Prime Minister Binyamin Netanyahu made a short statement to the Cabinet and to the general public at Sunday's government session, regarding the chaotic situation in the Middle East."The Middle East is going through an especially sensitive period of shocks and upheavals in many sectors,” Netanyahu said.“While we have no interest in being party to the conflicts around us, we are acting and we are committed to prevent dangers to Israel's security, and we have a clear policy of responding to attempted attacks against our territory.Netanyahu also alluded to recent press storms regarding supposedly “racist” separation between Arabs and Jews at an amusement park, and alleged incidents of nationalist graffiti scrawled by Jews.
“Also, I would like to strongly condemn recent phenomena of racism against Israeli Arabs and hooliganism against Palestinians, which were without any provocation or justification whatsoever. We strongly reject these phenomena and will act with all legal means at our disposal to stop them."Netanyahu did not see fit to also mention the rising tide of anti-Jewish violence, which includes daily arson, rock ambushes and firebomb attacks.

Israel to build 300 units in Jewish settlement

JERUSALEM (AP) — Israel's Housing Ministry said Thursday it has given the final go-ahead for the construction of 300 new homes in a Jewish settlement in east Jerusalem, complicating the mission of U.S. Secretary of State John Kerry to renew Mideast peace talks.The announcement came less than a week after Kerry urged Israel to avoid "provocative" actions during a visit to the region. A U.S. State Department spokeswoman described the move as "counterproductive."Palestinian officials immediately accused Israel of undermining the U.S. mediation efforts.The issue of Jewish settlements has been at the heart of a nearly five-year impasse in peace efforts. Negotiations broke down in late 2008 and have remained stalled since then.The Palestinians say they will not return to negotiations until Israel stops building settlements in the West Bank and east Jerusalem, areas they claim for a future state. Israel, which captured both areas in the 1967 Mideast war, says talks should resume without any conditions.Israel has tried to differentiate between settlements in the West Bank, which is not part of Israel, and east Jerusalem, which it annexed and claims as part of its capital. But the international community, including the U.S., does not recognize the annexation and considers both territories to be occupied.Housing Ministry spokesman Ariel Rosenberg said the latest construction, in the Ramot area of east Jerusalem, was approved by the government long ago but in recent days, the ministry accepted a bid by a company to build the 300 housing units. He said the ministry had solicited the bids last year. Construction is expected to begin within a few months.Ramot is a sprawling development that lies mostly in territory Israel seized in 1967. Israel considers it a neighborhood of its capital.More than 500,000 Israelis now live in settlements in the West Bank and east Jerusalem. The Palestinians say continued construction is a sign of bad faith and makes it increasingly difficult to partition the land between Israel and a future Palestinian state.Palestinian official Saeb Erekat described the construction plans as "systematic destruction" of Kerry's efforts by Israeli hardliners. The Housing Ministry is headed by the "Jewish Home," a hardline party with close ties to the Jewish settler movement."They are settlers, working for settlers," Erekat said.Government spokesman Ofir Gendelman accused Palestinians of making excuses to avoid peace talks."It is a tactic to avoid negotiations," Gendelman said. "We are calling on Palestinians to return to direct negotiations immediately in order to discuss all outstanding issues," he said.
In Washington, State Department spokeswoman Jen Psaki chided Israel for the move."Israelis must recognize that continued construction in East Jerusalem is counterproductive to the cause of peace and that an independent Palestine must be viable, with real borders that have to be drawn," she said."We're at a pivotal time," Psaki told reporters. "We need to focus on each side making tough choices in order to move a process or the possibility of negotiations forward. And that's what our focus is on."Aides to the Palestinian President Mahmoud Abbas say Kerry hopes to present a formal plan to resume long-stalled negotiations in coming weeks.During his visit last week, Kerry said it was impossible to expect Israel to halt all settlement construction. But he urged restraint and called on both sides to avoid any moves that could undermine his efforts.Since taking office early this year, Kerry has devoted significant efforts to restarting peace talks. He has visited the region four times, most recently last week, in search of a formula acceptable to both sides.

City workers on Sunday morning were shocked to discover anti-Semitic and anti-Israel graffiti daubed on a synagogue in the center of Jerusalem – the Shmuel Meir synagogue, located in Safra Square, adjacent to the Jerusalem Municipality building.The Square is actually home to numerous local and national government buildings, is centrally located, and is a hub of activity at all hours of the day. The synagogue is named for former Jerusalem Deputy Mayor Shmuel Meir, who was killed in a traffic incident in 1996. The Homat Shmuel neighborhood in south Jerusalem – also known as Har Homa – is named for him as well.The primitive scrawlings were erased within an hour of their being discovered by workers, said Jerusalem Deputy Mayor David Hadari. Writing on his Facebook page, Hadari said that the graffiti was written in Hebrew and Arabic, and included “very insulting comments against Jewish residents of Jerusalem,” so there was little doubt of which ethnic group the perpetrators belonged to. “Thanks to the great efficiency of the city workers, we were able to remove the graffiti quickly, so I was unable to get a photo in time,” he wrote.
As to the motivation for the attack, Hadari said that it could be an Arab version of a so-called “price tag” attack. Such attacks, usually involving graffiti and slashed tires, are generally attributed in the media to Jews, with media sources reporting very precisely on the actions. However, Hadari said, the media had not bothered to cover the synagogue desecration. “It appears they are not very interested in Arab 'price tag' attacks,” he wrote.

Erdogan rejects 'dictator' claims

ISTANBUL (AP) — Turkey's prime minister on Sunday rejected claims that he is an authoritarian leader, dismissing protesters as an extremist fringe even as hundreds moved back into the landmark square that was the site of the fiercest anti-government outburst in years.Over the past three days, protesters around the country have unleashed pent-up resentment against Recep Tayyip Erdogan, who after 10 years in office many secular Turks see as an uncompromising figure with undue influence in every part of life.A huge, exuberant protest in Taksim Square subsided overnight, but hundreds of people were streaming into the area again on Sunday and some 1,500 people were assembling in a square in Ankara, the capital.Many waved flags, sang and called on Erdogan to resign. Some protesters have compared him to a sultan and denounced him as a dictator."If they call someone who has served the people a 'dictator,' I have nothing to say," Erdogan said in an address to a group representing migrants from the Balkans. "My only concern has been to serve my country."In another speech delivered an hour later, Erdogan said: "I am not the master of the people. Dictatorship does not run in my blood or in my character. I am the servant of the people."The demonstrations were ignited by a violent police crackdown on a peaceful sit-in to prevent the uprooting of trees at Istanbul's Taksim Square.Police and protesters clashed violently on Friday and Saturday, with clouds of tear gas overwhelming the normally touristy city center and hundreds injured.Thousands flooded into the square on Saturday after police lifted barricades to try to reduce tensions. The government said some 1,000 people were detained during the protests.There were violent clashes between police and demonstrators trying to approach Erdogan's offices both in Ankara and Istanbul late on Saturday, but there were no immediate reports of any skirmishes on Sunday.Erdogan continued to maintain a defiant tone, calling the protests "ideological" and manipulated by an opposition "unable to beat (the government) at the ballot box."He also reiterated that his government would not back away from plans to uproot trees at Taksim as part of his urban renovation plans for the area. Lutheran assembly elects first openly gay bishop

LOS ANGELES (AP) — The Evangelical Lutheran Church of America elected its first openly gay bishop to a six-year term on Friday at an annual assembly in Southern California, officials said.The election of Rev. Dr. R. Guy Erwin comes after the church's controversial rule change in 2009 that allowed gays and lesbians to be ordained in the nation's largest Lutheran denomination. More than 600 congregations have left the denomination since the change."The ELCA is a church that belongs to Christ, and in it there is a place for all," said church spokeswoman Melissa Ramirez Cooper. "The election of Pastor Erwin illustrates what many in the 4 million-member church believe: that God calls each of us by name."Erwin, a resident of the Woodland Hills area of Los Angeles, currently serves as a pastor at Faith Lutheran Church and a professor of Lutheran Confessional Theology at California Lutheran University. He has also served on a variety of boards and committees of church-related institutions and agencies.Ordained in May 2011, Erwin said he waited years for the recognition and he brings a "deep faith in Christ's presence in his church lived out in 20 years of parish experience blended with university and seminary-level teaching."Officials say the "partnered gay man" is also the first Native American to be elected. Erwin is part Osage Indian.Erwin earned a doctorate degree, two master degrees and Bachelor of Arts degree at Yale University. He engaged in seminary studies at the University of Tubingen and University of Leipzig, both in Germany.The ELCA has more than 4 million members in 9,638 congregations across the United States, Caribbean and U.S. Virgin Islands. There are 18,010 leaders on the ELCA roster and, of that, 16,773 ordained clergy.

Floods threaten Prague's historic centre after days of rain

PRAGUE (Reuters) - Czech soldiers erected metal barriers and piled up sandbags on Sunday to protect Prague's historic center from flooding after days of heavy rains swelled rivers and forced evacuations from some low-laying areas.Prague authorities also limited public transport and closed underground stations as water from the Vltava River overflowed into parts of the Old Town.The historic area is a UNESCO heritage site boasting hundreds of well-preserved buildings, churches and monuments dating back mostly to the 14th Century, including the Charles Bridge that straddles the Vltava."Due to the current situation, I have declared a state of danger for the area of the capital city," acting mayor Tomas Hudecek told a news conference.
The floods that have killed at least one person and left several missing across the Czech Republic. Central Europe hit by floods after days of rain

BERLIN (AP) — Authorities in parts of central Europe issued disaster warnings and scrambled to reinforce flood defenses Sunday as rivers swelled by days of heavy rain threatened to burst their banks.Several people have died or are missing in the floods in Germany, the Czech Republic and Switzerland since Thursday.
Czech officials warned that the waters of the Vltava river could reach critical levels in Prague late Sunday. Interim Mayor Tomas Hudecek said authorities were considering whether to shut down parts of the capital's subway network and called on people not to travel to city.In the nearby city of Trebenice a woman was found dead in the rubble after a summer cottage collapsed due to the raging water, Czech public television reported.Czech Prime Minister Petr Necas said 200 soldiers have been deployed so far to help local authorities.In Germany, where at least four people have died or are missing, Chancellor Angela Merkel promised federal support for affected areas and said the army would be deployed if necessary.Several cities including Chemnitz in the east, and Passau and Rosenheim in the south, issued disaster warnings.Passau, which is located at the confluence of three rivers, could see waters rise above record levels of 2002, said Mayor Juergen Dupper.German news agency dpa reported that large stretches of the Rhine, Main and Neckar rivers have been closed to ship traffic.Evacuations are also taking place in neighboring Austria and Switzerland.Meteorologists are predicting the rainfall will ease in the coming days.___Karel Janicek in Prague, Czech Republic, contributed to this report.

One dead, two missing in Austrian floods, landslides

VIENNA (Reuters) - Torrential rain caused widespread flooding and landslides across Austria on Sunday, forcing hundreds of people to evacuate their homes.At least one person died and two were missing in the deluge, which in some places has dumped up to two months' worth of rain in just days.One clean-up worker was killed in a mudslide in the town of St Johann near Salzburg, the Austrian Press Agency reported, while two other people were missing in the province after being swept into raging streams.The provinces of Upper Austria, Tyrol and Styria were also hit hard by the severe weather, which triggered the worst flooding in some areas since 2002.A flood alarm for the northern side of the Alps was in effect until early on Monday, national broadcaster ORF said. The ZAMG weather service forecast that rain would slacken by Monday.

Twisters, floods sweep across Midwest, Plains

OKLAHOMA CITY (AP) — Emergency officials set out Saturday to assess damage from a series of violent storms and tornadoes that killed nine people as it swept through Oklahoma City and its suburbs with tornadoes, large hail and heavy rain. More than 100 people were injured.Muddy floodwaters stood several feet deep in the countryside surrounding the metro area. Torrential downpours followed for hours after the twisters moved east, and water damage was reported at the city's airport. The storms battered a state still reeling after the top-of-the-scale EF5 tornado that ripped through suburban Moore last month, killing 24 people and decimating neighborhoods.Water surged hood-high on many streets, snarling traffic at the worst possible time: Friday's evening commute. Even though several businesses closed early so employees could beat the storm home, highways were still clogged with motorists worried about a repeat of the chaos in Moore.Bart Kuester, 50, a truck driver from Wisconsin, said he was driving along Interstate 35 past Moore when he realized a dangerous storm was approaching."I heard the sirens going off and I could see it coming," he said.Kuester said the interstate was flooded and jammed with people trying to outrun the storm."Everyone was leaving. ... Just because that one that hit Moore was so fresh in their memory," he said.Though it was in the tornado warning zone, Moore was spared major damage by the storms, but still experienced heavy rain and high wind. A convention center where the town held its graduation in the days after the storm suffered minor flooding damage, officials said.The Oklahoma County Sheriff's Office said a man was missing from a vehicle near Harrah, east of Oklahoma City, and a pair of sinkholes were reported on each side of the metro area.When the storm passed between El Reno and Yukon, it barreled right down Interstate 40 for more than two miles, ripping billboards down to twisted metal frames. Debris was tangled in the median's crossover barriers, including huge pieces of sheet metal, tree limbs, metal pipes, a giant oil drum and a stretch of chain-link fence.The warped remains of a horse trailer lay atop a barbed-wire fence less than 50 yards from the highway.Violent weather also moved through the St. Louis area. Early aerial images of the storm's damage showed groups of homes with porches ripped away, roofs torn off and piles of splintered wood scattered across the ground for blocks. Officials in St. Charles County also reported that local schools suffered some damage.Among the nine dead in Oklahoma were a mother and a baby found in a vehicle. Amy Elliott, a spokeswoman for the state medical examiner, said Saturday the death toll was up to seven adults and two children. The Oklahoma State Department of Health reported Saturday afternoon that 104 people were hurt.Meteorologists had warned about particularly nasty weather Friday but said the storm's fury didn't match that of the tornado that struck Moore. The Friday storm, however, brought with it much more severe flooding. It dumped around 8 inches of rain on Oklahoma City in the span of a few hours and made the tornado difficult to spot for motorists trying to beat it home."Some tornadoes are wrapped in rain, so it's basically impossible to see, which is extremely dangerous," said Bruce Thoren, a meteorologist with National Weather Service in Norman. "Somebody driving along really not familiar with what's going on can basically drive into it."Emergency officials reported that numerous injuries occurred in the area along I-40, and said the storm's victims were mostly in cars. Standing water was several feet deep, and in some places it looked more like a hurricane had passed through than a tornado. More than 86,000 utility customers were without power.Among the injured was Weather Channel meteorologist Mike Bettes, who suffered minor injuries when his "tornado hunt" SUV that he and two photographers were riding in was thrown 200 yards. The Weather Channel said all of the people in the vehicle were able to walk away, and that it was the first time a network personality was injured in a storm.Will Rogers World Airport was slowly reopening Saturday and some flights were resuming. But the airport reported significant damage to the roof of the terminal, and flooding damage to walls, counters and floors.In Missouri, the combination of high water and fallen power lines closed dozen of roads, snarling traffic on highways and side streets in the St. Louis area. At the Hollywood Casino in the St. Louis suburb of Maryland Heights, gamblers rushed from the floor as a storm blew through, causing minor damage to the building.The U.S. averages more than 1,200 tornadoes a year and most are relatively small. Of the 60 EF5 tornadoes to hit since 1950, Oklahoma and Alabama have been hit the most — seven times each.National Weather Service meteorologists said Saturday that it's unclear how many tornadoes touched down as part of the Friday evening storm system. Dozens of tornado warnings were issued for central Oklahoma and parts of Missouri, especially near St. Louis, they said, but crews must assess the damage before determining whether it was caused by tornadoes or severe thunderstorms.
But one thing is certain: The chances for severe weather are on the decline as a cold front moves through the region, said weather service meteorologist Gene Hatch in Springfield, Mo.This spring's tornado season got a late start, with unusually cool weather keeping funnel clouds at bay until mid-May. Southern Calif wildfire explodes in size overnight

LOS ANGELES (AP) — A fire that burned at least five structures and threatened about 1,000 others exploded in size overnight, burning dangerously close to two foothill communities north of Los Angeles.
Erratic wind fanned the fire in the Angeles National Forest to nearly 41 square miles early Sunday, triggering the evacuation of nearly 1,000 homes in Lake Hughes and Lake Elizabeth, officials said.Matt Corelli of the Forest Service told The Associated Press that five structures had been destroyed. He said they could be homes but crews were waiting for more daylight to make a positive determination."That's the only number we have confirmed right now," he said.At least 10 other structures were damaged.Patty Robitaille, 61, grabbed personal photos and documents before fleeing her Lake Hughes home with her pit bull, Roxie, as flames approached Saturday night. She said her home was among the first in the direct path of the fire.
"Driving away, you could see the town burning up," she told the Los Angeles Times. The thick smoke also covered the Gallinas Canyon and Las Vegas, N.M.
The fire in New Mexico's Santa Fe National Forest is burning just 25 miles from the city, prompting the Red Cross to set up an emergency shelter at a nearby high school.Officials asked residents in about 140 homes, mainly summer residences, to evacuate as a crew of more than 400 battled the flames near the communities of Pecos and Tres Lagunas.Crews also cleared out campgrounds and closed trailheads in the area as they worked to prevent the fire from moving toward the capital city's watershed and more populated areas.
The state Department of Health warned residents in the Pecos, Santa Fe and Espanola areas to prepare for smoke and take precautions by avoiding prolonged or physical activity outdoors."Potentially unhealthy conditions could occur in these communities overnight and into the early morning," a statement released by health officials said.Another New Mexico blaze, the Thompson Ridge fire near Jemez Springs, grew to nearly two square miles by Saturday night, state forestry officials said. He said they could be homes but crews were waiting for daylight to make a positive determination."That's the only number we have confirmed right now," he said.Corelli said daylight would also provide the Forest Service with a better idea about the size of the blaze.Officials say the fire was likely larger but thick smoke and darkness Saturday made it difficult for officials to map its actual size.He did not know whether any structures had been burned, but Los Angeles County Fire Inspector Keith Mora told the Los Angeles Times that the blaze has destroyed five homes in the Lake Hughes area.Daytime temperatures that topped at 105 degrees and the erratic winds worked against the nearly 1,000 firefighters on the line. Quakes kill 2 in Taiwan, injure 33 in Philippines

TAIPEI, Taiwan (AP) — A strong earthquake jolted Taiwan on Sunday, killing two people and injuring at least 21 others and causing panicked shoppers to rush out of a shaking multi-story department store, officials said.Another earthquake jolted the southern Philippines late Saturday, injuring at least 33 people and damaging more than 140 houses.The tremor that hit Taiwan on Sunday afternoon was felt all over the island, but most severely in the central and southern regions. The magnitude-6.3 quake's epicenter was near Jenai township in Nantou County in central Taiwan, about 250 kilometers (155 miles) south of Taipei, the Central Weather Bureau said.In Mountain Ali in the southern part of the island, a man was killed by a rockslide while driving a car on a mountain road, the Taiwan Fire Agency said in a statement. Another man was killed by a falling rock when he was working at a farm in Chushan, near the epicenter.Rockslides at a scenic mountainous area near the epicenter injured several people, the agency said. In all, 21 people were injured by the earthquake, many by fallen objects.Workers removed fallen rocks and repaired a damaged mountain road in Nantou, allowing more than 100 stranded tourists to pass.Shoppers screamed and ran out of a 12-story department store that shook violently for nearly a minute, TV stations reported from the central city of Taichung. Households elsewhere in central Taiwan reported cracks on the walls or ceilings falling, the reports said.The Central Weather Bureau said the tremor had a relatively shallow depth of 10 kilometers (6 miles). The U.S. Geological Survey put the magnitude at 6.5.Earthquakes frequently rattle Taiwan, but most are minor and cause little or no damage. Nantou is near the epicenter of a magnitude-7.6 earthquake that struck Taiwan in 1999 and killed more than 2,300 people.In the southern Philippines, a magnitude-5.7 earthquake rattled North Cotabato province and nearby areas late Saturday as people slept, damaging more than 140 houses and several school buildings and setting off a landslide that partially blocked a road with boulders, officials said.At least 33 people, including children, were injured by collapsed walls and falling debris in the hard-hit North Cotabato villages of Kimadzil and Kibugtongan, said Hermes Daquipa, a Philippine Institute of Volcanology and Seismology official who joined a government team that surveyed the hilly villages.The quake, which was set off by the movement of a nearby fault, damaged the approaches to two bridges and concrete pipes that cut off water supply to the two villages. Some of the damaged school buildings will not be able to be used for Monday's resumption of classes after a summer break for safety reasons, North Cotabato Governor Emmylou Tolentino-Mendoza said.Many residents remained jittery Sunday because of continuing aftershocks, said Mendoza, who added that she scrambled out of her home like other villagers when the ground started to shake and objects fell from shelves."It's a big relief that no motorist was passing through our highway when boulders rolled down from the mountainside," she said.
The Philippine archipelago is located in the Pacific "Ring of Fire," where earthquakes and volcanic activity are common. A magnitude-7.7 quake killed nearly 2,000 people on the northern island of Luzon in 1990.
