MANILA (Reuters) - A powerful, slow-moving typhoon ripped through the central Philippines on Sunday, bringing howling winds that flattened houses and toppled trees and power lines in areas still scarred from a deadly super-storm just over a year ago.In the coastal villages of Dolores, on Samar island, where Typhoon Hagupit first made landfall on Saturday night, Mayor Emiliana Villacarillo said around 80 percent of homes were destroyed."Only the big houses were left standing," said Villacarillo, adding floods also washed away rice crops in what is a key growing region.Officials confirmed at least three people had died due to the typhoon, including a resident of Dolores town who was killed by a falling coconut tree."The devastation in homes is huge because of the strong winds," Interior Secretary Manuel Roxas told local radio DzBB from Samar. With the United States sitting on the sidelines, Arab and European countries alarmed at a steady uptick in tensions between Israelis and Palestinians are pushing ahead with efforts to get the two sides talking again and moving toward resolution of their long conflict.Optimism that a new international peace initiative can somehow do better than the Obama administration’s failed foray into peace-process diplomacy earlier this year is close to zero. The US is preoccupied with the battle against the Islamic State and with talks aimed at securing a comprehensive deal with Iran on its nuclear program, while Israel will be distracted by the campaign leading up to elections now set for March. But at the same time a number of key powers, primarily in the Middle East and Europe, are increasingly concerned that doing nothing as tensions rise is a recipe for disaster.Efforts under way in the United Nations Security Council to push Israelis and Palestinians back to the negotiating table arise not just from growing frustrations over deteriorating conditions in the absence of diplomacy. They also reflect a sense that the two sides are less prone to take aggravating unilateral steps when they are in talks than when they retreat to their opposite corners, as is now the case.The rekindled efforts out of the region in particular also debunk the notion that had been gaining traction in some Washington circles that the unresolved Palestinian issue is no longer the driving force among Arabs that it once was.The Arab League last week endorsed a Palestinian-drafted resolution that would recognize Palestine as a UN state and call for Israeli occupation of Palestinian territory in the West Bank and East Jerusalem to end by November 2016. "Many people voluntarily returned to evacuation centers tonight, even more than those who fled to centers last night, because they do not have homes anymore."But Hagupit did not appear to have wreaked destruction on the same scale as last year's super typhoon Haiyan, in part because of a massive operation to evacuate residents from coastal and landslide-prone areas days before the storm hit.More than 1.2 million people had crowded into over 1,500 schools, civic centers, town halls, gyms and churches used as evacuation centers across the central Philippines, said Gwendolyn Pang, secretary general of the Philippine Red Cross.Roxas said rescue teams cleared the highway to Dolores town of about 25 to 30 huge fallen trees. Some residents lined streets asking for food, water and other supplies.Hagupit, which days earlier had reached category 5 "super typhoon" strength as it churned across the Pacific Ocean, weakened on Sunday to category 2 as it made a second landfall at Cataingan town in the south of Masbate island.There were no initial reports of the kinds of storm surges that were so destructive during Typhoon Haiyan, which killed more than 7,000 people across the central Philippines."Structural damage was caused mostly by wind, not by storm surge," said presidential spokeswoman Abigail Valte.
POWER CUT
Power was cut across most of Samar and nearby Leyte province, including Tacloban City, which accounted for about half the death toll from Typhoon Haiyan in November last year. Power and communications were also down in Masbate, parts of Cebu island and some southern provinces of the main island Luzon.Philippine Long Distance Telephone Co's mobile arm, Smart Communications, said about 5 percent of its service area was cut by strong winds.General Gregorio Catapang, head of the military, said nearly 2,000 soldiers were clearing the roads and two airports on Samar to bring in food trucks and aircraft.The typhoon was crawling west northwest at 10 kph (6 mph), with sustained winds of 140 kph (86 mph) and gusts of up to 170 kph (105 mph), the Philippine weather bureau PAGASA said.The weather bureau said Hagupit - which means "lash" in Filipino - was following its predicted path through the archipelago's central belt, slightly north of areas devastated by Haiyan last year.It was hovering 50 km (31 miles) northwest of Masbate City in the center of the island, and was expected to make a third landfall on the small island of Sibuyan early on Monday before passing around 120 km south of the capital Manila, PAGASA said.
TACLOBAN SPARED
Alfred Romnualdez, mayor of Tacloban, said although more than 48,000 residents had fled to shelters, damage to the city appeared to have been minor."Thank God, the typhoon spared us and we have no reported casualties," Romualdez told Reuters. MANILA (Reuters) - More than half a million people in the Philippines have fled from a powerful typhoon in one of the world's biggest peacetime evacuations, as the storm threatens to wreak more destruction on areas still bearing the scars of a super typhoon 13 months ago.Residents of Samar island said they were experiencing strong winds, heavy rain and blackouts on Saturday as Typhoon Hagupit churned towards eastern provinces of the archipelago.The storm had weakened to category 3, two notches below "super typhoon", but could still unleash huge destruction with torrential rain and potentially disastrous storm surges of up to 4.5 metres (15 ft)."Ruby's lashing will be severe," Interior Secretary Manuel Roxas told government radio, referring to the local name for Typhoon Hagupit. "Let's be alert. Let's evacuate to prevent any harm to your families."With winds of up to 175 kph (110 mph) near the centre and gusts of up to 220 kph (137 mph), the storm was moving slowly at 13 kph (8 mph), the weather bureau PAGASA said, and was expected to hit Eastern Samar province between 8 p.m. and 10 p.m. (1200-1400 GMT)."The wind feels like there's a huge electric fan blowing air from the Pacific," said Roxas, speaking from Eastern Samar. Philippine Airlines and Cebu Pacific cancelled about 100 flights to central and southern Philippines on Saturday.More than 616,000 residents of low-lying villages and landslide-prone areas have fled to schools, civic centres, town halls, gyms and churches, the national disaster agency said.At least 50 municipalities in the central Philippines and the southern part of the country's main Luzon island were at risk of storm surges, with the eye of the storm set to cross five provinces, the Science and Technology department said.The typhoon was unlikely to hit the capital Manila, home to around 12 million people, the agency said.The United Nations Office for Disaster Risk Reduction in Geneva said 200,000 people had been evacuated in the central island province of Cebu alone."Typhoon Hagupit is triggering one of the largest evacuations we have ever seen in peacetime," said spokesman Denis McClean.Relief agency Refugees International said in a statement it was "deeply concerned" that evacuation centres may not be safe."A damage assessment of designated evacuation centres in typhoon-affected areas indicated that in some places – such as Eastern Samar, where Hagupit is headed – less than 10 percent of evacuation centres were likely to withstand future typhoons," the group said.
LESSONS LEARNED
The eastern islands of Samar and Leyte, worst-hit by 250 kph (155 mph) winds and storm surges brought by Typhoon Haiyan in November last year, are in the firing line again."There has been a tremendous amount of learning from last year," said Greg Matthews, emergency response advisor at the International Rescue Committee. "There have been reports from our field officers and partners that people are evacuating themselves. They are aware of the situation."Haiyan, one of the strongest typhoons ever to make landfall, left more than 7,000 dead or missing and more than 4 million homeless or with damaged houses. About 25,000 people in Eastern Samar and Leyte still live in tents, shelters and bunkhouses."I am afraid and scared," said Teresita Aban, a 58-year-old housewife from Sta. With the United States sitting on the sidelines, Arab and European countries alarmed at a steady uptick in tensions between Israelis and Palestinians are pushing ahead with efforts to get the two sides talking again and moving toward resolution of their long conflict.Optimism that a new international peace initiative can somehow do better than the Obama administration’s failed foray into peace-process diplomacy earlier this year is close to zero. The US is preoccupied with the battle against the Islamic State and with talks aimed at securing a comprehensive deal with Iran on its nuclear program, while Israel will be distracted by the campaign leading up to elections now set for March. But at the same time a number of key powers, primarily in the Middle East and Europe, are increasingly concerned that doing nothing as tensions rise is a recipe for disaster.Efforts under way in the United Nations Security Council to push Israelis and Palestinians back to the negotiating table arise not just from growing frustrations over deteriorating conditions in the absence of diplomacy. They also reflect a sense that the two sides are less prone to take aggravating unilateral steps when they are in talks than when they retreat to their opposite corners, as is now the case.The rekindled efforts out of the region in particular also debunk the notion that had been gaining traction in some Washington circles that the unresolved Palestinian issue is no longer the driving force among Arabs that it once was.The Arab League last week endorsed a Palestinian-drafted resolution that would recognize Palestine as a UN state and call for Israeli occupation of Palestinian territory in the West Bank and East Jerusalem to end by November 2016. Jordan, which currently sits on the Security Council as a nonpermanent member, has begun circulating the resolution at the UN in New York. Jordanian diplomats have said they would like to see a resolution voted on by the end of the year.Three European powers – Britain and France, which are permanent members of the Council, and Germany – have drafted a separate and less confrontational resolution that would set a deadline of two years for negotiations culminating in a Palestinian state.
One key question is where the US would come down on the resolutions.
The Obama administration would almost certainly veto the Arab-backed version if it came to a vote – the US effectively killed the last bid by Palestinians to achieve statehood through the Security Council in 2011 – but the wording of the less-definitive European version would probably determine the US position, some diplomatic experts say.Jordan’s King Abdullah sat down with President Obama at the White House Friday for a conversation that focused on the fight against the Islamic State (IS) and the challenges that the Syrian civil war presents to Jordan and other Syrian neighbors.The two leaders gave no indication that the Israeli-Palestinian peace process was a focus of their discussion when they delivered brief statements to the press.“We are going to continue to share ideas” to move dialogue forward, Mr. Obama said. But he added that after the Gaza violence this summer and recent tensions in Jerusalem, “the environment has not been conducive for the sort of peace initiatives that we’d like to see.”During his US visit, Abdullah repeated his position that the Israeli-Palestinian conflict remains a “core issue” in the region that is exploited by “extremists” to gain favor with public opinion.In an interview with CBS News, he said the fight with IS is part of a “war inside of Islam” that must be led and “owned” by Muslims. To get back to talks, the US adds, both sides must avoid unilateral actions that raise tensions and make direct talks more difficult – whether it's Palestinian recourse to international bodies like the Security Council or Israeli expansion of housing developments on Palestinian lands.“Our position on this hasn’t changed,” State Department spokeswoman Marie Harf said Thursday when asked about the US response to diplomatic efforts in the Security Council. “In order to get two states living side by side in peace and security, we believe the way to do that is through direct negotiations between the two parties themselves where they get to a final agreement on all the issues.”The Obama administration has come under some criticism from pro-Palestinian forces who say the US has acted to stop Palestinian authorities’ unilateral actions, while going no further than verbal rebukes of Israel when it has taken “unhelpful” unilateral steps.But there are some indications that the White House, growing increasingly frustrated with Israeli actions – in particular concerning accelerated settlement expansion – could move toward more concrete actions to underscore displeasure with Israel.White House officials refuse to confirm that discussions are taking place on a tougher US response to settlement activity, but some Israeli officials, speaking with the Israeli press, have said that US officials have told them that such talks have been under way since Israeli Prime Minister Benjamin Netanyahu’s White House visit in early October.That visit was accompanied by a rush of settlement activity, including announcement of construction of more than 2,500 housing units in East Jerusalem.What remains unclear is what form any US action might take. Some UN diplomatic experts have speculated that the administration might decline to use the US veto in the Security Council if a resolution condemning Israel for the settlement activity were to come up.Or, others wonder, might the US decide to go along with a European resolution that ups the pressure on Israel to get back to talks?A tougher stance against Israel is not sitting well with some members of Congress.“Not only is the Administration rejecting new sanctions to end Iran’s nuclear threat, it's now reportedly developing sanctions against our closest ally, Israel," Sen. Mark Kirk (R) of Illinois said in a statement. "This move only worsens perceptions that the Administration treats our friends like enemies and our enemies like friends.”
