Arab states are reportedly awaiting Prime Minister Benjamin Netanyahu’s formal response to a new offer aimed at restarting the Israeli-Palestinian peace process, days after Egyptian President Abdel-Fattah el-Sissi made a televised call for the two sides to return to negotiations.Channel 10 television’s diplomatic correspondent said Friday that Arab states conveyed a message to Israel indicating their willingness to discuss changes to the 2002 Arab Peace Initiative, as a basis for a new round of negotiations with the Palestinians. Israel previously rejected the Saudi-drafted initiative, which calls for the Jewish state to cede the territories it captured in the 1967 Six Day War, in return for full ties with the Arab world.Former vice prime minister Silvan Shalom, who was at the time responsible for negotiations with the Palestinians, last year rejected outright the Arab League-backed initiative as a blueprint for a possible agreement.Channel 2, meanwhile, said that Netanyahu discussed the possibility of regional progress when he made a condolence phone call to el-Sissi Thursday after the disappearance of an Egyptian airplane. “I’m committed to the regional initiative,” Channel 2 quoted Netanyahu as saying, with the report saying Egypt, Jordan, Saudi Arabia and the Gulf states were pushing the effort.“Herzog wasn’t bluffing,” Channel 2’s diplomatic reporter said in reference to the Arab initiative, alluding to opposition leader Isaac Herzog’s claims this week that he sought to join the Netanyahu coalition because there was a rare opportunity to advance peace efforts. It’s expected to last up to a year.Clerics from the three denominations that oversee the church — Greek Orthodox, Roman Catholic and Armenian — shook hands in a show of unity next to scaffolding erected on Friday. A series of lookout posts have suddenly popped up along the Lebanon side of the border with Israel, apparently constructed by the Lebanese Army.The watchtowers, which have appeared in the past month over the border between Kibbutz Rosh Hanikrah and Moshav Zarit, are a cause for concern for local residents, Ynet reported Sunday.“From these locations it is possible to fire across the border and cause other sorts of trouble,” Erez Adar, head of security at Kibbutz Hanita, told Ynet. “It’s possible that at the moment this is a Lebanese army position, but we understand that in case of conflict they could quickly become Hezbollah positions.”According to Ynet, the towers allow whoever is manning them to keep a close eye on IDF bases, the security fence that runs along the border, civilian roads and the numerous communities along the frontier.There is concern over the fact that the towers were built so quickly, all within weeks, Ynet reported.“A month ago there was nothing here,” said a Zarit resident. “One day they erected the tower and a few weeks later they put up the steps leading to it.”One side of the tower has a view of the moshav and the other side overlooks the road leading to Zarit and other communities, as well as all military installations along the way.Three towers can be seen from the entrance of Kibbutz Adamit, on the north, east and west sides. The towers also offer views of local Israeli neighborhoods and the playgrounds of Kibbutz Hanita.“This tower stands less than six kilometers from the first house in the community,” said Adar.Adar said residents are hoping that the IDF, in the event of another conflict, would neutralize these new positions quickly.Ynet said that according to UN Resolution 1701, which ended the 2006 Second Lebanon War between Israel and Hezbollah, the towers are built in an area classified as a demilitarized zone. In other words, the towers can be used for observation, but weapons cannot be placed there.The IDF said in response that it is “closely following this intelligence issue, and there is no change in the assessment of the situation.”The mayor of Shlomi, Gabi Naaman, urged IDF Chief of Staff Gadi Eizenkot to remove the position overlooking the northern town.“A similar position was established before the Second Lebanon War,” Naaman said. “It was designed for a fatal attack on the children of Shlomi on their way to school, and from there they planned a terrorist attack that killed seven soldiers and civilians,” he wrote.“The IDF and the state should consider this position as an intention to plan an assault on the residents of Shlomi. The government and the IDF previously blew up all of Hezbollah’s positions, which would be a positive move and an action welcomed by all of the residents of the north.”

Two prominent center-left Israeli politicians launched bitter protests against the hawkish trend of the Israeli government on Friday night. Former prime minister Ehud Barak warned of “seeds of fascism” in the Israeli government under Prime Minister Benjamin Netanyahu, and current Zionist Union MK Tzipi Livni said Netanyahu’s decision to appoint Yisrael Beytenu leader Avigdor Liberman as defense minister over Moshe Ya’alon marked a national “crisis of ethics.”“This isn’t merely a political event,” Livni told Channel 2’s nightly news broadcast. “This is a crisis — not only of leadership but of ethics.”Ya’alon quit political life Friday morning, citing his “lack of faith” in the prime minister, a former close ally. He said the chain of events that led to Ya’alon’s ouster began some two months ago, with the rift between the army and the government over Azaria.Ya’alon at the time sided with the army and strongly condemned the soldier’s actions, while Netanyahu at first condemned but later became ambiguous regarding his stance on the incident. More recently, Ya’alon also backed deputy IDF Chief of Staff Yair Golan, who warned earlier this month that he recognized in Israel today echoes of the spirit that could be seen in Germany before the outbreak of World War II.These events, Barak said, held up a mirror to Israel’s government and its society. Arab states are reportedly awaiting Prime Minister Benjamin Netanyahu’s formal response to a new offer aimed at restarting the Israeli-Palestinian peace process, days after Egyptian President Abdel-Fattah el-Sissi made a televised call for the two sides to return to negotiations.Channel 10 television’s diplomatic correspondent said Friday that Arab states conveyed a message to Israel indicating their willingness to discuss changes to the 2002 Arab Peace Initiative, as a basis for a new round of negotiations with the Palestinians. Israel previously rejected the Saudi-drafted initiative, which calls for the Jewish state to cede the territories it captured in the 1967 Six Day War, in return for full ties with the Arab world.Former vice prime minister Silvan Shalom, who was at the time responsible for negotiations with the Palestinians, last year rejected outright the Arab League-backed initiative as a blueprint for a possible agreement.Channel 2, meanwhile, said that Netanyahu discussed the possibility of regional progress when he made a condolence phone call to el-Sissi Thursday after the disappearance of an Egyptian airplane. “I’m committed to the regional initiative,” Channel 2 quoted Netanyahu as saying, with the report saying Egypt, Jordan, Saudi Arabia and the Gulf states were pushing the effort.“Herzog wasn’t bluffing,” Channel 2’s diplomatic reporter said in reference to the Arab initiative, alluding to opposition leader Isaac Herzog’s claims this week that he sought to join the Netanyahu coalition because there was a rare opportunity to advance peace efforts. Herzog was ultimately sidelined by Netanyahu, who instead is bringing hawkish Yisrael Beytenu leader Avigdor Liberman into his coalition, a controversial move that on Friday prompted the current defense minister, Moshe Ya’alon, to announce he was quitting politics for the time being.Sissi on Tuesday proclaimed his belief that there was a “real opportunity” for a settlement between Israel and the Palestinians, in a speech that was reportedly part of an international effort to jump-start the moribund peace process. Those efforts also apparently included a failed effort by an alliance of foreign leaders led by former British prime minister Tony Blair to secure a new peace-oriented unity government between Likud and Herzog’s Zionist Union.Blair was said to have been coordinating his actions with Netanyahu, Herzog, US Secretary of State John Kerry and even Sissi.The former UK prime minister declared his intent to renew peace efforts late last year, saying his experience and network of contacts made during eight years of diplomacy as an international envoy to the Mideast would help him.Blair has been visiting the region every 2-3 weeks in recent months, reportedly holding multiple meetings with Herzog and Netanyahu, in which he updated them on the willingness of the Arab leaders to support a new peace initiative and to improve relations with Israel in tandem.Raoul Wootliff contributed to this report.

It’s expected to last up to a year.Clerics from the three denominations that oversee the church — Greek Orthodox, Roman Catholic and Armenian — shook hands in a show of unity next to scaffolding erected on Friday. Work is set to begin in about a week.The Greek Orthodox Patriarch of Jerusalem, Theophilos III, says the ceremony was a message “that we are delivering what we promised.”

A series of lookout posts have suddenly popped up along the Lebanon side of the border with Israel, apparently constructed by the Lebanese Army.The watchtowers, which have appeared in the past month over the border between Kibbutz Rosh Hanikrah and Moshav Zarit, are a cause for concern for local residents, Ynet reported Sunday.“From these locations it is possible to fire across the border and cause other sorts of trouble,” Erez Adar, head of security at Kibbutz Hanita, told Ynet. “It’s possible that at the moment this is a Lebanese army position, but we understand that in case of conflict they could quickly become Hezbollah positions.”According to Ynet, the towers allow whoever is manning them to keep a close eye on IDF bases, the security fence that runs along the border, civilian roads and the numerous communities along the frontier.There is concern over the fact that the towers were built so quickly, all within weeks, Ynet reported.“A month ago there was nothing here,” said a Zarit resident. “One day they erected the tower and a few weeks later they put up the steps leading to it.”One side of the tower has a view of the moshav and the other side overlooks the road leading to Zarit and other communities, as well as all military installations along the way.Three towers can be seen from the entrance of Kibbutz Adamit, on the north, east and west sides. The towers also offer views of local Israeli neighborhoods and the playgrounds of Kibbutz Hanita.“This tower stands less than six kilometers from the first house in the community,” said Adar.Adar said residents are hoping that the IDF, in the event of another conflict, would neutralize these new positions quickly.Ynet said that according to UN Resolution 1701, which ended the 2006 Second Lebanon War between Israel and Hezbollah, the towers are built in an area classified as a demilitarized zone. In other words, the towers can be used for observation, but weapons cannot be placed there.The IDF said in response that it is “closely following this intelligence issue, and there is no change in the assessment of the situation.”The mayor of Shlomi, Gabi Naaman, urged IDF Chief of Staff Gadi Eizenkot to remove the position overlooking the northern town.“A similar position was established before the Second Lebanon War,” Naaman said. “It was designed for a fatal attack on the children of Shlomi on their way to school, and from there they planned a terrorist attack that killed seven soldiers and civilians,” he wrote.“The IDF and the state should consider this position as an intention to plan an assault on the residents of Shlomi. The government and the IDF previously blew up all of Hezbollah’s positions, which would be a positive move and an action welcomed by all of the residents of the north.”

Two prominent center-left Israeli politicians launched bitter protests against the hawkish trend of the Israeli government on Friday night. Former prime minister Ehud Barak warned of “seeds of fascism” in the Israeli government under Prime Minister Benjamin Netanyahu, and current Zionist Union MK Tzipi Livni said Netanyahu’s decision to appoint Yisrael Beytenu leader Avigdor Liberman as defense minister over Moshe Ya’alon marked a national “crisis of ethics.”“This isn’t merely a political event,” Livni told Channel 2’s nightly news broadcast. “This is a crisis — not only of leadership but of ethics.”Ya’alon quit political life Friday morning, citing his “lack of faith” in the prime minister, a former close ally. He did, he said, intend to make a comeback in the future.Netanyahu, Livni said, “had a choice between two ministers of defense, one who backed the army’s code of ethics and its top echelons and its commanders, and the second who went to demonstrate against them.” She was referring to Liberman’s appearance at the military courthouse where Elor Azaria, a soldier who recently shot dead a wounded Palestinian attacker in Hebron, was on trial for manslaughter. “Netanyahu made his choice,” Livni said mournfully.Meanwhile, former prime minister and defense minister Barak made similar comments to Channel 10 on Friday night, saying Liberman’s appointment marked an “infection of the seeds of fascism” in the Israeli government.“Life-affirming Zionism and seeds of fascism cannot exit together,” Barak said in a video interview from New York. Barak himself served as Netanyahu’s defense minister five years, and, like Ya’alon, previously led the Israeli army as its chief of staff.The veteran politician, who is officially retired from political life, called the circumstances in which Ya’alon was removed from his post a “purge,” employing the term used to describe the elimination of political opponents by Joseph Stalin in the Soviet Union.“The termination of Bogie is the last link in a chain,” Barak said, calling Ya’alon by his nickname. He said the chain of events that led to Ya’alon’s ouster began some two months ago, with the rift between the army and the government over Azaria.Ya’alon at the time sided with the army and strongly condemned the soldier’s actions, while Netanyahu at first condemned but later became ambiguous regarding his stance on the incident. More recently, Ya’alon also backed deputy IDF Chief of Staff Yair Golan, who warned earlier this month that he recognized in Israel today echoes of the spirit that could be seen in Germany before the outbreak of World War II.These events, Barak said, held up a mirror to Israel’s government and its society. Ya’alon, he said, stood against the “hostile takeover of Israel’s leadership by [those] who are strangers to the spirit of the State of Israel and to the spirit of the IDF.”Barak vehemently condemned Liberman’s nomination as defense minister, which he called “a wrong and disgraceful appointment.”“Taking the best person and removing him and putting a person with no experience in his stead is wrong and disgraceful,” he said.Liberman’s appointment “is an expression of a very troubling state of mind among the decision-makers, and I pray we won’t need to pay too heavy a price,” Barak warned.Regardless of Liberman’s lack of experience, the former leader said, every MK needs to read the attorney general’s decision not to indict him in a previous corruption case.Barak said he had read “all 52 pages” of the decision, adding that “if Netanyahu has not read it, it casts doubt on his sense of responsibility, and if he has, [it casts doubt] on his sense of judgment.”A government with Liberman and without Ya‘alon “must fall, before it topples us all,” he said.In a brief response issued after the interview with Barak was aired, Liberman said that Barak had no right to judge, as he “left in his path a heritage of failed operations and unsuccessful military campaigns.”

A British historian rejected a prestigious Israeli prize due to be awarded this week, saying her decision came after “many discussions” on the Israeli-Palestinian conflict.Haaretz reported Sunday that Prof. Catherine Hall of University College London declined the Dan David Prize, along with its $1 million award, ahead of the Tel Aviv ceremony.The British Committee for Universities of Palestine (BRICUP) posted on Facebook a comment by Hall in which she said that, “This was an independent political choice, undertaken after many discussions with those who are deeply involved with the politics of Israel-Palestine, but with differing views as to how best to act.”Hall was due to receive the prize for her “impact on social history, as a pioneer in gender history, race and slavery. While active in the women’s liberation movement, her work focused on women’s history in the 1970s,” Haaretz said.BRICUP, which supports a boycott of Israel, described Hall’s move as “a significant endorsement of the campaign to end ties with Israeli institutions,” adding that her renouncing of the $1 million prize was Hall “placing principle above financial gain.”The pro-Palestinian group said that Hall’s stance was reinforced by a decision from Hebrew University professor David Shulman, who last week chose to donate the NIS 75,000 ($20,000) he won for the Israel Prize to Ta’ayush, an Israeli NGO that works with Palestinians in the West Bank. He was awarded the prize for his work on Indian languages and culture.Late entrepreneur and philanthropist Dan David created the eponymous prize in 2002 to recognize and encourage “innovative and interdisciplinary research that cuts across traditional boundaries and paradigms,” according to the foundation website.The prize is a joint international enterprise, endowed by the foundation and headquartered at Tel Aviv University.Every year, winners of the prize are determined for each of the three time dimensions — past, present and future — with $1 million awarded to each.

Authorities in the Hamas-run Gaza Strip are planning to carry out a series of public executions, the attorney general for the Palestinian enclave said on Sunday.The terror group has carried out previous executions in Gaza, although rarely in public and mainly of people accused of collaborating with Israel. Sunday’s announcement involved those convicted of criminal offenses.“Capital punishments will be implemented soon in Gaza,” attorney general Ismail Jaber told journalists. “I ask that they take place before a large crowd.”Thirteen men, most convicted of murder connected to robberies, are currently awaiting execution, Hamas official Khalil al-Haya said on Friday at the mainly weekly Muslim prayers.“The victims’ families have the right to demand that the punishments be implemented,” he said.The families obtained rare permission on Sunday to stage a demonstration outside parliament, with dozens demanding that the executions be carried out.The last public executions in Gaza were in 2014 during the last war with Israel, when a firing squad from Hamas’s military wing shot dead six men before Gaza City’s main mosque following prayers.According to the Palestinian Center for Human Rights (PCHR), nine death sentences were handed down in the Gaza Strip in 2015 and two in the West Bank, run by the Palestinian Authority.So far this year, around 10 more have been handed down in Gaza.Palestinian law allows the death penalty for collaborators, murderers and drug traffickers.Of the more than 170 Palestinians sentenced to death since the creation of the Palestinian Authority in 1994, around 30 have been executed, mostly in Gaza, according to the PCHR.All execution orders must in theory be approved by PA President Mahmoud Abbas before they can be carried out, but Hamas no longer recognizes his legitimacy.
