Agenda 21: A Sustained Attack On Property Rights

In a video produced by Infowars Nightly News journalists Aaron Dykes and Melissa Melton, University of Texas professor Dean Almy attempts to downplay one of the central tenets of the United Nations’ Agenda 21 – property confiscation.

For the men who framed the Constitution, the right to property was paramount.
Almy argues that the word “collective” used by the Agenda 21 crowd is not some sort of Soviet buzzword. It’s simply people getting together to make decisions about their communities.But despite his attempt to soften the blow of collectivism and make it more palatable and less threatening, Almy told the Texas Tribune in August that the “collective good” should rule over the rights of the individual.“It’s changing the status quo of how we operate as a country that is developing, and so it’s threatening to some people,” Almy said. “Urban design by its nature is about the collective good, and it isn’t necessarily about the freedom of any one person to do whatever the hell they want.”Almy’s remark and the entire philosophy of Agenda 21 represent a frontal assault on the very cornerstone of our republic – property rights and the natural right of free individuals to “do whatever the hell they want” so long as they do not infringe on the rights of other individuals.For the men who framed the Constitution, the right to property was paramount. It was the foundation of all other rights. Christopher Collier and James Lincoln Collier write in Decision in Philadelphia that the founders had “an almost religious respect” for property, declared “the rights of property were inviolable” and regarded the Constitution as the embodiment of property rights.
So important was the ideal of property rights to the founders, they addressed it in the Federalist Papers nine times as often as they did voting rights, speech rights, privacy rights, religious rights, and press rights combined.Rick Lynch explains in Property Rights, Freedom and the Constitution: “the philosophy behind property rights merely holds that man is born free, is his own master, possessing certain unalienable rights handed down from the Creator, and that no matter what form of government one lives under, no matter how many majority votes a government may summon up, one should still be able to practice his own religion, speak his thoughts, print and read material of his choosing, or engage in any of hundreds upon thousands of activities which do not harm others.”Agenda 21 is a direct attack on this cherished concept. It demands the individual relinquish his or her property rights in the name of the “collective good,” which is of course the good of the state, the only entity that has the ability to force its will on the individual through violent coercion.

Carter: Sequestration Would Have Effect of �Hidden Tax�

WASHINGTON, Sept. 20, 2012 – Because it would lead to inefficiencies, the sequestration mechanism built into the Budget Control Act would amount to a hidden tax, Deputy Defense Secretary Ashton B. Carter said here today.“If sequestration happens, it is not only disruptive in many ways I’d love to describe, but it’s a hidden tax all by itself,” Carter said during an interview at the Newseum with Politico Pro Defense’s Phil Ewing. “It forces us to be uneconomical, and our industry partners to be uneconomical, in the conduct of our affairs. That’s not good.”Sequestration refers to a mechanism in last year’s law that raised the debt ceiling that would trigger an additional $500 billion across-the-board defense spending cut over the next decade, in addition to $487 billion in cuts already programmed, unless Congress identifies equivalent savings by January.Along with Defense Secretary Leon E. Panetta, Carter said, he is urging Congress to find a solution.
“We fervently hope that something can be done to avert sequestration,” Carter said. “I don’t know how many months Secretary Panetta and I have been railing about what sequestration will do to national defense,” he said. “I think people didn’t know what the word meant, but he did, and we did, and the word he used is ‘devastating.’”The deputy defense secretary said he cannot say anything good about sequestration, and he called its size and the manner in which it was applied “senseless.”“And makes the jobs of people like us who are trying to manage your security to a reasonable result … impossible,” he added.As Defense Department managers work to “get our programs just so,” including all the things they must do for service members and their families, Carter said, the impending cuts are prohibitive. “In comes something like this that makes orderly disposition of the public’s business impossible,” he added. “So I very much hope some way can be found over the next few months to stop it.”Carter said he’d be open to Congress enacting a delay in the January deadline to allow more time for a solution. “A delay’s better than having it,” he said, “and if a delay leads to ultimately dispelling this cloud, that’s all the better.”The potential for government shutdowns and the prospect of the government operating on a series of continuing resolutions in place of a budget also affect defense industry partners trying to do their jobs, Carter said.“You’re working on contingencies at the same time you’re trying to do the bedrock business that we’re supposed to do, which is to support the warfighter and deliver value for the taxpayer,” he said. “So it’s annoying, it’s frustrating and it’s counterproductive.”
Carter said people may be aware of the “extremely disruptive, uneconomical and wasteful” effects on defense programs such as aircraft and vehicle acquisition, but they may not appreciate potential effects on operating accounts.Under sequestration, he explained, warfighting costs could require tapping into Army operations and maintenance funding, which in turn would affect training, which then would affect readiness.
“The force will not be as ready to do things elsewhere in the world. … It really has an effect on security,” he said.Sequestration also affects people, Carter said – not only service members, civilian employees and their families, but also industry partners.“They are the ones who build the things that make our military the greatest in the world,” Carter said. “It affects them, [and] it affects their employees. So across the board, it deserves the word ‘devastating.’”

Gunmen opened fire on IDF troops near the Israeli-Egyptian border on Friday, engaging the Israeli military in a prolonged exchange that left three terrorists dead.The terrorists fired at an artillery force that was securing work on the border fence, according to Israel Radio. IDF combat soldiers from the Caracal Battalion were in the area and launched an attack on the gunmen, who were wearing belts laden with explosives.IDF Chief of the General Staff Lt. Gen. Benny Gantz was conducting an situational assessment following the incident.
The IDF spokesperson, Brig. Gen. Yoav Mordechai, said that the gunmen had planned a major terrorist attack, and that they intended to blow themselves up, killing many Israeli soldiers.An unconfirmed report on Channel 10 news said that the terrorists had detonated an explosive in the direction of the IDF troops before opening fire.Also on Friday, a Kuwaiti media outlet reported that the Egyptian government intended to use chemical weapons against terrorists in the Sinai Peninsula.That decision follows more than a year-and-a-half of violent unrest in the Sinai, since the overthrow of longtime Egyptian dictator Hosni Mubarak.Earlier this month, Bedouin Salafi gunmen attacked a Multinational Force and Observers base 16 kilometers (10 miles) from the Israeli border, injuring four foreign officers. And in August, a brazen attack by suspected Islamist terrorists resulted in the death of 16 Egyptian soldiers and an infiltration into Israel.

TEHRAN, Iran — The Iranian president lashed out at the West on Friday over an anti-Islam film produced in the United States and the publication of caricatures of the Prophet Mohammad by a French satirical weekly.Mahmoud Ahmadinejad, speaking during a military parade in Tehran, said that ”in return for (allowing) the ugliest insults to the divine messenger, they — the West — raise the slogan of respect for freedom of speech.He asserted that this shows a double standard and “is clearly a deception.”Ahmadinejad called the film a plot conceived by Zionists to cause discord among Muslims.The parade, which marked the anniversary of the beginning of the Iran-Iraq war 32 years ago, involved thousands of soldiers, and showed off Iran’s new air defense system, Raad.According to the semi-official Fars news agency, Raad, or Thunder, is more advanced than its Russian predecessor and is designed to confront fighter jets, cruise missiles, smart bombs, helicopters and drones.The agency said Raad carries missiles with a range of 50 kilometers (30 miles), capable of hitting targets at 22,000 meters (75,000 feet).Ahmadinejad’s remarks come after a week of protests and riots by Muslims angered by the film that depicts Islam’s prophet as a womanizer, religious fraud and child molester. New headquarters to clear €1bn, ECB admits

BRUSSELS - The cost of the European Central Bank's (ECB) new 45-floor headquarters will clear €1 billion according to a statement released by the bank to celebrate its "topping out ceremony."

At an opening even attended by Frankfurt's Mayor Peter Feldmann, ECB executive board member, Jorg Asmussen, said that the total cost of the twin tower skyscraper would be around €200 million higher than the original €850 million budget. He added that €530 million had already been spent on the work.Building started in 2010 on the site of 1920s listed-building Grossmarkthalle, which had previously been used for Frankfurt's wholesale food market.The building, which stands at 185 metres, consists of two polygonal office towers with 45 and 43 floors, respectively, connected by an atrium.Described in the project plans as a "vertical city," the towers will bring the ECB's 2,600 staff together under the same roof.Asmussen blamed the extra costs on unforeseen problems in converting the site, including late discoveries of contamination of the roof and insufficient steel support structures, as well as difficulties in finding a contractor to lead with the building work when the tender was originally put out in 2008.He added that "the new premises will provide the ECB with a modern and functional headquarters, and I hope that they will be viewed by the people of Frankfurt, and beyond, as an enrichment of Frankfurt’s skyline and the landscape of Europe."The construction is also running six months late, but the bank insists that it will be ready to open in January 2014.
Since its creation in 1998, the ECB has never owned its own home, instead renting its current "eurotower" headquarters as well as two other office blocks in the centre of Frankfurt.The revelation comes at an awkward time for the ECB, which has been a chief player in the EU's response to the eurozone debt crisis.
Together with the European Commission and the IMF, the bank has formed part of the "Troika," demanding severe austerity measures from Greece, Ireland and Portugal in return for multi-billion euro bailouts. I
It has also played an active role in keeping government lending costs down through its bond-buying programmes.

Egypt intends to use chemical weapons in Sinai, says report

A Kuwaiti paper on Friday quoted security sources in Egypt who said the Egyptian government intends to use chemical weapons against terrorists in the Sinai Peninsula.According to the sources in Al Rai, the intention of the government is to “smoke out the terrorists” from their hiding places and make them easier to catch.The chemical weapons will be used far from residential areas, said the report.On Sunday, the Egyptian military sent 50 tanks and armored vehicles to take control over an area in northern Sinai, where a Multinational Force and Observers (MFO) base had been attacked by Bedouin Salafi gunmen last Friday.
The attack on the MFO at North Camp, 16 kilometers from the Israeli border, injured four foreign officers.
Another brazen attack by suspected Islamic terrorists on a military outpost near the Egypt-Israel-Gaza border on August 5 resulted in the death of 16 Egyptian soldiers and an infiltration into Israel.The rugged Sinai Peninsula of barren deserts and daunting mountains — with a population of around 400,000 — has long been a volatile corner of Egypt, home to militants, smugglers, and restive tribes.Following last year’s uprising that ousted longtime authoritarian president Hosni Mubarak from power, Sinai has spiraled out of control. Across Egypt, police and internal security forces fell apart during the uprising. They have returned to the streets in some areas, but in Sinai, particularly in the north, their presence remains weak.In a sign of how emboldened the militants have become, during Sunday’s fighting a group chased down 13 armored personnel carriers that had conducted the raids, firing on them and at a helicopter involved in the security sweep.
Three policemen, two soldiers and two civilians, a 10-year-old girl and an elderly Bedouin woman were wounded in two hours of fighting in Sheik Zuweyid, officials said.Later the same morning, militants in Land Cruisers fired rocket-propelled grenades and bullets at northern Sinai’s main security headquarters in el-Arish, two police stations in the area and a checkpoint. No one was wounded in those attacks.

AUCKLAND (Reuters) - The United States has lifted a ban on visits by New Zealand warships to U.S. defense and coast guard bases around the world, further thawing relations after a 26-year stand-off on nuclear issues.U.S. Defense Secretary Leon Panetta made the announcement during a visit to New Zealand on Friday. He said Washington would lift restrictions on military exercises and facilitate more talks with New Zealand even though Wellington maintains its long-held nuclear-free stance.For the first time since the suspension of the ANZUS Treaty in 1986, Washington will allow individual visits by Royal New Zealand Navy ships to U.S. Department of Defense or Coast Guard facilities in the United States and around the world, Panetta said in Auckland, New Zealand's largest city."These changes make it easier for our militaries to engage in discussions on security issues and to hold cooperative engagements that increase our capacity to tackle common challenges," he said.Panetta said Washington and Wellington would work together despite lingering "differences of opinion in some limited areas".The visit by Panetta, the first by a Pentagon chief in 30 years, signals a new era of U.S.-New Zealand defense links breached in the mid-1980s, when Wellington declared itself nuclear-free and barred its ports to nuclear warships.While both Washington and Wellington acknowledged the improvement in relations and defense ties, New Zealand Defense Minister Jonathan Coleman said New Zealand had an independent foreign policy and that its anti-nuclear ban was not negotiable."I don't think that we should get too hung up about trying to turn the clock back to pre-1986 because the reality is that the relationship is very, very good," Coleman said at a news conference following their meeting.New Zealand has a small contingent of troops fighting with U.S. and NATO troops in Afghanistan.During his visit Panetta is also meeting with other senior leaders to explore deeper U.S. military engagement with New Zealand as the United States rebalances its forces to the Asia-Pacific as part of a new military strategy.In July, the United States and New Zealand agreed to hold regular high-level talks and to cooperate on maritime security, counter-terrorism, and peacekeeping operations.U.S. Marines trained in New Zealand earlier this year, and New Zealand's navy took part in the multi-nation Rimpac maritime exercise ships in July.(Reporting by David Alexander; Editing by Paul Tait)

Iranian Defense Minister Brigadier General Ahmad Vahidi on Thursday downplayed Israel's threats against the Islamic Republic, warning that Tehran is capable of wiping the Israeli regime off the earth.The Iranian-based Fars news agency quoted Vahidi as having told reporters that Iran's defensive power against Israel’s threats has become so developed that it "would easily wipe off the Zionist regime from the face of the earth.""Faced with various problems, the usurper regime of Israel makes such absurd threats to compensate for its internal crisis," the minister was quoted as saying.Iran’s leaders have repeatedly threatened to attack Israel if it launches a strike on the Islamic Republic’s nuclear facilities.On Sunday, the head of Iran's Revolutionary Guards warned of retaliation against the Gulf's strategic Strait of Hormuz, U.S. bases in the Middle East and Israel if his country was to be attacked.General Mohammad Ali Jafari said that Tehran believed Israel was unsuccessfully trying to push the United States to take part in military action against Iran's nuclear facilities."I do not think the attack would be carried out without U.S. permission," said Jafari.
However if Israeli jets or missiles did strike Iran, "nothing of Israel will be left, considering its size," he warned."I do not think any part of Israel will be untouched given our missile capabilities. Thus, our response is in itself a deterrent,” said Jafari.Last month, Iranian Supreme Leader Ayatollah Ali Khamenei, speaking at the Non-Aligned Movement (NAM) summit, called Israelis “ferocious Zionist wolves who digest the Palestinian people.”The head of Israel's Nuclear Energy Commission, Shaul Horev, seemed to hit back at Iran on Wednesday, when he said that Israel has the ability to defend itself on its own.Horev made the remarks during a speech to the annual meeting of the International Atomic Energy Agency (IAEA) in Vienna.
While he did not specifically mention an Israeli attack on Iran’s nuclear facilities, his speech more than hinted that the verbal confrontation between Jerusalem and Tehran could escalate into a military confrontation.

Mideast ambitions: Turkey and Egypt seek alliance

CAIRO (AP) — The image of an Ottoman sultan glowered at the gridlock from a highway billboard in the Egyptian capital, hands clasped, his feathered headgear and gold-hewn epaulettes in elegant contrast to the grind of traffic below. The poster for a Turkish-made movie about the 1453 fall of Constantinople recalled the early feats of an empire that eventually ruled the Middle East and beyond.Egypt, like Turkey, has its own grand history — evident in the pyramids and other monuments that its ancients left behind, and in a national pride that's distinctive in the Arab world.The descendants of yesterday's sultans and pharaohs, so to speak, also have ambitions of an outsized role for their respective countries. Each wants to speak for the Middle East.But they can't go it alone so Turkey and Egypt now talk of working together. In some ways, it's an odd couple.Turkey is relatively stable and prosperous, though its foreign outreach has soured in some quarters, forcing it to tone down ambitions to become a statesman above the Mideast fray.Egypt, the most populous Arab country, is struggling with problems at home. Analysts believe it will be at least several years before Cairo can play a robust role in a region that rolls from one crisis to the next, divided over everything from religion to modernity.Their alliance could work if Egypt follows Turkey's moderate creed of reform and pragmatism, along with Western ties and Islamic piety. Then again, once Egypt gains more confidence, the two nations might jostle for influence.Turkey's outreach (in this case, deep pockets) was on show Monday in Cairo. Turkish Foreign Minister Ahmet Davutoglu said his government would give $2 billion in aid to Egypt to "increase trust" in its economy, beset by a drop in productivity, a tourism slump, strikes and protests since the fall of authoritarian leader Hosni Mubarak in an uprising last year."The Egyptian territory is a fertile land where great civilizations were formed. We will witness Egypt's rise in the future," Davutoglu said. "With Egypt and the participation of other states, we will build a new Middle East."The two nations both want President Bashar Assad of Syria to quit and Iran, his ally, to stay out of the civil war there.In the Middle East, though, diplomacy and compromise seem in perpetual peril.Israel ponders a military strike on Iran's nuclear facilities, fearing its enemy wants to build a bomb. Syria's civil war resembles a proxy conflict with a sectarian edge. Violence surrounding a film that insults Prophet Muhammad and was produced in the United States points to old tensions between Western and Islamic thought.Turkey, a NATO member with a mostly Muslim (but not Arab) population, has been touted as a democratic model for a region swept by popular revolts.But rough-and-tumble foreign relations have removed some of the shine. Turkey split with former ally Israel and sparred with traditional rival Iran. It doesn't get along well with the Shiite-led government in Iraq, sheltering its Sunni vice president even after a Baghdad court sentenced him to death for running death squads.The pivot to Egypt offers welcome relief, though a closer alliance with another major state with a Sunni Muslim majority could feed suspicions that the Sunni-Shiite sectarian divide in the Middle East is deepening.Turkey is not quite a regional power and it has its own internal challenges such as a Kurdish insurgency, noted Arda Batu, editor in chief of the Turkey-based Kalem Journal, a website about regional affairs.Turkey is in a state of "having a degree of influence in the region, and having the power to impact certain outcomes — not solely, but through alliances," Batu wrote in an email to The Associated Press. Of its troubled ties with several neighbors, he said: "Turkey doesn't have the luxury to have so many enemies."Egypt's Islamist president, Mohammed Morsi, has sought to reassert Cairo's leadership in the Middle East with condemnation of the Syrian regime. But his administration is beset with domestic problems, including security, unemployment, poor infrastructure and divisions between Islamists and secularists.Michael Hanna, an Egypt expert at the New York-based Century Foundation, said it will take a while for Egypt to become a "really engaged player" in the region — and only if the country becomes unified and the economy gets moving.According to Hanna, there is a "certain yearning among many in the Arab world to see Egypt restored to its rightful place" as a leader. Pride in Egypt stems partly from its ancient past, a pan-Arab ideology under President Gamal Abdel Nasser half a century ago that ultimately fell short, and the trove of films, literature and other cultural exports.
Then there's the question of how public a role should religion play. Turkey's creed of religious piety and secular ideals, still a source of domestic division, has not always traveled well in the region. Egypt's new government is dominated by the Muslim Brotherhood, which espouses an "Islamic identity" for the country.
Morsi might have an edge if Egypt and Turkey compete as peacemakers in the Israeli-Palestinian conflict, said Nora Fisher Onar, an assistant professor of international relations at Bahcesehir University in Istanbul, Turkey.In an analysis, she wrote: "He has a home-field advantage as an Arab in a region where many still rankle from Ottoman domination."

North Lebanon city braces for next round of fighting

TRIPOLI, Lebanon (Reuters) - The guns are silent and fighters have disappeared from the streets of the north Lebanese city of Tripoli but the battle that flared last month, killing 16 people, is far from over.
Unrest in neighboring Syria, where 27,000 people have been killed in a conflict that is becoming increasingly sectarian, is deepening tensions between Tripoli's Sunni Muslim majority and Alawite minority.Feuds between the two communities, which pre-date Lebanon's 1975-1990 civil war, fester beneath the daily bustle in shops and restaurants. Residents fear the clashes which paralyzed their city several times this year may erupt again at any time.After the latest round of fighting in August, many meetings were held between clerics, local parliamentarians and local armed commanders to agree a ceasefire. But little was done to prevent a recurrence or hold anyone to account."Everyone here who fights has political cover. How come after every battle nobody is arrested?" said Abu Emad, a local dignitary who is close to the fighters.
"We haven't seen anyone put on trial for the deaths and the fighting," he said, lighting a cigarette and checking in case he was being overheard by other in the busy Tripoli cafe.Salem, a lawyer from the city, said tensions are likely to flare again between Tripoli's Sunnis, who largely support the rebellion against President Bashar al-Assad, and the Alawite minority, an off-shoot of Shi'ite Islam to which Assad belongs."Nobody forgot anything. It is calm now but we all ask ourselves: Until when? We know this is not the last one."Commanders of the rival forces say the fighting is fuelled by politicians channeling money and arms to the two sides, and residents accuse both pro- and anti-Assad forces of stirring up trouble.They say Syria's allies in Lebanon want to create conflict to relieve pressure on Assad by diverting attention, while Assad's opponents hope the fighting could weaken Lebanon's government, which is led by the pro-Assad Shi'ite Hezbollah group and its allies.Allegations of Syria's role in the tensions were heightened by the arrest of a pro-Assad former Lebanese minister, Michel Samaha, accused of forming "an armed gang" to incite sectarian fighting in northern Lebanon. Two Syrian officials have also been indicted in the same case.On the other side of the showdown, Sunni-led Saudi Arabia, the world's biggest oil exporter, is a leading supporter of Lebanon's Sunni Muslims and Tripoli residents say hardline Sunni fighters in the city have Saudi backing.Riyadh has long viewed the Assad government with distrust, pointing to its alliance with Shi'ite Iran which Saudi Arabia suspects of stirring up unrest in neighboring Bahrain and among its own Shi'ite minority.
SUNNI-SUNNI TENSION
Beyond the sectarian tension, a power struggle is simmering between Sunni Muslims seeking to lead the sect which under Lebanon's confessional system holds executive power through the position of prime minister.
"The conflict is going to be a Sunni-Sunni one sooner or later. It is only a matter of time," Abu Emad said.
Many Sunnis are loyal to former prime minister Saad al-Hariri, son of slain statesman Rafik al-Hariri. Others support current prime minister Najib Mikati who came to power after Hezbollah and its allies toppled Saad - a move which Saad Hariri's supporters condemned as a political coup.While most Sunnis oppose Assad, some see him as an Arab nationalist leading the battle against Israel."I am with Bashar because he is a man of a state, he saw his country facing all these problems and he is dealing with it as a surgeon should be dealing with a disease - removing it."Fighters are easily recruited in a city where deprivation and under investment have left people embittered and struggling to survive. Illiteracy is high and in recent battles children under 18 were seen carrying guns that were almost their size."Preparations are under way for the next round," said an Alawite commander. "What we have here is a ceasefire which does not address the reasons behind the fighting," blaming Islamists with regional agendas who he said were control of the city.A Sunni commander who took part in every Tripoli street battle this year blamed politicians for igniting the violence."Because of the political and sectarian tension we feel in danger and we must pick up arms to defend ourselves," he said. "If they shut off the money and the weapons nobody will fight. But they have a political interest in igniting the situation."Commanders say hundreds of thousands of dollars have been spent on new weapons including rocket-propelled grenades, mortars and sniper rifles, some shipped from Libya."Wounds are still open, people did not forget nor forgive," said a resident in the area who only identified himself as Bassam."Until this is solved by the government by making programs for people to talk to each other and forgive like South Africa nothing will change."Nasser Murad, who was forced to shut his shoe store in Tripoli's main street last month during the height of the fighting, said it was only a matter of time before conflict broke out again.

Iraq blocks Syria-bound North Korean plane, suspects weapons cargo

BAGHDAD (Reuters) - Iraq has denied permission to a North Korean plane bound for Syria to pass through Iraqi airspace on Saturday because it suspects it could be carrying weapons, a senior official said on Friday.Iraq on Thursday denied a Western intelligence report that said Iranian aircraft had flown weapons and military personnel over Iraqi airspace to Syria to help President Bashar al-Assad battle an 18-month-old uprising.The allegation, reported by Reuters on Wednesday, said arms transfers were organized by the Islamic Revolutionary Guard Corps."Continuing the Iraqi government policy to investigate the passing of weapons to Syria through Iraqi land and air space, the Iraqi authorities prevented a North Korean plane from going to Syria, after they suspected that the plane was shipping weapons," Ali al-Mossawi, media advisor to the Iraq's prime minister, told Reuters.Moussawi said the scheduled plane's itinerary, from North Korea to Syria, was what had aroused suspicions but that there had been no contact between the Iraqi government and North Korea on the issue.Mossawi said that despite repeated requests from the Iraqi side, the United States had not presented any evidence that Iranian civilian aircraft were shipping arms to Syria via Iraq."We have told the Iranians that we could search their planes any time, randomly, and whenever we get any evidence (that they are shipping weapons)," he said."We will seriously stop these plans (from passing through Iraqi space)," he added .Although charges that Iraq has allowed Iran to send arms to Syria are not new, the report said the extent of such shipments is far greater and more systematic than has been publicly acknowledged, thanks to a deal between senior Iraqi and Iranian officials.The report also said Iran was dispatching trucks overland via Iraq westwards to Syria.Syria's upheaval is politically tricky for Iraq's Shi'ite Muslim-led government. Ads criticizing "Jihad" bound for New York City subway stations

NEW YORK (Reuters) - As Muslim countries reverberate with fierce protests over a film mocking the Prophet Mohammad, an ad equating Islamic jihad with savagery is due to appear next week in 10 New York City subway stations despite transit officials' efforts to block it.The city's Metropolitan Transportation Authority had refused the ads, citing a policy against demeaning language. The American Freedom Defense Initiative, which is behind the ad campaign, then sued and won a favorable ruling from a U.S. judge in Manhattan.According to court documents, the ad reads: "In any war between the civilized man and the savage, support the civilized man. Support Israel/Defeat Jihad."MTA spokesman Aaron Donovan said the ads would be displayed starting on Monday, but he could not say at which stations."Our hands are tied. The MTA is subject to a court ordered injunction that prohibits application of the MTA's existing no-demeaning ad standard," said Donovan.In July, U.S. District Judge Paul Engelmayer ruled that the ad was protected speech. While agreeing with the MTA that the ad was "demeaning a group of people based on religion," Engelmayer ruled that the group was entitled to the "highest level of protection under the First Amendment."
The American Freedom Defense Initiative gained notoriety when it opposed creation of a Muslim community center near the site of the Twin Towers, which were destroyed in the September 11, 2001 attacks on the World Trade Center.Pamela Geller, who heads the American Freedom Defense Initiative, could not immediately be reached for comment. In July, she called the judge's ruling "a great victory" for free speech.

Three people were killed and dozens injured on a holiday declared by Pakistan's government so people could rally against the video.Thousands of Muslims protested in at least half a dozen other countries, some burning American flags and effigies of President Barack Obama.In the Pakistani city of Peshawar, police fired on rioters who were torching a cinema. Mohammad Amir, a driver for a Pakistani television station, was killed when police bullets hit his vehicle at the scene, said Kashif Mahmood, a reporter for ARY TV who was also sitting in the car at the time. The TV channel showed footage of Amir at the hospital as doctors tried to save him.A protester who was shot during a demonstration in the city also died, said police officer Rohhullah Khan.In Karachi, armed protesters among a group of 15,000 fired on police, killing one and wounding another, said police officer Ahmad Hassan. The crowd also burned two cinemas and a bank, he said.Clashes between police and stone-throwing protesters also occurred in Lahore and Islamabad, the Pakistani capital. Police fired tear gas as well as warning shots in an attempt to keep them from advancing toward U.S. missions in the cities. At least 55 people, including nine police, were injured in the nationwide unrest, according to police and hospital officials.The film denigrating the Prophet Muhammad — "Innocence of Muslims" — has sparked unrest in many parts of the Muslim world over the past 10 days, and the deaths of at least 33 people, including the U.S. ambassador to Libya, have been linked to the violence. Much of the anger has been directed at the U.S. government even though the film was privately produced in the U.S. and American officials have criticized it for insulting Muslims.In Iraq, about 3,000 protesters condemned the film and caricatures of the prophet in a French satirical weekly. The protest in the southern city of Basra was organized by Iranian-backed Shiite groups. Some protesters raised Iraqi flags and posters of Iran's supreme leader, Ayatollah Khamenei, while chanting: "Death to America."Protesters burned Israeli and American flags and raised a banner that read: "We condemn the offences made against the prophet."In the Sri Lanka capital of Colombo, about 2,000 Muslims burned effigies of President Barack Obama and American flags at a protest after Friday prayers, demanding that the United States ban the film. In Bangladesh, over 2,000 people marched through the streets of the capital, Dhaka, to protest the film. They burned a makeshift coffin draped in an American flag and an effigy of Obama.They also burned a French flag to protest the publication of the caricatures of the prophet. Small and mostly orderly protests were also held in Malaysia and Indonesia.
Thousands gathered in Lebanon's Bekaa valley for the latest in a series of protest rallies organized by the Shiite militant group Hezbollah. Protesters carried the yellow Hezbollah flag.Hezbollah appears to be trying to ensure the gatherings don't become violent, planning them only in areas where Hezbollah has control. None of the rallies targets the heavily fortified U.S. Embassy in the hills outside Beirut.Police clamped a daylong curfew in parts of Indian-controlled Kashmir's main city, Srinagar, and chased away protesters opposing the anti-Islam film. In Germany, the Interior Ministry said it was postponing a poster campaign aimed at countering radical Islam among young people due to tensions caused by the online video insulting Islam. It said posters for the campaign — in German, Turkish and Arabic — were meant to go on display in German cities with large immigrant populations on Friday but are being withheld because of the changed security situation. China, Japan shadow boxing over rocks - for now

HONG KONG (Reuters) - The dispute between China and Japan over a desolate jumble of rocky islets in the East China Sea has taken a familiar turn with Beijing deploying a fleet of paramilitary patrol ships while similar Japanese vessels steam out in response. As in earlier disputes over rocks and shoals in the South China Sea, Beijing is relying on these vessels rather than more menacing warships to assert its sovereignty over the disputed islands known as Diaoyu in China and Senkaku in Japan. For both sides, the presence of lightly armed paramilitary ships reduces the risk of conflict, maritime experts say, while they retain the option of deploying more firepower if the dispute intensifies. However, unlike China's recent sparring with the Philippines over Scarborough Shoal, this flare-up pits East Asia's two maritime powers against each other in a confrontation loaded with military risk. If a clash erupted, experts warn it could be difficult to contain to the disputed area and would likely draw in the United States, Japan's security alliance partner, into hostilities with China. The U.S. assistant secretary of state for East Asia, Kurt Campbell, said on Thursday the disputed islands were "clearly" covered by a 1960 treaty obliging the United States to come to Japan's aid if attacked.
"I actually don't think the two sides intend to fight a war over the islands this time," said Sun Yun, an expert on Chinese security policy at the Washington-based Stimson Centre."But, I do think it is more dangerous because the current round of tension is more emotionally charged than the earlier stand-offs in the South China Sea."Politics may well keep the row simmering in the months ahead with a Japanese election expected by year's end and China preparing a leadership transition.
STEP INTO UNKNOWN
While China's maritime rise has captured global attention, Japan has also been quietly and unobtrusively building a powerful navy boasting some of the most advanced military technologies afloat.If tensions over the disputed islands led to military conflict, it is not clear that China's navy could overpower Japanese forces as easily as it might expect to prevail against militarily weaker rivals in the South China Sea.For both militaries, a naval clash would be a step into the unknown.Japan's pacifist Constitution has insulated its navy from combat since it was shattered in the final stages of World War Two.Modern China's navy is still in its infancy and also has no fighting experience.In its three-decade military build-up, Beijing has transformed what was a rusting, obsolete, coastal defense force into a blue water navy that is increasingly capable of mounting deployments and complex operations far from the Chinese mainland.In raw numbers, China is now the world's second-ranked naval power behind the United States with a fleet including about 80 major warships, 53 submarines, 50 landing ships and 86 missile patrol boats.With a combination of Russian and homegrown hardware, it has deployed multi-ship fleets through the Japanese island chain and out into the Pacific ocean for exercises and training. Its ships have taken part in international anti-piracy operations in the Indian ocean. It has a fleet of advanced conventional submarines.The most powerful Chinese warships and submarines are armed with deadly, Russian-made supersonic anti-ship missiles. However, the Chinese navy lacks operational training and experience, naval experts say.
BIGGER THAN BRITAIN'S
Japan's Maritime Self Defense Force is clearly smaller with about 48 major warships and 16 submarines but it remains a formidable force compared with other traditional naval powers.It has twice as many surface warships as Britain's Royal Navy and twice as many submarines as the French navy.Some of its key surface warships are equipped with the advanced U.S. Aegis combat system that combines computers, radars and information from other ships, satellites or aircraft to track multiple targets and guide attacking missiles.
Japan's conventional submarines are also regarded as some of the most advanced and stealthiest in the world.Naval experts say the Japanese navy is also a highly trained professional force that has exercised for decades in its major roles of sea lane protection and anti-submarine warfare. It has also trained regularly with U.S. forces.If a clash took place in the area of the disputed islands between the Japanese island of Okinawa and Taiwan, both sides could deploy land-based strike aircraft to support their forces.However, security experts say it is highly unlikely that any fighting would be restricted to naval and air units in the disputed area.
BALLISTIC MISSILES
Beijing might tempted to use its huge arsenal of 1,200 ballistic missiles aimed at Taiwan to attack Japanese forces and bases.If China was the aggressor, they say the United States would almost certainly support Japan."I don't think the U.S. could stand aside," said Ross Babbage, a security analyst and former senior Australian defense official. "There would be a huge international crisis and I'm not expecting that."
"And, I don't think either side really wants it."However, there is always the danger of miscalculation and accident with big fleets of paramilitary patrol vessels on station and civilian protestors from both sides making landings on the uninhabited islands.This risk is likely to remain, even if the current round of tension eases, maritime security analysts say.The arrival of China as a naval power means Beijing now has the means to challenge Japan's control over disputed maritime territory in the East China Sea and the oil and gas thought to lie beneath.(Reporting By David Lague, editing by Bill Tarrant)

S. Korea fires warning shots at North fishing boats
SEOUL — South Korea said its navy patrol boats fired warning shots Friday at six North Korean fishing boats that crossed their disputed Yellow Sea border in the latest of a series of incursions.None of the North Korean vessels were hit and they swiftly returned to their side of the western sea boundary after the incident, a Defence Ministry spokesman told AFP."Dozens of Vulcan machine gun rounds were fired into waters near North Korean fishing boats which violated the sea border," the spokesman said."The operation, involving two naval patrol ships, began around 3:00 pm (0600 GMT) after our side broadcast warning messages. All North Korean boats had retreated by 4:00 pm," he added.There was no immediate comment from the North Korean side.The incident, which occurred close to Yeonpyeong island on the South side of the border, followed a series of recent border violations by North Korean fishing vessels.It was the first time for two years that the South has resorted to firing warning shots to push the fishing boats back.Earlier Friday, Yonhap had quoted an unidentified senior military official as saying the navy would take action if the incursions continued."If North Korean boats repeatedly cross (the border) for fishing, the military will promptly and sternly respond, without hesitation," the official said.The de-facto maritime boundary between the two Koreas -- the Northern Limit Line -- is not recognised by Pyongyang, which argues it was unilaterally drawn by the US-led United Nations forces after the 1950-53 Korean War.The two Koreas remain technically at war since the Korean conflict was concluded with a truce rather than a peace treaty, and small border incidents in the past have been known to escalate swiftly.In 1999 a major battle erupted after North Korean naval ships and 20 crab-catching fishing boats crossed the line.The South Korean navy mobilised 10 ships, some of which rammed the North Korean vessels, prompting exchanges of machine gun and artillery fire.
South Korea estimated that some 20 North Korean sailors were killed and 30 injured, while two South Korean ships were damaged and seven sailors injured.In 2002, patrol boats from both sides exchanged fire and one South Korean vessel was sunk and six sailors killed.Another naval clash in 2009 ended with patrol boats damaged on both sides, but only minor casualties.The recent spate of fishing boat incursions "clearly seems to have a reason", said another military official cited by Yonhap on Friday.The North "may try to disturb South Korea by creating military tension ahead of (December's) presidential election," the official said.Cross-border tensions have been especially high since the South accused the North of torpedoing one of its warships with the loss of 46 lives in March 2010.The North angrily denied involvement but went on to shell Yeonpyeong island in November of the same year. Theft of EU funds greater than reported

BRUSSELS - EU funds fraud is considerably higher than the €600 million reported by member states in 2010.“The extent of the illicit activities that lead to losses in the EU budget is really shocking […] we assume that the real figure is considerably higher,” EU justice commissioner Viviane Reding told euro deputies in the civil liberty committee on Thursday (20 September).Last year’s EU budget amounted to €125.5 billion but a large amount is allegedly stolen primarily in the areas of EU agricultural and regional development programmes. Member states manage 80 percent of the EU budget with national authorities in charge of how it is spent and who and how to prosecute suspected fraudsters.But patchy judicial systems and low recovery rates prompted the commission to table an anti-fraud directive in July that would provide for an EU response to the problem. Those who commit the crime, she noted, often simply go to member states where prosecution is extremely low or non-existent.Reding told deputies that the EU needs a “federal law” to ensure the money is better spent and deter criminals from seeking refuge in certain member states.“If we have a federal budget with money coming from EU-27 member states then we also need a federal law to protect this budget,” she said.The commissioner wants an automatic minimum six-month sentence and up to 5-years for the most serious offences. Fines would top €100,000 for stealing EU funds and €30,000 for money laundering. Member states would also have to extend time limitations on investigations that in some cases “are too short” and allow suspects to slip away.A European public prosecutor, a position that the Lisbon Treaty allows to be created, would coordinate national prosecutors in tracking down and jailing suspects. The position has yet to be created and his or her role would be limited to coordinating member states primarily in anti-fraud cases.But Reding supported the view of eventually expanding the powers of the future prosecutor even if it entails re-writing the treaty.“I am favourable to have a treaty change but we need a step-by-step approach and do solely what the treaty allows us to do,” said Reding.Some MEPs voiced their reservations over the plans.British Liberal MEP Sarah Ludford said the automatic minimum sentence “undermines the freedom of national justice systems.”She called for judicial discretion and warned that a required minimum sentence could force a judge to impose a six-month sentence even in the most minor of offences.
