BRUSSELS - EU ambassadors in a marathon meeting on Thursday (24 July) added 15 more individuals, nine companies and nine institutions from Russia and east Ukraine to an existing blacklist of 72 individuals and two firms linked to the annexation of Crimea.The names will be published on Friday afternoon in the bloc's Official Journal.They are expected to include eastern Ukrainian separatists believed to be responsible for the downing of the Malaysia Airlines plane - a disaster which killed 298 people, mostly EU citizens.The ambassadors also agreed to change the legal parameters of the blacklist, so that cronies and oligarchs close to Russian President Vladimir Putin can be designated in future.The day-long meeting also looked at a raft of economic sanctions proposed by the European Commission, which could be adopted next week if Russia does not change course on Ukraine.Ambassadors were set to continue their talks on Friday on the economic sanctions front.According to an EU diplomat: "it was not foreseen for them to agree today and it is an acceleration that they meet tomorrow."The sanctions, according to an EU commission paper seen by EUobserver, should be effective and respect a cost/benefit ratio - meaning they should have a considerable impact on the Russian economy but should also take into account "adverse impacts on the EU economy from Russian retaliations."They are to be evenly spread across sectors and member states, as financial sanctions primarily hit the City of London, while defence sanctions are mostly to be felt by France, which faces a cost of €1.5 billion in penalties if it breaches a contract to deliver two warships.For its part, Germany insisted that all sanctions should be "legally defensible" and easy to implement, as well as "reversible" if Russia does change its mind.The proposed sanctions revolve around making Russian state-owned banks and companies more fragile by restricting their access to capital markets.In 2013, the paper reads, almost half of all bonds issued by Russian state-owned banks were issued in the EU (notably the UK) - €7.5 billion out of a total of €15.8 billion."Restricting access to capital markets for Russian state-owned financial institutions would increase their cost of raising funds and constrain their ability to finance the Russian economy, unless the Russian public authorities provide them with substitute financing. lt would also foster a climate of market uncertainty that is likely to affect the business environment in Russia and accelerate capital outflows," the commission paper says.Businesses in Russia would be hurt by a hike in interest rates and fewer avenues of funding, while the direct negative impact on the EU would be "limited and concentrated in jurisdictions with high levels of financial intermediation" - an allusion to the City of London."Other jurisdictions such as Switzerland, Singapore, Hong Kong or Tokyo would only provide significant substitution capacity over time, but they could not fully compensate for the loss of EU and US investors," the paper adds.As for a possible arms embargo, it could be introduced for the "whole defence sector, applying to all the products listed in the EU common military list."Russia has €3.2 billion worth of exports at stake, which could hit eastern member states who still own Soviet-era jets and military technology which needs spare parts from Russia.Export licences - such as France's Mistral warships - are a national competence and the EU commission notes that some member states have suspended them.France may still go ahead with its Mistral sale, as the commission says it is a "political decision" by member states if the ban should apply only to future or also to existing contracts."There are a number of options to deal with the issue, such as a clause of safeguard for the execution of contracts signed before a certain date, which could be equally applied to both exports and imports and to spare parts and servicing for existing equipment," the paper notes.A harder-hitting sanctions than the arms embargo would be a ban on so-called dual use technologies and goods produced in the EU, which can also have a military purpose.Russia imports €20 billion worth of these dual use items, such as high performance computers and electronics or special materials.In addition, the EU may halt exports high-tech goods Russia needs for oil and gas exploration or steel production, with the US expected to co-ordinate and impose a similar ban."The possibility for Russia to substitute such products and technologies originating from the EU or US is low in view of the likely unavailability of similar products (of similar degree of sophistication and quality) elsewhere," the paper says.

MOSCOW (Reuters) - Russia's state-controlled banks would have to turn to the state, domestic borrowers or new regions such as Asia if EU sanctions shut off investment, hurting their ability to lend to local businesses and further damaging the country's fragile economy.Under measures being considered by European Union governments in response to the Ukraine crisis, European investors would be banned from buying new debt or shares of banks owned 50 percent or more by the state.While the Russian government would step in to meet banks' funding needs, longer-term financing could be hit, hurting the banks' ability to finance business projects and crimping the country's growth potential.It could also cause nervous investors to avoid Russia altogether, encouraging more capital outflows and putting pressure on the rouble."The net effect of state banks not being able to raise money in their traditional markets is that they will have to look domestically for money from the state," said Chris Weafer, senior partner with the Macro-Advisory consultancy in Moscow. "That ... will reduce the money available for lending to the broader economy as state resources are not limitless."The largest banks with state ownership of over 50 pct are Sberbank, VTB, Russian Agriculture Bank (Rosselkhozbank) and VEB.Russia's publicly listed banks raised almost half of their 15.8 billion euro ($21.3 billion) capital needs in EU markets last year."(Banks) will need to refocus, pursue their focus toward internal markets (or) Eastern markets such as Chinese ones," said one financial analyst who declined to be named.However these options could prove more difficult."In Russia there is no long-term funding as such, and external markets were a big help," said BCS analyst Olga Naydenova. "This will affect Sberbank and VTB - it will be difficult to finance long-term projects."

Russia's economy is on the brink of recession as a result of sanctions already imposed by the West on individuals and companies deemed close to President Vladimir Putin, as well as a broader risk aversion toward emerging markets. That has sent equities and the rouble tumbling and spurred nearly $75 billion in capital flight so far this year."It’s the shadow impact of the sanction that’s much greater," said one senior financial source in Moscow. "The point isn’t how much is coming due in coming months by the state banks, but how much debt is out there that will be destabilized and what’s going to happen to the credit default swaps and capital outflow and the rouble. It will be much greater than a specific set of sanctions on deals."VTB has loans of $2 billion maturing in 2016 and bonds of $400 million. Sberbank has loans of $2.6 billion and 603 million euros maturing by 2017 and bonds of $2.8 billion.Moody's said in March that foreign currency wholesale maturities in 2014 by eight key Russian banks - Sberbank, VTB, Gazprombank, Russian Agricultural bank, Alfa-Bank, Nomos Bank, Promsvyazbank and VEB - represent on average 1.5 to 2 percent of these banks’ liabilities – around $15-20 billion.Sberbank, VTB and VEB declined comment. Sanctioning investors against buying shares in banks will also act as a further deterrent to holding Russian stocks and hurt those investing in benchmark indices."If you’re not allowed to invest in certain securities, you’re basically banned from investing in the benchmark, and that could be an issue, particularly for strategies that are more passive," said Geir Lode, head of global equities at Hermes Fund managers.“The downside is you get stuck in a fund with securities you can’t trade."Shares of VTB fell 0.3 percent while Sberbank fell 0.8 percent on Thursday. ON THE RUSSIA-UKRAINE FRONT.RUSSIA SHOT SOME FIRE AT UKRAINE.AND NOW THE WORLD KNOWS FOR SURE THAT RUSSIA IS GIVING THE REBELS HEAVY WEAPONS AGAINST THE UKRAINE.AND HERES THE PART OF THIS STORY I LIKE.A WHILE BACK I PREDICTED THE EU WOULD START BEING THE WORLD LEADER LIKE THE BIBLE SAYS.AND I PREDICTED THE EU WOULD SEND A RAPID REACTION FORCE INTO THE UKRAINE.WELL I JUST SEE THIS MORNING AUSTRALIA AND THE EU WANT TO BRING TROOPS INTO THE REBEL AREA TO PROTECT THE MH17 CRIME SCENE.AND AUSTRALIA WANTS SOME OF THESE TROOPS TO HAVE WEAPONS.SO IT LOOKS LIKE MY PREDICTION BY THE BIBLE.MIGHT BE COMING TO PASS.THAT THIS IS THE START OF THE EUROPEAN UNION WORLD CONTROL AND AMERICA BECOMING JUST A BACKUP POWER TO THE EUROPEAN UNION.

BRUSSELS - EU ambassadors in a marathon meeting on Thursday (24 July) added 15 more individuals, nine companies and nine institutions from Russia and east Ukraine to an existing blacklist of 72 individuals and two firms linked to the annexation of Crimea.The names will be published on Friday afternoon in the bloc's Official Journal.They are expected to include eastern Ukrainian separatists believed to be responsible for the downing of the Malaysia Airlines plane - a disaster which killed 298 people, mostly EU citizens.The ambassadors also agreed to change the legal parameters of the blacklist, so that cronies and oligarchs close to Russian President Vladimir Putin can be designated in future.The day-long meeting also looked at a raft of economic sanctions proposed by the European Commission, which could be adopted next week if Russia does not change course on Ukraine.Ambassadors were set to continue their talks on Friday on the economic sanctions front.According to an EU diplomat: "it was not foreseen for them to agree today and it is an acceleration that they meet tomorrow."The sanctions, according to an EU commission paper seen by EUobserver, should be effective and respect a cost/benefit ratio - meaning they should have a considerable impact on the Russian economy but should also take into account "adverse impacts on the EU economy from Russian retaliations."They are to be evenly spread across sectors and member states, as financial sanctions primarily hit the City of London, while defence sanctions are mostly to be felt by France, which faces a cost of €1.5 billion in penalties if it breaches a contract to deliver two warships.For its part, Germany insisted that all sanctions should be "legally defensible" and easy to implement, as well as "reversible" if Russia does change its mind.The proposed sanctions revolve around making Russian state-owned banks and companies more fragile by restricting their access to capital markets.In 2013, the paper reads, almost half of all bonds issued by Russian state-owned banks were issued in the EU (notably the UK) - €7.5 billion out of a total of €15.8 billion."Restricting access to capital markets for Russian state-owned financial institutions would increase their cost of raising funds and constrain their ability to finance the Russian economy, unless the Russian public authorities provide them with substitute financing. lt would also foster a climate of market uncertainty that is likely to affect the business environment in Russia and accelerate capital outflows," the commission paper says.Businesses in Russia would be hurt by a hike in interest rates and fewer avenues of funding, while the direct negative impact on the EU would be "limited and concentrated in jurisdictions with high levels of financial intermediation" - an allusion to the City of London."Other jurisdictions such as Switzerland, Singapore, Hong Kong or Tokyo would only provide significant substitution capacity over time, but they could not fully compensate for the loss of EU and US investors," the paper adds.As for a possible arms embargo, it could be introduced for the "whole defence sector, applying to all the products listed in the EU common military list."Russia has €3.2 billion worth of exports at stake, which could hit eastern member states who still own Soviet-era jets and military technology which needs spare parts from Russia.Export licences - such as France's Mistral warships - are a national competence and the EU commission notes that some member states have suspended them.France may still go ahead with its Mistral sale, as the commission says it is a "political decision" by member states if the ban should apply only to future or also to existing contracts."There are a number of options to deal with the issue, such as a clause of safeguard for the execution of contracts signed before a certain date, which could be equally applied to both exports and imports and to spare parts and servicing for existing equipment," the paper notes.A harder-hitting sanctions than the arms embargo would be a ban on so-called dual use technologies and goods produced in the EU, which can also have a military purpose.Russia imports €20 billion worth of these dual use items, such as high performance computers and electronics or special materials.In addition, the EU may halt exports high-tech goods Russia needs for oil and gas exploration or steel production, with the US expected to co-ordinate and impose a similar ban."The possibility for Russia to substitute such products and technologies originating from the EU or US is low in view of the likely unavailability of similar products (of similar degree of sophistication and quality) elsewhere," the paper says.

MOSCOW (Reuters) - Russia's state-controlled banks would have to turn to the state, domestic borrowers or new regions such as Asia if EU sanctions shut off investment, hurting their ability to lend to local businesses and further damaging the country's fragile economy.Under measures being considered by European Union governments in response to the Ukraine crisis, European investors would be banned from buying new debt or shares of banks owned 50 percent or more by the state.While the Russian government would step in to meet banks' funding needs, longer-term financing could be hit, hurting the banks' ability to finance business projects and crimping the country's growth potential.It could also cause nervous investors to avoid Russia altogether, encouraging more capital outflows and putting pressure on the rouble."The net effect of state banks not being able to raise money in their traditional markets is that they will have to look domestically for money from the state," said Chris Weafer, senior partner with the Macro-Advisory consultancy in Moscow. "That ... will reduce the money available for lending to the broader economy as state resources are not limitless."The largest banks with state ownership of over 50 pct are Sberbank, VTB, Russian Agriculture Bank (Rosselkhozbank) and VEB.Russia's publicly listed banks raised almost half of their 15.8 billion euro ($21.3 billion) capital needs in EU markets last year."(Banks) will need to refocus, pursue their focus toward internal markets (or) Eastern markets such as Chinese ones," said one financial analyst who declined to be named.However these options could prove more difficult."In Russia there is no long-term funding as such, and external markets were a big help," said BCS analyst Olga Naydenova. "This will affect Sberbank and VTB - it will be difficult to finance long-term projects."
TIP OF ICEBERG
Russia's economy is on the brink of recession as a result of sanctions already imposed by the West on individuals and companies deemed close to President Vladimir Putin, as well as a broader risk aversion toward emerging markets. That has sent equities and the rouble tumbling and spurred nearly $75 billion in capital flight so far this year."It’s the shadow impact of the sanction that’s much greater," said one senior financial source in Moscow. "The point isn’t how much is coming due in coming months by the state banks, but how much debt is out there that will be destabilized and what’s going to happen to the credit default swaps and capital outflow and the rouble. It will be much greater than a specific set of sanctions on deals."VTB has loans of $2 billion maturing in 2016 and bonds of $400 million. Sberbank has loans of $2.6 billion and 603 million euros maturing by 2017 and bonds of $2.8 billion.Moody's said in March that foreign currency wholesale maturities in 2014 by eight key Russian banks - Sberbank, VTB, Gazprombank, Russian Agricultural bank, Alfa-Bank, Nomos Bank, Promsvyazbank and VEB - represent on average 1.5 to 2 percent of these banks’ liabilities – around $15-20 billion.Sberbank, VTB and VEB declined comment. Rosselkhozbank did not respond to a request for comment.
FUNDS JITTERY
Sanctioning investors against buying shares in banks will also act as a further deterrent to holding Russian stocks and hurt those investing in benchmark indices."If you’re not allowed to invest in certain securities, you’re basically banned from investing in the benchmark, and that could be an issue, particularly for strategies that are more passive," said Geir Lode, head of global equities at Hermes Fund managers.“The downside is you get stuck in a fund with securities you can’t trade."Shares of VTB fell 0.3 percent while Sberbank fell 0.8 percent on Thursday. KIEV (Reuters) - Ukraine's prime minister tendered his resignation on Thursday, berating parliament for failing to pass legislation to take control over an increasingly precarious energy situation and to increase army financing.Earlier on Thursday, two parties quit the government coalition, forcing new elections to a parliament whose make-up has not changed since before the toppling of pro-Russian President Viktor Yanukovich in February.His successor, President Petro Poroshenko, supported the move, which one politician said would clear "Moscow agents" from the chamber.Prime Minister Arseny Yatseniuk's resignation could leave a hole at the heart of decision-making as Ukraine struggles to fund a war with pro-Russian rebels in its east and deals with the aftermath of a plane crash that killed 298 people.The usually mild-mannered Yatseniuk bellowed at politicians who had failed to pass a law to allow a liberalization of control over Ukraine's pipeline system.He said politicians risked losing the hearts and minds of Ukrainians who had protested for months in the "Maidan" demonstrations in favor of joining Europe and against Yanukovich."History will not forgive us," he told parliament."Millions of people made this revolution. We did not take the European choice but the 'heavenly hundred' and thousands of other Ukrainians did," he said, referring to those killed, mainly by sniper fire, during the protests.Yatseniuk, who has been central to talks with the European Union and the United States, cannot leave office immediately, political analysts said, because he is obliged to continue his duties before a new prime minister and government are installed.But his impassioned speech underlined the frustration of many in Ukraine that change in the higher echelons of power was taking too much time.

Morale has also sunk in Kiev since the downing of a Malaysian airliner in rebel-held territory in eastern Ukraine last week, even though Ukrainian forces are making headway in the military campaign against the separatists.Poroshenko welcomed the decision by the nationalist party Svoboda and the Udar (Punch) party of former boxing champion Vitaly Klitschko to withdraw from the majority coalition in parliament."Society wants a full reset of state authorities," Poroshenko said in a statement, adding that the move showed that those who decided to quit the coalition were following the will of the people.Politicians and pro-European activists have complained that while Ukraine has a new president, it has yet to elect a new parliament since the toppling of Yanukovich in February, and accuse his supporters of hampering its work.Yatseniuk said that by blocking legislation, like a bill to allow consortiums with European or U.S. companies to operate Ukraine's ageing gas distribution system and storage facilities, parliament was putting Ukraine's future at risk.By not tackling budget spending, it was also putting the lives of Ukraine's soldiers in jeopardy, he said."It's unacceptable that because laws have not been passed, we now have no means with which to pay soldiers, doctors, police, we have no fuel for armored vehicles, and no way of freeing ourselves from dependence on Russian gas," he said."Those people who are sitting there under fire, can we just think of them?"(Reporting by Natalia Zinets, writing by Elizabeth Piper, editing by Timothy Heritage and Robin Pomeroy)
