General James Mattis, the recently retired head of U.S. Central Command,
issued a harsh warning regarding Israel’s communities in Judea and
Samaria (Shomron) while speaking at a security conference in Aspen,
Colorado.Mattis warned that Israeli towns in Judea and Samaria “are going to make it impossible to maintain the two-state option.”He went further, suggesting that Israel would become an apartheid
state. “If I’m in Jerusalem and I put 500 Jewish settlers out here to
the east and there’s 10,000 Arab settlers in here, if we draw the border
to include them, either it ceases to be a Jewish state or you say the
Arabs don’t get to vote – apartheid,” Bloomberg quoted him as saying.“That didn’t work too well the last time I saw that practiced in a country,” he added.Mattis also warned that America pays a price for supporting Israel.
“I paid a military security price every day as the commander of Centcom
because the Americans were seen as biased in support of Israel and that
moderates all the moderate Arabs who want to be with us, because they
can’t come out publicly in support of people who don’t show respect for
the Arab Palestinians,” he stated. He also discussed Iran’s nuclear program, and said he has “no doubt”
that Israel will take military action to stop Iran from developing a
nuclear weapon. However, he expressed doubt that a military operation would be successful. The Iranian program is spread out such that even advanced armies are unable to fully stop it, he argued.A military strike could buy more time, but cannot solve the problem completely, he concluded.

Minister Naftali Bennett, head of the Bayit Yehudi (Jewish Home)
faction, sent a message of encouragement to his supporters on Friday,
telling them not to be worried by doomsday proclamations in advance of
the Israeli-Palestinian Authority negotiations which are to begin next week.“They’re trying to scare us,” he wrote. “’Without giving up the land,
there will be terrorism. There will be a demographic problem. There
will be international isolation. There will never be peace,’” he quoted
opponents as saying.“It’s always another excuse. Even when we see that it’s actually
concessions that bring terrorism, that hurt our international
reputation, that bring us further from peace, they are looking for the next excuse,” he charged.“Fear paralyzes,” he warned. “If we had listened to those who tried
to scare us in previous generations, we would have stayed in the Arab
world and in Europe, and we would have continued to be obliterated
there.”
“The land of Israel and the state we established are ours. We came back after thousands of years of longing and repeated attempts. We have to declare this to the world,” he concluded.Bennett also urged his supporters not to be upset by the election of two hareidi-religious candidates, Rabbi David Lau and Rabbi Yitzchak Yosef, to the Chief Rabbinate.Bayit Yehudi had supported religious-Zionist candidates in the hopes of promoting reform in the Rabbinate.“We really hoped to make change through the Rabbinate. We didn’t succeed,” Bennett admitted on Facebook.“But we can’t get depressed now, or start hurling accusations,” he continued. The Bayit Yehudi party “is working daily on behalf of the people of Israel,” he said. “Sometimes we will succeed, and sometimes not.”“Chin up,” he declared.

Terrorists in the Sinai Peninsula are planning to attempt attacks on
Friday, Egyptian military sources have warned. The attacks would be
timed to take place parallel to protests in Cairo.Terror groups in the Sinai have primarily targeted the Egyptian army, which is currently engaged in a large-scale operation aimed at restoring order to the region. They have occasionally attacked Israel as well.On Friday morning an Egyptian base in the city of Rafiah, near Gaza,
came under attack. Attackers used a mix of gunfire, RPG missiles, and
mortar shells. On Thursday, terrorists attempted to bomb a police training base in
El Arish. The bombs detonated earlier than terrorists had planned,
killing four would-be attackers.Earlier in the week two Egyptian soldiers were shot and killed near the town of Sheikh Zawid. The Sinai suffered increasing unrest following the ouster of former
Egyptian President Mohammed Morsi. Terrorist groups in the region were
briefly subdued, but unrest increased again in recent weeks as Islamist
groups sought to take advantage of Morsi's ouster to regain lost ground.Israeli leaders are keeping a close eye on developments in the Sinai.
Residents of the western Sinai reported seeing Israeli surveillance
planes flying overhead on Friday morning.

The Egyptian state prosecutor has ordered that ousted Egyptian
President Mohammad Morsi be held for questioning for 15 days on
suspicion of working with Hamas to attack and kill Egyptian security personnel.
The accusations relate to attacks and prison riots in early 2011, during mass protests against the rule of then-President Hosni Mubarak.Morsi is accused of having coordinated prison breaks in which prisoners and guards were killed. Dozens of members of Morsi’s Muslim Brotherhood group escaped jail in the breaks.
Egyptian media outlets have previously reported rumors that Hamas was involved in the attacks. Hamas is a branch of the Muslim Brotherhood, having been formed in the 1980s from Muslim Brotherhood-affiliated organizations in Gaza.Muslim Brotherhood leaders have denied receiving assistance from foreign terrorist groups in the prison break. They say their group was helped by Egyptian citizens. The state prosecutor’s announcement came as the Egyptian capital prepares for mass rallies following Friday prayers. Protesters are expected to turn out both in support of and against Morsi.Muslim Brotherhood spokesman Gehad el-Haddad denounced the detention order Friday, saying it signified the return of Mubarak's regime.
MIAMI (Reuters) - A 55-gallon drum containing depleted
uranium was found near a dismantled plane at a Miami-area airport on
Thursday, prompting a brief evacuation but officials said it posed no
environmental risk. The uranium was discovered on old aircraft parts which had been
broken up and placed into a container at the Opa-loca Executive Airport,
said Mara Burger, a spokeswoman for the Florida Department of
Environmental Protection."Someone disposed of the plane inappropriately," she said. The parts contained uranium 238, a material once used on airplanes for navigational purposes, Burger said.No injuries were reported and a hazmat team dispatched to the
airport found only minimal levels of radiation, said Lieutenant Arnold
Piedrahita, a spokesman for Miami-Dade Fire Rescue. The airport handles some secondary traffic for Miami International Airport and offers aircraft maintenance and repair services.(Reporting by Kevin Gray; Editing by Alden Bentley)

NEW YORK (Reuters) - A federal judge on Thursday approved a lawsuit accusing Morgan Stanley of discrimination for encouraging a subprime mortgage lender to target black homeowners in Detroit. In the ruling, U.S. District Judge Harold Baer in New York made a connection between predatory lending in the run-up to the financial crisis in 2008 and Detroit's bankruptcy petition last week."Detroit's recent bankruptcy filing only emphasizes the broader consequences of predatory lending and the foreclosures that inevitably result," Baer wrote in a 13-page opinion. "It is not difficult to conclude that Detroit's current predicament, at least in part, is an outgrowth of the predatory lending at issue here."The plaintiffs include five black homeowners in Detroit who accuse the bank of discrimination for giving New Century Mortgage Company incentives to issue loans, including loans with balloon payments, that were likely to fail. The bank did this by routinely purchasing loans unlikely to be repaid and packaging them in securities that were then sold, providing funding that helped New Century stay in business until it filed for bankruptcy in 2007, according to the plaintiffs."These high-risk loans as opposed to better loans or even no loan at all caused Plaintiffs a concrete injury," Baer wrote in his ruling on Thursday. "Thus, Plaintiffs have adequately pled injury in fact."
The ruling allowed the plaintiffs to move ahead with their claims under the Fair Housing Act.However, Baer dismissed claims they had brought under the Equal Credit Opportunity Act and Michigan's Elliot-Larsen Civil Rights Act.The plaintiffs brought the proposed class-action lawsuit with assistance from the American Civil Liberties Union in October 2012.Laurence Schwartztol, a staff attorney in the ACLU's racial justice program, said Thursday that he was pleased with the decision."The decision today vindicates our clients' ability to pursue their civil rights claims," Schwartztol told Reuters. "What the decision today does is affirm a crucial principle, which is that when a Wall Street investment bank like Morgan Stanley uses policies that have a discriminatory effect, the people who are harmed by that discrimination will have a meaningful way to assert rights under the federal anti-discrimination laws."Wesley McDade, a spokesman for Morgan Stanley, declined to comment. The case is Adkins et al v. Call it weird, call it extreme, maybe even call it the new normal. Wild
weather in the United States in the past decade has amassed a long list
of toppled records and financial disasters. Some of these exceptional
weather events included unusually heavy rain and snow. Now, a new study confirms that everywhere except in the Atlantic Plains region, more rain and snow is falling
during wet and dry seasons alike. The Atlantic Plains are the flatlands
along the central and southern Atlantic Coast that stretch from
Massachusetts to Mississippi. On average, the total precipitation in the
contiguous United States has increased 5.9 percent, according to the
U.S. Environmental Protection Agency. What's more, the timing has changed too. In some parts of the United
States, dry seasons are arriving earlier and wet seasons are starting
later than they did 80 years ago. The time shift does not necessarily
extend the length of dry or wet seasons, because most areas have
transitional periods in between these precipitation extremes. In the
Ohio River Valley, the fall dry season starts two to three weeks earlier
today, the researchers report. In east New York, the wet season now
kicks off on Jan. 8 instead of Feb. 1. And in the Southwest, the summer
monsoon is starting later than it did during the middle of the 20th
century. [In Images: Extreme Weather Around the World]
"The effects vary from region to region," said Indrani Pal, lead study author and a water resources engineer at the University of Colorado in Denver. "This study has a lot of implications from an ecology and water management perspective, and for extreme events like droughts and floods as well."Altering the timing of dry and wet season starts can significantly affect agriculture and cities, Pal said. In the Southwest, water contracts rely on the timing of spring snowmelt and summer monsoons to generate hydroelectric power and water for farming and millions of residents.Pal and her colleagues analyzed data from 774 weather stations across the United States with a continuous record since 1930. They found an overall drop in dry spells (the number of days without precipitation) between 1930 and 2009 in most regions of the country. For instance, there were 15 more precipitation days (rain or snow) during the dry season in the Central and Great Plains, and 20 more precipitation days during the wet season in the Midwest and intermountain regions today than 80 years ago. However, the length of dry spells during the wet season, a drought indicator, increased by 50 percent in the Atlantic Plains.Pal said the study cannot answer whether climate change is causing the seasonal shifts in precipitations. "This opens many other research doors," she told LiveScience. "We would like to find what is actually affecting this shift. It's probably a mixture of natural variability and climate change," Pal said.
The findings were published July 19 in the journal Geophysical Research Letters.

OLYMPIA, Washington (Reuters) - A North American bumblebee species that all but vanished from about half of its natural range has re-emerged in Washington state, delighting scientists who voiced optimism the insect might eventually make a recovery in the Pacific Northwest.Entomologists and bee enthusiasts in recent weeks have photographed several specimens of the long-absent western bumblebee - known to scientists as Bombus occidentalis - buzzing among flower blossoms in a suburban park north of Seattle."It's a pretty big deal," said Rich Hatfield, a biologist for the Oregon-based Xerces Society for Invertebrate Conservation, which documents and reports such findings."It gives us hope that we can do some conservation work, and perhaps the species has a chance at repopulating its range," he told Reuters this week. The multiple sightings, including observations of several queens, are evidence of western bumblebee colonies in the area, although it hardly proves the species has returned in force and or that it will thrive in the region, Hatfield said.
Last year, a single western bumblebee, recognized by its distinctive white-banded bottom, was discovered by an insect enthusiast in her mother's garden in suburban Brier, Washington. It was the first sighting in Washington state west of the Cascades in well over a decade. Her sighting was confirmed earlier this month as more than an isolated incident when Will Peterman, 42, a freelance writer-photographer and self-described "bee nerd" from Seattle, ventured into a park in Brier to capture his own shots of Bombus occidentalis foraging in blackberry bushes for nectar and pollen. He returned on Sunday with a group of University of Washington entomologists to conduct a more thorough canvass of the park and surrounding areas. While the group failed to locate a nest - hives are dwellings for domesticated honeybees - they identified and photographed at least three queens.Hatfield said the queen bees observed in the park would normally be expected to go into hibernation soon, then produce offspring next year. The mood among the scientists accompanying him was "almost giddy," Peterman said. "This is grounds for optimism in a story that has been really bleak."
CAUSE OF POPULATION CRASH UNCLEAR
Bombus occidentalis is one of four wild North American bumblebee species whose populations began to plummet two decades ago, while honeybees - commercially bred for the most part - have undergone less precipitous declines, Hatfield said.Scientists have cited a number of likely factors for bumblebee declines, including parasites, pesticides and habitat fragmentation.Until the mid-1990s, the western bumblebee was among the most common bees in the Western United States and Canada, where it was valued as a key pollinator for tomatoes and cranberries. It has since virtually disappeared from about half its historic range, a vast stretch of the West Coast from central California to southern British Columbia, although its population remains relatively robust in the Mountain West.Scientists are not certain what caused North American bumblebee populations to crash. But a leading theory advanced by Robbin Thorp, a retired entomology professor at the University of California at Davis, points to efforts to commercially cultivate colonies of western bumblebees in Europe starting in the mid-1990s.American-bred western queens shipped to Europe likely were exposed there to a fungus that might have spread and devastated wild North American bumblebee populations when infected European-bred bees were transported back to the United States, Hatfield said. The discovery of the bees near Seattle could mean a population resistant to the fungus has emerged, he said. The bees may also be part of a population never exposed to the fungus or that originated in a distant colony to the east.(Editing by Steve Gorman, Douglas Royalty and Peter Cooney)

PM reportedly agreed to limit settlement building during talks
Netanyahu to bring construction cap, along with referendum and prisoner release, to Cabinet on Sunday, but poll shows scant support among public
July 26, 2013, 8:03 am
2-the times of israel
Prime Minister Benjamin
Netanyahu reportedly committed to cap settlement building during peace
talks with the Palestinians to 1,000 homes within existing settlement
blocs.The
Haaretz report came as Minister Yuval Steinitz, considered close to
Netanyahu, told the British Telegraph that Israel was prepared to make
painful concessions for peace, but a deal would not pass muster with the
public unless they are “totally convinced that what we are getting in
return is genuine, enduring peace and real security.”Netanyahu plans to bring the issue of holding a
national referendum on a peace deal to the Cabinet on Sunday, when he
will also ask his ministers to approve the release of dozens of
Palestinian prisoners, part of the deal to coax the Palestinians back to
the negotiating table.Palestinians had also demanded a total freeze
in settlement building, a measure some officials claimed US Secretary of
State John Kerry told Ramallah that Israel had committed to.
However, according to three unnamed senior
Israeli officials cited in the Haaretz report, Israel instead promised
Kerry to only approve 1,000 homes in the next two months within existing
settlement blocs that many in Jerusalem contend will remain in the
country as part of any peace deal with the Palestinians.
An original request to impose a full
moratorium on settlement building was dismissed by Israel from the
get-go, according to the report, as Netanyahu did not want to repeat a
similar building freeze to that of 2010, when the Palestinians still
refused to negotiate until the very end, despite the construction
stoppage.
Netanyahu is expected to announce the 1,000
new housing tenders at the Cabinet meeting on Sunday. Since an official
freeze will not be in place, building on non-government land can
continue under certain conditions, though the Defense Ministry and other
planning bodies that give building approval will be asked to deny those
requests, according to the article.Peace talks between Israel and the
Palestinians are expected to kick off next week, Minister Silvan Shalom
told reporters Thursday.Steinetz, the Intelligence and Strategic Affairs Minister, told the Telegraph that coming to a two-state solution, even involving painful territorial concessions, is the only solution.“At the end of the day, we will have such a
situation. It’s going to be difficult to achieve it — there are many
obstacles in the way — but I think there is no other solution to the
problem,” he said.
He added that he believed Israelis would approve a peace deal if it went to a referendum, though only if it provided real peace.“We will probably have to make very serious
territorial concessions. And the Palestinians will have to make also
both territorial concessions — because there will be settlement blocs —
but more important still, they will have to recognize the very existence
of the Jewish people and the Jewish state,” continued Steinitz.A poll by Haaretz published on Wednesday
showed 55 percent of Israelis were likely to approve a peace deal,
though the survey did not give parameters of a hypothetical peace deal.
An Israel Hayom poll released Friday, though,
shows that 54.5 percent of Israelis would be against a deal that
involved territorial concessions and slight changes to the 1967 borders. The issue of a referendum has become a
divisive one in Jerusalem, where Minister Naftali Bennett has said his
Jewish Home party will only approve the state’s upcoming budget in
return for a law requiring a national referendum on relinquishing land
in the West Bank. Other politicians, including Justice Minister Tzipi
Livni, have said a referendum undermines the Knesset’s governing powers.
The measure, however, is expected to pass the Cabinet easily. The issue of releasing prisoners, though, may
prove a tougher sell for Netanyahu on Sunday. Israel reportedly agreed
to release some 80 Palestinian prisoners in Israeli jail since before
the Oslo Peace Accords in 1993, a number of them convicted for violent
terror activity that killed dozens of Israelis.A poll published by Israel Hayom Friday shows
that 84.9 percent of Israelis are against releasing prisoners “with
blood on their hands,” in exchange for opening talks, while 9.4 percent
support releasing the prisoners. The poll also found that 52.7 percent of
Israelis support a two-state solution on paper, while 36.8 percent are
against and the rest undecided. The poll was conducted on July 24 with 500 respondents and carries a margin of error of plus-minus 4.4 percent.Bennett: They’re Trying to Scare Us

leads with land, and how much of the West Bank Netanyahu is willing to
sign away. The front-page headline quotes Acting Foreign Minister Ze’ev
Elkin. “Elkin: Netanyahu will be willing to sign for an evacuation of
86% of the West Bank.” Despite its front-page placement, the article is
actually an interview with the FM and leads Maariv’s weekend supplement,
and doesn’t offer much more than Elkin’s opinion.
While Elkin is issuing his own predictions on
the peace talks, on page 3 Maariv offers up a story about the growing
friction between the EU and Israel. Defense Minister Moshe Ya’alon has
started operation “cold shoulder” to deal with the European Union. in
response to the recent EU guidelines that restrict EU interaction with
Israeli firms in the West Bank. According to the article, Israel will
stop issuing new permits and won’t extend existing ones to EU diplomats
working in the West Bank and Gaza. That’s not all: The paper reports
that Israel has cancelled meetings and is rarely answering phone calls
from EU diplomats in the West Bank.Contacts between the EU and Israel may be chilly, but they’re not the only thing being left out in the cold. Haaretz
reports that settlement activity will mostly be frozen during the next
six months with “1,000 units to be built.” While that might sound like a
lot, the paper explains that all the building will take place in
existing large settlement blocs — such as Gush Etzion and Ariel — and
not in new ones.Since something major could be happening on the horizon, Haaretz and Israel Hayom
go back to the glory days of the campaign and conduct another survey.
The Haaretz poll shows a lack of faith in the upcoming talks, with 69%
thinking they will fail to bring about a final-status agreement; 58%
also want any agreement to be brought to a national referendum.Haaretz seems to be in a hurry to move past
Netanyahu and find a new prime minister, but unfortunately for the
paper, the respondents don’t agree. When asked who should be the next
prime minister, Netanyahu comes in with 56% and Labor chief Shelly
Yachimovich bests Yair Lapid at 15% vs 7%, but both lose to that
perennial candidate, “I don’t know,” who comes in with 22%.Israel Hayom showcases its most recent poll on
its front page with the headline, “61.6%: any agreement should have a
national referendum.” Unlike Haaretz, Israel Hayom doesn’t seem to be in
any hurry to find a new PM, and its questions all relate to the
upcoming talks. While the majority thinks there should be a referendum,
55% are of the opinion that it would fail. Israelis may feel there won’t
be a peace agreement, but 52.7% believe in the two-state solution and
62.7% believe that peace talks should be restarted.
The front page of Yedioth Ahoronoth
deals with the other issue of restarting peace talks: the release of
Palestinian prisoners. The papers quotes Abby Moses, whose wife and son
were killed by one of the prisoners to be released. “Release the
murderer of my family only for peace, not as a gesture.” Inside, Moses
writes about the pain that he and his other son have endured since his
wife and child were killed, but reiterates that prisoners only be
released as part of a final peace deal — or the cycle of violence will
continue.Underneath the plea by Moses, Yedioth includes
an update on the Cabinet meeting due to take place on Sunday. The main
items on the agenda are the release of 82 prisoners and whether to
approve a referendum for any peace deal. According to the paper, both
items are expected to be approved.
Tragedy in the north
The papers also give a lot space to a tragedy
that occurred in the Upper Galilee, where three workers in their 20s
were electrocuted at a fishery. Yedioth tells how Nir Galsman (23) was
killed as he waded into the water to put down a net. The other two,
Gideon Raz (20) and Uriel Bocris (21), ran into the water to help Nir
and were also killed by an electric shock. Police are investigating the
incident and are looking at the manager of the fishery for possible
negligence.Israel Hayom includes, in its coverage, a
general safety guide on how to avoid electrocution and how to help those
who have been hurt. Written by the commander of the head of the Fire
and Rescue Squad in the Galilee and Golan, some of the tips are common
sense, but there are others — such as how to help someone who has been
electrocuted — that are really helpful. For example, if someone is
electrocuted in water and you can’t disconnect the electricity, use a
wooden stick or a plank to move them out of the water — but don’t go in yourself.
Generally speaking
Retired US general James Mattis, who recently
was the commander for US forces in the Middle East, gave a speech about
the Middle East, and the different papers heard what they wanted to
hear.Haaretz picked up that “the US pays a security
price for the conflict in the Middle East.” The general said that the
current state of settlement building means there needs to be an
agreement soon — or Israel will turn into an apartheid state. “And that
didn’t work out so well the last time a country tried that,” he told
CNN’s Wolf Blitzer.
Whereas Haaretz focused on the
Israeli-Palestinian conflict, Maariv chose to highlight Mattis’s
statements about Iran. He believes that Israel will attack Iran on its
own, but cautioned that he doesn’t believe the program can be stopped —
only delayed. “The army can buy diplomats time, but it cannot solve the
problem once and for all.” Yaalon: Don't Cooperate with EU

Minister Moshe Yaalon has ordered the Coordinator of Government
Activities in Judea, Samaria and Gaza, Maj. Gen. Eitan Dangot, to turn
down any request by the European Union which relates to these regions, Channel 2 News reported on Thursday evening.Yaalon’s directive is a direct response to the EU’s new guidelines
which forbid any contact with Israeli companies operating beyond the
1949 Armistice Lines, said the report. Last week the EU published these
guidelines despite Israeli efforts to dissuade it from doing so.According to Channel 2 News,
Yaalon instructed Dangot to make it difficult for the Europeans to
operate in Judea, Samaria and Gaza. In the past week, Israel has denied
several European requests to fund projects in the Palestinian Authority.
In addition, eight requests by EU officials to cross from Israel into
PA-assigned areas were denied and meetings between EU and Israelis
officials were canceled.Two days
before the guidelines were published, Prime Minister Binyamin Netanyahu
spoke with U.S. Secretary of State Kerry and told him that European
sanctions will hurt his attempt to restart negotiations between Israel
and the PA. He also spoke
with the with the president of the European Commission, Jose Manuel
Barroso, asking him to postpone the publication of the new guidelines.Israel met European envoys last Friday, warning them of a serious crisis between the European Union and Israel over the move.Hundreds of legal experts from Israel and around the world have appealed to European Union Foreign Affairs Commissioner Catherine Ashton to annul the EU's plan. The experts
are noting that the decision does not have a legal basis, because, they
argue, Judea and Samaria is not occupied territory in the legal sense of
the term.

Morsi Accused of Working With Hamas
Egyptian prosecutor suggests Morsi worked with Hamas to attack, kill Egyptian guards.

Judge approves suit tying Morgan Stanley to toxic lending in Detroit
Francis continues Curia reform work from Rio
Cardinal Madariaga revealed this to Spanish newspaper “La Razón”
Andrea Tornielli Rio de Janeiro Last Tuesday, when Francis was supposed to be resting after a long cross-Atlantic trip to Brazil, he decided to work on Curia reform amongst other things, Spanish newspaper La Razón reports. The revelation comes from Honduran cardinal Oscar Rodriguez Maradiaga who coordinates the commission of eight cardinals that is helping the Pope revamp the Vatican’s structures. The cardinal met Bergoglio on Tuesday afternoon at the Sumaré residence and suggested the commission prepare an instrumentum laboris on Curia reform, gathering together all proposals from the bishops of the various continents, in order to make the group’s work easier and more fruitful.“We want the ideas to come from the bottom and bishops are enthusiastic and very eager to strengthen collegiality,” Madariaga explained. Having an isntrumentum laboris that sets out bishops’ proposals would help the Pope in his decision-making, the cardinal explained.“The goal is to ensure the Pope is better informed so as not to repeat the Vatileaks scenario under Benedict XVI. Information needs to be given directly without any middlemen,” Madariaga said. The cardinal referred again to the envisaged restructuring of the Secretariat of State and the importance of avoiding duplication. He mentioned the Pontifical Council for the New Evangelisation and the Evangelisation of Peoples as examples.Madariaga also spoke about the IOR: “It would be a good idea to transform it into an ethical bank. All States have a right to an ethical bank, so why not the Vatican?” The cardinal recalled that before the last Conclave “we posed this question and they told us that the IOR was not a bank but a foundation. So why does it work like a bank?”SIGNS IN THE SUN, MOON AND STARS-CHEMICAL WEAPONS

Weird Weather: Dry Seasons Start Earlier, Are Wetter

Return of long-absent bumblebee near Seattle stirs scientific buzz
