WASHINGTON (Reuters) - Since Russia's annexation of Crimea in March, NATO has been publicly refocusing on its old Cold War foe Moscow. The threats it now believes it faces, however, are distinctly different to those of the latter half of the 20th century.The West then was defending against the risk of Soviet armor pouring across the North German plain. Now, officials and experts say, it is "ambiguous warfare" that is focusing minds within NATO, the North Atlantic Treaty Organization.Confrontations are viewed as more likely to start with cyber attacks or covert action to stir up Russian minorities in Europe's east than from any overt aggression.So as NATO prepares for its summit on September 4 and 5 in Wales, it is having to come to grips with relatively new threats to test Article 5 of its treaty. That essentially says that an attack on one NATO state is an attack on all.Since NATO's post-Cold War expansion that has meant protecting eastern members including the Baltic states. Lithuania, Latvia and Estonia all have considerable Russian minorities while Poland and others worry Russia still views them as within its sphere of influence.High-profile troop, aircraft and ship deployments and exercises have been designed to send the message that the United States and its allies would react with force to any attack on its territory.A less conventional attack, however, could be harder to defend against. For example, without firm proof that Moscow was behind a cyber attack or covert action, deciding whether to invoke Article 5 would be very difficult."This is new territory but it's something that is going to have to be discussed," said Janine Davidson, U.S. deputy assistant secretary of defense for plans from 2009-12 and now senior fellow at the Council on Foreign Relations. "It is very difficult to know how to react to it. It will have to be very much on a case-by-case basis."Events in non-NATO member Ukraine, senior officials say, could be a sign of how complicated things might get. Ukrainian and Western officials accuse Moscow of arming and training separatist rebels who have now been fighting the Ukrainian military for months.Some NATO officials privately and publicly worry the same could happen in Russian-speaking regions of the Baltic states of Lithuania, Latvia and Similarly, in 2007, a series of crippling cyber attacks paralyzed much of Estonia in an apparent response to a dispute over the movement of a Soviet-era war memorial. Most Western experts suspected the Kremlin was responsible.Russia has denied involvement with rebels in Ukraine and says the 2007 cyber attacks were simply by "patriotic (independent) hackers."

But it leaves NATO wondering how to react.

"We need to mature the way we think about cyber, the way we think about irregular warfare,” U.S. Air Force General Philip Breedlove, NATO's supreme allied commander, was quoted as saying by the U.S. military Stripes newspaper.

BETWEEN DIPLOMACY AND WAR

The Cold War was fought through espionage and proxy wars across much of Africa, Asia and Latin America. Both sides knew that any serious military incursion into Soviet or NATO territory would almost inevitably spark nuclear war.The difference now, strategists say, is the perceived greater potential for Russian interference in the new NATO member states it dominated for decades.NATO does have its own unconventional capabilities. Experienced in operating with tribal and militant groups in Afghanistan, the Middle East and Africa, U.S. special forces and intelligence personnel could theoretically stir up trouble in Russia.Agencies such as the U.S. National Security Agency and Britain's GCHQ could also wreak cyber havoc on Russian telecoms and other systems.For now, however, there is little precedent for such decisions."What they (NATO) don't have at this stage is any kind of doctrine for using them in situations short of outright war," says John Bassett, a former GCHQ official now an associate at Oxford University." There's been a lack of willingness to focus on the area beyond diplomacy but below the threshold of traditional military conflict and there is still a very long way to go."Some strategists suggest NATO is not currently up to dealing with the situation.   "A Russian unconventional attack, using asymmetric tactics designed to slip below NATO's response threshold, would be particularly difficult to counter," said a report last month from Britain's Parliamentary defense select committee.It added: "The challenges, which NATO faces in deterring, or mounting an adequate response to, such an attack poses a fundamental risk to NATO’s credibility.”Recently, however, senior officials have begun quietly laying out some of NATO's new red lines.
Breedlove, the NATO commander, said last weekend the Alliance would react militarily if Russian troops infiltrating a member state territory in the way the West believed they did in Crimea.That intervention, Western officials say, was rather more obvious than more recent events in eastern Ukraine. Russian-speaking troops in uniform but without insignia took up checkpoints across the peninsula and surrounded Ukrainian military bases. Rome-Flanking faults of tension and conflicts, that are either forgotten or perceived as exotic by the majority of  public opinion in the West, Pope Francis’ visit to the East has relaunched perspectives of reconciliation, unity and peace that are not valid for Eastern Asia alone. The path that the Pope suggests, in the wake of Gospel minimalism and realist discernment of the contexts, moves in a completely different direction from the enthusiasts of permanent conflicts, reported even by those who found an affirmation of their identity in them. Even the answer about the legitimacy of American bombings in Iraq given by the Pope during the return flight from Seoul has rendered all kinds of theological or religious cover unavailable to mouthpieces and makers of the clash of civilizations. The signs of openness towards a possible relationship with China - one of the most tormented situations for Vatican diplomacy - must be read in the same light.Francis, as these columns have already reported, has opened and keeps on opening doors. However, as we have clearly seen during this trip to Eastern Asia, he has definitely and permanently shut one door behind himself, namely the exclusive identification of Christianity with Western civilization. He did so by putting into action what he wrote in Evangelii Gaudium, in a key passage about announcing the Gospel. Where the Pope explains that “We would not do justice to the logic of the incarnation if we thought of Christianity as monocultural and monotonous” and warns the whole Church against falling into the “needless hallowing of our own culture” because thus we “show more fanaticism than true evangelizing zeal.” And time and time again Francis repeats that “the revealed message is not identified with any culture;” not even with those that “have been closely associated with the preaching of the Gospel and the development of Christian thought”.They are reflections that find confirmation in various magisterial documents by John Paul II, often quoted by Pope Francis. But Joseph Ratzinger too, before becoming Benedict XVI, did not ever align with those who wanted to reduce Christianity to Western ideology. Ratzinger, who was then  the Prefect of the former Sant’Uffizio, had distanced himself from the attempt to label the “Iraq Freedom” operation as “justified war”. In October 2004, in a public debate with Ernesto Galli della Loggia, he shied away from his interlocutor’s pressures, who wanted him to identify the cause of the developed West with the Church’s, clarifying and affirming that “the Church cannot substantially identify itself with the West: it would be historically, empirically and ideologically wrong”. The universality of Catholic faith that, by its very nature, resists any bond of exclusivity with civilizations and cultures, has been reaffirmed with force in the Second Vatican Council.Pope Francis’ preaching, concrete choices and gestures in South Korea have now eclipsed any reference, even unconscious, to the automatic identification of the Catholic Church as a religious correlation of the West. And the attitude of patient empathy, ready to serve and accompany men on their journey, the attitude of openness towards reconciliation and the tangible distance from newly legitimizing positions can certainly explain the attention and credit that Francis’ papacy has garnered in the East. It is sufficient to see and hear his words, especially those he addressed to the bishops, when he reiterates that Christians are not moved by any spirit of conquest: “they do not come as conquerors, they do not impose cultural models, nor are they moved by strategies. They have at heart first and foremost the annunciation of the Gospel, not the overturning of political regimes”. There is  no defensive closure or takeover, nor any field invasions; and therefore no attitude of instructing or cultivating hegemonic ideals. There is no foreign posture that gives the impression of Christianity as a cultural product of import that remains estranged from social and human context in Asia. And this was not a result of tactics, it was instead because real human dialogue, empathy, openness to the other and to everyone and  the respect that have characterized Pope Francis’ trip to Asia are intrinsic in the faith and imprinted on the genes of Catholic traditions.Matteo Ricci and his companions knew this very well when, back in the 15th century, they went to the other side of the Great Wall of China to spread Christian hope as “real men of peace”, without imposing their faith on anyone. It is as Pope John XXIII reiterated in his “missionary testament”, namely a speech he made to the General Council for Missionary Works in 1963, in which he always highlighted the fundamentality of announcing the Gospel in the works of missionaries who “go about the ways of the world not to intimidate”, “not to divide the land among themselves, creating areas of influence and interest, but to serve”. Benedict XV, almost a century ago, also notices this in the apostolic letter Maximum illud, instructed by the observations he received from missionaries to China. In the letter, he highlights missionary work as something determined by “supporting the gifts of the Holy Spirit and not the urgency to enlist militants”, and he rebuked those who induced a population to “believe that Christianity is something that belongs to some foreign nation and that embracing it would mean putting oneself under the protection and power of another country.”All of this is also relevant to our outlook on the sufferings of the people of the Middle East. In order to equate Christianity with Western civilization, the media have often presented and treated the Christians in those areas as if they were soldiers lost behind enemy lines. Thus, the painful events concerning Christians in Iraq are immediately classed as  a “clash of civilizations”. The Pope’s statement on the flight back to Rome cannot therefore be forgotten; he said that the objects of violence in the Middle East are “men and women of various religious minorities, not only Christians, and they are all the same in the eyes of God”. We cannot identify the Christians who have been native to Middle Eastern countries with the West and use them as a pretext “to master populations” by waging “wars of conquest”. BRUSSELS - Lithuania’s foreign minister has said Ukraine will not attack Russia’s “aid” convoy, despite its “illegal” and “provocative” nature.Linas Linkevicius spoke to EUobserver by phone from Kiev on Friday (22 August) after meeting Ukrainian president Petro Poroshenko and foreign minister Pavlo Klimkin.He said he did not discuss the convoy with the two men directly.But he added: “As far as I understand, the Ukrainians are not going to escalate the situation any more … they are not going to attack this convoy”.“We received information from Ukrainian officials that this is really the case - that they are not going to complicate the situation any further. KIEV/DONETSK-IZVARINO BORDER CROSSING Russia (Reuters) - The United States demanded Russia withdraw its equipment and personnel from Ukraine after Moscow sent in a convoy of trucks on Friday in what Kiev called a "direct invasion".NATO said Russian troops had been firing artillery across the border and within Ukraine in a major escalation of military support for pro-Moscow rebels since mid- August, a defacto charge that Russia was waging war on its former Soviet neighbour.Moscow, which has thousands of troops close to the Russian side of the border, warned against any attempt to "disrupt" what it said was a purely humanitarian operation; it did not say what action it might take if the Ukrainian military intervened.The U.S. Pentagon press secretary accused Russia of violating Ukraine's sovereignty. "Russia must remove its vehicles and its personnel from the territory of Ukraine immediately. Failure to do so will result in additional costs and isolation," Rear Admiral John Kirby said in Washington.The United States and European Union have already imposed economic sanctions on Moscow and the Kremlin has retaliated; NATO has deployed extra troops in member states bordering Russia, including the Baltic states and Poland.Ukrainian President Petro Poroshenko described the entry of the trucks without Kiev's permission as a "flagrant violation of international law." RED CROSS DECLINES TO ESCORT

The International Committee of the Red Cross, which both Moscow and Kiev had agreed should supervise the convoy, said it was not escorting it "due to the volatile security situation".The entry of the trucks ran counter to the arrangement agreed with the ICRC and was a clear violation of the border, Sebastien Brabant, spokesman for the European Union's foreign policy chief Catherine Ashton, said.Rasmussen went a step further. "These developments are even more worrying as they coincide with a major escalation in Russian military involvement in eastern Ukraine since mid-August, including the use of Russian forces," he said.Kiev has been using troops, artillery and air power in an attempt to quell a separatist rebellion that broke out soon after Russia annexed the Crimean peninsula from Ukraine in March, after protesters toppled Kiev's pro-Russian president.The last few weeks has seen a string of rebel defeats in a conflict that has killed over 2,000 people.A Reuters cameraman said it had been possible to see inside some of the vehicles on Friday. GENEVA (Reuters) - More than 191,000 people were killed in the first three years of Syria's civil war, a U.N. report said on Friday, and the world body's human rights envoy rebuked leading powers for failing to halt what she branded a "wholly avoidable human catastrophe".U.N. High Commissioner for Human Rights Navi Pillay said war crimes were still being committed with total impunity on all sides in the conflict, which began with initially peaceful protests against President Bashar al-Assad's rule in March 2011."It is a real indictment of the age we live in that not only has this been allowed to continue so long, with no end in sight, but is also now impacting horrendously on hundreds of thousands of other people across the border in northern Iraq, and the violence has also spilled over into Lebanon," said Pillay.Pillay, in a statement issued a week before leaving office, added: "The killers, destroyers and torturers in Syria have been empowered and emboldened by the international paralysis."It is essential governments take serious measures to halt the fighting and deter the crimes, and above all stop fuelling this monumental, and wholly avoidable, human catastrophe through the provision of arms and other military supplies."The report by her Geneva office was based on data from four rebel groups and the Syrian government. They were cross-checked to eliminate duplicates and inaccuracies, including non-violent deaths or alleged victims later found to be alive.It said the number of men, women and children killed in the conflict as of April 30, 2014, totaled at least 191,369. Of them, some 62,000 - both civilians and combatants - were killed in the past year alone, Pillay's spokesman Rupert Colville said.The figure is more than twice the number of deaths documented a year ago and is probably still an under-estimate, Pillay said.

Colville told a news briefing in Geneva that around 5,000 to 6,000 people were being killed on a monthly basis.Men and boys account for the bulk of the deaths but nearly 18,000 women and more than 2,000 children under the age of nine are also among those killed, he said.Assad's government supplied just one set of figures on killings to the United Nations in March 2012, Colville said."We consider their information important because it's a little bit of a different perspective and possibly different groups of people that they focus on," he said, adding they were "almost exclusively military or police".All groups involved in the fighting -- including the government, the army, police, Islamist militants and other opposition groups -- have committed killings, Colville said.The U.N. report said it had excluded from its analysis an additional 51,953 killings that were reported but lacked required information of full name, date and location of death.A further "significant" number may not have been reported by any of the five sources, it added.The highest number of documented killings were recorded in Rural Damascus province, Aleppo and Homs.Pillay repeated her longstanding call on world powers on the U.N. BAGHDAD (Reuters) - Iraqi Shi'ite militiamen machine gunned minority Sunni Muslims in a village mosque on Friday, killing dozens just as Baghdad is trying to build a cross-community government to fight Sunni militants whose rise has alarmed Western powers.A morgue official in Diyala province north of Baghdad said 68 people had been killed in the sectarian attack staged on the Muslim day of prayer. Ambulances took the bodies 60 km (40 miles) to the provincial capital of Baquba, where Iranian-trained Shi'ite militias are powerful and act with impunity.Attacks on mosques are acutely sensitive and have in the past unleashed a deadly series of revenge killings and counter attacks in Iraq, where violence has returned to the levels of 2006-2007, the peak of a sectarian civil war.Lawmaker Nahida al-Dayani, who is from Diyala, said about 150 worshippers were at Imam Wais mosque when the militiamen arrived following a roadside bombing which had targeted a security vehicle. "It is a new massacre," said Dayani, a Sunni originally from the village where the attack happened."Sectarian militias entered and opened fire at worshippers. Most mosques have no security," she told Reuters. "Some of the victims were from one family. Islamic State, which this week released a video showing the beheading of American journalist James Foley, stoned the man to death in Mosul after one of its self-appointed courts sentenced him for adultery, the witnesses said.The parents of Foley, who was kidnapped while covering the Syrian civil war, called on Friday for support to free other foreigners still held by Islamic State fighters."We do pray, we beg the international community to help the remaining hostages," Diane Foley said on MSNBC television. "We just pray that they will be set free," she said after a long conversation with Pope Francis, who the Vatican said called the couple on Thursday afternoon to offer his condolences.The stoning, which happened on Thursday, was the first known instance of the punishment by Islamic State militants in Iraq since it seized large areas of the country in a June offensive. Having poured in from Syria across a desert border that it does not recognise, the movement has declared its own caliphate.Similar stonings by the radical Sunni group have been previously reported in Syria, where it split from al Qaeda. Islamic State is the most powerful rebel group fighting Assad's forces in a civil war which the United Nations said has claimed almost 200,000 lives at the very least.President Barack Obama's decision to authorise air strikes in Iraq for the first time since U.S. troops pulled out in 2011 has helped to slow the militants' offensive. SYRIAN DEATH TOLL DOUBLES

At least 191,369 people have been killed in the Syrian conflict up to April, more than double the figure documented a year ago and probably still an under-estimate, the United Nations human rights office said on Friday.Obama had intended to punish Assad for using chemical weapons in the civil war - charges Damascus denied - but the air strikes were cancelled after a Russian-brokered deal under which Syria surrendered its chemical arsenal.Sources familiar with Syrian government thinking say Assad is wagering that Islamic State's push to reshape the Middle East will eventually force a hostile West to deal with him as the only way to tackle the threat.Western governments which back the uprising have dismissed the idea of rapprochement. But if the United States were to attack Islamic State in Syria, it would find itself - however reluctantly - fighting a common enemy with Assad.British Foreign Secretary Philip Hammond said dialogue with Assad would not advance the Western cause. "We may very well find that on some occasions we are fighting the same people as he is but that doesn't make us his ally and ... it wouldn't be practical, sensible or helpful to even think about going down that route," Hammond told BBC Radio.His Dutch counterpart Frans Timmermans said the fight against Islamic State could be successful only if it was confronted in Syria as well as Iraq.Iraq also faces hard decisions. Kinshasa (AFP) - A fever of unidentified origin has killed 13 people in the northwestern Democratic Republic of Congo since August 11, the health minister said."All 13 people who have died suffered from a fever, diarrhoea, vomiting and, in a terminal stage, of vomiting a black matter," Dr Felix Kabange Numbi said late Thursday.So far, about 80 people who came into contact with the deceased are being monitored at their homes, he added.But a World Health Organization (WHO) official and the medical charity Doctors Without Borders (MSF) said Friday it was too soon to tell whether a haemorraghic fever caused the deaths, while an epidemic of often fatal and highly contagious Ebola raged in west Africa to the north."Many died presenting haemorragic symptoms, but there is also serious malaria that can cause this type of symptom, or typhoid fever," a WHO official based in Kinshasa told AFP, asking not to be named."We're still waiting for biological confirmation to find out what kind of disease this is," said Amandine Colin of MSF, which has teams in the affected territory of Boende, in Equateur province.Samples have been taken to be examined at the National Institute of Biomedical Research as well as a specialised laboratory in Gabon, Numbi said, adding that the results should come within days.The outbreak of the Ebola virus in west Africa is the largest ever and has killed 1,350 people in Liberia, Guinea, Sierra Leone and Nigeria since March, according to the latest data released by the WHO.Ebola was first identified in 1976 in Equateur in the former Zaire, today the DRC. The authorities have taken preventive health measures, including provisions for the safe burial of infected corpses and strict control of passengers arriving from affected countries.Ebola is spread by contact with an infected person's bodily fluids, such as sweat and blood, and no cure or vaccine is currently available.

ABUJA, Nigeria (AP) — Two alarming new cases of Ebola have emerged in Nigeria, widening the circle of people sickened beyond the immediate group of caregivers who treated a dying airline passenger in one of Africa's largest cities.The outbreak also continues to spread elsewhere in West Africa, with 142 more cases recorded, bringing the new total to 2,615 with 1,427 deaths, the World Health Organization said Friday. Most of the new cases are in Liberia, where the government was delivering donated rice to a slum where 50,000 people have been sealed off from the rest of the capital in an attempt to contain the outbreak.New treatment centers in Liberia are being overwhelmed by patients that were not previously identified. One center with 20 beds opened its doors to 70 possibly infected people, likely coming from "shadow-zones" where people fearing authorities won't let doctors enter, the U.N health agency said."This phenomenon strongly suggests the existence of an invisible caseload of patients who are not being detected by the surveillance system," the agency said. This has "never before been seen in an Ebola outbreak."The two new cases in Nigeria were infected by their spouses, both medical workers who had direct contact with Liberian-American Patrick Sawyer, who flew into Nigeria from Liberia and Togo and infected 11 others before he died in July. The male and female caregivers also then died of Ebola, Health Minister Onyebuchi Chukwu said Friday.Nigerian officials initially claimed the risk of exposure to others was minimal because Sawyer was whisked into isolation after arriving at the airport. Lagos state health commissioner Jide Idris later acknowledged that Sawyer was not immediately quarantined.The two new cases were quarantined two days ago while being tested, Chukwu said. They had previously been under surveillance, meaning they were contacted daily to see if they developed any symptoms, but their movements were not restricted. Once they showed signs of the disease, they were brought in.Authorities are now trying to identify and monitor everyone they have been in contact with.In all, 213 people are now under surveillance in Nigeria, including six people, all "secondary contacts" like the caregivers' spouses, being monitored in the state of Enugu, more than 310 miles (500 kilometers) east of Lagos.A mobile laboratory capable of diagnosing the disease has been moved there, Chukwu said.Nigeria's total of confirmed infections is now 16. Five of them have died and five have recovered; the rest are being treated in isolation in Lagos, the commercial capital where Sawyer's flight landed.The damage has been far greater in Guinea, Sierra Leone and Liberia, each dealing with hundreds of cases. Liberia has been hit hardest, recording 1,082 cases and 624 deaths.In Liberia, a teenage boy died after being shot by security forces in West Point, a slum that was blockaded this week to stop the spread of Ebola, a Liberia government spokesman said Friday. Shakie Kamara was hurt in a clash with police and soldiers who sealed off their peninsula from the rest of Monrovia.Days earlier in West Point, slum dwellers ransacked a holding center for Ebola patients after realizing that some patients had come from other parts of the city. Looters then made off with bloody sheets and mattresses that could spread the disease.The government began distributing rice, some of it donated by the World Food Program, to alleviate food shortages a day after cordoning off the slum, said Information Minister Lewis Brown.Some countries also continue to impose travel restrictions, even though they aren't recommended by the UN health agency.On Friday, the Central African country of Gabon announced it was barring all flights and ships from Ebola-stricken countries. South Africa already announced a travel ban for non-citizens from these countries "unless the travel is considered absolutely essential." Dozens of animals poisoned in South African game park-AFP-AUG 22,14-YAHOONEWS

Port Elizabeth (South Africa) (AFP) - South African wildlife authorities said Friday they have found dozens of dead jackals at a popular game park in the country's "worst" ever incident of poisoning.Game rangers have found over 40 dead animals, mostly jackals, but also mongeese, foxes and crows in the Addo Elephant National Park, and many more are feared dead.The motive of the killings are not known, but authorities suspect foul play and have launched an investigation to try to find the culprits."This is the worst incident of malicious poisoning of animals inside any national park in South Africa," the park's conservation manager John Adendorff told AFP."So far we have found 36 jackals, three crows, two yellow mongoose and two bat-eared foxes."Jackals have in the past been found caught in wire snares amid complaints by local farmers that they prey on their sheep and goats."We think there are some people who think jackals don't play any role (in nature)," said Adendorff.Warders are still scouring the vast 186,000 hectare (460,000 acre) national park, which is roughly the same size as the tourist Indian Ocean island of Mauritius."We believe there are still many more animals lying dead in the national park," which is close to the southern coastal city of Port Elizabeth.Adendorff said laboratory tests have confirmed that the animals ingested methomyl, a highly toxic pesticide.Many more animals are expected to die through secondary poisoning."If other animals eat the dead carcasses, they will die also," he said, adding that the poison stays in the soil for up to 90 days so could claim more lives.The loss of the animals is "priceless, it will take long to recover," he said.
Tourists on a game drive were the first to stumble upon a batch of jackal carcasses last week.
