Storms lash Melbourne

Violent storms lashed Melbourne last night after a day in which firefighters battled dozens of blazes that destroyed about 10,000 hectares across the state.

Winds gusting at 100 km/h caused widespread damage around Geelong, Ballarat and Werribee last night.As the storm front crossed the state from the west, the State Emergency Service took 520 calls for help as trees fell onto buildings and across roads, and parts of roofs were ripped from homes.In Werribee between 9.30pm and 11pm there were 80 calls for assistance nearly a call a minute,SES duty officer Tim Wiebusch said. There's been a number of houses that have lost significant parts of their roofs.About 350 SES volunteers worked last night to clear debris and are expected to continue this morning.

Of yesterday's bushfires, the biggest, at Little Desert National Park in the west, destroyed more than 9000 hectares of bushland. Another, at Waubra north-west of Ballarat, destroyed 400 hectares.Last night, about 15 fires in the Portland area were burning after destroying hundreds of hectares of hard and soft-wood plantations. The fires were started by lightning about 3pm.Department of Sustainability and Environment state duty officer Andrew Graystone said one of the fires near Corndale, in the south-west, was putting a lot of smoke and ash across the Glenelg Highway and properties in Corndale.Police are searching for four youths riding BMX bikes after a suspicious fire at Sandringham on Monday threatened homes and a golf course. Somali refugees trudge to higher ground in flood-hit Kenya by Matthew Lee Tue Nov 21, 1:03 PM ET

NAIROBI (AFP) - Thousands of Somali refugees made homeless by raging waters at UN camps in flood-hit northeast Kenya have begun trudging to higher ground as their numbers grow, the United Nations said. As torrential rains continue to pound the region, it said the death toll from the floods at its Dadaab refugee camp complex had risen from two to three, with three children reported missing at the weekend.

More than 100,000 of the 160,000 Somalis at Dadaab have been displaced up by 20,000 from the previous figure and many are moving to drier areas, accompanied by donkey carts with their meager belongings, it said.

While the water has receded somewhat since the last flash flood on Saturday, the UN refugee agency (UNHCR) said more buildings and shelters had collapsed due to the rains and warned of a major threat of waterborne diseases.After five planeloads of emergency relief supplies were delivered to the worst hit camps of Dagahaley and Ifo on Sunday and Monday, the UN refugee agency began relocating the most-affected from Ifo to the third site, Hagadera, it said.

Because of the difficulty of road transport in the flooded region, able-bodied men are being encouraged to walk to Hagadera, while most women and children are carried by truck, the UN High Commissioner for Refugees said.About 2,000 refugees, along with 32 donkey carts carrying their scant possessions, had made the 20-kilometer (12.5-mile) trek by Monday night, the agency said, adding that at least 250 more were waiting to move.It said the airlifted aid made necessary after floods that have killed at least 31 people in Kenya in the past three weeks cut the only supply route to Dadaab from Nairobi was now being distributed in appalling conditions.Health and sanitation remain a serious concern, UNHCR said in a statement. The general health of the population has deteriorated due to the conditions, lack of food and sleep and difficulty in accessing medical care.Spillage from latrines in the camps has contaminated standing water and poses grave risks, it said, adding that fever, diarrhoea, and eye and skin infections have become common complaints among refugees.

The flooding has compounded the misery of the refugees, many of whom have fled from insecurity, drought and fears of an all-out war in Somalia between the country's weak government and powerful Islamist movement.The UN special envoy for Somalia Francois Fall urged a speedy delivery of humanitarian supplies for at least 50,000 people who have been displaced by floods in the lawless African nation.Fall lamented that the response was slow despite a weekend appeal by Prime Minister Ali Mohamed Gedi for humanitarian aid to avert a major disaster there.While at the seat of government in Baidoa on Monday, Somali leaders expressed concern that too little relief was reaching people in dire need, Fall said in a statement released in Kenya.Fall said UN agencies and other humanitarian groups were delivering emergency supplies to the affected people, but more will be needed in order to avert suffering caused by unusually heavy rains that have caused the worst floods in 50 years.Flooding in southern and central Somalia has claimed at least 52 lives and affected more than 1.5 million people, most of whom were weakened by a recent drought that affected around 15 million across east Africa.Meanwhile, the London-based Muslim Aid launched an appeal seeking to raise one million dollars to help hundreds of thousands of displaced people in the worst-hit Horn of Africa region, it said in a statement.

Starbucks back as B.C. water advisory continues

Almost a million people in the Vancouver area remain under a boil-water advisory for a fifth day, although coffee giant Starbucks is once again serving residents. The popular chain is using filtered water, heated close to the boiling point to prevent contamination. Meanwhile, 900,000 people in the city of Vancouver, North Shore and Burnaby remain under a boil-water advisory.The advisory was issued on Thursday after powerful rains and a wind storm stirred up reservoirs and overwhelmed the water treatment system.

Officials say the advisory could continue for several days.Advisories are also in place for Port Alberni, Parksville and Chemainus on Vancouver Island. Although there have been no reports of people falling in from drinking water, it's feared the brown, cloudy tap water could lead to gastrointestinal illness.Tests of water samples throughout the affected region so far have been negative for fecal coliform and E. coli, says the Vancouver Coastal Health Authority website.

Sunday's storm was strong enough to once again stir up the dirt and silt clouding the Seymour reservoir, which supplies water to the area.

We're finding that Capilano is going down as expected, and that's good news, Vancouver Coastal Health Authority spokesman Dr. Reka Gustafso told CTV Newsnet on Sunday, but turbidity in Seymour increased over the last 24 hours. The incoming storm wasn't as strong as the one that paralyzed B.C.'s Lower Mainland on Wednesday, knocking out power to 210,000 homes. Only three millimetres of rain fell, far short of the 50 millimetres forecast. But wind gusts of up to 70 kilometres an hour caused scheduled ferry runs to be cancelled on Sunday and brought power line repairs to halt. The boil-water advisory is the largest in Canadian history, and has led to widespread bottled water shortages. A donation of 100,000 litres of bottled water from Canadian Tire was a welcome sight Sunday to low-income families on Vancouver's lower east side. This tractor trailer just showed up and already people are lining up,Salvation Army Capt. John Murray told CTV Newsnet.

Not prepared for emergency

Authorities say that the storm showed British Columbians aren't prepared for emergencies. Although most stores had restocked with shipments of water by Saturday, shelves were quickly emptied on Friday as more than two million residents responded to the advisory. It's a wake up call for everybody to go out and get prepared, Michael Smith, Vancouver Fire Emergency Preparedness officer, told CTV News.The bottom line is that you have to be self-sufficient without emergency services responding, for at least three days, he said. Smith said every household should stock four litres of water per person per day, flashlights and batteries, non-perishable food, duct tape and first aid supplies.The good news is that no bacteria or parasites have been detected in the water, said Dr. Roland Guasparini, the chief medical health officer for the Fraser Health Authority. Authorities were concerned the particulates in the water would make it harder to disinfect the water, increasing the risk of gastro-intestinal illness. In 1863, President Abraham Lincoln designated the last Thursday in November as a day for all Americans to observe a day of Thanksgiving and Praise to our beneficent Father who dwelleth in the Heavens.This was the official beginning of Thanksgiving Day, when Americans join with family and friends to share a meal and give thanks to God for our many blessings.Thanksgiving is rooted in the Judeo-Christian principle that the good we have received as a nation and as individuals is a gift from God. Though this holiday is not celebrated in Israel, its theme is woven throughout Jewish life and holidays. On Purim, giving thanks to God is central to the joyous and fun celebration of the victory by the Jewish people over the evil Haman. On Passover, our hearts are filled with gratitude when we remember how God delivered our ancestors from captivity in Egypt. And during Hanukkah, we remember with a thankful heart God’s gift of a miraculous flask of oil that lasted eight days.

I am also reminded of this spirit of thanksgiving whenever I visit our Fellowship-sponsored programs in Israel and hear heartfelt expressions of gratitude from Israel’s needy people for the help they’re receiving the food, clothing, medical assistance and other critical support supplied by The Fellowship and you, our ministry generous partner. Iraq, Syria agree to restore relations

IRAQ has re-established full diplomatic relations with Syria, agreeing to restore an embassy in Baghdad after more than 20 years without formal avenues of communication.And in a flurry of diplomatic activity in the region as the US reconsiders its role, Iran has invited the presidents of Iraq and Syria to Tehran for a weekend summit with President Mahmoud Ahmadinejad to hash out ways to curb violence that has taken Iraq to the verge of civil war.The Iraq-Syria rapprochement came on the second day of a two-day visit by Syrian Foreign Minister Walid al-Moualem, who met Iraqi Prime Minister Nuri al-Maliki.Iraq's neighbours Iran, Turkey and Syria have tried to position themselves in case of a major change in US policy.The countries are also concerned about the possibility of a political collapse in Iraq.The Iran meeting is designed in part to promote Mr Ahmadinejad's role as a responsible regional player rather than the rogue maverick he is often portrayed as in the West. It will also help boost Syrian leader Bashar al-Assad, who until recently had poor relations with Iraq's President Jalal Talabani.

Syria cut off relations with Saddam Hussein's government in 1982 after siding with Iran in the Iran-Iraq War. Iraqis could not travel to or telephone Syria. The countries re-established trade relations in 1997.Now tens of thousands of Iraqis seeking to escape the violence in their country have fled to Syria, creating their own schools and communities there.

Ninety Iraqis were killed across Iraq on Monday, including 60 who were found dead in and around Baghdad, authorities said.Among the dead was the host of a popular comedy show, Walid Hassan, who poked fun at post-invasion life. He was shot dead by gunmen in Baghdad.Health Ministry director Hakim al-Zameli, a supporter of Shiite cleric Muqtada al-Sadr, escaped assassination when his convoy came under attack.

During their meeting on Monday, Mr Maliki used stern words in urging Mr Moualem to take more serious steps in preventing Sunni militants from crossing into Iraq from Syria, the Prime Minister's office said.The US military command said Syrians made up about 20 per cent of the 670 foreign fighters in custody in Iraq.The US withdrew its ambassador from Damascus in February last year after the assassination in Beirut of former Lebanese prime minister Rafiq Hariri. But as the Bush Administration considers policy alternatives in Iraq, allies such as British Prime Minister Tony Blair are encouraging it to reopen dialogue with Syria and Iran.In some ways it has already started. Mr Moualem met former secretary of state James Baker, who is co-chairman of the bipartisan Iraq Study Group, in New York in September and discussed what role Syria could play in helping to stabilise Iraq, the Syrian ambassador to the United States, Imad Moustafa, said.Although the US and Iran have been at odds over Tehran's nuclear program, Bush Administration officials have signalled they would be willing to discuss Iraq.NEW YORK TIMES, GUARDIAN

Split U.N. watchdog puts off ruling on Iran atom aid By Mark Heinrich

VIENNA (Reuters) - A divided U.N. nuclear watchdog has postponed until Thursday a ruling on Iran's bid for aid for a project the West fears could yield bomb-grade plutonium, but is still likely to block such assistance, diplomats said. They said Western and developing nations had failed to hammer out a compromise deal on Iran's request at a meeting of the International Atomic Energy Agency's technical affairs committee, meeting ahead of an IAEA governing board session.Efforts to reach consensus are stuck. So they have decided to send the Iran item to the full board without the usual recommendation on whether to approve or not, and let the board decide, said a senior IAEA diplomat, who requested anonymity.

The United States and European Union urged delegates at the 35-nation IAEA board committee session on Monday to deny Iran's request for IAEA expertise to ensure the Arak heavy water reactor under construction upholds agency safety standards.The IAEA board and U.N. Security Council have already asked Iran not to pursue the Arak project due to concerns Tehran could derive plutonium from spent uranium fuel used in the production process. Tehran has vowed to launch the Arak plant in 2009.IAEA board approval of technical aid requests by member states developing peaceful nuclear energy is usually routine.But Western members said the Arak case must be rejected due to Iran's record of evading IAEA non-proliferation inspections and defiance of U.N. demands to stop enriching uranium behavior over which Iran now faces the risk of U.N. sanctions.Developing nations, however, argued a rejection of Tehran's request would set a precedent for withholding technical aid from them for peaceful atomic energy programs.The Islamic Republic, insisting its nuclear fuel program is peaceful, says it will produce only radio-isotopes for medical uses at Arak. It would replace a smaller light-water reactor that predates Iran's 1979 Islamic revolution.

CONSENSUS ELUSIVE

The compromise under consideration at the closed-door IAEA meeting would indefinitely defer, but not reject, assistance for Arak while approving seven other aid requests made by Iran.These items have mainly to do with medical and regulatory aspects of civilian atomic energy which most board members are satisfied would not further Iran's ability to enrich uranium or reprocess spent fuel into plutonium.But some doubters remained in the Western camp, such as France, still insisting all eight projects be rejected, while a few Iran allies among developing nations such as Cuba were demanding all eight be approved, diplomats said.

Some nations aren't prepared to compromise. But they need to face political reality there will be no broad consensus for outright rejection or outright approval on Arak, said a diplomat in the Non-Aligned Movement (NAM) which groups most developing nations, including Iran.Tehran says its nuclear agenda is limited to generating electricity. The United States and EU fear Iran is seeking bombs to threaten Israel and Western interests in the Middle East.Iran accused Western states of double standards since they had never made an issue about similar assistance to Israel, which has not joined the nuclear Non-Proliferation Treaty (NPT).

It is shameful that countries who declare to be strong proponents of the NPT do not even dare to touch on the issue of Israel, which has a long, dark record of violating all IAEA and U.N. Security Council resolutions and categorically rejects NPT and agency safeguards, Iran envoy Aliasghar Soltanieh said.Diplomats said deferring a decision on Arak would buy time for guidance from the U.N. Security Council, where world powers are considering sanctions against Iran but are mired in disputes over how far they should go.

PARIS Officials from six nations and the European Union signed a long-awaited, $12.8 billion pact Tuesday to build an experimental nuclear fusion reactor aimed at developing a cheaper, cleaner and safer energy source.

French President Jacques Chirac hosted officials from the EU, the United States, India, China, Japan, South Korea and Russia in launching the ITER project in Paris.EU Commission President Jose Manuel Barroso called it a historic event in the effort to phase out polluting fossil fuels.The reactor will be built in Cadarache in the southern French region of Provence. The project is promoting the future of fusion, which reproduces the sun's power source and produces no greenhouse gas emissions and only low levels of radioactive waste.The International Thermonuclear Experimental Reactor is expected to create about 10,000 jobs and take about eight years to build. If all goes well with the experimental reactor, officials hope to set up a demonstration power plant in Cadarache around 2040.

Chirac expressed pride that France was chosen for the site and pledged to be vigilant in making sure the project fulfills its vision.Environmental activists, who generally oppose nuclear power, have argued that the project would turn the focus away from current efforts to fight global warming.Fusion, which powers the sun and stars, involves colliding atoms at extremely high temperatures and pressure inside a reactor. When the atoms fuse into a plasma they release energy that can be harnessed to generate electricity.

While fossil fuels will run short, the reactor would run on an isotope of hydrogen, a virtually boundless source of fuel that can be extracted from water.

Boost global role and forget constitution, Soros urges EU

EUOBSERVER / BRUSSELS - US billionaire financier and liberal political activist George Soros has said the EU should shelve its planned constitution and instead take concrete steps to effectively promote a global open society. The Hungarian-born US citizen, who became famous as a financial speculator in the 1980s and 1990s, currently heads the Open Society Institute which promotes liberal democracy worldwide and which has been particularly active in the former Soviet bloc. Speaking at the European Policy Centre in Brussels on Monday (20 November), Mr Soros hailed the EU as an inspiring example of what he calls an open society, with none of the member states dominating and with human rights prevailing.

To my mind the EU embodies the principles of an open society, Mr Soros said also referring to the step by step building process of the union since the 1950s, with Europe's founding fathers gradually exploring new forms of co-operation while being aware of their imperfections.

An open society is an imperfect society which holds itself open to improvement, he said. But while praising the EU's record on democracy and liberalism, Mr Soros also called upon the EU to shelve its proposed constitution, which was rejected in France and the Netherlands in referendums last year. The constitution may have been in any case an over-ambitious step, he said, adding that I believe the debate on the constitution should be shelved. But although he added that to try and force [the constitution] through people's throats now would spark fresh popular resistance, Mr Soros also expressed support for key reforms introduced in the charter designed to make the union function more efficiently. He proposed that the constitution be unbundled and presented piecemeal, with priority to be given to simplifying the EU's decision-making process which he said is urgent for the bloc to act more effectively on the world stage.

The world badly needs a more united Europe committed to a global open society, he stated, adding that the constitutional deadlock of the bloc should not be used as pretext for inaction.Meanwhile EU foreign policy chief Javier Solana, who took part in the debate with Mr Soros, appeared to defend the constitution by saying we are at a point where people want to know where the journey is heading. Open societies need to be efficient in every direction he said highlighting the overall efficiency gains provided by the charter.

Russian authoritarianism

The US philanthropist backed up his call for the EU to end its divisions on foreign policy by referring to the US, under president George W. Bush, as being no longer in the position to set the agenda in the world after having brought the world into disarray by its failed war on terror. The EU is used to reacting to Washington and accepting the US-created world order as a given, but from now on it should play a more active role than it did in the past.

A stronger Europe is also necessary in the face of an authoritarian and power-playing Russia, he warned. I have bad news on Russia, he said, explaining that it has emerged as an authoritarian state using natural resources to assert its power by setting up shady joint ventures in energy with foreign firms. Moscow wants to control all institutions of democracy, he said highlighting attempts by the Kremlin to set up government-organised non-governmental organisations.Faced with this, Europe has a problem and there is a reluctance to recognise that, he concluded.

Justice Aharon Barak, who wrote the ruling, explained that the court is not interfering in decisions made by different countries regarding the recognition of homosexual couples. We are ruling that as part of the population registry's statistic-registration status, and in light of the registry clerk's duty to collect statistic material in order to manage the registry, the registry clerk must register in the population registry what is revealed in the public document submitted to him by the petitioners, according to which the petitioners are married.We are not ruling that marriage of people of the same sex is recognized in Israel; we are not recognizing a new status of such marriage; we are not expressing any position regarding the recognition of same-sex marriage conducted outside Israel.Justice Barak relied on a previous court ruling from the 1960s, which followed an incident in which a Jew and a non-Jew married in a civil wedding in Cyrpus, and when they asked to register at the population registry they were not recognized as a married couple.

Justice Yoel Zussman had written in the ruling: It is obvious that the registrations clerk's duty, according to the population registry order, is nothing more than the duty of collecting statistic material in order to manage the resident registry, and he holds no judicial authority.Supreme Court President Dorit Beinish supported Barak's ruling. A year-long judicial tradition created and based the distinction in our system between the population registry, its duty and the boundaries of its authority, and the most difficult issues of determining personal status.The fact that from the petitioners' point of view the registry and the statement included in it is definitely important, does not lessen the significant distinction created in the laws which came out from this court between the registry issue and the personal status issue.This approach of our ruling created a framework which leaves the most complicated legal questions undecided, while the question of social and moral recognition is left to the Knesset as a legislative body.

Justice Rubinstein: Lawmaker must refer to issue

Justice Rubinstein, the only one who opposed the decision, explained his stance: I believe that granting the economic-social rights for homosexual couples, which bears some human and legal decency, is a legal pattern similar to marriage registration. There is a line separating them, and the lawmaker must refer to incidents in which it is crossed.The line is a symbol, the same moral decision, which justifies that the lawmaker in Israel pays attention to it.

And the registration is, at the end of the day, an official seal of the kingdom for the creation of a family cell, which is only recognized in a small minority of the world's countries. Therefore, if my opinion had been heard, we would have not accepted the petitions.The petitioners demanded that the Interior Ministry's population registry register same-sex couples married abroad as married couples after presenting a verified marriage certificate from the country they were married in.The petitions, filed by Attorney Dan Yakir, the legal advisor of the Association for Civil Rights in Israel, and Yonatan Berman, was filed on behalf of two male couples married in Canada, and the State refused to change their personal status in the population registry from single to married.

The petitioners noted that changing the couples' registration will not suffice, but that the court must create a precedent by ruling that the State must register other same-sex couples who presented a marriage certificate as married.In the petition it was claimed that the State of Israel is preventing these couples from getting married in their country surrounded by all their loved ones, family members, friends and acquaintances, and forces them to move far across many continents.

This critical injury of their basic rights is enough, and the registrar must not be allowed to present an obstacle against the registration of their marriage in Israel. The State responded to the appeal by saying that there is no room for registering same-sex marriage conducted in a foreign country.

This stance is based on two levels of considerations: The first, the lack of recognition of a one-sided family cell and the scope of the registrar's judgment. On the second level, the State claimed that laws applying to recognition of marriage conducted in foreign countries are not fitting in a social institution which is not recognized in Israel.Ilan Marciano contributed to the report.

GENEVA (Reuters) - HIV infection is rising in every region of the world and most worryingly in countries like Uganda and Thailand, which had been heralded as success stories in the fight against AIDS, the United Nations said on Tuesday. Nearly 40 million adults and children are infected worldwide.

The most striking increases in new cases are in east Asia and in eastern Europe/central Asia, mainly due to drug use and unsafe sex, UNAIDS and the World Health Organization said.Somebody is infected with the HIV virus every 8 seconds, equivalent to 11,000 infections worldwide every day, while another 8,000 infected people die, the two agencies said in a joint annual report 2006 AIDS Epidemic Update.Evidence shows again that the global epidemic is growing in all areas, Peter Piot, executive director of UNAIDS, told a news conference.Perhaps of even greater concern to me is the fact that in some countries that had known real results in the fight against AIDS Uganda and some western countries we see an increase in infection rates.Some 4.3 million people across the globe became infected with HIV this year, with a heavy concentration among young people, bringing the total number to an estimated 39.5 million.

Sub-Saharan Africa, which recorded 2.8 million new infections, still bears the brunt of the AIDS scourge, with 24.7 million people living with HIV, according to the report.Of the 2.9 million global deaths from AIDS last year which Piot said was the highest number recorded 2.1 million occurred in Africa, the core area of the 25-year-old epidemic.China's drug-fuelled HIV epidemic, which accounts for about half the country's estimated 650,000 infections, has reached alarming proportions, according to the report.With HIV spreading gradually from most-at-risk populations to the general population, the number of HIV infections in women is growing too, it said of China.

PAST SUCCESS STORIES

Uganda is among countries suffering a resurgence of infection rates which were previously stable or declining.New data showed erratic condom use in Uganda and more men having sex with more than one partner, as well as evidence of rising HIV prevalence in some rural areas, according to Karen Stanecki, UNAIDS senior epidemiologist.In Thailand, another one of our past success stories, the number of new infections continues to drop but the epidemic is changing and countries such as Thailand and Uganda need to take into account the fact that epidemics do change over time, Stanecki said.In Thailand, a large percentage of new HIV infections occur in people considered low risk, she added, noting one third of new infections are among married women.In Thailand it's a shift, it is not the same people who are infected today as who were infected 10 years ago. The sex industry, we can say, is safe but the government neglected grossly the problem among injecting drug-users, Piot said.Aid agencies called for a funding boost to provide access to anti-retroviral drug treatment, which only 1.65 million or 24 percent of the 6.8 million people in need are receiving.

As the yearly ritual of the UNAIDS figures comes round again, leaders of the rich world should be reaching for their collective checkbooks, said the London-based group ActionAid. Paul Zeitz, head of the Washington-based Global AIDS Alliance, said that with the epidemic outpacing control efforts, governments had to keep promises to provide essential services. The report cited evidence of diminishing or stable HIV spread in most east African and west African countries, while epidemics still grow in Mozambique, South Africa and Swaziland. In South Africa, where an estimated 5.5 million people have HIV, the epidemic continues unabated, suggesting the disease's prevalence has not yet reached a plateau, the report said. In Asia, an estimated 8.6 million people are living with HIV, an increase of nearly one million, and 630,000 people died from AIDS-related illnesses in the vast region this year. India, where the epidemic appears to be stable or diminishing in some parts while growing modestly in others, has 5.7 million infected people, mainly through heterosexual sex.
