Israeli military: Armed Syrians approach border

JERUSALEM (AP) — Dozens of armed men gathered on the Syrian side of the cease-fire line in the Israel-controlled Golan Heights Wednesday, prompting authorities to close a tourist site as a precaution, the Israeli military said.An Israeli spokesman said it was unclear what the armed Syrians were doing. He said there was no violence or attempts to cross the border. He spoke on condition of anonymity under military rules.
Israeli forces there were on alert.The armed men were not wearing uniforms. It was not clear if they were soldiers from the Syrian army or rebel forces battling President Bashar Assad's regime.Israelis are concerned that fighting from Syria's civil war could spill across the border. Last month, several mortar shells exploded in Israeli-controlled territory. Nobody was hurt. Israel said the shells were misfired.Israeli officials have also expressed concern that the frontier region could turn into a lawless area like Egypt's Sinai desert, where Islamic militants have gained strength since the ouster last year of Egyptian President Hosni Mubarak.
Israel and Syria have been bitter enemies for decades, but there is concern in Israel that if the Assad regime is toppled, the country could fall into the hands of Islamic extremists or descend into sectarian warfare, destabilizing the region.An Israeli tour group visiting Mount Hermon, the Golan site closest to the border spot, left without incident, and the site was temporarily closed Wednesday as a precaution. "It happened far away from the site, but to be on the safe side, the tourists were told to go down from the mountain to the lower part of the resort," said Shaul Ohana, who manages the site.Last year in a demonstration, thousands of people stormed the border fence from Syria, and hundreds burst through. At least 15 infiltrators were killed that day in clashes on the Syrian and Lebanese borders.Israeli officials accused Damascus of promoting the clash to try to divert attention from the violence within Syria.Since then Israel has beefed up security in the area.Israel captured the Golan Heights from Syria in the 1967 Mideast war. It later annexed the strategic territory overlooking northern Israel in a move that is not recognized internationally.

France’s most populous administrative zone, encompassing the capital Paris, has signed a cooperation agreement with the Palestinian district of Jerusalem, a move organizers say is designed to send a “political message” of solidarity with the Palestinians and their aspirations for a future capital in the city.The French region described the agreement as the “first of its kind.”The decision is a blow to Israel’s claim that the eastern sector is part of its united capital. A spokesman for Israel’s Foreign Ministry said east Jerusalem “does not exist” as a separate entity and that the French council was “living in a make-believe world.”
The Regional Council of Île-de-France voted September 28 in favor of a “decentralized cooperation agreement” with the Palestinian Authority (PA) district of Jerusalem, making it “the first French community to sign an agreement of cooperation with the Arab part of the holy city,” a statement on the council’s website read. The agreement is to be officially signed during the month of October.Israel extended its sovereignty to the entire city of Jerusalem following the Six-Day War of 1967, and does not recognize the PA’s Jerusalem district, which incorporates some 400,000 Palestinian residents in Jerusalem and its outskirts.Île-de-France has earmarked 300,000 euros for the cooperation agreement, which will support vocational training, entrepreneurship, culture, health and social action, as well as “institution building.”In Jerusalem, 78 percent of Palestinian inhabitants live below the poverty line, the statement continues, and the French projects will focus on “improving the living conditions of local populations.”The agreement was initiated in early 2011 by Green Party councilmen Jacques Picard and Michel Bock, who also serves as chairman of the international and European action committee in the  regional council of Île-de-France.
‘That Palestinian entity [the Jerusalem district]  does not exist,’ Hirschon told The Times of Israel. ‘[the French Region] seems intent on ignoring reality and living in a make believe world’
Picard told The Times of Israel that the idea of collaborating with a Palestinian district was first raised in 2004. It was only natural to twin Paris with the capital of the future Palestinian state, Jerusalem, he said.
“There is very high sensitivity to the Palestinian cause in France,” Picard said. “This symbolic move is certainly intended to send a political message. If such regional exchanges can contribute to peace, all the better.”Picard noted that the cooperation with Jerusalem was endorsed by French Minister for Cooperation Henri de Raincourt in a public speech delivered in Hebron in January 2012.Paul Hirschon, a spokesman for Israel’s Foreign Ministry, said the ministry was unaware of the agreement. But he added that such initiatives discouraged the Palestinians from returning to the negotiating table with Israel.
Île-de-France has designated 300,000 euros to the cooperation agreement, which will focus on vocational training, support of entrepreneurship, culture, health and social action, as well as institution building.

“Jerusalem is and will remain the capital of Israel. The parties have agreed that Jerusalem is a matter for final status negotiations. It should remain an undivided city accessible to people of all faiths.” This statement, taken from the 2008 Democratic Party platform, was removed from the Democrats’ 2012 platform last week, only to be reinstated by President Barack Obama after an onslaught of opposition. Fortunately, Obama made the right decision in reaffirming Jerusalem as Israel’s capital.Jewish national identity was formed over 3,000 years ago in the land of Israel, with King David making Jerusalem the capital of the Israelite Kingdom in 1000 B.C.E. and his son, King Solomon, building the First Jewish Temple in Jerusalem 40 years later. Throughout history, Jews have regarded Jerusalem as the capital of their ancient ancestral homeland, facing Jerusalem during prayer in a similar fashion to Muslims who pray towards the Kaaba in Mecca. While the number of Jews in Israel has fluctuated across the centuries (the Jewish community significantly declined from massacres by Crusaders in the 12th century, for example), Jews have maintained a continuous presence in the land of Israel.Therefore, as the only sovereign Jewish state, Israel has a right to declare Jerusalem as her capital. America’s denial of that right only isolates a valuable ally in the Middle East, and increases political tension in already troubled times considering Iran’s nuclear ambitions. Furthermore, it is not the Democrats’ role to dictate the capital city of an ally — after all, Americans would never grant Britain or France the right to determine whether Washington, D.C. is the capital of the United States. Every autonomous, self-governing state has the right to decide their own capital city within their borders and control. Therefore, the political status of Jerusalem, although one of the most contentious issues in any future peace agreement between the Israelis and Palestinians, can only be determined by Israel; it cannot be imposed by foreign nations or international bodies.Furthermore, the clause that Obama reinstated into the 2012 Democratic platform not only called for Jerusalem to remain as the eternal capital of Israel, but also recognized the importance of Jerusalem continuing to remain open and accessible to all of the world’s faiths. This distinction is important because historically, access to holy cities for pilgrimages and worship has been limited. For example, from 313–637 C.E., Jews were prohibited from entering Jerusalem, and even today access to Mecca and Medina is strictly prohibited to non-Muslims. With Jerusalem under Israeli control, all religions will have access to their holy sites in the city.It is also important, however, that Jerusalem not become a partisan issue in the upcoming presidential election because this will detract attention from more serious foreign policy issues like Iran’s nuclear program. Instead, American politicians should be concerting their efforts to prevent Iran from developing nuclear capabilities, which would have dire consequences for the United States, Israel, and the entire Western world. Unfortunately, Jerusalem has already begun to turn into a partisan issue, with Republican presidential candidate Mitt Romney asserting that Obama has “thrown Israel under the bus” for not standing by Israel and unequivocally declaring Jerusalem as Israel’s capital. By officially declaring that “Jerusalem is and will remain the capital of Israel” in the Democrats’ 2012 platform, Obama has hopefully side-stepped a potentially very dangerous and distracting partisan debate on the heels of the upcoming election.

EU leaders to consider eurozone budget, reform 'contracts'


BRUSSELS - EU leaders meeting later this month in Brussels will try to iron out disagreements on a new eurozone banking supervisor and consider further steps to deepen the economic union, such as a eurozone budget and binding "contracts" on reforms.According to draft guidelines discussed on Wednesday (3 October) by EU ambassadors for the summit conclusions on 18-19 October, member states should consider "individual contractual arrangements with the European level on the reforms they commit to undertake and their implementation."The idea, although controversial, is not new. Germany has long fought to have more supervision of national decisions on budgets, labour market reforms, pension schemes or retirement age in member states.It sees this as a quid pro quo for its approval of the Greek, Portuguese, Irish and now Spanish bailouts, the setting up of a permanent bailout fund, and the tacit endorsement of a bond-buying scheme by the European Central Bank.EU officials familiar with the discussions among member states say it is still too early to say whether to expect a deal at the October summit on this extra layer of supervision.
The same goes for the idea of having a budget for the 17 eurozone countries only."There seems to be more impetus behind it, but the most we can expect is for member states to say they are willing to explore it," one EU official told this website.French finance minister Pierre Moscovici has already floated the possibility of a eurozone budget being used for unemployment benefits in countries under particular pressure, such as Spain where over a quarter of the workforce is out of a job.But, said the EU source, the budget would rather needed to be 'new money' on top of the common EU budget for 2014-2020 currently being negotiated. Otherwise these negotiations risked being completely derailed.A unanimous decision among all 27 members would be needed to allow for any non-standard use or splitting of the EU budget.Meanwhile, the EU commission is planning to come up with its own blueprint on how eurozone budget could be achieved
One idea is to have loan guarantees on the back of the EU budget used for eurozone states only. This could be in the form of what is now the nearly exhausted European Financial Stability Mechanism (EFSM) - a €60 billion fund used for the Irish and Portuguese bailouts.Another idea is to have "own resources" - such as a financial transactions tax - fund this eurozone-only pot.At least nine countries have to endorse the idea for the tax to come into force. So far, only Germany, France and Austria have written to the commission in support of it.The commission blueprint is only expected to be issued after the October summit, but before a November meeting of EU leaders aimed at sealing a deal on the next EU budget for 2014-2020.

Russia tells NATO to stay away from Syria

MOSCOW (Reuters) - Russia told NATO and world powers on Tuesday they should not seek ways to intervene in Syria's civil war or set up buffer zones between rebels and government forces.Moscow further called for restraint between NATO-member Turkey and Syria, where violence along their shared border has strained relations between the former allies.Tensions have flared since a mortar round fired from inside Syria struck the territory of Turkey. Ankara has threatened to respond if the strike were repeated.When asked by Interfax if Moscow worried whether the tense border situation could prompt NATO to intervene to defend Turkey, its easternmost member, Deputy Foreign Minister Gennady Gatilov warned against any such step.
"In our contacts with partners in NATO and in the region, we are calling on them not to seek pretexts for carrying out a military scenario or to introduce initiatives such as humanitarian corridors or buffer zones."
Turkish Prime Minister Tayyip Erdogan, one of Assad's most caustic critics, recently lashed out at Russia for blocking efforts at the U.N. Security Council to exert pressure on Assad and said Moscow's stance allowed massacres in Syria to continue.Turkey has floated the idea of setting up "safe zones" inside Syria to protect civilians from the conflict but that would also have to be approved by the Security Council.Russia and China have vetoed three Security Council resolutions condemning Syrian President Bashar al-Assad and have blocked attempts to impose further sanctions on his government or intervene more directly in the conflict.
Ankara has repeatedly complained of artillery and gunfire spilling over the border into Turkey, leading to threats of retaliation."We believe both Syrian and Turkish authorities should exercise maximum restraint in this situation, taking into account the rising number of radicals among the Syrian opposition who can intentionally provoke conflicts on the border," Gatilov was quoted as saying.The West accuses Russia of supporting Assad in the bloody 18-month conflict and imposing a stalemate in the Security Council as violence in Syria has spiraled.Moscow says Syrians themselves should decide their fate and says it will veto any Security Council resolution that could serve as a springboard for military intervention.Russia accuses the West of overstepping its mandate when it set up a no-fly zone in Libya last year, leading to the fall of Muammar Gaddafi to a popular uprising and insurgency.Western diplomats in Moscow say Russia seems to believe Assad may still successfully cling to power though they see Russia's dialogue with some Syrian opposition groups as an attempt to secure its interests there if he were overthrown.(Editing by Thomas Grove and Mark Heinrich)

Turkish artillery on Thursday morning resumed bombarding targets in northern Syria in response to a deadly cross-border mortar shelling that killed five on Wednesday.Turkish state-run TRT television reported that a military unit based on the border town of Akcakale resumed strikes at Syrian targets overnight and that shelling continued Thursday morning.The Syrian town of Tel Abyad lies just over the Syria-Turkey border from the Turkish town of Akcakale, the site of Wednesday’s deadly shelling. The mortar-fire reportedly originated from Tel Abyad, according to Reuters.
The Syrian Observatory for Human Rights said a Syrian army post in Tel Abyad was bombarded and an unspecified number of soldiers were killed. The British-based opposition group did not specify whether the Turkish military bombardment was responsible for the casualties.Turkish Foreign Ministry officials were not immediately able to confirm the reports, while Defense Ministry officials refused to comment.Turkish media reported that Ankara has prepared a parliamentary bill legitimizing Turkish military action in Syria, similar to one which authorizes the Turkish military to intervene in northern Iraq in pursuit of Kurdish militants based there. The Turkish parliament on Thursday was set to vote on the bill in an emergency session.The bill drafted by the Turkish government called for “a one-year-long permission to make the necessary arrangements for sending the Turkish Armed Forces” into Syria in light of the “negative impact of the ongoing crisis in Syria on our national security, as well as on regional stability and security.”İbrahim Kalın, a senior aide to Prime Minister Recep Tayyip Erdoğan, tweeted on Thursday morning in advance of the parliamentary vote that Turkey has no interest in war with Syria, but that it will defend its borders and retaliate if necessary. According to Turkish Hurriyet Daily News, Erdoğan signed the government motion calling for military intervention in Syria.

While the bill does not constitute a declaration of war, it would “enable the government freedom in deciding if, when and how to react to possible further escalation.”“It also aims to serve as a sign of deterrence to Syria, and to show to the Turkish public that the government is reacting harshly to the situation,” Goren said.European Union foreign policy chief Catherine Ashton on Thursday condemned the cross-border incident and called for restraint from both sides.“I strongly condemn yesterday’s shelling by Syrian forces of the Turkish border town,” she said in a statement. “I once again urge the Syrian authorities to put an immediate end to the violence and fully respect the territorial integrity and sovereignty of all neighboring countries.”Russian Foreign Minister Sergey Lavrov also urged the Syrian government to declare the incident an accident. Moscow called for bilateral restraint.Wednesday’s incident was the first in which Turkish citizens were killed as a consequence of the violence raging in Syria. The deaths of two women and three children in Akcakale followed a series of bombardments of Turkish border towns in recent months. Two Turkish civilians were wounded by a mortar that fell in Akcakale last month.In June, a Turkish Air Force reconnaissance jet crashed into the Mediterranean Sea after being fired upon by Syrian army forces, killing the pilot and navigator. Relations between the former allies have been strained ever since.Syrian Information Minister Omran al-Zoabi on Wednesday offered his government’s “sincerest condolences” to the families of the slain Turks, and said his government was investigating the source of the shelling that killed them, Syria’s SANA news agency reported.Al-Zoabi reiterated Damascus’s contention that “undisciplined terrorist groups… who have varying agendas and identities” are operating on the Syria-Turkey frontier, and that such terrorists committed Wednesday’s bombings in Aleppo.He called on Turkey to respect Syrian sovereignty and prevent “terrorists” from crossing the border, “which is what Syria always does.”

For the third morning in a row, Arabs rioted on the Temple Mount, attempting to attack groups of Jews who sought to visit the holiest site in Judaism during the Sukkot holiday. Police again Thursday deployed large numbers of officers to keep the Arabs from attacking the Jews.Police have reported that there were mild protests during recent days, but video footage showed dozens of young Arabs actively trying to attack Jews who were visiting the Mount. In one video, a Wakf official is seen threatening to break the camera of a Jew filming footage of the Arab rioters.Earlier in the week, Arutz Sheva reported on a large Arab riot that greeted Jews who attempted to visit the Temple Mount on the first day of Chol Hamo'ed, the intermediate days of Sukkot. “When we went up on the Temple Mount, we were greeted with cries of ‘Allah is Great,’” said Asaf Fried, one of the members of a group that visited the Mount Tuesday. “The police again did nothing, even towards the end of the visit when the Arabs really came close to us and blocked our exit, shouting, 'We will expel the Jews in blood and fire and will butcher Jews.' The police still did nothing,” and the group of Jews escaped without harm, Fried said.During the rioting, police arrested five Arabs for attacking a police officer. One Jewish worshipper was detained as well, police said, for failing to listen to their instructions. On Tuesday, police arrested Likud activist Moshe Feiglin, along with another Israeli, for attempting to pray at the site. On Wednesday, Rabbi Yehuda Leibman, director of the Od Yosef Chai Yeshiva was taken into custody for allegedly praying at Judaism's holiest site. Later in the day, 87-year-old Dr. Menachem Ben-Yashar, a long-time activist for Jewish rights on the Mount was arrested. Also detained was Elyashiv Sherlo, son of Rabbi Yuval Sherlo, head of the Petach Tikva yeshiva.Jewish activists once again called on police to learn how to respond more effectively to Arab riots, and to establish a procedure at the Temple Mount similar to that at the Machpelah Cave – allowing Jews access to the site, at least on Jewish holidays.

U.N. atomic agency says no date set for fresh Iran talks

SYDNEY (Reuters) - The U.N. atomic agency has yet to agree a date for further talks with Iran and has little hope for a speedy resolution to a standoff with Tehran over its nuclear program, the head of the nuclear watchdog said on Thursday.Efforts by the International Atomic Energy Agency (IAEA) to engage with Iran over suspicions it has been conducting research into developing nuclear weapons have stalled and a hoped for meeting this month would not be possible, IAEA Director General Yukiya Amano told reporters following an address in Sydney."We are committed for dialogue and we are ready to have a meeting at an early date but the fact is, that as of today, no specific date is decided for a meeting," Amano said.Any meeting would take at least a month to organize, he said, adding he saw no sign a resolution was near.
"We need to see how the dialogue will be when we meet. But it took almost one year and we haven't produced any concrete results so therefore we don't have the reason to believe overnight everything would change - I don't have that indication either."The six countries involved in discussions over Iran's program have held three rounds of talks with Tehran this year without visible progress. A U.S. official voiced hope last week for a fourth round "in the not too distant future".Israel, Iran's arch foe, says Tehran is seeking a nuclear weapons capability and last week warned the Islamic state will be on the brink of developing a nuclear weapon by mid-2013.But Western experts believe Iran is still a few years away from being able to assemble a nuclear-armed missile.Last month, Iran accused the IAEA of passing on confidential details of its atomic work to Israel, and a military commander said Tehran may consider a pre-emptive strike on the Jewish state if it looked set to attack.Iran, one of the world's largest oil producers, says its nuclear program is aimed at producing electricity, not making nuclear bombs.Amano said the agency had "no particular" new information on Iran's program since November when it released a trove of intelligence on past and possibly continuing efforts to develop nuclear weapons."The fact is Iran continues to enrich uranium...contrary to the U.N.
