He's now back teaching at Harvard after leading the Liberals to third-party status for the first time in its storied history.In 2012, as explained politic365.com, the Barack Obama campaign defined Republican presidential candidate Mitt Romney as an "Out of Touch Scrooge McDuck."It worked: come election day 2012, the American public dismissed Romney as an aloof multi-millionaire who couldn't relate to the average Joe.We're also seeing Canada's Conservative Party deploy the 'define your opponent' strategy against the opposition leaders in the lead-up to the 2015 federal election.Their narrative for the NDP leader came easy. If you believe the Conservatives, Thomas Mulcair is "Angry Tom," with extreme views that would essentially freeze Canada's economy.Defining Justin Trudeau, however, has been a little more challenging for them.They started out – the day after Trudeau won the Liberal leadership in 2013 – with an ad campaign suggesting that Trudeau is "in over his head." It's clear that Justin Trudeau cannot be trusted to keep Canadians safe."Will this narrative work? Nothing else has.According to the latest Forum Research poll, the Liberals have opened up a 16-point lead on the Conservatives while Trudeau maintains just a slight advantage in the preferred prime minister question. Conservative supporters will tell you that it's still a long time before the election. N.W.T.'s chief medical official says healthy people whose lungs get irritated by forest fire smoke will recover a few days after the smoke clears.Dr. Andre Corriveau, the territory's chief medical officer of health, says data from previous wildfires in California and Australia help determine what effects smoke can have on a person's health.He says "prolonged" exposure to smoke is measured in years, not in weeks. "It does have a health impact that can be quite serious for people who have predisposing conditions but for the average person they seem to recover fairly well, and whether it's one week or six weeks it's still considered relatively short exposure," he says.Corriveau cautions people with pre-existing health conditions like heart problems, asthma or other lung problems, to stay indoors and limit outdoor activity when the smoke is noticeably thick.Corriveau says this applies especially to the elderly, pregnant women, newborn babies and young children. Air pollution levels in Yellowknife have frequently gone off the chart in recent weeks as smoke from some the territory's nearly 300 forest fires blows into the city.Earlier this week, Yellowknife resident Dale Bouchard said she was getting out of town so her kids could breathe some clean air."I'm getting sick of it and I'm really, really disappointed and actually very confused as to why the territorial government hasn't done something for the people of Yellowknife and the Northwest Territories," she said."The kids have been smelling this heavy smoke all summer. They're coughing, got headaches. LIKELY, B.C. - An early assessment of the environmental impact of a mine tailings pond failure in British Columbia is expected today when the first water-testing results may be released.Provincial Mines Minister Bill Bennett has so far said it's too soon to estimate the damage caused by the Mount Polley Mine breach, but says he hopes for positive news.The government has promised a thorough investigation into the actions of the provincial government and Imperial Metals in the wake of Monday's dam collapse.A tailings pond dam at the mine failed on Monday, sending 10 million cubic metres of water and 4.5 million cubic metres of toxic silt into Polley Lake and Quesnel Lake.The breach prompted a water-use ban along surrounding lakes and rivers and the B.C. environment ministry has collected water samples in the area.The company's president has said the water is already almost drinking quality, but a ministry official disagreed, based on metals found in the water at other times in recent years.Sharon Borkowski owns Northern Lights Lodge in the community closest to the disaster and she says while she's optimistic with the company's statements that the water is safe, she's still cautiously awaiting testing results.Imperial Metals was formally ordered Wednesday to clean up the site and prevent more material from escaping.

BRUSSELS - Moscow is slapping a ban on EU-imported fruit and vegetables and food from the US in retaliation for western economic sanctions.A Russian decree published Wednesday (6 August) called upon government officials to put forward a list of agricultural products and raw materials to be banned for up to one year.The decree does not list the specific products or name the countries although the government is expected to announce the full list on Thursday.But Russia's food safety watchdog VPSS, Alexei Alexeenko, was quoted by RIA Novosti as saying fruit and vegetables from member states backing the EU sanctions would be blacklisted."Fruits and vegetables from the European Union will also be under full ban," he said.According to RIA Novosti, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Italy, Lithuania, The Netherlands, Slovakia, and Spain could be on the Russian list.Among the products cited by country are meats, poultry, fish, drinks and coffee.Poland was already targeted last month when Moscow announced it would no longer import Polish apples, pears, cherries, nectarines, plums, and varieties of cabbage. They launched an ad campaign portraying Ignatieff as someone who came back to Canada just because he wanted to be prime minister.Incidentally, it looks as if Ignatieff was "just visiting." He's now back teaching at Harvard after leading the Liberals to third-party status for the first time in its storied history.In 2012, as explained politic365.com, the Barack Obama campaign defined Republican presidential candidate Mitt Romney as an "Out of Touch Scrooge McDuck."It worked: come election day 2012, the American public dismissed Romney as an aloof multi-millionaire who couldn't relate to the average Joe.We're also seeing Canada's Conservative Party deploy the 'define your opponent' strategy against the opposition leaders in the lead-up to the 2015 federal election.Their narrative for the NDP leader came easy. If you believe the Conservatives, Thomas Mulcair is "Angry Tom," with extreme views that would essentially freeze Canada's economy.Defining Justin Trudeau, however, has been a little more challenging for them.They started out – the day after Trudeau won the Liberal leadership in 2013 – with an ad campaign suggesting that Trudeau is "in over his head." They suggested that he lacked the substance, the knowledge and the know-how to be prime minister.While that may have entertained the Tory base, it didn't help stall Trudeau's momentum in the opinion polls.They've since moved on to the narrative about Trudeau and his policy about legalizing and regulating marijuana. The Liberals handily won the riding by a much wider margin than the 2011 election.And now there appears to be a third narrative about Trudeau that seems to be emerging: That Trudeau is weak on crime and soft on terrorists.This narrative seems to be pushed by the right-leaning Sun News Network whose website's "top story" on Wednesday was titled: "Trudeau lambasted for visiting mosque linked to al-Qaeda recruitment.""Justin Trudeau is being accused of 'intellectual dishonesty' for his visiting a Montreal-area mosque that American government sources say has been an Al-Qaeda recruitment centre," notes the column."The Liberal leader reluctantly acknowledged last weekend he'd attended the Al-Sunnah Al-Nabawiah mosque, which follows the strict Wahhabist interpretation of Islam (codified and practiced in Saudi Arabia) then cast doubt on the veracity of the American government's designation."The article goes on to quote a PMO spokesperson who says this:"First, Justin Trudeau refused to condemn the horrific bombing of the Boston Marathon – instead he tried to rationalize the actions of evil individuals. It's clear that Justin Trudeau cannot be trusted to keep Canadians safe."Will this narrative work? Nothing else has.According to the latest Forum Research poll, the Liberals have opened up a 16-point lead on the Conservatives while Trudeau maintains just a slight advantage in the preferred prime minister question. Conservative supporters will tell you that it's still a long time before the election. They might argue that mid-term opinions polls mean very little.But if one of their election tactics is to define Justin Trudeau – as it seems to be – they certainly haven't done it yet.And, if they don't do it soon, they run the risk of Trudeau actually defining himself first.

HONOLULU (Reuters) - Hurricane Iselle barreled west across the Pacific Ocean toward the Hawaiian Islands on Wednesday, where officials warned residents and tourists of possible flooding and mudslides and ordered schools closed.The storm was about 700 miles (1,130 km) east of Hilo, on the Island of Hawaii, at 7 a.m. Hawaiian Standard Time on Wednesday and heading west-northwest at 15 miles per hour (24 km per hour) with maximum sustained winds of 85 mph (137 kph), according to the National Hurricane Center.Iselle was expected to weaken into a tropical storm before reaching the islands sometime on Friday morning but forecasters said it could still bring high winds and 10-to-15-foot (three-to-4.5-meter) surf to the tourist haven."The Big Island has two peaks of up to 14,000 feet. If the hurricane makes a direct hit over the Big Island, how much of a blocking effect that has we don't know," said Ray Tanabe, acting director for the National Weather Service in the pacific region.Tracking about two days behind Iselle was hurricane Julio, which was upgraded from a tropical storm on Wednesday and could also bring heavy surf and high winds.Residents stocked up on basics as authorities in Honolulu advised them to prepare a seven-day disaster supply kit. N.W.T.'s chief medical official says healthy people whose lungs get irritated by forest fire smoke will recover a few days after the smoke clears.Dr. Andre Corriveau, the territory's chief medical officer of health, says data from previous wildfires in California and Australia help determine what effects smoke can have on a person's health.He says "prolonged" exposure to smoke is measured in years, not in weeks. "It does have a health impact that can be quite serious for people who have predisposing conditions but for the average person they seem to recover fairly well, and whether it's one week or six weeks it's still considered relatively short exposure," he says.Corriveau cautions people with pre-existing health conditions like heart problems, asthma or other lung problems, to stay indoors and limit outdoor activity when the smoke is noticeably thick.Corriveau says this applies especially to the elderly, pregnant women, newborn babies and young children. Air pollution levels in Yellowknife have frequently gone off the chart in recent weeks as smoke from some the territory's nearly 300 forest fires blows into the city.Earlier this week, Yellowknife resident Dale Bouchard said she was getting out of town so her kids could breathe some clean air."I'm getting sick of it and I'm really, really disappointed and actually very confused as to why the territorial government hasn't done something for the people of Yellowknife and the Northwest Territories," she said."The kids have been smelling this heavy smoke all summer. They're coughing, got headaches. We have to keep them indoors all the time and it's just been awful, even for adults."Resident Jonathan Churcher said he has taken to wearing a face mask."What are we actually breathing? For workers who spend most of the day outside, Corriveau suggests taking more frequent breaks, longer breaks and going indoors to a place where they can recuperate.He says workers can also ask a supervisor for a specialized face mask."An N95 mask can make a difference although they're uncomfortable to wear, especially if you're exerting yourself," he said."People can take more frequent breaks, longer breaks and go indoors and go to a place where they can recuperate."Corriveau says only N95 or N99 masks will make a difference in filtering particulates. But he warns that, besides being uncomfortable, the mask will stop working as soon as it gets humid and on a hot day, and an N95 or N99 mask will only last half an hour before it has to be changed.

LIKELY, B.C. - An early assessment of the environmental impact of a mine tailings pond failure in British Columbia is expected today when the first water-testing results may be released.Provincial Mines Minister Bill Bennett has so far said it's too soon to estimate the damage caused by the Mount Polley Mine breach, but says he hopes for positive news.The government has promised a thorough investigation into the actions of the provincial government and Imperial Metals in the wake of Monday's dam collapse.A tailings pond dam at the mine failed on Monday, sending 10 million cubic metres of water and 4.5 million cubic metres of toxic silt into Polley Lake and Quesnel Lake.The breach prompted a water-use ban along surrounding lakes and rivers and the B.C. environment ministry has collected water samples in the area.The company's president has said the water is already almost drinking quality, but a ministry official disagreed, based on metals found in the water at other times in recent years.Sharon Borkowski owns Northern Lights Lodge in the community closest to the disaster and she says while she's optimistic with the company's statements that the water is safe, she's still cautiously awaiting testing results.Imperial Metals was formally ordered Wednesday to clean up the site and prevent more material from escaping.

BRUSSELS - Moscow is slapping a ban on EU-imported fruit and vegetables and food from the US in retaliation for western economic sanctions.A Russian decree published Wednesday (6 August) called upon government officials to put forward a list of agricultural products and raw materials to be banned for up to one year.The decree does not list the specific products or name the countries although the government is expected to announce the full list on Thursday.But Russia's food safety watchdog VPSS, Alexei Alexeenko, was quoted by RIA Novosti as saying fruit and vegetables from member states backing the EU sanctions would be blacklisted."Fruits and vegetables from the European Union will also be under full ban," he said.According to RIA Novosti, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Finland, France, Italy, Lithuania, The Netherlands, Slovakia, and Spain could be on the Russian list.Among the products cited by country are meats, poultry, fish, drinks and coffee.Poland was already targeted last month when Moscow announced it would no longer import Polish apples, pears, cherries, nectarines, plums, and varieties of cabbage. Total Finnish exports last year to Russia amounted to €5.4 billion. Around 7.5 percent was food and drink, reports Finnish state broadcaster YLE.As the EU’s third largest trading partner, Russia is one of the biggest importers of fruit and vegetables grown by member states. In 2013, it imported around €2 billion worth of fruit and vegetables.In terms of overall trade, last year the EU exported some €120 billion in goods and another €28 billion in services to Russia.Agricultural products accounted for around €12 billion of the EU exports, according to the European Commission.Meanwhile as the sanctions battle steps up, Nato has estimated that some 20,000 Russian combat-ready soldiers are now stationed near the border with Ukraine.Poland has said there is now a greater risk that Russia will make a direct intervention in Ukraine."We have reasons to suspect – we have been receiving such information in the last several hours – that the risk of a direct intervention is higher than it was several days ago,” said prime minister Donald Tusk.

Monrovia (AFP) - Overwhelmed west African nations called states of emergency on Thursday as the death toll from a fast-spreading Ebola epidemic neared 1,000, and an elderly Spanish missionary was evacuated for treatment at home.Soldiers in Liberia's Grand Cape Mount province -- one of the worst-affected -- were restricting movement towards the capital Monrovia, where lawmakers gathered to ratify a 90-day state of emergency.Nigeria's public sector doctors suspended a nearly five-week strike citing an outbreak of the deadly tropical disease which has killed two and infected five others in Lagos, creating fear that the virus is taking hold in Africa's most populous country.Since breaking out earlier this year, Ebola has claimed 932 lives and infected more than 1,700 people across west Africa, according to the World Health Organisation. Ebola causes severe fever and, in the worst cases, unstoppable bleeding. And I don't think all the information is in on whether this drug is helpful," Obama said on Wednesday.Nigeria's Health Minister Onyebuchi Chukwu has asked the United States about the possibility of getting the drug but Spain said it had not yet enquired about the serum."We do not know of the scientific evidence, the scientific basis, the results that this serum can provide," Antonio Alemany, director general of primary health care for the Madrid region, told a news conference."Obviously, if the serum is effective then the Spanish government will make contact to be able to use this treatment."The WHO is holding an emergency session behind closed doors in Geneva to decide whether to declare an international crisis.
