Palestinian Authority head, Mahmoud Abbas, proposed cancelling the
Oslo Accords with Israel at a weekend meeting of the PA leadership, a

agreement as well as the associated economic and security arrangements,"

opinions on the issue, and it was decided to postpone any decision until
their next meeting," due to be held after Abbas's return
from the UN General Assembly later this month. "It was the first time
the Palestinian leadership put the issue of the Oslo agreement on the
table since it was signed in 1993," Abu Yusef added.Earlier this month, the Palestinian Authority -- faced with social unrest over price rises and inability to pay bills
despite massive donations -- asked Israel for talks on amending the
Paris Protocol, the 1994 agreement that governs economic ties between
the two sides.Abu Yusef added that the PA leadership also discussed holding
presidential and parliamentary elections "in the light of Hamas's
refusal to complete Palestinian reconciliation."
Gaza's Hamas rulers and Abbas's Fatah movement signed a reconcilation deal early last year that was supposed to have paved the way for the long-delayed elections to be held in Gaza and PA-controlled areas of Judea and Samaria. But bickering over the implementation of the agreement has hampered any progress towards going ahead with the overdue elections.

Iran has accused the IAEA of reporting information that allowed
“terrorists” to cut electricity to centrifuges at its Fordow nuclear
plant in mid-August.The Islamic Republic’s official news agency quoted Fereydoun
Abbasi-Davani, the director of the Atomic Energy Organization of Iran
(AEOI), as saying, "We found a tiny explosive material placed inside the
vacuum equipment of a centrifuge, aimed to damage the centrifuge.
"Iran bought 200 vacuum items from overseas markets four years ago and the saboteurs waited until this equipment could be installed on the centrifuges."The Fordow nuclear plant is buried deep under concrete in the mountains of Iran, making it difficult if not impossible to destroy by an aerial attack.Assassinations of nuclear scientists, mysterious crashes of airplanes carrying physicists and generals, and cyber attacks have been carried out the past three years, presumably by agents working for Israel, to disturb Iran’s nuclear development.IAEA officials recently visited the Fordow plant, and Abbasi asked, “Does this visit have any connection to that detonation? Who, other than the IAEA inspector, can have access to the complex in such a short time to record and report failures?“Terrorists and saboteurs might have intruded the agency and might be making decisions covertly.”He told reporters that a back-up system prevented any damage to the Fordow plant, which raises questions why saboteurs would cut power if it would have no effect.He later told reporters that back-up power and other defenses had prevented any damage to the Fordow plant.
The London Telegraph surmised that the power outage apparently caused no damage “because the IAEA visited Fordow on August 18, the day after the explosion, and released their latest report on Iran’s nuclear program on August 30. This makes no mention of any damage in Fordow.“If the centrifuges spinning inside the plant had been shut down by a sudden loss of electricity, they would have torn themselves to pieces as they decelerated.”Another possibility is that the IAEA inspectors did not notice the damage.

Israel military holds largest snap drill in years

JERUSALEM (AP) — The Israeli military on Wednesday conducted its largest snap drill in years as tensions with Iran over its nuclear program rise and civil war in neighboring Syria rages.Military chief Lt. Gen. Benny Gantz
ordered the exercise to test the competence and preparedness of several
units in the armed forces, a military statement said. It called the
drill in northern and central Israel "part of a routine inspection" that "does not indicate any changes" in the country's alert levels.Tens
of thousands of soldiers were mobilized for the exercise, including
artillery and air force personnel, making the drill unique because of
the number of soldiers and senior officers involved, several officials
said. They spoke on condition of anonymity, according to military
regulations.As part of the exercise, troops were dispatched by
air from central part of the country to the Israeli-controlled part of
the Golan Heights, captured from neighboring Syria in the 1967 Mideast
war, the officials said. The drill ended with a live fire exercise in
the Golan.
Israeli leaders
have repeatedly said they fear Syria's stockpile of chemical weapons and
missiles might fall into the hands of anti-Israel militants during the
fighting there. Israel
is also concerned that Iran is close to developing nuclear weapons.
Tehran has denied such claims, insisting its nuclear program has no
military component.Israel has been warning of an Iranian nuclear
threat for nearly two decades. The country's leaders have recently
suggested they would be prepared to strike Iran's nuclear facilities
unilaterally to prevent Tehran from acquiring atomic bombs.The
military has been systematically planning ways to stop the Iranians for
years, acquiring military aircraft, bombs and refueling planes and
testing long-range missile systems in exercises that could serve as a

condemnation of Israeli policy vis-a-vis the Palestinians, namely in
what regards the Gaza economic blockade, which amounts to a collective
punishment."The trade agreement, which deals with the conformity of industrial
products with EU standards, is open to all EU neighbouring countries.But some MEPs say it could help Israel to sell items made in occupied
Palestinian territories, further damaging the prospect of a future
Palestinian state.Its opponents remain optimistic the deal will be blocked in plenary.
Following the vote, the Socialist group said it would table an "interpretative declaration" to be attached to the pact to underline that settlement goods cannot be "lawfully traded" as part of the agreement.Moreira's report noted that parliament has in the past blocked a number of EU-Israeli accords for the sake of the Middle-East peace process.The committee chairman on Tuesday again said that "de facto" upgrading relations with Israel at this time is not appropriate.The EU agreed its first bilateral trade deal with Israel back in 2000 and is Israel's main trading partner with total trade between the two worth about €30 billion in 2011.

foreign ministers has called for a more powerful EU foreign policy chief
and less power in general for EU countries.The group - containing ministers from Austria, Belgium, Denmark,
France, Italy, Germany, Luxembourg, the Netherlands, Poland, Portugal
and Spain - published its communique on the "Future of Europe" on Tuesday (18 September) after a meeting in Warsaw.
It said the EU should make a "substantial revision" of the European External Action Service (EEAS), putting the EEAS chief in charge of neighbourhood and development policy as well as a new-model defence policy designed to create a "European army."The current EEAS chief, Catherine Ashton, is flanked by neighbourhood commissioner Stefan Fuele and development commissioner Andris Piebalgs, who control the vast bulk of EU money spent in the Western Balkans, the Middle East and Africa.The new-model EEAS chief would instead control two "junior" neighbourhood and aid commissioners.The report also called for more meetings of EU foreign ministers and more majority-based decisions on foreign and defence policy in order to "prevent one single member state from being able to obstruct initiatives."The idea of less power for EU capitals was the main theme of the paper.It said changes to EU treaties should in future be adopted "by a super-qualified majority of the EU member states and their population" instead of by unanimity.It endorsed existing legal proposals to give the European Commission and the European Central Bank more control over national economies: the so-called "two-pack" law on budgetary discipline and a single EU bank supervisor.
It floated the idea of a single EU President who runs the commission and the EU Council and who is directly elected by voters in a pan-EU vote "on the same day in all member states."It also proposed that EU external borders should be manned by a "European Border Police."The communique noted several times that "not all participating ministers agree with all proposals," creating a get-out clause for anybody who might face a eurosceptic backlash at home.The text included other caveats.It said that majority-made EU treaty changes "would [only] be binding for those member states that have ratified them" and that "the responsibility of the member states for the composition of their budgets has to be fully respected."It also spoke of greater democratic "legitimacy" and "visibility."At one point, it said the European Parliament should be able to initiate EU law instead of just amending or blocking commission proposals.But for the most part the "visibility" boiled down to extra "consultative" powers for MEPs and the creation of a new joint committee for MEPs and national MPs to talk to each other.The text also highlighted a new EU term - the "pre-in."The "pre-in" is an EU country which aims to join the euro one day and which wants to be able to go to eurozone meetings already to find out where the single currency is going.

Who, other than the IAEA inspector, can have access to the complex in such a short time to record and report failures?“Terrorists and saboteurs might have intruded the agency and might be making decisions covertly.”He told reporters that a back-up system prevented any damage to the Fordow plant, which raises questions why saboteurs would cut power if it would have no effect.He later told reporters that back-up power and other defenses had prevented any damage to the Fordow plant.
The London Telegraph surmised that the power outage apparently caused no damage “because the IAEA visited Fordow on August 18, the day after the explosion, and released their latest report on Iran’s nuclear program on August 30. This makes no mention of any damage in Fordow.“If the centrifuges spinning inside the plant had been shut down by a sudden loss of electricity, they would have torn themselves to pieces as they decelerated.”Another possibility is that the IAEA inspectors did not notice the damage.

AKCAKALE, Turkey (AP) — Rebels seized control of a border crossing on the frontier with Turkey
on Wednesday, pulling down the Syrian flag and briefly allowing people —
some jubilant, some wounded — to crawl under a barbed wire barrier
between the countries.Turkish authorities quickly closed the area and police prevented the crowd from trying to storm the border and cross into Syria."I
am a free Syrian!" shouted Zisha Bargash, throwing his hands in the
air, as he watched the takeover from the Turkish side. "This is the
beginning of the end Assad. Game over."A crowd of about a dozen
people who managed to cross from Turkey to Syria hoisted a rebel flag to
replace the national flag, sparking loud cheers and applause.
Syria's rebels have captured several other border crossings into Turkey, as well as one into Iraq, but Wednesday's seizure of the Tal Abyad post is believed to be the first time they have overrun a frontier post in the northern province of Raqqa.Capturing such border crossings provides a strategic and logistical boost to the opposition, allowing them to ferry supplies into Syria and carve out an area of control, which is key as the rebels try to tip the balance in the civil war.Wednesday's takeover comes after a day of fierce clashes as rebels and regime forces fought for control of the Tal Abyad crossing.Turkey's private Dogan news agency said earlier Wednesday that the rebels had surrounded the customs building and engaged in an intense fire fight with Syrian sharp-shooters positioned in the building. Amnesty International said the Syrian government has carried out
indiscriminate air bombardments and artillery strikes on residential
areas that do not target opposition fighters or military objectives, and
instead appear aimed solely at punishing civilians seen as sympathetic
to rebel forces.
Much of the
recent fighting has centered on the contested city of Aleppo, but the
London-based group said hundreds of civilians in other parts of northern
and central Syria have been killed or wounded in recent weeks, many of
them children, in attacks that struck people in their homes, in the
street or while trying to take shelter from the bombings.The
conclusions were published in an Amnesty report that followed a visit
to Syria by senior crisis researcher Donatella Rovera, who traveled to
26 towns and villages in the Jabal al-Zawiya area and other parts of the
northern Idlib and north Hama regions between Aug. 31 and Sept. 11.

Japan takes cautious tone in dispute with increasingly assertive China
Japan's government has been noticeably restrained in its statements about a bitter dispute with China over islets in the East China Sea. Anti-Japanese protests in China have spread to dozens of cities.

Tokyo is running short of options in dealing with its increasingly assertive giant neighbor over disputed islands in the East China Sea, as the United States attempts to remain neutral and calls for calm from both sides.
In China, anti-Japanese demonstrations have now spread to as many as 100 cities as tensions mount over Japan’s
purchase of islands it calls the Senkaku and China calls the Diaoyu.
The islets, which were owned by a Japanese family, lie between the two
countries.China reacted angrily to the brief landing Tuesday of two Japanese
protesters on the main island of the group, even as a large flotilla of
Chinese fishing vessels and a separate group of surveillance ships were
heading for the disputed territories.“The unlawful landing of the Japanese right-wingers on the Chinese territory of the Diaoyu islands
was a gravely provocative action violating Chinese territorial
sovereignty,” said foreign ministry spokesperson Hong Lei in an issued
statement. The Japanese government has been noticeably cautious in its own recent pronouncements on the dispute, no doubt wary of inflaming passions further in China, where Sept. 18 is remembered as the day of the Liutiaohu (Manchurian) Incident that was used as an excuse by Japan to invade and occupy Manchuria.
Japan’s colonization of a large swath of northeast China is still regarded as one of the most humiliating incidents in recent Chinese history by many of its people.“The government is trying to stop any further effects on Japanese people in China,” Japan's Chief Cabinet Secretary Osamu Fujimura, said at a press conference in Tokyo on Tuesday, following reports of Japanese businesses in China being attacked and many companies suspending their operations there out of fear for employee safety.At another press conference later in the day, when Chinese patrol boats had entered the territorial waters around the islands, Mr. Fujimura simply confirmed the ships had been sighted and referred reporters to the Japan Coast Guard for further details.
Though it doesn’t want to be seen as buckling under pressure from Beijing, the Democratic Party of Prime Minister Yoshihiko Noda
has little strength with which to face an angry China, unpopular as it
is at home and facing a general election it is likely to lose.“All the Japanese government can really do is to wait patiently for
the situation to cool down,” says Tetsuro Kato, professor emeritus of
politics at Tokyo’s Hitotsubashi University.
“It tried to rely on the US, but the US is insisting on neutrality over
the territorial dispute. So it has few means with which to answer
China’s aggression.”The Liberal Democratic Party
(LDP) opposition is currently in the middle of a five-way leadership
contest to decide who will challenge the government at the next
election, and likely be the next prime minister.“The five LDP candidates are all calling for a tougher approach
toward China, and such nationalistic tendencies are likely to come to
the fore at the election,” says Professor Kato.Business people in both countries, however, along with the friends
and relatives of the tens of thousands of Japanese living and working in
China, say they are hoping for a peaceful and rapid end to the
tensions.“We had a joint venture with a Chinese company due to start soon, but
it’s been put on hold for now,” says a manager at media-related firm in
Tokyo who asked not to be identified because of the sensitivity of the
current situation. “Our Chinese partners want to get on with the
business, too, but they can’t with the atmosphere at the moment.”But with ships from both China
and Japan now patrolling the area, even an accidental collision between a
Japanese and Chinese vessel has the potential to spark a more serious
incident, though the more immediate damage is likely to be economic.Bilateral trade amounted to more than $340 billion last year, and with the eurozone’s troubles showing few signs of ending soon, Japan’s and China’s businesses need each other’s markets more than ever.
