Rivlin: Obama’s Knesset Snub ‘Worrying’

Former Knesset Speaker MK Reuven Rivlin expressed concern Tuesday over United States President Barack Obama’s decision not to speak in Knesset during his visit to Israel this week. Instead, Obama will speak in the Binyanei Hauma convention center in Jerusalem.“President Obama must speak to the Israeli nation directly, but opposite its leaders,” he said. ‘When President Obama avoids the Knesset in Jerusalem, that’s a worrying sign, it’s a statement of lack of faith in the representatives of the nation he’s addressing.”
Three previous visiting American presidents spoke in Knesset, he noted, as did former Egyptian President Anwar Sadat and multiple European leaders.Rivlin revealed that he had obtained commitments from several MKs that they would not disrupt Obama’s address were he to speak in Knesset. “Unfortunately, even though the Americans had copies of the agreements in their hands, President Obama decided not to come to Knesset,” he said.“What would happen if an Israeli leader refused to speak in Congress, and chose to speak in Princeton University instead?” he asked.Rivlin previously expressed concern over Obama’s choice of Chuck Hagel as his Secretary of Defense, and criticized the U.S. leader for a “complete lack of understanding… about the roots of the conflict and the events in the Middle East” after the Democratic Party stopped declaring that Jerusalem is Israel’s capital.

Highway 1: Obama Traffic Jam Begins

The highway will be intermittently sealed off for traffic between Ben Gurion Airport and Jerusalem today.

The disturbances in Israel's road traffic because of President Barack Obama's visit are to begin around noontime Tuesday.
Highway 1, from Ben Gurion Airport to Jerusalem, will be intermittently blocked to traffic starting at around noontime, because of U.S. Secretary of State John Kerry's arrival.On Wednesday, traffic disruptions are expected from the morning hours on Highway 1, from Jerusalem toward Ben Gurion Airport. Highway 1 will be closed off to vehicular traffic from Ben Gurion Airport to Jerusalem starting at 1:15 p.m. for about one hour.On Friday, the highway will be closed from Jerusalem to Ben Gurion Airport in the morning hours.
The following roads in Jerusalem will be closed off to traffic and parking throughout Obama's visit, from Wednesday morning to Friday afternoon:Hamelech David from the Meches Junction to Gan Hapaamon; Emil Botha; Mapu; Lincoln; Washington toward David Hamelech.Parking will be allowed for residents only, upon presentation of ID card with attachment, on Emil Botha and Admoni streets, through Shama (for Emil Botha) and Washington (for Admoni).The light train will work throughout the visit except for the limited times during which the motorcade will be travelling next to the tracks or crossing them.Public transport will be disrupted citywide. For information, dial *8787. On municipal issues, dial 106.On Thursday, Highway 60 will be closed off intermittently between Hizme Checkpoint and Ofra Junction. The road will be "sterile" when the motorcade passes through it and no vehicles will be allowed d on it, ambulances included. Emergency evacuations will be carried out by helicopter.Bet El, Adam, Psagot, Kochav Yaakov / Tel Tzion, Migron and Shaar Binyamin will be closed and no one will be allowed in or out of them.

Shas party MK Yaakov Margi handed the Ministry for Religious Services over to Bayit Yehudi (Jewish Home) party chairman Naftali Bennett in a ceremony Tuesday. Bennett will serve as minister, and MK Eli Ben-Dahan (Bayit Yehudi), an ordained rabbi, will serve as deputy minister.The transfer represents a victory for Bayit Yehudi, which has been publicly at odds with Shas since before the elections over the ties between religion and the state in Israel. Bayit Yehudi openly seeks change to the Rabbinate, which it says has become irrelevant to most Israelis.Bennett welcomed his new role. “This is a great opportunity to sanctify G-d’s name and to make Judaism accessible to every citizen of Israel,” he declared.“We promised to restore the Jewish spirit to the nation of Israel, and that is what we’re doing,” Bennett said. “We see this ministry as holy.”
“We will not serve citizens based on the size of their kippah [yarmulke],” he added. “We will serve the entire nation.”Ben-Dahan expressed similar sentiments. “Religious Services belong to everyone, to religious and irreligious together,” he said. “We are here to bring the Religious Services forward and to make them accessible to the entire Israeli public.”Outgoing minister Margi told the two, “We got a hardworking ministry, and now you must continue that reputation.” Margi noted that his grandmother and MK Ben-Dahan’s grandmother were sisters, and joked, “This ministry is still staying in the family.”

Cyprus showcases Germany's clumsy leadership in Europe

Berlin - The Cyprus bailout fiasco is yet another example of Germany's clumsy leadership and image problem in Europe.It was only last month that the German President, Joachim Gauck, made an attempt to reassure people in southern countries that Germany does not want to rule Europe by "diktat."And yet fresh images from Cyprus show protesters just as outraged about the alleged German diktat as Greek, Spanish or Portuguese demonstrators were over the past few months and years."Merkel and Schaeuble go home" read one banner in front of the parliament in Nicosia. Cypriot officials spoke of a "bank robbery," of German bullying, of the worst night since the island was invaded by the Turkish army in 1974.Was it all really Germany's fault? A cacophony of statements in Berlin, trying to shift the blame for the unprecedented raid on bank deposits, did not help matters in any case.It may be that Wolfgang Schaeuble, the German finance minister, is right. Perhaps during that long night of bailout negotiations, the Cypriot President did insist that wealthy Russians with Cypriot bank accounts should be spared as much as possible. Even if it meant taking more money from small depositors. And even if it sets a dangerous precedent for other eurozone countries.
In the end, Schaeuble, as well as the rest of eurozone finance ministers and top officials from the European Commission, the European Central Bank (ECB) and the International Monetary Fund all agreed to the terms of this bailout.But by Monday, nobody wanted to take responsibility for the "one-off" levy on small depositors.Schaeuble blamed the Cypriots, the ECB and the commission. The ECB said it was not its idea. The Cypriots blamed everyone else.A later snap Eurogroup conference call merely said it is up to the Cypriot government to decide how it spreads the pain among bank customers, as long as it gets the overall €5.8 billion from its banks.For his part, Carsten Brzeski, a senior economist at ING bank, told this website: "I don't know how this happened, maybe some people fell asleep. There is a clear flaw - not exempting the small savers, which can lead to contagion in other countries."He cautioned against blaming it all on Germany, however."Yes, they are clumsy. But it is also because countries still expect money to come with no strings attached. To some extent, Germans are just the messengers of misery, I wonder if it is not too easy to hide behind them," Brzeski added.

Image problem

EU diplomats in Brussels and Berlin shared the view that Germany is not running the show alone, despite the fact it is often said to do so."If the EU was really run by just one country, it would fall apart," one diplomat told EUobserver."But there is a risk that the EU will suffer because of this perception, of being dominated by Germany," the source added.It is true that Germany's negotiation style is often a "take-it-or-leave-it" one, especially given its "complex federal model," which needs to take into account an unpredictable parliament and a powerful Constitutional Court, another source said.But that does not mean that Germany always gets what it wants."Germany seems to be a leader by default because the others are not leading - France and the UK are doing relatively little in that respect. But there were very important concessions Germans had to accept - like the eurozone bailout fund," said Constanze Stelzenmueller from the German Marshall Fund, a Berlin-based think tank.She added that the Baltic countries, which have gone through very tough austerity programmes and are now in a better economic shape, also "sound more German than the Germans" and are on Merkel's side on economic policies."I see Germany as a reluctant leader on the north-south divide," Stelzenmueller said.Meanwhile, with elections coming up in September, Merkel's euro-crisis management is being challenged not only abroad, but increasingly on the domestic political scene.The Social-Democratic opposition is now busy blaming Schaeuble for the Cyprus fiasco, although it was they who asked for a ruthless stance on money laundering and threatened to veto the bailout in the Bundestag."The parliament is basically deadlocked until elections," said Ulrike Guerot from the European Council on Foreign Relations in Berlin."Everything depends on the election result. If the current coalition stays, the muddling through will continue - perhaps with a little more help to the south. If there will be a grand coalition, it may be more progressive - the SPD included debt mutualisation in its election platform," she predicted.

EU defiant over €5.8bn raid on Cypriot savings

BRUSSELS - EU officials remained defiant on controversial plans for a Cypriot bailout on Monday (18 March), the most tumultuous day for the euro so far in 2013.Following an emergency conference call of eurozone finance ministers on Monday evening, the Eurogroup refused to backtrack on a deal which includes a one-off raid worth €5.8 billion on deposits held in Cyprus' stricken banks.Dutch finance minister Jeroen Dijsselbloem, who chairs the 17-member euro club, said the deal on offer is fair."Cyprus would have faced scenarios that would have left deposit holders significantly worse off," he noted.However, while the Cypriot government is expected to exempt savers holding less than €20,000, it is still expected to raise the €5.8 billion demanded by creditors one way or another.This increases the prospect of harsher levies on the wealthiest depositors.EU sources indicated that a 15.6 percent levy on savers holding more than €100,000 was mooted to protect smaller savers.Djisselbloem urged Cypriot politicians to make a "swift decision" and to "rapidly implement the agreed measures."He added that the levy could be applied with more flexibility "provided that it continues yielding the targeted reduction of the financing envelope and….not impact the overall amount of financial assistance up to €10 billion."The Cypriot parliament is set to vote on the package on Tuesday.The vote was initially scheduled for Sunday, was postponed to give the government more time to negotiate.With his centre-right coalition holding 29 of the 56 seats, the newly elected centre-right President Nicos Anastasiades faces an uphill battle to secure a majority after opposition parties signalled they would oppose the deal.Meanwhile, Cypriot banks will remain closed until Thursday in a bid to prevent a bank run from anxious savers.In a volatile day for the single currency, the euro on Monday fell to 1.29 against the US dollar, its lowest level in three months, on fears that the Cypriot deal might spark panic among savers in other crisis-hit countries, such as Italy.Recriminations also intensified as eurozone politicians and central bankers denied responsibility for imposing the deposit levy, which, in its original form, would tax 6.75 percent of savings under €100,000 and 9.9 percent on savings over €100,000.The bailout plan was condemned by Russia, with billions of euros of Russian money said to be Cypriot banks.A spokesman for Russian President Vladimir Putin attacked it as "unfair, unprofessional and dangerous" ahead of a visit to Moscow on Wednesday by Cypriot finance minister Michalis Sarris.For its part, the US government urged the EU to reach an agreement that is "responsible and fair and ensures financial stability."And the UK government, which was not party to to the euro-using countries' talks, became the first to say it will compensate 3,000 British soldiers stationed on the Mediterranean Island.It also announced plans to temporarily suspend pension payments to the estimated 18,000 retired Britons in Cyprus, with treasury minister Greg Clark saying that "a normal payment service will resume as soon as the situation in Cyprus becomes clear."

Jewish NGO urges caution on EU aid to Palestine

The US-based NGO, the American Jewish Committee, has urged the EU to ensure its aid money to Palestine is not used to "reward terrorists" after Norwegian broadcaster, NRK TV, showed a report saying the funds are being funnelled to "convicted terrorists in Israeli prisons."
