Palestinian Authority officials have welcomed the news that MK Tzipi Livni, formerly the Foreign Minister, will head Israel-PA negotiations under her party’s coalition deal with Prime Minister Binyamin Netanyahu.
“Livni’s publicly stated positions are positive,” said Nimer Hammad, a top advisor to PA Chairman Mahmoud Abbas. “She has experience with the demands of the peace process and with the Palestinian side’s view of the solution.”Livni was heavily involved in negotiations with the PA under the administration of former Prime Minister Ehud Olmert. He and Livni reportedly offered the PA over 90% of land in Judea and Samaria for the creation of a new Arab state, and suggested splitting the city of Jerusalem to give the PA a capital in the eastern part of the city.Both Netanyahu and Livni have been taking heat from Israelis for their coalition agreement. Livni had previously declared that Netanyahu would be a diplomatic disaster for Israel, while Netanyahu said before the elections that Livni failed as a negotiator and should not have a major role in talks with the PA.The two tried to staunch the flow of criticism in their Tuesday night news conference by acknowledging their previous statements. Israel’s current security needs required them to overcome their differences for the common good, they argued.Livni’s former party, Kadima, is expected to join the coalition soon as well. Kadima has just two seats in the current Knesset, down from 28 in the previous Knesset. Party head Shaul Mofaz is rumored to have been offered either the Ministry of Strategic Affairs or the Environmental Protection Ministry.

Israeli ex-security officials largely favor peace

JERUSALEM (AP) — Israel's Academy Award-nominated documentary "The Gatekeepers" has won rave reviews for the candid soul-searching of its chief protagonists — the six living former directors of the country's shadowy domestic spy agency — and their somewhat surprising conclusion: That force has its limits and Israel must ultimately take advantage of its military superiority to seek peace.It's no surprise, though, in Israel. Top security officials have a long history of favoring dovish political parties and criticizing government policies toward the Palestinians after their retirements. Those who have battled Palestinian violence with the harshest methods possible are oddly those often most amicable to compromise."These moments end up etched deep inside you, and when you retire, you become a bit of a leftist," Yaakov Peri, who led the Shin Bet agency from 1988 to 1994, says in the film.In a phone interview with The Associated Press, Peri cited the well-known axiom that those who have actually used force know best its limitations and its heavy price."The moment you are there, at the heart of the conflict and the fight against terror, you begin to think deeply about how to end the conflict," said Peri, who was recently elected a lawmaker from the centrist Yesh Atid Party. "Just force, just battle, just deception won't bring peace between the nations."
He and his fellow Shin Bet directors are not typical bleeding hearts. The post is so secretive that until recently, the director was only known to the public by his first initial, and his identity disclosed only upon retirement.None have qualms about the essential task of the organization they headed or the tactics they have employed, which some have called brutal. It's not about being dovish, Peri said, it's about being realistic.
"We present a facet of liberal, democratic, independent thinking," he said. "The film lifts some of the mystery over a group that is typically regarded as harsh, dangerous and mysterious. And I think that is a good thing."
The trend goes far beyond the Shin Bet.The late Yitzhak Rabin, one of Israel's greatest generals, reached a landmark interim peace agreement with the Palestinians before he was assassinated by a Jewish ultranationalist in 1995. As prime minister, Ehud Barak, another former military chief of staff, led an aggressive push for peace before the talks disintegrated in a burst of violence in late 2000.Two other former chiefs of staff, the late Amnon Lipkin-Shahak and Shaul Mofaz, also took dovish positions after entering politics. Meir Dagan, the recently retired chief of the Mossad spy agency, has been openly critical of the Israeli leadership's alleged plans to attack Iran's nuclear program and former military chief Gabi Ashkenazi also reportedly clashed with his superiors over policy.Yuval Diskin, who recently retired as Shin Bet chief and is one of the subjects profiled in "The Gatekeepers," told an Israeli newspaper on the eve of elections last month that Israel deserved "better leadership" and said Prime Minister Benjamin Netanyahu had missed opportunities to advance peace. He said he had based his opinion on dozens of discussion with people of his rank.Shaul Arieli, a member of the Council for Peace and Security, a dovish grouping of retired high-ranking officers, estimated that about 90 percent of ex-senior security officials tend to take moderate positions on war and peace."Our experience tells us that national security is more than what you see between the crosshairs (of a rifle)," said Arieli, a retired colonel. "We believe that peace will provide better security than anything else."He said the trend was unique to Israel, where military service was mandatory and the conflict closer to home.The lone exception in recent years has been Moshe Yaalon, another former military chief who is the currently a hard-line vice premier from the ruling Likud Party. Yaalon refused an interview request.
"The Gatekeepers" nomination is a rare nod in the Best Documentary Feature category, which is typically dominated by American productions. This year a second film about Israel's separation barrier with the West Bank, "Five Broken Cameras," is also up for consideration in the category.In an added ironic twist, the films, both highly critical of Israeli policies, received funding from the Israeli government. Like many countries around the world, particularly in Europe, Israel has a national film fund that helps subsidize local productions, with little oversight of their content."The Gatekeepers" already has won several awards, including The National Society of Film Critics' best nonfiction film award and the Los Angeles Film Critics Associations' best documentary prize.Among the highlights of the film are comments by Ami Ayalon, an ex-naval general who ran the Shin Bet from 1996 to 2000. "We're winning all the battles ... and we're losing the war," Ayalon said.Inside Israel, the film has not created as much of a buzz. Perhaps that's because the Palestinian issue has been pushed to the backburner after four years of deadlock, or because people have grown numb to the conflict and no longer think peace is possible. But several Israeli columnists have said it should be required viewing for Israelis."For lovers of Israel, the Oscar-nominated film is like a waterboarding of the soul," Chemi Shalev wrote in the liberal Haaretz daily.His colleague, Bradley Burstein, urged President Barack Obama to watch the film before he visits Israel next month. "Mr. President, if you haven't already, watch 'The Gatekeepers' on the biggest screen you've got," he wrote. "You need this writ large because these men explain Israel."It's unclear if Obama has seen the film, but one leader who definitely has not is Israeli Prime Minister Benjamin Netanyahu. His office said it wasn't a matter of policy, but rather than the premier had more pressing matters to address.Several retired security chiefs have expressed frustration toward Netanyahu, saying they waged years of war to provide security and calm environment for the political level to engage in a peace process and it hasn't happened. Netanyahu blames the Palestinians for the deadlock.
"We managed to lower the terror threat to a level that enabled Israelis to live a normal life for an extended period," said Danny Yatom, a former military general and Mossad chief. "They didn't take advantage of this period and did nothing with the calm."After 35 years of service, Yatom joined the dovish Labor Party and became of staunch supporter of a two-state solution with the Palestinians."Part of the dovish outlook comes from the realization that a conflict between people cannot be solved by military means alone. It has to be integrated with diplomacy," he told the AP. "We have to be strong and fight terror with all our might but military actions can only suppress terror. ... You can't defeat it entirely without a diplomatic option."

The Bayit Yehudi (Jewish Home) party is moving forward in its coalition talks with Likud Beytenu, MK Uri Ariel said Wednesday, speaking to Arutz Sheva.“There is progress, not in Kfar Maccabia in front of the cameras, but in various discussions with senior members of Likud,” he reported. However, he said, “it is not enough.”Likud’s deal with Tzipi Livni’s Hatnua party “is cause for concern,” he said. The agreement will affect the Jewish Home party, which disagrees with Livni regarding concessions in Judea and Samaria and which Livni has dismissed as dangerously extremist.It is also a blow to Yair Lapid of Yesh Atid, who had hoped to be given the Justice Ministry portfolio that Netanyahu just gave to Livni, he noted.However, Ariel scoffed at media reports, based on “senior Likud sources,” that Bayit Yehudi is “at war” with Likud. “That’s just spin from cowardly senior party members,” he said, adding, “It’s not for nothing that they’re hiding [under anonymity].”Ultimately, he predicted, the Jewish Home party will be in the coalition. “Netanyahu needs us even if he doesn’t want us,” he said.MK Ariel reported that in addition to Bayit Yehudi’s known understandings with Lapid and Yesh Atid, “we are in close contact with the hareidi parties.”The party would have preferred an agreement with the hareidi parties, but was rejected by them, he revealed. “We proposed several times that we establish a joint religious front based on the Sabbath, the Land of Israel, and sharing the burden [of military service],” he said.The hareidi-religious parties are steadfast in their rejection of mandatory military service for youth who wish to study Torah full-time.

IDF Seeks Religious Jewish Female Soldiers

IDF higher-ups discuss ways to boost enlistment among religious Jewish women.

Top IDF officials met this week with representatives from Aluma, an organization that directs Israeli youth to meaningful IDF service. Their goal: to figure out how to boost IDF enlistment among religious Jewish women.Women who live a traditional religious lifestyle are exempt from army service. In total, 40% of Israeli women eligible for IDF service do not serve, and 35% of those get an exemption for religious reasons.
While exemptions from service for men are common primarily in the hareidi-religious community, women from both the hareidi community and the religious-Zionist community often seek exemptions.However, IDF officers noted a recent increase in the number of female recruits who are graduates of the public religious Jewish school system. The increase comes despite the fact that many religious girls’ schools have a policy not to allow recruitment activities on school grounds.Brigadier-General Gadi Agmon of the IDF Manpower division said the army would work to ensure that each religious female recruit would be able to serve without compromising on her values. The IDF is willing to commit to allowing female soldiers to leave their positions without negative repercussions if the position does not allow religious observance, he said.Units that include religious female recruits are subject to visits from superiors, and the recruits have twice-annual meetings with superior officers to ensure any concerns are addressed, Agmon added.Yifat Selah of Aluma has worked on behalf of religious female soldiers for several years. Aluma’s goal is not to encourage 12th grade girls to enlist, she said, but rather to be sure they have all the relevant information.“That said, we are all women who decided to enlist, and we do not conceal our stance,” she added.Selah explained that Aluma works directly with religious soldiers and not with rabbis, but said there are rabbis who support religious female soldiers even if they do not actively encourage female IDF enlistment.

Iraq has approved plans to run a natural gas pipeline through its territory from Iran to Syria.
The move that may prove to be a game-changer in Syrian President Bashar al-Assad’s two-year-long savage civil war against opposition fighters. It also extends and strengthens Iran's grip on the region.The announcement Tuesday by the Iraqi Cabinet, said Iraq’s oil minister was instructed to grant final approval to the plan, which will cost an estimated $10 billion. An initial agreement for the project had been signed between Iran and Iraq in July 2011.A framework agreement for the project to move forward, which will be signed by the minister, will reinforce energy and other diplomatic ties between the two countries.The pipeline is expected to run a length of approximately 1,500 kilometers (750 miles) and will deliver natural gas to Syria from the huge South Pars gas field in southern Iran.Iran, which holds the world’s second-largest natural gas reserves, is also expected to target other export markets with the new pipeline as well.

BRUSSELS - Germany and Poland, as well as the Czech republic and Sweden, have put forward joint ideas on how to handle post-Soviet countries, in what some diplomats are calling a "new axis" in EU foreign policy.The four nations sent an unofficial paper on the so-called Eastern Partnership scheme to EU foreign policy chief Catherine Ashton on 15 January.The text contains four proposals.It says the EU should boost relations with individual countries covered by the scheme (Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine) if they excel in pro-democratic reforms.It calls for new steps to create a free trade area between the six states and the EU on the model of the European Free Trade Association with Iceland, Liechtenstein, Norway and Switzerland.It says EU foreign ministers should regularly talk about Eastern Partnership developments in their monthly meetings.It also calls for "more visibility" for the scheme by creating an "Eastern Partnership label" - a special EU logo to be displayed on projects, such as new roads, funded by the programme in the target countries.Poland would like to go further.Its foreign minister, Radek Sikorski, on Monday (18 February) said the EU should give a promise of future accession to the six countries at an Eastern Partnership summit in Vilnius in November, just as it did to Western Balkan states at a summit in Thessaloniki, Greece, in 2003.Lithuania also hopes to take the step, if not for the whole group-of-six, then at least for Moldova, its most pro-EU member, as a positive signal to the others.But despite the gaps in ambition, Germany's signature on the January non-paper is a sign it has left the bloc of enlargement-sceptical EU countries.It is also a sign that Chancellor Angela Merkel is less wary of confronting Russian interests.Germany in the past sided with Belgium, France, the Netherlands and southern EU members in keeping post-Soviet states at arm's length."The Netherlands does not consider the Eastern Partnership a gateway to EU membership," a Dutch diplomat told EUobserver on Tuesday.Describing the German position, an EU diplomat the same day told this website that Germay is not against giving post-Soviet states an EU perspective, so long as it is done on a "differentiated, country-by-country basis" instead of the Thessaloniki model."Germany and Poland are very close to each other on this. Germany is also sympathetic to the Eastern Partnership countries. It sees merit in the Polish idea that the Union has to give eastern countries a certain perspective which incites them to move closer to the EU," the source said.
Another EU diplomat noted: "There is a new axis in EU policy toward the east - Germany-Poland-Sweden."
He added: "The German position is changing. They are playing a much more active role in the Eastern Partnership … They are trying to play a bridging role between its very energetic supporters and the sceptics."For her part, Ashton is also keen for Vilnius to make a difference."There is a general ambition to give a new momentum to our relationships with eastern countries, for the Vilnius summit to be a kind of milestone," her spokeswoman, Maja Kocijancic, said.She noted that progress depends on what happens in the post-Soviet states in the next nine months as much as it does on the internal EU debate, however.
"Look at Ukraine, there is an idea to sign an association agreement and a free trade pact in the margins of the summit. But in order for this to happen, Ukraine must fulfill clear benchmarks [on democratic reform]. The situation is the same with Georgia. If it wants to initial an association agreement, it must do what is necessary," she added.

Polish leader cautious on euro entry

BRUSSELS - Polish Prime Minister Donald Tusk on Tuesday (19 February) said his country will only join the euro once it is "100 percent ready," with 2017 said to be the date the government is aiming for.

Addressing the national parliament in Warsaw, Tusk said "our road to the euro area should be clear-cut and the decision must be 100 percent safe for Poland."He added that "the decision to join should come when the euro area is ready, in terms of its condition and its readiness for the kind of massive expansion that Poland’s entry would involve. But above all, when Poland is 100 percent ready.”Lawmakers are believed to be looking at a 2017 deadline for joining the single currency.Tusk was speaking at the start of a national debate on the future of the eurozone.Polish MPs will vote on Wednesday (20 February) whether to support the fiscal compact treaty negotiated at the EU summit in December 2011. The fiscal compact enshrines a debt ceiling and a balanced budget "golden rule" in national constitutions.Economic data indicates that Poland should face few difficulties in satisfying the debt and deficit rules set out in the Stability and Growth Pact needed to join the euro. At 57 percent, the country's debt burden is one of the few in Europe to fall below the 60 percent limit, while its budget deficit is expected to fall below 3 percent in 2013.The Polish government had previously intended to join the euro in 2012, but scrapped the plans as the eurozone sovereign debt crisis unfolded.The country, which joined the EU in 2004, has one of the fastest economic growth rates in the EU, expanding at near 4 percent since its EU accession. It was also the only EU country to avoid a recession during the 2007- 2009 financial crisis.Estonia was the last country to join the euro in January 2011.Meanwhile, Baltic neighbour Latvia is expected to be the next member of the single currency, after Prime Minister Valdis Dombrovskis indicated that his government would submit its formal application in March.Latvia already meets the debt and deficit criteria despite being the third poorest country in the EU. However, Latvians remain reluctant to give up their currency, with opinion polls indicating public preference for the Lat by a margin of 3:2."It's just a technical issue now," Dombrovskis said on Tuesday (19 February). "By July the whole procedure should be finished," he added.Lithuania is also set to apply for membership, with a view to adopting the euro in 2015.

Bulgarian government to resign amid austerity protests

Bulgaria's centre-right government tendered its resignation on Wednesday (20 February) after days of street protests against rising electricity prices. The move is the latest in a series of EU governments stepping down amid public anger over austerity and mismanagement, in countries like Greece, Portugal, Spain, Slovakia and Romania."The people gave us power and today we are returning it," Prime Minister Bojko Borisov said when making the surprise announcement in parliament.Just a day earlier, Borisov had firmly stated he would not step down, even as protests grew wider and the focus shifted from utility companies and electricity bills to the government itself.Sacking the finance minister and withdrawing the licence of a Czech power firm, CEZ, also failed to appease the crowds.On Tuesday evening clashes between pockets of violent protesters and police put at least 14 people in hospital. Images of protesters covered in blood shocked the Bulgarian public.In his snap speech in the parliament on Wednesday, Borisov said the main reason for his cabinet's resignation is to put an end to violence."I will not participate in a government under which police are beating people. Every drop of blood is a shame for us," he told MPs.The resignation still has to be validated by the Bulgarian parliament, with Borisov's majority indicating it will vote in favour.Early elections could then take place in May or June, even though regular parliamentary elections were due in July. The President will give the main political groups a mandate to form an interim government once the parliament approves the resignation. Borisov may stay on as head of a caretaker government.An European Commission spokeswoman on Wednesday said "a democratic process has started in Bulgaria and we respect that. It is up to the Bulgarian parliament to decide on the next steps."Borisov, a former bodyguard of Bulgaria's Communist-era leader Todor Zhivkov, came to power in 2009 on an anti-mafia ticket. But his heavy-handed approach, combined with intransigent poverty - Bulgaria is the EU's poorest country - corruption and mafia killings have dented his popularity.The drop that filled the glass was rising electricity costs in a country where people rely on electric heaters to warm up their flats during the cold winter months.Average salaries of around €400 a month have not increased in years.For its part, the EU commission recently praised Borisov's government for curbing the public deficit and putting a freeze on pensions and wages, with Bulgaria one of the few EU countries to stick to the deficit rule of three percent of GDP.Similar to neighbouring Romania, where anti-austerity protests toppled a centre-right government last year and led to a landslide victory for the centre-left, Bulgaria may see a change of power after the upcoming vote.But the people's disappointment in the political elite, whether this or that camp, is set to linger.

Three mortars land near Syrian presidential palace: activists

AMMAN (Reuters) - Three mortar bombs landed in the grounds of a presidential palace in northwest Damascus on Tuesday, Syrian activists said.No casualties were reported at the Tishreen Palace, which lies in the foothills of the Qasioun Mountains overlooking the Syrian capital and is rarely used by President Bashar al-Assad's entourage.But the attack underlined how rebels trying to topple Assad are now able to hit the symbols of his power."One mortar gave out white smoke and may have hit part of the palace building," said an activist called Ayef, adding that witnesses had reported a state of alert around the compound and two other presidential palaces in Damascus.(Reporting by Khaled Yacoub Oweis; Editing by Tom Pfeiffer)

Syria "Scud-type" missile said to kill 20 in Aleppo

AMMAN (Reuters) - A Syrian missile killed at least 20 people in a rebel-held district of Aleppo on Tuesday, opposition activists said, as the army turns to longer-range weapons after losing bases in the country's second-largest city.The use of what opposition activists said was a large missile of the same type as Russian-made Scuds against an Aleppo residential district came after rebels overran army bases over the past two months from which troops had fired artillery.As the uprising against President Bashar al-Assad, now a civil war, nears its two-year mark, rebels also landed three mortar bombs in the rarely-used presidential palace compound in the capital Damascus, opposition activists said on Tuesday.The United Nations estimates 70,000 people have been killed in the conflict between largely Sunni Muslim rebels and Assad's supporters among his minority Alawite sect. An international diplomatic deadlock has prevented intervention, as the war worsens sectarian tensions throughout the Middle East.A Russian official said on Tuesday that Moscow, which is a long-time ally of Damascus, would not immediately back U.N. investigators' calls for some Syrian leaders to face the International Criminal Court for war crimes.Moscow has blocked three U.N. Security Council resolutions that would have increased pressure on Assad.Casualties are not only being caused directly by fighting, but also by disruption to infrastructure and Syria's economy.An estimated 2,500 people in a rebel-held area of northeastern Deir al-Zor province have been infected with typhoid, which causes diarrhea and can be fatal, due to drinking contaminated water from the Euphrates River, the World Health Organization (WHO) said on Tuesday."There is not enough fuel or electricity to run the pumps so people drink water from the Euphrates which is contaminated, probably with sewage," the WHO representative in Syria, Elisabeth Hoff, told Reuters by telephone.The WHO had no confirmed reports of deaths so far.
BURIED UNDER RUBBLE
In northern Aleppo, opposition activists said 25 people were missing under rubble of three buildings hit by a several-meter-long missile. They said remains of the weapon showed it to be a Scud-type missile of the type government forces increasingly use in Aleppo and in Deir a-Zor.NATO said in December Assad's forces fired Scud-type missiles. It did not specify where they landed but said their deployment was an act of desperation.Bodies were being gradually dug up, Mohammad Nour, an activist, said by phone from Aleppo.
"Some, including children, have died in hospitals," he said.Video footage showed dozens of people scouring for victims and inspecting damage. A body was pulled from under collapsed concrete. At a nearby hospital, a baby said to have been dug out from wreckage was shown dying in the hands of doctors.Reuters could not independently verify the reports.Opposition activists also reported fighting near the town of Nabak on the Damascus-Homs highway, another route vital for supplying forces in the capital loyal to Assad, whose family has ruled Syria since the 1960s.Rebels moved anti-aircraft guns into the eastern Damascus district of Jobar, adjacent to the city center, as they seek to secure recent gains, an activist said."The rebels moved truck-mounted anti-aircraft guns to Jobar and are now firing at warplanes rocketing the district," said Damascus activist Moaz al-Shami.Russian Deputy Foreign Minister Gennady Gatilov told a news conference a U.N. war crimes report, which accuses military leaders and rebels of terrorizing civilians, was "not the path we should follow ... at this stage it would be untimely and unconstructive."Syria is not party to the Rome Statute that established the ICC and the only way the court can investigate the situation is if it receives a referral from the Security Council, where Moscow is a permanent member.(Writing by Oliver Holmes; Editing by Jason Webb)

Russia, Arab League push for Syria conflict talks

MOSCOW (AP) — Russia and the Arab League offered Wednesday to broker talks between the Syrian government and the opposition to end the country's two-year civil war.Russian Foreign Minister Sergey Lavrov said Russia and the Arab League are attempting to establish direct contact between the two sides of the conflict, which the U.N. says has killed at least 70,000 people. He spoke as he hosted Arab League officials and the foreign ministers of Egypt, Lebanon and other countries in Moscow.Lavrov said Syrian President Bashar Assad's government and the opposition need to "sit down at the negotiating table," which he said was the only possible way of ending the conflict without irreparably damaging Syria."Neither side can allow itself to rely on a military solution to the conflict, because it's a road to nowhere, a road to mutual destruction of the people," Lavrov told reporters.Both Lavrov and Arab League General Secretary Nabil Elaraby said their main priority was creating a transitional government in Syria to navigate a way out of the conflict.Syrian Foreign Minister Walid al-Moallem will lead a delegation to Moscow on Monday, and Russia is expecting a visit in March from the Syrian National Coalition leader, Mouaz al-Khatib.No conditions for the Syrian negotiations have been set. Lavrov said both sides' readiness to begin talks was "the most important thing."

Egypt court allows policemen to grow Islamic beards

CAIRO (Reuters) - An Egyptian court ruled on Wednesday that policemen may grow beards, ending a decades-old convention barring them from making what is often seen here as a display of Islamic piety.
Dozens of police officers were suspended from work in February for breaking the de facto ban on beards introduced under deposed President Hosni Mubarak. They had protested outside the Interior Ministry, calling on Islamist President Mohamed Mursi - who is bearded himself - to secure their reinstatement.
Cairo's High Administrative Court rejected a request by the Interior Ministry to let it suspend officers who defied the unwritten rule. "The court ruled ... that police officers have the right to grow beards," judge Maher Abu el-Enin said.Mubarak used the police to crush Islamist groups he saw as enemies of the state. During his rule, sporting any kind of beard precluded Egyptians from holding senior government posts.Wednesday's decision backed a similar ruling by a lower court and the decision makes the verdict final. The Interior Ministry's spokesman was not immediately available to comment.Men across Egyptian society wear beards, including many leftists, but the pressure for ending the police ban came from religious officers who wish to emulate the Prophet Mohammad.Mursi's Muslim Brotherhood, the state's most organized Islamist movement, has come to power through elections since the popular uprising that toppled Mubarak in February 2011.The ruling is expected to raise worries among minority Christians, liberal-minded Muslims and others who fear that emboldened Islamists will try to force their beliefs and customs on society.

Security group suspects Chinese military is behind hacking attacks

BEIJING/SAN FRANCISCO (Reuters) - A secretive Chinese military unit is believed to be behind a series of hacking attacks, a U.S. computer security company said, prompting a strong denial by China and accusations that it was in fact the victim of U.S. hacking.The company, Mandiant, identified the People's Liberation Army's Shanghai-based Unit 61398 as the most likely driving force behind the hacking. Mandiant said it believed the unit had carried out "sustained" attacks on a wide range of industries."The nature of 'Unit 61398's' work is considered by China to be a state secret; however, we believe it engages in harmful 'Computer Network Operations'," Mandiant said in a report released in the United States on Monday.
"It is time to acknowledge the threat is originating in China, and we wanted to do our part to arm and prepare security professionals to combat that threat effectively," it said.China's Defense Ministry issued a flat denial of the accusations and called them "unprofessional". It said hacking attacks are a global problem and that China is one of world's biggest victims of cyber assaults."The Chinese army has never supported any hacking activity," the Defense Ministry said in a brief faxed statement to Reuters. "Statements about the Chinese army engaging in cyber attacks are unprofessional and not in line with facts."Unit 61398 is located in Shanghai's Pudong district, China's financial and banking hub, and is staffed by perhaps thousands of people proficient in English as well as computer programming and network operations, Mandiant said in its report.
The unit had stolen "hundreds of terabytes of data from at least 141 organizations across a diverse set of industries beginning as early as 2006", it said.Most of the victims were located in the United States, with smaller numbers in Canada and Britain. The information stolen ranged from details on mergers and acquisitions to the emails of senior employees, the company said.The 12-storey building, which houses the unit, sits in an unassuming residential area and is surrounded by a wall adorned with military propaganda photos and slogans; outside the gate a sign warns members of the public they are in a restricted military area and should not take pictures.There were no obvious signs of extra security on Tuesday.The Chinese Foreign Ministry said the government firmly opposed hacking, adding that it doubted the evidence provided in the U.S. security group's report."Hacking attacks are transnational and anonymous. Determining their origins are extremely difficult. We don't know how the evidence in this so-called report can be tenable," spokesman Hong Lei told a daily news briefing."Arbitrary criticism based on rudimentary data is irresponsible, unprofessional and not helpful in resolving the issue."Hong cited a Chinese study which pointed to the United States as being behind hacking in China."Of the above mentioned Internet hacking attacks, attacks originating from the United States rank first."
"ECONOMIC CYBER ESPIONAGE"
Some experts said they doubted Chinese government denials."The PLA plays a key role in China's multi-faceted security strategy, so it makes sense that its resources would be used to facilitate economic cyber espionage that helps the Chinese economy," said Dmitri Alperovitch, chief technology officer and co-founder of CrowdStrike, one of Mandiant's competitors.Though privately held and little known to the general public, Mandiant is one of a handful of U.S. cyber-security companies that specialize in attempting to detect, prevent and trace the most advanced hacking attacks, instead of the garden-variety viruses and criminal intrusions that befoul corporate networks on a daily basis.But Mandiant does not promote its analysis in public and only rarely issues topical papers about changes in techniques or behaviors.It has never before given the apparent proper names of suspected hackers or directly tied them to a military branch of the Chinese government, giving the new report special resonance.The company published details of the attack programs and dummy websites used to infiltrate U.S. companies, typically via deceptive emails.U.S. officials have complained in the past to China about sanctioned trade-secret theft, but have had a limited public record to point to.Mandiant said it knew the PLA would shift tactics and programs in response to its report but concluded that the disclosure was worth it because of the scale of the harm and the ability of China to issue denials in the past and duck accountability.The company traced Unit 61398's presence on the Internet - including registration data for a question-and-answer session with a Chinese professor and numeric Internet addresses within a block assigned to the PLA unit - and concluded that it was a major contributor to operations against the U.S. companies.Members of Congress and intelligence authorities in the United States have publicized the same general conclusions: that economic espionage is an official mission of the PLA and other elements of the Chinese government, and that hacking is a primary method.In November 2011, the U.S. National Counterintelligence Executive publicly decried China in particular as the biggest known thief of U.S. trade secrets.The Mandiant report comes a week after U.S. President Barack Obama issued a long-awaited executive order aimed at getting the private owners of power plants and other critical infrastructure to share data on attacks with officials and to begin to follow consensus best practices on security.Both U.S. Democrats and Republicans have said more powerful legislation is needed, citing Chinese penetration not just of the largest companies but of operations essential to a functioning country, including those comprising the electric grid.(Additional reporting by Michael Martina and Koh Gui Qing in BEIJING, Carlos Barria in SHANGHAI and Jim Finkle in BOSTON; Editing by Robert Birsel and Sanjeev Miglani)

TUSTIN, California (Reuters) - A part-time college student armed with a shotgun went on a shooting rampage in southern California on Tuesday, killing a woman at his home and slaying two others during a series of carjackings before taking his own life, police said.Authorities identified the gunman as Ali Syed, 20, and said he took the gun from a home he shared with his family in the normally quiet community of Ladera Ranch, 50 miles southeast of Los Angeles. The motive for the shootings was unclear.The rolling spate of violence, which included at least one execution-style killing, spanned several miles across a number of communities in suburban Orange County, including the cities of Tustin and Santa Ana.The violence occurred just a week after a massive manhunt for a fugitive former Los Angeles policeman wanted in a series of shootings targeting officers and their families ended in a fiery stand-off in the mountains above Los Angeles.
In Orange County, authorities first received a call on a shooting before dawn at Syed's home in Ladera Ranch, said Orange County Sheriff's Department spokesman Jim Amormino. Officers arrived to find a woman in her 20s shot to death.Police were still seeking to determine the relationship between her and Syed, who fled the scene in his family's sport utility vehicle and headed to the city of Tustin, about 15 miles away, Amormino said. Syed had been a student at Saddleback College, a community college in Orange County.
The gunman committed his first carjacking in Tustin, where he took a car at a gas station after shooting and wounding another motorist in a Cadillac who drove away, police said.He then drove onto the 55 Freeway and got out of his car on a transition road where he opened fire on passing drivers, said Tustin police Chief Scott Jordan. The ensuing mayhem left one person wounded and two cars damaged, police said.
Later, at an off-ramp for the 55 Freeway, on the border between Tustin and Santa Ana, he targeted a 69-year-old man with a BMW vehicle in a second carjacking, police said."He orders him out of the vehicle, walks him to the side of the curb and then executes our victim," Santa Ana police spokesman Corporal Anthony Bertagna said.Behind the wheel of the BMW, the gunman drove back into Tustin where he killed a plumber at a work site and wounded another person before driving off in a utility truck, police said.
The gunman killed himself with a shotgun after officers pulled him over in the stolen truck in the nearby city of Villa Park, police said."We're still investigating how many victims we might have," Tustin police spokesman Lieutenant Paul Garaven said. He added that some more people or cars may have been hit when the gunman opened fire on the 55 Freeway.Paris Joseph, 50, who works at a Tustin gas station where Syed took a car from a motorist but did not open fire on that person, said it was fortunate no one was killed there.

Kansas City restaurant fire rubble searched for missing woman

KANSAS CITY, Missouri (Reuters) - Firefighters on Wednesday resumed searching the rubble of a popular Kansas City, Missouri, restaurant destroyed by a natural gas blast and fire that injured up to 16 people and left a female employee missing.Cadaver dogs explored the ruins of JJ's restaurant on the upscale Country Club Plaza shopping district overnight after the restaurant was engulfed by flames around 6 p.m. CST on Tuesday."At this time we are still searching for one victim and that is a female employee of the restaurant," Kansas City Fire Chief Paul Berardi said at press conference shortly before dawn.Another employee reported missing late on Tuesday was found at an area hospital, he said.Berardi said nine injured people were taken to hospitals and six or seven more went to hospitals on their own. Hospitals reported three people critically injured.The restaurant and wine bar had several patrons inside at the time of the blast, Berardi said, along with employees. The explosion triggered a four-alarm fire that took 50 minutes to control.
