After nearly six weeks of negotiations and many dramatic moments, Israel has a new government. The Knesset approved the establishment of a government by Binyamin Netanyahu, along with his choice of ministers and the coalition agreement, with 68 MKs in favor and 48 against. Four MKs were either absent or abstained. The 68 MKs are the full number of members in the plenum from Likud/Yisrael Beiteinu, Bayit Yehudi, Yesh Atid, and Hatnu'a. In matters of coalition discipline – when the government requires that all MKs support a particular Knesset measure being proposed – these are the votes Netanyahu will count on to pass new laws. The opposition votes came from the parties that were not included in the government, including Labor, Meretz, the Arab parties - and the two hareidi parties, United Torah Jewry and Shas.
The vote was taken by roll call, with each MK announcing his or her vote when their name is called. The vote went smoothly without catcalls or comments, for the most part – except for MK Yisrael Eichler (UTJ), who, when his name was called, said “no support for the government of evil.”During the swearing in ceremony, each minister went up to the podium to declare that they would do their job with loyalty to the state and its laws. After Naftali Bennett took the oath of office, the first MK who congratulated him was Yair Lapid, who gave Bennett a bearhug. After the vote, the ministers met with Prime Minister Netanyahu for a celebratory meeting, after which they will head to President Peres' house, for a traditional first day in office portrait. The first working meeting of the 33rd Knesset will take place on Tuesday.

Van Rompuy to retire from EU politics next year

EU council chief Herman Van Rompuy on Sunday (17 March) said he will retire from politics when his mandate ends next year.
  • Van Rompuy remains committed to the German narrative of fiscal consolidation (Photo: consilium.europa.eu)
"At the end of 2014, it's the end of my political career," the former Belgian prime minister told Dutch-language public broadcaster VRT.The hobby-haiku writer quipped that for those "wanting to vote for a Van Rompuy", there will be several members of his family on various political lists.Van Rompuy's brother Eric and his son Peter are both members of the regional Flemish Parliament from the Christian Democratic Party, while his sister Tine is a leftist politician and his wife Geertrui a local councillor in a Brussels suburb. The 65-year old politician was elected in 2010 as the EU's first permanent president of the EU council, a new position created by the Lisbon Treaty. His 2.5-year mandate was renewed in 2012. Under EU rules, the EU council chief can only serve two terms, meaning Van Rompuy cannot stand for re-election in November 2014, when his mandate ends.A virtual EU unknown when he took office, Van Rompuy has won the respect of other EU leaders for being treating all member states fairly. He remains modest and media shy, preferring behind-the-scenes negotiations to press conferences and interviews. As a Christian Democrat, he remains committed to the German narrative of fiscal consolidation and competitiveness to get out of the euro crisis, meaning budget and wage cuts, despite the social upheaval in southern European countries.Last week as anti-austerity protests filled the streets of Brussels, with demonstrators occupying the headquarters of the commission's economics unit, Van Rompuy tweeted: "Engaged in long distance race. Made huge progress, climbed mountains seemed insurmountable. Closer to finishing than to starting line."Meanwhile, EU foreign policy chief Catherine Ashton, who could run for another five-year term next year, has indicated she will also step down, Germany's Der Spiegel reports.Ashton, a former EU trade commissioner with no foreign policy experience, was the surprise appointee after a long negotiation among EU leaders in 2009, when all top posts were up for grabs. Being a woman, British and from the Labour Party were the three main criteria that trumped other candidates, who may have had more experience for the job. With more than one year to go until the next horse trading for top EU posts, names are already being floated for the Van Rompuy or Ashton successor, such as Danish former Prime Minister Anders Fogh Rasmussen, whose mandate at the helm of Nato is also ending next year.European Parliament chief Martin Schulz is meanwhile tipped to become the Socialist candidate for the European Commission chief. Viviane Reding, a vice-chair of the commission and a justice commissioner is also eyeing the top job as a candidate for the centre-right EPP.

Germany calls for more powerful EU diplomatic service

Today @ 09:18 MAR 18,13
By Andrew Rettman
BRUSSELS - Germany has proposed giving the EU's foreign service sweeping new powers over neighbourhood policy and development aid.Its ideas are to be discussed by EU foreign ministers at a meeting in Dublin on Friday (22 March). But its non-paper, a three-page text dated 1 February and seen by EUobserver, has already been endorsed by 13 other EU countries - Austria, Belgium, Denmark, Estonia, Finland, Italy, Latvia, Luxembourg, Netherlands, Poland, Slovakia, Spain and Sweden. It says: "the EEAS [European External Action Service] should be further strengthened to ensure a coherent, comprehensive and integrated EU approach to external action."It calls for it to "be responsible for neighbourhood policy" and to get "overall authority" on "strategic and multi-annual programming in the area of development co-operation."
EU relations with neighbouring states and development aid are currently handled by the European Commission, with separate commissioners for each of the two portfolios. An EU diplomat told this website the "institutional implications" of the plan - for example, whether to change the EU treaty on the number of commissioners or how to increase the EEAS budget - are to be worked out at a later stage. But the non-paper already makes one budget proposal, saying "the scope of financial instruments under the responsibility of the EEAS should include all parts of the [commission's] Instrument for Stability [IfS]."
The current EEAS budget is worth €489 million a year. The IfS is worth another €295 million. But if the foreign service gets control of the European Neighbourhood Policy Instrument (€1.6bn a year), the Development Co-operation Instrument (€2.4bn) and the European Development Fund (€4.5bn), its chequebook would swell to €9.3 billion a year.In other upgrades, Germany wants the EEAS to take charge of negotiations on EU association and partnership treaties with world powers such as China, Israel or Russia.
It also says EEAS ambassadors should have priority over member states' diplomatic envoys in "representing all aspects of the EU's external policy in a third country."At the same time, it recognises that the EU foreign service needs to sort out its administrative problems.EEAS officials have complained there is confusion on who does what at senior level and that the commission, which takes care of EEAS human resources, does a poor job in what looks to some like sabotage in a Brussels turf war.Meanwhile, EEAS chief Catherine Ashton has faced criticism for skipping internal EU meetings in favour of international events. The non-paper says that: "Two years after the establishment of the EEAS, the processes and structure at senior management level should be reviewed with a view to ensuring clear reporting lines and division of tasks."It urges the commission to "ensure the effective provision of administrative tasks."It also indicates that Ashton should have deputies who can "represent [her] in the college of commissioners, in the European Parliament and vis-a-vis third countries."In terms of process, Ashton is to draft her own review proposals after the Dublin meeting. EU countries will then tweak the plan, with a view to getting an agreement in autumn.Britain is expected to oppose Germany's ideas.France, another EU country which guards its right to an independent foreign policy, has circulated two non-papers of its own ahead of Dublin. Some EU diplomats are also concerned the commission will fight to keep its powers. "We fear [commission chief] Mr. Barroso. He really needs to make an effort on collaborating," a diplomatic contact noted. For her part, Ashton's mandate as EEAS chief ends in 2014.Britain and France in the beginning attacked her for lack of foreign policy nous and for overlooking the military and security aspects of her portfolio. She later won credit for her handling of non-proliferation talks with Iran and Kosovo-Serbia reconciliation, however. Her spokesman, Michael Mann, underlined that she has transformed the EEAS "from an idea on paper to a fully-functioning EU diplomatic service."He added: "The service already runs smoothly and co-operates well with the commission."

Germany and ECB blame each other for Cyprus levy

Today @ 16:58 MAR 18,13
Berlin - German finance minister Wolfgang Schaeuble and European Central Bank board member Joerg Asmussen during parallel events in Berlin on Monday (18 March) tried to blame each other for an unprecedented eurozone bailout deal demanding small savers in Cyprus to take losses on their bank deposits."The levy on deposits under €100,000 was not an invention of the German government," Schaeuble said during a conference on taxation. He insisted that the "configuration" he and the International Monetary Fund were defending was to tax only deposits above €100,000 - to a much higher rate than what was finally agreed."The figures we have come up with are at the lower limit. If another configuration was chosen, touching only deposits above €100,000, the result would have been different and we would not have had these problems," Schaeuble said.Cypriot bank customers over the weekend flocked to ATM machines to withdraw their money after news about the bailout terms reached the country.Schaeuble defended the deal however as being in line with EU law, even though deposits under €100,000 should be fully guaranteed.
"Of course deposits of up to €100,000 are guaranteed, but the state has to be solvent to do so," Schaeuble said, noting that the Mediterranean island has been "practically cut off from financial markets."On Sunday in an interview aired on public tv ARD, Schaeuble directly blamed the European Central Bank, the European Commission and the Cypriot government for involving tax small savers."Those who did not want a bail-in were the Cypriot government, also the European Commission and the ECB, they decided on this solution and they now must explain this to the Cypriot people," Schaeuble said.ECB board member Joerg Asmussen, a former deputy finance minister in Germany and member of the Social-Democratic opposition party, meanwhile rejected Schaeuble's accusations.Speaking at a parallel event on Monday in Berlin, Asmussen said: "In the last days it was not the ECB that pushed for this special structure that was chosen, it was the result of the negotiations in Brussels. Yes, we provided technical input, as always, but we didn’t insist on this structure."He said the government in Cyprus is free to adjust how much small savers have to pay in comparison to wealthier bank customers, as long as the overall contribution (€5.8 billion) stays the same.
The Cypriot government is currently considering a new model on how to divide the tax burden among small savers and richer ones, with a key parliament vote delayed for until Tuesday and banks closed for the rest of the week in order to prevent a bank run.Asmussen also warned that panic from Cyprus could spread to other eurozone countries "that are currently trying to end their programmes, namely Ireland and Portugal."
"One should not, through the wrong actions in Cyprus, put in risk what has been achieved at high political and financial risk in the eurozone in recent years," Asmussen said.According to the Wall Street Journal, Asmussen was the one who in the early hours of Saturday threatened to cut off Cyprus' two largest banks from the ECB's emergency funding if a deal was not achieved."Cypriot banks have access to emergency liquidity of the Cypriot central bank, in line with rules of the eurozone. All Cypriot banks are supplied with emergency liquidity," Asmussen noted on Monday.

Cyprus heading for bank run after bailout deal

Today @ 09:01 MAR 18,13
By Valentina Pop
Berlin - The Cyprus bailout deal forcing losses on all bank customers - from pensioners to Russian oligarchs - is leading to bank run which sets a dangerous precedent for other troubled eurozone countries.Cypriot pensioners, mothers, students and business people all flocked to ATM machines over the weekend trying to get the most out of their bank accounts. Cash payments were possible until the machines were emptied, but any online transactions were halted as banks are closed over the weekend and there is a bank holiday on Monday.Despite reassurances by local and EU politicians, and despite an EU law stating that deposits of up to €100,000 are 100 percent guaranteed, the news from Brussels on Saturday morning was that every customer of a Cypriot bank - rich and poor - has to chip in to the country's €10 billion bailout. With big money flowing out of the country over the past few weeks, the deal puts the burden on the small depositors, prompting the newly elected president, Nicos Anastasiades, to promise that he will seek "adjustments" to the deal protecting the most vulnerable depositors.Speaking on national tv Sunday evening (17 March), Anastasiades said the bailout deal was "certainly not the solution we wanted, but the least painful option" for his country to avoid bankruptcy. He urged political parties to back the agreement which cuts 6.75 percent off bank deposits of up to €100,000 and 9.9 percent off savings above €100,000.Greek depositors are exempt, however, and so are holders of Cypriot bank or state bonds, including the European Central Bank. The British government has also said it will safeguard the savings of British soldiers and civil servants who are on the island. The Cypriot Parliament is due to vote on this "one-off" levy on Monday, after an initial emergency vote on Sunday was postponed. The ruling coalition is relying on a razor-thin majority, which could be flipped if only two MPs vote against. The Communist opposition is voting against the deal and is advocating a referendum on the country's euro membership. The unprecedented bailout terms are mainly due to German insistence that all bank depositors take losses, Germans largely viewing Cyprus as a tax haven and money-laundering hub for Russian oligarchs."This way the ones responsible are partly contributing to the rescue, not only the taxpayers in other countries," German Chancellor Angela Merkel said Sunday during a party gathering in the northern region of Mecklenburg-Vorpommern.Her finance minister Wolfgang Schaeuble, who negotiated the deal until the early hours of Saturday, said this had to be done because the Cypriot banking sector was the largest in the EU in relation to the size of the population."People who make money in good times with banks and financial investments, those people also bear the risk," Schaeuble said on German public tv ARD on Sunday night. He also said the ECB and the Cypriot government were to blame, not Germany."We would obviously have respected the deposit guarantee for accounts up to 100,000," he said. "But those who did not want a bail-in were the Cypriot government, also the European Commission and the ECB, they decided on this solution and they now must explain this to the Cypriot people."The Social-Democratic opposition, on whose votes Merkel has to rely to get the Cypriot bailout approved in the German Parliament, has threatened to derail any deal that does not offer enough protection for the German taxpayer."It is going in the right direction, but the direction alone is not enough," Social-Democrat leader Peer Steinbrueck told MDR radio. His finance expert in the Parliament, Carsten Schneider added that "what matters is that our demands are met in respect to Cyprus changing its business model on corporate tax, illegal financial transfers and introducing a financial transactions tax."Meanwhile, European Parliament chief Martin Schulz, himself a German Social-Democrat, told Welt am Sonntag it was fine for bank customers to chip in, but called for a "socially acceptable solution.""There is room for improvement, for instance to exempt savings of up to €25,000," Schulz said.Finance commentators are warning that by making depositors insecure about their savings, other troubled eurozone countries are now also facing the risk of a bank run."It’s as if the Europeans are holding up a neon sign, written in Greek and Italian, saying 'time to stage a run on your banks!'," US economist Paul Krugman writes on his blog.Felix Salmon, a finance blogger for Reuters, writes that "this decision is important not only because of the precedent it sets with regard to bank depositors, but also because of the way in which it points up just how powerless all the Mediterranean countries (plus Ireland) have become.""More than ever before, it’s Germany’s Europe. That’s bad for Cyprus — and it’s not even particularly good for Germany," Salmon adds.

Russian offer

Russian state-run gas giant Gazprom is meanwhile offering to restructure Cyprus' bad bank debt in return for control over the island's recently discovered gas reserves, local media reports.According to Cypriot Sigma tv, Gazprom officials tabled a proposal to Anastasiades on Sunday evening, but sources close to the president indicated he is not willing to accept the offer."The president is not going to discuss this plan because he wants a solution that will come from the EU," one source was quoted as saying.

Arabs in Bethlehem had a “warm welcome” for American officials who on Monday came to prepare for President Barack H. Obama's visit to the city Friday, by throwing shoes and garbage at the vehicles in an entourage from the U.S. Consulate in Jerusalem. Hundreds of Arabs mobbed the vehicles outside the Church of the Nativity, where Obama is scheduled to visit when he comes to Bethlehem.Sources in the city told Israel Radio that Arab protesters tore down posters with Obama's image, throwing them to the ground and spitting and stepping on them. The protesters threw shoes at other posters that were hung too high for them to easily tear down. The American entourage had entered Bethlehem unannounced, apparently in an effort to avoid such scenes. The entourage was said to be comprised chiefly of security officials who were there to ensure that Obama would be safe during his visit. PA police attempted to stop the crowd from throwing shoes and debris at the American vehicles, and were only partially successful, witnesses said.
Sources in the PA said they were examining ways to ensure that Monday's protests were not repeated when Obama came to town.

A Hamas spokesman said Sunday that the Islamist group is eager to sign a reconciliation deal with rival faction Fatah.“If the elections were held in a state of tension, it would lead to more division within the Palestinian factions,” Hamas spokesman Abu Zurhi told the Ma’an News Agency, claiming that conditions in Palestinian Authority-controlled areas are not ripe for elections, as he blamed the situation on Israeli defensive actions in the area.Another senior Hamas official said Friday that the group is ready to implement the reconciliation deal “word for word.”“We have made efforts to implement a national reconciliation deal that is steadfast and not based on political authority,” senior Hamas official Mahmoud al-Zahar said according to the Ma’an News Agency.Unity talks have come to a standstill since a series of meetings in Cairo in February failed to yield desired results. The factions were set to meet again in Cairo on Feb. 27 but Hamas requested the meeting be postponed.
