EU parliament gives final nod to banking union

Berlin - MEPs on Tuesday (15 April) overwhelmingly approved the creation of a new authority and fund for failing banks – a missing element to the so-called banking union aimed at minimising the public cost of future financial crises.The final vote on the creation of a €55 billion fund financed by the banks themselves passed with 570 MEPs in favour, 88 against and 13 abstentions, while new rules in cases where public money needs to be used for winding down banks also gathered a similar majority: 584 votes in favour, 80 against and 10 abstentions.One key concession won by MEPs from governments during final negotiations was a speedier mutualisation of the fund, which will comprise of domestic bank levies paid into "national compartments". Forty percent of the fund is to be mutualised in the first year, 20 per cent in the second year, the rest equally over a further six years.There will also be an obligation for EU countries to guarantee up to €100,000 in any savings account, but there is no common backstop in case they fall short.Commenting on the vote, EU financial markets commissioner Michel Barnier said: "We now have in place a true European system to supervise the eurozone banks and deal with any future failures."A first element of the 'banking union' – single supervision of the 130 largest eurozone banks – is to become operational in November within the European Central Bank.The resolution mechanism will be independent, but take advice from the ECB as to when to step in to help or to close down a troubled bank.The size of the fund and its gradual formation have raised concerns among critics that it is insufficient to deal with big banks if ever they get into trouble.Last week, the International Monetary Fund said EU leaders should accelerate work on the banking union and fill the gaps that are likely to be discovered by a comprehensive audit of the biggest banks' balance sheets.Meanwhile, Willem Buiter, chief economist at US Citibank, said during the IMF spring meeting in Washington that €1 trillion would be a more appropriate sum for eurozone's bank rescue fund, rather than the planned €55 billion.Green politicians are also sceptical about the use of these measures as long as banks are "too big to fail"."The banking union is not yet completed. Rome-“Despite the acute difficulties of the current situation, we would urge all parties to seize this moment of historic opportunity.” In their Easter Message for 2014, the heads of Jerusalem’s Churches took the opportunity to urge Israelis and Palestinians once again, not to shut the door on peace negotiations. Their words sound a lot like an urgent appeal, given the profound pessimism surrounding the peace talks that have been taking place in recent weeks, mediated by US Secretary of State, John Kerry.There is a sense of resignation in Jerusalem after talks proved inconclusive once again and this climate is causing violence to erupt: on Monday evening police Deputy Major General Baruch Mizrahi was shot dead in Hebron as he and his family were going to a seder, a Jewish Passover meal. In Israeli media the controversy is escalating in light of the discussions over the release of Palestinian prisoners. This is one of the sticking points of the Israeli-Palestinian negotiations. The widow of the latest victim openly addressed Israel’s Prime Minister, Benjamin Netanyahu, saying that “no terrorists can be released while new families are being hit.”This is the context in which the heads of the Christian Churches in Jerusalem – the Latin Patriarch Fouad Twal, the Greek Orthodox Patriarch Theophilus III, the Armenian Patriarch Norhan Manougian and the Custodian of the Holy Land Fr. Pierbattista Pizzaballa - made their appeal, pushing for a continuation in negotiations. In fact, they are asking parties to go beyond mere sterile discussions in order to address the injustices that are at the root of this seemingly never-ending conflict: “we would urge all parties to seize this moment of historic opportunity. A peace which does not seek to abolish discrimination between different communities is no peace at all. For peace to be real, it must embrace justice and a desire for reconciliation. Reconciliation between God and humanity, and between people who are opposed to one another, springs from the Cross and is vindicated by the Resurrection,” they write.Their message is specifically linked to the Paschal mystery, which all Christians in Jerusalem will be celebrating on the same date given that the Gregorian and Julian calendars coincide this year. “Here in the Holy City it is our tradition, our privilege and our call to share the good news about our risen Lord with the whole human family – and especially with those who are living under oppression, violence, displacement, occupation, injustice or other kinds of human suffering. We pray that the power of the Resurrection may prevail in the midst of all human agonies and that the light which shines from the Empty Tomb may inspire endurance, perseverance and hope that victory will eventually come, so that all people may enjoy the fullness of life of which the Resurrection is itself the foretaste and promise,” the heads of Churches write.This morning there was tension at the Mosque esplanade in Jerusalem, as police clashes with Palestinian protesters, leaving some injured. This is yet another indication that temperatures are rising again in the Holy City, where Francis is heading to in just one month’s time.

vatican city-“One of the Pope’s striking traits is the humility and love he feels for people.” This is how the Ambassador of the Islamic republic of Iran to the Holy See, Mohammad Taher Rabbani – one of the first diplomats to present his letters of credence to the new Pope last year – talks to Vatican Insider about Francis’ first year as Pope and about the forthcoming visit to the Holy Land.
Mr. Ambassador, what is your impression of the first year of Francis’ pontificate?
“Pope Francis is the first Pope from Latin America to be elected as head of the universal Church. I would like to congratulate the Holy Father and all Catholics around the world for this good choice. One of the Pope’s striking traits is the humility and love he feels for people. He grew up in a middle class family and lived among the ordinary people and this meant he was able to experience people’s pain, suffering and marginalization up close. His studies also helped a great deal in shaping his religious and political thinking. Aside from his extensive religious and theological, literary, philosophical and psychological studies, he belongs to the Society of Jesus, which looks at the acquisition of knowledge, the importance of education and the purification of the soul in a special kind of way: all this has contributed to Francis’ vision of inclusion and his deep thinking.”
What do you have to say about the new elements in Francis’ style?
“Another thing that sets this Pope apart is that despite his special position, he completely ignores all superfluous formalities that prevent him from coming into contact with people and a variety of social classes. He pays particular attention to the vulnerable and excluded, to the concept of education and the reinforcement of the institution of the family. Thanks to this attitude and his words, he transmits a sincere closeness. As the messengers said, religious leaders like Pope Francis are “soul doctors” who free people from spiritual and social problems, bringing peace to them thanks to their own spirituality and heavenly teachings.”
What is the Republic of Iran’s perception of him?
“The Islamic Republic of Iran sees the Pope as an open minded leader of deep thought and a man of great faith who wants justice, peace and a dignified life for people of all races, so that everybody may receive divine gifts. The Holy Father firmly believes in dialogue between religions and denominations.”
Last September the Pope celebrated a vigil of fasting and prayer for peace in Syria. There was a huge response across the world, and not just from Christians. What do you think of this?
“One of the positive key steps Pope Francis took, which will be remembered throughout history, was calling last year’s day of prayer and fasting for peace and an end to violence in Syria. The people of the world showed themselves to be on the same wavelength as the Pope, sharing his support for peace and friendship. People hate the massacres, violence and chaos which terrorists and takfir groups are responsible for. More than three years have gone by since the start of the devastating crisis caused by the Syrian civil war, which has claimed the lives of 140 thousand people and left numerous archaeological sites and places of worship in ruins. The suffering Syrian population has to endure displacement and the bitter consequences of uncertainty and violence. I ask myself: what have international institutions done so far to stop this violence? Is it not time for powerful countries look at the dramatic conditions in which the Syrian people are living in in the Middle East, before starting another war in the Crimean peninsula? Perhaps they are considering starting another war in the Black Sea? I hope that Francis will appeal once again to the great powers, inviting them to put an end to the violence and this pointless war in Syria.
Next month Francis will be paying a quick visit to the Holy Land (three countries – Jordan, Palestinian Territories and Israel – in three days). How important is this visit for peace and dialogue between Christians and Muslims?
“Wise Muslims and Christians have been engaged in interreligious dialogue for years. For example, the ninth round of dialogue talks between Iran and the Holy See will be taking place in Teheran this year. As the Church history has shown in recent decades, every Pope since John Paul II in 2000, have put a visit to the Holy Land in their agenda. In 2009, Pope Benedict XVI paid an official visit to Middle Eastern countries and the occupied territories. A religious leader’s mission makes it essential for them to listen to the voice of the people up close and be aware of their pain and suffering. The aim of these visits is to promote and bring peace and serenity to the Middle East. So these kinds of commitments are in themselves positive, as long as authorities and regional heads of State do not try to use these visits and the Pope and Holy See’s position for their own interests, to make their own dubious actions seem legitimate. If it is political advantages that are sought from these visits, they will do the people no good and neither will they help bring true peace. I would like to underline that the Islamic Republic of Iran is always willing to work with the Holy See in order to restore peace in the region, following a plan that involves the return of all Palestinians to their homeland in the occupied territories and a referendum that involves the participation of all Palestinians, be they Muslim, Christian or Jewish, to decide on their future system of government.”
What can you say about the relations between the Islamic Republic of Iran and the Holy See? Why is it important for your country to maintain diplomatic relations with the Vatican and why, in your opinion, is it important for the Vatican to maintain diplomatic relations with your country?
“The Holy See has played an important role in Iranian foreign policy for a long time. Bilateral relations go back a long way and are based on common religious values as well as political considerations. The Holy See and the Islamic Republic of Iran are two religious systems that are both inspired on the spiritual teachings of monotheistic religions. It is upon this basis that they are able to lay the foundations for cooperation and give impetus to bilateral relations. The Holy See’s position with regard to Iran has been relatively balanced compared to that of Western countries. In fact, in some cases it has been in line with certain essential positions our country has upheld. The main factors affecting the Holy See’s foreign policy towards Iran are the following: The moderation and tolerance the Islamic Republic of Iran has shown towards religious minorities, particularly Christians; the benefits of Iran’s influence in the region for the maintenance of regional stability and security, protecting Christian rights; Pope Francis’ commitment to peace is in tune with Iran’s new diplomatic path, that is, strengthening world alliances against violence and extremism; Islam and Christianity have become closer thanks to improved dialogue with Shiite Islam: one of the Islamic world’s most important denominations.”
What role can the Pope and Holy See diplomacy play today in promoting peace?
“The way the Holy See’s is organized, with its focus on the government of the universal Catholic Church, which has more than a billion followers all over the world, means it has a huge role to play in social and spiritual terms, in influencing public opinion across the world. The Holy See has diplomatic relations with more than 181 countries and is present in 33 international and regional organizations. As a result, the Holy See has significant political and diplomatic influence in the international community and especially in countries with Christian majorities. As leader of the universal Catholic Church, the Pope exercises a huge spiritual influence over people and thanks to this powerful international influence, he has the power to bring about significant changes and transformations. Peace and justice are central to his message. He tries to use all the potential and influence that lie within Churches, places of worship and influential religious and political figures, to bring peace to the world and overcome destitution, poverty and the devastation this brings to Christian communities. I hope that in this moment of crisis and social and political upheaval that parts of the world like the Middle East, Africa, Latin America and the Black Sea region are going through, the Pope will continue to play a central role, as he has done in the Syrian crisis.”

Strasbourg (France) (AFP) - Jean-Claude Juncker, a front-runner in the race to become president of the European Commission, told AFP he was ready to fight to have politicians rather than bureaucrats on his team.And to revive the European Union, it will be vital to get France and Germany back on the same page after May's European elections, the long-time former Luxembourg premier said in an interview.The EU faces a crisis of confidence, he said, after the debt crisis and economic slump, with many Europeans sorely disillusioned by the tough austerity measures adopted to solve economic problems across the 28-nation bloc.The 59-year-old, who as head of the eurozone finance ministers' group steered the single currency through the crisis, has been nominated by the largest group in the European Parliament, the European People's Party (EPP), as its candidate to be the next president of the Commission, the EU's executive."You'd have to be deaf and blind not to realise that the EU and the Commission are viewed with increasing suspicion," said Juncker, a life-long supporter of the European project as the only answer to centuries of war and upheaval on the continent.The best way to reverse the eurosceptic tide, Juncker said, was to put the stress on the political role of the Commission, making it more responsive to popular concerns.Accordingly, the 28 individual commissioners -- the equivalent of national ministers -- needed to be high-profile national and European politicians, which is currently mostly not the case, some of them never having been elected to office."The head of the Commission has the right to demand that from member states," said Juncker, who as Luxembourg's premier for 19 years was Europe's longest serving leader until he lost power after an election last year.Rather than civil servants, commissioners should be "politicians who know how to take on their responsibilities," he said, adding that he reserved the right to reject candidates who do not fit his profile.The appointment of the commissioners -- one for each member state -- up until now has involved lengthy horse-trading over portfolios between national governments.Their role is to implement and drive policies agreed by EU leaders, with the Commission also making proposals on several key areas of policy.It is also responsible for the day-to-day running of the EU.

The European Commission president too was hand-picked by EU nations up until now. But under new rules, leaders are supposed to choose the next head of the Commission after taking into account the results of May 25 elections for the European Parliament.With France and Germany not completely seeing eye-to-eye in recent months, Juncker said it was essential to rev up the Franco-German engine at the heart of the EU."France and Germany are destined to have to get along," said Juncker. "Franco-German entente is essential if Europe is to advance but this entente is not strong enough now to allow that."Juncker said that when Frenchman Jacques Delors headed the Commission in 1985-94, it was not always smooth sailing between Paris and Berlin and there were often "serious difficulties."But then French president Francois Mitterrand and German chancellor Helmut Kohl would work with Delors to find a way around them, he said.Luxembourg understood well the position of the two countries which for so long have led the EU forward, he said."People in Luxembourg learn French and German because no one else wants to learn the local language," he said with his trademark dry humour. "That means we can understand two parties who often find it difficult to understand each other."As for his main opponent, Socialist Martin Schulz who heads the European Parliament, Juncker downplayed the differences."I do not think that campaigning consists of saying bad things about your adversary or of pointing out differences when there aren't any."We are on the same lines. We both seek budget discipline and support for economic growth," he said. "They are the two sides of the same coin."
Hundreds still missing in deadly Korea ferry sinking

JINDO, South Korea (Reuters) - South Korean coastguard and navy divers resumed searching on Thursday for about 290 people still missing, many of them students from the same high school, after a ferry capsized in sight of land.Grieving family members gathered on the quay of the coastal city of Jindo, huddled in blankets against the spring cold as efforts to locate the missing went into a second day.One parent, Park Yung-suk, told Reuters she had seen the body of her teenage daughter's teacher brought ashore earlier in the morning."If I could teach myself to dive, I would jump in the water and try to find my daughter," Park said as light rain fell.Of some 450 passengers on board the ferry when it set sail from the port of Incheon late on Tuesday, nearly 340 were teenagers and teachers from the Danwon school near the capital Seoul on a field trip to Jeju island, about 100 km (60 miles) south of the Korean peninsula.So far 179 people have been rescued and six confirmed dead in what could be the country's worst maritime accident in 20 years.As coastguard officials arrived at Jindo on Thursday, waiting relatives jeered at them, shouting: "The weather's nice, why aren't you starting the rescue."It is not known why the 6,586 metric ton vessel, built in Japan 20 years ago, sank.As frustration grew with the lack of information, some parents of missing school children hired their own boat on Wednesday night. They appeared to blame the government of President Park Geun-hye and rescue officials for not making a big enough effort."Since the government refused to take us to the scene 11 parents chipped in 61,000 won ($58.79) each to hire a boat and took a reporter and a diver. But there was no rescue operation going on," said one father who declined to give his name."I am extremely angry. Media is saying the rescue op is still going on. It's all a lie," he said.
CLUES SOUGHT
It was not immediately clear why the Sewol ferry had listed heavily on to its side in apparently calm waters off South Korea's southwest coast, but some survivors spoke of a loud noise prior to the disaster.A member of the crew of a local government ship involved in the rescue, who said he had spoken to members of the sunken ferry's crew, described the area as free of reefs or rocks and said the cause was likely to be some sort of malfunction on the vessel.There were reports of the ferry having veered off course, but coordinates of the site of the accident provided by port authorities indicated it was not far off the regular shipping lane.The ferry sent a distress signal early on Wednesday, the coastguard said, triggering a rescue operation that involved almost 100 coastguard and navy vessels and fishing boats, as well as 18 helicopters.According to a coastguard official in Jindo, the waters where the ferry capsized have some of the strongest tides off South Korea's coast, meaning divers were prevented from entering the mostly submerged ship for several hours.The ship has a capacity of about 900 people and an overall length of 146 meters (480 feet). Shipping records show it was built in Japan in 1994.According to public shipping databases, the registered owner of the ship is Chonghaejin Marine Co Ltd, based in Incheon. EU parliament gives final nod to banking union

Berlin - MEPs on Tuesday (15 April) overwhelmingly approved the creation of a new authority and fund for failing banks – a missing element to the so-called banking union aimed at minimising the public cost of future financial crises.The final vote on the creation of a €55 billion fund financed by the banks themselves passed with 570 MEPs in favour, 88 against and 13 abstentions, while new rules in cases where public money needs to be used for winding down banks also gathered a similar majority: 584 votes in favour, 80 against and 10 abstentions.One key concession won by MEPs from governments during final negotiations was a speedier mutualisation of the fund, which will comprise of domestic bank levies paid into "national compartments". Forty percent of the fund is to be mutualised in the first year, 20 per cent in the second year, the rest equally over a further six years.There will also be an obligation for EU countries to guarantee up to €100,000 in any savings account, but there is no common backstop in case they fall short.Commenting on the vote, EU financial markets commissioner Michel Barnier said: "We now have in place a true European system to supervise the eurozone banks and deal with any future failures."A first element of the 'banking union' – single supervision of the 130 largest eurozone banks – is to become operational in November within the European Central Bank.The resolution mechanism will be independent, but take advice from the ECB as to when to step in to help or to close down a troubled bank.The size of the fund and its gradual formation have raised concerns among critics that it is insufficient to deal with big banks if ever they get into trouble.Last week, the International Monetary Fund said EU leaders should accelerate work on the banking union and fill the gaps that are likely to be discovered by a comprehensive audit of the biggest banks' balance sheets.Meanwhile, Willem Buiter, chief economist at US Citibank, said during the IMF spring meeting in Washington that €1 trillion would be a more appropriate sum for eurozone's bank rescue fund, rather than the planned €55 billion.Green politicians are also sceptical about the use of these measures as long as banks are "too big to fail"."The banking union is not yet completed. Rome-“Despite the acute difficulties of the current situation, we would urge all parties to seize this moment of historic opportunity.” In their Easter Message for 2014, the heads of Jerusalem’s Churches took the opportunity to urge Israelis and Palestinians once again, not to shut the door on peace negotiations. Their words sound a lot like an urgent appeal, given the profound pessimism surrounding the peace talks that have been taking place in recent weeks, mediated by US Secretary of State, John Kerry.There is a sense of resignation in Jerusalem after talks proved inconclusive once again and this climate is causing violence to erupt: on Monday evening police Deputy Major General Baruch Mizrahi was shot dead in Hebron as he and his family were going to a seder, a Jewish Passover meal. In Israeli media the controversy is escalating in light of the discussions over the release of Palestinian prisoners. This is one of the sticking points of the Israeli-Palestinian negotiations. The widow of the latest victim openly addressed Israel’s Prime Minister, Benjamin Netanyahu, saying that “no terrorists can be released while new families are being hit.”This is the context in which the heads of the Christian Churches in Jerusalem – the Latin Patriarch Fouad Twal, the Greek Orthodox Patriarch Theophilus III, the Armenian Patriarch Norhan Manougian and the Custodian of the Holy Land Fr. Pierbattista Pizzaballa - made their appeal, pushing for a continuation in negotiations. In fact, they are asking parties to go beyond mere sterile discussions in order to address the injustices that are at the root of this seemingly never-ending conflict: “we would urge all parties to seize this moment of historic opportunity. A peace which does not seek to abolish discrimination between different communities is no peace at all. For peace to be real, it must embrace justice and a desire for reconciliation. Reconciliation between God and humanity, and between people who are opposed to one another, springs from the Cross and is vindicated by the Resurrection,” they write.Their message is specifically linked to the Paschal mystery, which all Christians in Jerusalem will be celebrating on the same date given that the Gregorian and Julian calendars coincide this year. “Here in the Holy City it is our tradition, our privilege and our call to share the good news about our risen Lord with the whole human family – and especially with those who are living under oppression, violence, displacement, occupation, injustice or other kinds of human suffering. This is yet another indication that temperatures are rising again in the Holy City, where Francis is heading to in just one month’s time.

One of the Pope’s striking traits is the humility and love he feels for people. He grew up in a middle class family and lived among the ordinary people and this meant he was able to experience people’s pain, suffering and marginalization up close. His studies also helped a great deal in shaping his religious and political thinking. Aside from his extensive religious and theological, literary, philosophical and psychological studies, he belongs to the Society of Jesus, which looks at the acquisition of knowledge, the importance of education and the purification of the soul in a special kind of way: all this has contributed to Francis’ vision of inclusion and his deep thinking.”

“Another thing that sets this Pope apart is that despite his special position, he completely ignores all superfluous formalities that prevent him from coming into contact with people and a variety of social classes. He pays particular attention to the vulnerable and excluded, to the concept of education and the reinforcement of the institution of the family. Thanks to this attitude and his words, he transmits a sincere closeness. As the messengers said, religious leaders like Pope Francis are “soul doctors” who free people from spiritual and social problems, bringing peace to them thanks to their own spirituality and heavenly teachings.”
What is the Republic of Iran’s perception of him?
“The Islamic Republic of Iran sees the Pope as an open minded leader of deep thought and a man of great faith who wants justice, peace and a dignified life for people of all races, so that everybody may receive divine gifts. The Holy Father firmly believes in dialogue between religions and denominations.”
Last September the Pope celebrated a vigil of fasting and prayer for peace in Syria. There was a huge response across the world, and not just from Christians. What do you think of this?
“One of the positive key steps Pope Francis took, which will be remembered throughout history, was calling last year’s day of prayer and fasting for peace and an end to violence in Syria. The people of the world showed themselves to be on the same wavelength as the Pope, sharing his support for peace and friendship. People hate the massacres, violence and chaos which terrorists and takfir groups are responsible for. More than three years have gone by since the start of the devastating crisis caused by the Syrian civil war, which has claimed the lives of 140 thousand people and left numerous archaeological sites and places of worship in ruins. The suffering Syrian population has to endure displacement and the bitter consequences of uncertainty and violence. I ask myself: what have international institutions done so far to stop this violence? Is it not time for powerful countries look at the dramatic conditions in which the Syrian people are living in in the Middle East, before starting another war in the Crimean peninsula? Perhaps they are considering starting another war in the Black Sea? I hope that Francis will appeal once again to the great powers, inviting them to put an end to the violence and this pointless war in Syria.
Next month Francis will be paying a quick visit to the Holy Land (three countries – Jordan, Palestinian Territories and Israel – in three days). How important is this visit for peace and dialogue between Christians and Muslims?
“Wise Muslims and Christians have been engaged in interreligious dialogue for years. For example, the ninth round of dialogue talks between Iran and the Holy See will be taking place in Teheran this year. As the Church history has shown in recent decades, every Pope since John Paul II in 2000, have put a visit to the Holy Land in their agenda. In 2009, Pope Benedict XVI paid an official visit to Middle Eastern countries and the occupied territories. A religious leader’s mission makes it essential for them to listen to the voice of the people up close and be aware of their pain and suffering. The aim of these visits is to promote and bring peace and serenity to the Middle East. So these kinds of commitments are in themselves positive, as long as authorities and regional heads of State do not try to use these visits and the Pope and Holy See’s position for their own interests, to make their own dubious actions seem legitimate. If it is political advantages that are sought from these visits, they will do the people no good and neither will they help bring true peace. I would like to underline that the Islamic Republic of Iran is always willing to work with the Holy See in order to restore peace in the region, following a plan that involves the return of all Palestinians to their homeland in the occupied territories and a referendum that involves the participation of all Palestinians, be they Muslim, Christian or Jewish, to decide on their future system of government.”
What can you say about the relations between the Islamic Republic of Iran and the Holy See? Why is it important for your country to maintain diplomatic relations with the Vatican and why, in your opinion, is it important for the Vatican to maintain diplomatic relations with your country?
“The Holy See has played an important role in Iranian foreign policy for a long time. Bilateral relations go back a long way and are based on common religious values as well as political considerations. The Holy See and the Islamic Republic of Iran are two religious systems that are both inspired on the spiritual teachings of monotheistic religions. It is upon this basis that they are able to lay the foundations for cooperation and give impetus to bilateral relations. The Holy See’s position with regard to Iran has been relatively balanced compared to that of Western countries. In fact, in some cases it has been in line with certain essential positions our country has upheld. The main factors affecting the Holy See’s foreign policy towards Iran are the following: The moderation and tolerance the Islamic Republic of Iran has shown towards religious minorities, particularly Christians; the benefits of Iran’s influence in the region for the maintenance of regional stability and security, protecting Christian rights; Pope Francis’ commitment to peace is in tune with Iran’s new diplomatic path, that is, strengthening world alliances against violence and extremism; Islam and Christianity have become closer thanks to improved dialogue with Shiite Islam: one of the Islamic world’s most important denominations.”
What role can the Pope and Holy See diplomacy play today in promoting peace?
“The way the Holy See’s is organized, with its focus on the government of the universal Catholic Church, which has more than a billion followers all over the world, means it has a huge role to play in social and spiritual terms, in influencing public opinion across the world. The Holy See has diplomatic relations with more than 181 countries and is present in 33 international and regional organizations. As a result, the Holy See has significant political and diplomatic influence in the international community and especially in countries with Christian majorities. As leader of the universal Catholic Church, the Pope exercises a huge spiritual influence over people and thanks to this powerful international influence, he has the power to bring about significant changes and transformations. Peace and justice are central to his message. He tries to use all the potential and influence that lie within Churches, places of worship and influential religious and political figures, to bring peace to the world and overcome destitution, poverty and the devastation this brings to Christian communities. I hope that in this moment of crisis and social and political upheaval that parts of the world like the Middle East, Africa, Latin America and the Black Sea region are going through, the Pope will continue to play a central role, as he has done in the Syrian crisis.”
Juncker wants politicians not bureaucrats in new EU executive

Strasbourg (France) (AFP) - Jean-Claude Juncker, a front-runner in the race to become president of the European Commission, told AFP he was ready to fight to have politicians rather than bureaucrats on his team.And to revive the European Union, it will be vital to get France and Germany back on the same page after May's European elections, the long-time former Luxembourg premier said in an interview.The EU faces a crisis of confidence, he said, after the debt crisis and economic slump, with many Europeans sorely disillusioned by the tough austerity measures adopted to solve economic problems across the 28-nation bloc.The 59-year-old, who as head of the eurozone finance ministers' group steered the single currency through the crisis, has been nominated by the largest group in the European Parliament, the European People's Party (EPP), as its candidate to be the next president of the Commission, the EU's executive."You'd have to be deaf and blind not to realise that the EU and the Commission are viewed with increasing suspicion," said Juncker, a life-long supporter of the European project as the only answer to centuries of war and upheaval on the continent.The best way to reverse the eurosceptic tide, Juncker said, was to put the stress on the political role of the Commission, making it more responsive to popular concerns.Accordingly, the 28 individual commissioners -- the equivalent of national ministers -- needed to be high-profile national and European politicians, which is currently mostly not the case, some of them never having been elected to office."The head of the Commission has the right to demand that from member states," said Juncker, who as Luxembourg's premier for 19 years was Europe's longest serving leader until he lost power after an election last year.Rather than civil servants, commissioners should be "politicians who know how to take on their responsibilities," he said, adding that he reserved the right to reject candidates who do not fit his profile.The appointment of the commissioners -- one for each member state -- up until now has involved lengthy horse-trading over portfolios between national governments.Their role is to implement and drive policies agreed by EU leaders, with the Commission also making proposals on several key areas of policy.It is also responsible for the day-to-day running of the EU.

The European Commission president too was hand-picked by EU nations up until now. But under new rules, leaders are supposed to choose the next head of the Commission after taking into account the results of May 25 elections for the European Parliament.With France and Germany not completely seeing eye-to-eye in recent months, Juncker said it was essential to rev up the Franco-German engine at the heart of the EU."France and Germany are destined to have to get along," said Juncker. "Franco-German entente is essential if Europe is to advance but this entente is not strong enough now to allow that."Juncker said that when Frenchman Jacques Delors headed the Commission in 1985-94, it was not always smooth sailing between Paris and Berlin and there were often "serious difficulties."But then French president Francois Mitterrand and German chancellor Helmut Kohl would work with Delors to find a way around them, he said.Luxembourg understood well the position of the two countries which for so long have led the EU forward, he said."People in Luxembourg learn French and German because no one else wants to learn the local language," he said with his trademark dry humour. "That means we can understand two parties who often find it difficult to understand each other."As for his main opponent, Socialist Martin Schulz who heads the European Parliament, Juncker downplayed the differences."I do not think that campaigning consists of saying bad things about your adversary or of pointing out differences when there aren't any."We are on the same lines. We both seek budget discipline and support for economic growth," he said. "They are the two sides of the same coin."
Hundreds still missing in deadly Korea ferry sinking

JINDO, South Korea (Reuters) - South Korean coastguard and navy divers resumed searching on Thursday for about 290 people still missing, many of them students from the same high school, after a ferry capsized in sight of land.Grieving family members gathered on the quay of the coastal city of Jindo, huddled in blankets against the spring cold as efforts to locate the missing went into a second day.One parent, Park Yung-suk, told Reuters she had seen the body of her teenage daughter's teacher brought ashore earlier in the morning."If I could teach myself to dive, I would jump in the water and try to find my daughter," Park said as light rain fell.Of some 450 passengers on board the ferry when it set sail from the port of Incheon late on Tuesday, nearly 340 were teenagers and teachers from the Danwon school near the capital Seoul on a field trip to Jeju island, about 100 km (60 miles) south of the Korean peninsula.So far 179 people have been rescued and six confirmed dead in what could be the country's worst maritime accident in 20 years.As coastguard officials arrived at Jindo on Thursday, waiting relatives jeered at them, shouting: "The weather's nice, why aren't you starting the rescue."It is not known why the 6,586 metric ton vessel, built in Japan 20 years ago, sank.As frustration grew with the lack of information, some parents of missing school children hired their own boat on Wednesday night. They appeared to blame the government of President Park Geun-hye and rescue officials for not making a big enough effort."Since the government refused to take us to the scene 11 parents chipped in 61,000 won ($58.79) each to hire a boat and took a reporter and a diver. But there was no rescue operation going on," said one father who declined to give his name."I am extremely angry. Media is saying the rescue op is still going on. It's all a lie," he said.
CLUES SOUGHT
It was not immediately clear why the Sewol ferry had listed heavily on to its side in apparently calm waters off South Korea's southwest coast, but some survivors spoke of a loud noise prior to the disaster.A member of the crew of a local government ship involved in the rescue, who said he had spoken to members of the sunken ferry's crew, described the area as free of reefs or rocks and said the cause was likely to be some sort of malfunction on the vessel.There were reports of the ferry having veered off course, but coordinates of the site of the accident provided by port authorities indicated it was not far off the regular shipping lane.The ferry sent a distress signal early on Wednesday, the coastguard said, triggering a rescue operation that involved almost 100 coastguard and navy vessels and fishing boats, as well as 18 helicopters.According to a coastguard official in Jindo, the waters where the ferry capsized have some of the strongest tides off South Korea's coast, meaning divers were prevented from entering the mostly submerged ship for several hours.The ship has a capacity of about 900 people and an overall length of 146 meters (480 feet). Shipping records show it was built in Japan in 1994.According to public shipping databases, the registered owner of the ship is Chonghaejin Marine Co Ltd, based in Incheon. Reuters was unable to reach the company by phone.Earlier, company officials offered an apology over the accident but declined to comment further.The databases showed that Chonghaejin Marine Co Ltd became the owner of the vessel in October, 2012.
