8 After many days thou shalt be visited: in the latter years thou shalt come into the land that is brought back from the sword, and is gathered out of many people, against the mountains of Israel, which have been always waste: but it is brought forth out of the nations, and they shall dwell safely all of them.

Russia ready to join UN peacekeeping mission on Israel-Syria border

Russia may replace Austrian UN peacekeepers who withdrew from the Golan Heights on the Israel-Syria border. A UN representative has welcomed the proposal, first announced by Russian President Vladimir Putin.“In view of the complicated situation which is currently unfolding on the Golan Heights, we could replace the Austrian peacekeeping contingent, which is withdrawing from this region, on the disengagement line between the Israeli troops and the Syrian army,” Putin said on Friday.“Naturally, that will happen only if the regional powers show interest in our proposal and if the U.N. secretary-general asks us to do that,” he added.During his last visit to Russia, UN Secretary-General Ban Ki-moon asked Moscow to “bolster its involvement in the UN peacekeeping operations,” the president said.

UN: Syria refugees could reach 3.5M this year

BERLIN (AP) — The number of Syrian refugees in neighboring countries could more than double to 3.5 million by the end of the year, the United Nations said Friday as the global body launched its biggest humanitarian appeal ever.The U.N. asked donor countries for $5.2 billion to help alleviate the suffering of millions of people inside and outside Syria who are struggling with the effects of a conflict that has dragged on for more than two years."We expect that we might reach 3.5 million refugees by the end of the year," U.N. refugee chief Antonio Guterres told a news conference in Geneva. Around 1.6 million people have already sought refuge in Jordan, Lebanon, Turkey, Iraq and Egypt. Another 7,000 refugees are crossing the border each day, he said."If the fighting doesn't stop, we risk an explosion in the Middle East for which the international community is simply not prepared," Guterres said, noting that Lebanon and Jordan in particular have borne the financial brunt of hosting about 500,000 Syrian refugees each.In an unusual move, the two countries joined the U.N. appeal and asked international donors for $450 million and $380 million, respectively.Aid agencies requested just under $3 billion to help people who have fled Syria, and $1.4 billion to pay for humanitarian operations inside the country.The new appeal presented at an international conference in Geneva is a sharp increase from the $3 billion the global body had previously estimated it would need this year, of which only $1.4 billion has so far been pledged.Still, Guterres sought to put the $5.2 billion appeal into perspective, noting that it was dwarfed by recent bailouts of Western banks and equivalent to "what the Americans spend on ice cream in 32 days.""These are massive figures, but those figures mask a humanitarian tragedy," said Valerie Amos, the U.N.'s top humanitarian official, citing the toll of more than 80,000 deaths since the uprising against Bashar Assad began in March 2011. "It's estimated that two years of conflict have set back Syria's development by two decades," she added.Late last year the U.N. estimated that 4 million people needed aid inside Syria, a figure that has now grown to nearly 7 million. Meanwhile, the flood of refugees to Jordan, Lebanon, Turkey, Iraq and Egypt has swelled to more than 1.5 million. Syria's pre-war population was estimated at about 22 million.Food and medicine are particularly urgent. Many farmers in Syria are unable to tend their fields and the price of basic goods has risen steadily in recent months. The World Food Program said it plans to provide assistance to 4 million people inside Syria by September — in addition to more than 2 million refugees in neighboring countries — for which it needs $1 billion this year.The World Health Organization warned recently that outbreaks of hepatitis, typhoid, cholera and dysentery are inevitable. A third of public hospitals in Syria aren't functioning and drinking water supplies have been seriously disrupted, Amos said.Shelter for refugees is another urgent priority. Many of those who have fled Syria are living in crowded and sometimes squalid conditions, according to the aid group Doctors without Borders. Lebanon and Jordan asked donors for $450 million and $380 million respectively.
International efforts to bring the Syrian government and opposition groups to the negotiating table suffered a setback earlier this week, when the U.S. and Russia acknowledged there was no chance of holding a peace conference this month as previously planned. But even if diplomacy were to prevail, Syria's needs wouldn't cease, Amos said."The levels of destruction mean that even if a political solution was reached tomorrow, Syria would still need humanitarian aid in 2014," she said.

Turkish PM to protesters: Stop now

ISTANBUL (Reuters) - Prime Minister Tayyip Erdogan flew back to a Turkey rocked by days of anti-government unrest on Friday and declared before a sea of flag-waving supporters at Istanbul airport: "These protests must end immediately.""No power but Allah can stop Turkey's rise," he told thousands who gathered in the early hours to greet him in the first pro-Erdogan rally since demonstrations began a week ago.
At Istanbul's Taksim Square, centre of the protests now occupied by thousands around the clock, some chanted "Tayyip resign" as they watched a broadcast of the address. In the capital Ankara, the Kugulu Park echoed to anti-government slogans, while protesters danced or sang the national anthem.Western governments including the United States, which sees Turkey as a key NATO ally in the Middle East, bordering Iran, Iraq and Syria, have expressed concern about heavy-handed police action. Washington has projected Turkey under Erdogan as an example of a Muslim democracy that could be emulated by other countries in the region, such as Egypt.Speaking from an open-topped bus at the airport, his wife at his side, Erdogan acknowledged police might have used excessive force in crushing a small demonstration against a building project last Friday - the action that triggered nationwide protests against his 10-year-old rule.
"However, no-one has the right to attack us through this. May Allah preserve our fraternity and unity," said Erdogan, who denies accusations he seeks to replace a 90-year-old secular order with Islamic rule. "The secret to our success is not tension and polarisation.""The police are doing their duty. These protests, which have turned into vandalism and utter lawlessness must end immediately," Erdogan told the crowd to loud cheers.
CLEAR CHALLENGE
He gave no indication of any immediate plans to remove the makeshift protest camps that have appeared on Taksim Square and a park in the capital, Ankara. But the gatherings mark a clear challenge to a leader whose authority is built on three successive election victories.Erdogan has pressed many democratic reforms, taming a military that had toppled four governments in four decades, starting entry talks with the European Union, reining in police rights abuses and forging peace talks with Kurdish rebels to end a three-decades-old war that has cost 40,000 lives.Per capita income has tripled in nominal terms and business boomed at home and beyond Turkish frontiers.But in recent years critics say his style, always forceful and emotional, has become authoritarian. Media have come under pressure, and arrests of military and other figures over alleged coup plots as well as moves such as alcohol sale restrictions have unsettled especially secular middle classes sensitive to any encroachment of religion on their daily lives.Sources close to the AK Party Erdogan founded in 2001, and which only a year later crushed traditional secular parties at elections, suggest a sense of siege within the leadership, with influential if disparate forces keen to remove Erdogan the man irrespective of policies or mandate.Erdogan has made clear he has no intention of stepping aside, pointing to 50 percent of the vote at the last election.The key word among Erdogan supporters, on Twitter and on street posters is "Yedirmeyiz" - we will not sacrifice him. One poster shows Erdogan next to former prime minister Adnan Menderes, hanged after a 1960 military coup, and Turgut Ozal, a former president some suspect was poisoned.Erdogan projects himself in the image of Ozal and Menderes.
HOSTILE FORCES
Erdogan's chief adviser Yalcin Akdogan saw a concurrence of domestic and foreign forces who wanted to see Erdogan humbled."In this consortium there are people who want to teach him a lesson and those who want to destroy him," he wrote in the Star newspaper.Akdogan, harking back to Ottoman times perhaps when European business enjoyed privileged status, suggested the West did not welcome a Turkish leader with 'backbone'. Erdogan, in a similar vein, set his sights also on financial institutions."The interest rate lobby think they can threaten us by entering into speculations in the stock exchange," he said. "They should know we won't let them abuse the nation's wealth."Supporters of Erdogan, who enjoys strong support in Turkey's conservative heartland, chanted "Tayyip" and "Don't Test our Patience", waving the Turkish flag - a white crescent moon and star on a red background - and the AKP banner, the image of a light bulb."Some say the prime minister is the prime minister of 50 percent," Erdogan declared to the crowd, in a speech broadcast live on several Turkish television stations. "We have always said that we are servant of the 76 million."
He was due to meet a senior EU official later.Erdogan has no clear rivals inside the AKP or outside where the opposition, both on the streets and in parliament, is fragmented. But in his party there are those who counsel more measured public comments than those ventured by Erdogan, who has tended to apply blanket condemnation to the protesters, branding them looters or associating them with terrorists.Deputy Prime Minister Bulent Arinc apologised for the police violence this week, after Erdogan had left for North Africa.
A protest that began with activists resisting a plan to develop Taksim has ballooned. Among the demonstrators now are nationalists, socialists, students, unionists, radical leftists and middle class professionals, many of whom may have benefited from a booming economy but remain sceptical of Erdogan.
"We were not expecting him to welcome us but we're getting more and more impatient now. People are angry with his speech," said Ozlem Arkun, 27, handing out cake at an impromptu cafe on Taksim Square.

Tropical Storm Andrea zipping up the East Coast

COLUMBIA, S.C. (AP) — After bringing rains, heavy winds and even tornadoes to parts of Florida, Tropical Storm Andrea moved quickly across south Georgia and was speeding through the Carolinas on Friday morning, promising sloppy commutes and waterlogged vacation getaways through the beginning of the weekend.The first named storm of the Atlantic season lost some intensity after making landfall Thursday in Florida's Big Bend and its winds were down to 45 mph (75 kph) Friday.Ben Nelson, a meteorologist with the National Weather Service in Jacksonville, Fla., said Andrea (pronounced AN'-dree-ah) was "moving at a pretty brisk pace" and could lose its tropical characteristics Friday.During the morning rush hour in Charleston, S.C., there was little evidence the center of the storm was passing to the northwest beyond a few downed tree branches, gusty winds and some puddles in the street. The sun occasionally peeked through.Derrec Becker with the South Carolina Emergency Management Division said the storm was moving northeast at nearly 30 mph. Across the state, he said, Andrea has brought nothing more than a severe thunderstorm. No injuries were reported and there had been no reports of significant damage.The storm was expected to move into North Carolina by midday.The National Weather Service issued flood watches across much of both states, was well as tornado and flash flood watches in several counties.Thousands of power outages were also reported.Tropical storm warnings remained in effect for the East Coast from Savannah, Ga., to Cape Charles Light in Virginia, the Pamlico and Albemarle sounds and the lower Chesapeake Bay south of New Point Comfort. A tropical storm warning means tropical storm conditions are expected somewhere inside the warning area within a day and a half.As of 8 a.m. EDT Friday, Andrea was centered about 35 miles (60 kilometers) north-northwest of Charleston with little change in strength expected.
Rains and winds from the storm were forecast to sweep northward along the Southeastern U.S. coast Friday.Florida Gov. Rick Scott had warned of the risk of tornadoes, and officials said that eight were confirmed across the state."This one fortunately is a fast-moving storm," he said Thursday. Slower-moving storms can pose a greater flood risk because they have more time to linger and dump rain.In The Acreage, a part of Palm Beach County, Fla., pre-kindergarten teacher Maria Cristina Arias choked back tears and clutched valuable personal papers as she surveyed the damage done by a tornado to her five-bedroom home when she was away. Windows were smashed and a neighbor's shed had crashed into her bedroom.
"It's all destroyed," she told The Palm Beach Post. "This is unbelievable. I don't know what we're going to do."Her 19-year-old son, Christian, was sleeping when he heard a loud noise."It was really scary," said the teen, who wasn't hurt. "It sounded like something exploded. Israel's Tel Aviv holds annual gay pride parade

TEL AVIV, Israel (AP) — Drag queens, politicians, grandmothers and shirtless men descended on Tel Aviv in their thousands Friday to party in the annual gay pride parade, the 15th march to be held in an Israeli city that has emerged as one of the world's most gay-friendly.Loud dance music beat along the parade's route, with rainbows painted on participants' faces, arms and bellies. Drag queens in sequins and platform heels waved to the crowd from floats as scantily-clad men bopped and bounced to the music.Tel Aviv has become a top destination for the gay community. Tourists from Brazil, England, Russia and elsewhere partied in the Tel Aviv parade alongside Israelis on Friday."We love Israel. We have come four times now. The people are so nice and open minded and so lovely to us," said a tourist from Germany who gave his name as Klaus, dressed in floppy orange hat with matching high heels. "There is a lot of energy here," Klaus said. Marching with his husband, Gerhard, he noted the warm weather and the fact that Tel Aviv has a beach as attractions.
Tel Aviv is one of the few places in the Middle East where gays feel free to walk hand-in-hand and kiss in public. The municipality spends some 2 million shekels (550,000 dollars) annually on the local community and on attracting gay travelers, Tel Aviv mayor Ron Huldai told Israeli Army Radio.The first gay couple to wed in France, Vincent Autin and Bruno Boileau, who tied the knot last week in a politically charged ceremony, are now honeymooning in Tel Aviv.Tel Aviv's openness stands in contrast to Jerusalem, just a short drive away, dominated by strictly Orthodox Jews and with a much smaller gay scene. In 2005, an ultra-Orthodox protester there stabbed three marchers at a gay pride parade.Despite its more open reputation, Tel Aviv has also experienced violence.The parade came just after police announced they had arrested four suspects in connection with the killing of two people at a gay youth center in Tel Aviv four years ago, what was then seen as the most homophobic attack in Israel's history. Police said Friday they were no longer treating the killings as a hate crime, saying the motive was of a personal nature. Gay community leaders said they still believed the two victims were killed because of their sexual orientation.While the mood was tinged by the news of the arrests, thousands still paraded through Tel Aviv. A beach party was set for post-march revelry.Tel Aviv has led the rest of Israel to become progressively more accepting of gays, granting them some rights while the country lags in other spheres.Officially, there is no gay marriage in Israel, primarily because there is no civil marriage of any kind. All weddings must be conducted through the Jewish rabbinate, which considers homosexuality a sin and a violation of Jewish law. But the state recognizes same-sex couples who marry abroad.Gay adoption is officially illegal, but couples can get around the law by using surrogacy or adopting abroad. The partner of a parent can adopt the child of his or her partner. Gays have served openly in Israel's military for decades.Community leaders say Israel still has far to go in promoting equality. Many politicians who attended Friday's parade said they would work to advance gay rights."I will do everything to preserve Israel's values of promoting equality and fighting discrimination against lesbians, gays, bisexuals and transgenders," said Israeli Justice Minister Tzipi Livni at a rally before the parade. "I love you and I am committed to you," she pledged.

The U.S. Administration under President Barack Obama is on defense after media revelations of large-scale surveillance programs that tapped into ordinary U.S. citizens' use of telephones and the internet.The director of national intelligence confirmed Thursday night that the federal government has been secretly collecting information on foreigners overseas for nearly six years from the nation’s largest Internet companies like Google, Facebook and, most recently, Apple.Officials told the New York Times that the data was gathered as part of a program code-named Prism, which is authorized under a foreign intelligence law that was recently renewed by Congress, and that the program searches for national security threats.Government officials also acknowledged a separate seven-year effort to sweep up records of telephone calls inside the United States.Civil liberties advocates, libertarian conservatives and other critics, most notably some British newspapers, said the disclosures prove that the U.S. is turning into a “surveillance state.”The Internet surveillance program collects data from online providers including e-mail, chat services, videos, photos, stored data, file transfers, video conferencing and log-ins, according to classified documents obtained and posted by the Washington Post and the Guardian on Thursday afternoon.The law that underlies the program “cannot be used to intentionally target any U.S. citizen, any other U.S. person, or anyone located within the United States,” James Clapper, the director of national intelligence, said in a statement.“Information collected under this program is among the most important and valuable intelligence information we collect, and is used to protect our nation from a wide variety of threats.”Critics see the revelations as confirming suspicions that civil liberties have eroded significantly since the 9/11 attacks, and are eroding even more rapidly under Obama than under his predecessor.“This is a truly stunning revelation,” Elizabeth Goitein, co-director of the Liberty and National Security Program at the Brennan Center for Justice, told the Washington Post. “This suggests that the government has been compiling a comprehensive record of Americans’ associations and possibly even their whereabouts.”Writing in the British Guardian, Jonathan Turley said the surveillance was “conducted under an order from our controversial secret court, the Foreign Intelligence Surveillance Court (Fisa), and demanded by the Justice Department and the FBI.”"Now we can see the inevitable consequence of this secret court and the administration's surveillance program,” Turley explained. “The administration is creating a massive databank for all calls, including calls within the United States. This surveillance program is the result of a sense of political immunity reflected in this administration."With some Democrats blindly following this president, there appears no concern over excessive surveillance or the ever-expanding security state. It is the final evidence of how Obama has truly crippled the civil liberties movement in the United States,” he wrote.USA Today noted that the revelations come on the heels of revelations that the Internal Revenue Service targeted conservative Tea Party groups seeking non-profit status, and of the use of secret subpoenas and search warrants against the Associated Press and Fox News in Justice Department investigations of news leaks.Clapper called the disclosure regarding Prism “reprehensible" and said the leak could harm the nation's intelligence gathering activities.“The article omits key information regarding how a classified intelligence collection program is used to prevent terrorist attacks and the numerous safeguards that protect privacy and civil liberties."I believe it is important for the American people to understand the limits of this targeted counter-terrorism program and the principles that govern its use," he said.Clapper added that the government was "prohibited from indiscriminately sifting through the telephony metadata acquired under the program.” All information acquired, he said, “ is subject to strict, court-imposed restrictions on review and handling.”
