MINSK (Reuters) - Divided by mistrust and mutual recriminations, the Russian and Ukrainian leaders will hold rare talks on Tuesday that offer only a slim hope of progress towards ending five months of separatist war in Ukraine.Since Vladimir Putin and Petro Poroshenko last met on June 6 in France, Ukraine has turned the tide of the conflict and largely encircled pro-Russian rebels holding out in two cities in the east of the former Soviet republic.But the diplomatic crisis has only deepened, especially since the downing of a Malaysian airliner over rebel-held territory last month with the loss of 298 lives.Ukraine accused Russia on Monday of sending soldiers across the border to open a new front, a charge that Moscow dismissed as the latest salvo in a campaign of misinformation.Poroshenko expressed "extraordinary concern" at the alleged move, his press service said.Russia has consistently denied arming or fighting alongside the separatists. BRUSSELS - The EU’s flagship border mission for Libya remains parked in Tunisia, as deteriorating security conditions put migrants at greater risk.The operation - Eubam Libya - was launched in May last year to build up the post-war country’s Border Guard and Naval Coast Guard.But since 31 July all its European personnel have moved to Tunisia due to rising violence in Tripoli.A diplomatic source said it is still in contact with Libyan authorities and organises study trips for Libyan officers outside the country.But the EU’s External Action Service is currently rethinking what to do with Eubam amid little hope of its returning to Libya to fulfill its original mandate.Fighting between rival militias over the weekend saw Operation Dawn - a coalition of Islamist fighters and paramilitaries from Misrata, in western Libya - seize control of Tripoli’s main airport and proclaim a new government.The diplomatic source noted that with the rivals drafting in more and more recruits amid “poisonous rhetoric”, the conflict is becoming “very difficult”.The situation threatens to halt the country’s economic recovery, with oil production currently between 350,000 and 550,000 barrels per day, compared to 700,000 late last year and 1.4 million before the 2010 war.With Libya the main launching post for African boat migrants to Italy, the diplomatic source added that the breakdown in law and order also makes it “likely that the safety of migrants is even more at risk than before”.Libya’s coast has about 80 sites where human traffickers can launch small crafts to Europe.The UN’s refugee agency, the UNHCR, estimates that 100,000 people got to Italy by sea so far this year, shattering previous records, while more than 1,300 went missing or died on the way.The Italian navy on Friday (23 August) rescued 1,445 people on two separate crafts. BRUSSELS - The European Central Bank (ECB) is preparing to step up its attempts to breathe life into the eurozone’s stagnant economy.During a speech in the US on Friday (22 August), ECB chief Mario Draghi called on eurozone treasuries to take fresh steps to stimulate demand amid signs that the bloc’s tepid recovery is stalling."It may be useful to have a discussion on the overall fiscal stance of the euro area," Draghi told delegates at a meeting of financiers in Jackson Hole, Wyoming, adding that governments should shift towards "a more growth-friendly overall fiscal stance.""The risks of 'doing too little’...outweigh those of 'doing too much’”, he added.The Frankfurt-based bank is preparing to belatedly follow the lead of the US Federal Reserve and the Bank of England by launching its own programme of quantitative easing (QE) - creating money to buy financial assets.In June the ECB cut its main interest rate to a record low of 0.15 percent and announced plans to introduce a new four year programme of cheap loans to banks, starting in September, if they promise to increase lending to businesses.Draghi’s remarks come as policy makers are once again under intense pressure to stave off a vicious spiral of economic stagnation, high unemployment and very low inflation across the eurozone.They also mark a departure from the austerity-heavy rhetoric in many EU governments that has prioritised deficit reduction and structural reforms ahead of stimulus measures.Figures released by Eurostat earlier this month revealed that the eurozone economy flat-lined between April and June. COMUNIDADE DOS MARTINS Brazil (Reuters) - Years of low coffee prices followed by the worst drought in decades in Brazil have pushed even the smallest family farmers to buy modern machinery rather than rely on increasingly scarce and expensive labor.Brazil's crop supply agency Conab noted an "intense trade in machinery, mainly harvesters," in the main coffee-growing states of São Paulo and Minas Gerais this season, in response to a 46 percent average rise in day laborer wages from a year earlier.Large producers in Brazil, which supplies about a third of the world's coffee, started buying machinery, much of it from the United States, 15 years ago. Now modernization has become a necessity for cash-strapped small farmers.Michael Reguim, 26, purchased an automated harvester in 2008 and this season became the first in his mountain community of 82 farmers to buy a machine that strips the skin off coffee cherries, a job he previously paid four people to do."You used to buy machinery to try to improve margins – now you do it to survive," said Reguim, showing off the two-storey contraption imported from Colombia that he bought and installed for 72,000 reais ($31,718), with a government loan.The machine has the added benefit of reducing water consumption in a region that saw drought sap at least 30 percent off 2014 coffee output. Reguim originally expected to harvest 4,000 bags of coffee in southern Minas Gerais this year."Now, I'll be happy with 2,000. NAPA, California (AP) — Businesses in California's wine capital on Monday mopped up thousands of dollars in high-end vintages, swept glass from ghostly downtown streets ordinarily bustling with tourists and rushed to reopen in advance of the summer's last holiday weekend, following a severe earthquake that damaged wineries, historic buildings and hotels.With the dust still settling from Sunday's magnitude-6.0 temblor centered near the city of Napa, government and tourism officials assessing its economic and structural impact encouraged visitors to keep flocking to the charming towns, tasting rooms, restaurants and spas that drive the Napa Valley economy.While cleanup will take time and broken water mains remained a problem, they said, the worst damage and disruption was confined to the city's downtown, where a post office, library and a 141-room hotel were among 150 homes and buildings deemed unsafe to occupy.The strongest earthquake to hit the San Francisco Bay Area in a quarter-century also caused several injuries, triggered fires that destroyed or damaged six mobile homes, and ruptured gas lines."Clearly, we are concerned that people are going to see that it was a catastrophe, and it certainly wasn't good, but it wasn't a catastrophe by any means," Clay Gregory, president of tourism organization Visit Napa Valley, said as workers at a shuttered downtown visitor's center updated lists of open wineries and surveyed hotels about cancellations. "The real story is that it has impacted a very small part of the valley."In Napa Valley, two hotels and 12 wineries were still closed Monday, as well as many of the businesses downtown, he said.Local officials have an early working estimate that Napa Valley suffered $1 billion in property damage, but they hope the long-term economic impact of the quake to businesses will be modest, Napa County Supervisor Bill Dodd said. He said 80 percent of the valley's 500 or so wineries were unaffected.If people "think Napa is devastated, it's anything but devastated. We're only 24 hours out from an earthquake, and we're on our way back," Dodd said.CoreLogic Eqecat, which models economic losses from disasters, estimates that insured losses from the earthquake could range from $500 million to $1 billion. Vineyards have already started to harvest their grapes, crush them and store the juice. If the earthquake had happened before the harvest, Eqecat notes, the losses would have been lower.The wine business and associated tourist crowds represent a bulk of Napa County's economy. Visit Napa Valley estimates that 3 million tourists spend $1.4 billion a year within the county. The Napa Valley Vintners trade association says the industry generates more than $13 billion of economic activity each year, including 46,000 local jobs.The Napa Valley Wine Train, which offers tourists a three-hour journey through 18 miles (28 kilometers) of wine country, canceled its service Monday but planned to resume trips Tuesday. Other tour operators said they were taking it one day at a time, readjusting tours as each winery decides when to reopen."We've definitely had to make some last-minute adjustments for this week as people are assessing damage," said Sherry Laseke, whose family owns Saint Helena Wine Tours, a boutique luxury tour operator. "Everybody is dealing with broken glass."The 19th-century stone-and-masonry Victorian buildings that form the core of Napa's downtown, and are part of the town's attraction to tourists, were hit the hardest by Sunday's earthquake. That included the Andaz Hotel, which suffered water damage and was declared uninhabitable on Sunday because of falling roof debris.Front desk host Omar Hurtado stood outside with a push broom Monday, holding the door for the newly hired cleanup crews that had replaced the guests evacuated after the earthquake. The hotel is hoping city inspectors will clear it to reopen by the end of the week, he said."This is the time of year when we are sold out every night practically," Hurtado said, noting that the August, September and October grape harvest represents the busiest time of year for both vintners and the visitors who come from all over the world to see them work.Even with the earthquake making headlines and the hotel closed, people have been calling all day for reservations, he said."It looks like everybody is OK with what happened. They'll come back," Hurtado said.Cynthia Kroll, an economist with the Association of Bay Area Governments who studied the economic impact of the Bay Area's last big earthquake 25 years ago, agreed. Napa might have some immediate harm, but "I certainly don't expect it to have any long-term effects on the area."Jake Gukowsky, 35, and his wife, Sarah, moved to San Francisco from New York last week and celebrated with a quick weekend trip to wine country. They browsed the Carneros inn winery Monday after having ruled out cutting short their vacation."In New York, they say it takes seven years to experience everything," Jake Gukowsky said. He was apparently in Tel Aviv, where he was driven after being released Sunday in the Golan Heights, a week after the beheading of another American journalist, James Foley, an act that was videotaped and posted on the Internet.Theo Padnos was held by by Jabhat al-Nusra, also known as the Nusra Front, according to U.S. Secretary of State John Kerry. The al-Qaida-linked group is fighting the regime of Syrian leader Bashar Assad.Michael Padnos brushed aside delays in his son's return."They say they're going to bring him back when he's ready to travel," Padnos said."The main thing is he's safe ... The United States is preparing military options to pressure the Islamic State in Syria, the U.S. military said on Monday, but officials cautioned that no decision had been made to expand U.S. action beyond the limited air strikes under way in Iraq.President Barack Obama has so far sought a limited military campaign in Iraq focused on protecting American diplomats and civilians under direct threat. MINSK (Reuters) - Divided by mistrust and mutual recriminations, the Russian and Ukrainian leaders will hold rare talks on Tuesday that offer only a slim hope of progress towards ending five months of separatist war in Ukraine.Since Vladimir Putin and Petro Poroshenko last met on June 6 in France, Ukraine has turned the tide of the conflict and largely encircled pro-Russian rebels holding out in two cities in the east of the former Soviet republic.But the diplomatic crisis has only deepened, especially since the downing of a Malaysian airliner over rebel-held territory last month with the loss of 298 lives.Ukraine accused Russia on Monday of sending soldiers across the border to open a new front, a charge that Moscow dismissed as the latest salvo in a campaign of misinformation.Poroshenko expressed "extraordinary concern" at the alleged move, his press service said.Russia has consistently denied arming or fighting alongside the separatists. BRUSSELS - The EU’s flagship border mission for Libya remains parked in Tunisia, as deteriorating security conditions put migrants at greater risk.The operation - Eubam Libya - was launched in May last year to build up the post-war country’s Border Guard and Naval Coast Guard.But since 31 July all its European personnel have moved to Tunisia due to rising violence in Tripoli.A diplomatic source said it is still in contact with Libyan authorities and organises study trips for Libyan officers outside the country.But the EU’s External Action Service is currently rethinking what to do with Eubam amid little hope of its returning to Libya to fulfill its original mandate.Fighting between rival militias over the weekend saw Operation Dawn - a coalition of Islamist fighters and paramilitaries from Misrata, in western Libya - seize control of Tripoli’s main airport and proclaim a new government.The diplomatic source noted that with the rivals drafting in more and more recruits amid “poisonous rhetoric”, the conflict is becoming “very difficult”.The situation threatens to halt the country’s economic recovery, with oil production currently between 350,000 and 550,000 barrels per day, compared to 700,000 late last year and 1.4 million before the 2010 war.With Libya the main launching post for African boat migrants to Italy, the diplomatic source added that the breakdown in law and order also makes it “likely that the safety of migrants is even more at risk than before”.Libya’s coast has about 80 sites where human traffickers can launch small crafts to Europe.The UN’s refugee agency, the UNHCR, estimates that 100,000 people got to Italy by sea so far this year, shattering previous records, while more than 1,300 went missing or died on the way.The Italian navy on Friday (23 August) rescued 1,445 people on two separate crafts. BRUSSELS - The European Central Bank (ECB) is preparing to step up its attempts to breathe life into the eurozone’s stagnant economy.During a speech in the US on Friday (22 August), ECB chief Mario Draghi called on eurozone treasuries to take fresh steps to stimulate demand amid signs that the bloc’s tepid recovery is stalling."It may be useful to have a discussion on the overall fiscal stance of the euro area," Draghi told delegates at a meeting of financiers in Jackson Hole, Wyoming, adding that governments should shift towards "a more growth-friendly overall fiscal stance.""The risks of 'doing too little’...outweigh those of 'doing too much’”, he added.The Frankfurt-based bank is preparing to belatedly follow the lead of the US Federal Reserve and the Bank of England by launching its own programme of quantitative easing (QE) - creating money to buy financial assets.In June the ECB cut its main interest rate to a record low of 0.15 percent and announced plans to introduce a new four year programme of cheap loans to banks, starting in September, if they promise to increase lending to businesses.Draghi’s remarks come as policy makers are once again under intense pressure to stave off a vicious spiral of economic stagnation, high unemployment and very low inflation across the eurozone.They also mark a departure from the austerity-heavy rhetoric in many EU governments that has prioritised deficit reduction and structural reforms ahead of stimulus measures.Figures released by Eurostat earlier this month revealed that the eurozone economy flat-lined between April and June. Abuja (AFP) - Nigeria on Monday revised down the number of confirmed Ebola cases in the country to 13, including five deaths, blaming the reporting of a 14th case on a false positive.Health minister Onyebuchi Chukwu said there were three people currently being treated at a special isolation unit but that one was "for imminent discharge after necessary protocols".All five deaths from Ebola and confirmed cases have occurred in the country's financial capital, Lagos, from a single chain of transmission.They include the first case -- Patrick Sawyer, a Liberian-American who died at a private hospital on July 25 -- and three medical workers who treated him.An official from the West African regional bloc ECOWAS, who picked up Sawyer up from Lagos airport and took him directly to hospital, also died.Chukwu announced on Friday that the husband and wife of two medical workers who died were also confirmed as having Ebola -- the first cases of secondary contact in Nigeria.Five people who caught the deadly virus, which has killed 1,427 since the start of the year, mostly in Guinea, Sierra Leone and Liberia, were treated and discharged, he added.

COMUNIDADE DOS MARTINS Brazil (Reuters) - Years of low coffee prices followed by the worst drought in decades in Brazil have pushed even the smallest family farmers to buy modern machinery rather than rely on increasingly scarce and expensive labor.Brazil's crop supply agency Conab noted an "intense trade in machinery, mainly harvesters," in the main coffee-growing states of São Paulo and Minas Gerais this season, in response to a 46 percent average rise in day laborer wages from a year earlier.Large producers in Brazil, which supplies about a third of the world's coffee, started buying machinery, much of it from the United States, 15 years ago. Now modernization has become a necessity for cash-strapped small farmers.Michael Reguim, 26, purchased an automated harvester in 2008 and this season became the first in his mountain community of 82 farmers to buy a machine that strips the skin off coffee cherries, a job he previously paid four people to do."You used to buy machinery to try to improve margins – now you do it to survive," said Reguim, showing off the two-storey contraption imported from Colombia that he bought and installed for 72,000 reais ($31,718), with a government loan.The machine has the added benefit of reducing water consumption in a region that saw drought sap at least 30 percent off 2014 coffee output. Reguim originally expected to harvest 4,000 bags of coffee in southern Minas Gerais this year."Now, I'll be happy with 2,000. If I hadn't mechanized I would not survive this," he said of the drought.Coffee is the only major export commodity that is still produced by a significant number of small families in Brazil, which has evolved from a net food importer into a modern agricultural superpower over the last few decades with grain fields as sophisticated as those in the United States.In southern Minas Gerais, a region responsible for a quarter of Brazil's coffee, half of all harvesting is now automated, up from 20 percent five years ago, said Luiz Reis, an agronomist at the government's rural assistance agency Emater. Some remote mountain regions are impossible to harvest mechanically.Bruno Reguim Filho, Michael Reguim's cousin, bought an automated harvester with his brother last year and plans to pay off a loan he used to pay for it over 10 years. Unable to find willing coffee pickers in 2013, he hired 20 migrant workers from Bahia state, 1,000 kilometers away.Now, Bruno's harvesting costs dropped from 300 reais per hectare to 100 reais per hectare with automation, he said, as a whirring machine whisked the last of 2014's ripe coffee cherries into a giant sack.Even though arabica prices rose 55 percent in the last 12 months to their highest in two years after the drought, farmers said they are still struggling to compensate for smaller output."Even with mechanization, costs are very high. NAPA, California (AP) — Businesses in California's wine capital on Monday mopped up thousands of dollars in high-end vintages, swept glass from ghostly downtown streets ordinarily bustling with tourists and rushed to reopen in advance of the summer's last holiday weekend, following a severe earthquake that damaged wineries, historic buildings and hotels.With the dust still settling from Sunday's magnitude-6.0 temblor centered near the city of Napa, government and tourism officials assessing its economic and structural impact encouraged visitors to keep flocking to the charming towns, tasting rooms, restaurants and spas that drive the Napa Valley economy.While cleanup will take time and broken water mains remained a problem, they said, the worst damage and disruption was confined to the city's downtown, where a post office, library and a 141-room hotel were among 150 homes and buildings deemed unsafe to occupy.The strongest earthquake to hit the San Francisco Bay Area in a quarter-century also caused several injuries, triggered fires that destroyed or damaged six mobile homes, and ruptured gas lines."Clearly, we are concerned that people are going to see that it was a catastrophe, and it certainly wasn't good, but it wasn't a catastrophe by any means," Clay Gregory, president of tourism organization Visit Napa Valley, said as workers at a shuttered downtown visitor's center updated lists of open wineries and surveyed hotels about cancellations. "The real story is that it has impacted a very small part of the valley."In Napa Valley, two hotels and 12 wineries were still closed Monday, as well as many of the businesses downtown, he said.Local officials have an early working estimate that Napa Valley suffered $1 billion in property damage, but they hope the long-term economic impact of the quake to businesses will be modest, Napa County Supervisor Bill Dodd said. He said 80 percent of the valley's 500 or so wineries were unaffected.If people "think Napa is devastated, it's anything but devastated. We're only 24 hours out from an earthquake, and we're on our way back," Dodd said.CoreLogic Eqecat, which models economic losses from disasters, estimates that insured losses from the earthquake could range from $500 million to $1 billion. Vineyards have already started to harvest their grapes, crush them and store the juice. If the earthquake had happened before the harvest, Eqecat notes, the losses would have been lower.The wine business and associated tourist crowds represent a bulk of Napa County's economy. "Everybody is dealing with broken glass."The 19th-century stone-and-masonry Victorian buildings that form the core of Napa's downtown, and are part of the town's attraction to tourists, were hit the hardest by Sunday's earthquake. That included the Andaz Hotel, which suffered water damage and was declared uninhabitable on Sunday because of falling roof debris.Front desk host Omar Hurtado stood outside with a push broom Monday, holding the door for the newly hired cleanup crews that had replaced the guests evacuated after the earthquake. The hotel is hoping city inspectors will clear it to reopen by the end of the week, he said."This is the time of year when we are sold out every night practically," Hurtado said, noting that the August, September and October grape harvest represents the busiest time of year for both vintners and the visitors who come from all over the world to see them work.Even with the earthquake making headlines and the hotel closed, people have been calling all day for reservations, he said."It looks like everybody is OK with what happened.
