The Ministerial Committee for Legislation on Sunday voted down MK Miri Regev’s (Likud) bill that called for Israel to annex all of Judea and Samaria.Only the two ministers from the Jewish Home who are on the committee, Uri Ariel and Uri Orbach, voted in favor of the proposal.The remaining members of the 13-member committee all voted against the bill. These include four ministers from Regev’s Likud party: Gideon Saar, Gilad Erdan, Limor Livnat and Yuval Steinitz.Regev announced last week that she intends to bring forward the bill that would have Israel apply Israeli sovereignty over Judea and Samaria. She made the announcement at the “Mothers’ Vigil” which was established outside Prime Minister Binyamin Netanyahu's residence.Regev’s bill stipulated that the state would no longer be able to impose a limit on construction in Judea and Samaria for political reasons, unless this limit is approved by the Knesset.In the explanatory notes that accompanied the bill, Regev said that its purpose is to prepare Israel for the possible scenario of a unilateral announcement by the Palestinian Authority that it has established a Palestinian state in Judea and Samaria."It is fitting that Israel remove itself of responsibility and control of the Palestinian communities in Judea and Samaria, and yet not abandon communities in these areas where there is a Jewish majority,” she wrote.Speaking after the Ministerial Committee rejected the bill, Regev expressed disappointment that "ministers from the Jewish Home supported the bill and ministers from the Likud voted against it, although the law is part of the constitution of the Likud."“It is disappointing to find out that even when the Likud is in power someone else is running it. I will continue to fight for the wholeness of the land and the wholeness of the people of Israel,” she added.Regev was recently successful in passing a bill that would annex the Jordan Valley and place it under full Israeli sovereignty. The bill passed in the Ministerial Committee for Legislation, despite objection by Justice Minister Tzipi Livni, who attacked the ministers who voted for the bill, and called it “an irresponsible proposal that will harm Israel and isolate it.”At the same time, the bill has since been frozen because Livni, who heads the Ministerial Committee for Legislation, filed an appeal against it.
A second bill submitted by Regev did not pass the committee. The bill would forbid the prime minister to carry out diplomatic negotiations on the status of the Holy City of Jerusalem, or on the so-called Arab “refugee” issue, unless the Knesset gives him permission to do so ahead of time.

Israeli TV report says secretary’s plans for substantive framework deal have ‘pretty much collapsed’ in light of president’s stance

US Secretary of State John Kerry sought but failed to get backing from President Barack Obama to confront Israel over its objections to his peace proposals, and therefore his bid to try impose terms for peace on Israel and the Palestinians has “pretty much collapsed,” an Israeli TV report claimed on Sunday night.
Citing unnamed sources close to the negotiations, Channel 10 news said that Kerry, who had hoped to impose a binding “framework” agreement on the two sides, covering all the key core issues for a peace agreement, sought Obama’s “political backing for confrontation primarily with Israel,” but got the presidential cold-shoulder. It was deemed that now was “not the time for such moves” for the president, the report said.
As a result, Kerry’s effort to put together a substantive framework agreement “has pretty much collapsed for now.”There was no independent confirmation of the report.The document the secretary is finalizing, the TV report said, still includes clauses providing for a Palestinian state based on the pre-1967 lines and for recognition of Israel as a Jewish state. But its formulation regarding Jerusalem, a “very problematic” clause for Israel’s Prime Minister Benjamin Netanyahu, is “amorphous,” the report said.Critically, the report noted, the status of the framework accord is no longer to be binding on the sides.The emerging framework document is so unthreatening even to Israeli hardliners that it is unlikely to prompt any kind of coalition crisis, the TV report said.Kerry himself said in a Washington Post interview published Saturday that Netanyahu and Palestinian Authority President Mahmoud Abbas would have a chance to “express reservations” over the framework agreement, adding that such caveats provide “the only way for them to politically be able to keep the negotiations moving… For them as leaders to be able to embrace an endgame, they need to have the right to be able to have some objection.”Sunday night’s TV report said that Kerry’s intention was that the framework agreement, however emptied of substance or authority, would govern talks that would continue for the rest of the year. However, when Kerry announced the resumption of Israeli-Palestinian peace talks last July, he set a nine-month time period, during which he said he aimed to broker a full, permanent peace accord. Those nine months end in April, and the chief Palestinian negotiator Saeb Erekat said last week he saw no reason for extending the talks beyond that deadline.Reports last weekend suggested that Netanyahu and his senior colleagues were inclining to accept the framework accord as a non-binding document. Persistent reports have indicated, by contrast, that the Palestinians intend to reject it, and are already preparing for a legal and diplomatic war against Israel.With his framework accord so weakened, the Channel 10 report said, Kerry would now face an even greater challenge to persuade the Palestinians to accept it.

Fatah to appoint a deputy to Abbas

Legal overhaul begins in preparation for Palestinian statehood, says official; as things stand, Hamas MP would take over if PA head incapacitated

Fatah has begun studying the legal mechanisms for nominating a deputy to PA President Mahmoud Abbas, a party official said on Saturday.Central Committee member Abbas Zaki told the Chinese news agency Xinhua that five members of the committee were selected to study the constitutional requirements for the new position.“There is a consensus within Palestinian leadership regarding the need to nominate a deputy to the president, given the dangers facing the Palestinian issue and the attempts to draft a constitution and [create] legal frameworks for the future Palestinian state,” Zaki told Xinhua.Yasser Arafat, the first chairman of the Palestinian Authority, never nominated a deputy. But international pressure exerted on him following the violent upsurge of the Second Intifada forced Arafat to nominate Fatah veteran Mahmoud Abbas as the first Palestinian prime minister in March 2003, serving as his de facto deputy.Despite his ailing health, 78-year-old Abbas has not nominated a deputy either. Abbas has unilaterally extended his term as president since January 2009 amid a political schism with rival movement Hamas, revolving around — among other issues – the arrangements of new presidential and parliamentary elections.

According to the Palestinian Basic Law, if the president is to become incapacitated, the speaker of the Palestinian parliament must fill the position pending new elections to be held within 60 days. The current speaker of parliament is Hamas member Aziz Dweik, a fact adding to Fatah’s angst over the day after Abbas.Palestinian media interpreted statements by the Israeli chief negotiator, Justice Minister Tzipi Livni, late January whereby Palestinians will “pay the price” for Abbas’s “unacceptable positions” as a veiled Israeli threat on the president’s life.Zaki said that Fatah’s decision to nominate a deputy to Abbas had “nothing to do with the Israeli threats directed personally at President Mahmoud Abbas.”

Obama and the Jewish Right to Pray on the Temple Mount


I caught the remarks of Barack Obama, President of the United States, spoken at the National Prayer Breakfast event at the Washington Hilton in Washington, D.C.thanks to IMRA.
He noted that
...as Americans, we affirm the freedoms endowed by our Creator, among them freedom of religion.  And, yes, this freedom safeguards religion, allowing us to flourish as one of the most religious countries on Earth, but it works the other way, too -- because religion strengthens America.  Brave men and women of faith have challenged our conscience and brought us closer to our founding ideals, from the abolition of slavery to civil rights, workers’ rights.and continued I’ve felt the love that faith can instill in our lives during my visits to the Holy Land and Jerusalem -- sacred to Jews and Christians and Muslims...I’ve felt the compassion of so many faith leaders around the world...Yet even as our faith sustains us, it’s also clear that around the world freedom of religion is under threat.  And that is what I want to reflect on this morning. and he emphasized:We sometimes see religion twisted in an attempt to justify hatred and persecution against other people just because of who they are, or how they pray or who they love.  Old tensions are stoked, fueling conflicts along religious lines...even though to harm anyone in the name of faith is to diminish our own relationship with God.  Extremists succumb to an ignorant nihilism that shows they don’t understand the faiths they claim to profess -- for the killing of the innocent is never fulfilling God’s will; in fact, it’s the ultimate betrayal of God’s will.Today, we profess the principles we know to be true.  We believe that each of us is “wonderfully made” in the image of God.  We, therefore, believe in the inherent dignity of every human being -- dignity that no earthly power can take away.  And central to that dignity is freedom of religion -- the right of every person to practice their faith how they choose, to change their faith if they choose, or to practice no faith at all, and to do this free from persecution and fear...promoting religious freedom is a key objective of U.S. foreign policy.  And I’m proud that no nation on Earth does more to stand up for the freedom of religion around the world than the United States of America.  (Applause.)
And then, he noted.

...THE PRESIDENT:...As we support Israelis and Palestinians as they engage in direct talks, we’ve made clear that lasting peace will require freedom of worship and access to holy sites for all faiths.  I want to take this opportunity to thank Secretary Kerry for his extraordinary passion and principled diplomacy that he’s brought to the cause of peace in the Middle East......And in contrast to those who wield religion to divide us, let’s do more to nurture the dialogue between faiths that can break cycles of conflict and build true peace, including in the Holy Land.That's clear to me: President Obama supports Jewish prayer on the Temple Mount.Thank you, Mr. President.Mr. Secretary of State, John (the Dodger of Bullets) Kerry, is that part of your solution?  Forget the Klingons.  Think of the Jews.

Economy Minister Naftali Bennett, head of the Jewish Home party, on Sunday night hailed the new draft law as “an historic change”.Bennett made the comments in a post on his Facebook page, hours before the Shaked Committee, headed by MK Ayelet Shaked, is to start the voting process on the law."Tomorrow, the Shaked Committee will enter the final stretch and begin voting on the clauses of the equal burden law. We must not let the small details hide the big picture: We are making history,” he wrote.Bennett stressed that the new draft law will ultimately lead to hareidi integration into the world of employment."Without this process, the State of Israel would have faced a huge socioeconomic crisis within a few years," he added. “There will be bumps in the road, but in a few weeks we will change the reality in Israel."The new draft law has been in the works for quite some time but has made headlines again in recent days after the Supreme Court intervened and ordered the government to halt funding to yeshivas whose students' army enlistment was deferred. These students’ enlistment was postponed by Defense Minister Moshe Ya'alon until the new law is in place.The hareidim, who object to forced enlistment as it is, responded to the decision by launching protests against it. Adding fuel to the fire was Finance Minister Yair Lapid's decision to retroactively cut funding for all yeshivas.Shaked has said the Court’s ruling is meaningless as the yeshivas already received funding for February, and the new law should be ready in time for funding in March.Lapid, meanwhile, has called for the new draft law to include criminal sanctions on hareidim who evade draft, threatening to leave the coalition if such sanctions are not included in the law.Responding to Lapid’s threats, Deputy Education Minister MK Avi Wortzman (Jewish Home) pointed out on Sunday that Lapid is committed to a coalition agreement which explicitly states that there will be no criminal sanctions against draft evaders.Hareidi MKs have declared that they intend to fight to ensure that the new draft law does not pass. They also welcomed Lapid’s threats to leave the coalition, saying, “We would be happy if Lapid resigns as soon as possible so that we can stop the terrible damage that he has already done ​​since taking office.”
