ANDREA TORNIELLI Milan “I felt moved and shocked by my meeting with Pope Francis...” The Ecumenical Patriarch of Constantinople, Bartholomew, takes a sip of water during a short break in what is going to be a pretty busy day. He has just held a prayer session in the church where Milan’s Greek Orthodox community worships, right in the heart of the city, in Piazza Borromeo. During the refreshment break before lunch, the patriarch agrees to speak to Vatican Insider for a minute or two. The conversation started off with a few comments on the fraternal meeting the Patriarch had with Pope Francis on the day of the mass for the inauguration of the Bishop of Rome. This was the first time a Patriarch of Constantinople attended a papal inauguration ceremony.“It was a lovely and very intense meeting,” Bartholomew said. “I felt moved and I really hope the successor of the Apostle Peter and the successor of the Apostle Andrew, his brother, will decide to do the pilgrimage to Jerusalem next January.” The Patriarch of Constantinople even invited Francis to visit the Holy Land: “We would like to commemorate the fiftieth anniversary of the embrace between Pope Paul VI and Patriarch Athenagoras, in January 1964. The Patriarch of Jerusalem also agrees.” Bartholomew also invited Pope Bergoglio to Istanbul for the Feast of St. Andrew on 30 November: “We invited him to visit this year or the next.”The Patriarch said the first steps taken by Francis in the field of ecumenical dialogue are very important. “We are very glad he has given such focus to his role as “Bishop of Rome”. And we are also glad about his decision to nominate eight cardinals as advisors: this is similar to the synod system in our Church.” Bartholomew went on to make a joke about Francis’ decision to stay in the Sanctae Marthae residence: “When we met there, the fact we were both living in the Domus Sanctae Marthae meant we had the chance to have a few brotherly chats and sit down to table together. As you know, the Pope took the suite I usually stay in when I come to the Vatican. At one point he said to me: “I stole your room...” to which I replied: “You’re welcome to have it!””.The Patriarch is being presented with more and more chances “to demonstrate our good will and our determination to continue ecumenical dialogue.” “There are some elements, within Orthodoxy as well, that make this difficult, but we need to overcome these difficulties in order to proceed with theological dialogue,” Bartholomew admitted.While Vatican Insider waited for the Patriarch to finish greeting all those who had made contributions during the prayer session, one of his closest collaborators told us about something that happened during the Synod of Bishops last October. When in Rome, Bartholomew met with Benedict XVI and invited him to join the pilgrimage to Jerusalem in January 2014, following in the footsteps of Paul VI and Athenagoras. To which Ratzinger replied: “It’s a great idea but it’s probably best if I leave that to my successor...” Neither Bartholomew nor any of those present at the time thought anything of the former Pope’s answer. Little did they know he had already decided he was going to announce his resignation about a month or so later.

The Holy See needs to rebuild the interrupted dialogue between art and faith, Vatican "culture minister" Gianfranco Ravasi says. The Genesis is going to be the theme of the Vatican stand

Alessandro Speciale vatican city The Holy See is to participate in the Venice Biennale, the great international visual arts exhibition, for the first time this year. This marks a return to the patronage of arts of the Renaissance papacy and the papacies of later centuries. The Vatican “minister of culture”, Cardinal Gianfranco Ravasi, said that by taking part in the Biennale, the Holy See aims to rebuild the dialogue between art and faith which was interrupted on a number of occasions over the past century. These “divorces” were not always consensual. 
The Vatican stand – which cost 750 thousand Euros, of which 300 thousand were contributed by the Biennale organisation and the rest came from sponsors such as Italian energy company Eni and Intesa San Paolo bank – will be split into three sections, which will all have the Genesis theme in common. The first section, dedicated to Creation, is being prepared by Milanese audiovisual group Studio Azzurro; the second section on the theme of De-Creation has been placed under the creative leadership of Czech photographer, Josef Koudelka, who photographed Prague’s invasion by Soviet tanks in 1968; the last section is on New Humanity or Re-Creation and is the work of American painter Lawrence Carroll, of the “Poor Art” movement, who creates works of art partly out of recycled material. The stand pays homage to Vatican artistic tradition displaying a Triptych by Tano Festa, inspired by Michelangelo’s Sistine Chapel masterpiece. 
The artists’ personal religious beliefs were not taken into consideration when they were commissioned, the Vatican revealed in its presentation of the initiative today. By participating in the Biennale we hope to establish a genuine dialogue between religion and new art forms,” Ravasi said. “This is why we see this as an important experience, which links back to the great old tradition of art and faith, which are sisters in culture’s journey,” he added.After the divorce between contemporary art and the Church, artists often chose the path of provocation – which according to Ravasi was sometimes blasphemous – in relation to faith. In 2001 the Venice Biennale exhibited La Nona Ora (the Ninth Hour) by Maurizio Cattelan, a piece depicting John Paul II struck by a meteorite.Ravasi believes Venice is just a first step: in the future, everything will depend on what Pope Francis thinks. But the cardinal said it was “likely” the Vatican would be taking part in Milan’s universal Expo. “Don’t expect a big tree, just a shoot – he said about the Venice stand -: this is just a start. What we want is to create a meeting point between art and faith, in the hope that it will be put to good liturgical use. However, this is not the aim of the Vatican stand on this occasion. This is a test run let’s say. It’s the beginning of something.”Ravasi’s only regret is that there are no women participating, except for Micol Forti (director of the Vatican Museum Contemporary Art Collection, ed.), one of the stand’s creators.The inauguration of the Vatican stand at the Venetian Arsenal will take place on 31 May, at 16:30 and will remain open until 24 November.

The Truth About the
Palestinian People

The 1948 Israeli War of Independence was between the neighboring Arab countries and the newly formed state of Israel. The Arab countries did not send troops to help the people that are today known as "Palestinians" but rather they sent troops to drive the Jews into the sea. Most of the "Palestinian Arabs" fled to avoid the fighting. Remember, in 1948 they were not referred to as "Palestinians". This name was was created by the Soviet disinformation masters in 1964 when they created the Palestinian Liberation Organization (PLO). The term "Palestinian People" as a description of Arabs in Palestine appeared for the first time in the preamble of the 1964 PLO Charter, drafted in Moscow. The Charter was affirmed by the first 422 members of the Palestinian National Council, handpicked by the KGB. This term was formally used by newspapers around the world after 1967.United Nations Resolution 181 recommended a partition of the territory from the British Mandate for Palestine into two states - one for Jews and one for Palestinian Arabs. But the rejection of partition by the Arabs left in place as the legally operative Mandate for Palestine, the 1924 Anglo-American Convention, and Article 80 of the United Nations Charter. All of the Arab countries objected to the creation of the Jewish state and fought a war against its creation. This was Israel's War of Independence in 1948. Despite their superior numbers, the Arab countries lost the war and the Palestinian state never materialized because of this loss. In the war that was waged, the territory allotted to be the Palestinian state by the UN partition resolution was divided between Israel and Jordan. The "Palestinian Arabs" were rejected by every single Arab country, with the exception of the small percentage that ended up in refugee camps in Jordan where they remain to this day.

A Few Forgotten Facts

1. Israel became a nation in 1312 BCE, two thousand years before the rise of Islam.
2. Arab refugees in Israel began identifying themselves as part of a Palestinian people in 1967, two decades after the establishment of the modern State of Israel.
3. Since the Jewish conquest in 1272 BCE, the Jews have had dominion over the land for one thousand years with a continuous presence in the land for the past 3,300 years.
4. The only Arab dominion since the conquest in 635 CE lasted no more than 22 years.
5. For over 3,300 years, Jerusalem has been the Jewish capital Jerusalem has never been the capital of any Arab or Muslim entity. Even when the Jordanians occupied Jerusalem, they never sought to make it their capital, and Arab leaders did not come to visit.
6. Jerusalem is mentioned over 700 times in Tanach, the Jewish Holy Scriptures. Jerusalem is not mentioned once in the Koran.
7. King David founded the city of Jerusalem. Mohammed never came to Jerusalem.
8. Jews pray facing Jerusalem. Muslims pray with their backs toward Jerusalem.
9. In 1948 the Arab refugees were encouraged to leave Israel by Arab leaders promising to purge the land of Jews. Sixty-eight percent left without ever seeing an Israeli soldier.
10. The Jewish refugees were forced to flee from Arab lands due to Arab brutality, persecution, and slaughter.
11. The number of Arab refugees who left Israel in 1948 is estimated to be around 630,000. The number of Jewish refugees from Arab lands is estimated to be the same.
12. Arab refugees were intentionally not absorbed or integrated into the Arab lands to which they fled, despite the vast Arab territory. Out of the 100,000,000 refugees since World War II, theirs is the only refugee group in the world that has never been absorbed or integrated into their own people's lands. Jewish refugees were completely absorbed into Israel, a country no larger than the state of New Jersey.
13. The Arabs are represented by eight separate nations, not including the Palestinians. There is only one Jewish nation. The Arab nations initiated all five wars and lost. Israel defended itself each time and won.
14. The PLO's Charter still calls for the destruction of the State of Israel. Israel has given the Palestinians most of the West Bank land, autonomy under the Palestinian Authority, and has supplied them.
15. Under Jordanian rule, Jewish holy sites were desecrated and the Jews were denied access to places of worship. Under Israeli rule, all Muslim and Christian sites have been preserved and made accessible to people of all faiths.
16. The UN Record on Israel and the Arabs: of the 175 Security Council resolutions passed before 1990, 97 were directed against Israel.
17. Of the 690 General Assembly resolutions voted on before 1990, 429 were directed against Israel.
18. The UN was silent while 58 Jerusalem Synagogues were destroyed by the Jordanians.
19. The UN was silent while the Jordanians systematically desecrated the ancient Jewish cemetery on the Mount of Olives.
20. The UN was silent while the Jordanians enforced an apartheid-like a policy of preventing Jews from visiting the Temple Mount and the Western Wall.

There Was Never A Country
Called Palestine

If you consider Palestine to be a "Sovereign" and "Independent" country that goes back through most of recorded history as many would have you to believe, then a few questions need to be answered:
  • When was it founded and by whom?
  • What were its borders?
  • What was its capital?
  • Who was the President?
  • What was its form of government?
  • What were its major cities?
  • What constituted the basis of its economy?
  • Who was the Palestinian leader before Yasser Arafat?
  • Was Palestine ever recognized by a country whose existence, at that time or now, leaves no room for interpretation?
  • What was the language of the country of Palestine?
  • What was the prevalent religion of the country of Palestine?
  • What was the name of its currency and what was the approximate exchange rate of the Palestinian monetary unit against the US dollar, German mark, GB pound, or Japanese yen on any particular date?
  • And, finally, since there is no such country today, what caused its demise and when did it occur?
If these so-called "Palestinians" are anything but a generic collection of Arabs from all over the rest of the Arab world and if they really have a genuine ethnic identity that gives them right for self-determination, then why did they never try to become an independent and sovereign nation until Arabs suffered their devastating defeat in the Six Day War in 1967?

The Ten Commandments of Arab Lies

  1. The "Palestinian People" have an historic connection to the land.
    This is very interesting since there is no such thing as a "Palestinian People". When the Romans changed the name of Israel to Palestine, the people living there at the time were Jews, not Arabs. If there had been a "Palestinian People", which there never was, they would have been Jews.
  2. The Palestinian People have been in the land from time immemorial.
    For centuries pre-Israel Palestine was a forgotten, desolate wasteland inhabited by a remnant of Jews, along with some Christians and wandering Bedouins who certainly had no thought of a national identity of any kind.
  3. There were no Jews in Palestine until Israel became a state in 1948.
    The Romans officially banished the Jews from Israel (Palestine) in 135 CE. However, historical records show there was always a Jewish presence in the land. While many were scattered, other Jews simply moved out of harm's way until a less hostile power ruled the land. Jews were returning to what is now Israel well before 1948. Many left Russia after the Bolshevik Revolution in 1917.
  4. Arabs and Jews lived in harmony before Israel became a state.
    Throughout the centuries, Jews as well as Christians, living under Islamic rule suffered persecution and humiliation, the intensity of which was determined by the character of a particular Moslem ruler. As second-class citizens, there was never a "good time" for non-Muslims living under Islamic rule. Because of the way that most Islamic countries look down on non-Muslims, they are always considered second-class citizens and less than equal. Arabs have rarely lived in harmony with anyone if they were the majority.
  5. The returning Jews displaced the Palestinian Arabs
    The ancestors of most of the present-day Arab population migrated to the land after Jewish pioneers began to reclaim the land. They came from many different countries and were not original inhabitants of the land.
  6. The Jews stole Arab land
    Jews returning to the land settled on unclaimed, unoccupied land or bought land from absentee Arab landowners at outrageously high prices. This is a matter of record.
  7. The Jews forced Arabs to flee Palestine
    When Israel was declared a state in 1948, leaders from the surrounding Arab countries declared war on Israel and instructed the Arab civilians living in the land to flee until the Jews were annihilated. Israeli leaders, to no avail, urged the Arabs to stay. Property that they owned was abandoned.
  8. The Jews caused the Arab refugee problem
    If Arab countries would assimilate and care for the "Palestinian" refugees, as Israel did for their Jewish refugees, there would be no refugee problem. Instead they use the refugees as political pawns in their struggle against Israel. No Arab country that wants "Palestinian Arabs" in their country as they would rather use the "Palestinian Arabs" as pawns rather than assimilate them into their populations and bring peace to the Middle East.
  9. Israel is the aggressor against defenseless Palestinians
    In its brief history, Israel has had one war after another and each time they are blamed as the aggressor. The Arabs do not recognize the right of Israel to exist and are in a constant state of hostility against Israel. Their aim is to destroy Israel.
  10. Jerusalem is holy to Muslims
    While Jerusalem is mentioned over eight hundred times in the Bible, it is not mentioned one time in the Koran. Muslims have had little or no interest in Jerusalem until the Jewish presence in modern times.

Thousands of Palestinians mark 65 years since displacement

RAMALLAH, West Bank (Reuters) - Palestinians clashed with Israeli forces in the occupied West Bank on Wednesday during demonstrations to mark 65 years since what they call the Nakba (Catastrophe) when Israel's creation caused many to lose their homes and become refugees.A shell fired from Gaza, which is ruled by the Islamist movement Hamas, exploded in an open area of Israel but caused no injuries, according to an Israeli military spokesman. There was no immediate claim of responsibility from militants in Gaza.
U.S. Secretary of State John Kerry is to return to the region on Tuesday in another bid to revive peace talks frozen since 2010.But a resolution remains elusive and many Palestinians cling to a desire for refugees and descendants to return to ancestral lands now in Israel - an idea Israel rejects, saying it would spell the end of the Jewish state.Protesters skirmished with Israeli forces outside a refugee camp near the West Bank city of Hebron and at a prison near Ramallah, leaving several Palestinians injured.Israeli police in Jerusalem scuffled with Palestinian protesters, tossing stun grenades and making several arrests.Thousands also rallied in the main square of Ramallah, the Palestinians' de facto capital while Jerusalem remains under Israeli control, holding up placards with the names of villages depopulated in 1948 and old keys, symbols of lost homes.
"For the sake of my future and to return to my family's land, I don't want any more useless negotiations but the path of resistance and the rifle," said Ahmed al-Bedu, a gangly 15-year-old Palestinian who holds Jordanian citizenship.Local Arabs and the armies of neighboring Arab states failed in a 1948 war to stop the Jews settling in Palestine, who cited biblical ties to the land and a need for a Jewish state, which up to that time was under British colonial control.
5.3 MILLION REGISTERED REFUGEES
Many Arab residents fled or were expelled by force from their homes and prevented from returning. Only Jordan, which now has a peace treaty with Israel, gave the refugees citizenship.According to official Palestinian figures published this week, 5.3 million Palestinians - almost half of their total number in the world - are registered by the United Nations as refugees in Syria, Lebanon, Jordan, the West Bank and Gaza.
Many of them live in the concrete warrens of overcrowded camps, with poor access to employment and basic services.Mahmoud Abbas, president of the Western-backed Palestinian Authority and himself a refugee from a town now in northern Israel, stoked Palestinian outrage last year by telling an Israeli news channel he did not seek to return home.Saeb Erekat, Abbas's top negotiator with Israel, said on Wednesday that sectarian conflicts in Syria and Iraq endangered Palestinians there and that Israel's "refusal to assume responsibility for the refugee question" and to agree on a "just solution" for them was harming prospects for peace.The Palestinian Authority seeks an independent state in the West Bank and Gaza Strip with East Jerusalem as its capital - all lands captured by Israel in the 1967 Middle East war. Palestinians mark their 1948 displacement

RAMALLAH, West Bank (AP) — Tens of thousands of Palestinians marked the 65th anniversary of their mass displacement during the war over Israel's 1948 creation, marching in the streets and in some parts of the West Bank clashing with Israeli security forces.Every May 15, Palestinians hold rallies to commemorate the "nakba," or "catastrophe" — the term they use to describe the displacement, when hundreds of thousands of Palestinians fled or were driven from their homes during the fighting. The dispute over the fate of those Palestinians and their descendants, now numbering several million people, remains at the core of the Arab-Israeli conflict.Israel views the Palestinians' return as demographic suicide and expects the displaced and their descendants to be taken in by a future Palestinian state. But intermittent Israeli-Palestinian attempts to agree on the terms of such a state have so far failed.Across the West Bank on Wednesday, sirens wailed at noon for 65 seconds to commemorate the 65 years since the "nakba." Thousands marched in Ramallah from the grave of the late Palestinian leader Yasser Arafat to the city center. Many wore black in a sign of mourning, holding Palestinian flags and large keys symbolizing the homes they left behind."The right of return will not die," chanted the protesters. Schools closed at midday and parents brought their children to the demonstration.In Ramallah, 38-year-old Manwal Awad brought her 11-year-old twins to the protest. "Every year I bring them with me to inherit the story of our nakba, and to keep the dream of return," she said.
Rallies were elsewhere in the West Bank as well, and in several places demonstrators throwing rocks clashed with Israeli security forces, who responded with tear gas, Israel's military said. Near the volatile city of Hebron, a fire bomb hit at an Israeli military vehicle, causing it to overturn and injuring four soldiers, the military said.In east Jerusalem, Israeli police used water cannon and officers on horseback to disperse an "illegal march," police spokesman Micky Rosenfeld said. Fourteen protesters were arrested, as was a Palestinian suspected of attacking a Jewish man as he walked near the Old City, he said.In Gaza, around a thousand people marched to the U.N. headquarters in Gaza City, where the demonstrators chanted: "We shall return. Defense Minister Moshe Yaalon has frozen a plan to build a new Palestinian Authority Arab city which would have taken away 2,000 dunams of Israeli land, the Ma’ariv daily reported on Tuesday.Yaalon’s decision came a day after the same newspaper reported that the Civil Administration for Judea and Samaria is working diligently on advanced plans for establishing a new PA city near Jericho.Ma’ariv reported that Nu'aimah, as the city stands to be called, is intended to house tens of thousands of residents and that Israel will transfer close to 2,000 dunam (500 acres) of land from the Jordan Valley Regional Council to the PA for the ambitious project.The Civil Administration claimed that the establishment of Nu'aimah will reduce the phenomenon of illegal construction by PA residents.The move was met with anger by the Yesha Council, which responded to the report by calling it “the theater of the absurd.""The state of Israel is advancing programs for thousands of dwelling units in Area C [which under Israeli security control] while there are wide sections of Areas A and B [under PA control] where they can be settled and they are stopping the tenders for building for Israeli settlement in Area C," said the Yesha Council.Following the Ma’ariv report, the Yisrael Sheli (My Israel) movement asked its many supporters to contact Minister Yaalon via Facebook and demand that he halt the plans.MK Motti Yogev (Bayit Yehudi), who heads a subcommittee of the Knesset’s Foreign Affairs and Defense Committee which deals with issues pertaining to Judea and Samaria, contacted Yaalon as well, asking for details about the project. Advanced Russian missile launchers that Israel was trying to prevent from falling into Syrian hands have already been transferred to President Bashar al-Assad’s regime, the London-based Arabic-language Al-Quds Al-Arabi newspaper reported Tuesday.The report was published as Prime Minister Binyamin Netanyahu took off to Russia to convince President Vladimir Putin not to sell advanced Russian missile launchers to Syria.According to the Al-Quds Al-Arabi report, 200 launchers for advanced anti-aircraft S-300 missiles are already in Syrian hands, and Syrian experts have been fully trained to use the launchers and no longer need Russian supervision.The report, cited by JNS, was attributed to a Syrian military official.
Israel fears that Syrian possession of the S-300 system, which is able to intercept drones and cruise missiles, will make future aerial offensives by the Jewish state more difficult, in addition to the possibility of Russian weaponry being obtained by the Hizbullah terror group.“Anyone who provides weaponry to terror organizations is siding with terror,” Tourism Minister Uzi Landau said Monday, according to JNS. Israel has issued a formal complaint against Germany for blocking it from serving on the UN Security Council in 2018, the Israel Hayom daily reported on Tuesday.Israel has never held a position on the council, although nations which violate its citizens’ rights and are a security threat to other countries, such as Syria and Iran, have.The Security Council comprises five permanent and 10 rotating members, elected by the General Assembly for two-year terms and chosen from regional groups. Due to pressures by the Arab League, Israel was removed from the Asian region and placed in the "Western European and others" regional group, explained Israel Hayom.For years Israel has tried to be part of the council, and it seemed as if its calls were answered when it was scheduled to sit on the council in 2018. But Germany recently decided to vie for the 2018 spot, and it is clear that Israel has no chance of winning against Germany, the report said.The Foreign Ministry said that Israel and Germany had an agreement in which Germany said it would not run, but the agreement was now being breached.Israeli Ambassador to Germany Yaakov Hadas has protested to the German Foreign Ministry, Israel Hayom said. German Foreign Minister Guido Westerwelle, who is set to arrive in Israel over the weekend, will be given the same message.Iran, meanwhile, is set to take over presidency of the UN Conference on Disarmament. Nigeria president declares state of emergency

LAGOS, Nigeria (AP) — Admitting Islamic extremists now control some of his nation's villages and towns, Nigeria's president declared a state of emergency Tuesday across the country's troubled northeast, promising to send more troops to fight what he said is now an open rebellion.President Goodluck Jonathan, speaking live on state radio and television networks, also warned that any building suspected to house Islamic extremists would be taken over in what he described as the "war" now facing Africa's most populous nation. However, it's unclear what the emergency powers will do to halt the violence, as a similar past effort failed to stop the bloodshed."It would appear that there is a systematic effort by insurgents and terrorists to destabilize the Nigerian state and test our collective resolve," Jonathan said.Jonathan said the order will be in force in Adamawa, Borno and Yobe states. He said the states would receive more troops, though he will not remove state politicians from their posts. Under Nigerian law, the president has the power to remove politicians from their posts and install a caretaker government in emergency circumstances.The president's speech offered the starkest vision of the ongoing violence, often downplayed by security forces and government officials due to political considerations. Jonathan described the attacks as a "rebellion," at one point describing how fighters had destroyed government buildings and "had taken women and children as hostages.""Already, some northern parts of Borno state have been taken over by groups whose allegiance are to different flags than Nigeria's," Jonathan said.The president later added: "These actions amount to a declaration of war and a deliberate attempt to undermine the authority of the Nigerian state and threaten (its) territorial integrity. As a responsible government, we will not tolerate this."Since 2010, more than 1,600 people have been killed in attacks by Islamic insurgents, according to an Associated Press count. Recently, Nigeria's military has said Islamic fighters now use anti-aircraft guns mounted on trucks to fight the nation's soldiers, likely outgunning the country's already overstretched security forces.Meanwhile, violence pitting different ethnic groups against each other continues, with clashes that kill dozens at a time. In addition, dozens of police officers and agents of the country's domestic spy agency were recently slaughtered by a militia.One of the main Islamic extremist groups fighting Nigeria's weak central government is Boko Haram, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north.The group has said it wants its imprisoned members freed and strict Islamic law adopted across the multiethnic nation of more than 160 million people. It has produced several splinter groups, and analysts say its members have contact with two other al-Qaida-linked groups in Africa.The Islamic insurgency in Nigeria grew out of a 2009 riot led by Boko Haram members in Maiduguri that ended in a military and police crackdown that killed some 700 people.The group's leader died in police custody, in an apparent killing. From 2010 on, Islamic extremists have engaged in hit-and-run shootings and suicide bombings. Recently, however, they've begun to use military-grade weapons, some of which they apparently seized from Nigerian military stockpiles.It remains unclear how much effect Jonathan's announcement will have. In late December 2011, Jonathan declared a similar state of emergency over parts of four states, including Borno and Yobe. The extremist attacks continued despite that.Nigeria's military and police also have been repeatedly accused by human rights activists and others of torturing and summarily killing suspects, as well as burning down civilian homes and killing civilians in retaliation for militant attacks.
The latest incident, in a fishing village in Borno state along the shores of Lake Chad, saw at least 187 people killed and there are allegations that soldiers are responsible. While the military has denied repeatedly that it attacks and kills civilians, the country's armed forces have a history of committing such assaults.Separately on Tuesday, an official in the central Nigerian state of Kaduna said gunmen armed with assault rifles and suspected to be Hausa-Fulani cattle herders killed 11 people in a village there. And in Benue state, a government spokesman said an attack blamed on Hausa-Fulani cattle herders there killed at least 12 people.

EU considers withdrawal of 1 and 2 euro cent coins

Berlin - The European Commission on Tuesday (14 May) tabled several scenarios for the withdrawal of the 1 and 2 euro cent coins, with the cost of printing these coins greater than their use."The production of 1 and 2 cent coins is clearly a loss-making activity for the euro area with the difference between the face value of the coins and the price paid by the state to get them pointing at an estimated total cumulative loss of €1.4 billion since 2002," the commission said in a press release.Public opinion about the 1 and 2 euro cent coins is "rather paradoxical", says the commission, referring to various Eurobarometers. On the one hand, people seem attached to these coins and fear inflation should they to disappear. But on the other hand, they do not re-circulate them.The commission tabled four scenarios on what to do with these coins, based on consultations with business and consumer associations, national treasuries, mints and central banks.Under the first scenario, the coins would continue to be issued at their current cost, without altering their composition, meaning more financial losses for the eurozone. A second scenario proposes the coins to be kept, but to reduce their issuance cost by changing their composition or by increasing the efficiency of coin production.
Scenarios three and four suggest a quick or a gradual withdrawal of the coins. A quick withdrawal would be the cheapest solution, while a gradual one within 3-4 years would have less negative impact on retailers and consumers as it would give them more time to get rid of the unwanted change.But the commission warns of inflation fears that may rise with the suppression of these coins, leading to a hike in consumer prices.The scenarios will now be discussed with member states and the European Parliament before a decision is proposed."The commission does not have a preference for any one of the four scenarios at this point in time. Further discussions with all relevant stakeholders are needed on the basis of the four possible scenarios," it said.

Criminals prefer virtual currencies

BRUSSELS - Criminals are using bitcoins and other unregulated digital currencies as a payment method of choice when blackmailing companies following a data breach.Belgian-based Buy Way Personal Finance told this website on Tuesday (14 May) that it is attacked on a daily basis.But its largest threat came in January when a cyber criminal with the moniker Rex Mundi nabbed the personal details of over 500 potential customers and threatened to dump it all onto the net unless the company forked out €20,000.The threat posted by Rex Mundi read:“We have offered Buy Way not to publish this data on this Internet, for a small fee of course. This fee is EUR 20,000.”Thierry Genard, head of compliance and litigation at Buy Way, said that Mundi had asked to be paid in a digital currency.“The data which Rex Mundi stole was like a ‘dead’ database that should have been destroyed. Normally, it shouldn’t have existed in our system,” he said.
Buy Way did not pay out the ransom and Mundi says he sold the data to another Belgian company.“We don’t know if he sold it or not because no customer has contacted us for the moment. It’s impossible to know what has happened to the data,” says Genard.The Belgian police are pursuing the case but have come up with no leads, he says.Mundi has hacked the servers at Belgian companies Elantis, AGO Interim, French company Credipret and North-American companies AmeriCash Advance and Drake International.In April, Mundi resurfaced again when he breached the client database of the Belgian insurance company ARAG.
Bitcoins appeal to criminals because they are anonymous and are not regulated.The virtual currency combines cryptography and a peer-to-peer architecture and is transferred through a computer or a smartphone without any intermediary financial institution.The combination means there is no central authority to oversee the transaction making it difficult for law enforcement to track the identities of those who use them.“Usually in a blackmail situation, the wiring of the money is the biggest risk for the criminals. It’s the only trace for the police to follow and at the end to find the perpetrator. With bitcoins it is much easier to ask for a ransom,” said Ronald Prins at the Dutch-based IT security company Fox-IT.The company helps authorities improve surveillance, detection and prosecution of cyber criminals.Prins says people who use digital currencies to launder money or as a payment method are highly organised. The most active, he says, are groups typically found in the Ukraine and in Russia.“Last year in Holland they stole €35 million,” he said.
He says criminals are now experimenting with bitcoins as a way to transfer money from people’s accounts directly into their bitcoin accounts.Police investigators specialised in tracking down cyber crime are also uninformed.“Around 80 percent of the policemen involved now in cybercrime, they don’t even know about the notion of digital currency and bitcoins at all, so there is a big gap between the criminals and the people there to combat them,” he said.Prins says the digital currencies can also be used to circumnavigate bank withdrawal restrictions like those imposed on Cyprus.A bailout deal in Cyprus took 60 percent of deposits with over €100,000. People were banned from withdrawing large sums of money.To get around such restrictions, Prins says the more savvy depositors could purchase the bitcoins in Cyprus and cash them into euros at an airport in Europe.“It shows that even the regulation doesn’t work anymore if people are smart enough to buy bitcoins and to go around the regulation,” he said.Advocates for the digital currency say it avoids inflation.Others, like former Wall Street Stock Exchange investor and bitcoin millionaire Max Kesier has called it the “currency of the resistance”.But not everyone is impressed.The bitcoin trading platform Bitcoinica was hacked twice last year and saw the value of the digital currency plummet before regaining later on.The Electronic Frontier Foundation, a US-based organisation that seeks to defend freedom in the digital world, decided to stop accepting donations in bitcoins.They noted that the “bitcoin raises untested legal concerns related to securities law, the Stamp Payment Act, tax evasion, consumer protection and money laundering, among others.”The European Central Bank (ECB) has also expressed some concern.
An ECB report out last year noted that the supply of money for digital currencies does not depend on the monetary policy of any virtual central bank.While the currency has a finite limit, the legal uncertainty and lack of close oversight, could lead to a high-risk situation, notes the report.The virtual currency scheme is for the moment used only by a small number of people. Because of it, the ECB says the currencies pose little threat to financial systems but could change in the future if it comes more widespread.

Cameron's Conservatives table EU referendum bill

The bill, released on Tuesday (14 May), is expected to be sponsored as a private member's bill by a backbench Conservative MP.It has the support of Prime Minister David Cameron but will not be tabled as a government bill because of the coalition agreement with the pro-European Liberal Democrats.The question to appear on the ballot papers is “Do you think that the United Kingdom should remain a member of the European Union?"The radical step is the latest indication that Britain is on the verge of opening the EU's exit door. It also comes as Cameron attempts to face down a rebellion from around 60 Conservative MPs angry that the Queen's speech, which sets out the government's legislative priorities for the next year, does not include provisions for a referendum.Many are also concerned that Cameron's renegotiation plans are predicated on winning the next election expected to take place in 2015.The opposition Labour party has so far refused to match Cameron's referendum promise. But its MPs include a vocal minority of eurosceptics and the party is anxious not to be out of step with public opinion.Cameron in January set out plans to rewrite the terms of the UK's EU membership and then hold referendum in 2017.However, he has come under sustained pressure from within his own party, and from the anti-EU UK Independence party (Ukip) to bring forward the vote.Conservatives are also struggling to stave off the rise in popularity of of Ukip. Led by MEP Nigel Farage, the party made big gains at local council elections earlier this month, picking up over 100 seats and beating the Tories into third place with an estimated 24 percent of the vote.Opinion polls indicate that Ukip would pick up over 15 percent in a general election, the party's highest rating since its creation in the late 1990s.For his part, Farage dismissed the Tories' referendum bill as "nothing more than gesture politics".
At the weekend two Conservative cabinet ministers, Phillip Hammond and Michael Gove, broke ranks indicating that they would support withdrawal from the EU on the basis of the current terms of membership.
UK media have indicated that at least nine senior ministers would favour a "No" vote without a successful renegotiation.Key Conservative demands are likely to include special treatment of the City of London financial sector and an opt-out from employment and social affairs legislation.Meanwhile, the first results of the UK government's 'balance of competences' review, which includes more than 30 audits across a range of EU policy areas, are expected to be published in the coming months.
