Two explosives were thrown in the direction of Rachel's Tomb on Wednesday evening, Army Radio reported, injuring a female tourist. The woman was lightly injured by shrapnel, but did not require a trip to the hospital.150 Palestinians were clashing with security forces in the area, the report added.The clashes began after Shin Bet announced the arrest of Amir Brakhat, a Nablus resident suspect of terrorist activity. Brakhat was released from Israeli prison in 2011 as part of the Gilad Schalit exchange.

WASHINGTON — A nonpartisan, independent review of interrogation and detention programs in the years after the Sept. 11, 2001, terrorist attacks concludes that “it is indisputable that the United States engaged in the practice of torture” and that the nation’s highest officials bore ultimate responsibility for it.The sweeping, 577-page report says that while brutality has occurred in every American war, there never before had been “the kind of considered and detailed discussions that occurred after 9/11 directly involving a president and his top advisers on the wisdom, propriety and legality of inflicting pain and torment on some detainees in our custody.” The study, by an 11-member panel convened by the Constitution Project, a legal research and advocacy group, is to be released on Tuesday morning.Debate over the coercive interrogation methods used by the administration of President George W. Bush has often broken down on largely partisan lines. The Constitution Project’s task force on detainee treatment, led by two former members of Congress with experience in the executive branch — a Republican, Asa Hutchinson, and a Democrat, James R. Jones — seeks to produce a stronger national consensus on the torture question.While the task force did not have access to classified records, it is the most ambitious independent attempt to date to assess the detention and interrogation programs. A separate 6,000-page report on the Central Intelligence Agency’s record by the Senate Intelligence Committee, based exclusively on agency records, rather than interviews, remains classified.“As long as the debate continues, so too does the possibility that the United States could again engage in torture,” the report says.The use of torture, the report concludes, has “no justification” and “damaged the standing of our nation, reduced our capacity to convey moral censure when necessary and potentially increased the danger to U.S. military personnel taken captive.” The task force found “no firm or persuasive evidence” that these interrogation methods produced valuable information that could not have been obtained by other means. While “a person subjected to torture might well divulge useful information,” much of the information obtained by force was not reliable, the report says.

On Tuesday, the Constitution Project, a Washington, DC think tank, released a 600-page report by its “Task Force on Detainee Treatment” documenting decades of war crimes committed by US imperialism and its military and intelligence agencies.The 11-member Task Force spent two years generating the report, interviewing over 100 individuals, including former detainees, military and intelligence operatives, interrogators and politicians in numerous countries. The report details abuse of detainees during the Clinton, Bush and Obama administrations, and geographically covers such mistreatment in Iraq, Afghanistan, Guantanamo Bay and the so-called black sites where the US government hides detainees in secret locations in foreign countries.The report relies on publicly available documents, since the Task Force had no access to records kept by the military on the treatment of detainees. Nor could it compel testimony from witnesses or participants, since it lacked the power to issue subpoenas.Nonetheless, the Task Force amassed an enormous and overwhelming quantity of evidence on US crimes. The report’s introduction contains this indictment of the American government’s conduct in the so-called “war on terror”:“The events examined in this report are unprecedented in US history. In the course of the nation’s many previous conflicts, there is little doubt that some US personnel committed brutal acts against captives, as have armies and governments throughout history. But there is no evidence there had ever before been the kind of considered and detailed discussions that occurred after September 11, directly involving a president and his top advisors on the wisdom, propriety and legality of inflicting pain on some detainees in our custody.”The introductory remarks go on to note: “Despite this extraordinary aspect, the Obama administration declined, as a matter of policy, to undertake or commission an official study of what happened, saying it was ‘unproductive’ to ‘look backwards’ rather than forward.”The report offers a glimpse into the manner in which the judiciary has adapted itself to and facilitated the ever-expanding powers of the executive branch of government. Characterizing the role of the federal courts during the post-9/11 Bush administration, the report makes the following point:“Courts, ever anxious about the possibility of defiance undermining their authority, generally allowed the administration to delay action.” In other words, according to the Task Force, the courts have largely gone along with the anti-democratic measures enacted in the name of the “war on terror” out of fear that the executive branch might simply ignore their rulings, effectively establishing an open presidential dictatorship.A comprehensive account of the details of the report goes beyond the scope of a single article, and the World Socialist Web Site intends to devote additional articles to the material laid out in this important study. But by way of introduction, the section headings provide a sense of the report’s scope. They include: “Detention at Guantánamo,” “The Legal Process of The Federal Government After September 11,” “Rendition and the ‘Black Sites,’” “The Role of Medical Professionals in Detention and Interrogation Operations,” “True and False Confessions: The Efficacy of Torture and Brutal Interrogations.”The report declares that the US government “indisputably” engaged in torture, which was approved by “the nation’s highest officials.” Specifically, the Task Force rejects the notion that stress positions, sleep deprivation, exposure to continuous loud music, water boarding and other “enhanced interrogation tactics” do not amount of torture under US and international law.As of late 2012, the Task Force writes, the US military was still capturing around 100 persons every month for detention at the notorious Baghram Air Base prison in Afghanistan, many of them grabbed in night raids.The report notes that “extraordinary renditions” became a regular practice during the Clinton administration in the late 1990s. Richard Clarke, the chief counter-terrorism adviser to Clinton, is quoted as saying Clinton approved every single “snatch” operation he was asked to review.The Task Force declares that US personnel committed acts of torture and other cruel, degrading or inhumane acts at the CIA’s “black sites” against the victims of extraordinary rendition.
Following the 9/11 attacks, the report points out, military psychologists were told they had no obligation to follow any medical ethical standards aside from those handed down by the military itself.The report notes that one of the first detainees in the “war on terror,” the supposed “20th hijacker” in the 9/11 attacks, Mohammed Al Qahtani, was interrogated for 20 hours per day for seven weeks. He was interrogated in stress positions with military working dogs present and held in solitary confinement. He was also questioned naked in front of female interrogators, led around on a leash and made to bark like a dog, over-injected with IV fluids in order to make him urinate on himself, and forced to wear women’s underwear.An Army pathologist’s report on the in-custody death of a detainee known only as Daliwar at Bagram Air Base found that the prisoner’s legs were beaten so savagely that they became “pulpified,” and that his injuries resembled those of someone who had been run over by a truck. Daliwar, a 22-year-old taxi driver, was innocent of any crime.A picture emerges of the preparations for a police state, from the more embryonic stage under Bill Clinton to the more open and developed stage under George W. Bush and Barack Obama.The Constitution Project’s report documents the regular use of torture at the Guantanamo Bay internment camp, which has become a symbol of the brutality of American imperialism. Some 166 men have been detained there for years, most without having been accused of a crime, and all without a trial or basic due process of law. Many have tried to commit suicide. Six have succeeded.The release of the new study coincided with a crackdown by US military guards at Guantanamo against a month-long hunger strike by as many as 100 detainees.
On Monday, the New York Times published a letter from current inmate Samir Naji al Hasan Moqbel, which sheds light on the savage treatment that he and his peers endure.“I will never forget,” the inmate states, “the first time they passed the feeding tube up my nose. I can’t describe how painful it is to be force-fed this way. As it was thrust in, it made me feel like throwing up. I wanted to vomit, but I couldn’t. There was agony in my chest, throat and stomach. I had never experienced such pain before. I would not wish this cruel punishment upon anyone.”The Task Force report points to the international legal condemnation of force-feeding detainees and recommends that the practice cease immediately.The Constitution Project’s report on detainee treatment is as an encyclopedia of criminality, although the study’s liberal authors refrain from drawing substantive conclusions and offer only the most feeble recommendations.But while they do not propose that anyone be prosecuted, their findings provide powerful evidence for war crimes proceedings against three US presidents and their subordinates, including cabinet members, Department of Justice lawyers, military commanders and intelligence officials.

Boston Bombing Culprits Identified?

UPDATE: FBI briefing on Boston bombings postponed. The FBI said it “needs more time to prepare” before speaking to the media. Struggling to get their narrative straight in the aftermath of numerous men with backpacks being identified? Photos collated on the 4chan website show numerous images of suspicious individuals wearing large backpacks present at the scene of the Boston Marathon bombings.
Three of the men appear to be Arab or Middle Eastern in appearance, whereas another two of the individuals are white.The images show the men looking away from the marathon runners, talking on cellphones and running from the scene immediately after the blast.Remains of one of the backpacks are also photographed yards from where one of the bombs exploded. The FBI states that at least one of the pressure cooker devices used in the bombing was housed in a backpack.Some of these men may have merely been victims, but the image of the two men standing together wearing the same clothes and carrying heavy backpacks and wearing credentials suggests they may have been involved in a drill or in the actual attack. One of individuals, a white man whose backpack was found at the scene of the bombing, looks badly dressed and disheveled.The Associated Press is now reporting that authorities have identified a suspect wearing a “black jacket on a cell phone, wearing a gray hoodie and a white baseball cap backwards placing a black bag at the second bomb site outside of the Forum restaurant on Boylston Street and then leaving the area before that explosion,” a description which closely but not specifically could be applied to more than one different man identified in the photos below.As eyewitness Ali Stevenson reported, marathon runners were told before the bombing that a “drill” was taking place involving bomb sniffing dogs and spotters of roofs and to remain calm, although police later denied that any exercise had taken place.CNN reported that authorities have identified one of the suspects involved in the attack by means of “video from a department store near the site of the second explosion” and “video from a Boston television station.” CNN backed off a report that a suspect had already been arrested.The Boston Globe also reports that, “authorities have an image of a suspect carrying and possibly dropping a black bag at the second blast site on Boylston Street.”
NewsCenter5 is reporting that, “An arrest is imminent or may have already taken place,” and that the individual is being taken to court.

Savvy Internet sleuths have found images taken from surveillance cameras of members of the crowd gathered at the Boston Marathon that appear to identify Navy SEALs.For comparison, below are a few photos of late Navy SEAL Chris Kyle. The reason this is important is because the Boston Police Commissioner is on record stating that they had “no specific intelligence” that there was a drill, while University of Mobile coach and marathon participant Alastair Stevenson has publicly stated that there was announcements telling people to stay calm and not be alarmed because beefed-up security was part of a “training exercise.”If police were aware of a perceived threat, wouldn’t it make more sense to be announcing an evacuation order rather than tell everyone to stay calm? BOSTON (Reuters) - Boston Marathon bombing investigators on Wednesday entered the third day of their hunt with an emerging picture of the target: a suspect or suspects carrying heavy bags or backpacks made of dark nylon.While still unable to conclude whether a group or individuals were responsible for the attacks that killed three people and wounded 176, and whether they were foreign or American, investigators gathered enough evidence at the crime scene on Tuesday to slightly narrow their search.The two blasts struck seconds apart on Monday at the finish line of the race, maiming victims with shrapnel-packed bombs that investigators suspect were contained in pressure cookers. Seventeen people remained in critical condition.President Barack Obama, who will travel to Boston on Thursday for a memorial service, has called the bombings an "act of terror." It was the worst bombings on U.S. soil since security was stepped up following the suicide hijack attacks of September 11, 2001.No suspects were in custody and there were no claims of responsibility.Evidence collected at the scene was being reconstructed at the FBI laboratory in Quantico, Virginia, said Richard DesLauriers, the Federal Bureau of Investigation's special agent in charge in Boston.
Among the items recovered were pieces of black nylon that could be from a backpack, fragments of ball bearings and nails, and possibly the remains of a pressure cooker device, DesLauriers said.Bomb scene pictures produced by the Boston Joint Terrorism Task Force and released on Tuesday show the remains of an explosive device including twisted pieces of a metal container, wires, a battery and what appears to be a small circuit board.One picture shows a few inches of charred wire attached to a small box, and another depicts a half-inch nail and a zipper head stained with blood. Another shows a Tenergy-brand battery attached to black and red wires through a broken plastic cap. Several photos show a twisted metal lid with bolts.A U.S. government official, who declined to be identified, made the pictures available to Reuters.
In addition, Boston's WHDH television showed a picture of an unattended, light-colored bag on the ground right at one of the bomb sites before the explosion. The bag was gone in a picture from a similar angle taken after the blasts. Authorities had yet to comment publicly on the significance of the pictures.The youngest to die was an 8-year-old boy, Martin Richard, from the city's Dorchester neighborhood.Officials identified a second person killed as Krystle Campbell, 29, of Medford, Massachusetts.The third fatal victim was a Chinese citizen whose identity was not being made public at the request of the victim's family, the Chinese Consulate in New York said in a statement. An arrest of a suspect in the Boston Marathon double bombing is said to be imminent, according to the Associated Press, after a source told the Herald video surveillance shows a suspect dropping a black bag at the scene of the second bombing on Boylston Street.The second bombing was in front of 755 Boylston St., where a Starbucks Coffee shop and Forum restaurant are located.The clear video image shows the suspect placing a package and leaving the site, sources tell the Herald and CNN. The package matches a description of what police are looking for. The video used is from the Lord and Taylor store nearby at 760 Boylston Street, sources say.They also have a facial image of a suspect, CNN reports. Herald sources are not giving a description of the suspect. CNN is reporting the suspect has been arrested. The FBI has scheduled a press conference today at 5 p.m. at the Westin Hotel at Copley Place.As the Herald reported today, the FBI is searching for a black, nylon bag or backpack used to carry pressure-cooker bombs -- packed with BBs and nails with explosives packed inside.

WASHINGTON (Reuters) - Authorities on Tuesday intercepted a letter sent to Mississippi Senator Roger Wicker that preliminary tests showed contained the deadly poison ricin, and the Capitol police, FBI and other agencies have launched an investigation.The letter has been sent for further analysis to an accredited laboratory, Capitol police said Tuesday night.It was postmarked from Memphis, Tennessee, and had no return address, Terrance Gainer, the Senate sergeant at arms, said earlier in a warning to members of the Senate.Gainer first said in a statement that the substance had tested positive for ricin, which is found naturally in castor beans and can cause death from exposure to as little as a pinhead amount, usually within the first 72 hours.Police later issued a statement saying the test was "preliminary" and "indicated" that ricin had been found in the letter.It was intercepted in a mail handling facility and quarantined, the statement said.
"Senate employees should be vigilant in their mail handling processes for ALL mailings," Gainer said in his written statement.Members of the Senate were briefed on the incident by Gainer during a meeting with FBI Director Robert Mueller and Janet Napolitano, the secretary of Homeland Security, on Tuesday on the bombings in Boston.Several senators told reporters after the briefing that the incident reminded them of the anthrax attacks in the wake of the September 11, 2001, attacks on the Pentagon and World Trade Center.
The ricin test came one day after the explosions at the Boston Marathon that killed three people and injured 176."I don't know if it's a coincidence. It's too early to tell. We don't know enough about Boston," said Senator Richard Durbin, the No. 2 Democrat in the Senate.Senate Majority Leader Harry Reid said he had been told the letter was addressed to Wicker, a Republican senator from Mississippi.All mail to the U.S. Senate had been stopped, and post offices at the Capitol had been closed as a precaution, the senators said. They were getting in touch with their state offices, where mail is not subject to the same extensive screening, to ensure that precautions were being put in place.Many senators expressed concern about their staffs and the risks to postal workers.They said they were aware of only one letter that had been intercepted that tested positive for ricin.A law enforcement source, speaking on condition of anonymity, said initial field tests on the letter produced mixed results, prompting authorities to order further analysis at an accredited laboratory.
It was not immediately clear whether Wicker, a Republican, had attended the briefing by Mueller and Napolitano that was open to all senators from both parties.Wicker issued a statement saying only that the matter was being investigated and expressing gratitude for thoughts and prayers on his behalf."This matter is part of an ongoing investigation by the United States Capitol Police and FBI. I want to thank our law enforcement officials for their hard work and diligence in keeping those of us who work in the Capitol complex safe," he said in the statement.
PREVENTION SYSTEM WORKED
Wicker, a former member of the House of Representatives, has been a member of the Senate since he was first appointed to a vacant seat in December 2007. He won a special election to serve the remainder of that term, and was re-elected in November 2012 to a full six-year term.Several senators noted that the system of mail screening, begun after the anthrax attacks, had worked."The bottom line is the process we have in place worked," said Claire McCaskill, a Democratic senator from Missouri. Alex Jones raises ‘false flag’ conspiracy after Boston Marathon bombings

While the country was trying to process the terror as it unfolded at the Boston Marathon on Monday, Alex Jones, a right-wing radio host, took to Twitter to express his sympathy for the victims—and to claim that the attack was part of a government conspiracy."Our hearts go out to those that are hurt or killed," Jones wrote. "But this thing stinks to high heaven #falseflag."The "false flag" attack Jones was referring to is a term that originated during naval warfare. "For centuries, ships have sailed under a flag identifying their nationality," The Atlantic Wire noted. "During times of war, ships would sometimes change the national flag they flew in order to fool other vessels that they sought to attack or escape from. They would fly, in other words, a 'false flag.'"
Jones suggested that the FBI orchestrated the bombings under the false flag of a terrorist organization in order to justify expanded security powers. The Boston attack, he theorized, was staged by the U.S. government to extend the reach of both the Dept. of Homeland Security and Transportation Security Administration."Just wait folks," the 39-year-old Texan wrote. But in the video making the rounds online, the cell phone scene is placed immediately after an unrelated moment in the episode when Bob Costas, voicing himself, asks Peter how he won the Boston Marathon.The clip was pulled from YouTube, Fox removed the episode from Hulu, and Seth MacFarlane, the show's creator, responded to the conspiracy claim."The edited Family Guy clip currently circulating is abhorrent," MacFarlane wrote on Twitter. "The event was a crime and a tragedy, and my thoughts are with the victims."But Jones, figuratively draped in his false flag, was undeterred.
"Seth MacFarlane created a cartoon which made fun of terrorist bombings and depicted mutilated Boston Marathon runners," Jones responded. "Yet he is labeling people who merely talk about the episode as 'abhorrent.'"

Officials investigating the Boston Marathon attack say early evidence suggests the culprit is likely to be a homegrown “domestic extremist,” leaving the path clear for the Obama administration’s political adversaries to be demonized as extremists.

Richard DesLauriers, the special agent in charge of the Boston FBI office, asserted, “The person who did this was someone’s friend, neighbor or coworker,” ruling out the possibility that the attack was carried out by foreigners who entered the United States.Georgia Senator Saxby Chambliss, the top Republican on the Senate Intelligence Committee, went further, telling reporters, “There are a lot of things that are surrounding this that would give an indication it may have been a domestic terrorist.”Dutch Ruppersberger of Maryland, the top Democrat on the House intelligence, said the investigation was leaning towards the likelihood that the bombings were the work of a “lone wolf” extremist.If the bomber turns out to be a stereotypical “right-wing extremist,” President Obama will likely follow the advice of a number of Democratic strategists who have openly invited acts of violence that Obama can exploit to push his big government agenda.Despite zero tangible evidence so far indicating that the attack was carried out by an anti-tax protester or a “right-winger,” numerous personalities on the left have made the connection anyway.- Just hours after the bombing, Michael Moore blamed the Tea Party for the tragedy, tweeting “2+2 =” followed by “Tax Day. Culture MUST change.”This kind of rhetoric led statewide organizer for the Massachusetts Tea Party Carlos Hernandez to express his anger at opportunists milking the tragedy for political points scoring. Hernandez lost his 8-year-old nephew Martin Richard, who was the youngest victim of the bombing.“I just hope the politicians don’t try to show up at the funeral,” said Hernandez. “If these guys try to use it as political crap, I might get arrested.”

Rockets hit southern Israeli resort of Eilat

JERUSALEM (Reuters) - Two rockets fired from Egypt's Sinai peninsula struck Israel's Red Sea resort of Eilat on Wednesday, causing no casualties or damage, the Israeli military said, in an attack claimed by Islamist militants.The incident was likely to fuel Israeli concerns about lawlessness in neighboring Sinai, where militant groups have stepped up their activities since Egyptian President Hosni Mubarak's downfall in 2011.
An Israeli military spokeswoman said two rockets were launched from Sinai and that both hit open areas.
In a statement posted on its website, the Islamist militant group Magles Shoura al-Mujahddin said it had targeted Eilat with two Grad missiles and then withdrew safely. Egyptian security sources said the rockets had probably been fired from Sinai.The group shares the same ideology as al Qaeda and its recruits include Egyptians and Palestinians. It said it was retaliating for what it described as Israel's attack on protesters demonstrating over a Palestinian prisoner's death.Two weeks ago, Israeli troops shot dead a Palestinian youth in the occupied West Bank during confrontations with protesters angered by the death in prison from cancer of 64-year-old Maysara Abu Hamdeya. Palestinian officials said he had been denied timely medical care. Rocket attack kills at least 12 in central Syria

BEIRUT (AP) — A government rocket attack killed at least 12 people in a village in central Syria Wednesday, while rebels battled regime forces over two key military bases in the northwest where government troops broke an opposition siege last week, activists said.The fighting in both places ties into efforts by President Bashar Assad's military to reverse rebel advances that have left vast stretches of northern Syria in the hands of opposition fighters. The government is also eager to shore up supply lines to its forces stretched thin by the 2-year-old fight against a relentless rebellion in a conflict that has killed more than 70,000.The Britain-based Syrian Observatory for Human Rights said the rockets struck the village of Eastern Buwaydah outside of Homs, and said two children and three women were among those killed. Observatory director Rami Abdul-Rahman said rebels and government forces also engaged in heavy fighting nearby.Eastern Buwaydah is located between Homs, Syria's third-largest city, and the Lebanese border. The region is of strategic value to Assad's regime because it links Damascus with the coastal enclave that is the heartland of Syria's Alawites and also home to the country's two main seaports, Latakia and Tartus.
Syria's regime is dominated by the president's minority Alawite sect — an offshoot of Shiite Islam — while the rebels fighting to overthrow Assad are mostly from the country's Sunni majority. Assad's major allies, the Lebanese militant Hezbollah group and Iran, are both Shiite.An amateur video posted online showed at least seven bodies, including a young girl with a bloody gash to her head, laid out on the floor of a room. A man can be seen wrapping the body of a boy in a white sheet as another man standing over them cries out, "Oh God, turn us victorious against Bashar. They killed innocent children.""Is this child carrying a gun? This child is 12 years old," says the man, who appears to be the father of the dead boy. "Oh God.
