"In this letter I turn to you, Arab-Israeli citizens of Israel, to explain things," he begins. "There are many reasons to oppose the release of Israeli-Arab terrorists. First of all, they are murderers. Murderers do not get released. This is obvious, this is simple, it is strange to have to remind [the public] of this and explain it." "Jewish Home opposes the decision to release terrorist murderers now and they will in the future," he continued. "A man who gets up in the morning with the intent to take the lives of men, women, and children is not even acknowledged as a man - we must punish him in the strictest terms possible. There is no forgiveness." "In addition, releasing terrorist murderers encourages terror. This is also simple and obvious. Whoever sees his friends released from prison, received with a king's welcome and wealth after committing murder will [take it as an example] and the likelihood of him turning into a terrorist himself grows."

Bennett also explained that the move would harm Israeli-Arabs' national image as a minority group.
"For you, Israeli Arabs, this subject brings up a touchier issue - the connection between you and the State of Israel," he said. It hurts you, first and foremost.""A deal whereby the head of Fatah demands the release of Israeli Arab terrorists is a disgrace - which is not right - to the Arab sector," he continued. "To this end, we have invested tremendously in employment centers - especially for Arab women - and given special incentives to employees and employers and increased subsidies for daycare centers by tens of millions of shekels.""We have established business centers for the Arab public, established a loan fund for Arab women who wish to become entrepreneurs, and more," he continued. "Just this week I met a group of hi-tech Arab entrepreneurs in Nazareth, to help them break into the international market.""We - the Israeli government, investors, and the public - believe in the need to incorporate [Israeli Arabs] into society, but a deal like this comes and says that the public, as well as Mahmoud Abbas, makes this sector a part of the Palestinian Authority by default," he noted. "Would you like for fellow citizens, while you study at Tel Aviv or Haifa Universities, to look at you as representatives of a foreign organization, who have suddenly gained blue [Israeli] ID cards and now demand to be released from Israeli society? Despite reports that progress is being made toward securing an agreement to extend peace talks, an Israeli government official announced Thursday that Israel will significantly cut the tax funds allocated to the Palestinian Authority.Major Gen. Yoav (Poli) Mordechai, the coordinator of Israeli government activities in the territories, informed the Palestinians of the decision, he said.The money kept by Israel will be deducted from outstanding Palestinian debts, he said.“The step was taken in light of continued Palestinian unilateral measures with the UN treaties, which constitute a clear violation of the agreements between Israel and the PA,” he said.In addition, Israel will halt development efforts at the Gaza Marine offshore gas field, and will limit money transfers between Israeli and Palestinian bank accounts, Mordechai added.On Wednesday, a senior official warned about the imminent drastic tax cuts, but said the suspended funds were “the money they spend on terrorists and their families.”“This step would be less dramatic than cutting entirely our monthly tax payments to the PA, but it would be step that would be in place,” he said.Israel considers the Palestinian payments to Palestinian security prisoners and their families as “funding terrorism,” the senior official said.

Riot police were called in to quell a violent protest at the Temple Mount’s Mughrabi gate as the site opened to visitors Sunday morning.Two police were lightly injured after rioters threw stones and two Molotov cocktails at about 8 a.m., police spokesman Mickey Rosenfeld said.The Mount, located at the heart of Jerusalem’s Old City, was closed after the incident.Police responded by entering the al-Aqsa mosque compound and using stun grenades and rubber bullets to disperse the rioters, he said.He said police quickly took control of the situation and extra units were posted to prevent any further disturbances.There was no immediate word on arrests.Rosenfeld said police would carry out a security assessment later to determine if the site could be reopened to visitors.Tourists and Israelis enter the Temple Mount at designated hours through the Mughrabi Gate, the only non-Muslim entrance to the holy plaza.Disturbances on the Temple Mount are not uncommon, and often accompany political tension or visits by Israeli right-wing activists.On March 16, rioters on the site threw rocks ahead of a visit by Housing Minister Uri Ariel, who was forced to cut short his visit because of the riot.“The reality where there are disturbances on the Temple Mount and these prevent Jews from ascending is unacceptable,” Ariel said. “I went up this morning and I intend to continue to do so in the future, and I demand from the security forces to secure Jewish sovereignty and allow any Jew to go to the Temple Mount freely.”On February 27, officers were pelted with stones and firecrackers at the Mughrabi Gate. Ukraine prepares armed response as city seized by pro-Russia forces

'GAS WAR'
With the crisis in Ukraine still unresolved, the gas dispute threatens to affect millions of people across Europe.A large proportion of the natural gas that EU states buy from Russia is pumped via Ukrainian territory, so if Russia makes good on a threat to cut off Ukraine for non-payment of its bills, customers farther west will have supplies disrupted.Russia is demanding Kiev pay a much higher price for its gas, and settle unpaid bills. In Assad's coastal heartland, Syria's war creeps closer

LATAKIA, Syria (Reuters) - For three years, residents of Syria's Mediterranean provinces have watched from their coastal sanctuary as civil war raging further inland tore the country apart, killing tens of thousands of people and devastating historic cities.But a three-week-old offensive by rebel fighters in the north of Latakia province, a bastion of President Bashar al-Assad's Alawite minority, has brought the battle ever closer and shattered that sense of relative security.Rebels are now fighting in the hills overlooking the sea, bringing the country's main port of Latakia within their range - rocket-fire killed eight people in one barrage on the city a month ago - and Syria's coast feels under real threat."They can erase us, even those of us who support them," said a young Alawite woman as she drank coffee with her fiance in a Latakia cafe, 50 km (30 miles) south of where have rebels seized their first toehold on Syria's coast, by the Turkish border.While many Alawites, roughly 10 percent of Syria's 23 million people, have actively supported Assad, others sympathized with the popular revolt against him in 2011 but now fear reprisals from his mainly Sunni Muslim enemies.Memories of a rebel offensive in August, when scores of Alawite villagers near Latakia were killed by radical Sunni Islamists and foreign jihadists, heighten tensions in the bustling streets of the city of 400,000. Even as Assad, 300 km to the south in Damascus, sounds ever more confident of holding on [ID:nL6N0N13ZT], the chaotic ebb and flow of civil war has intruded even into this most sheltered part of the state, while the hunt for spies and traitors and losses suffered by Assad loyalists continue to sour daily life.Even before the bombardments started to encroach on the once peaceful city, the cost of Syria's war was plain from the daily funeral processions for fallen soldiers and pro-Assad militia."Everyone here has been sending their sons to fight the war in other parts of Syria, and every day we hear the sirens and funerals of those soldiers," said Yasmin, a woman in Latakia who has been active in opposing Assad.But the arrival of the war on its doorstep has, she said, unnerved the city: "We thought that we were somewhat invincible, as if the rebels would never reach us. But that's not true".Yasmin said school buildings have filled up with Alawite refugees who fled villages further north to take shelter in the city - a common sight elsewhere but a new phenomenon on the coast: "Now they're like so many other displaced Syrians."
WITHIN RANGE
The fighting which has brought fear to Latakia started three weeks ago when rebels moved in from Turkey and seized the border crossing at the Armenian Christian village of Kasab - the last crossing point from Turkey into government-controlled territory.They also captured a small beach nearby to give them their first beachhead on Syria's 250 km of Mediterranean coastline - a symbolic though militarily insignificant gain. They battled Assad's forces for control of hilltops that include a satellite communications post known as Observation Point 45.Nervous Latakia city residents say heavy artillery fire could easily strike them from that vantage point."It's not going to matter if you're with them or not," said a young dentist, speaking in the city centre. "The mortars won't make a distinction. And if the rebels come down here, they won't take time to distinguish between who's with them and who's not."As elsewhere in the tortuous, grinding war that has already killed 150,000 people, there is no indication that the fighting in Latakia marks any decisive shift in the broader conflict.The streets of Latakia are as busy as ever, even if only one ship was visible in the harbor in the first week of April - in ordinary times it handles dozens. On Thursday afternoons, bus tickets out of Latakia sell out fast as college students who board at the local university return home for the weekend.But authorities in the port, which is also a hub for the U.N.-backed international operation to ship out Syria's chemical weapons arsenal by the end of the month, appear anxious.Two months ago, they shut down Internet connections from cafes and other public places along the entire coast, apparently to prevent communications that evade surveillance.One cafe owner in Tartous, a city 40 km north of the Lebanese border which also hosts a Russian naval base, said he had protested in to the authorities about being forced offline."They told me when people go online from a public place, they can't trace that person like they trace people who surf the net from home," he said.At frequent government checkpoints along the main coastal highway, armed men scrutinize ID cards for clues to travelers' religion and political sympathies. Most security personnel and senior military officers on the coast hail from local Alawite villages, and have a keen eye for spotting outsiders."What are looking scared about?" barked one armed state security patrolman at a nervous college student on a public bus travelling between Latakia and Tartous.He took the young man's document to "float it" - check it in a computerized system for outstanding warrants or summonses from any of Syria's numerous intelligence agencies.The process takes a few moments, but can feel like an eternity - since the uprising, many people have been detained after their papers were "floated", or have simply disappeared. Local people say they have begun to see Iraqi Shi'ite militiamen along the coast, apparently boosting the ranks of the Syrian military. Iraqis, who speak a distinctive dialect, have joined those from Lebanon's Hezbollah as well as advisers and commanders from Shi'ite regional power Iran in aiding Assad.This correspondent saw unarmed men wearing military fatigues with Shi'ite insignia strolling around several Syrian coastal towns and speaking with Lebanese accents. Alawites consider themselves an offshoot of the Shi'ite branch of Islam.

BEIRUT (AP) — Both sides in Syria's bloody civil war said Saturday that a rural village fell victim to a poison gas attack, an assault that reportedly injured scores of people amid an ongoing international effort to rid the country of chemical weapons.What exactly happened Friday in Kfar Zeita, a rebel-held village in Hama province some 200 kilometers (125 miles) north of Damascus, remains unclear and likely won't be known for some time. It took United Nations weapons inspectors months to say it was likely some chemical weapons attacks happened last year, including an August attack that killed hundreds and nearly sparked Western airstrikes against President Bashar Assad's forces.But online videos posted by rebel activists from Kfar Zeita echoed earlier images that sparked a world outcry, showing pale-faced men, women and children gasping for breath at a field hospital. They suggest an affliction by some kind of poison — and yet another clouded incident where both sides blame each other in a conflict that activists say has killed more than 150,000 people with no end in sight.The main Western-backed opposition group, the Syrian National Coalition, said the poison gas attack hurt dozens of people, though it did not identify the gas used.The Britain-based Syrian Observatory for Human Rights, an activist group that relies on a network of on-the-ground volunteers, said the gas attack happened during air raids that left heavy smoke over the area. It reported that people suffered from suffocation and breathing problems after the attack, but gave no further details.State-run Syrian television blamed members of the al-Qaida-linked Nusra Front rebel group for the attack, saying they used chlorine gas to kill two people and injure more than 100. It did not say how it confirmed chlorine was used.Chlorine, one of the most commonly manufactured chemicals in the U.S., is used to purify drinking water. But as a gas, it can be deadly, with the German army using it in warfare in World War I. The Geneva Protocol of 1925, which Syria signed, banned its use in battle.The TV report also claimed the Nusra Front is preparing for another chemical attack against the Wadi Deif area in the northern province of Idlib, as well as another area in Hama. The government station did not explain how it knew the Nusra Front's plans. Activists in the village could not be reached Saturday.An activist from Hama who is currently in Turkey and is in contact with residents told The Associated Press that the attack occurred around sunset Friday. The man, who goes with the name Amir al-Basha, said the air raids on the rebel-held village came as nearby areas including Morek and Khan Sheikhoun have witnessed intense clashes between troops and opposition fighters.
An amateur video posted online by opposition activists showed a hospital room in Kfar Zeita that was packed with men and children, some of whom breathing through oxygen masks. On one bed, the video showed six children, some appearing to have difficulty breathing while others cried.The video appeared genuine and corresponded to other AP reporting of the attack.Chemical weapons have been used before in Syria's 3-year-old conflict. In August, a chemical attack near the capital, Damascus, killed hundreds of people. The U.S. and its allies blamed the Syrian government for that attack, which nearly sparked Western airstrikes before a negotiated diplomatic settlement saw Assad's government agree to give up its chemical weapons. Damascus denied the charges and blamed rebels of staging the incident.Before the August attack, there have been several incidents of toxic gases being used. Britain, France and the U.S. have spoken about chemical weapons use in the central city of Homs, Damascus and elsewhere.A U.N. weapons inspectors' report released in December identified four locations where chemical weapons likely had been used in 2013: Khan al Assal outside Aleppo, Jobar in Damascus' eastern suburbs, Saraqueb near Idlib in the northwest and Ashrafiah Sahnaya in the Damascus countryside. In two cases, inspectors reportedly found "signatures of sarin," a nerve agent.The Syrian National Coalition called on the U.N. to conduct a "quick investigation into the developments related to the use of poisonous gas against civilians in Syria." The coalition also claimed that another chemical weapons attack Friday struck the Damascus suburb of Harasta, though state media did not report on it.In Washington, the State Department said Friday that the U.S. had no information to corroborate the latest claims of a gas attack. Spokeswoman Jen Psaki said she would not speculate on any U.S. response if the reports were found to be accurate.The chemical weapons attack in August caused an international outcry. A coalition formed to eliminate the weapons and now aims to remove and destroy 1,300 metric tons of chemicals held by the Assad government by June 30. Syria's government missed a Dec. 31 deadline to remove the most dangerous chemicals in its stockpile and a Feb. 5 deadline to give up its entire stockpile of chemical weapons. Assad's government cited security concerns and the lack of some equipment but has repeated that it remains fully committed to the process.Meanwhile, violence continued Saturday elsewhere in Syria. Strong quake hits near Solomon Islands; tsunami warning cancelled

(Reuters) - A powerful magnitude 7.6 earthquake struck near the Solomon Islands on Sunday morning, triggering a tsunami warning that was later cancelled, according to U.S. government agencies, and there were no immediate reports of damage.The quake was centered 100 km (60 miles) south of Kira Kira on the island of Makira at a depth of 29 km (18 miles), according to the U.S. Geological Survey."So far we have received no reports of damage," said Constable Taylor Fugo from Kira Kira police. "The people responded very well to the (tsunami) warning. Economics Minister and Jewish Home (Bayit Yehudi) Chairman Naftali Bennett wrote an open letter to Arab Israelis Sunday, explaining his stance on the possible deal to exchange peace talks for more terrorist releases and why it harms Israel's Israeli-Arab minority. "In this letter I turn to you, Arab-Israeli citizens of Israel, to explain things," he begins. "There are many reasons to oppose the release of Israeli-Arab terrorists. First of all, they are murderers. Murderers do not get released. This is obvious, this is simple, it is strange to have to remind [the public] of this and explain it." "Jewish Home opposes the decision to release terrorist murderers now and they will in the future," he continued. "A man who gets up in the morning with the intent to take the lives of men, women, and children is not even acknowledged as a man - we must punish him in the strictest terms possible. There is no forgiveness." "In addition, releasing terrorist murderers encourages terror. This is also simple and obvious. Whoever sees his friends released from prison, received with a king's welcome and wealth after committing murder will [take it as an example] and the likelihood of him turning into a terrorist himself grows."
Damage to Equal Rights
Bennett also explained that the move would harm Israeli-Arabs' national image as a minority group.
"For you, Israeli Arabs, this subject brings up a touchier issue - the connection between you and the State of Israel," he said. "A deal to release Israeli Arab terrorists would turn you, it seems, into second-class citizens. It hurts you, first and foremost.""A deal whereby the head of Fatah demands the release of Israeli Arab terrorists is a disgrace - which is not right - to the Arab sector," he continued. "A deal like this damages your drive for equal rights. After all, if 'Abu Mazen [Abbas - ed.] will arrange it for you,' then Jewish Israelis will say, 'let him arrange everything for you,' then."

Bennett then related to extra efforts by the Israeli government to ensure Israeli Arabs integrate well into wider society, including the workforce. "Last year, I instructed the Ministry of Economy [. . .] to make integration of the Arab sector into public employment top priority," he stated. "To this end, we have invested tremendously in employment centers - especially for Arab women - and given special incentives to employees and employers and increased subsidies for daycare centers by tens of millions of shekels.""We have established business centers for the Arab public, established a loan fund for Arab women who wish to become entrepreneurs, and more," he continued. "Just this week I met a group of hi-tech Arab entrepreneurs in Nazareth, to help them break into the international market.""We - the Israeli government, investors, and the public - believe in the need to incorporate [Israeli Arabs] into society, but a deal like this comes and says that the public, as well as Mahmoud Abbas, makes this sector a part of the Palestinian Authority by default," he noted. "Would you like for fellow citizens, while you study at Tel Aviv or Haifa Universities, to look at you as representatives of a foreign organization, who have suddenly gained blue [Israeli] ID cards and now demand to be released from Israeli society? I don't agree with that, and whoever does, does not do so for your benefit, but to see you lose your legitimacy in Israel.""I turn to you, each one of you, and say: respond yourselves to Abbas's request, and say that fine Hebrew phrase: 'Keep me from my beloved, I can protect myself from those who hate me.'""Or, in simple terms: This is no good," he concluded.

A senior minister warned he would pull his political faction out of the governing coalition Thursday should a reported release of Israeli Arab prisoners goes through, threatening to bring down the government of Prime Minister Benjamin Netanyahu.Economics Minister Naftali Bennett, who leads the nationalist-religious Jewish Home party, said the faction’s 12 Knesset members would walk if a deal, meant to salvage peace talks with the Palestinians, went through. His position was formally adopted by the Jewish Home party at a meeting on Friday.“If the proposition of releasing Israeli murderers is brought before the government, Jewish Home will oppose it,” he said in a statement late Thursday night. “If the proposal passes — Jewish Home with leave any government that releases murderers who have Israeli citizenship.”The warning came following a report by Israel’s Channel 2 news that a deal was in the works for Israel to release the prisoners in exchange for Ramallah agreeing to extend peace talks.An Israeli official told The Times of Israel that the reports were unfounded and that the sides had not “overcome the crisis,” referring to the seeming blowing up of peace talks over the last two weeks.The US State Department also denied a deal was imminent, calling the report “inaccurate.”“The gaps are narrowing, but any speculation about an agreement are premature at this time,” spokesperson Jen Psaki said.The possible release of Israeli citizens convicted of terror-related offenses has been met with considerable opposition inside the coalition, where more hawkish politicians see it as a breach of Israeli sovereignty. Members of Jewish Home had threatened to pull out of the government last month over the same issue, as had Deputy Defense Minister Danny Danon (Likud), before Israel nixed the prisoner release.The release, part of the last group of 104 Arab inmates Israel had agreed to free as part of a pre-talk arrangement in July, was called off at the end of last month after Palestinian Authority President Mahmoud Abbas applied to join 15 international treaties, some UN-related, which Israel saw as a breach of Ramallah’s commitment to not approach the UN for statehood recognition.Israeli officials have demanded any deal to continue talks include a retraction of the applications, but Palestinians have steadfastly rejected reversing direction.Bennett said a deal that included releasing prisoners with Israeli citizenship would be “a blow to Israeli sovereignty, especially as Ramallah had refused to withdraw the applications.“This is an act of extortion and giving in to terror that we cannot abide with. Riot police were called in to quell a violent protest at the Temple Mount’s Mughrabi gate as the site opened to visitors Sunday morning.Two police were lightly injured after rioters threw stones and two Molotov cocktails at about 8 a.m., police spokesman Mickey Rosenfeld said.The Mount, located at the heart of Jerusalem’s Old City, was closed after the incident.Police responded by entering the al-Aqsa mosque compound and using stun grenades and rubber bullets to disperse the rioters, he said.He said police quickly took control of the situation and extra units were posted to prevent any further disturbances.There was no immediate word on arrests.Rosenfeld said police would carry out a security assessment later to determine if the site could be reopened to visitors.Tourists and Israelis enter the Temple Mount at designated hours through the Mughrabi Gate, the only non-Muslim entrance to the holy plaza.Disturbances on the Temple Mount are not uncommon, and often accompany political tension or visits by Israeli right-wing activists.On March 16, rioters on the site threw rocks ahead of a visit by Housing Minister Uri Ariel, who was forced to cut short his visit because of the riot.“The reality where there are disturbances on the Temple Mount and these prevent Jews from ascending is unacceptable,” Ariel said. “I went up this morning and I intend to continue to do so in the future, and I demand from the security forces to secure Jewish sovereignty and allow any Jew to go to the Temple Mount freely.”On February 27, officers were pelted with stones and firecrackers at the Mughrabi Gate. Ukraine prepares armed response as city seized by pro-Russia forces

KIEV/MOSCOW (Reuters) - Armed separatists took control of a city in eastern Ukraine on Saturday and Kiev prepared troops to tackle what it called an "act of aggression by Russia", pushing the conflict between the neighbors into a dangerous new phase.Pro-Russian activists carrying automatic weapons seized government buildings in Slaviansk, a town about 150 km (90 miles) from the Russian border, and set up barricades on the outskirts of the city.In Kramatorsk, some 80 km (50 miles) to the north, gunmen seized the police station after a shootout with police, a Reuters witness said.Government buildings in several other towns in the Donetsk and Luhansk regions were attacked in what Washington said were moves reminiscent of the events that preceded Russia's annexation of Ukraine's Crimean peninsula."We are very concerned by the concerted campaign we see under way in eastern Ukraine today by pro-Russian separatists, apparently with support from Russia, who are inciting violence and sabotage and seeking to undermine and destabilize the Ukrainian state," said Laura Lucas Magnuson, spokeswoman for the White House National Security Council."I'm not afraid to die for freedom""We saw similar so-called protest activities in Crimea before Russia's purported annexation," she said in a statement, adding: "We call on President (Vladimir) Putin and his government to cease all efforts to destabilize Ukraine, and we caution against further military intervention." NATO says Russian armed forces are massing on Ukraine's eastern border, while Moscow says they are on normal maneuvers. 'DISPLAY OF AGGRESSION'
Ukrainian Interior Minister Arsen Avakov called the attacks in the east "a display of external aggression from Russia.""Units of the interior and defense ministries are implementing an operational response plan," he added.Russian Foreign Minister Sergei Lavrov said Ukraine was "demonstrating its inability to take responsibility for the fate of the country" and warned that any use of force against Russian speakers "would undermine the potential for cooperation" including talks due to be held on Thursday among Russia, Ukraine, the United States and the European Union.In a phone call with Lavrov, U.S. Secretary of State John Kerry "made clear that if Russia did not take steps to de-escalate in eastern Ukraine and move its troops back from Ukraine's border, there would be additional consequences," a senior State Department official said.The official did not state what the consequences would be.The United States and EU have slapped sanctions on Russian officials and leading business figures in response to Moscow's annexation of Crimea. Kostyantyn Pozhydayev came out to speak to pro-Russian protesters at his offices in the regional capital, Donetsk, and told them he was stepping down "to avoid bloodshed".Ukrainian commentator Sergei Leshchenko said the burst of activity by pro-Russian groups was an attempt by the Kremlin to secure a strong negotiating position before the international talks about Ukraine in Geneva next week.Russia is expected to argue at the talks for a revamp of Ukraine's constitution to give a large degree of autonomy to eastern Ukraine, something Kiev and its Western backers reject."Russia will come to the talks with the position that 'Donetsk and several neighboring regions are already ours - now let's talk about federalization'," said Leshchenko, a commentator with the Ukrainska Pravda newspaper.

With the crisis in Ukraine still unresolved, the gas dispute threatens to affect millions of people across Europe.A large proportion of the natural gas that EU states buy from Russia is pumped via Ukrainian territory, so if Russia makes good on a threat to cut off Ukraine for non-payment of its bills, customers farther west will have supplies disrupted.Russia is demanding Kiev pay a much higher price for its gas, and settle unpaid bills. A senior Iranian official said Saturday that Tehran is not considering a replacement for Hamid Aboutalebi, its choice for ambassador to the United Nations, even after the United States announced it would not issue him a visa, CNN reported.Aboutalebi served as a translator for radical Iranian students who stormed the American embassy in Tehran 35 years ago and took 52 diplomats hostage.On Friday, White House Press Secretary Jay Carney said the U.S. told Iranian officials and the UN that Aboutalebi wouldn't receive a visa to work at Iran's UN mission in New York. Carney told Iran earlier this week that Aboutalebi wasn't a viable pick.On Saturday, Iran's Deputy Foreign Minister Abbas Araqchi told reporters in Tehran that Aboutalebi remained Iran's choice and that it is following up on the issue through diplomatic channels, according to state broadcaster Press TV.Iranian lawmaker Hossein Naqavi Hosseini told state news agency IRNA that the United States was obliged to honor its responsibility to issue visas in its role as host for the United Nations headquarters in New York.The White House is still reviewing a bill passed in Congress this week prohibiting the ambassador from entering the United States.Aboutalebi is a veteran diplomat who has served as Iran's ambassador to Australia, Belgium, Italy and the European Union. In Assad's coastal heartland, Syria's war creeps closer

LATAKIA, Syria (Reuters) - For three years, residents of Syria's Mediterranean provinces have watched from their coastal sanctuary as civil war raging further inland tore the country apart, killing tens of thousands of people and devastating historic cities.But a three-week-old offensive by rebel fighters in the north of Latakia province, a bastion of President Bashar al-Assad's Alawite minority, has brought the battle ever closer and shattered that sense of relative security.Rebels are now fighting in the hills overlooking the sea, bringing the country's main port of Latakia within their range - rocket-fire killed eight people in one barrage on the city a month ago - and Syria's coast feels under real threat."They can erase us, even those of us who support them," said a young Alawite woman as she drank coffee with her fiance in a Latakia cafe, 50 km (30 miles) south of where have rebels seized their first toehold on Syria's coast, by the Turkish border.While many Alawites, roughly 10 percent of Syria's 23 million people, have actively supported Assad, others sympathized with the popular revolt against him in 2011 but now fear reprisals from his mainly Sunni Muslim enemies.Memories of a rebel offensive in August, when scores of Alawite villagers near Latakia were killed by radical Sunni Islamists and foreign jihadists, heighten tensions in the bustling streets of the city of 400,000. Even as Assad, 300 km to the south in Damascus, sounds ever more confident of holding on [ID:nL6N0N13ZT], the chaotic ebb and flow of civil war has intruded even into this most sheltered part of the state, while the hunt for spies and traitors and losses suffered by Assad loyalists continue to sour daily life.Even before the bombardments started to encroach on the once peaceful city, the cost of Syria's war was plain from the daily funeral processions for fallen soldiers and pro-Assad militia."Everyone here has been sending their sons to fight the war in other parts of Syria, and every day we hear the sirens and funerals of those soldiers," said Yasmin, a woman in Latakia who has been active in opposing Assad.But the arrival of the war on its doorstep has, she said, unnerved the city: "We thought that we were somewhat invincible, as if the rebels would never reach us. But that's not true".Yasmin said school buildings have filled up with Alawite refugees who fled villages further north to take shelter in the city - a common sight elsewhere but a new phenomenon on the coast: "Now they're like so many other displaced Syrians."
WITHIN RANGE
The fighting which has brought fear to Latakia started three weeks ago when rebels moved in from Turkey and seized the border crossing at the Armenian Christian village of Kasab - the last crossing point from Turkey into government-controlled territory.They also captured a small beach nearby to give them their first beachhead on Syria's 250 km of Mediterranean coastline - a symbolic though militarily insignificant gain. They battled Assad's forces for control of hilltops that include a satellite communications post known as Observation Point 45.Nervous Latakia city residents say heavy artillery fire could easily strike them from that vantage point."It's not going to matter if you're with them or not," said a young dentist, speaking in the city centre. "The mortars won't make a distinction. And if the rebels come down here, they won't take time to distinguish between who's with them and who's not."As elsewhere in the tortuous, grinding war that has already killed 150,000 people, there is no indication that the fighting in Latakia marks any decisive shift in the broader conflict.The streets of Latakia are as busy as ever, even if only one ship was visible in the harbor in the first week of April - in ordinary times it handles dozens. On Thursday afternoons, bus tickets out of Latakia sell out fast as college students who board at the local university return home for the weekend.But authorities in the port, which is also a hub for the U.N.-backed international operation to ship out Syria's chemical weapons arsenal by the end of the month, appear anxious.Two months ago, they shut down Internet connections from cafes and other public places along the entire coast, apparently to prevent communications that evade surveillance.One cafe owner in Tartous, a city 40 km north of the Lebanese border which also hosts a Russian naval base, said he had protested in to the authorities about being forced offline."They told me when people go online from a public place, they can't trace that person like they trace people who surf the net from home," he said.At frequent government checkpoints along the main coastal highway, armed men scrutinize ID cards for clues to travelers' religion and political sympathies. Most security personnel and senior military officers on the coast hail from local Alawite villages, and have a keen eye for spotting outsiders."What are looking scared about?" barked one armed state security patrolman at a nervous college student on a public bus travelling between Latakia and Tartous.He took the young man's document to "float it" - check it in a computerized system for outstanding warrants or summonses from any of Syria's numerous intelligence agencies.The process takes a few moments, but can feel like an eternity - since the uprising, many people have been detained after their papers were "floated", or have simply disappeared. Local people say they have begun to see Iraqi Shi'ite militiamen along the coast, apparently boosting the ranks of the Syrian military. Iraqis, who speak a distinctive dialect, have joined those from Lebanon's Hezbollah as well as advisers and commanders from Shi'ite regional power Iran in aiding Assad.This correspondent saw unarmed men wearing military fatigues with Shi'ite insignia strolling around several Syrian coastal towns and speaking with Lebanese accents. Alawites consider themselves an offshoot of the Shi'ite branch of Islam.
COMMUNAL VIOLENCE
The death last month of Hilal al-Assad, a cousin of the president, has added to the new feeling of vulnerability among government loyalists in the coastal provinces.The man, who led the local branch of the National Defense Force militia, died three weeks ago in a battle near the Turkish border with Islamist rebels - the first member of the extended ruling family to be killed since a bombing in Damascus in 2012.Rumors of rebel atrocities against Christians in the ethnic Armenian town of Kasab, circulated among the Armenian diaspora abroad, have added to the febrile atmosphere further down the coast - despite efforts by rebels to disprove the allegations.Communal violence has become a feature of the war.When two people from the ethnic Turkmen community were found dead in a park in Latakia last month, their killing was widely seen as a revenge attack by Alawites for perceived Turkmen support for the rebels and their ties with Assad's enemy Turkey.Sunni neighborhoods on the coast are being increasingly targeted by security forces hunting rebels, residents say. Young men are detained and taken away for interrogation in facilities where rights groups say many have been tortured and killed.On the coast road near Tartous last week, a white minibus drove by escorted by three government vehicles mounted with machineguns. Inside the van, were about a dozen, mostly young, men. BEIRUT (AP) — Both sides in Syria's bloody civil war said Saturday that a rural village fell victim to a poison gas attack, an assault that reportedly injured scores of people amid an ongoing international effort to rid the country of chemical weapons.What exactly happened Friday in Kfar Zeita, a rebel-held village in Hama province some 200 kilometers (125 miles) north of Damascus, remains unclear and likely won't be known for some time. It took United Nations weapons inspectors months to say it was likely some chemical weapons attacks happened last year, including an August attack that killed hundreds and nearly sparked Western airstrikes against President Bashar Assad's forces.But online videos posted by rebel activists from Kfar Zeita echoed earlier images that sparked a world outcry, showing pale-faced men, women and children gasping for breath at a field hospital. They suggest an affliction by some kind of poison — and yet another clouded incident where both sides blame each other in a conflict that activists say has killed more than 150,000 people with no end in sight.The main Western-backed opposition group, the Syrian National Coalition, said the poison gas attack hurt dozens of people, though it did not identify the gas used.The Britain-based Syrian Observatory for Human Rights, an activist group that relies on a network of on-the-ground volunteers, said the gas attack happened during air raids that left heavy smoke over the area. It reported that people suffered from suffocation and breathing problems after the attack, but gave no further details.State-run Syrian television blamed members of the al-Qaida-linked Nusra Front rebel group for the attack, saying they used chlorine gas to kill two people and injure more than 100. It did not say how it confirmed chlorine was used.Chlorine, one of the most commonly manufactured chemicals in the U.S., is used to purify drinking water. But as a gas, it can be deadly, with the German army using it in warfare in World War I. The Geneva Protocol of 1925, which Syria signed, banned its use in battle.The TV report also claimed the Nusra Front is preparing for another chemical attack against the Wadi Deif area in the northern province of Idlib, as well as another area in Hama. The government station did not explain how it knew the Nusra Front's plans. Activists in the village could not be reached Saturday.An activist from Hama who is currently in Turkey and is in contact with residents told The Associated Press that the attack occurred around sunset Friday. The man, who goes with the name Amir al-Basha, said the air raids on the rebel-held village came as nearby areas including Morek and Khan Sheikhoun have witnessed intense clashes between troops and opposition fighters.
An amateur video posted online by opposition activists showed a hospital room in Kfar Zeita that was packed with men and children, some of whom breathing through oxygen masks. On one bed, the video showed six children, some appearing to have difficulty breathing while others cried.The video appeared genuine and corresponded to other AP reporting of the attack.Chemical weapons have been used before in Syria's 3-year-old conflict. In August, a chemical attack near the capital, Damascus, killed hundreds of people. The U.S. and its allies blamed the Syrian government for that attack, which nearly sparked Western airstrikes before a negotiated diplomatic settlement saw Assad's government agree to give up its chemical weapons. Damascus denied the charges and blamed rebels of staging the incident.Before the August attack, there have been several incidents of toxic gases being used. Britain, France and the U.S. have spoken about chemical weapons use in the central city of Homs, Damascus and elsewhere.A U.N. weapons inspectors' report released in December identified four locations where chemical weapons likely had been used in 2013: Khan al Assal outside Aleppo, Jobar in Damascus' eastern suburbs, Saraqueb near Idlib in the northwest and Ashrafiah Sahnaya in the Damascus countryside. In two cases, inspectors reportedly found "signatures of sarin," a nerve agent.The Syrian National Coalition called on the U.N. to conduct a "quick investigation into the developments related to the use of poisonous gas against civilians in Syria." The coalition also claimed that another chemical weapons attack Friday struck the Damascus suburb of Harasta, though state media did not report on it.In Washington, the State Department said Friday that the U.S. had no information to corroborate the latest claims of a gas attack. Spokeswoman Jen Psaki said she would not speculate on any U.S. response if the reports were found to be accurate.The chemical weapons attack in August caused an international outcry. A coalition formed to eliminate the weapons and now aims to remove and destroy 1,300 metric tons of chemicals held by the Assad government by June 30. Syria's government missed a Dec. 31 deadline to remove the most dangerous chemicals in its stockpile and a Feb. 5 deadline to give up its entire stockpile of chemical weapons. Assad's government cited security concerns and the lack of some equipment but has repeated that it remains fully committed to the process.Meanwhile, violence continued Saturday elsewhere in Syria. Strong quake hits near Solomon Islands; tsunami warning cancelled

(Reuters) - A powerful magnitude 7.6 earthquake struck near the Solomon Islands on Sunday morning, triggering a tsunami warning that was later cancelled, according to U.S. government agencies, and there were no immediate reports of damage.The quake was centered 100 km (60 miles) south of Kira Kira on the island of Makira at a depth of 29 km (18 miles), according to the U.S. Geological Survey."So far we have received no reports of damage," said Constable Taylor Fugo from Kira Kira police.
