The proposed plan is part of the basis for U.S.-brokered talks that are set to resume in Washington next week after Secretary of State John Kerry announced that both Israel and PA President Mahmoud Abbas have agreed to open negotiations aimed at creating a Palestinian state.Israel has not agreed to the U.S. plan over the Temple Mount, with details still open for discussion, stated the PA negotiator.The negotiator, who is one of the main Palestinian figures leading the Arab side of the talks, further divulged Kerry’s proposed outline for a Palestinian state as presented orally to Israel and the PA.He said Jordan has been invited to play a key role in the discussions surrounding both the Temple Mount and Jerusalem while it will be the PA, with some Jordanian assistance, that would ultimately receive control of some of those areas.WND was first to report in 2007 that Jordan had been quietly purchasing real estate surrounding the Temple Mount in Jerusalem hoping to gain more control over the area accessing the holy site, according to Palestinian and Israeli officials.Meanwhile, regarding the rest of Jerusalem, Kerry’s plan is to rehash what is known as the Clinton parameters. That formula, pushed by President Bill Clinton during the Camp David talks in 2000, called for Jewish areas of Jerusalem to remain Israeli while the Palestinians would get sovereignty over neighborhoods that are largely Arab. Most Arab sections are located in eastern Jerusalem.WND previously reported the Palestinians are building illegally in Jewish-owned areas of Jerusalem, resulting in Arab majorities in some neighborhoods.For the strategic Jordan Valley, Obama’s proposal calls for international forces to maintain security control along with unarmed Palestinian police forces, the PA negotiator said. Israel will retain security posts in some strategic areas of the Jordan Valley, according to the leaked plan.
When it comes to the West Bank, which borders Jerusalem and is within rocket range of Israel’s main population centers, Israel is expected to evacuate about 90 percent of its Jewish communities currently located in the territory, as outlined in Kerry’s plan.Israel would retain strategic security posts along with the West Bank’s main blocs, Maale Adumin, Ariel and Gush Etzion. In return, Obama is calling for an exchange of territory with the Palestinians in other locations inside Israel, with discussion being open for the Palestinians to possibly receive land in the Israeli Negev in the country’s south.The PA negotiator further said Israel rejected a Palestinian request that Prime Minister Benjamin Netanyahu agree not to place the final peace plan up for referendum in the Knesset.Indeed, Netanyahu announced today any plan must receive final approval in a national poll.“I am committed to two objectives that must guide the result … if there will be a result. And if there will be a result, it will be put to a national referendum,” he said at the start of the cabinet meeting.
“Negotiations with the Palestinians will not be easy, but we are entering them with integrity, honesty and hope,” Netanyahu added.The PA negotiator, meanwhile, said Netanyahu agreed that as a gesture to restart talks, Israel will enact a temporary freeze on all Jewish construction in the West Bank outside the main settlement blocs. According to Israeli sources, such a freeze has largely already been in place for several months now anyway.The negotiator warned that one of the toughest issues centers on control of water, with Kerry already reaching out to Turkey about the prospect of selling water at a cheaper rate to a future Palestinian state.

The letter called for a “commitment toward ensuring the effective implementation of existing EU legislation relevant for the correct labeling of settlement products by adopting EU guidelines and other implementing acts where necessary” and noted that “an overwhelming majority of Member States have recently supported or openly demanded the preparation of EU-wide guidelines on this issue in order to implement EU law in a coherent manner,” the report said.The proposed guidelines would actually be non-binding for the most part and up to individual member states to implement, but the Foreign Ministry is reportedly afraid that because the settlements are viewed so negatively in Europe, the publication of EU-wide guidelines will lead to mass labeling or even a blanket boycott of settlement products.Two of the largest supermarket chains in the Netherlands recently removed from their shelves all products manufactured in Israeli settlements and another asked its suppliers to verify the origin of items marked “Made in Israel,” according to a Monday report in the Dutch daily Trouw newspaper, which noted that the moves came in response to renewed public debate around the Israeli “occupied territories.”Last week, the EU formally published new guidelines explicitly banning any EU funding of and cooperation with Israeli institutions operating in territories beyond the pre-1967 lines, amid vigorous Israeli objections.The new directive, to take effect at the start of 2014, requires the EU and its members to cease any joint activity or funding with Israeli entities working over the Green Line in the West Bank and Jerusalem, and in the Golan Heights.The measure also require any future agreements between Israel and the EU to include a clause in which Israel accepts the European Union’s position that all territory over the Green Line does not belong to Israel — a requirement that is anathema to Israel.The EU holds that Jewish settlements in territories such as the West Bank and east Jerusalem are illegal. The Palestinians claim those territories for their hoped-for state.

EU seeks code on Israeli settler goods by end of 2013

BRUSSELS - Foreign affairs chief Catherine Ashton wants an EU code on retail labels of Israeli settlement products by the end of the year.She said in a letter to seven fellow members of the European Commission dated 8 July and seen by Israeli daily Haaretz that: "The guidelines could be adopted as a non-binding commission notice and published in the Official Journal of the EU before the end of 2013."She noted: "I would highly appreciate your support for a political commitment of the college [of all 28 EU commissioners] as a whole and for all further efforts needed from your services."The seven commissioners named in the letter - Viviane Reding, Antonio Tajani, Neven Mimica, Dacian Ciolos, Algirdas Semeta, Karel de Gucht and Michel Barnier - deal with portfolios ranging from consumer protection to anti-fraud.Ashton noted that EU institutions in January completed a review of existing EU law on the subject.Apart from the non-binding code of conduct on all products, the review said there should be "mandatory" labels on cosmetics, agricultural produce and some "non-food" items made by settler firms.The project stems from an EU member states' agreement in May last year to "effectively implement" EU legislation in the area.A group of 13 EU countries in a letter in April pledged political support for going ahead.The group includes: Austria, Belgium, Denmark, Finland, France, Ireland, Luxembourg, Malta, the Netherlands, Portugal, Slovenia, Spain and the UK.
Three of them - Denmark, the Netherlands and the UK - already have domestic guidelines.Two retailers in the Netherlands - Aldi and Hoogvliet - earlier recently settler goods altogether in order not to confuse their customers.Ashton's end-of-year deadline for the EU labelling code comes after last week said it will no longer give grants to Israeli entities which are established on occupied land.The move prompted a furious reaction by Israeli politicians, including accusations of European "anti-Semitism."At the same time, the EU's decision on Monday to blacklist the military wing of Lebanese group Hezbollah - Israel's fiercest enemy in the region - drew Israeli praise.The various EU moves come amid a US effort to restart Israeli-Palestinian peace talks.EU foreign ministers on Monday said they "will give active and concrete support to help ensure negotiations between the parties are successful."But in a nod to settlements, they also said they will "address all issues that put the viability of the two-state solution at risk."Some analysts believe the EU's tough line on settlements and its Hezbollah decision are linked to the US initiative, with Europe trying to goad and cajole the two sides into serious talks.But EU diplomats dismissed the idea on Monday."They are all separate issues, they are not connected," one contact told EUobserver.Israel over the past year approved 6,600 new housing units for settlers, while demolishing 535 Palestinian-owned structures on Palestinian land.More than half a million Jewish settlers now live on land conquered by Israel in the 1967 Arab-Israeli war.

Bundesbank wants treaty change for banking union

Berlin - Germany's Bundesbank is concerned about the European Central Bank's mix of powers once it takes over supervision of banks next year, insisting on an EU treaty change as soon as possible.In its July report published Monday (22 July), the Bundesbank welcomed the creation of the so-called banking union, pooling at eurozone-level the supervision of large banks and, at a later stage, the power to tell banks to close down when they run into trouble."The banking union cannot solve the current crisis, but can bring a valuable contribution to making future crises less probable," the Frankfurt-based bank said in its report.The Bundesbank is sceptical about the legal anchoring of the Single Supervisory Mechanism (SSM), questioning whether the European Central Bank can have the ultimate say in bank supervision, while preserving its monetary policy independence.The setting-up of supervisory boards as well as assurances by ECB chief Mario Draghi that the two activities will have a "Chinese wall" inbetween have failed to convince the Bundesbank."An effective separation of monetary policy tasks and supervisory tasks is not possible without changes to the institutional framework of the ECB, as enshrined in the EU treaties," the report reads.
A further concern is that non-eurozone banks are not included in the new supervisory system: "A truly European banking supervisor, that would cover the entire single market, should comprise of a binding, single banking supervisor for all EU members."The Bundesbank urges politicians to "swiftly" proceed with EU treaty change that would put the banking union on a solid legal base.But such a process usually lasts a few years and opens a whole set of different requests from member states and the European Parliament, which would also be involved in the process.

Tuesday morning’s vote came amid a spate of violent assaults on ultra-Orthodox soldiers by members of their community who oppose enlistment of Haredim into the military.
But lawmakers and others say drafting the ultra-Orthodox is essential to integrating that community and will also help “equalize the burden” of military service across Jewish Israeli society.Until last year, the ultra-Orthodox could claim an exemption under the Tal Law, which granted open-ended deferments of service for yeshiva students. However, the High Court of Justice declared that law unconstitutional last year, setting politicians and military brass scrambling to come up with a solution for drafting Haredim into the army.

Israel at last to choose its next chief rabbis, probably

Barring a major upset by Rabbi Yaakov Shapira, either Stav or Lau will fill the seat unceremoniously vacated by former Ashkenazi Chief Rabbi Rabbi Yona Metzger, who stepped down last month in the wake of a massive fraud investigation. Metzger, who has been accused of pocketing untold amounts of donor cash earmarked for NGOs, denies the allegations but nevertheless chose to take his exit early.A fourth candidate, Rabbi Eliezer Igra, bowed out of the race on Monday evening, after realizing his chances of winning were too slim.Metzger’s predecessor, Chief Rabbi Yisrael Meir Lau, is the father of Rabbi David Lau and was known for his ability to connect with both Haredi Jews and the Modern Orthodox. The junior Lau, who is currently the chief rabbi of the religiously diverse city of Modiin, has pledged the same sort of inclusiveness as his father. Stav, meanwhile, the current chief rabbi of Shoham, is being touted by the public as a modern man of God and a true beacon change.

Stav is the co-founder and chairman of Tzohar, an organization committed to helping couples maneuver the ultra-Orthodox rabbinate’s complicated maze of requirements on the path to religious marriage. He serves as the spiritual leader of Ma’aleh, a Jerusalem film school with a religious bent, and his contemporary, moderate take on Jewish life has led to a vicious backlash from more conservative sectors of society. A group of youths attacked him at a wedding in June, and that same month Shas spiritual leader Rabbi Ovadia Yosef labeled him “wicked” and “dangerous to Judaism.”While Stav has been embraced by many Israelis weary of the ultra-Orthodox’s strict, iron-clad grip on Judaism, Lau says that his opponent’s platform of change is not something that should be supported.“I represent all kinds of groups, and he represents only a group of the national-religious, this is the difference,” Lau told The New York Times on Sunday in a rare interview. “You need to think about a rabbi who can speak with the other rabbis, not fight with them. To speak is better than to fight, I think.”In the race for Sephardi chief rabbi, who represents all Jews in Israel of Middle Eastern origin, it is still unclear exactly which candidates are running to replace Rabbi Shlomo Amar, who did his very best, but failed, to finagle a new law that would allow him to stay on beyond his term’s 10-year limit.

Rabbis Eliyahu Abergil, Ratzon Arusi, Tzion Shalom Boaron, Yehuda Deri, Shmuel Eliyahu and Yitzhak Yosef all officially submitted their candidacy last week. Rabbi Eliyahu’s candidacy was okayed Monday by the Supreme Court following a challenge by Meretz MK Isawi Frej, who submitted a petition claiming the rabbi had incited violence against Arabs and made racist comments in the past. The court said there was not enough time to consider the allegations; Frej vowed to pursue the matter should the rabbi win the election.
Rabbi Yosef, who is the son of the aforementioned Rabbi Ovadia Yosef, scraped onto the official list thanks only to an eleventh-hour ruling by the Council of the Chief Rabbinate who extended his authorization to serve as a municipal rabbi, a shingle which all candidates must carry.As if that weren’t complicated enough, Shas this week scrambled to run damage control on the comments of rabbinical council member Shalom Cohen, who last week referred to modern Orthodox Jews as “Amalek,” which according to the Bible is a vicious, genocidal nation that needs to be scorched off of the earth.There is no guarantee that Wednesday’s elections, which have been rescheduled a number of times, will happen on time. But if they do, the committee — which comprises local rabbis, religious court judges, a sprinkling of Knesset members and only two women — is facing its greatest scrutiny ever, and a public that is ever skeptical that Israel even needs one chief rabbi, let alone two.

El Al flight LY3004 landed this morning at Ben Gurion Airport with 231 new Israeli citizens aboard - including a record number of children.
Even before they took off, the passengers knew not to expect getting much sleep, as close to 50% of the occupants were children - a new record for a Nefesh B'Nefesh aliyah flight, in cooperation with The Jewish Agency for Israel.The 106 young Olim are joining a whopping 989 children who will be making Aliyah throughout 2013 with Nefesh B’Nefesh, in cooperation with the Ministry of Immigrant Absorption, The Jewish Agency for Israel and JNF. This is an increase of 20%, compared to 822 children that made Aliyah in 2012.In anticipation of the arrival, Nefesh B’Nefesh prepared reinforcements to help parents watch over their children and keep them occupied during the long flight and at the arrival ceremony. Among the activities that awaited the children were Aliyah coloring books, games and custom-made t-shirts. Former Israeli IDF captive, Gilad Shalit, also joined the flight as a show of support and appreciation for the thousands of North American Olim who are fulfilling their dream to return to Israel and their contribution to the State of Israel.

Also on board were 41 families, including the 106 children as well as 54 singles - 13 of whom will be joining the IDF. The Washington Post reported Tuesday that the U.S. will use money already in the CIA’s budget and transfer it to operations in Syria, as part of a plan announced last month by the Obama Administration. The plan involves the providing of small arms and ammunition to some of the 1,200 groups of Syrian rebels, some of which have known affiliations with al Qaeda.The infrastructure is already in place and arms are expected to start coming in the next several weeks, said the Post.
Members of the House intelligence committee who had initially balked at the plan said Monday that their concerns had largely been alleviated."The House Intelligence Committee has very strong concerns about the strength of the administration's plans in Syria and its chances for success," Rep. Mike Rogers, R-Mich., chairman of the House panel, said in a statement Monday. "After much discussion and review, we got a consensus that we could move forward with what the administration's plans and intentions are in Syria consistent with committee reservations."Sen. John McCain (R-Az) has long advocated arming Syrian rebels, and has also called for taking out Syrian President Bashar al-Assad's air assets to create a safe zone for the Syrian opposition."I know that we have the military capability to impose a 'no-fly' zone, to crater their runways and their fixed installations where fuel and parts are, and establish a 'no-fly' zone with Patriot missiles," McCain said last month.However, U.S. Joint Chiefs of Staff Chairman Martin Dempsey said in a letter released Monday that U.S. military involvement in Syria would likely cost billions of dollars and carry a range of risks."It is no less than an act of war," Dempsey wrote in the letter to Sen. Carl Levin, D-Michigan, chairman of the Senate Armed Services Committee.

Syrian rebels target regime supply lines in north


BEIRUT (AP) — An al-Qaida-linked group has warned civilians to stay off a road linking central Syria with the northern province of Aleppo, declaring it a military zone, as the rebels try to cut one of the regime's main routes for supplying its forces in the north, activists said Tuesday.The warning comes a day after rebels went on the offensive in Syria's north, seizing three villages in the province where a military stalemate has been in place since last summer.The Britain-based Syrian Observatory for Human Rights and the Aleppo Media Center said that Jabhat al-Nusra, or the Nusra Front, is threatening to target any vehicle using the road starting Wednesday. A copy of the warning was posted online.The regime uses the route to ferry supplies to its forces in the north because the rebels already have severed the main north-south highway that connects Damascus with the embattled city of Aleppo, where regime forces have battled rebels in vicious street fighting for a year. The desert road was paved and opened by regime forces earlier this year.The statement, which was stamped with the Nusra Front emblem, said the Syrian military "opened this road to civilian cars and trucks when in fact it is a military road.""There are daily clashes and military operations there. Holy warriors have booby-trapped the road," it said, instructing civilians not to use the road and claiming that the army will be using them as "human shields to cover its movements."If the rebels succeed in cutting the road, it will be a major blow to the regime, making it more difficult to bring in military reinforcements as well as other supplies to Aleppo province, most of which is under rebel control.On Monday, rebels captured three villages southwest of the provincial capital of Aleppo, Syria's largest city and former commercial center. The villages are close to the road the Nusra Front is trying to cut, and include the strategic village of Khan al-Assal.
Located just west of Aleppo, Khan al-Assal has been a major front in the fight for the city itself. In March, chemical weapons were allegedly used in the village, killing more than 30 people. The Syrian government and the rebels blame each other for the attack.In the capital Damascus, the Observatory reported clashes in the Palestinian refugee camp of Yarmouk. It said the fighting was between rebels and the pro-government Palestinian Popular Committees.The fighting in Yarmouk, the largest camp in Damascus, first broke out last year. Palestinians are divided between supporters and opponents of the regime.In May, the head of a U.N. aid agency said Syria's fighting has uprooted more than half of the country's 530,000 Palestinians — descendants of refugees from the conflict surrounding the creation of Israel — and their situation is becoming increasingly desperate.More than 93,000 people have been killed since the Syrian uprising started in March 2011, according to the United Nations.

At least six killed in new Cairo violence


CAIRO (Reuters) - Six people were killed in Cairo on Tuesday in violence between supporters and opponents of deposed President Mohamed Mursi, state-run media reported.The violence broke out before dawn near a Brotherhood protest at Cairo University, where Mursi supporters have been camped out since the army removed the Islamist politician from power on July 3 following protests against his rule.The Brotherhood described it as an attack on peaceful protesters. Police sources said hundreds of Mursi supporters clashed with local residents, street vendors and others near the sit-in. They said gunshots were fired and stones were thrown.The state-run Al-Ahram newspaper quoted a health ministry official as saying six people had been killed and a further 33 people were injured. It brings to nine the number of people killed in political violence in the last two days.About 100 people have died in violence since the army deposed Mursi and replaced him with an interim administration led by the Adli Mansour, the head of the constitutional court. The Brotherhood accuses the army of orchestrating a coup.The Brotherhood said on its website a total of seven "martyrs" had been killed overnight in two separate attacks on Mursi supporters, one at Cairo University and another on a march near a bigger sit-in in the north of the city.The Brotherhood says it will maintain the sit-in until Mursi, held by the army in an unknown location since his overthrow, is reinstated.
"Leaders of the military coup continue to terrorize the peaceful protesters in Egypt," the Brotherhood's Freedom and Justice Party said in a statement.Some residents close to the Brotherhood's main protest area in Nasr City have filed a complaint with the public prosecutor asking for the removal of the protesters. DUBAI (Reuters) - Iran condemned on Tuesday the European Union's decision to put the armed wing of Lebanese militant group Hezbollah on its terrorism blacklist and said the move was "contrary to all political and legal norms, surprising and unacceptable".Hezbollah was set up with the help of Iranian funds and military advisers some three decades ago and, along with Syria, is still Tehran's most important ally in the region, positioned as it is on the "frontline" with Iran's sworn enemy Israel.Pressed by Britain and the Netherlands, the European Union blacklisted Hezbollah's military wing on Monday over accusations it was involved in a bus bombing in Bulgaria that killed five Israelis and their driver a year ago, and its deployment of thousands of fighters to help Syrian President Bashar al-Assad turn the tide of Syria's civil war.Many EU capitals had previously resisted lobbying from Washington and Israel to blacklist the group, warning such a move could fuel instability in the Middle East, especially in Lebanon where Hezbollah is part of the Lebanese government and has dominated politics in Beirut in recent years."To label a resistance group which has campaigned against invasion and occupation and has a legal presence with the people's support in the government of Lebanon shows it is based on loose logical foundations," Iranian Foreign Minister Ali Akbar Salehi said in a statement on the ministry website."This action was accomplished with the direction of some influential members of the European Union and is contrary to all political and legal norms, surprising and unacceptable," he said.Israel, which welcomed the EU decision, would be the main beneficiary, the Iranian foreign minister said."This action will be to be benefit of the illegitimate Zionist regime and its supporters."

Many young Chinese join an estimated one to two million young people from over 150 countries in preparing to welcome Pope Francis to the World Youth Day in Rio

Hundreds of thousands of young people from more than 150 countries, including mainland China, have already arrived in Rio de Janeiro for  the 28th World Youth Day (WYD).Together with more than one million young Brazilians, they are preparing to give Pope Francis a tremendous welcome this Thursday afternoon,  July 25, when he meets them for the first time at the Copacabana beachfront just before sunset.Apart from the Brazilians, the next largest group of young people at this WYD is from  Argentina, the pope’s homeland. 43,000 have come to greet, listen to and pray with their beloved “Padre Jorge”, now Pope Francisco, who arrives at Rio airport at 4.00  p.m.( local time), this hot and humid Monday afternoon, July 22.On the eve of his arrival there were few Vatican flags and no photos of the Pope to be seen along the route from the airport into city. Nevertheless everyone is aware that the first Latin American pope in the history of the Church is arriving in this city of 6 million people, and one can sense the growing feeling of excitement and enthusiasm hours before he arrives.I found that enthusiasm and joy particularly evident among a small group of young Chinese from Xian, the capital of Shaanxi province, in mainland China, where one of them proudly carried the red flag of China while others sat under the shade of trees with some friends. They had come with Fr. Stephen, a Chinese priest from this area who had studied in Rome. He had floated the idea on the internet of attending the WYD  and nine of them responded: all university students or graduates, four men and four women.   They were happy to talk with me about the reasons why they decided to come here, but they preferred to give their Christian names only, less they run into problems in the future for what they might say.“We are all coming to the World Youth Day for the first time, and we really appreciate this possibility to deepen our faith, and to meet and talk with other young people from the universal Church”, Fr Stephen told me.Martha, who is studying Human Resources management at university, echoed his words.  ”I have come to improve my faith and to be with other young people from the worldwide Catholic Church”, she said.  She is excited too because she will see the Pope for the first time, and  “he is the leader of the universal Catholic Church”.  Like all her friends, she had seen his photo on the internet and in the press, but it is another thing to see him in person.  She particularly likes him because he is “humble and easy going”.Another university student, Theresa, came here “to know more about Jesus who loves us”.  Pope Francis is helping people “to feel the love of Jesus”, she said. She’s very happy because  “he is close to young people” and “this is good for us, because the young people are the future of the world”.  She was very moved when she learned that the Pope had asked Catholics worldwide “to pray for the Church in China”.  She hopes Catholics will do just that,  “We need his and their prayers”, she stated.This small group from Xian are not the only Chinese Catholics present in Rio for WYD. At least 16 other young Chinese Catholics have come from 10 dioceses in mainland China, from both the ‘open’ and ‘underground’ Church communities.  An official Chinese delegation had attended the WYD in Manila in 1995, but “It’s the first time that a delegation of this kind has attended a WYD from China”, Elizabeth Zhang, the organizer told UCA News, the main Catholic news agency in Asia.  Another group of young Chinese Catholics – more than 20, have come from Hong Kong together with Fr. Charlton Plateros S.V.D, a Filipino priest.  So too has Cardinal Joseph Zen, the emeritus bishop of Hong Kong, who has spoken at previous WY days and who connects very well with young people. This vast gathering of young people from the five continents are all looking forward to meeting their fellow Catholics from other parts of the world in these days, and to sharing experiences about what it means to be “a disciple of Jesus” in their respective countries. On the eve of his departure from Rome, Pope Francis insisted that “the young people are the real protagonists of this week in Rio”, but all the young people I have spoken to since coming here are deeply impressed by his humility and openness, and are looking to him for inspiration and hope.  They eagerly await what he will say to them in the coming days.

Pope all smiles as Brazilians swarm his car in Rio


RIO DE JANEIRO (AP) — Pope Francis wants to ignite the passion of Roman Catholics for their faith while on his first international trip, and the boisterous, sometimes frenzied welcome he got on his first day in Rio seemed to fill those hopes.Returning to his home continent for the first time since becoming pontiff, Francis smiled broadly as thousands of people rushed his car Monday after it became stuck behind buses and taxis when his driver made a wrong turn on a main avenue in Rio's center.It was a nightmarish scene for security officials, but clearly a delight and another opportunity to connect for this pope, who was scheduled to take a day off Tuesday for rest and private meetings.The ecstatic throngs forced his motorcade to repeatedly come to a standstill, weeks after violent protests against the government paralyzed parts of Brazil. Francis' driver turned into the wrong side of a boulevard at one point, missing lanes that had been cleared. Other parts of the pope's route to the city center weren't lined with fencing, giving the throngs more chances to get close, with uniformed police nowhere in sight to act as crowd control.The three dozen visible Vatican and Brazilian plainclothes security officials struggled to keep the crowds at bay. Francis not only looked calm but got even closer to the people. He rolled down his back-seat window, waved to the crowd and touched those who reached inside. He kissed a baby a woman handed to him."His secretary was afraid, but the pope was happy," said the papal spokesman, the Rev. Federico Lombardi.The pope is here on a seven-day visit meant to fan the fervor of the faithful around the globe. That task has grown more challenging as Catholics stray, even in strongholds of the religion such as Brazil, yet it seemed to come easily to Francis even on the drive from the airport to an official opening ceremony.After finally making it past crowds and blocked traffic, Francis switched to an open-air vehicle for a cruise along main streets past crowds of people who screamed wildly as he waved and smiled. He left his popemobile — the bulletproof one — in the Vatican garage so he could better connect with people during the church's World Youth Day.Vatican officials insisted they had no concern for the pope's safety as his vehicles eased through the masses, but Lombardi acknowledged there might have been some "errors" that need correcting."This is something new, maybe also a lesson for the coming days," Lombardi said.Many in the crowd looked stunned to see the pope, with some standing still and others sobbing loudly."I can't travel to Rome, but he came here to make my country better ... and to deepen our faith," Idaclea Rangel, a 73-year-old Catholic, said, choking through her tears after the pope passed by.As many as 1 million young people from around the world are expected in Rio for the Catholic youth fest, a seemingly tailor-made event for the Argentine-born pope, who has proven enormously popular in his four months on the job. But the fervor of the crowds that regularly greet Francis in St. Peter's Square was nothing compared with the raucous welcome in Rio.Popes generally get a warm welcome in Latin America; even the more aloof Pope Benedict XVI received a hero's welcome when he visited Mexico and Cuba in 2012. John Paul II frequently received rock star treatment, and during one 1996 visit to Venezuela, his motorcade was similarly mobbed when he stopped to greet well-wishers.Outside Rio's Guanabara government palace where the pope was officially welcomed, Alicia Velazquez, a 55-year-old arts teacher from Buenos Aires, waited to catch a glimpse of the man she knew well when he was archbishop of her hometown."It was so amazing when he was selected, we just couldn't believe it. We cried and hugged one another," Velazquez said. "I personally want to see if he's still the same man as simple and humble whom we all knew. I have faith that he's remained the same."Francis displayed that humility in greeting President Dilma Rousseff, saying he understood that to really know Brazilians, one must pass through their heart."So let me knock gently at this door," Francis said in Portuguese at the official welcoming ceremony. "I have neither silver nor gold, but I bring with me the most precious thing given to me: Jesus Christ."On the plane trip to Rio, Francis had lamented that an entire generation of young people risked not knowing what it's like to work thanks to an economic crisis that has seen youth unemployment skyrocket in many European countries while leaving the poor of the developing world behind."People get their dignity from work, they earn their bread," he told reporters aboard the plane. "Young people in this moment are in crisis."Francis arrived at a tense time for Brazil, as the country reels from sometimes violent demonstrations that began last month as a protest against public transport price hikes and mushroomed into a wave of protests against government corruption, inefficiency and spending for the 2014 World Cup and 2016 Olympics.Those protests continued after Francis' arrival. Police and anti-government protesters clashed outside the government palace.
The government has spent about $52 million for Francis' visit, but he does not appear to be a focus of protesters' rage."We've got nothing against the pope. Nobody here is against him," said Christopher Creindel, a 22-year-old art student and Rio native protesting outside the government palace. "This protest is against our politicians."Lombardi confirmed that a homemade explosive device was found Sunday by Brazilian authorities in a public toilet near the basilica at Aparecida, a Marian shrine that Francis is to visit Wednesday. Vatican security was informed of the device but didn't think it was aimed at the pope, Lombardi said."There are no concerns for security. The concerns are that the enthusiasm is so great that it's difficult to respond to so much enthusiasm for the pope. But there is no fear and no concern," he told reporters.
Francis' weeklong schedule underscores his commitment to make his pontificate focus on the poor. He will walk through one of Rio's shantytowns, or favelas, and meet with juvenile offenders, an extension of his call for a more missionary church that goes to the peripheries to preach.He will also pray at Aparecida, an indication of his strong Marian devotion that is shared in much of Latin America. And, in a rather incongruous matchup, he will preside over a procession re-enacting Christ's crucifixion on the beach at Copacabana, ground zero of Rio's Sin City.Alex Augusto, a 22-year-old seminarian dressed in the bright green official T-shirt for pilgrims, said Monday that he and five friends made the journey from Brazil's Sao Paulo state to "show that contrary to popular belief, the church isn't only made up of older people, it's full of young people. After establishing a commission to look into the IOR’s activities, Francis has set up another one to investigate other institutions that manage Vatican assets and contracts

Andrea Tornielli vatican city The Pope wants to get in the know not just about the Vatican bank’s (IOR) activities, but about the Holy See’s economic and administrative activities as a whole. To do this, he has issued a chirograph – similar to the one issued for the IOR commission - announcing the establishment of another commission that will investigate APSA, the Governorate and other Holy See institutions.The chirograph dated 18 July says that the new commission will gather information, report to the Pope and work with the Council of cardinals to examine the Holy See’s organisational and economic problems. The aim is to introduce reforms to the institutions of the Holy See “for the simplification and rationalisation of the existing bodies and more careful planning of the economic activities of all the Vatican Administrations.” This is in order to “avoid the misuse of economic resources, to improve transparency in the processes of purchasing goods and services; to refine the administration of goods and real estate; to work with ever greater prudence in the financial sphere; to ensure the correct application of accounting principles; and to guarantee healthcare and social security benefits to those eligible.”As is the case with the IOR commission, “professional secrecy and other possible restrictions established by law shall neither curtail nor restrict the access of the Commission to documents, data and information necessary for the fulfilment of the duties entrusted to it.” The workgroup will keep the Pope up to date on its findings and will deliver its entire results’ archive over to the Pope when the investigation is complete.The commission will be made up of lay people, legal, economic, financial and organisational experts who have previously worked as consultants or auditors for Vatican financial or ecclesiastical institutions. The commission’s only cleric will be its secretary, Mgr. Lucio Angel Vallejo Balda, Secretary of the Prefecture for the Economic Affairs of the Holy See. The other members are: Joseph F.X. The emergency decision to establish the IOR commission was taken in light of new developments in the judicial inquiries. But the IOR is not the only institution that deals with the Holy See’s assets: the Administration of the Patrimony of the Holy See (APSA), makes investments and manages a significant portion of the Holy See’s assets. The Governorate is responsible for the every day running of the Vatican City State and therefore handles contracts for the maintenance, construction and management of the State’s structures. The investigation is key to helping the Vatican manage expenditure in a rational way, avoid wasting resources which could be put to better use elsewhere and paying a higher price for contracts than it should. Apart from APSA and the Governorate, which also looks after the Vatican Museums, there is also the issue of the management of the Congregation of Propaganda Fide’s properties.According to the last Curia reform, the Holy See’s Prefecture for the Economic Affairs of the Holy See, headed by Cardinal Giuseppe Versaldi - who is close to Bertone – should have had the same role as the Italian Court of Audit, similar to the U.S.’s Government Accountability Office. In other words, a sort of general inspectorate that has the authority to intervene in the financial running of other institutions. This never happened and this is partly why commissions are needed, to collect information and come up with proposed solutions.Francis wants to reform these institutions and most importantly he wants cut waste and useless spending, as quickly as possible. The work of the new commission will be invaluable when combined with that which will be carried out by the commission of eight cardinals who have been given the task of looking into a reform of the Roman Curia and helping Francis in the government of the universal Church.The commission will set to work as soon as possible. An initial meeting is expected to take place when Pope Francis returns from Brazil. Francis “hopes for a happy and productive collaboration between the Commission and the Vatican Administrations associated with its work”.
