Russian nuclear bombers were spotted flying near Alaska this week. The bombers were escorted by fighter jets, floating just outside of U.S. and Canadian airspace. This is the second such sighting since June, sparking the attention of American military jets. Major Beth Smith, of the U.S. Northern Command and the North American Aerospace Defense Command (NORAD), has said "Over the past week, NORAD has visually identified Russian aircraft operating in and around the U.S. air defense identification zones." There have been about 16 Russian forays in the Alaskan and north Canadian area in the last 10 days.It is not entirely uncommon to see Russian planes in this airspace, however, the increased number of such planes seems to be triggering some concern amongst the aviation military community, particularly given the increased tension in Ukraine. Smith referred to this number of forays as "a spike in activity."Smith noted that these were training missions, though a spy plane and anti-submarine plane were spotted among the bombers. However, another defense official told the Washington Free Beacon they believe this is more than just a training flight. The official stated "[Russian strategic nuclear forces appear to be] trying to test our air defense reactions, or our command and control systems. These are not just training missions." The Russian military has admitted they have flown in that area. They told ITAR-TASS, "all flights were scheduled in advance and were made in strict compliance with the international rules of using airspace without trespassing the borders of other countries."

Beirut (AFP) - Lebanon's leading Sunni politician Saad Hariri returned from self-imposed exile Friday on a trip to bolster the country's army as it battles jihadists in the latest spillover from Syria's war.Hariri's visit, his first since 2011, comes after open conflict between the army and jihadists on the border with Syria killed 17 troops and left 19 kidnapped.The former prime minister arrived after announcing earlier that Saudi Arabia, one of his chief allies, had pledged $1 billion to shore up the army and security forces against jihadists.On Wednesday, a day after announcing the funding, Hariri said he would consult with Lebanon's Prime Minister Tammam Salam and the army and security forces on how they would be disbursed.His arrival underscored the seriousness of the clashes in the Arsal region in eastern Lebanon on the Syrian border. Fighting that began there on Saturday has eased, with a truce meant to lead to the withdrawal of gunmen from several jihadist groups fighting in Syria and the release of 17 policemen and 19 soldiers thought to be held hostage.But the violence is the worst in the border region since the Syrian war began in March 2011, and has raised further concerns about the effects of the conflict on Lebanon.Despite Beirut's effort to insulate itself from the war next door, the fighting has spilled over and stoked existing political and sectarian tensions in Lebanon.

Much of Lebanon's Sunni community, including Hariri, supports the Sunni-dominated uprising against President Bashar al-Assad.But many Lebanese Shiites support Assad, and the powerful Shiite Hezbollah movement has sent fighters to bolster his troops against the uprising.Hariri, 44, has voiced unconditional support for Lebanon's army in the fight against jihadists in Arsal, calling it a "red line".But some of his constituents accuse the army of allowing Hezbollah free rein to fight in Syria and failing to protect Sunnis.On Friday, the situation in Arsal was largely quiet, but an AFP video journalist said several hundred residents who tried return to their homes were forced to flee after coming under sniper fire.He said several were wounded and the army closed the route back into the town after the incident.The fighting in Arsal began on Saturday afternoon, when gunmen attacked soldiers after the arrest of a Syrian man accused of belonging to Al-Qaeda's Syrian affiliate Al-Nusra Front.At least 17 soldiers have been killed, and 19 remain kidnapped along with 17 policemen.Dozens of militants have been killed, and field hospitals have reported at least 47 deaths, with more than 250 wounded.

LONDON/MONROVIA (Reuters) - West Africa's Ebola epidemic constitutes an international health emergency and the virus, which has killed nearly 1,000 people, could continue spreading for months, the World Health Organization (WHO) said on Friday."The outbreak is moving faster than we can control it," the WHO's director-general Margaret Chan told reporters on a telephone briefing from the WHO's Geneva headquarters.The U.N. agency's declaration, which follows criticism that it has done too little to fight the disease, is aimed at raising the level of vigilance about the virus which has hit hardest in Guinea, Liberia and Sierra Leone.The agency said all states with Ebola transmission should declare a national emergency in the face of an outbreak it deemed "particularly serious" but there should be no general ban on international travel or trade."The declaration ... will galvanize the attention of leaders of all countries at the top level. It cannot be done by the ministries of health alone," Chan said.The WHO has been accused of failing to respond fast enough to the outbreak, which it said on May 18 could be declared over by May 22. It has since become more conservative in its predictions, said head of health security, Keiji Fukuda."At that point we thought that it was likely that it would come under control based on our experience. Ebola has no proven cure and there is no vaccine to prevent infection, so the best treatment is focused on alleviating symptoms such as fever, vomiting and diarrhea.Its spread could be stopped with the right steps and measures to deal with infected people, Fukuda said, but it was important that anyone known to have Ebola should be immediately isolated and treated in isolation for 30 days.The European Union said on Friday it is increasing by an additional 8 million euros ($10.7 million) its efforts to contain Ebola and governments in the region have taken increasingly tough measures in a bid to thwart the disease.The army in Sierra Leone on Thursday blockaded rural areas hit by Ebola while neighboring Liberia declared a state of emergency. FRESH DEATH TOLL
The latest WHO figures on Friday showed the worsening toll. Some 1,779 people have been infected and 961 people have died in the most severe outbreak in the 40 years since it was first identified in humans.This was partly because of weaknesses in the countries affected, where health systems are fragile and lacking in resources. The effort to contain the disease is also undermined by inexperience and misperceptions of the threat, the WHO said.Although most cases of Ebola are in the remote area where Guinea borders Sierra Leone and Liberia, alarm over the spread of the disease increased last month when a U.S. citizen died in Nigeria after traveling there by plane from Liberia.The U.S. State Department has ordered the departure of eligible family members from its embassy in the Liberian capital Monrovia in the light of the disease and said it was acting "out of an abundance of caution".Concerns have spread to other countries. Ugandan health authorities on Friday said an Ebola suspect had tested negative, while a hospital in Benin's capital is treating a Nigerian man suspected of having contracted the disease.After an experimental drug was administered to two U.S. charity workers who were infected in Liberia, Ebola specialists have urged the WHO to offer such drugs to Africans. Istanbul (AFP) - Turkish Prime Minister Recep Tayyip Erdogan faced a new outcry on Friday over his attitude to the media and women after he branded a prominent female journalist a "shameless woman" and told her "to know your place".Just ahead of Sunday's presidential election which he is clear favourite to win, Erdogan savaged Amberin Zaman, who writes for the Economist and the Turkish daily Taraf, over comments she made in a television debate.She had asked the main opposition leader Kemal Kilicdaroglu in the debate whether any Muslim society was capable of challenging its authorities.Erdogan lashed out at Zaman, without mentioning her directly by name, at an election rally in the eastern city of Malatya on Thursday, calling her a "shameless woman"."A militant in the guise of a journalist, a shameless woman... Know your place!" he declared."They gave you a pen and you are writing a column in a newspaper... and you insult a society that is 99 percent Muslim," he said, drawing loud boos from the crowd.This is not the first time Erdogan has lashed out at journalists, who have come under increasing pressure in Turkey, which has more reporters behind bars than any other country in the world.The government's attitude towards women is also under heavy scrutiny, after Deputy Prime Minister Bulent Arinc caused a furore by suggesting women should not laugh loudly in public.

ZELJEZNO POLJE, Bosnia-Herzegovina (AP) — A Bosnian man whose home was swept away by flooding has seen his attempts at rebuilding fall prey to a new round of floods.Torrents in May swept away Besim Tutnjic's house in the village of Zeljezno Polje. He bought himself a tent to live in while he rebuilt his home on the same foundations. When a smaller flood destroyed his tent in July, he bought another one.Then on Wednesday the water came back again, and swept the new construction some 700 meters (yards) down the slope "as if it was floating on an airbed," he said. The second tent was also washed away."Now I only have an umbrella," said Tutnjic, one of around 300 villagers who are holding protests on the main road through central Bosnia to draw the government's attention to their problem.The May floods affected 40 percent of Bosnia, wrecking the main agricultural industry, wiping out infrastructure and forcing almost a quarter of the population of 4 million to leave their homes. More than 2,000 landslides destroyed entire villages like Zeljezno Polje.International donors pledged 809 million euros ($1.08 billion) to help Bosnia recover from floods but spending this money requires planning and preparations — a process too slow for the flood victims of Zeljezno Polje, who now fear they will not have a roof over their heads this winter.

Russian nuclear bombers were spotted flying near Alaska this week. The bombers were escorted by fighter jets, floating just outside of U.S. and Canadian airspace. This is the second such sighting since June, sparking the attention of American military jets. Major Beth Smith, of the U.S. Northern Command and the North American Aerospace Defense Command (NORAD), has said "Over the past week, NORAD has visually identified Russian aircraft operating in and around the U.S. air defense identification zones." There have been about 16 Russian forays in the Alaskan and north Canadian area in the last 10 days.It is not entirely uncommon to see Russian planes in this airspace, however, the increased number of such planes seems to be triggering some concern amongst the aviation military community, particularly given the increased tension in Ukraine. Smith referred to this number of forays as "a spike in activity."Smith noted that these were training missions, though a spy plane and anti-submarine plane were spotted among the bombers. However, another defense official told the Washington Free Beacon they believe this is more than just a training flight. The official stated "[Russian strategic nuclear forces appear to be] trying to test our air defense reactions, or our command and control systems. These are not just training missions." The Russian military has admitted they have flown in that area. They told ITAR-TASS, "all flights were scheduled in advance and were made in strict compliance with the international rules of using airspace without trespassing the borders of other countries."

Beirut (AFP) - Lebanon's leading Sunni politician Saad Hariri returned from self-imposed exile Friday on a trip to bolster the country's army as it battles jihadists in the latest spillover from Syria's war.Hariri's visit, his first since 2011, comes after open conflict between the army and jihadists on the border with Syria killed 17 troops and left 19 kidnapped.The former prime minister arrived after announcing earlier that Saudi Arabia, one of his chief allies, had pledged $1 billion to shore up the army and security forces against jihadists.On Wednesday, a day after announcing the funding, Hariri said he would consult with Lebanon's Prime Minister Tammam Salam and the army and security forces on how they would be disbursed.His arrival underscored the seriousness of the clashes in the Arsal region in eastern Lebanon on the Syrian border. Fighting that began there on Saturday has eased, with a truce meant to lead to the withdrawal of gunmen from several jihadist groups fighting in Syria and the release of 17 policemen and 19 soldiers thought to be held hostage.But the violence is the worst in the border region since the Syrian war began in March 2011, and has raised further concerns about the effects of the conflict on Lebanon.Despite Beirut's effort to insulate itself from the war next door, the fighting has spilled over and stoked existing political and sectarian tensions in Lebanon.

Much of Lebanon's Sunni community, including Hariri, supports the Sunni-dominated uprising against President Bashar al-Assad.But many Lebanese Shiites support Assad, and the powerful Shiite Hezbollah movement has sent fighters to bolster his troops against the uprising.Hariri, 44, has voiced unconditional support for Lebanon's army in the fight against jihadists in Arsal, calling it a "red line".But some of his constituents accuse the army of allowing Hezbollah free rein to fight in Syria and failing to protect Sunnis.On Friday, the situation in Arsal was largely quiet, but an AFP video journalist said several hundred residents who tried return to their homes were forced to flee after coming under sniper fire.He said several were wounded and the army closed the route back into the town after the incident.The fighting in Arsal began on Saturday afternoon, when gunmen attacked soldiers after the arrest of a Syrian man accused of belonging to Al-Qaeda's Syrian affiliate Al-Nusra Front.At least 17 soldiers have been killed, and 19 remain kidnapped along with 17 policemen.Dozens of militants have been killed, and field hospitals have reported at least 47 deaths, with more than 250 wounded.

The fighting prompted army chief General Jean Kahwaji to urge France to speed up delivery of weapons being bought under a $3 billion deal financed by Saudi Arabia.And Hariri announced on Wednesday that the kingdom had pledged $1 billion in funds to bolster the Lebanese security forces.On Friday, Hariri said his stay in Lebanon would be "long", and that the visit came "after the Saudi donation, which we must examine how to implement and translate in support of the army".Analysts said he would seek to rally the Sunni community around the army and bolster his standing in Lebanon, which he left in 2011 after his government collapsed when ministers from Hezbollah, his chief political rival, resigned."Hariri's return can be seen as an attempt at unifying the Sunni community both around Lebanese state institutions, particularly the army, as well as around Saudi Arabia, which is now championing itself as a major counter-terrorism force in the region," said Lina Khatib, director of the Carnegie Middle East Centre."Such a rallying of Sunnis would have a stabilising effect on the country and detach the Sunni community from being attracted to the extremism presented by groups" such as the Islamic State, she said.Khatib added that Hariri was also "striving to regain a central political standing in Lebanon as the country looks forward to holding parliamentary and presidential elections".Hariri's father, Lebanon's former prime minister Rafiq Hariri, was assassinated in a 2005 attack that his supporters blame on the Syrian regime and its Lebanese ally Hezbollah.

LONDON/MONROVIA (Reuters) - West Africa's Ebola epidemic constitutes an international health emergency and the virus, which has killed nearly 1,000 people, could continue spreading for months, the World Health Organization (WHO) said on Friday."The outbreak is moving faster than we can control it," the WHO's director-general Margaret Chan told reporters on a telephone briefing from the WHO's Geneva headquarters.The U.N. agency's declaration, which follows criticism that it has done too little to fight the disease, is aimed at raising the level of vigilance about the virus which has hit hardest in Guinea, Liberia and Sierra Leone.The agency said all states with Ebola transmission should declare a national emergency in the face of an outbreak it deemed "particularly serious" but there should be no general ban on international travel or trade."The declaration ... will galvanize the attention of leaders of all countries at the top level. It cannot be done by the ministries of health alone," Chan said.The WHO has been accused of failing to respond fast enough to the outbreak, which it said on May 18 could be declared over by May 22. It has since become more conservative in its predictions, said head of health security, Keiji Fukuda."At that point we thought that it was likely that it would come under control based on our experience. This outbreak has developed in ways we have not seen before," Fukuda told reporters."The likelihood is that things will get worse before they get better," he said, adding that the WHO is prepared for an outbreak that persists at a high level for months. Medical charity Medecins Sans Frontieres (MSF) said the declaration showed WHO's seriousness in tackling the outbreak but added that statements should be translated into action."For weeks, MSF has been repeating that a massive medical, epidemiological and public health response is desperately needed to saves lives," said Bart Janssens, MSF Director of Operations.

Ebola has no proven cure and there is no vaccine to prevent infection, so the best treatment is focused on alleviating symptoms such as fever, vomiting and diarrhea.Its spread could be stopped with the right steps and measures to deal with infected people, Fukuda said, but it was important that anyone known to have Ebola should be immediately isolated and treated in isolation for 30 days.The European Union said on Friday it is increasing by an additional 8 million euros ($10.7 million) its efforts to contain Ebola and governments in the region have taken increasingly tough measures in a bid to thwart the disease.The army in Sierra Leone on Thursday blockaded rural areas hit by Ebola while neighboring Liberia declared a state of emergency. FRESH DEATH TOLL
The latest WHO figures on Friday showed the worsening toll. Some 1,779 people have been infected and 961 people have died in the most severe outbreak in the 40 years since it was first identified in humans.This was partly because of weaknesses in the countries affected, where health systems are fragile and lacking in resources. The effort to contain the disease is also undermined by inexperience and misperceptions of the threat, the WHO said.Although most cases of Ebola are in the remote area where Guinea borders Sierra Leone and Liberia, alarm over the spread of the disease increased last month when a U.S. citizen died in Nigeria after traveling there by plane from Liberia.The U.S. State Department has ordered the departure of eligible family members from its embassy in the Liberian capital Monrovia in the light of the disease and said it was acting "out of an abundance of caution".Concerns have spread to other countries. Ugandan health authorities on Friday said an Ebola suspect had tested negative, while a hospital in Benin's capital is treating a Nigerian man suspected of having contracted the disease.After an experimental drug was administered to two U.S. charity workers who were infected in Liberia, Ebola specialists have urged the WHO to offer such drugs to Africans. The U.N. agency has asked medical ethics experts to explore this option next week. Istanbul (AFP) - Turkish Prime Minister Recep Tayyip Erdogan faced a new outcry on Friday over his attitude to the media and women after he branded a prominent female journalist a "shameless woman" and told her "to know your place".Just ahead of Sunday's presidential election which he is clear favourite to win, Erdogan savaged Amberin Zaman, who writes for the Economist and the Turkish daily Taraf, over comments she made in a television debate.She had asked the main opposition leader Kemal Kilicdaroglu in the debate whether any Muslim society was capable of challenging its authorities.Erdogan lashed out at Zaman, without mentioning her directly by name, at an election rally in the eastern city of Malatya on Thursday, calling her a "shameless woman"."A militant in the guise of a journalist, a shameless woman... Know your place!" he declared."They gave you a pen and you are writing a column in a newspaper... and you insult a society that is 99 percent Muslim," he said, drawing loud boos from the crowd.This is not the first time Erdogan has lashed out at journalists, who have come under increasing pressure in Turkey, which has more reporters behind bars than any other country in the world.The government's attitude towards women is also under heavy scrutiny, after Deputy Prime Minister Bulent Arinc caused a furore by suggesting women should not laugh loudly in public.

Damascus (AFP) - After a long period of relative calm, Syria's capital is coming under daily mortar and rocket fire from rebels seeking to make the regime ease its attacks on areas they hold near Damascus."It is in response to regime air raids on rebel districts around Damascus," said Rami Abdel Rahman, director of the Syrian Observatory for Human Rights.Rebel bombardments of the city "have caused a total of 21 deaths in recent days", he said.Launched from Eastern Ghouta, a woody region east of Damascus where rebels have held off regime efforts to dislodge them, the mortar fire targets several districts, including upmarket Malki where the presidential place is located."After a long period of calm, mortar fire began on the Saturday after (the Moslem holiday of) Eid," on August 2, said Abu Hisham, owner of a women's clothes shop in Al-Salhiyeh shopping district in the heart of the city."Yesterday and the day before (Tuesday and Wednesday) the noises were new and terrifying. On Tuesday night, at least 16 people including two children, were killed and 79 others wounded in rebel bombardments of several Damascus neighbourhoods, the Observatory said.A resident of Qabun district, near the Jobar front line, said: "Ajnad al-Sham now has Katyusha rockets."The man, who asked not to be named, said that on Tuesday he heard a rocket being launched from Jobar and his friend, speaking on the telephone, heard it fall in Malki.Bombardment of rebel positions around Damascus resumed on Thursday. The rebels replied by firing mortars towards Abbassids Square near Jobar, the rebels and state news agency SANA said.The Observatory estimates more than 170,000 people have died in the Syrian conflict which broke out in March 2011.

The minister responsible for British Columbia's mines says residents living along waterways affected by a mining-waste spill could catch a lucky break because the waste may not be poisonous.Energy and Mines Minister Bill Bennett says the Mount Polley tailings pond breach in B.C.'s Cariboo region may not be toxic because the copper and gold mine is not generating acid, which means caustic chemicals are not leached out of the rocks and into the water.Initial test results show water in the surrounding area is of drinking quality, but a water-use ban is still in effect because the nearby Polley Lake has not yet been tested.David Lacroix of the town of Likely, B.C., which is in the spill area, says the findings have made him optimistic, but he wonders why more was not done to prevent the accident.B.C. Premier Christy Clark met with concerned Likely residents on Thursday.The tailings pond of the Mount Polley mine was breached on Monday, sending 5,800 Olympic swimming pools worth of waste water and potentially toxic silt into nearby waterways.The breach released 10 billion litres of water and 4.5 million cubic metres of metals-laden fine sand, contaminating several lakes, creeks and rivers in the Cariboo region.Residents were advised Monday not to bathe in or drink the water because authorities were concerned heavy metals from the mine, owned by Imperial Metals, could be poisonous.B.C.'s Environment Ministry has tested water collected since the day of the devastating spill, from several locations in Quesnel Lake, to determine potential impacts on drinking water quality and aquatic life.An explanatory note, from the ministry's impact assessment head, Gabriele Matscha, that was posted with the results on the ministry's website says that the water remains within drinking-quality guidelines and aquatic life is not expected to be impacted."Samples collected near the town site of Likely and on the north shore of Quesnel Lake indicate that none of the analyzed chemical and physical contaminant concentrations exceeded B.C. or Health Canada drinking water guidelines," Matscha writes.The samples were tested for pH, conductivity, turbidity, total suspended solids, total dissolved solids, hardness, alkalinity, total and dissolved metals, and E.coli.Matscha also pointed out that fish tissue samples have not yet been collected, but that is planned in the near future. Water samples have still not been taken from Polley Lake.Residents have been told not to drink, bathe or swim in the water until officials determine what's in it.Interior Health, the regional health authority, said it will keep the ongoing water advisory in place because it believes further testing is needed, since these tests are preliminary and based on a small sample.

HONOLULU (Reuters) - The center of Tropical Storm Iselle made landfall on Hawaii's Big Island on Friday with strong winds and heavy rain, knocking down trees and causing power outages ahead of a more powerful storm gathering steam behind it.While Iselle has weakened to a tropical storm, according to the U.S. Central Pacific Hurricane Center, it is being closely followed by Julio, a Category 3 hurricane set to reach Hawaii on Monday.More than 1,200 people flocked to evacuation shelters across the Big Island, according to County of Hawaii Civil Defense, as heavy rains and strong winds pummeled areas of East Hawaii from the Puna area to the town of Hilo.Hawaii Electric Light Company had about 5,000 customers without power, mostly in East Hawaii, a Hawaii County official said.Iselle weakened from a hurricane to a tropical storm while its eye was still about 50 miles (80 km) south of Hilo, on the Big island, packing maximum sustained winds near 70 miles per hour (110 kph), with higher gusts.The storm was expected to bring waves of up to 25 feet (8 meters) on southeast-facing shores on the Big Island before passing south of the state's smaller islands later on day.Farther east, Hurricane Julio had gained momentum and was expected to pass just north of Hawaii by late Monday.That hurricane was upgraded late on Thursday to a Category 3 storm, with maximum sustained winds increasing to near 120 mph (195 kph), the National Hurricane Center said. It was moving west-northwest at 16 mph (26 kph) and was expected to weaken through Saturday.In anticipation of the rare back-to-back storms, Hawaii residents scrambled to stock up on supplies as state officials warned of the potential for flash floods, mudslides and power outages in the normally calm tourist haven.Governor Neil Abercrombie signed an emergency proclamation freeing up funds and resources and authorities advised residents to prepare seven-day disaster supply kits and cautioned them against driving except in an emergency.Hawaii's schools will be closed on Friday. Authorities planned to keep airports open so planes could land in an emergency although some airlines had canceled flights, officials said. Several shopping malls on Oahu will also be closed.Power was out at the Olinda Water Treatment plant in a rural area of Maui, and officials told some 700 water customers to conserve water, County of Maui spokesman Rod Antone said.Emergency officials also told residents in the area of the Puna Geothermal Venture plant in Pohoiki to stay indoors or evacuate to safe zones after a spill of poisonous hydrogen sulfide. It was not immediately clear how serious the spill was.Even before the center of the storm struck the Big Island, a downpour soaked residents on Thursday. At the Sunshine True Value Hardware store in Kapaau, shelves were picked clean of batteries, flashlights, duct tape and plywood. Sales clerk Caryl Lindamood tried to stay cheerful.
"Mother Nature sure does like to stir things up for us, doesn't she?" she said on Thursday, joking about both the storms and a small 4.5 magnitude earthquake that struck the Big Island 12 miles (19 km) west of Waimea on Thursday morning.Robert Trickey, 56, an interior decorator, said he was worried about plate-glass windows that act as walls at his house near Pahoa on the Big Island. ZELJEZNO POLJE, Bosnia-Herzegovina (AP) — A Bosnian man whose home was swept away by flooding has seen his attempts at rebuilding fall prey to a new round of floods.Torrents in May swept away Besim Tutnjic's house in the village of Zeljezno Polje. He bought himself a tent to live in while he rebuilt his home on the same foundations. When a smaller flood destroyed his tent in July, he bought another one.Then on Wednesday the water came back again, and swept the new construction some 700 meters (yards) down the slope "as if it was floating on an airbed," he said. The second tent was also washed away."Now I only have an umbrella," said Tutnjic, one of around 300 villagers who are holding protests on the main road through central Bosnia to draw the government's attention to their problem.The May floods affected 40 percent of Bosnia, wrecking the main agricultural industry, wiping out infrastructure and forcing almost a quarter of the population of 4 million to leave their homes. More than 2,000 landslides destroyed entire villages like Zeljezno Polje.International donors pledged 809 million euros ($1.08 billion) to help Bosnia recover from floods but spending this money requires planning and preparations — a process too slow for the flood victims of Zeljezno Polje, who now fear they will not have a roof over their heads this winter.
