New York Times ad seeks candidates for joint Israeli-Palestinian parliament

Confederation initiative launched by Israeli-born lawyer who now lives in California

An initiative to establish an Israeli-Palestinian confederation and joint parliament was publicized Monday with a full page advertisement in the New York Times, aimed at recruiting 1,500 parliamentary candidates from both sides of the conflict.The initiative was launched by Israeli-born lawyer Josef Avesar, a California resident, and has been endorsed by former Israeli foreign minister Shlomo Ben Ami and Palestinian peace activist and National Council member Hanna Siniora.Elections for a planned joint Israeli-Palestinian parliament are to be held on December 12, and the Confederation’s website allows Israeli and Palestinians over the age of 21 to submit their candidacy for parliament member or president. The parliament is to include 300 members, elected by 300 voting districts encompassing Israel and the Palestinian territories. Candidates must declare online “under penalty of perjury” that they are residents “of Israel or Palestine.”The joint parliament is not intended to replace the existing Israeli and Palestinian legislatures, organizers explain, but rather help bridge the gap between the sides. According to the parliament’s constitution, legislation can only pass with the consent of both sides.With a board of directors located in the United States, it is unclear where the parliament would convene once elected. Article 1 of the Israeli-Palestinian Confederation’s constitution stipulates only that “the time, place, and manner of the Parliament’s legislative sessions and voting mechanism shall be prescribed by the Parliament.”

JTA — Seventy percent of Americans view Israel favorably, according to a survey conducted by the Foreign Policy Initiative.Moreover, when asked their view of Israel, nearly 81 percent of political conservatives shared that favorable view, while the number was at 68.5 percent for moderates and approximately 63 percent of liberals.The survey, called “Foreign Policy Matters in 2012,” was conducted Sept. 15-17 by Basswood Research for the Foreign Policy Initiative. Its margin of error is 3.1 percent.Some 40 percent of respondents identified as Republicans, 40 percent as Democrats and 20 percent as either independents or with no party affiliation.Asked the open-ended question about America’s best ally in the world, Israel came in at 15.9 percent, second only to the United Kingdom at 54 percent.On Syria, nearly 66 percent of Americans supported Washington working “with our allies to establish no-fly zones in Syria to protect civilians and help ensure a transition to a more pro-Western government instead of the terrorist-supporting regime of Bashar al-Assad.”

And make no mistake, justice will be done.”Since then, intelligence agencies have determined that the attack “involved a small number of militants with ties to al-Qaeda in North Africa but see no indication that the terrorist group directed the assault.” They have concluded that the attack “was not timed to coincide with the Sept. 11, 2001, anniversary” and was instead “set in motion after protesters scaled the walls of the U.S. Embassy in Cairo as part of a protest of an amateur anti-Islamic YouTube video.”

Obama Administration Knew Libya Attack Was Terrorism Within 24 Hours

Sources tell Fox News that U.S. intelligence almost immediately knew the Sept. 11 attack on the U.S. Consulate in Libya was the work of terrorists.That weekend, however, U.S. Ambassador to the United Nations Susan Rice, stated that the attack was spontaneous, and resulting from Muslims’ outrage over an anti-Islam film. Only in the last week has the Obama administration begun to publicly declare that the attack was terrorism.Bret Baier reports that the Obama administration actually labeled the attack as terrorism immediately in order to unlock certain federal resources to speed up the response. (CNN) -- Comments by U.S. officials regarding the September 11 attack that killed four Americans in Benghazi, Libya, have provoked controversy among some critics.Some Republicans have accused the administration of being less than forthcoming about the causes of the incident, saying the administration has focused on "The Innocence of Muslims," the inflammatory online video mocking the Muslim Prophet Mohamed as the explanation for the attack.Here's a rundown of notable statements by administration officials, publicly and in interviews with CNN:

September 12 -- President Barack Obama:

"The United States condemns in the strongest terms this outrageous and shocking attack. ... No acts of terror will ever shake the resolve of this great nation."

September 12 -- Secretary of State Hillary Clinton:

"We are working to determine the precise motivations and methods of those who carried out this assault. Some have sought to justify this vicious behavior, along with the protest that took place at our embassy in Cairo yesterday, as a response to inflammatory material posted on the Internet. America's commitment to religious tolerance goes back to the very beginning of our nation. But let me be clear -- there is no justification for this, none."

September 12 -- White House spokesman Jay Carney, in response to questions about whether the attack was planned:"It's too early for us to make that judgment. I think -- I know that this is being investigated, and we're working with the Libyan government to investigate the incident. So I would not want to speculate on that at this time."

September 13 -- Jay Carney:

"The protests we're seeing around the region are in reaction to this movie. They are not directly in reaction to any policy of the United States or the government of the United States or the people of the United States."

September 13. -- A senior U.S. official tells CNN that the Benghazi violence was a "clearly planned attack:"It was not an innocent mob," the official said. "The video or 9/11 made a handy excuse and could be fortuitous from their perspective, but this was a clearly planned military-type attack."

September 13 -- State Department spokeswoman Victoria Nuland:

"Well, as we said yesterday when we were on background, we are very cautious about drawing any conclusions with regard to who the perpetrators were, what their motivations were, whether it was premeditated, whether they had any external contacts, whether there was any link, until we have a chance to investigate along with the Libyans. So I know that's going to be frustrating for you, but we really want to make sure that we do this right and we don't jump to conclusions. That said, obviously, there are plenty of people around the region citing this disgusting video as something that has been motivating."

September 14 -- Jay Carney:

"We were not aware of any actionable intelligence indicating that an attack on the U.S. mission in Benghazi was planned or imminent."

September 16 -- Susan Rice, U.S. ambassador to the United Nations, on CBS' "Face the Nation":

"We do not have information at present that leads us to conclude that this was premeditated or preplanned."

September 18 -- Jay Carney:

"Our belief based on the information we have is it was the video that caused the unrest in Cairo, and the video and the unrest in Cairo that helped -- that precipitated some of the unrest in Benghazi and elsewhere. What other factors were involved is a matter of investigation."

September 19 -- Jay Carney:

"It is a simple fact that there are, in post-revolution, post-war Libya, armed groups, there are bad actors hostile to the government, hostile to the West, hostile to the United States. And as has been the case in other countries in the region, it is certainly conceivable that these groups take advantage of and exploit situations that develop, when they develop, to protest against or attack either Westerners, Americans, Western sites or American sites. ... Right now I'm saying we don't have evidence at this point that this was premeditated or preplanned to coincide on a -- to happen on a specific date or coincide with that anniversary."

September 19 -- Director of National Intelligence Matthew Olson, responding to a question by Senate Homeland Security and Governmental Affairs Chairman Joe Lieberman on whether the attack was a terrorist attack:

"They were killed in the course of a terrorist attack on our embassy. ... At this point, what I would say is that a number of different elements appear to have been involved in the attack, including individuals connected to militant groups that are prevalent in eastern Libya, particularly the Benghazi area, as well we are looking at indications that individuals involved in the attack may have had connections to al Qaeda or al Qaeda affiliates, in particular al Qaeda in the Islamic Maghreb." Olson also said U.S. officials had no "specific evidence of significant advanced planning."

September 20 -- Jay Carney:

"It is, I think, self-evident that what happened in Benghazi was a terrorist attack. Our embassy was attacked violently, and the result was four deaths of American officials."

September 20 -- President Obama at a town hall meeting organized by the Spanish-language Univsion Network, responding to a question about the possible involvement of al Qaeda:

"What we do know is that the natural protests that arose because of the outrage over the video were used as an excuse by extremists to see if they can also directly harm U.S. interests."

September 21 -- Hillary Clinton:

"What happened in Benghazi was a terrorist attack, and we will not rest until we have tracked down and brought to justice the terrorists who murdered four Americans."

September 25 -- President Obama on ABC's The View," in response interviewer Joy Behar's question, "I heard Hillary Clinton say it was an act of terrorism. Is it? What do you say?":

"We're still doing an investigation. There's no doubt that (with) the kind of weapons that were used, the ongoing assault, that it wasn't just a mob action. We don't have all the information yet, so we're still gathering it. But what's clear is that around the world there's still a lot of threats out there." Obama also said "extremist militias" were suspected to have been involved.

September 26 -- Hillary Clinton:

"What is happening inside Mali is augmented by the rising threat from violent extremism across the region. For some time, al Qaeda in the Islamic Maghreb and other groups have launched attacks and kidnappings from northern Mali into neighboring countries. Now, with a larger safe haven and increased freedom to maneuver, terrorists are seeking to extend their reach and their networks in multiple directions. And they are working with other violent extremists to undermine the democratic transitions under way in North Africa, as we tragically saw in Benghazi."

September 27 -- Secretary of Defense Leon Panetta:

"It was a terrorist attack. ... As we determined the details of what took place there, and how that attack took place, that it became clear that there were terrorists who had planned that attack."".

September 27 -- A senior U.S. official tells CNN that it became clear within about a day of the Benghazi attack that it been work of terrorists:

Separately, CNN National Security Analyst Fran Townsend reports that a law enforcement source told her that "from day one we had known clearly that this was a terrorist attack."

September 28: Statement by Olson spokesman Shawn Turner:

"In the immediate aftermath, there was information that led us to assess that the attack began spontaneously following protests earlier that day at our embassy in Cairo. We provided that initial assessment to executive branch officials and members of Congress, who used that information to discuss the attack publicly and provide updates as they became available. Throughout our investigation we continued to emphasize that information gathered was preliminary and evolving. WINNIPEG—Thick, black smoke and flames continued to spew late Monday from a Winnipeg warehouse that holds highly explosive fuel used for car racing.Dozens of emergency vehicles were expected to spend the night on site at Speedway International, a company that boasts on its website it is “North America’s No. 1 source for 99.99 per cent racing methanol.”The first huge fireball of many went up in the air shortly before the supper hour, accompanied by a column of dark smoke.Throughout the night, more explosions could be heard and smaller fireballs could be seen as the contents of the warehouse ignited.Employees said the good news is that no one was inside the building at the time and everyone had been accounted for.However, there were also worries because of train cars sitting nearby that also contain the racing fuel.“Numerous roadways in the surrounding area have been closed to all traffic,” Winnipeg police said in a statement. “As a result of the fire, some evacuations in the immediate area have already occurred.”Police were also warning people who might be tempted to come out and watch the fire to stay home.“Emergency personnel have noted that some members of the public have made their way toward the scene due to curiosity. These individuals are requested to leave the area immediately.”Manitoba fire commission Dave Schafer confirmed that the surrounding area had been evacuated but could not say whether there were concerns about toxicity from the smoke.“The main concern with any fuel is explosions,” he said.Witnesses said they could feel heat on their faces from blocks away.Speedway International says its Pro Comp racing methanol can be shipped throughout North America in sealed 55-gallon drums via tank trucks and by rail.“Pro Comp racing methanol will provide more horsepower, more torque and longer engine life than any other industrial grade or off-spec methanol,” the company says on its website.It says the fuel is used for drag racing and Indy car racing.
Speedway International owner Royce Rostecki made headlines a few years ago when a subsidiary of his company, Greenway Bio-diesel, became the first in the province to be licensed for production of biodiesel.

OTTAWA—The federal food safety watchdog plans to revamp how companies analyze data after discovering an Alberta slaughterhouse missed warning signs ahead of an E. coli scare that led to the biggest meat recall in Canadian history.“We’re discovering through this that there is something that we can do to improve the system and now it is just a question of figuring out how to do properly,” Dr. Richard Arsenault, director of the meat programs division at the Canadian Food Inspection Agency said in an interview Monday.The food inspection agency is currently testing products at the XL Foods Inc. plant in Brooks, Alta., for the harmful bacteria and has suspended the operating licence of the plant until it fixes its control system to comply with orders from federal officials.The massive recall of beef products was also expanded over the weekend.There were 40 inspectors — 20 per shift — and six veterinarians overseeing the fast-moving production line at the slaughterhouse, but the company was in charge of taking a second look at what its tests for bacteria were showing.The carcasses passed tests for cleanliness and disease, they were treated with a processing aid to kill any invisible E. coli O157: H7 and then pasteurized with steam to get rid of any that was missed, Arsenault said.Any beef that still tested positive for E. coli O157: H7 after that point did not leave the plant, Arsenault said, but the problem was that no one was taking a close enough look at the products that tested negative immediately before and immediately afterwards, or taking a step back to figure out why those positive results were coming.As a result, products that did have traces of the bacteria — despite having produced negative results — made their way out of the plant, only to be caught during routine testing by the CFIA and the U.S. Department of Agriculture on Sept. 4.Arsenault said fixing the problem is twofold: make sure the company documents its data in such a way that trends are easy for an inspector to see in real-time and make sure the company does its trend analysis properly in the first place.
“We can’t put an inspector on a computer to look at this stuff. We need (the) company to do that and if we check them often enough, we’ll have confidence that it’s working,” Arsenault said.Bob Kingston, the head of the union representing federal food inspectors, said having too much confidence in companies to do their own testing was part of the problem.“We trusted so much that we didn’t have the built-in process of verifying what they were doing. We talk a lot about being able to do just that: verify the plants are doing what they say they are going to do,” said Kingston, president of the Agriculture Union at the Public Service Alliance of Canada.“Well, where was the verification?” Kingston said, adding that it is not necessarily about a lack of resources, but a lack of focus.“If you don’t assign somebody to do that specific monitoring, it is not going to get done,” said Kingston.

North Korea: Spark could set off nuclear war

General Assembly's annual high-level meeting, Vice Foreign Minister Pak Kil Yon said the Koreas have become "the world's most dangerous hotspot" and pledged to use the North's "mighty" military deterrent against any "reckless provocations.""The only way to prevent war and ensure lasting peace on the Korean peninsula is to put an end to the U.S. hostile policy towards the DPRK," he said, using the initials of the country's official name, the Democratic People's Republic of Korea.The U.S. State Department had no comment on the speech.Pak addressed the 193-member world body for the first time since the death in December of North Korea's longtime leader Kim Jong Il and the transfer of power to his son, Kim Jong Un. His speech gave some clues about the foreign policy approach of the new leader, whom Pak addressed as "our dear respected marshal."Pak said Kim is leading efforts to advance his father's economic development program with his own "insight into the world," and is implementing an "independent foreign policy" and opening a new chapter in developing relations with friendly countries "not bound by the past."

Syria ever present at UN General Assembly

UNITED NATIONS (AP) — After countless speeches, meetings and behind-the-scenes discussions, the unending war in Syria remained the unsolved problem that loomed over this year's gathering of world leaders at the United Nations.As the week-long meeting of the U.N. General Assembly ended Monday, there were no breakthroughs on a civil war that has vexed diplomats, paralyzed the Security Council and raised new questions about the relevance of the United Nations.Anyone willing to look closely, however, might spot a few glints of movement: the new international envoy Lakhdar Brahimi saying he saw an "opening" for a solution and was working on a new approach after visiting Syria, the Emir of Qatar and other leaders in the region calling for some kind of Arab-led intervention. But as the fighting in Syria raged on, and there was no sign of action that could end the escalating war, details on these few nuggets were hard to come by.

Talk about Syria, however, was heard everywhere.Over seven days of speeches, Syria was discussed by one country after another, from Albania: Syrians "are suffering a primitive bloodshed by a regime that has irreversibly lost its legitimacy to lead;" to Zambia: "Humanity has again been embarrassed by this unnecessary carnage."Dozens of nations excoriated the regime of President Bashar Assad for its role in a conflict that has killed at least 30,000 Syrians, according to activists.Even the world's top diplomat joined in. After Secretary-General Ban Ki-moon met with Syria's foreign minister Monday, the U.N. chief's press office issued a blunt statement."The Secretary-General raised in the strongest terms the continued killings, massive destruction, human rights abuses, and aerial and artillery attacks committed by the government," it said. "He stressed that it was the Syrian people who were being killed every day, and appealed to the government of Syria to show compassion to its own people."Ban again went after Syria in a meeting later Monday on the threat of chemical weapons, alluding to the widely-held belief that the Assad regime has stockpiles of them. Ban warned that the "use of such weapons would be an outrageous crime with dire consequences."

Assad had a few defenders, like Iran, Cuba and, most notably, Russia. Moscow, Syria's biggest protector, has joined with China to block three attempts by the U.S. and European Union nations to pass Security Council resolutions aimed at pressuring the Assad regime into negotiating a peace deal, the last threatening sanctions.As the General Assembly wound down Monday, and diplomats left behind empty seats in the chamber, Syria got its chance to defend itself.Foreign Minister Walid al-Moallem described a vast global conspiracy bent on bringing down his government.The media was provoking extremists, al-Moallem said, and inventing a refugee crisis — 300,000 Syrians have fled, according to the U.N.The Americans, Europeans and fellow Arabs were all to blame for meddling in Syrian affairs by calling on Assad to step down. Neighbors like Saudi Arabia, Qatar and Turkey were arming and financing "terrorists" who were trying to overthrow Assad, he said."This terrorism which is externally supported is accompanied by unprecedented media provocation based on igniting religious extremism sponsored by well-known states in the region," the minister said.After mentioning "terrorist" or "terrorism" 24 times in his speech, al-Moallem then said the government was ready to negotiate with the opposition and "work together to stop the shedding of Syrian blood.""Propaganda" was the swift replay from the chief opposition group, the Syrian National Council, which released a statement saying the latest offer of peace talks came from a "brutal and delusional Syrian regime" that "continues to pay lip service to diplomacy."Members of the opposition acknowledged that neighboring Arab countries are supporting the rebels, but said the Assad regime has only itself to blame after its bloody response to protests that began peacefully 18 months ago."It is the regime's mindless, brutal and criminal military crackdown that pushed the Syrian people to ask for help from the international community, from NATO and from the devil himself if necessary to protect them," Haitham Manna, a Paris-based Syrian dissident and senior member of the National Coordination Body opposition group, told The Associated Press.The entire week at the U.N., which included a high-level meeting of foreign ministers on Syria, amounted to little more than "handwringing," said Andrew Tabler, a senior fellow and Syria expert at the Washington Institute for Near East Policy.Time would have been better spent planning for a transition if and when Assad finally falls, he said."It's those who are taking the shots against the Assad regime that will be calling them after Assad is gone," he said. "How will the U.N. deal with that?"
