Stephen Harper confident of success as final EU trade deal released-CBC – sept 26,14-yahoonews

The final text of Canada's new trade deal with the European Union has been released."Now we will be playing in the big leagues," Prime Minister Stephen Harper said, adding that Canada will have one of the greatest trading networks in the world when the EU deal is added to Canada's existing free trade agreements.Harper hosted Herman Van Rompuy, the president of the European Council, and Jose Manuel Barroso, the president of the European Commission, for wide-ranging talks on Parliament Hill Friday. He thanked both men for their "unshakable friendship."The summit discussions Friday also included shared concerns like the conflicts in Ukraine, Syria and Iraq. But the main event was a photo opportunity to mark the successful conclusion of negotiations.Von Rompuy said that the new trade deal and a strategic partnership agreement that accompanies it add "new levels of depth of understanding" to the Canada-EU relationship, and are the "embodiment of a much larger bond."Barroso pointed out that Canada is the first G7 country to sign a trade deal with the European Union. He called it "the most advanced agreement in the world today when it comes to market integration.""It has not always been easy. Let me tell you that Canadian negotiators are strong and determined," Barroso said, adding that the final deal was worth waiting for.

Ratification not guaranteed

The final text of the agreement was posted on the Canadian government's website on Friday morning.
Talks concluded in August, but the final agreement was not made public because officials said it needed to be translated and checked by lawyers.Barroso's presidency ends within days. This trade agreement is the EU's second under his leadership. (The first, with South Korea in 2011, is still being ratified in parliaments across Europe.) A "joint declaration" was signed by the three leaders on Friday to confirm the final text. A release from the European Union confirmed that the agreement will now be sent to the European Council for authorization for signature to confer its approval.The next step, the release says, will be the consent vote in the European Parliament, and "if necessary the approval of the parliaments of the member states."The European Commission under Barroso's leadership has said that such member state votes were not necessary. But the incoming president, Jean-Claude Juncker, has a different view.

Barroso, Harper confident

Opponents say there is significant opposition in Germany as well as France, Italy, Austria, Belgium and Luxembourg.Barroso commented on reports that Germany would not sign by saying that "Germany would benefit the most" from the deal."It's quite obvious," he said, while adding that he respects that not everyone likes it."We are used to having different opinions," he said, adding that he had "no doubt" that it would be endorsed by all member states.Harper said he expected that some people would want some "small things" changed or would "want more money," but that the agreement has the support of all the member countries of Europe and all the provinces in Canada.A tight vote is expected at the European Parliament.In Canada, the agreement will be voted on in the House of Commons and Quebec's National Assembly, with other provincial cabinets also signing off. It's expected to pass with broad support.After a working lunch in Ottawa, the leaders will head to Toronto to promote the trade deal at an event with business leaders from Canadian and European companies.

All flights in and out of Chicago's two airports were halted for hours on Friday because of a fire at a suburban Chicago air traffic control facility intentionally set by a contract employee, police said. The ground stop sent delays and cancellations rippling throughout the air travel network, as more than 850 flights have already been cancelled in Chicago and more are expected.United and Air Canada flights from Chicago to Toronto were cancelled Friday morning, as well as from Chicago to Vancouver, while WestJet flights were listed as delayed. At Noon ET, the Federal Aviation Administration (FAA) said flights had begun leaving and arriving at O'Hare International Airport and Midway International Airport in Chicago, but at a reduced rate. Authorities said the blaze was intentionally set by a contract employee of the Federal Aviation Administration and had no ties to terrorism.The early morning fire forced the evacuation of the control centre in Aurora, Ill., about 64 kilometres west of downtown Chicago. Emergency crews found the man suspected of setting the fire in the basement, where the blaze began, with a self-inflicted wound. He was taken to a hospital.Aurora Police Chief Gregory Thomas said the fire was not a terrorist act. The FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives, and local police and fire departments were investigating.When the centre was evacuated, management of the region's airspace was transferred to other facilities, according to FAA spokeswoman Elizabeth Cory.Aurora spokesman Dan Ferrelli gave no details on the suspect's injury, but said in an emailed statement that it was not from a gunshot.

Gaping hole in nation's air traffic

Another employee of the facility was treated at the scene for smoke inhalation. The flames were extinguished by 7 a.m., according to Ferrelli's email.Online radar images showed a gaping hole in the nation's air traffic map over the upper Midwest.At O'Hare's Terminal 3, long lines formed at ticket counters as airlines continued to check in passengers.Waiting by an American Airlines counter, Jon Sciarrini said his homebound flight to Dallas had been delayed, and he didn't know whether he should wait or try to arrange another flight."It's pretty frustrating — a little like being in purgatory," the IT specialist said.It was the second time since May that a problem at one of the Chicago area's major control facilities prompted a ground stop at O'Hare and Midway international airports.In May, an electrical problem forced the evacuation of a regional radar facility in suburban Elgin. A bathroom exhaust fan overheated and melted insulation on some wires, sending smoke through the facility's ventilation system and into the control room.That site was evacuated for three hours, and more than 1,100 flights were cancelled.The Aurora facility, known as an enroute center, handles aircraft flying at high altitudes, including those approaching or leaving Chicago airports. Air traffic closer to the airports is handled by a different facility and by the control towers located at the airfields.A computer glitch at a similar facility on the West Coast in April forced a 45-minute shutdown at Los Angeles International Airport.

The severity – as per the code of law – shown towards the former Polish archbishop sent out a strong message: that the days where impunity and cover-ups were the norm, have now come to an end. Wesolowski’s arrest is the final step on a path courageously begun by Benedict XVI, who sacked hundreds of priests and quite a number of bishops during his pontificate.“Francis is a leader and is able to take difficult decisions,” Fr. Antonio Spadaro, editor-in-chief of Jesuit periodical La Civiltà Cattolica told Italian daily La Stampa. “But,” he added, “Pope Francis knows when it is important to do justice and act according to the law in cases such as that of Santo Domingo’s former nuncio.”Straight after his election, having taken on board all that was said during the general congregations held prior to the conclave, Francis immediately set to reforming the Curia. They use their alliances with certain media circles to try to discredit anything the Pope says or does, throwing the stone and then hiding their hands in their tunic pockets so to speak. This opposition does not accept Francis’ election and seeks to squeeze him into the comfortable framework of polarization between liberals and conservatives, an ideology-oriented framework which has helped many build prestigious ecclesiastical careers and is wrong. There have been numerous attempts to impose this way of thinking. The recent nomination of the new Archbishop of Chicago, Blasé Joseph Cupich, an outsider, is a case in point. Cupich is a pastor who cares a lot about social issues, he is a man of dialogue who does not focus only on speaking out against same-sex marriages and has the capacity to speak without barking.“Francis does not have a rigid and abstract plan to implement in the Church,” Fr. Spadaro said. “The upcoming Synod illustrates this: he wants people to walk together and freely exchange different experiences and sensitivities in the appropriate place, which is the Synodal Assembly. It is wrong to interpret Francis’ words and decisions according to the old framework of division between liberals and conservatives. If there is one message he does not tire of stressing, it is that which he pronounced in his homily at St. Martha’s House the other day: all you need to do is listen to the Word of God and put it into practice. Of course doing this for real can be destabilizing…” Francis’ is not presenting us with a pre-engineered plan. His outlook is based on intimacy with the mystery of the Church, with the Gospel and with the most authentic tradition. In this outlook, there is certainly no room for bureaucrat bishops who are out of touch with the people, attached to their privileged lifestyles, obsessed with certain specific issues and incapable of being close to men and women just as they are and not as they would like them to be.

MOORE, Okla. - Police said Friday a man recently fired from a food processing plant in an Oklahoma City suburb beheaded a woman with a knife and was attacking another worker when he was shot and wounded by the owner of the company.The 30-year-old man, who has not been charged, stabbed Colleen Hufford, 54, severing her head in Thursday's attack at Vaughan Foods, Moore Police Sgt. Jeremy Lewis said.Lewis said the man then stabbed Traci Johnson, 43, a number of times before being shot by Mark Vaughan, a reserve sheriff's deputy and the company's chief operating officer."This was not going to stop if he didn't stop it. It could have gotten a lot worse," Lewis said.Lewis said the suspect had been fired in a building that houses the company's human resources office, then immediately drove to the entrance of the business.The man attacked Hufford with a knife, severing her head and killing her, then stabbed Johnson until being shot by Vaughan.Lewis said he didn't know why the man was fired.A Vaughan spokeswoman said the company was "shocked and deeply saddened" by the attack.Johnson and the suspect are in stable condition Friday at hospitals, Lewis said.Moore police have asked the FBI to aid in the investigation and look into the man's background because of the nature of the attack, Lewis said.

BRUSSELS - EU countries are planning to tell Russia it has no say on changing the Ukraine trade treaty despite its demand to rewrite the text.The joint declaration, by the EU Council and European Commission, is to say the trade pact: “is a bilateral [EU-Ukraine] agreement and any adaptations to it can only be made at the request of one of the parties and with the agreement of the other”.It notes Ukraine should “continue the process of envisaged reforms and economic modernisation” related to Titles III, V, VI and VII, of the pact.It also says Ukraine should go ahead with “adequate preparation for the implementation of Title IV”.Titles III, V, VI, and VII of the pact spell out reforms in the areas of justice and security, economic affairs, financial and anti-fraud matters, and institution-building.Title IV deals with trade and the mutual lifting of tariffs on EU and Ukrainian exports.The EU declaration is to be published in Brussels on Monday (29 September) by ministers at general affairs council.Ministers will the same day adopt a legal act saying the bulk of the treaty is to be implemented “without delay”, but that article IV is to be implemented on 1 January 2016.EU countries are also planning to extend “autonomous trade measures” - low or zero-rate tariffs for exports of most Ukrainian goods to Europe - from November until January 2016. But the legal text is not yet ready for adoption.The delay of Title IV is in line with an EU-Russia-Ukraine deal on 12 September.It comes after Russia threatened to impose trade sanctions on Ukraine on grounds it will be flooded by cheap EU goods re-exported from Ukraine.The declaration on the “bilateral” mechanism for altering the treaty comes after Russia also demanded a role in altering the content of the text in the run-up to 2016.Russian trade minister Alexey Ulyukaev said in a letter to trade commissioner Karl De Gucht on 15 September the EU-Ukraine-Russia “Trilateral Group” should have a “mandate ... allowing for legally binding formulas to remove the concerns of the Russian side”.With the EU declaration urging Ukraine to press ahead with Title IV-type preparations, Ulyukaev warned that “full or partial implementation” of the treaty by Ukraine before 2016 will see Russia “adjust … the preferential regime” on Ukraine imports.Russian president Vladimir Putin made the same point in a second letter to EU commission chief Jose Manuel Barroso this week.What if 1,000 people freeze? Sanctions roll-back

EU countries’ ambassadors will next Tuesday also meet to discuss if the ceasefire merits a roll-back of EU economic sanctions on Russia.The review was requested by anti-sanctions states including Bulgaria, Hungary, and Slovakia. But the roll-back would require a consensus by the EU 28.“Russian soldiers are still on Ukrainian territory and Ukraine still has no control over its eastern border with Russia so there is no appetite to make such a move, not just in, say, Lithuania, but also in big member states, such as Germany”, an EU source said.

BRUSSELS - Russian energy minister Alexander Novak has warned that EU states which re-export gas to Ukraine will face cut-offs, with Hungary already stopping its reverse flow.Novak spoke in German daily Handelsblatt on Friday (26 September) morning ahead of talks in Berlin later the same day between the European Commission and Russian and Ukrainian energy officials."The contracts signed [between Russia and EU clients] do not have any provisions for re-exports … We hope that our European partners respect the past agreements. That is the only way to guarantee uninterrupted supplies”, he said.Hungary, Poland, and Slovakia earlier this year began shipping Russian gas to Ukraine in order to help it cope in winter after Russia stopped supplying Ukraine in a price dispute which is bogged down in legal arbitration.Earlier this month, Russian gas flows to Poland temporarily dropped by 45 percent and to Slovakia by 10 percent in what was blamed on technical reasons.For its part, Hungarian gas distributor FGSZ on Thursday said it will no longer supply Ukraine “until further notice” also due to “technical reasons” linked to increased demand at home.But Ukraine transit firm Naftogaz said in a statement the decision is political and comes after the CEO of Russian gas firm Gazprom, Alexei Miller, met with Hungarian leader Viktor Orban on Monday.“Neither EU countries nor Ukraine should be put under political pressure through energy blackmail”, it said in a note to press. “Naftogaz is committed to being a reliable partner and vital transit hub for Russian gas to the EU. In return, Naftogaz expects its European partners and neighbours to respect their contractual obligations”.Ukrainian PM Arseny Yatseniuk told Reuters: “They want us to freeze. KABUL, Afghanistan (AP) — The Taliban beheaded 12 Afghan civilians, mostly family members of local policemen, in an assault that was part of a week-long offensive that has so far killed 60 people and wounded scores in a remote province in eastern Afghanistan, officials said Friday.However, a Taliban spokesman in Ghazni province denied the reports of beheadings and civilian slayings, insisting the insurgents were only fighting Afghan forces there.The violence comes amid the annual Taliban offensive, which this year will be an important gauge of how well Afghan government forces are able to face insurgent attacks ahead of the withdrawal of foreign combat troops at the end of the year.According to the Ghazni provincial deputy police chief, Asadullah Ensafi, the Taliban on Thursday night captured and beheaded 12 civilians and torched some 60 homes in an attack in the province's district of Arjistan.Details were sketchy because of the remoteness of the rugged mountainous area, about 100 kilometers (60 miles) southwest of the capital, Kabul, but Afghan officials said that women and children were believed to be among the casualties. There are no NATO troops stationed in the district.Beheadings are rare in Afghanistan, though they occasionally take place as part of the Taliban campaign to intimidate and exact revenge on the families of Afghan troops and security forces."We don't have the time for this (beheadings) while we are fighting," Taliban spokesman Qari Yousaf told The Associated Press over the phone. "These reports are baseless and a lie."The offensive in Ghazni comes as Afghanistan readies to inaugurate the country's new president, Ashraf Ghani Ahmadzai, who officially takes over from Hamid Karzai on Monday.Over the past week, the Taliban have been attacking several villages in Ghazni's Arjistan district, Ensafi said, and battles in the area were still raging Friday, he said.On Friday morning, the Taliban detonated a car bomb in front of an encampment where some 40 Afghan policemen were based in Arjistan, killing at least 8 policemen, said the province's deputy governor, Mohammad Ali Ahmadi.Ensafi said it was not immediately possible to reach the area to determine the exact number of casualties because the insurgents had mined the roads.Ahmadi, who also confirmed the beheadings, said that attack and the car bomb brought the overall death toll in the Taliban offensive in Ghazni to 60. The victims included both civilians and policemen, he said.Ahmadi said Afghan commandos have been airlifted from Kabul to the area to battle the Taliban and prevent the district from falling to the insurgents.In Kabul, Ghazni lawmaker Nafisa Azimi said the situation in the province remains very dangerous, adding that the Taliban have taken scores of civilians from Arjistan hostage.Yousaf, the Taliban spokesman, claimed the insurgents were in full control of Arjistan and that the government was trying to "save face" over its losses by accusing the Taliban with "false reports" of beheadings and civilian deaths.Fighting between insurgents and Afghan forces was also underway Friday in Gizab district in the southern province of Uruzgan, said Abdullah Khan, the district governor. He said the Taliban were now in control of almost 80 percent of that district and were trying to capture the governor's office there."I alerted superiors in Kabul but we have gotten no response so far," Khan said. "If we don't get reinforcements soon, we might lose the district."He said the situation in Sangin district in neighboring Helmand province was similar and that the Taliban there had also captured most of the district.There was no immediate comment on the fighting from the central government in Kabul.Each spring and summer bring an escalation in fighting in Afghanistan with the end of snowy winter weather, which hampers movement. The melting of the snows also opens up mountain passes, allowing militant forces to move in from neighboring Pakistan.The country's new president, Ghani Ahmadzai, is expected to sign a security agreement — perhaps as early as next week — that allows some 10,000 U.S. troops to remain in Afghanistan after all combat troops are withdrawn by the end of the year.A protracted dispute over the results of a June presidential runoff with allegations of widespread fraud had delayed the signing of the deal.But on Sunday, Ghani Ahmadzai and his rival for the post, Abdullah Abdullah, signed a power-sharing deal after Afghanistan's election commission named Ghani Ahmadzai the winner of the election and noted that Abdullah would fill the newly created position of chief executive, a post akin to prime minister.___Khan reported from Kandahar, Afghanistan.

Turkey's Erdogan calls for no-fly zone in Syria-Associated Press-SEPT 26,14-YAHOONEWS

ANKARA, Turkey (AP) — Turkish President Recep Tayyip Erdogan said Friday that a "no-fly zone" should be created in Syria to protect part of it from attacks by Syria's air force.In his comments to reporters on his return from the U.N. General Assembly in New York, Erdogan did not specify where such a zone should be located. But Turkey is eager to re-focus the world's attention on removing Syrian President Bashar Assad's regime from power as well as fighting the Islamic State militants who are battling Kurdish forces just over the border in Syria, triggering a refugee influx into Turkey."A no-fly zone must be declared and this no fly-zone must be secured," Erdogan said, adding that he had discussed the issue with President Barack Obama and Vice President Joe Biden.In addition, Erdogan said a "secure area" should be created on the Syrian side of the Turkish border, where tens of thousands of Syrians have fled the fighting as refugees. Turkey could probably protect such an area with its artillery.Erdogan also reiterated that Turkey is considering how to support the U.S.-led coalition fighting the Islamic State militants in Syria and Iraq. In New York, Erdogan told Turkish reporters that Turkey's involvement could include its military.Previously Turkey had been coy about whether it would contribute to the coalition, citing the safety of 49 people who had been kidnapped by the militants from the Turkish Consulate in Mosul, Iraq, in June. But the hostages were freed last weekend, prompting the U.S. to press Turkey to contribute to the coalition."Our 49 citizens were hostages. But now the conditions have changed. The process as of now will be different," Erdogan said Friday, without elaborating.He said the Islamic militants were casting a shadow over Islam."As Muslims, we have to do all that we can," Erdogan said.

PLACERVILLE, Calif. - Helpful rains and more than 8,000 firefighters brought solid advances against a huge wildfire in Northern California as evacuations dwindled and the number of threatened homes was reduced from thousands to just a few hundred.Calls for evacuation in two communities were reduced from mandatory to voluntary, leaving just one neighbourhood under strict evacuation orders, the El Dorado County Sheriff's Department said in a statement. It wasn't immediately clear how many people remained away from their homes.The rains had brought fears of flooding and dangerous conditions in the King Fire's huge burn area east of Sacramento, but they remained light and helpful to the firefight. A flash flood warning in effect for several hours was called off in early evening.By Wednesday evening, state fire officials said fewer than 300 structures were still threatened. They put the figure at 12,000 when the day started.The blaze was 55 per cent contained — up from 43 per cent at the beginning of the day — and showed no growth after burning almost 150 square miles and destroying a dozen homes near the town of Pollock Pines."The rain is definitely allowing the firefighters to make progress on containment," said Dana Welsh, a spokeswoman for the U.S. Forest Service.Large areas of the fire remain uncontained, so the blaze could still spread when the rain stops, Welsh added.Forecasters say more rain could come on the weekend, and fears remained that it could lead to mudslides and slippery roads that could make firefighting more dangerous, Welsh said.Wayne Allen Huntsman, 37, has been charged with starting the fire.
