. This means snow levels will be above most of the passes for the duration of the storm, and will not fall until later Sunday night and Monday, when a few slushy inches could occur across the major passes.

On Tuesday, another storm system will take shape off the Northwest Coast. This time there will be cold air in place, in the wake of the first system. Also, most of its energy and moisture will be focused farther south, and when the low pressure center does finally come onshore, it will be much farther south, allowing cold air to remain in place. Thus the Cascades will see another onslaught of heavy snow during the Tuesday through Thursday period, with colder air and moisture spreading into northern and central Idaho as well. Before the storm finally pushes inland later in the week, and drier air is allowed into the region, several feet of snow will have
accumulated in the Cascades.

Outside of the Pacific Northwest, the rest of the country will be unusually quiet. While it is not out of the ordinary to see such a lack of cold air in mid- to late November, it is unusual to see such a lack of storm systems. With an area of low pressure cutting-off off the Southeast Coast, the jet stream will be forced to flow around it, well to the north of the eastern two-thirds of the country. Thus, most of the country will see increasingly quiet weather heading into Thanksgiving week, with only the beginnings of chillier air and a more southern storm track arriving next weekend.By AccuWeather.com Meteorologist Alex Dodd

My sword shall judge the unrighteous and the bloodthirsty. So many earthquakes shall happen that rivers shall flow different directions in the continent, flooding many villages. I saw great pieces falling from the sky over different parts of Africa There shall be trembling of the earth like has not been seen since the creation. None shall escape the sword of the Lord. I saw the River Nile drying up. It is the god of Egypt.

Fishes dead and stinking all over Egypt. A great part of the middle of Africa will be covered with water - millions dying. Lord, I said, It is all bad news. All destruction. Any good news? The Lord said, The final day has come. Judgment day is here. My love has been refused now, and the end has come. I was shaking and trembling. I thought I cannot bear it.


Flood-hit refugees call for help in Kenya

DADAAB, Kenya, Nov 18 (Reuters) - Solomon Pile waded waist-deep through the flood water carrying his bicycle above his head, searching for higher ground after torrential rain swept away his family's makeshift shelter.We need help, the 17-year-old Somali refugee called out, swaying unsteadily in the fast-flowing water. We left the camp and moved into the bush, but our food has been spoiled and we are drinking the floodwater.This week the U.N. said more than 78,000 people had lost their homes to floods in northeastern Kenya's Dadaab area, and three vast refugee camps there were completely cut off.Torrential rains and floods have hit up to 1.8 million people in the Horn of Africa, driving tens of thousands from their homes and threatening to trigger epidemics, U.N. aid bodies say.

Some 160,000 mostly Somalis shelter in the Dadaab camps Ifo, Dagahaley and Hagadera in shacks of twisted sticks and plastic sheets, having fled growing tensions in their homeland.On Friday, the UNHCR refugee agency had hoped to deliver emergency aid to the worst affected groups, particularly the sick and elderly. But the fast-rising waters drove them back.Four-wheel-drive vehicles became bogged down in thick mud and were left to be recovered later. Staff returned to Dadaab town on foot. More rain is forecast over the next two weeks.The U.N. is now considering using donkeys and carts, or even boats, to distribute supplies.

REDIRECT WATERS

Satimo Ibrahim, a 40-year-old mother of six, said things were so bad she had seen people sleeping on top of toilet blocks to escape the floods.Her family was sleeping in a crumbling kitchen, after their three-bedroom shack was swept away.Our immediate need is to redirect the waters away from the houses that remain standing, she said.The hospital at Ifo camp was badly damaged by the floods, and some patients had to be moved on stretchers.On Friday, a mechanical digger hacked out protection dikes around Dagahaley camp as residents were called to stack sandbags around other medical centres and lift hundreds of sacks of U.N. World Food Programme (WFP) maize and sorghum onto pallets out of reach of the waters.WFP said more than 30 tonnes of food was already spoiled.UNHCR temporarily withdrew all its staff from the three camps on Friday, and encouraged residents to move to higher ground where it is preparing water points and latrines.They say they are preparing for possible typhoid, cholera and malaria outbreaks, but they have met some resistance.We can't shift because we would be leaving all our necessities behind, said Ifo camp chairman Ahmed Aden chewing his last leaves of khat, a mild stimulant now in short supply.What about the aid agency offices, the ration distribution centre and the hospital?

N.C. officials: $500K in tornado damage Sun Nov 19, 1:21 AM ET

RIEGELWOOD, N.C. - A tornado that killed eight people in southeastern North Carolina caused at least $500,000 worth of damage, officials said.Kip Godwin, chairman of the Columbus County Board of Commissioners, said Saturday that damage assessment teams determined that 13 homes in the Riegelwood area were destroyed. One home had major damage and a couple dozen more had minor damage, he said.The damage estimate could increase after officials analyze tax values, Godwin said.The tornado hit a mobile home park in Riegelwood early Thursday. Cleanup efforts continued Saturday as victims tried to uncover some of their belongings.Also Saturday, a disaster assistance center opened to help storm victims apply for state disaster grants and loans from the U.S. Small Business Administration.Four children were listed in critical condition at hospitals Friday, and Godwin said Saturday there were no updates on their conditions.The tornado was part of a devastating line of thunderstorms that killed 12 as they swept across the South. Riegelwood is a small town on the Cape Fear River about 20 miles west of coastal Wilmington.

Asia-Pacific Leaders End Summit With Pledge for Freer Trade, Concern
Over North Korea Test (VOA)


President Bush has joined with leaders of 20 other Asia-Pacific economies in a pledge to advance stalled global trade talks.

That pledge came Sunday at the close of the annual summit of APEC, the Asia-Pacific Economic Cooperation grouping in Vietnam, where leaders also joined in expressing concern over North Korea's nuclear test. The week-long annual meeting of Asia-Pacific business people and ministers aimed to break the impasse in world trade negotiations,which stalled in July, mostly over a dispute on farm subsidies that divide rich and poor countries.At the close Sunday, leaders gathered for the traditional summit photowearing Vietnamese outfits. Host Vietnamese President Nguyen Minh Triet read the leaders declaration, saying the 21 member economies must spare no effort to break the deadlock in global trade talks and achieve a balanced outcome.He says his government will look at measures to promote regional economic integration to aid APEC's goal of liberalizing trade.

Those measures include removing obstacles for business, protecting copyrights, creating ways to fight health pandemics, terrorism and the proliferation of weapons of mass destruction.

Vietnam hosted the APEC meeting days after it was admitted to the World Trade Organization, marking a major milestone for the communist country in its efforts to keep its economy booming, and open itself to foreign trade and investment.

Leaders also agreed to look for ways to start a U.S.-backed plan for a trans-Pacific free trade area that would stretch from China to Chile,and from Australia to Canada. Discussion of that plan is set to begin at next year's APEC meeting in Australia.

Regional security was another big theme, after North Korea's October 9 nuclear test. While not written in the final declaration, APEC leaders verbally expressed strong concern, and stressed the need for members to comply with U.N. sanctions imposed on
the North.Pledges made at APEC are non-binding. However, analysts see the gatherings as significant, considering that APEC economies account for roughly half of the world's Gross Domestic Product.President Bush headed to Vietnam's bustling commercial center, Ho Chi Minh City - formerly Saigon - on Sunday, following a meeting with Russian President Vladimir Putin, whose country is one of the six participants in the North Korean nuclear disarmament talks.

Kassams Send Sderot Victims to Hospital

Over ten Kassam rockets were fired at Sderot and environs over the weekend - and the last one has left a resident in moderate to-serious condition the fourth major casualty in four days. Two Kassam rockets were fired at the western Negev early Sunday morning, causing no injuries but shortly before 7:45 AM, another volley hit Sderot, and this time the people were not as fortunate. Shrapnel from one of the deadly projectiles hit one person, causing him moderate-to-serious injuries. A Magen David Adom emergency health crew treated him on the spot, but he was then taken by ambulance to Barzilai Hospital in Ashkelon. Two other people were also taken to the hospital to be treated for shock.This past Wednesday morning, Fatima Slutzker a Moslem woman, mother of two, who immigrated to Israel with her Jewish husband and their two sons several years ago was killed by a Kassam rocket. In the same attack, Maor Peretz, a guard at the home of Sderot resident Defense Minister Amir Peretz, was seriously injured, and both of his legs were subsequently amputated below the knee. On Thursday, a 17-year-old youth was seriously wounded by rocket shrapnel in his stomach.

It was later reported that yet another Kassam was fired, landing in the Eshkol region of the western Negev around 8:15 AM and causing no injuries.The Cabinet ministers will discuss various options to the ongoing rocket strikes at Israel's civilian population.

Though several ministers have been quoted as saying that 'no other country would tolerate such a situation' and the like, the Cabinet is not expected to approve a wide-scale military operation in Gaza. An IDF strike at a vehicle in Gaza this afternoon reportedly killed one terrorist. The incident was an instance of the practice known as targeted killing of terrorists.During the night, the IDF was forced to cancel a planned aerial strike on a suspected terrorist target in Gaza when hundreds of Arab residents gathered around the building. The IDF, as is customary, had given notice to the families living in the building of the impending strike, but instead of leaving the area, the residents notified their friends, who came to the site. The villagers chanted anti-American and Israeli slogans indicating they would rather die rather than surrender to Israel.

The targeted building was the home of Popular Resistance Committees commander Mohammad al-Baroud, who resides in Beit Lahiya in northern Gaza. The terrorists plan to make this a regular practice. We call upon all the fighters to reject evacuating their houses, said Abu Abir, a spokesman for the Popular Resistance Committees, quoted by Reuters, and we urge our people to rush into the threatened houses and make human shields.The General Security Service (Shabak) announced today that 1,004 Kassam rockets have been fired at the Sderot region in the course of this year. In 2005, the number of rockets was 306, and in the year before that, 159 rockets were fired at Sderot and environs.

India Test-Fires Nuclear-Capable Missile

India successfully test-fired a medium-range nuclear-capable missile on Sunday, days after its rival Pakistan launched a similar missile.The Prithvi missile was fired into the Bay of Bengal from the test range in Chandipur in the eastern state of Orissa, the official said on condition of anonymity as he is not allowed to reveal his identity under ministry rules.

The test comes three days after rival Pakistan carried out a similar test of its nuclear-capable Ghauri missile, also known as the Hatf 5.The competing missile tests came after the countries concluded a crucial round of peace talks in New Delhi aimed at resolving their differences, including the thorny issue of their territorial dispute over the Himalayan region of Kashmir.Peace talks often come under criticism from hard-liners in both India and Pakistan, which have fought three wars two of them over Kashmir since independence from Britain in 1947.

Sunday's test was routine and part of the country's air defense exercises, Press Trust of India news agency quoted an unnamed official as saying.India routinely test-fires missiles it is developing for military use, as does Pakistan. Melbourne'S G20 meeting of the world's most important finance ministers has concluded by calling for free markets in oil and other forms of energy starting a campaign some hope will lead one day to the break-up of the OPEC oil producers cartel.Ministers, central bank governors and officials have flown out of Melbourne after a final day that was free from the street fighting of Saturday.Treasurer
Peter Costello, who chaired the meeting, declared it extremely successful.He highlighted its endorsement of a broad statement of support for well-functioning markets as the best way of giving countries future access to energy sources and new technologies needed to tackle climate change.The finance ministers and bank governors, including US Federal Reserve chairman Ben Bernanke and his counterparts from Europe, Japan, China and India, also gave each other a warning to tighten economic policies, to end the days of easy money and big deficits.

We need to take advantage of the present strength in the global economy to get policy settings right, they declared.In comments directed primarily at the US, Europe and Japan, they warned of the potential for inflation, urged further normalisation of interest rates, and called on governments to improve their budget balances now so they could respond to any future slump in growth. We are determined to implement these policies, they warned.Outside the meeting, police arrested seven protesters after the organised violence of Saturday's demonstrations, which left 10 police injured and considerable damage. Chief Commissioner Christine Nixon has created a taskforce to track down and arrest those responsible.Mr Costello denounced them as a small group of antisocial people .criminals who want to smash property and injure people. Prime Minister John Howard branded them a mob of troublemakers.

The G20 meeting did not meet all the hopes of its organisers, but the Australians were happy that it went smoothly, was not disrupted by protests and reached some consensus on issues Australia had put on the agenda, notably energy security.But Make Poverty History campaign leaders, including the Treasurer's brother Tim Costello, slammed the meeting for not giving world poverty higher priority.The ministers reiterated their commitment to reform the International Monetary Fund and the World Bank, but rejected Australia's push to complete it next year.Development aid was discussed only briefly, and climate change only in the context of promoting free markets as the way to energy security.On energy, the communique called for well-functioning markets characterised by clear price signals, open trade and investment, market transparency, good governance and effective competition.This would support investment in new supply, bring forth efficiencies and new technologies, encourage the use of alternate and renewable energy sources, and allow knowledge and resources to flow across borders. Mr Costello, who opposes the OPEC oil cartel, said delegates told the meeting that free markets without cartel activity would be better for investment, energy security and prices.

OPEC, the Organisation of Petroleum Exporting Countries, comprises 13 of the world's biggest oil exporters.Critics have accused it of deliberately forcing up world oil prices.Canadian Finance Minister James Flaherty said seven of the world's 10 biggest oil producers were state-owned. Since oil prices began rising, they had lifted production at only a third the rate of private oil firms.Tim Costello, head of World Vision, and Oxfam Australia chief Andrew Hewett, co-chairmen of Make Poverty History, said delegates and the Australian Government had missed an opportunity to increase aid and deliver new policies to help wipe out poverty.With DEWI COOKE
