On this order and as discussed in an earlier entry, the Catholic seer who in 2002 correctly predicted that the pope succeeding John Paul II would be named Benedict XVI, Ronald L. Conte Jr., believes the next pope will be Cardinal Francis Arinze and that he will take the name Pius XIII. This name (Pius) is associated historically with popes who emphasized authoritative doctrine during their pontificates. Cardinal Arinze fits this description, and Conte interprets this qualification as best fulfilling “Peter the Roman” as a pope who “will reaffirm the authority of the Roman Pontiff over the Church; this authority is based on his place as a Successor of Peter” and “will emphasize the supremacy of the Roman Catholic Faith and the Roman Catholic Church above all other religions and denominations, and its authority over all Christians and all peoples of the world.” To this, Conte adds, “During the reign of Pope Peter the Roman, the great apostasy begins” and this pope will mark “the first part of the tribulation, during our generation.”[i] Conte envisions this apocalypse beginning in 2012 when, as he sees it, Benedict is assassinated and is replaced by Petrus Romanus. This is followed by a series of cascading events resulting in World War III, which is triggered when Iranian-backed terrorists explode a nuclear bomb in New York City. The Great Tribulation begins, and by July 2013, Rome is destroyed when it is struck by a nuclear missile.

Pope may change conclave rules before leaving: Vatican

VATICAN CITY (Reuters) - Pope Benedict may change Church rules governing the conclave where cardinals from around the world will meet next month to secretly elect his successor, the Vatican said on Wednesday.Benedict was studying the possibility of making changes to two laws established by his predecessor Pope John Paul before he abdicates on February 28, a spokesman said.The changes may affect the timing of the start of the conclave.Spokesman Father Federico Lombardi said Benedict was considering making changes that would "harmonize" two documents approved by his predecessor.One governs the period while the papacy is vacant, known as the "Sede Vacante," and another is more specific about the running of the conclave after it begins.A 1996 apostolic constitution by Pope John Paul, called "Universi Dominici Gregis," stipulates that a conclave must start between 15 and 20 days after the papacy becomes vacant, meaning it cannot begin before March 15 under the current rules.Some cardinals believe a conclave should start sooner in order to reduce the time in which the Roman Catholic Church will be without a leader.
Cardinals around the world have already begun informal consultations by phone and email to construct a profile of the man they think would be best suited to lead the Church in a period of continuing crisis.

Sede vacante - The papal transition

Officials in the Vatican are busy preparing the election of a successor after Pope Benedict XVI announced he would resign at the end of the month. The 'sede vacante' period is subject to a strict code of regulations.
Sede vacante is literally the period of the 'empty seat', when the Holy See becomes vacant after the death or resignation of a pope. It is a well-regulated interim period. Following his resignation announcement, Pope Benedict XVI will remain in office for about two more weeks. The German pope is not expected to make any spectacular decisions during that period, said Stephan Haering, a Munich-based expert on canon law, "I do not believe he will appoint more cardinals, but he will observe his regular papal duties," Haering told a Munich church radio station. According to schedule, Pope Benedict is expected to hold public appearances on Ash Wednesday and on February 24.This time, Vatican authorities have more time than they usually do to prepare for the transition period, the secret conclave and the arrival of the presumably 117 cardinals eligible to vote, as well as thousands of reporters. The actual sede vacante period begins when the pope steps down at 8 p.m. on February 28.The Cardinal Camerlengo, currently 78-year-old Tarcisio Bertone, is responsible for managing the property of the Holy See during the interim period between the resignation and the election of a new pope.

The papacy is then on hold. It is "an interim order for the span of time between two popes" determined in papal election regulations, Bonn canon lawyer Norbert Lüdecke told DW. Nothing may be changed in the church's overall leadership, he added: not even the smallest change in course, no removals from, or appointments to, office. Papal power is not delegated to the Pontifical College nor to the College of Cardinals, which prepares and conducts the election of a new Pope. "Apart from that task, it can only handle regular or urgent matters that as a rule are not reserved for the Pope," Lüdecke said.According to Catholic canon law, a conclave begins in the Sistine Chapel at the earliest 15, and at the latest, 20 days after the death of a Pope. For hundreds of years – as was the case after the death of Pope John Paul II in 2005 - these two to three weeks have been a period reserved for mourning, farewell and the funeral. Benedict's surprise resignation announcement allows for a completely new and much longer period of speculation and taking stock as well as mental preparation.The Sistine Chapel, presumably the best-known chapel in the Apostolic Palace, is in for several changes before the conclave begins; bustling activity, too, in the rooms and corridors of the guest house that will house the electors. At some point, then, the Cardinals install themselves in the Chapel to elect a successor. Some of them are just shy of 80 - an age that would have barred them from casting their vote in the election.Previous sede vacantes seem to indicate that a decision on who is to become the 266th Pope can be expected about 17 days after the 'empty seat' period began, in this case, on March 17 or 18. Conclave brings out cardinals' dirty laundry

VATICAN CITY (AP) — Popular pressure is mounting in the U.S. and Italy to keep California Cardinal Roger Mahony away from the conclave to elect the next pope because of his role shielding sexually abusive priests, a movement targeting one of the most prominent of a handful of compromised cardinals scheduled to vote next month.Amid the outcry, Mahony has made clear he is coming. And a Vatican historian said Wednesday that there is no precedent for a cardinal staying home because of personal scandal.Conclaves always bring out the worst in cardinals' dirty laundry, with past sins and transgressions aired anew in the slow news days preceding the vote. This time is no different — except that the revelations of Mahony's sins are so fresh, and ordinary Catholics seem to want to have a greater say in who is fit to choose their next pope.
This week, the influential Italian Catholic affairs magazine Famiglia Cristiana asked its readers if the Los Angeles-based cardinal Mahony should participate in the conclave given the revelations. "Your opinion: Mahony in the conclave: Yes or No?" reads the online survey of one of Italy's most-read magazines.
That followed a petition by a group in the United States, Catholics United, demanding that Mahony recuse himself from the papal conclave.Mahony, however, has made clear he will vote. "Count-down to the Papal Conclave has begun. Your prayers needed that we elect the best Pope for today and tomorrow's Church," he tweeted earlier this week. He promised daily Twitter updates from the conclave.Last month, a court in Los Angeles ordered the release of thousands of pages of confidential personnel files of more than 120 priests accused of sex abuse. The files show that Mahony and other top archdiocese officials maneuvered behind the scenes to shield accused priests and protect the church from a growing scandal while keeping parishioners in the dark.Mahony was stripped of his duties last month by his successor at the largest Catholic diocese in the United States. Pope considers new conclave rules, date uncertain

VATICAN CITY (AP) — Pope Benedict XVI may enact a new law governing the upcoming conclave to elect a new pope amid continued uncertainty over when the voting can begin.The Vatican spokesman, the Rev. Federico Lombardi, said Wednesday that he didn't know for sure if the new law under consideration would address the timing of the conclave following Benedict's Feb. 28 resignation. He said it would contain some "clarifications" on certain points. But given the crush of interest surrounding the conclave date, it's likely to address the issue.The current law says cardinals should wait 15 days after the papacy becomes vacant before launching a conclave to allow all eligible cardinals to arrive in Rome, making March 15 the presumed start. That delay, however, assumed a papal death and funeral. In this case, the cardinals already know that this pontificate will end Feb. 28 and can get to Rome in plenty of time to take part in the conclave.Some canonists and scholars have said the current rules allow for some wiggle room on the 15-day wait given that most if not all the cardinals will already be in Rome for Benedict's final general audience Feb. 27 and his farewell meeting with cardinals on Feb. 28."The document says that the cardinals present in Rome must wait 15 days for the arrival of the others," noted Ambrogio Piazzoni, the vice prefect of the Vatican library. "That can mean that if the cardinals all arrive before the 15 days there is no need to wait. The phrase 'must wait' doesn't say that you can't start before 15 days."However, leading U.S. canonist Edward Peters, an adviser to the Vatican high court, welcomed word that the pope himself might intervene."Advancing the conclave start-date would make obvious good sense, but actually doing so on anything less than express papal authority raises serious canonical and even ecclesiological problems," he said on his blog.The date of the conclave's start is important because Holy Week begins March 24, with Palm Sunday Mass followed by Easter Sunday on March 31. In order to have a new pope in place in time for the most solemn liturgical period on the church calendar, he would need to be installed by Sunday, March 17, because of the strong tradition to hold installation Mass on a Sunday. Why He Might Be Elected: Scola's academic background mirrors Pope Benedict's and he has been at the front of the church's Muslim outreach efforts. He established the Oasis Foundation, which brings Muslim and Christian scholars together to promote mutual understanding and brainstorm the future of the Middle East. His extroverted public persona has been compared to that of Pope John Paul II. Also, twice in the last century, archbishops from Milan have been elected pope: Popes Pius XI in 1922 and Paul VI in 1963.
Why He Might Not Be Elected: Scola is rumored to have enemies in the Roman Curia (the governing body of the church) and some church leaders are wary of anointing another academic as pontiff.

Why He Might Be Elected: Bertone has been assuming more of the day-to-day responsibilities of the papacy in recent years and he has a reputation as the most powerful (if somewhat ruthless) politician in the Holy See. He is responsible for appointing many of the Italian elector-Cardinals who will name the next pope, and, as Business Insider points out, he "knows where every body is buried."
Why He Might Not Be Elected: The master politician has too many enemies within the church. Bertone was the main target in 2012's "Vatileaks" scandal and many cardinals have openly blamed him for failing to "avert the gaffes that have marred Benedict's papacy." He does not speak English or French and is considered by many to be power-hungry and unqualified for the office he currently holds, let alone the office of the pope.

Position: President of the Pontifical Council for Justice and Peace.
Age: 64.
Why He Might Be Elected: Africa is one of the fastest-growing regions in Catholicism. In 2008, Pope Benedict said that the election of a black pontiff would "send a splendid signal to the world" about the universal nature of the Catholic Church. Turkson speaks six languages and is one of the more visible members of the Church, who comes across as both likeable and pragmatic in his public appearances. His extensive pastoral experience in Africa is also a point in his favor.
Why He Might Not Be Elected: Turkson sparked controversy in October 2012 when he screened a YouTube video that made alarmist predictions about the growth of Islam in Europe at an international meeting of bishops. Also, as the National Catholic Reporter points out: "As the head of a pontifical council (which doesn't really wield binding authority over much of anything), Turkson hasn't fully laid to rest questions about his ability to govern."

Position: Prefect Emeritus of the Congregation for Divine Worship and the Discipline of the Sacraments.
Age: 80.
Why He Might Be Elected: Like Turkson, Arinze is a high-profile African cardinal and was on the short list after Pope John Paul II's death.
Why He Might Not Be Elected: At 80, Arinze is too old to vote in the papal election himself and the last non-voting Cardinal to be elected pontiff was Hadrian VI in 1522. It seems unlikely that the conclave would appoint the oldest pope in the history of the church after the health-related resignation of Pope Benedict.
