EU foreign ministers, among them Britain's William Hague and Laurent Fabius of France, have said they will back EU efforts to label products from Israeli communities in Judea, Samaria and eastern Jerusalem, according to a letter obtained by AFP on Friday."We warmly welcome your commitment to work with fellow commissioners to prepare EU-wide guidelines on the labelling of settlement produce," said the letter by 13 ministers, addressed to EU foreign policy chief Catherine Ashton and dated April 12."This is an important step to ensure correct and coherent application of EU consumer protection and labelling legislation, which is in fulfillment of our previous commitments and is fully consistent with long-standing EU policy in relation to Israeli settlements in the Occupied Palestinian Territories," the letter said, according to AFP."We stand ready to assist you in taking forward this important work," added the signatories, which also included the chief diplomats of Austria, Belgium, Denmark, Spain, Finland, Luxembourg, Malta, the Netherlands, Portugal, Ireland and Slovenia.Britain and Denmark have been at the forefront of calls for clear and unambiguous labelling of products from Judea, Samaria, and eastern Jerusalem, noted AFP.Israeli foreign ministry spokesman Yigal Palmor said on Friday that, by concentrating on Israel, the campaign was unfair."This whole labelling initiative is fundamentally discriminatory as it singles out one country and one area for labelling," he told AFP. The U.S. Defense Department is expected to finalize a $10 billion arms deal with Israel, Saudi Arabia and the United Arab Emirates next week that will provide missiles, warplanes and troop transports to help them counter any future threat from Iran, according to a Friday report in The New York Times.A week-long visit to the region by Defense Secretary Chuck Hagel will culminate a year of secret negotiations on a deal that Congressional officials said will be second only to the $29.5 billion sale of F-15 aircraft to Saudi Arabia announced in 2010, said the report. The officials noted that the delicate balancing act that was necessary in weighing the differing interests of each nation made the deal among the most complex ever negotiated.
While one goal was to ensure that Israel continues to field the most capable armed forces in the region to deter Iran and counter a range of threats, it was equally important to improve the capabilities of two important Arab military partners, noted the Times. Another challenge, senior administration officials said, was coming up with a package that could help Israel deal with various security challenges — but devised so it would not be viewed as an American endorsement of accelerated planning by Israel to strike alone at Tehran’s suspected nuclear facilities.The objective, one senior administration official said, was “not just to boost Israel’s capabilities, but also to boost the capabilities of our Persian Gulf partners so they, too, would be able to address the Iranian threat — and also provide a greater network of coordinated assets around the region to handle a range of contingencies.”Those other security risks, officials told the Times, include the roiling civil war in Syria as well as terrorist violence in the Sinai Peninsula.Under the agreement, each country would be allowed to purchase advanced armaments from American contractors. In the case of Israel, there is also substantial American financial assistance, topping $3 billion in military aid this fiscal year.Israel would buy new missiles designed to take out an adversary’s air-defense radars, as well as advanced radars for its own warplanes, new refueling tanker planes and — in the first sale to any foreign military — the V-22 Osprey troop transport aircraft.The United Arab Emirates would buy 26 F-16 warplanes, a package that could reach $5 billion alone, along with precision missiles that could be launched from those jets at distant ground targets. Saudi Arabia would buy the same class of advanced missile.The expectation is that the arms sale, which was outlined to Congress on Thursday, will encounter little opposition from lawmakers, especially from members representing the many districts where defense contractors are concerned about the impact of cutbacks in the Pentagon’s own weapons budget.Under the terms of the deal, reported the Times, Israel would be allowed to buy the tilt-rotor V-22 Osprey, an aircraft that can take off and land like a helicopter but fly with the speeds and range of an airplane. Israel could use the Osprey for patrolling its borders, coastline and out to sea, and for moving troops to troubled areas.A new generation of KC-135 refueling tanker planes would let Israel’s warplanes stay in the air longer, an ability essential for any long-range mission, such as a strike by Iran, noted the report. The tankers would also be useful for air patrols protecting Israeli borders.Israel also would receive anti-radiation missiles, reported the Times. Launched from a warplane, they can home in on an adversary’s air-defense radar signals and destroy those sites. New, advanced radars for Israel’s military jets also would be in the package.Administration officials declined to identify the new missile to be sold to Saudi Arabia and the United Arab Emirates, except to say that it is an advanced class of precision “standoff munitions” — those designed to be launched from warplanes safely distant from ground targets.Hagel will visit Israel on Sunday, and will move to finalize the arms deal with Defense Minister Moshe Yaalon. Strong quake hits China; 156 dead, more than 5,500 injured

BEIJING (Reuters) - A strong 6.6 magnitude earthquake hit a remote, mostly rural and mountainous area of southwestern China's Sichuan province on Saturday, killing at least 156 people and injuring about 5,500 close to where a big quake killed almost 70,000 people in 2008.The earthquake, China's worst in three years, occurred at 8.02 a.m. (0002 GMT) in Lushan county near Ya'an city and the epicenter had a depth of 12 km (7.5 miles), the U.S. Geological Survey said.The quake was felt by residents in neighboring provinces and in the provincial capital of Chengdu, causing many people to rush out of buildings, according to accounts on China's Twitter-like Sina Weibo microblogging service.State media said 156 people had been confirmed dead with more than 5,500 injured.President Xi Jinping and Premier Li Keqiang said all efforts must be put into rescuing victims to limit the death toll.After arriving at the disaster zone by helicopter, Li directed earthquake relief efforts from a plaza in Longmen township in Lushan, Xinhua said.Li asked that a road be opened to Baoxing county, one of the most affected by the earthquake, and that rescuers "act quickly" in their efforts, Xinhua quoted Li as saying."The current most urgent issue is grasping the first 24 hours since the quake's occurrence, the golden time for saving lives," Xinhua news agency quoted Li as saying earlier.
Xinhua said 6,000 troops were heading to the area to help with rescue efforts. State television CCTV said only emergency vehicles were being allowed into Ya'an, though Chengdu airport had reopened.Most of the deaths were concentrated in Lushan, where water and electricity were cut off. Pictures on Chinese news sites showed toppled buildings and people in bloodied bandages being treated in tents outside the hospital, which appeared only lightly damaged.Rescuers in Lushan had pulled 32 survivors out of rubble, Xinhua said. In villages closest to the epicenter, almost all low rise houses and buildings had collapsed, according to footage broadcast on state television."We are very busy right now, there are about eight or nine injured people, the doctors are handling the cases," said a doctor at a Ya'an hospital who gave her family name as Liu.The hospital was seeing head and leg injuries, she added.

The China Meteorological Association warned of a possibility of landslides occurring in Lushan county on Saturday and Sunday, the agency said in a statement on its website.A resident in Chengdu, 140 km (85 miles) from Ya'an city, told Xinhua he was on the 13th floor of a building when he felt the quake. The building shook for about 20 seconds and he saw tiles fall from nearby buildings.Ya'an is a city of 1.5 million people and is considered one of the birthplaces of Chinese tea culture. It is also the home to one of China's main centers for protecting the giant panda."There are still shakes and tremors and our area is safe. Aunt of suspected bombers says they’re ‘angels’; airs conspiracy theories

An aunt of Boston bombing suspects Tamerlan and Dzhokhar Tsarnaev said she doesn't believe her nephews could be behind the attacks.“I know them as angels,” Maret Tsarnaev told the National Post in Toronto. “I’m suspicious that this was staged.”In a press conference later aired by CNN, she reiterated her suspicions and said she has doubts about the photos released by the FBI that show her nephews at the scene of the Boston Marathon bombings on Monday. She also said she has doubts about the story behind the 9-11 attacks. The suspects' father told CNN Friday that he believed they were "framed."The message was starkly different from that delivered by one of the brothers' uncles, who said in a press conference on Friday afternoon that the two men had brought shame upon their family. Ruslan Tsarni speculated that his nephews were "losers" who were angry that they didn't fit in, though he said he had not been in touch with the family for years.Tamerlan was killed in a shootout with authorities early Friday morning, while Dzhokhar fled the scene on foot.

WATERTOWN, Mass. (AP) — For just a few minutes, it seemed as if the dragnet that had shut down a metropolitan area of millions while legions of police went house to house looking for the suspected Boston Marathon bomber had failed.Weary officials lifted a daylong order that had kept residents in their homes, saying it was fruitless to keep an entire city locked down. Then one man emerged from his home and noticed blood on the pleasure boat parked in his backyard. He lifted the tarp and found the wounded 19-year-old college student known the world over as Suspect No. 2.Soon after that, the 24-hour drama that paralyzed a city and transfixed a nation was over.Dzhokhar Tsarnaev's capture touched off raucous celebrations in and around Boston, with chants of "USA, USA" as residents flooded the streets in relief and jubilation after four tense days since twin explosions ripped through the marathon's crowd at the finish line, killing three people and wounding more than 180.The 19-year-old — whose older brother and alleged accomplice was killed earlier Friday morning in a wild shootout in suburban Boston — was in serious condition Saturday at a hospital protected by armed guards, and he was unable to be questioned to determine his motives. U.S. officials said a special interrogation team for high-value suspects would question him without reading him his Miranda rights, invoking a rare public safety exception triggered by the need to protect police and the public from immediate danger.President Barack Obama said there are many unanswered questions about the Boston bombings, including whether the two men had help from others. A neighbor described how heavily armed police stormed by her window not long after the lockdown was lifted — the rapid gunfire left her huddled on the bathroom floor on top of her young son."I was just waiting for bullets to just start flying everywhere," Deanna Finn said.When at last the gunfire died away and Dzhokhar Tsarnaev was taken from the neighborhood in an ambulance, an officer gave Finn a cheery thumbs-up."To see the look on his face, he was very, very happy, so that made me very, very happy," she said.Authorities said the man dubbed Suspect No. 1 — the one in sunglasses and a dark baseball cap in the surveillance-camera pictures — was Tamerlan Tsarnaev, while Suspect No. 2, the one in a white baseball cap worn backward, was his younger brother.Chechnya, where the brothers grew up, has been the scene of two wars between Russian forces and separatists since 1994, in which tens of thousands were killed in heavy Russian bombing. That spawned an Islamic insurgency that has carried out deadly bombings in Russia and the region, although not in the West.The older brother had strong political views about the United States, said Albrecht Ammon, 18, a downstairs-apartment neighbor in Cambridge. Ammon quoted Tsarnaev as saying that the U.S. uses the Bible as "an excuse for invading other countries."Also, the FBI interviewed the older brother at the request of a foreign government in 2011, and nothing derogatory was found, according to a federal law enforcement official who was not authorized to discuss the case publicly and spoke on condition of anonymity.The official did not identify the foreign country or say why it made the request.Exactly how the long night of crime began was unclear. But police said the brothers carjacked a man in a Mercedes-Benz in Cambridge, just across the Charles River from Boston, then released him unharmed at a gas station.They also shot to death a Massachusetts Institute of Technology police officer, 26-year-old Sean Collier, while he was responding to a report of a disturbance, investigators said.The search for the Mercedes led to a chase that ended in Watertown, where authorities said the suspects threw explosive devices from the car and exchanged gunfire with police. A transit police officer, 33-year-old Richard Donohue, was shot and critically wounded, authorities said.Dzhokhar Tsarnaev ran over his already wounded brother as he fled, according to two law enforcement officials who spoke on condition of anonymity because they were not authorized to discuss the investigation. "There are two bullet holes in the side of my house, and by the front door there is another."Tamerlan Tsarnaev had studied accounting as a part-time student at Bunker Hill Community College in Boston for three semesters from 2006 to 2008, the school said. He was married with a young daughter.Dzhokhar Tsarnaev was registered as a student at the University of Massachusetts Dartmouth. Students said he was on campus this week after the Boston Marathon bombing. The campus closed down Friday along with colleges around the Boston area.The men's father, Anzor Tsarnaev, said in a telephone interview with the AP from the Russian city of Makhachkala that his younger son, Dzhokhar, is "a true angel." He said his son was studying medicine."He is such an intelligent boy," the father said. "We expected him to come on holidays here."
A man who said he knew Dzhokhar Tsarnaev and Krystle Campbell, the 29-year-old restaurant manager killed in Monday's bombing, said he was glad Dzhokhar had survived."I didn't want to lose more than one friend," Marvin Salazar said."Why Jahar?" he asked, using Tsarnaev's nickname. "I want to know answers. That's the most important thing. And I think I speak for almost all America. Why the Boston Marathon? Why this year? Why Jahar?"Two years ago, the city of Cambridge awarded Dzhokhar Tsarnaev a $2,500 scholarship. Survivor still believes in Koresh 20 years after Waco inferno

WACO, Texas (Reuters) - Clive Doyle is still a staunch Branch Davidian loyal to the teachings of David Koresh, whose tiny church outside Waco, Texas, was destroyed in a deadly inferno at the end of a standoff with federal agents 20 years ago.Doyle was one of the lucky followers of Koresh who escaped from the carnage that shocked the nation. The 20th anniversary of the tragedy falls in a week when Americans are reeling from a deadly bombings at the Boston Marathon, and an explosion at a fertilizer plant just 20 miles (32 miles) from Waco.Authorities have said there is no indication of foul play in the explosion at the fertilizer plant."I still believe in David Koresh, and I still believe in most everything he taught," Doyle, 72, and still living in Waco, said in a telephone interview.Doyle was among former followers of self-styled prophet Koresh and many visitors who attended a public memorial service on Friday remembering the deaths of the dozens of men, women and children killed two decades ago.Baylor University, a Baptist university in Waco, hosted an academic symposium on Thursday called "Reflecting on an American Tragedy."The siege on the ranch known as "Mount Carmel Center" started with a failed attempt to execute a search warrant for illegal firearms on February 28, 1993, by the U.S. Bureau of Alcohol, Tobacco and Firearms, which enforces U.S. gun laws.The federal government agency attempted to serve the warrant on the group of Christian followers of Koresh estimated to number more than 100. Known as Vernon Howell before he took the name David Koresh, he went to the prairie in central Texas in the early 1980s along with the breakaway Seventh Day Adventist sect established in the 1950s.Koresh, a self-styled modern prophet or "Lamb of God," prophesied the second coming of Jesus Christ, a cornerstone of Adventist beliefs.The sect resisted the government warrant, and the gunbattle that followed killed four federal agents and six members of the church.
51-DAY STANDOFF
For the next 51 days, a dramatic standoff played out on television and in news headlines across the world. Audiences watched live as sect followers unfurled sheets scrawled with defiant messages and federal agents held news conferences condemning them.On April 19, 1993, federal agents raided the chapel, using tanks and teargas. The sect followers fought back and a huge blaze erupted, destroying the building.Doyle escaped but his teenage daughter died in the fire. At the end of siege, investigators found 76 sect members dead - 18 of whom were later determined to have been killed by gunshots. Koresh, 33 at the time, was found with a gunshot to his forehead.In all, 82 sect members, including 23 children, and four federal agents died at Waco.
The official stand of the U.S. government remains that Koresh was a danger and needed to be taken down.
"Responsibility for the tragedy at Waco rests with certain of the Branch Davidians and their leader, David Koresh, who shot and killed four (federal) agents, wounded 20 others, shot at FBI agents trying to insert tear gas into the complex, burned down the complex and shot at least 20 of their own people, including five children," said the final report of a special counsel investigating the tragedy.The stunning event touched off resentment toward government power. Many people believe there was a government cover-up. They are still writing books, making movies and commenting on the saga."What I fear is those kinds of events are going to be repeated, because people are (angry) and they are going to resist all of this Obama gun control craziness, and they'll resist in different ways," said filmmaker Mike McNulty, referring to President Barack Obama's gun control proposals.McNulty's "Waco: Rules of Engagement" documentary, along with follow-ups "A New Revelation" and "The FLIR Project," became a touchstone for critics of the government's actions.The symposium and the endless media interviews Doyle has done in the months leading up to the anniversary are a way to keep the event in the public mind, Doyle said.Doyle still holds Bible study with some survivors on Saturdays, and has become the unofficial spokesman of the group. He wrote a book about his life, released in September 2012, called "A Journey to Waco: Autobiography of a Branch Davidian."He hopes to be an inspiration for a new generation, who were not born yet when the siege happened, to question authority.

Texas fertilizer company didn't heed disclosure rules before blast

NEW YORK (Reuters) - The fertilizer plant that exploded on Wednesday, obliterating part of a small Texas town and killing at least 14 people, had last year been storing 1,350 times the amount of ammonium nitrate that would normally trigger safety oversight by the U.S. Department of Homeland Security (DHS).Yet a person familiar with DHS operations said the company that owns the plant, West Fertilizer, did not tell the agency about the potentially explosive fertilizer as it is required to do, leaving one of the principal regulators of ammonium nitrate - which can also be used in bomb making - unaware of any danger there.Fertilizer plants and depots must report to the DHS when they hold 400 lb (180 kg) or more of the substance. Filings this year with the Texas Department of State Health Services, which weren't shared with DHS, show the plant had 270 tons of it on hand last year.A U.S. congressman and several safety experts called into question on Friday whether incomplete disclosure or regulatory gridlock may have contributed to the disaster."It seems this manufacturer was willfully off the grid," Rep. Bennie Thompson, (D-MS), ranking member of the House Committee on Homeland Security, said in a statement. "This facility was known to have chemicals well above the threshold amount to be regulated under the Chemical Facility Anti-Terrorism Standards Act (CFATS), yet we understand that DHS did not even know the plant existed until it blew up."Company officials did not return repeated calls seeking comment on its handling of chemicals and reporting practices. Late on Friday, plant owner Donald Adair released a general statement expressing sorrow over the incident but saying West Fertilizer would have little further comment while it cooperated with investigators to try to determine what happened."This tragedy will continue to hurt deeply for generations to come," Adair said in the statement.Failure to report significant volumes of hazardous chemicals at a site can lead the DHS to fine or shut down fertilizer operations, a person familiar with the agency's monitoring regime said. Though the DHS has the authority to carry out spot inspections at facilities, it has a small budget for that and only a "small number" of field auditors, the person said.Firms are responsible for self reporting the volumes of ammonium nitrate and other volatile chemicals they hold to the DHS, which then helps measure plant risks and devise security and safety plans based on them.Since the agency never received any so-called top-screen report from West Fertilizer, the facility was not regulated or monitored by the DHS under its CFAT standards, largely designed to prevent sabotage of sites and to keep chemicals from falling into criminal hands.The DHS focuses "specifically on enhancing security to reduce the risk of terrorism at certain high-risk chemical facilities," said agency spokesman Peter Boogaard. "The West Fertilizer Co. facility in West, Texas is not currently regulated under the CFATS program."The West Fertilizer facility was subject to other reporting, permitting and safety programs, spread across at least seven state and federal agencies, a patchwork of regulation that critics say makes it difficult to ensure thorough oversight.An expert in chemical safety standards said the two major federal government programs that are supposed to ensure chemical safety in industry - led by the Environmental Protection Agency (EPA) and Occupational Safety and Health Administration (OSHA) - do not regulate the handling or storage of ammonium nitrate. That task falls largely to the DHS and the local and state agencies that oversee emergency planning and response.More than 4,000 sites nationwide are subject to the DHS program."This shows that the enforcement routine has to be more robust, on local, state and federal levels," said the expert, Sam Mannan, director of process safety center at Texas A&M University. "If information is not shared with agencies, which appears to have happened here, then the regulations won't work."
HODGEPODGE OF REGULATION
Chemical safety experts and local officials suspect this week's blast was caused when ammonium nitrate was set ablaze. Authorities suspect the disaster was an industrial accident, but haven't ruled out other possibilities.
The fertilizer is considered safe when stored properly, but can explode at high temperatures and when it reacts with other substances."I strongly believe that if the proper safeguards were in place, as are at thousands of (DHS) CFATS-regulated plants across the country, the loss of life and destruction could have been far less extensive," said Rep. Thompson.A blaze was reported shortly before a massive explosion leveled dozens of homes and blew out an apartment building.A U-Haul truck packed with the substance mixed with fuel oil exploded to raze the Oklahoma federal building in 1995. Another liquid gas fertilizer kept on the West Fertilizer site, anhydrous ammonia, is subject to DHS reporting and can explode under extreme heat.Wednesday's blast heightens concerns that regulations governing ammonium nitrate and other chemicals - present in at least 6,000 depots and plants in farming states across the country - are insufficient. The facilities serve farmers in rural areas that typically lack stringent land zoning controls, many of the facilities sit near residential areas.Apart from the DHS, the West Fertilizer site was subject to a hodgepodge of regulation by the EPA, OSHA, the U.S. Department of Transportation, the Texas Department of State Health Services, the Texas Commission on Environmental Quality and the Office of the Texas State Chemist.
But the material is exempt from some mainstays of U.S. chemicals safety programs. For instance, the EPA's Risk Management Program (RMP) requires companies to submit plans describing their handling and storage of certain hazardous chemicals. Ammonium nitrate is not among the chemicals that must be reported.
In its RMP filings, West Fertilizer reported on its storage of anhydrous ammonia and said that it did not expect a fire or explosion to affect the facility, even in a worst-case scenario. And it had not installed safeguards such as blast walls around the plant.A separate EPA program, known as Tier II, requires reporting of ammonium nitrate and other hazardous chemicals stored above certain quantities. Tier II reports are submitted to local fire departments and emergency planning and response groups to help them plan for and respond to chemical disasters. In Texas, the reports are collected by the Department of State Health Services. Over the last seven years, according to reports West Fertilizer filed, 2012 was the only time the company stored ammonium nitrate at the facility.It reported having 270 tons on site."That's just a god awful amount of ammonium nitrate," said Bryan Haywood, the owner of a hazardous chemical consulting firm in Milford, Ohio. "If they were doing that, I would hope they would have gotten outside help."In response to a request from Reuters, Haywood, who has been a safety engineer for 17 years, reviewed West Fertilizer's Tier II sheets from the last six years. North Korea reiterates it will not give up nuclear arms

SEOUL (Reuters) - North Korea reiterated on Saturday that it would not give up its nuclear weapons, rejecting a U.S. condition for talks although it said it was willing to discuss disarmament.North Korea, in a sign of a possible end to weeks of heightened hostility on the Korean peninsula, offered the United States and South Korea a list of conditions on Thursday for talks, including the lifting of U.N. sanctions.But the United States said it was awaiting "clear signals" that North Korea would halt its nuclear weapons activities.
"The U.S. should not think about the denuclearization on the peninsula before the world is denuclearized," the North's state-run Rodong Sinmun newspaper said in a commentary."There may be talks between the DPRK and the U.S. for disarmament but no talks on denuclearization," it said. North Korea's official name is the Democratic People's Republic of Korea (DPRK).North Korea signed a denuclearization-for-aid deal in 2005 but later backed out of that pact. It now says its nuclear arms are a "treasured sword" that it will never give up.It conducted its third nuclear test in February.The test triggered new U.N. sanctions which in turn led to a dramatic intensification of North Korea's threats of nuclear strikes against South Korea and the United States.U.S. Secretary of State John Kerry visited China, South Korea and Japan this month for talks on North Korea and stressed his interest in a diplomatic solution to the tension on the peninsula.He later told a U.S. Senate hearing that North Korea's list of conditions was "at least a beginning gambit", but added that it was "not acceptable, obviously, and we have to go further".The Rodong Sinmun said U.S. talk of dialogue was "nothing but rhetoric".North Korea has a long record of making threats to secure concessions from the United States and South Korea, only to repeat the process later. Floods shut Mississippi, Illinois river locks: Army Corps

(Reuters) - Barge shipping was halted on Friday on parts of the Illinois and Mississippi rivers as flooding forced the closure of several locks until at least the middle of next week, the U.S. Army Corps of Engineers said.The closures come three months after near-record-low water along the Mississippi River near St. Louis threatened to halt commercial barge traffic. Some 60 percent of U.S. grain export shipments are moved on barges on the Mississippi and its tributaries from production centers in the Midwest to export terminals at the Gulf of Mexico.Torrential rains this week flooded broad swaths of Illinois and neighboring states, slowing farmer deliveries of grain to elevators and further delaying the start of corn planting in many areas.
Crests on the swollen Mississippi and Illinois rivers were not expected to arrive until Sunday at the earliest in northern areas and several days later further south."The crest here right now is forecast by the middle of next week, but there is some rain in the forecast so we'll see if that changes," said Michael Petersen, spokesman for the Army Corps' St. Louis district."Once the crest has passed and the water has dropped below the mark that we have to shut it down, and if we know that it's not coming right back up, we should be able to open them up within 24 hours," he said.On the Illinois River, Dresden Island, Starved Rock and T.J. O'Brien locks were closed due to high water while Marseilles lock and dam was closed after nine barges broke away from a tow in record floodwater late on Thursday and struck the dam.Four of the barges sank and three, including one carrying caustic soda, remained afloat, said Ron Fournier, a spokesman for the Army Corps' Rock Island district.The dam may have been damaged but an assessment cannot be done until the water recedes and the barges have been removed. As of Friday, two had been towed from the waterway, he said.
Seven Mississippi River locks, from Lock 16 at Muscatine, Iowa, to Lock 22 at Saverton, Missouri, were closed between Thursday evening and Friday morning as water overtopped dams, said Rob Germann, operations manager for the Army Corps' Mississippi River project, Rock Island district.The Corps also was not allowing vessels to pass through lock 15 at Rock Island, Illinois, because they would be unable to pass below a railroad bridge adjacent to the lock.Downriver locks 24 and 25 on the Mississippi River were forecast to close on Saturday, halting commercial navigation on the major shipping waterway north of St. Louis.Grain prices at Gulf of Mexico export terminals spiked as shippers scrambled to get enough grain to load ocean-going vessels, but prices fell in the Midwest as the grain backed up at elevators.Prices for spot barge shipments of corn at the Gulf surged by more than 10 cents a bushel late this week to a one-month peak as shippers scrambled to get their hands on enough grain to load ocean-going vessels.Spot soybean barge premiums at the Gulf also rallied 10 cents or more to their highest point since January when it looked as if the then parched Mississippi River would be closed.Cash prices offered to farmers fell at some river elevators as barge traffic ground to a halt.At a terminal along the Mississippi in Savanna, Illinois, soybean basis bids plunged by 33 cents a bushel to a three-week low during the last two days."We can't load anything out," said a grain merchant across the river in Davenport, Iowa.
