The star catalogues list it by the number of SMSS J031300.36-670839.3."The telltale sign that the star is so ancient is the complete absence of any detectable level of iron in the spectrum of light emerging from the star," Keller said in an email exchange with AFP about the study.The Big Bang gave rise to a Universe filled with hydrogen, helium, and a trace of lithium, he explained.All the other elements that we see today were forged in stars, which are born in clouds of gas and dust bequeathed by supernovae -- huge stars that explode at the end of their life.This endless recycling process has yielded an intriguing tool for astrophysicists.One way of determining stellar age is iron, whose content in a star enriches with every successive birth.Thus the lower the iron content in a star's light spectrum, the older it is."The iron level of the Universe increases with time as successive generations of stars form and die," said Keller."We can use the iron abundance of a star as a qualitative 'clock' telling us when the star was formed."In the case of the star we have announced, the amount of iron present is less than one millionth that of the Sun and a factor of at least 60 times less than any other known star. This indicates that our star is the most ancient yet found."The star was discovered using the Australian National University's SkyMapper telescope, which is carrying out a five-year survey of the southern sky.The progenitor of the star was material from a low-energy supernova, from a star whose mass was roughly 60 times that of the Sun, according to the paper, published in the journal Nature.Previous sweeps of the sky have turned up four other stars with similar very low iron content, which suggests that these kind of supernovae played a vital role in creating stars, and then galaxies, in the early Universe, it said.

ECB overstepped its mandate, German top court says

Berlin - Germany's Federal Constitutional Court on Friday (7 February) for the first time in its history referred a case to the EU's top judges - with the final ruling key to the future stability of the eurozone.

The case concerns the European Central Bank's (ECB's) controversial bond-buying proposal, a not-yet activated scheme announced in September 2012, which is largely considered to be the main reason why the euro-crisis has stabilised.The German court said that the bank overstepped its mandate when promising to buy as many government bonds as necessary to stabilise the euro, known as Outright Monetary Transactions (OMT).“Subject to the interpretation by the Court of Justice of the European Union, the Federal Constitutional Court considers the OMT Decision incompatible with primary law,” the Karlsruhe-based court said in a statement.It added, however, that a different ruling could be issued by the ECJ, "if the OMT decision could be interpreted as in conformity with primary law."The German judges argue that the ECB overstepped its mandate because it promised to engage in what can be considered government financing, even if the bonds would not bought directly from the governments, but from traders.According to EU law, the ECB is forbidden to directly fund governments.But, if the OMT scheme was applied "restrictively" with a series of caveats - particularly that bond purchases are "limited" - it could be deemed legal, the German court said.The case had been brought to the Karlsruhe court by the German Central Bank (Bundesbank), who opposed the scheme from the very beginning.“The ECB takes note of the announcement made today by the German constitutional court,” the ECB said in a statement.“The ECB reiterates that the OMT programme falls within its mandate,” it added.A similar statement was made by the European Commission, where a spokesman on Friday said the EU executive is "confident" that the OMT is legal.The parts of the constitutional challenge referring to Germany's participation in the eurozone bailout fund (ESM) will be ruled upon on 18 March.As for the OMT final ruling, Karlsruhe will wait until the ECJ pronounces its verdict - a process which could take up to 16 months."It does not happen a lot that the German Constitutional Court passes sensitive decisions on to the European level," ING Bank's chief economist Carsten Brzeski said in an emailed statement."Today’s announcement therefore could either be a sign that the Court has reached its legal limits on European issues or that the issue is so tricky and touchy that it is better to pass it on," he added.While the "fear factor" that Karlsruhe may repel OMT has been "clearly reduced," Brzeski warned that it is "not a given" that the ECJ will rubber-stamp the scheme.The euro fell slightly on the news against the US dollar, the British pound and the Swiss franc.

Outgoing EU commissioners plan 'legacy' booklet

BRUSSELS - A booklet describing the good works of EU commissioners is to be launched before the European elections in May, according to a letter leaked to this website.“Wherever possible, we should try to use pictures instead of text to convey our messages,” writes European Commission President Jose Manuel Barroso, in a letter sent on Thursday (6 February) to his team of commissioners.The second Barroso commission, which started in 2010 and ends later this autumn, wants to be remembered for its achievements in helping the EU emerge stronger from the crisis and for helping EU citizens.“We have a great story to tell and we should put our unique contribution to record,” says Barroso.The promotional material will appear in future historical volumes about the European Commission and on the commissioners’ respective websites “in a way which also conveys the collegial nature of these achievements.”"All the contributions [can be put] together in a booklet that will be made widely available," he writes.“Any idea of how to use this product further will, of course, be most welcome."The letter, which sets out preliminary agenda items for the college discussion on 19 February, asks each commissioner to draft an “own record of achievement” document no longer than five pages in length complete with a photo.“You are best placed to do this directly but [vice-president] Viviane [Reding] and DG COMM [the commission’s PR department] will also be happy to help and advise, in particular on presentation and production,” writes Barroso.The commissioners are asked to use “accessible language” to describe their three best achievements.They are also asked to make themselves available for interviews which can be used as contributions to a future European Commission historical volume. A book covering the period from 1973 to 1985 is already prepared for publication in May.
“The historians have benefitted greatly from the personal memoirs and recollections of our predecessors. Parolin lays out his roadmap for diplomacy

Andrea Tornielli vatican city “The Pope is the Holy See’s number one diplomatic “agent”. He proved himself to be a vigorous diplomat in the Syrian crisis. This made him an authoritative and sought-after voice internationally,” the Vatican Secretary of State, Pietro Parolin said this during an interview with Italian Catholic news daily Avvenire, published in today’s issue. Parolin, who will be created cardinal in just a few days time, talked about the current international situation, the reform of the Roman Curia, the role of the Commissions for Reference, the Vatileaks scandal and the “pastoral conversion” Pope Francis has asked the whole Church for. “The tasks and objectives of papal diplomacy – Parolin explained – are those which the Pope outlined in his first meeting with the various ambassadors to the Holy See in March 2013: to build bridges in order to promote dialogue and use negotiation as a means to solve conflicts, spread fraternity, fight against poverty and build peace. The Pope has no other “interests” or “strategies” and neither do those who represent him abroad ... In a diverse world which risks being divided – he continued – Vatican diplomacy can and must stand by the side of people and populations in order to help them realise that their differences are an asset and a resource and to help bridge these differences as peacefully as possible, to build a human and fraternal world, where there is room for everyone, particularly the weak and vulnerable.”During the interview, Francis’ right-hand man stated that the aim of reforming the Roman Curia is “to turn it into a streamlined, flexible, less bureaucratic and more efficient instrument in service of the Pope, the bishops, the universal Church and the local Churches.” Parolin conceded that “it is not enough to reform the structures, although this is necessary; there also needs to be a permanent personal conversion.”What the Secretary of State said about the Commissions for Reference on the IOR and the economic and administrative structure of the Holy See was also significant: “Their roles and functions were outlined in the documents that established them. I would like to stress that these commissions are temporary bodies of “reference” and their task is to provide the Pope and the Council of eight Cardinals with suggestions and proposals in their respective fields of expertise.” So they are not intended as a means of counter-balancing the power of the Roman Curia. Their work as well as their mandate is about to conclude.Moving onto the Vatileaks scandal, Parolin said: “That was an incredibly painful time and I wish and hope with all my heart that it is over for good. What lesson have we learnt from it? The whole affair unfairly caused a great deal of suffering to Pope Benedict XVI and many others, many were dragged into the scandal and the damage done to the cause of Christ was by no means small. I believe that the events in question must not stop us from questioning our true faithfulness to the Gospel. At the same time, however, referring to the way in which the Roman Curia is always portrayed, he said: “It really does sadden me when the Curia is too quickly and violently portrayed in a completely negative light, referring to it as a place where conspiracies are power struggles are rife. We must, however, work really hard in order to become more human, more welcoming and more evangelical, as Francis wants us to be.”The Secretariat of State then went on to speak about the Institute for the Works of Religion: “I shall not go into detail about the technical solutions found as these are still being studied. What is worth highlighting, are the transparency and adherence to international regulations factors which must become key elements of the profile of the IOR. I should underline also that much has already been done in this direction, under Pope Francis’ instructions. We will continue in this direction so as to ensure that the management of the money and economic and financial activities linked to the life and mission of the Church reflect the principles contained in the Gospel.”On the subject of Syria, Parolin said: “Unfortunately, the first round of the Geneva II meetings – the Holy See was present at the inauguration in Montreaux – concluded without any concrete conclusions as stated by the UN mediator Lakhdar Brahimi. Nevertheless, the steps which the Holy See said should be taken as part of a realistic road map for an end to the conflict and lasting peace still apply now: the immediate cessation of violence, the start of reconstruction, dialogue between communities, progress the resolution of regional conflicts and the participation of all local and global players in the Geneva II peace process. The fact that the two opposing parties spoke to each other for the first time in three years is definitely a very positive sign. But mutual trust needs to grow, as does a political willingness to find a solution by means of negotiation.”
Regarding the “Arab Spring” he said: “The Arab Spring is a complex phenomenon which unfortunately has not achieved objectives such as greater democracy and social justice which seemed to have been the main motivation for the revolts. Naturally, one cannot fail to ask oneself about the extent to which the economic and geo-political interests of the international community contributed to this failure.”After stating that the “situation faced by Christians in the Middle East is one of the Holy See’s greatest concerns,”  Parolin hinted that it would take some time before an economic and financial accord is reached with Israel: “Pope Francis’ upcoming visit to the Holy Land will certainly bring us closer to the signing of an agreement. There are just some bureaucratic questions that still need to be resolved and require some more time.”Parolin defended the Pope against those who called him a “Marxist”: “How can anyone disagree with the Pope’s statement that money must serve not govern? Is it Marxist to call for selfless solidarity and the return to economic and financial actions that shows greater consideration for the human person?”On the subject of China, the Secretary of State said: The Holy See is very fond of the great country of China and its people. Recently, China too, has sent signs of a renewed interest in the Holy See and Pope Francis’ election has a lot to do with it; he is even a Jesuit, like Matteo Ricci (one of the founding figures of the Jesuit China Mission, Ed.). We sincerely hope that trust and understanding will grow among the two parties and that this will happen through a constructive dialogue with the political leadership, a dialogue which the Holy See has always sought and Benedict XVI stressed this in his 2007 Letter to the Church in China.”

In his interview with journalist Fabio Marchese Ragona, the cardinal said that the “the whole Vatileaks affair represented a time of great suffering, a period of suffering that went on too long for the Pope and his closest collaborators. Particularly because of the lack of love shown towards the Church, a sentiment that was reflected in all Vatileaks-related actions and documents that should have been kept confidential in order to allow the Church to internally discuss and put right certain attitudes.”“But I must say that this incredibly difficult moment inspired a powerful current, a high voltage power line I would say, of closeness and solidarity towards the Pope and the Holy See.” Speaking about the possibility of other documents being brought to light, Bertone said: “I believe that the times, climate and relationship network have changed significantly. I see that there is great trust within the Church.”In the interview, the former Vatican Secretary of State announced the publication of “a booklet on faith and sport” and revealed his intention to write his memoirs: “I have a very archive, so I am in a position to review and look over on these past years with objective documentation on the facts and provide another reading of events that may be useful in setting the record straight on certain off-the-mark interpretations.”The poisonous atmosphere that festered in the Vatican around the time of Benedict XVI’s resignation could return as the anniversary of his departure nears. And now the possibility of further document leaks is being wafted around (new in the sense of unpublished but still listed among the documents discovered in 2012 – at least this is what Bertone seems to be alluding to). Above all, the anniversary will be tainted by the memories of a shady Curia plagued by betrayal, power struggles and networks, as described in French author Nicolas Diat’s book, entitled: “L’homme qui ne voulait pas être pape - histoire secrète d’un règne” (published by Albin Michel).The book paints a rather discomforting portrait of the former Pope’s entourage, of the underworld that was operating around him. It shows that many top figures still seem to be keeping quiet about what went on, overcome by the fear of what may happen if they publicly begin to accuse one another, revealing the identities of the individuals that unleashed the chaos that was linked to Ratzinger’s resignation.

Japan snowfall 'kills 11, over 1,200 injured'

Tokyo (AFP) - The heaviest snow in decades in Tokyo and other areas of Japan has left at least 11 dead and more than 1,200 injured across the country, reports said Sunday.As much as 27 centimetres (10.6 inches) of snow was recorded in Tokyo by late Saturday, the heaviest fall in the capital for 45 years, according to meteorologists.The storm hit Tokyo on the eve of its gubernatorial election.Observers say the weather may affect voter turnout in the city of 13 million people. As of 6:00 pm (0900 GMT) turnout was down more than 10 percentage points from a previous poll during the last mayoral election.As a depression moved along the Pacific coast Saturday, the northeastern city of Sendai saw 35 centimetres (13.8 inches) of snow, the heaviest in 78 years.Local media said at least 11 people have been killed with one person also in critical condition in snow-linked accidents -- mostly crashes after their cars skidded on icy roads.In central Aichi prefecture, a 50-year-old man died after his car slipped on the icy road and rammed into an advertisement steel pole, a local rescuer said.Public broadcaster NHK reported at least 1,253 people were injured across the nation, many of whom had slipped on the ground or fallen while shovelling the snow off their roofs.More than 20,000 households were without electricity early Sunday while airlines cancelled more than 400 domestic flights a day after over 740 flights were grounded.Nearly 5,000 people were stranded at Narita airport Saturday as traffic linking the airport to the capital was disrupted, NHK said.Further snowfall is expected Sunday in the northern part of the country, the Japan Meteorological Agency said.
