reports. His next big commitment will be the Custody’s Chapter which is

Custody of the Holy Land. He was nominated to the position by the
minister general of the order in July 2012.The Franciscans of the Custody of the Holy Land

A full 55 percent of Israelis
are likely to support Prime Minister Benjamin Netanyahu if he were to
submit a peace agreement with the Palestinians to a public referendum,
according to a poll whose results were released Wednesday.The Haaretz survey
found that while 20% of Israelis were sure that they would vote against
a peace deal, and 5% said they probably would vote against it, 39% said
they would support in a referendum put forward by Netanyahu and a
further 16% said they would probably support it. Another 20% said they

for construction in Judea and Samaria (Shomron) while at the same time
freeing Palestinian Authority terrorists, according to a report from IDF Radio (Galei Tzahal).According to the report, Netanyahu told ministers Uri Ariel and
Naftali Bennett of the Bayit Yehudi (Jewish Home) party that he plans to
allow construction tenders in the near future.Allowing tenders would counter reports that Netanyahu has agreed to a
silent ban on construction in Judea and Samaria. It could also soften
criticism of the government’s agreement to release terrorists, including
several who murdered children.The reported “deal” has not yet been officially confirmed by either the government or the Jewish Home party.Sources in the party said it is too early to tell whether construction will in fact occur in parallel to the prisoner release.Earlier this week it was reported that Netanyahu plans to bring the
agreement to free terrorist killers to the Security Cabinet rather than
the Knesset, in the belief that he will more easily obtain majority
support for his plan.If the plan is approved, terrorists will be freed in four stages over

to get him because he was seen as a potential competitor for the

Strip before the organization’s ouster by Hamas in 2007. On his arrival
in the West Bank, he was blamed by colleagues for the loss of Gaza,
sparking an intense rivalry began between him and Abbas. Two years ago he was expelled
from the territories after Abbas suspected him of organizing a coup.

race for the chief rabbi spot finally nears an end, but not without one
last volley of commentators to explain why we should care

The royal threesome is
mercifully out of the top spot in most Israeli papers Wednesday,
replaced by a sea of big, gray beautiful beards.Maariv’s
front page is just three rabbis short of a quorum in its coverage of
the hotly contested chief rabbi race, which will be decided Wednesday.
Shalom Yerushalmi is appreciative that soon the rumors, mudslinging and
backstabbing that marked the campaign will be over, and the chosen chief
rabbis can get down to the business of backstabbing, mudslinging and
rumors. (I kid, I kid.)“The violent campaign for the rabbinate will
end tonight with Hasidic dancing around the two winners, though some
will cry bitter tears. There will be many implications for political and
civilian life. The institution of the rabbinate is in a rut,” he
writes, adding that the Shas party’s political fortunes may rise or fall
with the fate of the son of spiritual leader Ovadia Yosef. “If Rabbi
[Yitzhak] Yosef stays outside, Shas can chalk up another terrible defeat
for itself, after their failure at the ballot box and failure at
entering the government. [Party head] Aryeh Deri will be forced out of
town. Maybe he’ll find shelter in Opochka.”In Israel Hayom, Yehuda
Shlezinger writes that the vote will be a major milestone in determining
the identity of the Jewish people, not to put any pressure on the
voters or anything.“This is the day of a test whose results will
become evident in the coming years on topics that touch each and every
one of us, for example, marriage, divorce, circumcision, kashrut,
conversion and even the price of vegetables in the next year, which will
be affected by the Shmita [sabbatical, or fallow] year. This is the day
the test will be set, and above all, this is the day that will
determine the identity of Judaism, its ties… and if the state will
follow the path of Beit Shamai [who were known to be strict interpreters
of Jewish law] or Beit Hillel [who were known to be more lenient],
between religious and secular and between secular and traditional.”While the vote for the chief rabbi is in the hands of a select few, Haaretz
says it has some good news for peaceniks worried that a vote over a
deal with the Palestinians will be put to a general referendum. A poll
commissioned by the paper finds that 55% would be for a peace deal with
the Palestinians, according to the headline. A deeper look into the
story, though, reveals the doves might not have much to celebrate after
all. According to the actual poll, only 39% would be for a deal, and 16%
think they might be for a deal. 20% are against, 5% are maybe against,
and a whopping 20% don’t know. Why do so many not know? Because the
question fails to put forward the actual parameters of a possible peace
deal, asking only if the respondents would agree with a deal that
Netanyahu agrees to.The paper’s Jonathan Lis writes that Minister
Naftali Bennett’s demand that a basic law mandating a referendum be
passed or he won’t support the budget is nothing more than a political
trick designed to get him some PR: “Bennett won’t topple the government,
and he won’t vote against the budget. Nor will a Basic Law essentially
change the current legal situation. Bennett’s bill, like the existing
law, applies only to lands under Israeli sovereignty, meaning a decision
to evacuate settlements would not require a referendum. The public
would be asked to express its opinion only if the government decided to
withdraw from Jerusalem, the Golan Heights, or parts of Israel that
might be included in land swaps.”
‘Darkness in my eyes’
Yedioth Ahronoth leave
politics aside on its front page, filling half of it with a picture of a
British woman who gave birth a couple days ago and the other half with a
lawyer and his daughter shot to death in broad daylight in a central
Jerusalem shopping center.The paper profiles the killer, writing that he
is a security guard and that his lawyer says he has a mental illness.
“I didn’t mean to shoot them,” the 40-year-old divorced man from Maaleh
Adumim is quoted in the paper saying. “I didn’t mean to kill them. We
argued and suddenly there was darkness in my eyes. I don’t know what
happened to me.”The shooting is likely to fire up once again
the debate over who should be allowed to carry a gun and when. Maariv
reports that a new law designed to limit the amount of time security
guards can hold guns is stuck, though the story does not explain where,
only that Knesset Interior Committee head Miri Regev is pissed at the
police and public security minister for holding it up:“Since the beginning of the Knesset session,
I’ve convened four meeting on the subject,” she tells the paper. “Every
time I hear promises on top of promises, but the only result is another
murder and another murder by security guards with guns.”Yedioth’s Alex Fishman takes the US to task
for refusing to get involved in the Syrian civil war, following the
publication of a letter in which Pentagon head Martin Dempsey says
action in Syria would be too costly: “You don’t need to read between the
lines to understand that the Pentagon is doing everything it can to nix
any idea that comes up around Obama to take action on Syria, even
limited in nature, to say nothing of Iran.”Haaretz’s Eyal Meged marks the anniversary of
the Second Lebanon War by taking aim at former prime minister Ehud
Olmert for depicting the near draw, in which Israel lost scores of its
best, as the most successful of Israel’s wars: “This boastful arrogance
is so infuriating and nauseating as to make any comment unnecessary,
were it not for the fact that it expresses a tendency, common among
politicians in these parts, to take advantage of the brevity of the
public’s memory — which is even more taxed in summer — to turn their
most horrible, resounding failures into thriving accomplishments.”

Religious-Zionist rabbis have an advantage when it comes to making
rulings in Jewish law (halakhah), former chief rabbi of the IDF Rabbi
Avichai Ronsky said Wednesday. His comments were made as the body tasked
with selecting Israel’s next Chief Rabbis prepared to vote.
There are two aspects to properly understanding what Jewish law
requires in a particular situation, Rabbi Ronsky explained. The first is
expertise in the law itself. The second, he said, is understanding of
the situation in which the law is to be applied.“The advantage that rabbis have who were educated in
religious-Zionist institutions, served in the IDF, and are fully
involved in Israeli life, is in the second aspect, personal knowledge,”
he argued.“More than that – they themselves experienced the way of life here in
the state of Israel, both routine life and life in times of war,” he
added.There is a concept in Jewish law regarding Sabbath observance that a person knows his own suffering – that is, a person’s
belief that he or she is seriously ill is enough to justify doing labor
that would normally be a violation of the Sabbath for the sake of their
health. The reason for this, he explained, is that the individual is
best able to understand his own situation.Similarly, he said, a rabbi who has experienced complex situations in
his personal life has unique understanding that he can use when forming
rulings in Jewish law.Rabbi Ronsky tied his argument in to the Chief Rabbinate elections.
“The rabbis who are candidates for this important post in the Israeli
Rabbinate are all Torah scholars and experts in the Talmud and in Jewish
legal responsa,” he wrote.“But only a few of them are familiar with the complex reality of Israeli life from up close,” he concluded.

Egypt army chief calls for rallies against violence

Friday to give the army a mandate to confront violence following the
overthrow of Islamist President Mohamed Mursi, appearing to up the ante
against the Muslim Brotherhood.General Abdel Fattah al-Sisi, who deposed Mursi on July 3 and
replaced his government with a new interim administration, also said
there would be no retreat from the army-backed roadmap that envisions
parliamentary elections within six months."I ask ... that next Friday all honest and trustworthy Egyptians
must come out," Sisi said in remarks broadcast live by state media. "Why
come out? They come out to give me the mandate and order that I
confront violence and potential terrorism."A senior member of Mursi's Muslim Brotherhood movement, Essam
El-Erian, said Sisi's appeal was a threat, but vowed that it would not
halt protests to back the ousted president."Your threat will not prevent millions from continuing to gather," Erian wrote on Facebook.Sisi's remarks at a military graduation ceremony followed an
overnight bomb attack on a police station in Mansoura, 110 km (68 miles)
north of Cairo, that killed one person and wounded two dozen others.A government spokesman condemned it as a terrorist attack.
Mursi's Islamist backers have accused security forces of conspiring to blame them for the bombing.
In a statement, they warned of "an apparent plan by security and
intelligence agencies to plot violent attacks to terrorize citizens and
then attempt to link these incidents to the peaceful protesters".The authorities have accused Mursi's supporters of employing
violence since he was removed from power following mass protests against
his rule. More than 100 people, most of them Mursi supporters, have
been killed since then. The Muslim Brotherhood says it has not and will

detention, the Brotherhood says its supporters are being attacked by
plain-clothes agents deployed by the authorities - a charge denied by
security officials.Overnight, at least two more people died in the streets of Cairo in

U.N. chemical arms investigator arrives in Syria to seek access
DAMASCUS (Reuters) - The head of a U.N. chemical weapons
investigation team arrived in Syria on Wednesday to discuss his inquiry
into allegations that chemical arms have been used in Syria's civil war.
Ake Sellstrom's full team has not been allowed into Syria due to
diplomatic wrangling over access. His mission this week aims to reach an
agreement for it to start work in Syria.Sellstrom, a Swede, is accompanied by the head of the U.N. Office of
Disarmament Affairs, Angela Kane, who said on her arrival in Damascus
that their mission was to prepare the ground for an investigation into
chemical weapons use.
The team's visit is taking place at the invitation of the Syrian
government and its members will meet Syrian Foreign Minister Walid
al-Moualem as well as technical experts.Damascus has so far refused to let U.N. investigators go anywhere
except Khan al-Assal in Aleppo province, where Syrian President Bashar
al-Assad's government and its Russian ally say rebels used chemical
weapons in March.Both sides deny using chemical weapons.U.N. Secretary-General Ban Ki-moon has insisted that his team be
permitted to visit at least one other location, the city of Homs, site

The nation’s top military officer weighed in on the dangers of a US intervention in Syria, warning that launching a US war there would be extremely costly and could fail to reduce the violence.A US military foray, should it be ordered by President Obama,
could also inadvertently empower extremist groups that do not feel
warmly toward America and its policies, noted Gen. Martin Dempsey,
chairman of the Joint Chiefs of Staff.“I know that the decision to use force is not one that any of us takes lightly," he said. "It is no less than an act of war.”is comments came in a letter delivered to lawmakers on Monday,
written in response to questions from Sen. Carl Levin (D) of Michigan,
the chairman of the Senate Armed Services Committee, and Sen. John McCain (R)
of Arizona, who threatened last week to hold up General Dempsey’s
renomination for the top military adviser job if he didn’t answer the
queries.Senator McCain has repeatedly advocated for a no-fly zone
over Syria, for example. Dempsey, on the other hand, has cautioned that
such a move would likely have only a limited impact on violence, since
most of the civilian casualties are being caused by mortars, artillery,
and missiles.What’s more, the costs of establishing such a zone
would be high, at $500 million initially, and then “averaging as much as
a billion dollars per month over the course of a year.”
Meanwhile,
the pilots spearheading such a campaign would be in peril. “Risks
include the loss of US aircraft, which would require us to insert
personnel recovery forces,” Dempsey wrote. “We would require hundreds of
ground and sea-based aircraft, intelligence and electronic warfare
support, and enablers for refueling and communications.”Controlling
chemical weapons would also be a daunting prospect, with costs that
could “average well over $1 billion dollars per month.”This
would involve destroying portions of Syria’s “massive stockpile,” which,
at minimum, would call for a no-fly zone “as well as air and missile
strikes involving hundreds of aircraft, ships, submarines, and other
enablers.”What’s more, “thousands” of US Special Operations Forces would be needed to “assault and secure critical sites.”And
the likely result of spending these billions of dollars and endangering
thousands of highly skilled troops, according to Dempsey? “The impact
would be the control of some, but not all chemical weapons,” he writes.With
this assessment, Dempsey makes a pitch for “overall whole-of-government
strategy for achieving our policy objectives in coordination with our
allies and partners.”The US could help “develop a moderate
opposition – including their military capabilities – while maintaining
pressure on the Assad regime.”As Mr. Obama and lawmakers weigh
options, “We must also understand risk,” Dempsey warns. “Once we take
action, we should be prepared for what comes next. Deeper involvement is
hard to avoid."

MOSCOW (Reuters) - Russian leader Vladimir Putin will meet
Iran's newly elected president in Tehran next month to discuss
restarting talks on the Islamic Republic's nuclear program, Russian and
Iranian media reports said on Wednesday.The Russian newspaper Kommersant quoted a source close to the
Iranian Foreign Ministry as saying President Putin would visit on August
12, days after Hassan Rouhani is inaugurated.Iran's Mehr news agency said Putin would travel to Iran on August 16, without citing a source.
Kremlin spokesman Dmitry Peskov declined comment on the reports.
Putin last visited Iran in 2007 to attend a summit of states bordering
the Caspian Sea.World powers hope Iran's relatively moderate new leader will comply
with demands for Tehran to scale back nuclear work which they suspect is
aimed at enabling it to make bombs.Iran says it is enriching uranium, the fissile material for atomic
bombs, only to fuel nuclear power stations and for medical purposes.Once Rouhani takes office, Tehran's hardline team in nuclear talks with six world powers is likely to be overhauled.Although the president holds influence, Iran's theocratic supreme
leader, Ayatollah Ali Khamenei, wields ultimate control over Iranian
nuclear policy.
The last high-level talks between Iran and six world powers - the
United States, Russia, China, Britain, France and Germany - were held in
Kazakhstan in April. They failed to break the deadlock.Moscow has proposed a compromise under which Tehran would be
rewarded for scaling back on enrichment with concessions on
international sanctions over the nuclear program.Kommersant also cited a defense industry source as saying Putin
could discuss an offer to replace frozen shipments of S-300
anti-aircraft missile systems to Tehran with deliveries of Antey-2500
anti-ballistic missiles, an upgrade of the S-300s.Russia scrapped an S-300 sale to Iran in 2010 after it came under

The opening Mass of World Youth Day was an invitation for the youth
to surrender their lives to Christ and be featured in a new world.The message of the Archbishop of Rio de Janeiro, Mons. Orani
Tempesta, to the hundreds of thousands of young people from all around
the world gathered under the rain and wind on the Cobacabana, was an
invitation. Young people that were participating in the opening Mass of
World Youth Day, were invited to commit to a new world, to spread joy to
everyone and to be protagonists, like sentinels of the morning, and a
new dawn of hope. "We have to build bridges instead of walls," he said
in his homily.
From the early morning onwards, the young people started arriving to
the Copacabana beach. At 15:00, the performances of national and
international artists transformed the rainy afternoon in a moment of
friendship, joy and enthusiasm. The arrival of the Pilgrim Cross and
Icon of Our Lady, symbols of WYD, gave way to the atmosphere of prayer
that ended with the celebration of the Eucharist presided by Archbishop
Orani. According to the Archbishop, who was interrupted several times by
applause from the people who were present, its time to wake up to the
trust and hope so that this two become a propelling "morning light". The
message to the youth was one of hope, adding that faith in Christ is
the best gift to give to others.
The Brazilian Bishop drew a true missionary program for youth. "We
are called to live a deep faith in this time of plurality and so many
questions, in these times of change, but with the enthusiasm and
consistency of those who are led by the Holy Spirit." In other words, to
"show the face of the young Christian who tries to unite the testimony
of an authentically Christian life with the social implications of the
Gospel" and, especially, to promote the "revolution of love". Young
people are called to live the construction of a fraternal world. "We
want everyone to feel welcome in the embrace of Christ who calls us all
to be with Him in building the Kingdom of God. Are we together? " he
asked at the end.In summary, for the Archbishop, "another world is possible." The
youth gathered in Rio “are a present full of hope for this society that
expects a solution to its crisis of values." This young people are the
new generation that lives the faith and is called to transmit it to
future generations.At the end of the Mass, Cardinal Stanislaw Rylko, President of the
Pontifical Council for the Laity, the Vatican council responsible for
the organization of WYD, invited young people to let themselves be
embraced by Christ the Redeemer, "the true protagonist of the event,"
that bless the City . The Cardinal asked the youth: "entrust him all
your projects for the future, your deepest joys and the toughest
decisions that you have to take, your fears and concerns that live in
your young hearts." For Rylko, the trust in Christ should not lead us to
be trapped in ourselves with our certainties and comforts, but "Christ
calls us to get out of ourselves and break down the walls of our
selfishness, to go boldly to “the existential and geographical
boundaries” of the world, bringing Christ and his Gospel”.The opening ceremony of World Youth Day also marked the launching of
the stamp commemorating the visit of Pope Francis in Brazil, by the
President of the Postal service, Wagner Pinheiro de Oliveira. An album
with the label was delivered as a gift to Vatican State secretary,
Cardinal Tarcisio Bertone.After the Eucharistic celebration, the day ended with performances by
Miguelito, Rex Band, Eros Biondini, Francisco Avello and Celina Borges.
Shalom Missionário Band, singers Suely Façanha, Davidson Silva,
Cristiano Pinheiro, Ana Gabriela, Potters, Rodrigo Ferreira
(MissãoLouvory Glória), and the Barra Mansa Symphony Orchestra musical
performances concluded the ceremony that hold on a stage designed by
architect Abel Gomes. A large cross dominated the scene inspired by the
mountains of the city.
