IDF chief warns Hamas leaders fair game if attacks resume-Gantz says military poised outside Gaza Strip, ready to strike; calls on southern residents to go back to their lives-By Marissa Newman August 6, 2014, 7:43 pm-The Times of Israel

IDF Chief of Staff Benny Gantz said Wednesday that Israel is prepared to strike Hamas leaders when they emerge from hiding, and warned that the IDF would retaliate strongly if the terror organization resumes its attacks on Israel.“Its commanders sit in their bunkers in hiding, and everywhere we can hit them, we will hit, if we want to,” he said on Wednesday, the second day of a three-day truce, during a press briefing near the Gaza Strip. “They will go outside when they please — if they do, they will see the extent of the damage to their fighters and the damage in the Gaza Strip, which unfortunately, is Hamas’s fault.”“I hope this lesson will be internalized in the Gaza Strip, because we will not hesitate to continue to mobilize our forces as necessary to ensure the security of Israeli citizens,” he said.The IDF’s top commander said that the responsibility for the civilian casualties lies with Hamas, which embedded its combat forces in civilian areas, and added the IDF had struck a significant blow to the terror organization.“We aren’t done,” he said. “If there are incidents, we will respond to them.”Gantz also urged the residents of the Gaza border towns to return home.“I am convinced the residents can return to their houses, till their fields, live well here, just as it was before,” he said.“Just as there was peace here before, it will be even quieter after [the operation],” Gantz asserted. “The IDF is not going anywhere. It remains to protect, to make breakthroughs, to seek the next challenges, and together with the citizens we will continue to enhance the security in this area.”As Israeli pundits begin to analyze the operation and question the interaction between the military and political leadership, Gantz took steps to stamp out any suggestion of a failure in communication.Stuart Winer contributed to this report.

Gaza, like the cities of Israel, is slowly returning to normal. Kind of.There are cars on its roads once more, and shoppers are flooding its markets. “We became accustomed very quickly to war – and even faster to peace,” Sameh, a prominent political analyst in Gaza, told The Times of Israel Wednesday.But the quiet, he said, is deceptive. “It’s not over yet. Hamas is under a lot of pressure to return to fighting if Egypt and Israel don’t allow the blockade to be lifted,” Sameh said.The residents of the Gaza Strip are torn between wanting the fighting to go on and wanting it to stop, he added.“Those who have lost their children and relatives actually want the fighting to continue. So do those whose houses were destroyed,” he said. “They don’t have anything to lose anymore, and they are pressuring [Hamas] not to stop now unless the blockade is lifted completely. On the other hand, those whose houses are still standing want it to end.”Sameh added, “You are sorely mistaken if you think it’s over. Have you seen any of the Hamas top brass leave the bunkers? From the political or the military wing? Yesterday, they said in no uncertain terms: We’re in the middle stage, not at the end of the war. And they are already preparing for the renewal of the clashes. They can’t stop now without a significant achievement in Cairo.”I asked him if easing the restrictions on movement through the border crossings with Israel would prevent Hamas from renewing the fighting.“Forget about it,” he said. “If they don’t get the opening of the Rafah crossing or agreement to build a port, they’ll start firing rockets again – and then we’ll have a tougher war ahead of us.”Other analysts sounded more hesitant. One of them explained that Gaza was like a soldier who was seriously wounded in battle, but in the heat of the moment, continued to attack. “Now that the clashes have come to a halt, Gaza will start screaming with pain. And I doubt it can stand on its feet long enough for another round of clashes.”Indeed, much of Gaza lies in ruins, particularly in areas such as Shejaiya, Beit Hanoun and Hiza. Like many other Gazans, Bassem went to see what remained of his destroyed house in Shejaiya on Tuesday — or rather, what didn’t remain of it.“There was nothing to see,” he told me. “Rubble. I tried to work out which heap of rubble belonged to my house and which pile of wrecked walls was the neighbor’s.”He has managed to rent a small apartment in a different neighborhood in Gaza City. There, he and his family have been living along with 45 other Gazans, without electricity or a working toilet.That’s not unusual. Reporters in Gaza estimate that nearly 300,000 Gazans were displaced during the war. Their houses were completely destroyed or too badly damaged to return to.“Who will rebuild your house?” I asked Bassem.“I have no idea,” he replied. “Nobody knows. This is the question everyone in Gaza wants answered now. We’re trying to see what will come out of [the talks in] Cairo. Maybe we’ll get some word from there. Otherwise, I don’t know what to say.”Bassem and his family are relatively lucky; not everyone is able to rent an alternative house or apartment. Most of the displaced Gazans who went out Tuesday to see the ruins of their houses returned to their relatives’ houses, or to UNRWA schools, where they’ve been staying in recent days.Imad, a friend from Gaza, told me that at least 50 people were currently living in his house in the Sheikh Radwan district of Gaza City.“There’s nothing else to be done; everyone has to help one another. But go see what’s happening in the yard of [the] Shifa [Hospital]. You’ll see what truly wretched people look like. There’s a tent city there, a real ‘nakba’ (catastrophe) – hundreds of families that live in tents and have nowhere to go now.”Imad, too, doesn’t know who will rehabilitate, who will rebuild.“We understand that an international summit on the rehabilitation of Gaza will be held in Norway at the beginning of September. Maybe we’ll get some answers then,” he said, sounding anything but confident.

Prime Minister Benjamin Netanyahu on Wednesday night set out a moral justification for the way the IDF has dealt with the Hamas strategy of firing rockets at Israel, and tunneling under the Israeli border, from the heart of Palestinian residential neighborhoods in Gaza.Arguing that Israel’s battle over the past month against terrorists in Gaza using civilians as human shields came during a critical test period, he said it would be a “moral mistake” as well as a practical one to not take action against terrorists operating from mosques, schools and other civilian areas.Such behavior would represent “an enormous victory for terrorists everywhere,” he said, and would result in more and more civilian deaths around the world.“What’s happening now is not only a test for Israel but for the international community, for the civilized world itself, [for] how it is to defend itself,” Netanyahu declared at a press conference on the second day of a 72-hour ceasefire that began on Tuesday morning.Terrorists must not be allowed to “fight from civilian areas with impunity” and rely on world condemnation of the victimized nation — in this case, Israel — for responding to attacks, he warned.The prime minister blamed Hamas for Gaza’s civilian deaths, due to its rejection of various ceasefire proposals throughout the campaign and its deliberate basing of its military infrastructure in the heart of Gaza population centers.Palestinian sources in Gaza say that over 1,800 people were killed in the past month during Operation Protective Edge; Israel says it killed some 900 combatants, and Netanyahu stressed that Israel “regrets” every civilian death. Israel entered the campaign in order to stem rocket fire from Gaza at Israeli towns and cities as well as to destroy a network of tunnels, dug by Hamas under the border, and used to launch attacks inside Israeli territory.“Ninety percent of the fatalities could have been avoided had Hamas not rejected then the ceasefire it accepts now,” he said of an Egyptian ceasefire proposal that Israel accepted three weeks ago. “Hamas needs to be blamed for these deaths, ostracized from the family of nations.”Israel’s response to the Hamas rocket and tunnel threat was “justified and proportionate” Netanyahu asserted, adding that “every civilian casualty is a tragedy — a tragedy of Hamas’s making.”It would have been “disproportionate” not to act, he reasoned, and therefore “to get our people killed.”Hamas fired over 3,000 rockets at Israel, including 600 from near to schools, mosques and homes, the Israeli army said Tuesday. Hamas gunmen also killed 11 IDF soldiers when emerging into Israel from its cross-border tunnels. Netanyahu said Wednesday that the Hamas “death squads” had planned much larger attacks on Israeli soldiers and civilians through the tunnels, and that demolishing them, as Israel has done in recent weeks, was a strategic necessity. In all, Israel lost 64 soldiers and three civilians in the campaign.The prime minister presented evidence to back up his assertions of Hamas’s reliance on Gazans as human shields, showing footage of what he said were mortars fired from near an UNRWA elementary school for boys. He also described a “terror tunnel” near a school and many tunnels dug from inside homes.“I think it’s very important for the truth to come out,” he said, devoting a section of his press conference to remarks in English, taking questions from foreign journalists, and saying Hamas had subjected foreign journalists to intimidation in Gaza in recent weeks.He also screened footage from indian, Finnish and French TV of Hamas firing rockets from civilian areas, including the outskirts of Gaza City’s main hospital — footage that was only broadcast in the last few days.Netanyahu offered condolences for the Palestinian citizens harmed or killed during the operation.“Israel deeply regrets every civilian casualty, every single one. We do not target them. People of Gaza are not our enemies. Our enemy is Hamas,” the prime minister said.The decision to pull forces out of Gaza last weekend was made only once the 30-plus sophisticated Hamas tunnels had been destroyed, he said. Netanyahu added that Israel was working “to create technological means to locate new tunnels that will reach into our territory.”Netanyahu stressed the need to prevent Hamas from rearming. That, he said, is the way “to prevent this conflict from bring repeated.”With regard to Palestinian Authority President Mahmoud Abbas’s role in negotiating a truce, Netanyahu said that the PA had played a part in talks and would continue to do so. Hamas seized control of Gaza from the PA in a violent takeover in 2007.“We have cooperated and are cooperating with the PA,” he said. “We’re prepared to see a role for them [in] the reconstruction of Gaza, humanitarian aid, security questions. The ceasefire agreement was coordinated with them.”Despite reports of bitter differences between Israel and the Obama administration throughout the war, Netanyahu thanked US Secretary of State John Kerry for his support, saying he had another “very good” conversation with Kerry on Wednesday afternoon. He welcomed Kerry’s calls for the disarmament of Gaza-based terror groups.He also praised the “iron discipline” of Israelis — a play on the “Iron Dome” which intercepted hundreds of the Hamas rockets — and lauded the Israel Defense Forces.“The IDF is an amazing army,” he said. “It’s a strong army [and] had major achievements. It stood and stands by all the requirements. The entire nation is behind the IDF, during peace and during war.“I am proud of the IDF.
