Indian Jews from 'lost tribe' move to Israel

JERUSALEM (AP) — Dozens of Jews who claim to be the descendants of a lost biblical Jewish tribe emigrated to Israel on Monday from their village in northeastern India, celebrating their arrival after a five-year struggle to get in.The Bnei Menashe say they are descended from Jews banished from ancient Israel to India in the eighth century B.C. An Israeli chief rabbi recognized them as a lost tribe in 2005, and about 1,700 moved to Israel over the next two years before the government stopped giving them visas.
Israel recently reversed that policy, agreeing to let the remaining 7,200 Bnei Menashe immigrate.
Fifty-three arrived on a flight Monday. Michael Freund, an Israel-based activist on their behalf, said nearly 300 others will arrive in the coming weeks."After waiting for thousands of years, our dream came true," said Lhing Lenchonz, 26, who arrived with her husband and 8-month-old daughter. "We are now in our land."
Not all Israelis think Bnei Menashe qualify as Jews, and some suspect they are simply fleeing poverty in India.Avraham Poraz, a former interior minister, said they were not linked to the Jewish people. He also charged that Israeli settlers were using them to strengthen Israel's claims to the West Bank.When Chief Rabbi Shlomo Amar recognized the Bnei Menashe as a lost tribe in 2005, he insisted they undergo conversion to be recognized as Jews. He sent a rabbinical team to India that converted 218 Bnei Menashe, until Indian authorities stepped in and stopped it.The Bnei Menashe come from the states of Mizoram and Manipur near India's border with Myanmar, where, they say, their ancestors landed after the Assyrians banished them. Over the centuries they became animists, and in the 19th century, British missionaries converted many to Christianity.Even so, the group says they continued to practice ancient Jewish rituals, including animal sacrifices, which they say were passed down from generation to generation. Jews in the Holy Land stopped animal sacrifices after the destruction of the Second Temple in Jerusalem in 70 A.D.

Israel revisits ban on female prayer at holy site

JERUSALEM (AP) — Israel's prime minister has instructed a quasi-governmental Jewish organization to find a solution for non-Orthodox Jewish female groups wishing to pray at one of Judaism's holiest sites.
An official said Tuesday Prime Minister Benjamin Netanyahu asked Natan Sharansky, chairman of the Jewish Agency, to look into the matter. The official spoke anonymously according to government regulations.
Last week Israeli police detained women from a liberal Jewish group who approached the Western Wall in Jerusalem carrying prayer shawls. Orthodox Jews insist those are for men only. The women seek to worship at the site without such restrictions.Jewish Agency spokesman Benjamin Rutland said Netanyahu told Sharansky that the Western Wall "must remain a source of Jewish unity rather than division." The wall is a remnant of the biblical Jewish Temple compound.

Israel to build 942 more homes in east Jerusalem

JERUSALEM (AP) — Israel has advanced the process of building 942 more settler homes in east Jerusalem under a new fast-track plan to tighten its grip on the territory, which the Palestinians claim as the capital of a future state.A government planning committee on Monday moved the project to the advanced stage of asking contractors to submit bids to build them, the Interior Ministry said Tuesday. Once a bid is awarded, construction can begin on the project in the Gilo area, though it can take months, if not longer, to reach that point.An additional 300 units can be built after further planning, said attorney Daniel Seidemann, an expert on Jerusalem construction who sees the building as an obstacle to peacemaking. About 40,000 Israelis live in Gilo."With God's help, we will continue to live and build in Jerusalem, which will remain united under Israeli sovereignty," Israeli Prime Minister Benjamin Netanyahu said at the campaign launch event of his Likud Party. "We will continue to strengthen the settlements." Israeli elections are set for Jan. 22.Nabil Abu Rdeneh, a spokesman for Palestinian President Mahmoud Abbas, said the new Israeli announcement was a "red line" that would block the chance for a two-state solution to the Israeli-Palestinian conflict, in which a Palestinian state would be established alongside Israel."The Palestinian Authority will take all the possible means available to respond to this," said Abu Rdeneh. The statement was posted on the official Palestinian news agency Wafa.The newly-approved homes are among more than 5,000 new settler homes in east Jerusalem that Israel pressed ahead over the past week. The Gaza journalists do not generally identify themselves to others as working for Israeli outlets because of a taboo against cooperating with Israel.

1 The burden of Damascus. Behold, Damascus is taken away from being a city, and it shall be a ruinous heap.

Gulf Arabs decry Iran "interference" in region

MANAMA (Reuters) - Six U.S.-allied Gulf Arab states demanded on Tuesday that Iran end what they called interference in the region, reiterating a long-held mistrust of their main rival.The Islamic Republic denies trying to subvert Saudi Arabia and its wealthy Gulf neighbors.A communique issued at the end of a two-day summit of the Saudi-led Gulf Cooperation Council (GCC) also urged action to halt mass killings and violations of international law in Syria.The oil-producing GCC states wield influence out of proportion to their sparse populations due in part to global energy and investment links, generous international aid and Saudi Arabia's role as home to Islam's two holiest sites."The council expressed its rejection and condemnation of the continuing Iranian interference in the affairs of the Gulf Cooperation Council's states and called on Iran to stop these policies," the communique said.On the conflict in Syria, the statement, read out by GCC Secretary-General Abdulatif al-Zayani, added: "We ask the international community for serious and swift moves to stop these massacres and these severe attacks".Kuwait said it would host an international humanitarian donor conference for Syria in late January, amid concern for millions of Syrians suffering war, homelessness and winter cold.
"LOTS OF MEDDLING"
Gulf Arab leaders have long called for Syrian President Bashar al-Assad to step down, and in November the GCC recognized a newly-formed opposition coalition as the legitimate representative of the Syrian people.
The communique did not elaborate on Iran, but the most common Gulf Arab complaint about alleged Iranian meddling in the region relates to Bahrain, which has repeatedly accused Tehran of interference in its internal politics.Iran sees the Gulf as its own backyard and believes it has a legitimate interest in expanding its influence there.Bahraini Foreign Minister Khalid Bin Ahmed Bin Mohammed Al Khalifa told reporters Iran posed a "very serious threat"."Politically, (there is) lots of meddling in the affairs of GCC states; an environmental threat to our region from the technology used inside nuclear facilities; and there is of course the looming nuclear program," he said, referring to Iran's disputed atomic work."So the threat level is quite high, but we are ready if faced with circumstances that require action."While not racked by disturbances on the scale of Syria or Egypt, Bahrain has been volatile since pro-democracy protests led by its Shi'ite Muslim majority erupted last year.Scattered smoke plumes rose from Bahrain's Sitra and Sanabis districts on Tuesday, apparently caused by youths burning tires, but no major demonstrations were reported by activists.
Bahrain's Sunni Muslim rulers brought in Saudi and United Arab Emirates forces last year to help quell the protests, and Shi'ite power Iran condemned the move, saying it could lead to regional instability. Bahrain has accused Iran of being behind the unrest. Tehran denies this.
GCC FORCE LONG SEEN AS INEFFECTIVE
Bahrain's Shi'ites say they are marginalized politically and economically, a charge the government denies. It has rejected the protesters' main demand for an elected government.The summit statement said the GCC would set up a unified military command to tighten defense cooperation but offered few details of a project long prey to sensitivities about sovereignty. Security in the waterway, through which 40 percent of the world's seaborne oil exports passes, has been dominated for decades by the United States.But uprisings against long-standing governments across the Middle East and rivalry with Iran over the conflict in Syria have stirred calls among Gulf Arabs to speed up long-stymied efforts to integrate their own foreign and security policies.
The GCC said it had "supported the creation of a unified military command that organizes and plans and leads the ground, naval and air forces."The communique did not elaborate. But Mustafa Alani, a security analyst, told Reuters that he understood the idea was to have a standing command rather than a functioning one, and that it would only operate in times of crisis.The GCC already has a pan-GCC military force -- the 9,000-strong Peninsula Shield, created in 1986 and based in Saudi Arabia. It took part in the 1991 Gulf war and was deployed in Kuwait during the U.S.-led invasion of Iraq in 2003.But the Saudi-based force is widely seen as ineffective. Egypt's contentious Islamist constitution becomes law

CAIRO (Reuters) - Egyptian President Mohamed Mursi signed into law a new constitution shaped by his Islamist allies, a bitterly contested document which he insists will help to end political turmoil and allow him to focus on fixing the economy.Anxiety about a deepening political and economic crisis has gripped Egypt in past weeks, with many people rushing to buy dollars and withdraw their savings from banks. The government has imposed new restrictions to reduce capital flight.The new constitution, which the liberal opposition says betrays Egypt's 2011 revolution by dangerously mixing religion and politics, has polarized the Arab world's most populous nation and prompted occasionally violent protest on the streets.The presidency said on Wednesday that Mursi had formally approved the constitution the previous evening, shortly after results showed that Egyptians had backed it in a referendum.The text won about 64 percent of the vote, paving the way for a new parliamentary election in about two months.The charter states that the principles of sharia, Islamic law, are the main source of legislation and that Islamic authorities will be consulted on sharia - a source of concern to the Christian minority and others.The referendum result marked yet another electoral victory for the Islamists since veteran autocrat Hosni Mubarak was toppled in 2011, following parliamentary elections last year and the presidential vote that brought Mursi to power this year.Mursi's government, which has accused opponents of damaging the economy by prolonging political upheaval, now faces the tough task of building a broad consensus as it prepares to impose austerity measures.The Egyptian pound came under renewed pressure on Wednesday as market players, worried about the economy, switched their funds into U.S. dollars and other currencies, traders said.Keen to be seen as decisive, the government is now in talks with business figures, trade unions and other groups to highlight the need for tax increases to resolve the crisis.Mursi has committed to such austerity measures to receive a $4.8 billion loan from the International Monetary Fund.However, Al-Mal newspaper quoted Planning Minister Ashraf al-Araby as saying the government would not implement the tax increases until it had completed the dialogue with different parts of society.In Cairo's bustling centre, people openly expressed their frustration with economic instability as they went about their daily business."The country's going to the pits. TURMOIL CONTINUES
Mursi, catapulted into power by his Islamist allies this year, believes adopting the constitution quickly and holding the vote for a permanent new parliament will help to end the long period of turmoil and uncertainty that has wrecked the economy.Mursi's government argues the constitution offers enough protection to all groups, and that many Egyptians are fed up with street protests that have prevented a return to normality and distracted the government from tackling the economy.The charter gives Egypt's upper house of parliament, which is dominated by Islamists, full legislative powers until the vote for a new lower house is held.While stressing the importance of political stability to heal the economy, Mursi's government has tried to play down the economic problems and appealed for unity despite the hardship."The government calls on the people not to worry about the country's economy," Parliamentary Affairs Minister Mohamed Mahsoub told the upper house in a speech. "We are not facing an economic problem but a political one and it is affecting the economic situation. We therefore urge all groups, opponents and brothers, to achieve wide reconciliation and consensus."Mursi is due to address the upper house on Saturday in a speech likely to be dominated by economic policy.Sharpening people's concerns, the authorities imposed currency controls on Tuesday to prevent capital flight. Leaving or entering Egypt with more than $10,000 in cash is now banned.Adding to the government's long list of worries, Communications Minister Hany Mahmoud has resigned citing his "inability to adapt to the government's working culture".The opposition has condemned the new basic law as too Islamist, saying it could allow clerics to intervene in the lawmaking process and leave minority groups without proper legal protection. Syria to discuss Brahimi proposals with Russia

BEIRUT (Reuters) - Syrian President Bashar al-Assad dispatched a senior diplomat to Moscow on Wednesday to discuss proposals made by envoy Lakhdar Brahimi to end the conflict convulsing his country, Syrian and Lebanese sources said.Brahimi, who met Assad on Monday as part of a series of planned talks with Syrian officials and dissidents in Damascus this week, is trying to arrange a peaceful transfer of power, but has disclosed little about how this might be achieved.More than 44,000 Syrians have died in the revolt against four decades of Assad family rule, a conflict that began with peaceful protests but which has descended into civil war.Past peace efforts have floundered, with world powers divided over what has become an increasingly sectarian struggle between mostly Sunni Muslim rebels and Assad's security forces, drawn primarily from his Shi'ite-rooted Alawite minority.Deputy Foreign Minister Faisal Makdad flew to Moscow to discuss the details of the talks with Brahimi, said a Syrian security source, who would not say if a deal was in the works.However, a Lebanese official close to Damascus said Makdad had been sent to seek Russian advice on a possible agreement.He said Syrian officials were upbeat after talks with Brahimi, the U.N.-Arab League envoy, who met Foreign Minister Walid Moualem on Tuesday a day after his session with Assad, but who has not outlined his ideas in public."There is a new mood now and something good is happening," the official said, asking not to be named. On Saturday, Russian Foreign Minister Sergei Lavrov said Syria's civil war had reached stalemate and international efforts to persuade Assad to quit would fail.Assad's opponents insist the Syrian president must go, given the scale of bloodshed and destruction they blame on him.Moaz Alkhatib, head of the internationally recognized Syrian National Coalition opposition, has criticized any notion of a transitional government in which Assad would stay on as a figurehead president stripped of any real powers.

This is unacceptable to Syrians," Alkhatib wrote."The coalition leadership has told Lakhdar Brahimi directly that this type of solution is rejected."While Brahimi was striving to bridge the vast gaps between Assad and his foes, fighting raged on across the country and a senior Syrian military officer defected to the rebels.Syrian army shelling killed about 20 people, at least eight of them children, in the northern province of Raqqa, a video posted by opposition campaigners showed.
The video published by the Syrian Observatory for Human Rights showed rows of blood-stained bodies laid out on blankets. The sound of crying relatives could be heard in the background.The shelling hit the province's al-Qahtania village, but it was unclear when the attack had occurred.Rebels re-launched their assault on the Wadi Deif military base in the northwestern province of Idlib, in a critical battle for a major army base and fuel storage and distribution point.Activist Ahmed Kaddour said rebels were firing mortars and had attacked the base with an explosives-rigged vehicle.The British-based Observatory, which uses a network of contacts in Syria to monitor the conflict, said a rebel commander was among several killed in Wednesday's fighting, which it said was among the heaviest there for months.As violence has intensified in recent weeks, with Assad using his air power and artillery to contain rebel advances, daily death tolls have climbed. At least 190 were killed across the country on Tuesday alone, the Observatory said.The head of Syria's military police changed sides and declared allegiance to the anti-Assad revolt."I am General Abdelaziz Jassim al-Shalal, head of the military police. MOSCOW (Reuters) - A bill banning Americans from adopting Russian children went to President Vladimir Putin for his signature on Wednesday after winning final approval from parliament in retaliation for a U.S. law meant to punish Russian human rights abusers.Putin has strongly hinted he will sign the bill, which also outlaws some U.S.-funded non-governmental groups and hits back at U.S. sanctions by imposing visa bans and asset freezes on Americans accused of violating the rights of Russians.The Federation Council, Russia's upper parliament house, voted unanimously to approve the bill, which has clouded U.S.-Russian relations and outraged liberals who say lawmakers are playing a political game with the lives of children.The bill has drawn unusual criticism from some government officials including Foreign Minister Sergei Lavrov and Olga Golodets, a deputy prime minister who said it may violate an international convention on children's rights.

Firemen's killer left chilling note, deaths at 3

WEBSTER, N.Y. (AP) — An ex-con killed two firefighters with the same caliber and make military-style rifle used in the Connecticut school massacre after typing a note pledging to burn down his neighborhood and "do what I like doing best, killing people," police said Tuesday as another body, believed to be the gunman's missing sister, was found.William Spengler, 62, who served 17 years in prison for manslaughter in the 1980 hammer slaying of his grandmother, set his house afire before dawn Christmas Eve before taking a revolver, a shotgun and a semiautomatic rifle to a sniper position outside, Police Chief Gerald Pickering said.The death toll rose to three as police revealed that a body believed to be the killer's 67-year-old sister, Cheryl Spengler, was found in his fire-ravaged home.Authorities say he sprayed bullets at the first responders, killing two firefighters and injuring two others who remained hospitalized Tuesday in stable condition, awake and alert and expected to survive. He then killed himself as seven houses burned on a sliver of land along Lake Ontario.Police recovered a military-style .223-caliber semiautomatic Bushmaster rifle with flash suppression, the same make and caliber weapon used in the elementary school massacre in Newtown, Conn., that killed 26, including 20 young children, Pickering said.The chief said it was believed the firefighters were hit with shots from the rifle given the distance but the investigation was incomplete."He was equipped to go to war, kill innocent people," the chief said.The two- to three-page typewritten rambling note left by Spengler did not reveal what set off the killer or provide a motive for the shootings, Pickering said. Storm brings tornadoes, snow to South; two dead

MOBILE, Alabama (Reuters) - A major winter storm system swept through the southern United States on Tuesday, spawning tornadoes in several states and killing two people in weather-related road accidents.
The National Weather Service (NWS) said a tornado struck Mobile, Alabama, home to about 200,000 people, at about 5 p.m. local time (2300 GMT). There were reports of damage to trees and widespread power outages, along with some structural damage, but no injuries or fatalities.Tornadoes also touched down in Mississippi, Texas and Louisiana, flattening houses and causing some injuries, according to the NWS.
The wild Christmas weather was expected to continue into early Wednesday - the NWS' Storm Prediction Center forecasted the development of "a few strong tornadoes and thunderstorm wind damage over parts of the southeast" this evening and overnight.It warned that tornadoes at night at this time of year can be particularly dangerous because they are usually fast-moving and obscured by rain and darkness. Areas mostly likely to be hit by strong storms include southern and eastern Alabama, the Florida Panhandle and southwest Georgia, the NWS warned.Tuesday's storms also contributed to a 21-vehicle pile-up that shut down a major highway in Oklahoma City and tens of thousands of power outages.A Texas man died after an accident involving a tree in the road, and another person died in a weather-related accident on I-44 in Oklahoma, according to local authorities.The storm was expected to evolve into a blizzard from Arkansas to southern Illinois on Tuesday night, with snowfall of up to a foot in some areas, according to Accuweather.com.Accuweather.com senior meteorologist Kristina Pydynowski warned on the website that travel will be "extremely treacherous, if not impossible, as the snow clogs roads, such as interstates 24, 55 and 57, and the blowing snow severely lowers visibility."The Indiana governor's office issued an advisory Tuesday evening that "non-essential employees" who live in areas where snow emergencies have been declared do not have to come to work.The snowstorm will shift on Wednesday to the eastern Great Lakes and northeastern region, with a blizzard warning in effect for Cleveland starting at 7 a.m. on Wednesday (1200 GMT), forecasters said. In the town of McNeill in southern Mississippi, an apparent tornado destroyed 12 homes and injured eight people, though none of the injuries appear life-threatening, said Danny Manley, director of the Pearl River County Emergency Management Agency.Manley said the homes could not be rebuilt, as some had lost roofs and their top stories and one was smashed by a tree.Another apparent tornado hit Centreville, Mississippi, in the southwestern part of the state, injuring one person, destroying a trailer and heavily damaging other homes and buildings, according to Tim Destri, a NWS meteorologist in New Orleans.A tornado destroyed a building 13 miles southeast of Crockett, Texas, and a bank lost a section of its roof, according to Accuweather.com.Freezing drizzle overnight led to 10 separate collisions on Interstate 40 in Oklahoma City early on Tuesday, said Betsy Randolph, a spokeswoman for the Oklahoma Highway Patrol. The city also got a rare Christmas snowfall.The 21-vehicle pile-up included three tractor-trailers and shut down the westbound lanes for about five hours, she said. Twelve people were taken to hospitals, and troopers were checking on the severity of their injuries.Ahead of the storm's path, parts of eastern West Virginia are under a winter storm warning.
