BRUSSELS - The Green faction in the European Parliament has written to incoming European Commission president Jean-Claude Juncker to raise concerns about the Spanish nominee for his team.The letter notes there are "mounting concerns and criticism" about Miguel Arias Canete, who is slated to take on the energy and climate action portfolio.It says that while Canete's "direct links" to the oil industry were severed when he sold his shares in two companies (Petrolifera Ducar and Petrologis Canaris) earlier this month, it is "still insufficient evidence for him to be able to claim to 'avoid the slightest notion of potential conflict of interest'.""His wife, son and brother in law all remain as either shareholders or board members of these companies," it continues.The letter also draws attention to the fact that Spanish media and NGOs have raised "serious suspicions that these personal and family interests have been partly hidden, through tax-evasion mechanisms".The Green group, which is the second smallest of the seven factions in the parliament, with 50 MEPs, asks Juncker whether he was aware of the Spaniard's potential conflict of interest and how he will ensure Canete's independence is "actually beyond doubt".The letter comes just ahead of the European Parliament's hearings of all commissioners, beginning next week.MEPs do not have the power to veto individual commissioner candidates but won the de facto right back in 2004 when they forced a change of the Italian and Latvian nominees.Canete's name has popped up several times as someone who may face problems due to his shares in the oil energy. He tried to pre-empt any trouble by selling them on 18 September.But the Greens and other pro-environment MEPs were set to give anyone in the post a tough grilling, as the portfolio merges energy and climate action, which critics say already represents a downgrading of environment in the Juncker commission.Canete is due to be heard on Wednesday (1 October) by the industry and environment committees - two power committees which often have strongly differing views on proposed EU legislation.The hearings as a whole kick off on Monday with the incoming trade commissioner, Cecilia Malmstrom, one of the first in the hot seat.MEPs are expected to pay particular attention to the seven vice-presidents, who will have extra oversight powers, to work out exactly how they will wield them.Frans Timmermans, the Dutch commissioner, who is to be the 'first' vice-president will have a special hearing with all political group leaders as his job - to curb red-tape and maintain inter-institutional relations - will cut across all departments.

BRUSSELS - World leaders on Tuesday (23 September) pledged to step up efforts to fight climate change in the run-up to a global climate agreement in Paris at end of next year.Speaking at the UN Climate summit in New York, EU commission chief Jose Manuel Barroso told the assembly of some 120 leaders that the EU is on track to meeting its 2020 target on cutting emissions and increasing renewable energy.The commission’s proposal includes a reduction target of 40 percent of domestic emissions by 2030, compared to 1990 levels, plus a renewables target of at least 27 percent and energy savings of 30 percent.“We are in the process of de-carbonising Europe's economy,” he said.Barroso noted that the EU aims to spend 20 percent of its overall 2014-2020 EU budget on climate action.He also announced plans to set aside more than €3 billion in grants to support sustainable energy in developing countries over the next seven years.Organised by the UN Secretary-General Ban Ki-moon, the summit aims to mobilise political will ahead of a legally binding international climate contract in Paris. It is the largest gathering of leaders on climate change since the failed 2009 summit in Copenhagen.But critics says the pledges announced, despite the impassioned speeches from global leaders like US President Barack Obama, fall short of what is needed to limit the global rise in temperature to 2 degrees Celsius.“The EU brings nothing new to the negotiating table yet still pretends to be a climate champion,” said Jean-Cyril Dagorn, a climate change expert at Oxfam.He says the EU relies too heavily on fossil fuels, a major contributor to green house gas emissions.Another issue is that developing countries are hoping to tap into a so-called Green Climate Fund, set up in 2010, to help them counter climate change.NGOs say the fund needs at least €11 billion in the first three years of operation. To date, it has €1.8 billion.Prior to the summit, Germany and Sweden agreed to place money into the fund. At the summit, governments and businesses from Denmark, France, South Korea, Norway and Switzerland pledged a total of around €1 billion for the fund.The world's two largest carbon emitters, China and the US, also made some announcements.China’s Vice-Premier Zhang Gaoli said the country would make greater efforts to address climate change by either capping emissions or have them peak “as soon as possible”.Last year, China invested more in renewables at €43bn than Europe at €37bn, according to the Financial Times.Gaoli also pledged €6 million to help developing countries fight climate change.US president Barack Obama, for his part, said the US would help to ensure a global contract is reached in Paris in October.

And Francis is putting his money where his mouth is. On the return flight from the Holy Land to Rome last 26 May, he compared child abuse by priests to a “black mass”, a sacrilegious act. The scandalous arrest of the former Apostolic Nuncio to the Dominical Republic, Józef Wesolowski, - who had already been condemned by the tribunal of the Congregation for the Doctrine of the Faith and reduced to the lay state – is proof that Francis is turning his words into action. He has vowed that there will be no privileged treatment for the clerical “caste” and has now deprived a former archbishop of his freedom, where before the latter had enjoyed the protection of diplomatic immunity. Two years ago, another shocking arrest led to the imprisonment of Benedict XVI’s butler, Paolo Gabriele, the poison pen letter writer at the centre of the Vatileaks scandal: the former Pope’s personal assistant who lives in very close quarters with the Pope would photocopy Benedict XVI’s correspondence. He was a layman. This time, however, it is a prelate, a high-ranking prelate in fact, who is in fault and his arrest marks a historical turning point: the Holy See’s institutions must accept responsibility and act with “the just and necessary rigour”, without granting special treatment to those who hold a Vatican passport and wear a red tunic. If he hadn’t left the country, Wesolowski would have been arrested in Santo Domingo. Bearing in mind how serious the charges and evidence against him are, the former Nuncio who used to lure children onto beaches could not continue to walk freely in the streets of Rome.Pope Francis was apparently shocked when in recent months he read the dossier on the Wesolowski case. "A priest that does this betrays the body of the Lord, because these priests need to lead this boy, this girl, this young man, this young woman, to holiness. And this boy, this girl, they trust him. And this priest, instead of leading them to holiness, abuses them. This is very serious.”Francis was profoundly affected by the stories told to him by six individuals from Germany, Ireland and Britain, who had fallen victim to paedophile priests. The Pope dedicated an entire morning to these victims last 7 July, meeting each of them face to face.  One woman, who had been raped as a child said: “Yes, you reduce these priests to the lay state, you de-priest them. But who controls them once they’ve removed the tunic and left the Church?” These words must have been imprinted in Francis’ mind. After his canonical trial and dismissal from the clerical state, the former Polish archbishop was supposed to undergo a separate criminal trial in his “home” State, the Vatican City State, these words being imprinted in gold on the red front cover of his passport. Francis did not want this man to receive any special treatment.Pope Francis has fought against the phenomenon of clerical paedophilia and especially against the many cover-up operations that have taken place over the past decades, continuing the work which Benedict XVI carried out with great courage and determination. In 2010, in the midst of the storm that had brewed up over the revelations made in various countries, Francis said that “the greatest persecution of the Church does not come from external enemies, but is born of sin within the Church.”Yesterday’s arrest is in tune with Francis’ broader reform plans in other sectors too, for example the Vatican’s finances and particularly the IOR. It comes not long after the Vatican found itself on many front pages for reasons that were far from holy. This is not justicialism on Francis’ part. He is trying very hard, with much determination without conceding any special treatment to “spoilt children”, to break old “habits and ways of acting typical of a court: intrigue, gossip, cliques, favouritism and partiality,” – as he himself said – and corruption in general. In other words, everything that led to his successor’s resignation.

Vatican City-The Vatican has announced that the Holy See’s former nuncio to the Dominican Republic, Archbishop Josef Wesolowski, has been placed under house arrest inside the Vatican City State for the abuse of the minors in the Latin American state.The decision, which appears not to have a precedent in modern Vatican history, was taken by the Vatican Criminal Court that is investigating the case. The news was broken by the Director of the Holy See’s Press Office, Father Federico Lombardi, in a statement sent to the media late on the evening of September 23.The press communique said the Promoter for Justice of the Vatican City State’s criminal court of first instance had, today, “summoned the former nuncio, Monsignor Wesolowski, as a result of the penal investigation in his regard.” It said “he was notified of the charges in the penal case against him for the serious facts of the abuse of minors that happened in the Dominican Republic.”The statement recalled that the former nuncio had already been condemned in the (court of) first instance by the Congregation for the Doctrine of the Faith “to reduction to the lay state, after an administrative penal canon-law trial had been conducted against him.”This referred to the fact that on June 27 the former Archbishop Wesolowski was condemned, in a trial conducted under the Code of Canon Law, for the crimes of abuse of minors during his period as the Holy See’s nuncio in the Dominican Republic between 2008 and August 2013.Last June a tribunal of the Congregation for the Doctrine of the Faith found him guilty and sentenced him to reduction to the lay state. He was given two months to appeal that sentence and on August 25 the Vatican announced that he had done so, adding that his appeal “will be judged without delay over the course of the coming weeks, most likely in October 2014.” It added that at the conclusion of the canonical process, Wesolowski would face a criminal trial under the Vatican’s penal code.This new Vatican statement tonight refers to this criminal process that is being conducted under the Vatican City State’s Criminal Code. It makes clear that it has already begun, and is in its preliminary stage.Father Lombardi announced that “the gravity of the charges” against the former nuncio had led the [criminal court’s] Investigator’s office “to impose provisions of restrictions” on the former nuncio. But, it said, “in the light of the health condition of the accused—proven by medical documentation, it was decided to put him under house arrest, with the limitations linked to this, in a building within the Vatican City State.“This declaration would seem to suggest that Wesolowski, a Polish citizen who has been deprived of diplomatic immunity by the Vatican in the summer after he was condemned, would in fact have been put in prison if he did not have health problems.This evening’s statement said “this initiative was taken by the judicial authorities of the [Vatican City] State as a result of the expressed will of the Pope that such a grave and delicate case be dealt with without delay, with the just and necessary rigor, and with the taking of full responsibility by the institutions that are responsible to the Holy See.”Pope Francis has stated clearly that he would adopt a zero tolerance approach in cases of the abuse of minors by priests, and that nobody, at whatever level in the church, would be above the law. The announcement tonight is a clear instance of the Pope’s determination to deal with justice and rigor in this most serious matter.
