Israel to build 300 units in Jewish settlement

JERUSALEM (AP) — Israel's Housing Ministry said Thursday it has given the final go-ahead for the construction of 300 new homes in a Jewish settlement in east Jerusalem, complicating the mission of U.S. Secretary of State John Kerry to renew Mideast peace talks.The announcement came less than a week after Kerry urged Israel to avoid "provocative" actions during a visit to the region. A U.S. State Department spokeswoman described the move as "counterproductive."Palestinian officials immediately accused Israel of undermining the U.S. mediation efforts.The issue of Jewish settlements has been at the heart of a nearly five-year impasse in peace efforts. Negotiations broke down in late 2008 and have remained stalled since then.The Palestinians say they will not return to negotiations until Israel stops building settlements in the West Bank and east Jerusalem, areas they claim for a future state. Israel, which captured both areas in the 1967 Mideast war, says talks should resume without any conditions.Israel has tried to differentiate between settlements in the West Bank, which is not part of Israel, and east Jerusalem, which it annexed and claims as part of its capital. But the international community, including the U.S., does not recognize the annexation and considers both territories to be occupied.Housing Ministry spokesman Ariel Rosenberg said the latest construction, in the Ramot area of east Jerusalem, was approved by the government long ago but in recent days, the ministry accepted a bid by a company to build the 300 housing units. He said the ministry had solicited the bids last year. Construction is expected to begin within a few months.Ramot is a sprawling development that lies mostly in territory Israel seized in 1967. City workers on Sunday morning were shocked to discover anti-Semitic and anti-Israel graffiti daubed on a synagogue in the center of Jerusalem – the Shmuel Meir synagogue, located in Safra Square, adjacent to the Jerusalem Municipality building.The Square is actually home to numerous local and national government buildings, is centrally located, and is a hub of activity at all hours of the day. The synagogue is named for former Jerusalem Deputy Mayor Shmuel Meir, who was killed in a traffic incident in 1996. The Homat Shmuel neighborhood in south Jerusalem – also known as Har Homa – is named for him as well.The primitive scrawlings were erased within an hour of their being discovered by workers, said Jerusalem Deputy Mayor David Hadari. Writing on his Facebook page, Hadari said that the graffiti was written in Hebrew and Arabic, and included “very insulting comments against Jewish residents of Jerusalem,” so there was little doubt of which ethnic group the perpetrators belonged to. “Thanks to the great efficiency of the city workers, we were able to remove the graffiti quickly, so I was unable to get a photo in time,” he wrote.
As to the motivation for the attack, Hadari said that it could be an Arab version of a so-called “price tag” attack. Such attacks, usually involving graffiti and slashed tires, are generally attributed in the media to Jews, with media sources reporting very precisely on the actions. However, Hadari said, the media had not bothered to cover the synagogue desecration. “It appears they are not very interested in Arab 'price tag' attacks,” he wrote.

Erdogan rejects 'dictator' claims

Lutheran assembly elects first openly gay bishop

Dr. R. Guy Erwin comes after the church's controversial rule change in 2009 that allowed gays and lesbians to be ordained in the nation's largest Lutheran denomination. More than 600 congregations have left the denomination since the change."The ELCA is a church that belongs to Christ, and in it there is a place for all," said church spokeswoman Melissa Ramirez Cooper. "The election of Pastor Erwin illustrates what many in the 4 million-member church believe: that God calls each of us by name."Erwin, a resident of the Woodland Hills area of Los Angeles, currently serves as a pastor at Faith Lutheran Church and a professor of Lutheran Confessional Theology at California Lutheran University. He has also served on a variety of boards and committees of church-related institutions and agencies.Ordained in May 2011, Erwin said he waited years for the recognition and he brings a "deep faith in Christ's presence in his church lived out in 20 years of parish experience blended with university and seminary-level teaching."Officials say the "partnered gay man" is also the first Native American to be elected. Erwin is part Osage Indian.Erwin earned a doctorate degree, two master degrees and Bachelor of Arts degree at Yale University. Floods threaten Prague's historic centre after days of rain

Twisters, floods sweep across Midwest, Plains

OKLAHOMA CITY (AP) — Emergency officials set out Saturday to assess damage from a series of violent storms and tornadoes that killed nine people as it swept through Oklahoma City and its suburbs with tornadoes, large hail and heavy rain. More than 100 people were injured.Muddy floodwaters stood several feet deep in the countryside surrounding the metro area. Torrential downpours followed for hours after the twisters moved east, and water damage was reported at the city's airport. The storms battered a state still reeling after the top-of-the-scale EF5 tornado that ripped through suburban Moore last month, killing 24 people and decimating neighborhoods.Water surged hood-high on many streets, snarling traffic at the worst possible time: Friday's evening commute. Even though several businesses closed early so employees could beat the storm home, highways were still clogged with motorists worried about a repeat of the chaos in Moore.Bart Kuester, 50, a truck driver from Wisconsin, said he was driving along Interstate 35 past Moore when he realized a dangerous storm was approaching."I heard the sirens going off and I could see it coming," he said.Kuester said the interstate was flooded and jammed with people trying to outrun the storm."Everyone was leaving. ... Just because that one that hit Moore was so fresh in their memory," he said.Though it was in the tornado warning zone, Moore was spared major damage by the storms, but still experienced heavy rain and high wind. A convention center where the town held its graduation in the days after the storm suffered minor flooding damage, officials said.The Oklahoma County Sheriff's Office said a man was missing from a vehicle near Harrah, east of Oklahoma City, and a pair of sinkholes were reported on each side of the metro area.When the storm passed between El Reno and Yukon, it barreled right down Interstate 40 for more than two miles, ripping billboards down to twisted metal frames. Debris was tangled in the median's crossover barriers, including huge pieces of sheet metal, tree limbs, metal pipes, a giant oil drum and a stretch of chain-link fence.The warped remains of a horse trailer lay atop a barbed-wire fence less than 50 yards from the highway.Violent weather also moved through the St. Louis area. Early aerial images of the storm's damage showed groups of homes with porches ripped away, roofs torn off and piles of splintered wood scattered across the ground for blocks. Southern Calif wildfire explodes in size overnight

(AP) — Firefighting teams in California and New Mexico are battling early season wildfires that have blackened thousands of acres and threatened homes and building, spurring numerous evacuations.Residents of more than 1,000 homes were ordered to leave as erratic winds pushed a wildfire closer to two foothill communities, where officials said five structures, possibly homes, were destroyed Saturday.Meanwhile, an uncontained blaze near Santa Fe, N.M., had spread to nearly 10 square miles by Saturday night, making it apparently the largest of several wildfires burning in the West as it placed the city under a blanket of haze. The thick smoke also covered the Gallinas Canyon and Las Vegas, N.M.

The fire in New Mexico's Santa Fe National Forest is burning just 25 miles from the city, prompting the Red Cross to set up an emergency shelter at a nearby high school.Officials asked residents in about 140 homes, mainly summer residences, to evacuate as a crew of more than 400 battled the flames near the communities of Pecos and Tres Lagunas.Crews also cleared out campgrounds and closed trailheads in the area as they worked to prevent the fire from moving toward the capital city's watershed and more populated areas.

The state Department of Health warned residents in the Pecos, Santa Fe and Espanola areas to prepare for smoke and take precautions by avoiding prolonged or physical activity outdoors."Potentially unhealthy conditions could occur in these communities overnight and into the early morning," a statement released by health officials said.Another New Mexico blaze, the Thompson Ridge fire near Jemez Springs, grew to nearly two square miles by Saturday night, state forestry officials said. Quakes kill 2 in Taiwan, injure 33 in Philippines

TAIPEI, Taiwan (AP) — A strong earthquake jolted Taiwan on Sunday, killing two people and injuring at least 21 others and causing panicked shoppers to rush out of a shaking multi-story department store, officials said.Another earthquake jolted the southern Philippines late Saturday, injuring at least 33 people and damaging more than 140 houses.The tremor that hit Taiwan on Sunday afternoon was felt all over the island, but most severely in the central and southern regions. The magnitude-6.3 quake's epicenter was near Jenai township in Nantou County in central Taiwan, about 250 kilometers (155 miles) south of Taipei, the Central Weather Bureau said.In Mountain Ali in the southern part of the island, a man was killed by a rockslide while driving a car on a mountain road, the Taiwan Fire Agency said in a statement. Another man was killed by a falling rock when he was working at a farm in Chushan, near the epicenter.Rockslides at a scenic mountainous area near the epicenter injured several people, the agency said. In all, 21 people were injured by the earthquake, many by fallen objects.Workers removed fallen rocks and repaired a damaged mountain road in Nantou, allowing more than 100 stranded tourists to pass.Shoppers screamed and ran out of a 12-story department store that shook violently for nearly a minute, TV stations reported from the central city of Taichung.
