Vatican City-It is the beginning of a new era in the history of the Spanish Church; Pope Francis has accepted seventy eight -year-old Cardinal Antonio Maria Rouco Varela’s resignation for old age and has appointed Carlos Osoro, the current archbishop of Valencia, as the new archbishop of Madrid. Cardinal Antonio Cañizares Llovera, the Prefect for Divine Worship, will take Osoro’s place and will thus return to his country after spending five and a half years in the Roman Curia, dealing with liturgy.Cañizares, who will turn 69 next October, comes from Utiel, a village in the Valencian Community. A theologian, nicknamed “Little Ratzinger”, he has been bishop of Avila since 1992, and then transferred to Granada in 1996 and then to the Primate seat of Toledo in 2002. He was created cardinal in 2006, during Pope Benedict XVI’s first consistory, and was then called to Rome in the ministry concerned with liturgy in 2008. His appointment signaled the renewed attention towards liturgy wanted by Benedict XVI.During the years he spent in the Curia, Cañizares never broke off relationships with Spain and many predicted that he might be Rouco’s successor in the capital. He returns, instead, to Valencia, a big diocese in the land where he was born; he will be the second archbishop of the city who is also a cardinal in the last century, after Agustín García-Gasco. Various reliable sources have confirmed to Vatican Insider that it was the same Prefect for Divine Worship to ask Pope Francis to return to a Spanish diocese.The new archbishop of Madrid, Carlo Osoro Sierra, who comes from Castañeda in Cantabria, has already been bishop of Orense and then Oviedo, before moving to Valencia in 2009. He is 69 years old and is nicknamed “the Spanish Francis” because he is in tune with the calling to a Church that “goes forth”, as Pope Francis says. He has recently been elected vice-president of the Spanish Episcopal Conference.With today’s announcement, Rouco Varela’s twenty-year episcopate in Madrid comes to an end; the cardinal has extended his influence on the Spanish Episcopal Conference in these years, and has been crucial to the appointment of new bishops. WASHINGTON - Global warming is here, human-caused and probably already dangerous — and it's increasingly likely that the heating trend could be irreversible, a draft of a new international science report says.The United Nations' Intergovernmental Panel on Climate Change on Monday sent governments a final draft of its synthesis report, which combines three earlier, gigantic documents by the Nobel Prize-winning group. There is little in the report that wasn't in the other more-detailed versions, but the language is more stark and the report attempts to connect the different scientific disciplines studying problems caused by the burning of fossil fuels, such as coal, oil and gas.The 127-page draft, obtained by The Associated Press, paints a harsh warning of what's causing global warming and what it will do to humans and the environment. It also describes what can be done about it."Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems," the report says. The final report will be issued after governments and scientists go over the draft line by line in an October conference in Copenhagen. Depending on circumstances and values, "currently observed impacts might already be considered dangerous," the report says. It mentions extreme weather and rising sea levels, such as heat waves, flooding and droughts. It even raises, as an earlier report did, the idea that climate change will worsen violent conflicts and refugee problems and could hinder efforts to grow more food. And ocean acidification, which comes from the added carbon absorbed by oceans, will harm marine life, it says.Without changes in greenhouse gas emissions, "climate change risks are likely to be high or very high by the end of the 21st century," the report says.In 2009, countries across the globe set a goal of limiting global warming to about another 2 degrees Fahrenheit (1 degree Celsius) above current levels. But the report says that it is looking more likely that the world will shoot past that point. UNITED NATIONS (Reuters) - Militants fighting the Syrian army have detained 43 U.N. peacekeepers in the Israeli-occupied Golan Heights and trapped another 81 in the region as the world body works to secure their release, the United Nations said on Thursday.The affected peacekeepers are from the Philippines and Fiji, U.N. spokesman Stephane Dujarric told reporters."During a period of increased fighting beginning yesterday between armed elements and Syrian Arab Armed Forces within the area of separation in the Golan Heights, 43 peacekeepers from the United Nations Disengagement Observer Force (UNDOF) were detained early this morning by an armed group in the vicinity of Al Qunaytirah," the U.N. press office said in a statement.It added that another 81 UNDOF peacekeepers were being restricted to their positions in the vicinity of Ar Ruwayhinah and Burayqah. Dujarric said the 81 trapped troops were from the Philippines and the 43 seized ones from Fiji."The United Nations is making every effort to secure the release of the detained peacekeepers, and to restore the full freedom of movement of the force throughout its area of operation," it said.Britain's U.N. BRUSSELS - Germany and the US have lent weight to Ukraine’s claim that Russian troops are directly involved in opening up a new front in the conflict.The fresh Western concern comes after Andriy Lysenko, a Ukrainian army spokesman, told press in Kiev on Wednesday (26 August) that Russian soldiers took part in a rebel attack on the town of Novoazovsk, near Crimea, in south-east Ukraine.He added that Russian soldiers and armoured vehicles also crossed the border further north, near the Ukrainian town of Amrosievka.Steffen Seibert, Chancellor Angela Merkel’s spokesman, said Merkel called Russian leader Vladimir Putin the same day to ask him if it is true.“The latest reports of the presence of Russian soldiers on Ukrainian territory must be explained. She emphasised Russia's major responsibility for de-escalation and for watching over its own frontiers”, his statement said.The Kremlin’s communique on the Merkel call said nothing on the subject, however.Instead, it “announced the intention of the Russian side to provide new supplies of humanitarian aid to Luhansk and Donetsk” - two rebel-held areas where Russian "aid" trucks recently came and went without approval from Ukraine or the Red Cross.The US was more explicit.Jen Psaki, a State Department spokeswoman, told media in Washington on Wednesday that “these [new] incursions indicate a Russian-directed counteroffensive is likely underway in Donetsk and Luhansk”.She added: “Russia is sending its young men into Ukraine … We also note reports of wounded Russian soldiers in a St. Petersburg hospital and that other Russian soldiers are returning home to Russia for burial”.Geoffrey Pyatt, the US ambassador to Ukraine, said on Thursday morning: “An increasing number of Russian troops are intervening directly in fighting on Ukrainian territory. There were those who thought they’d seen a break from the past in the Pope’s words, and some have ascribed to the Pope, as well as to the Holy See in general, a certain reticence in calling the Islamic “enemy” by its proper name. Even though, since Iraq is the issue, it could be spontaneously associated with John Paul II’s appeals against the Anglo-American war on dictator Saddam Hussein in 2003, the reality is that the massacres and ethnic cleansing carried out by ISIS in the self-proclaimed caliphate resemble more closely the situation that arose in the Balkans at the beginning and then at the end of the 1990s.It is worth remembering that, to stop the massacres of Armenians, Benedict XV, through the Secretary of State Gasparri and the nuncios in Germany and Austria-Hungary, had already asked for an intervention from those governments in order “to promptly stop these barbarous acts that bring dishonour not only on the perpetrators but also on those who, being able to, do not prevent them”. Pius XII, after the Second World War, had warned the international community that they could not remain “in a state of impassive neutrality” on the face of new cruelties and could not “abandon the assaulted population”. A proper turning point in favour of intervention came during the long conflict in Vietnam, when Paul VI, thanks to the mass media, used, alongside diplomacy and contacts with the sides at war, public appeals to those at war and to their leader, involving the worldwide public opinion in some way.This is the heritage that was taken on by Pope John Paul II. When, after the fall of the regime, cases of brutality occurred during the war in Yugoslavia when civilians were bombed, the Cardinal Secretary of State Angelo Sodano issued this important declaration on the 7th of August 1992, that was obviously thought and agreed upon with John Paul II: “In order to stop this war, bring aid to the populations and investigate on the accusations of atrocities in concentration camps, on which the Holy See has got very reliable information… European countries and the United Nations have the duty and the right to intervene, to disarm those who want to kill…”.On the 5th of December of the same year, John Paul II said in a speech to the FAO: “Let humanitarian intervention be made compulsory in situations that gravely compromise the survival of populations and entire ethnic groups”. On the 17th of January 1993 The Pope explained, in a speech to the diplomatic corps about the war in Yugoslavia, that “when all the options offered by diplomatic negotiations… have been carried out and, despite this, entire populations are on the point of succumbing to the blows of an unjust aggressor, states have no right to indifference any longer. It appears to be their duty to disarm this aggressor”. The following year, in January 1994, John Paul II explained to the diplomats that “the Holy See does not cease to recall the principle of humanitarian intervention, that is not necessarily a military intervention, but every other kind of action aimed at “disarming” the aggressor”.If we reread all of John Paul II’s speeches, we realise that the Pope, in order to formulate the teaching on humanitarian intervention, used very clear words, but was prudent at the same time: the condemnation of wars of aggression has always been explicit, but the Pope never named the aggressors against which the humanitarian intervention was to be primarily directed.These are the four main characteristics of humanitarian intervention that we learn from John Paul II’s speeches. Firstly, such an intervention did not necessarily mean military action. Secondly, it was a defensive operation, that was aimed at protecting populations and humanitarian aids, as well as disarming the aggressor. Thirdly, even if the intervention turned to military action, it must not cause more ills than those provoked by the war in progress. JERUSALEM (AP) — Prime Minister Benjamin Netanyahu's claim that Israel achieved a "great military and political" victory over Hamas in the latest round of fighting in the Gaza Strip has met with skepticism from many Israelis, according to a poll published Thursday.The poll, published in the left-leaning Haaretz newspaper, shows that 54 percent of those surveyed believe there was no clear winner in the 50 days of war. The fighting killed 2,143 Palestinians, most of them civilians, according to Palestinian health officials and U.N. officials. Inflation is too low. The [value of the] euro is too high," he said.He also repeated his demand for the EU’s budgetary rules, which require governments to keep within a 3 percent deficit limit, to be applied more flexibly, nothing that "the rhythm of deficit reduction must be compatible with growth goals and weak inflation."In response, a spokesman for the European Commission said the issues would be discussed at an informal meeting of finance ministers in Milan in early September.Hollande’s request for flexibility is not new and he is not alone in making it. They have demanded that one of the top jobs go to a candidate from their region. Vatican City-It is the beginning of a new era in the history of the Spanish Church; Pope Francis has accepted seventy eight -year-old Cardinal Antonio Maria Rouco Varela’s resignation for old age and has appointed Carlos Osoro, the current archbishop of Valencia, as the new archbishop of Madrid. Cardinal Antonio Cañizares Llovera, the Prefect for Divine Worship, will take Osoro’s place and will thus return to his country after spending five and a half years in the Roman Curia, dealing with liturgy.Cañizares, who will turn 69 next October, comes from Utiel, a village in the Valencian Community. A theologian, nicknamed “Little Ratzinger”, he has been bishop of Avila since 1992, and then transferred to Granada in 1996 and then to the Primate seat of Toledo in 2002. He was created cardinal in 2006, during Pope Benedict XVI’s first consistory, and was then called to Rome in the ministry concerned with liturgy in 2008. His appointment signaled the renewed attention towards liturgy wanted by Benedict XVI.During the years he spent in the Curia, Cañizares never broke off relationships with Spain and many predicted that he might be Rouco’s successor in the capital. He returns, instead, to Valencia, a big diocese in the land where he was born; he will be the second archbishop of the city who is also a cardinal in the last century, after Agustín García-Gasco. Various reliable sources have confirmed to Vatican Insider that it was the same Prefect for Divine Worship to ask Pope Francis to return to a Spanish diocese.The new archbishop of Madrid, Carlo Osoro Sierra, who comes from Castañeda in Cantabria, has already been bishop of Orense and then Oviedo, before moving to Valencia in 2009. WASHINGTON - Global warming is here, human-caused and probably already dangerous — and it's increasingly likely that the heating trend could be irreversible, a draft of a new international science report says.The United Nations' Intergovernmental Panel on Climate Change on Monday sent governments a final draft of its synthesis report, which combines three earlier, gigantic documents by the Nobel Prize-winning group. There is little in the report that wasn't in the other more-detailed versions, but the language is more stark and the report attempts to connect the different scientific disciplines studying problems caused by the burning of fossil fuels, such as coal, oil and gas.The 127-page draft, obtained by The Associated Press, paints a harsh warning of what's causing global warming and what it will do to humans and the environment. It also describes what can be done about it."Continued emission of greenhouse gases will cause further warming and long-lasting changes in all components of the climate system, increasing the likelihood of severe, pervasive and irreversible impacts for people and ecosystems," the report says. The final report will be issued after governments and scientists go over the draft line by line in an October conference in Copenhagen. Depending on circumstances and values, "currently observed impacts might already be considered dangerous," the report says. It mentions extreme weather and rising sea levels, such as heat waves, flooding and droughts. It even raises, as an earlier report did, the idea that climate change will worsen violent conflicts and refugee problems and could hinder efforts to grow more food. And ocean acidification, which comes from the added carbon absorbed by oceans, will harm marine life, it says.Without changes in greenhouse gas emissions, "climate change risks are likely to be high or very high by the end of the 21st century," the report says.In 2009, countries across the globe set a goal of limiting global warming to about another 2 degrees Fahrenheit (1 degree Celsius) above current levels. There were those who thought they’d seen a break from the past in the Pope’s words, and some have ascribed to the Pope, as well as to the Holy See in general, a certain reticence in calling the Islamic “enemy” by its proper name. Even though, since Iraq is the issue, it could be spontaneously associated with John Paul II’s appeals against the Anglo-American war on dictator Saddam Hussein in 2003, the reality is that the massacres and ethnic cleansing carried out by ISIS in the self-proclaimed caliphate resemble more closely the situation that arose in the Balkans at the beginning and then at the end of the 1990s.It is worth remembering that, to stop the massacres of Armenians, Benedict XV, through the Secretary of State Gasparri and the nuncios in Germany and Austria-Hungary, had already asked for an intervention from those governments in order “to promptly stop these barbarous acts that bring dishonour not only on the perpetrators but also on those who, being able to, do not prevent them”. When, after the fall of the regime, cases of brutality occurred during the war in Yugoslavia when civilians were bombed, the Cardinal Secretary of State Angelo Sodano issued this important declaration on the 7th of August 1992, that was obviously thought and agreed upon with John Paul II: “In order to stop this war, bring aid to the populations and investigate on the accusations of atrocities in concentration camps, on which the Holy See has got very reliable information… European countries and the United Nations have the duty and the right to intervene, to disarm those who want to kill…”.On the 5th of December of the same year, John Paul II said in a speech to the FAO: “Let humanitarian intervention be made compulsory in situations that gravely compromise the survival of populations and entire ethnic groups”. On the 17th of January 1993 The Pope explained, in a speech to the diplomatic corps about the war in Yugoslavia, that “when all the options offered by diplomatic negotiations… have been carried out and, despite this, entire populations are on the point of succumbing to the blows of an unjust aggressor, states have no right to indifference any longer. It appears to be their duty to disarm this aggressor”. The following year, in January 1994, John Paul II explained to the diplomats that “the Holy See does not cease to recall the principle of humanitarian intervention, that is not necessarily a military intervention, but every other kind of action aimed at “disarming” the aggressor”.If we reread all of John Paul II’s speeches, we realise that the Pope, in order to formulate the teaching on humanitarian intervention, used very clear words, but was prudent at the same time: the condemnation of wars of aggression has always been explicit, but the Pope never named the aggressors against which the humanitarian intervention was to be primarily directed.These are the four main characteristics of humanitarian intervention that we learn from John Paul II’s speeches. Firstly, such an intervention did not necessarily mean military action. Secondly, it was a defensive operation, that was aimed at protecting populations and humanitarian aids, as well as disarming the aggressor. Thirdly, even if the intervention turned to military action, it must not cause more ills than those provoked by the war in progress. Lastly, the intervention would have to be carried out by the UN, which is the organization that represents all nations of the world.When he was speaking on the occasion of the 50th anniversary of the United Nations in New York, on the 5th October 1995, John Paul II said that “the United Nations needs to rise more and more above the cold status of an administrative institution and to become a moral centre where all the nations of the world feel at home and develop a shared awareness of being, as it were, a "family of nations"... In an authentic family the strong do not dominate”.Both during the war in the Balkans and during the ethnic cleansing in Kosovo, the NATO intervened, instead of the United Nations, through bomb attacks from the sky; military actions that resulted in more civilian victims. In 1999, when the bombs started falling, Pope John Paul II did not hesitate in condemning the violence of the Serbs against the Kosovans as much as the violence of the Americans against the Serbs: “in the face of violence, more violence is never a sustainable way out of a crisis”, said the Pope in front of the members of the Parliamentary Assembly of the Council of Europe on the 29th of March 1999. And the Osservatore Romano – whose columns were at the time always filled with eminent articles that explained the Pope’s position – did the same, denouncing time and time again the uselessness and tragedy of the “double war, the one that… ravages Kosovo and the one waged by the NATO”.John Paul II had not been silent on the face of the violence caused by Serbian massacres against the Albanians, but also of the “smart bombs”, that never turn out to be smart. JERUSALEM (AP) — Prime Minister Benjamin Netanyahu's claim that Israel achieved a "great military and political" victory over Hamas in the latest round of fighting in the Gaza Strip has met with skepticism from many Israelis, according to a poll published Thursday.The poll, published in the left-leaning Haaretz newspaper, shows that 54 percent of those surveyed believe there was no clear winner in the 50 days of war. The fighting killed 2,143 Palestinians, most of them civilians, according to Palestinian health officials and U.N. officials. On the Israeli side, 64 soldiers, five civilians and a Thai worker were killed.The poll underscores the unease pervading Israeli society after the third round of fighting between Israel and Gaza-based Islamic militants in the seven years since Hamas took control of the densely populated coastal strip.Some of Netanyahu's detractors, including ministers in his own government like veteran security hawk Uzi Landau, believe that the prime minister and Defense Minister Moshe Yaalon did not go far enough in pursuing the war, insisting that they should not have stopped until Hamas was destroyed or pleaded for peace.Others, particularly residents of hard-hit agricultural communities abutting the Gaza border, fear that without a clear political roadmap for the Palestinian territory's future, a resumption of the rocket and mortar fire that caused such considerable disruption to their lives for most of the summer is not so much a question of if, but rather of when.Still, calm has prevailed since the two sides agreed on Tuesday to an open-ended truce, settling for an ambiguous interim agreement in exchange.Hamas, though badly battered, remains in control of Gaza with part of its military arsenal intact. Israel and Egypt are to continue to control access to the blockaded coastal strip despite Hamas' long-running demand that the border closures imposed in 2007 be lifted.A former director of Israel's Shin Bet security service, Yuval Diskin, said the war's results "were disappointing and were accompanied by what some have described as a sense of sourness.""The cease-fire that was achieved with Hamas has left the Israeli public frustrated," Diskin wrote in a commentary published in the popular Yedioth Ahronoth newspaper on Thursday.The Haaretz poll questioned 464 Israelis on Wednesday and had a margin of error of 4.6 percent. While 54 percent said there was no clear-cut winner, some 25 percent of respondents said Israel had won the war, while 16 percent believed Hamas had prevailed. The remaining 5 percent of those surveyed were undecided. The paper did not say how the survey was conducted.Later that night in a nationally televised speech, Netanyahu said that Israel had dealt Hamas "a heavy blow.""With the implementation of the cease-fire, I can say that there is a great military and political achievement here for the State of Israel," Netanyahu said. "Hamas was hit hard and it received not one of the demands it set forth for a cease-fire, not one."Netanyahu also said Israel "will not tolerate" any more of the Hamas rocket fire that started the war on July 8, and would respond "even harder" if attacks resume.

BRUSSELS - French president Francois Hollande has called for a summit on eurozone growth, warning that “Europe is threatened by a long and possibly interminable stagnation if we do nothing.”In a speech to his ambassadors in Paris on Thursday (August 28), Hollande said the summit is needed to co-ordinate efforts across EU capitals to stimulate growth."The recovery is too weak. Inflation is too low. The [value of the] euro is too high," he said.He also repeated his demand for the EU’s budgetary rules, which require governments to keep within a 3 percent deficit limit, to be applied more flexibly, nothing that "the rhythm of deficit reduction must be compatible with growth goals and weak inflation."In response, a spokesman for the European Commission said the issues would be discussed at an informal meeting of finance ministers in Milan in early September.Hollande’s request for flexibility is not new and he is not alone in making it. At the weekend, Italy’s transport minister said he would ask Brussels to exclude infrastructure projects from deficit calculations.Paris has conceded that it will miss its 3.9 percent deficit target this year and is unlikely to bring its deficit within the EU’s 3 percent limit by the end of 2015.But Hollande insisted that France needed to reduce its budget deficit, saying that it is a “condition for putting Europe back on a growth path capable of reducing unemployment”.Hollande’s government is under pressure from Brussels and Berlin to step up its economic liberalisation programme.On Wednesday, commission spokesman Simon O’Connor warned that "It is urgent for France ... to speed up the work they are doing, the structural reforms".“There is no time to lose”, he added.The French economy, which is the bloc’s second largest behind Germany, has flat-lined in the first six months of 2014. WARSAW/BRUSSELS/PARIS (Reuters) - Polish Prime Minister Donald Tusk is seriously considering a proposal that he take the post of president of the European Council, a Warsaw government spokeswoman said on Thursday, linking his decision to the crisis in neighboring Ukraine.Earlier several sources familiar with the selection process said Tusk, a center-right pro-European, is clear favorite for the top job when European Union leaders meet for a special summit on Saturday."European leaders are increasingly strongly persuading Donald Tusk to assume the post of president of the European Council," Polish government spokeswoman Malgorzata Kidawa-Blonska told Reuters. "The prime minister is treating this proposal very seriously, analyzing its consequences for Poland, its security, especially in light of the Ukraine crisis."If confirmed, his appointment to chair and steer policymaking meetings of EU leaders would be a victory for the 10 ex- communist central and eastern European countries that joined the EU a decade ago. They have demanded that one of the top jobs go to a candidate from their region. BRITAIN, GERMANY, FRANCE ON BOARD
Britain was first to endorse Tusk publicly as a candidate on Tuesday, hoping to balance out former Luxembourg premier Jean-Claude Juncker, a veteran advocate of deeper EU integration, who was chosen in June to head the executive European Commission against fierce British objections.Prime Minister David Cameron's spokeswoman said Tusk shared Britain's desire to reform the EU.Diplomatic sources said German Chancellor Angela Merkel tried for months to persuade Tusk, 57, to take one of the top EU jobs but he initially rebuffed her, saying he wanted to lead his party to an unprecedented third term in power next year.An economic liberal and advocate of free trade, Tusk's weak point is that he speaks little English and no French, making it harder for him to communicate to a wide audience.As well as the Ukraine crisis, the new leadership team will have to shape Europe's response to issues including an economic slowdown in the euro zone and Britain's uncertain future in the bloc.In what one official described as "a subtle game where no candidates campaign", Danish Prime Minister Helle Thorning-Schmidt, a reformist social democrat, was the initial front-runner for the presidency at an inconclusive July 16 summit.But she said on Thursday she was not putting herself forwards as a candidate.Diplomats said eastern objections to Mogherini, who has been accused of being too "soft" on Moscow over Ukraine, would subside if Tusk got the senior job.The sense of broad support for a Tusk-Mogherini ticket is based on telephone conversations between officials in Brussels and EU leaders, potentially allowing Van Rompuy to propose the pair on Saturday, officials and diplomats said.

"Hollande has build good relations with him and they have done several deals together."Opponents of the 41-year-old Mogherini have not found a consensus figure to challenge her as the front-runner, while as a woman, she also helps meet European Parliament demands that more senior posts in EU institutions go to female candidates.Juncker, who won parliamentary endorsement in July to head the Commission that proposes and enforces laws for 500 million Europeans, is expected to announce his full team next week from candidates put forward by governments.Juncker has been frustrated that so many capitals have nominated men for Commission jobs. BRUSSELS - A deal is shaping up for Italian foreign minister Federica Mogherini to become the EU's next foreign affairs chief, provided the prime minister of Poland or a Baltic leader takes up the EU Council presidency.Several EU sources told EUobserver on Thursday (28 August) that Mogherini is increasingly certain to get the job, with EU Council chief Herman Van Rompuy working the phones to EU leaders ahead of a summit on Saturday aimed at filling the two top posts."If we get a Mogherini-Tusk deal ahead of the summit, leaders may spend less time on the top posts and more on Ukraine, Iraq and Gaza," one source told this website.Another source said Mogherini is more of a certainty than Tusk, who is so far playing his cards close to his chest.British PM David Cameron earlier this week endorsed Tusk for the EU Council job, while German chancellor Angela Merkel reportedly tried as far back as July to convince the Polish politician to take up the post.Back then, Tusk said he wants to stay in national politics, with some diplomats pointing to his poor English skills as a handicap for the Brussels-based job.But even if Tusk refuses, the EU Council job is almost certain to go to an eastern European state - with former Latvian PM Valdis Dombrovskis or Estonia's former prime minister Andrus Ansip floated as alternatives.Tusk or another eastern European leader as Council president might provide the necessary "counterbalance" for Mogherini critics to accept her appointment.At a summit in July, eastern member states rebelled against her, citing her pro-Russia stance and lack of experience - as she was only appointed foreign minister in February.Key MEPs who are needed to secure a vote in the European Parliament later this autumn also said there was need for someone "with experience" to head the EU diplomatic service at a time when Russia wages wars at the borders of Europe.But on Thursday, Elmar Brok, chairman of the influential foreign affairs committee in the European Parliament, seemed resigned with the idea that the foreign affairs post will go to "a Socialist" instead of his preferred candidate, Polish foreign minister Radek Sikorski.Asked if he thought Mogherini was fit for the job, Brok said it was "up to the Socialists to come up with a candidate" who meets the European Parliament's demands for a more assertive EU foreign policy. But he did not outright reject Mogherini as being inexperienced, as he had done before.As for Tusk, Brok joked that "any Polish candidate is always a good candidate”, adding that he is a "man from a country which has a lot of political experience." Alluding to the Russia-Ukraine conflict, Brok added that it would be a "good political message" to put someone from the new member states in one of the top posts.
