Iran has deliberately provided false information about its nuclear program to Western investigators and the International Atomic Energy Agency, a senior Iranian official has confirmed.In an interview published in the London-based daily Al-Hayat on Thursday, Iranian Vice President Fereydoon Abbasi-Davani, who is also the head of the Atomic Energy Organization of Iran (AEOI), said that misleading facts were used to protect his country’s nuclear program and to disguise some of the technical advances it has made.“Sometimes we pretended to be weaker than we really were, and sometimes we showed strength that was not really in our hands,” Abbasi-Davani said in the interview. “We had no choice.”Abbasi-Davani complained that the attitude of International Atomic Energy Agency (IAEA) officials sent to review the nature of his country’s nuclear program was that Iran was guilty unless proven otherwise.The West was leveling accusations against Iran, and the IAEA was determined to corroborate those claims in the same way it was with Saddam Hussein in Iraq, he said.On Monday, Abbasi-Davani charged that ”terrorists and saboteurs” might have infiltrated the IAEA in an effort to derail his nation’s atomic program. More specifically, he claimed, inspectors had arrived at the underground Fordo uranium enrichment facility on August 17, shortly after power lines were blown up.“Does this visit have any connection to that detonation?” he asked.
Menashe Amir, an Iranian-born analyst for Israel Radio, said Iran, in claiming that its power supply at Fordo was sabotaged, and in saying it had to lie over its nuclear program because of IAEA bias, “is seeking to justify barring IAEA inspectors from the key nuclear facility at Parchin.”The idea, he said, was to assert that the IAEA is compromised, and thus to avoid complying with its demands.The IAEA — which has so far failed to gain access to the Parchin nuclear site, where it believes traces of nuclear tests can  be found — called Tuesday for Iran to cooperate with inspectors.A meeting on Tuesday between six world powers and Iran yielded no breakthroughs, even as leaders said they would continue to pursue diplomatic avenues and sanctions to convince Tehran to curb its nuclear program.European Union foreign policy chief Catherine Ashton said the five UN Security Council nations and Germany, known as the P5+1, would discuss ways of breaking the impasse over Iran’s nuclear program on the sidelines of the United Nations General Assembly in New York next week, Reuters reported.Meanwhile, Iran and the UN’s atomic watchdog, engaged in concurrent talks over access to nuclear sites, are reportedly aiming to meet next month to continue talks over the program, AFP reported, quoting diplomats close to the negotiations.Iran says its nuclear program is peaceful, though Israel and many Western powers dispute the claims. On Sunday, Prime Minister Benjamin Netanyahu, who has reportedly agitated for a military strike — or at least the credible threat of such action — said the Islamic Republic was nearly 90% of the way toward building a nuclear bomb.

The US has recently warned Israel that an Israeli strike on Iran will likely cause Egypt and Jordan to annul their peace agreements with Israel and sever ties, according to a senior Israeli official quoted by the Hebrew daily Yedioth Ahronoth on Thursday.“These days, Arab leaders don’t rule their people. Rather, the street rules its leaders,” the official was quoted as saying. “An Israeli strike is exactly what the Iranians need: the entire Arab and Muslim street will go out to demonstrate.”The Israeli official reportedly linked between the anticipated Arab reaction to an Israeli strike and the current rage-fueled wave of anti-Western protests in the wake of the publication of a trailer for a new film, “Innocence of Muslims,” that denigrates Islam’s Prophet Muhammad.“What we’ve been seeing with the anti-Muhammad film is nothing but a preview for what’s going to happen if Israel attacks,” the official was quoted as saying.The comments come after weeks of speculation about a possible Israeli strike on Iran’s nuclear facilities. Israel has decided to opt out of a conference on the creation of a nuclear-free Middle East scheduled to take place in Finland, a foreign ministry spokesman said on Thursday."This announcement was made on Wednesday in Vienna during a meeting of the International Atomic Energy Agency (IAEA) by the director of the Israel Atomic Energy Commission, Shaul Horev," spokesman Yigal Palmor told AFP.Horev originally cited the "volatile and hostile situation" in the region in explaining Israel's decision to stay away from the US-backed conference, which is scheduled to take place either later this year or early in 2013.He reportedly told the IAEA meeting that a nuclear-free Middle East "will be possible only after the establishment of peace and trust among the states of the area, as a result of a local initiative, not of external coercion."Earlier this year, Finnish representatives travelled to Israel in an effort to persuade officials to attend the meeting, which comes as the Islamic Republic continues moving closer to obtaining nuclear weapons and its almost daily vows to obliterate the Jewish state.Netanyahu has been pressing President Obama to issue a sharper ultimatum for Tehran, but the U.S. administration has been unwilling to heed such calls and continues to claim that means of diplomacy and economic sanctions will be sufficient in deterring the hostile regime from acquiring nuclear weapons.In an interview with Bloomberg Radio earlier this month, Secretary of State Hillary Clinton said the U.S. is “not setting deadlines” with regard to Iran.Netanyahu responded by saying, "The world tells Israel 'wait, there's still time.' And I say, 'Wait for what? Wait until when?' Those in the international community who refuse to put red lines before Iran don't have a moral right to place a red light before Israel." Meanwhile, the head of Iran’s Atomic Energy Agency admitted that the regime has “misled” IAEA inspectors “in order to defend the nuclear facilities and [Iran’s] achievements”Israel is not a signatory to the Nuclear Non-Proliferation Treaty, which governs and restricts the development of nuclear technology, though it has IAEA membership. Other non-signatories include India and Pakistan.

China tells EU to end arms ban

BRUSSELS - Chinese leader Wen Jiabao has bluntly told the EU to drop its ban on arms sales.
He made the call in his opening remarks to top EU officials Herman Van Rompuy and Jose Manuel Barroso at a summit in a stately home in Brussels on Thursday (20 September)."I have to be frank with you in saying this - on the issue of lifting the arms embargo on China and recognising China's full market economy status. We have been working hard for 10 years [on this] but the solution has been elusive. I deeply regret this. I hope and I do believe that the EU side will seize the opportunity and take the right initiative at an early stage to resolve these issue," he said.The official TV feed did not broadcast Van Rompuy or Barroso's reaction and there is no independent press access to the event.Earlier in his opener, Wen noted that EU institutions are gaining more power over EU countries."As the European integration process deepens, we hope EU member states will pay greater attention to the overall EU-China relationship and that EU institutions will encourage EU member states to play a more pro-active part in EU-China co-operation," he said.He added the EU should not be scared of China: "We don't have major conflicts of interest. We regard each other as an opportunity not a threat."He did not mention the US directly. But he said that China is "opposed to the G2" - a balance of world power dominated by the US and China.The EU imposed the arms ban on humanitarian grounds after the 1989 Tiananmen Square massacre.Amid talk of a merger between EU arms firms BAE Systems and Eads to create the world's largest weapons maker, the EU embargo also has strategic implications on arms technology transfer.EU officials have in the past voiced sympathy for dropping the ban."The current arms embargo is a major impediment for developing stronger EU-China co-operation on foreign policy and security matters. The EU should assess its practical implication and design a way forward," EU foreign policy chief Catherine Ashton said in an internal EU paper back in 2010.
The ban is already being flouted in practice.EU countries granted export licences for almost €218 million of defence equipment to China in 2010.According to EU documents, the lion's share came from France and the UK for aircraft and ground vehicle parts, electronic equipment, missiles and over €13 million of: "Chemical or biological toxic agents, 'riot control agents,' radioactive materials."The US and Japan both oppose the move, however.Japan's then EU ambassador Norio Maruyama told EUobserver last May that: "We have had a lot of bad experiences with the build up of China's military and the opacity of its military budget ... An end to the arms embargo would be a mistake, it would destabilise the situation in the region."He added: "The US understands the danger, as they will be the first in line if something happens in Taiwan."A leaked US cable from 2004 noted that Austria, Belgium, the Czech republic, France, Greece, Italy and the UK are in favour of relaxing sanctions.Rockwell Schnabel, the US ambassador to the EU at the time, said: "Our efforts have managed to slow down the momentum in favor of removing the arms embargo, but have not killed this idea outright."Meanwhile, Wen's comment on market economy status cuts to another painful issue in China-EU relations: the alleged dumping of cheap exports on EU markets.If the EU takes the step, it will become harder for EU countries to impose tarrifs on Chinese goods.The European Commission currently compares Chinese export prices with those of other low-cost exporters to see if they constitute illegal "dumping" under World Trade Organisation rules. If China is designated as a market economy, the EU will have to compare Chinese export prices with Chinese domestic prices instead, meaning fewer products will make the dumping grade.

EU budget hurdles mount

BRUSSELS - The EU is hoping for agreement on the next long-term budget by the end of the year but two opposing camps in the money negotiations remain about €100bn apart.

Cyprus - steering the talks - on Wednesday published a new paper designed to push governments to coming to the point. The paper notes that all parts of the proposed budget for 2014-2020 "will need to be subject to reduction." The EU commission last year proposed increasing spending by 5 percent to €971.52 billion over the seven-year period.But the Cyprus paper mentions no figures. Concrete cash proposals are only to come towards the beginning of November, ahead of the planned budget summit later that month. A final political agreement, including with the parliament, is to come in December.In the the meantime, a small mountain of hurdles need to be overcome.Member states have divided themselves into groups - 'friends of better spending' who believe savings on the budget will not be hurt if the money available is spent more efficiently and 'friends of cohesion' who think two rounds of cuts already made to the regional aid policies is enough. Many of the latter group are also fans of farm aid (CAP), the transfer policy that gobbles the lionshare of the current budget.Discussions on the EU's cohesion policy are also focussing on how to stop allocations to any one member state "getting out of control." But poorer member states are complaining that GDP-based allocations means that their EU payouts will be reduced even as their economies stall.To this general problem comes a series of others - including the rebate from the budget, dubbed a "science of its own" by one EU official, for its notorious complexity.The EU commission has proposed simplifying the procedure by offering a lump sum return payment. But Britain which benefits greatly from the current system wants farm aid abolished first. There are other rebate grumbles: Austria loses out under the proposed new system while Denmark is now looking for a rebate.On the EU tax side - known more benignly as "own resources" - , things are no less complicated. The commission has proposed a new value added tax which according to one diplomat "for the time being has not received enough support."Its other proposal to have a financial transaction tax (FTT) did not fly at all. Instead, a small group of member states may get together to have an FTT among themselves. But they have not made a move yet. And it is still not clear if this putative group will agree to put revenue from the tax towards the EU budget.But here member states are not discussing the issue in isolation. MEPs have indicated that this is a red line for them and that the next budget must have some sort of own resources element.Another thorny issue is the large difference between promised payments and actual payments under the current budget - the discrepancy comes to around €250bn. This is a "huge problem", said one official and is entangling talks on the 2014-2020 budget.Meanwhile the broad negotiation choreography has already been mapped out.EU ministers will have another round of budget discussions on Monday (24 September). The European Parliament is to publish its own position on the budget towards the end of October. Only then will Cyprus produce concrete budget figures. EU council president Herman Van Rompuy will start bilateral meetings with member states in early November before EU leaders gather for a budget summit on 23-24 November.According to one diplomat there is "strong will" to follow the timetable.
But even though a concerted attempt is being made to keep the budget talks separate from the eurozone crisis talks - there is one key point where this plan could go awry. The latter have resulted in speculation that there may be a separate budget for the eurozone. At the moment, no one has an idea how that should work.

Portugal in crisis after 1 million say No to austerity

BRUSSELS - Portugal is facing a massive backlash against troika-approved austerity measures to raise social contributions for employees.Portuguese President Anibal Cavaco Silva is on Friday (21 September) to convene a rare meeting of the state council in a bid to defuse a political crisis linked to the controversial measure.Over 1 million people took to the streets of Portuguese cities on Saturday in protest at moves to boost social contributions from 11 percent to 18 percent for workers and to lower them from 25 percent to 18 percent for companies.The change would de facto slash one months' worth of salary a year for each and every employee. Employers are also to be given more leeway to fire people.Trade unions, the Socialist opposition and the junior partner in the centre-right government coalition have all come out against the measure, part of a package of cuts agreed with the troika of international lenders in return for an extra year for Lisbon to meet its deficit targets."This measure completely ruins the political consensus that was behind the bailout programme," Ana Gomes, a Socialist Portuguese MEP told this website.She blamed the government for tabling the moves, but also the troika for accepting them in the teeth of public feeling.
The scale of the popular resistance came as a surprise, with fellow bailout country Greece normally the one in the headlines over anti-asuterity street protests."It is not the fault of the Portuguese, they have accepted everything so far. The troika wanted to show Portugal is a good pupil, compared to Greece, abiding by the book. But the problem is that the book is wrong. Austerity is killing the economy," Gomes aded.
In her view, Portugal should be given even more time to pay off its debt and the interest rate on its loans should be lower.Currently, small enterprises are paying 5-6 percent interest rate even though banks get the loans from the European Central Bank at one percent.If the stand-off continues, eurozone finance ministers meeting in Luxembourg on 8 October could in theory delay the payment of the next tranche of Portugal's €78 billion bailout."Protests and recent developments are a bit odd as they are in contrast to the latest troika decision to give Portugal an additional year to adjust," said Carsten Brzeski, an economist with ING Bank.
"Portugal is not the next Greece but the dire economic outlook won't make the required adjustment any easier. The latest developments show that the recent calm in the euro-crisis will not last forever and that eventually the destiny of the eurozone is in the hands of governments and voters," he noted.

Tensions between Israel and the current U.S. administration further deteriorated last week when President Barack Obama refused to meet with Prime Minister Binyamin Netanyahu during his upcoming visit to New York, where he will address the UN General Assembly.The White House insisted that the meeting would not take place due to the president’s pressing “campaign obligations” which would take him out of New York.
Obama has further snubbed Israeli leaders by refusing to meet with Defense Minister Ehud Barak, who will also be in New York next week, WND news station reported.Barak is scheduled to attend the 2012 Clinton Global Initiative, an annual summit of high-powered political and business leaders scheduled to overlap with the U.N. General Assembly.While the President has not cited any pressing “campaign obligations” that would take him out of New York during Barak’s visit, he has, nonetheless, refused a meeting, WND reported.
While Obama will not meet any Israeli leader during their visits to New York, he will, however, find time to meet with Egyptian president Mohamed Morsi.The president is also expected to meet Libya’s new prime minister, Mustafa Abushugar, though the meeting has not yet been announced, according to WND.
Republican presidential nominee Mitt Romney is also expected to attend the Clinton summit and efforts are reportedly underway to arrange a meeting between the GOP nominee and both Netanyahu and Barak, during their time in New York.  Iranian president Mahmoud Ahmadinejad is set to address the UN General Assembly on Tuesday, September 26, which falls out on Yom Kippur.

Iraq denies airspace used by Iran to ship arms to Syria

BAGHDAD (Reuters) - Iraq on Thursday denied a Western intelligence report that said Iranian aircraft had flown weapons and military personnel over Iraqi airspace to Syria to help President Bashar al-Assad battle an 18-month-old uprising.The allegation, reported by Reuters on Wednesday, said arms transfers were organized by the Islamic Revolutionary Guard Corps.Although charges that Iraq has allowed Iran to send arms to Syria are not new, the report said the extent of such shipments is far greater and more systematic than has been publicly acknowledged, thanks to a deal between senior Iraqi and Iranian officials.The report also said Iran was dispatching trucks overland via Iraq westwards to Syria."Iraq has confirmed that it will never be involved or helping or allowing any shipment via its air space or land to Syria," Iraqi government spokesman Ali al-Dabbagh told Reuters.He said Iraq was "ready to be part of regional and international efforts or measures to stop the shipping of equipment or personnel to both sides in Syria".Syria's upheaval is politically tricky for Iraq's Shi'ite Muslim-led government. Close to Assad's ally, Shi'ite Iran, Baghdad has resisted joining Western and fellow Arab calls for the Syrian leader to step down while also calling for a reform process in Syria.Iraqi leaders fear Assad's fall would fracture Syria along sectarian lines and yield a hostile, hardline Sunni Muslim regime that could stir up Iraq's volatile Sunni-Shi'ite mix.Baghdad has reinforced key points along its 680-km (420-mile) desert border with Syria.U.S. officials said earlier this month they were questioning Iraq about Iranian flights in Iraqi air space. Palestinians condemn Romney Mideast peace comment

RAMALLAH, West Bank (AP) — A senior Palestinian official says Republican presidential candidate Mitt Romney is undermining hopes for peace and democracy in the Middle East.Saeb Erekat, a top aide to President Mahmoud Abbas, rejected Romney's recent video remark to donors that the Palestinians have "no interest whatsoever" in peace.Speaking at a news conference Thursday, Erekat said "no one stands to gain more from peace than the Palestinians, and no one stands to lose from the absence of peace like the Palestinians."He said those who tolerated Israel's continued occupation of Palestinian territories are "working against democracy and peace."Erekat also urged world leaders to "create hope and opportunities, not despair."

Palestinians not worried by Israel-Iran war

RAMALLAH, West Bank (AP) — While neighboring Israel nervously braces for the possibility of war with arch-enemy Iran, Palestinians are greeting the crisis with a yawn.Opinions about the international showdown over Iran's burgeoning nuclear program are mixed, but Palestinians largely don't see themselves a party to the conflict and don't expect to be drawn into any violence — even though two decades ago Iraqi missiles toward Israel sent them scurrying for cover too."We haven't discussed war scenarios simply because we don't expect any war," said Azzam Al-Ahmed, an aide to President Mahmoud Abbas, head of the Palestinian Authority in the West Bank. "The U.S. is not willing to attack Iran and Israel won't dare attack a strong country like Iran."That remains to be seen.Israel believes that Iran is developing a nuclear bomb, and has repeatedly threatened to attack Iran's nuclear facilities if it thinks that is the only way to prevent the Iranians from building a weapon. Israel's prime minister, Benjamin Netanyahu, has expressed skepticism over international efforts to halt the Iranians through diplomacy and economic sanctions.Israel considers a nuclear-armed Iran to be a threat to its very existence, citing calls by Iranian leaders for Israel's destruction, Iran's sophisticated missile arsenal and Iranian support for hostile militant groups on Israel's northern and southern borders. Iran, for its part, claims its nuclear program is for civilian purposes only.Iranian commanders have said that an Israeli airstrike would draw an Iranian missile counterattack.Experts believe such a scenario could involve either Iran firing its long-range Shihab missiles at Israeli population centers or acting via local proxies of Hezbollah in Lebanon, Hamas in Gaza or even groups in Syria. Military intelligence estimates that Israel's enemies now have some 200,000 rockets and missiles aimed at it.As part of its preparations, Israel has deployed mobile rocket-defense systems and beefed up its civil-defense infrastructure, with large public bomb shelters, public safety drills and handing out gas masks to its citizens. Just a few miles away in the West Bank, the mood is far different. Palestinian officials have not taken any steps to protect the public, due to a combination of denial, lack of budget funds and in some quarters, satisfaction if Israel is attacked.Many Palestinians sympathize with Iran and say they would be pleased if Iran develops atomic weapons, noting that Israel is believed to possess a nuclear arsenal of its own."Why does Israel only have the right to possess nuclear weapons?" said Ahmed Muhsin, a 22-year-old university student in Ramallah. "Iran has the right too, and I think Iran will be the country to defeat Israel one day and kick it out of our land."Sympathy alone won't provide protection. In 1991, some Palestinians cheered from their rooftops as Saddam Hussein's missiles flew overhead toward Israel during the first Gulf War. But some of the rudimentary Scud missiles went wayward and landed in the West Bank as well."The Palestinians are not part of the war, therefore they are not expecting any attacks on them," said Hani Masri, a writer for the Al-Ayyam daily newspaper. "But it could happen by mistake and some missiles could fall into West Bank, therefore the Palestinian leadership should take some measures particularly in the areas close to the border with Israel."Palestinian officials said they have taken no special measures and said they would not ask Israel for help either. At a recent high-level meeting to discuss strategic issues, the Iranian threat wasn't even mentioned. Israeli officials said they have had no contact with the Palestinians about civil defense in case of Iran."We don't have the Iron Dome (rocket defense) like Israel, and we don't have shelters and gas masks. If anything happens we will be the victims. But at the same time, we have the will to help our people," said Adnan Damiri, spokesman for the Palestinian security forces.Some critics have even developed a macabre fatalism. "It's better if we and the Israelis die together rather than live under their occupation," said Maher Ali, a 42-year-old vendor in Ramallah.Israel captured the West Bank, Gaza and east Jerusalem in the 1967 Mideast war. While it has relinquished some control to the Palestinian Authority, Israel retains ultimate say in the West Bank. Israel remains the final arbiter for Palestinians there who often can't travel, trade or even build homes without Israeli permission.In the Gaza Strip, ruled by Iranian-backed Hamas militants, the situation is trickier. Loyalties there are strongly aligned with Iran, but it remains unclear if and how militants will intervene and risk being dragged into another confrontation with Israel.Hamas has said it will not get involved in fighting between Israel and Iran unless the Palestinians are attacked. Islamic Jihad, a smaller, Iranian-backed militant group has not said what it will do.Nafez Azzam, a top leader in Islamic Jihad, said an Israeli strike on Iran "will be a crazy adventure that would ignite the whole region."

Worries over violence against churches in Israel

JERUSALEM (AP) — After a series of attacks by vandals on Christian holy sites in Israel, normally tight-lipped Roman Catholic officials are beginning to speak out, publicly appealing to authorities to take a stronger stand against the violence.The Rev. Pierbattista Pizzaballa, one of the church's top officials in the Holy Land, said he is worried about relations between Jews and Christians in the Holy Land. He believes the blame can go all around."I think the main atmosphere is ignorance," Pizzaballa told The Associated Press in an interview.Because the local Christian population is tiny, "we do not exist for the majority ... They have other priorities," he said. "On the other side, we as a minority maybe didn't invest enough energy and initiatives" to reach out to Israeli Jews.That may be changing following this month's attack on a well-known Trappist Monastery in Latrun, outside Jerusalem. Vandals burned a door and spray-painted anti-Christian graffiti on the century-old building with the words "Jesus is a monkey." Suspicion has fallen on extremist Jewish West Bank settlers or their supporters, who are believed to be behind a series of attacks in recent years on mosques, Christian sites and even Israeli army property to protest moves against settlements.
In response, the church's top officials, including Pizzaballa, the "custos," or custodian of Catholic holy sites, to issue a rare "declaration" calling on Israeli leaders to take action."Sadly, what happened in Latrun is only another in a long series of attacks against Christians and their places of worship," the Catholic leaders said. "What is going on in Israeli society today that permits Christians to be scapegoated and targeted by these acts of violence?"It said authorities should "put an end to this senseless violence and to ensure a 'teaching of respect' in schools for all those who call this land home."Israeli leaders swiftly condemned the attack, and police vowed to bring the vandals to justice. Nearly two weeks later, there have been no arrests.The monastery was targeted shortly after Israel evacuated an illegally built West Bank settler outpost. In recent months, two other monasteries and a Baptist church were vandalized. It is not clear why the vandals have targeted Christian sites. For years, Christian clergymen also have been spat at by ultra-Orthodox seminary students in Jerusalem's Old City.There are about 155,000 Christian citizens of Israel, less than 2 percent of its 7.9 million people. About three-quarters are Arabs, and the others arrived during waves of Russian immigration over the past 20 years. They are split between Catholicism and Orthodox steams of Christianity. Tens of thousands of Christian foreign workers and African migrants also reside in Israel.Pizzaballa said he recognizes the attacks do not reflect the views of most Israelis, and he welcomed the condemnations by Israeli police, politicians and mainstream rabbinical authorities.But he said Israel must do more."It's important not just to condemn, but also to work, to take initiatives to stop this phenomenon," he said.Far "more serious," he said, was an incident in July in which an Israeli lawmaker ripped up a copy of the New Testament in front of TV cameras after Chrisitan missionaries mailed him the book. The lawmaker, Michael Ben-Ari, is now the subject of an ethics probe in parliament."This is a member of the Knesset. He is a representative of Israeli institutions," Pizzaballa said.Even if the delivery of the book was a "provocation," he said, "you cannot rip the New Testament in front of the cameras and throw it in the trash and ask that the New Testament be banned from the country. This is unacceptable for every Christian believer."He pointed to the recent uproar in the Muslim world over a movie that mocked the Prophet Muhammad as an example of how explosive and hurtful religious hatred can be.Pizzaballa's words carry extra weight because of his strong ties with Israel. Pizzaballa, 47, has lived in the country for two decades, speaks Hebrew and has been a faculty member at the Hebrew University in Jerusalem. He is scheduled to complete his term as custos next year.Jews and Catholics have had a fraught relationship over the centuries. It was only in 1965 that the Vatican rejected the long-held charge that the Jewish people were responsible for killing Jesus. The actions of Pope Pius XII during World War II still remain a sensitive diplomatic issue between Israel and the Vatican. Critics have long contended that Pius could have done more to stop the Holocaust, when 6 million Jews were killed by the Nazis. The Vatican says Pius used quiet diplomacy to save Jews.Israel and the Vatican have made inroads in recent years. The late Pope John Paul II established diplomatic ties with Israel in 1994, and his successor, Pope Benedict XVI, has promoted interfaith dialogue.Pizzaballa acknowledged the difficult past but said Israelis have little understanding about modern Christianity or "the reality of the Christians in the country."While Christianity was born in the Holy Land, Christians' situation here is fragile. In Israel, the number of Christian citizens has remained about the same for 20 years, with the influx of Russian immigrants balancing out some emigration by Arab Christians.The West Bank has seen its Christian population dwindle over the years to roughly 50,000 people today, less than 3 percent of the population, the result of a lower birthrate and increased emigration in search of a better quality of life. Just one third of Bethlehem, the traditional birthplace of Christ, is Christian today, down from 75 percent half a century ago.
In the Gaza Strip, ruled by the Islamic militant group Hamas, the situation is even more precarious.Fewer than 3,000 Christians live among 1.7 million Muslim residents, and their numbers have rapidly shrunk in recent years because of turmoil in the territory.A Christian activist — who ran Gaza's only Christian bookstore — was stabbed to death after Hamas took power in 2007. The killer was never found. In recent years, several Christian institutions were attacked by suspected Muslim hardliners. In at least two cases, including the torching of the local YMCA, assailants were caught and sentenced to prison.Pizzaballa said Hamas has ensured that local Christians can worship freely, but nonetheless the environment is uncomfortable."You feel the pressure in the society and the life of the Islamic regime," he said.

Japan gets cold feet on total nuclear phase-out

TOKYO (AP) — Japan's Cabinet stopped short of a commitment Wednesday to phase out nuclear power by 2040, backtracking from an advisory panel's recommendation in the face of opposition from pro-nuclear businesses and groups.The decision came on the same day that Japan launched a new nuclear regulatory body to replace an agency whose links to the nuclear industry reportedly contributed to last year's disaster at the Fukushima Dai-ichi nuclear plant.While not endorsing last week's advisory panel report, the Cabinet did vaguely agree to pursue its goals. The panel, acknowledging public aversion to nuclear power since the Fukushima accident, urged that it be phased out within three decades through greater reliance on renewable energy, more conservation and sustainable use of fossil fuels.The Cabinet said it would only take the policy report "into consideration" and would seek public support for its recommendations. The public, in this case, includes the general population as well as the nuclear industry, other business interests, and communities near nuclear plants that rely on them economically.National Policy Minister Motohisa Furukawa said the focus of Japan's energy policy continues to be the phasing out of nuclear power, although it would take time. Furukawa vowed to push for green energy and for cuts in carbon dioxide emissions.The Cabinet's ambiguous endorsement added to criticism that the policy revision may be aimed at winning votes in elections expected within the next few months.Business leaders praised the Cabinet's perceived backpedaling."It seems that (the Cabinet) did not mention specific targets such as 2030s or zero percent, so I assume we can avert the problem for the time being," said Masahiro Yonekura, chairman of the influential business lobby Keidanren. On Tuesday, Yonekura called the phase-out plan "totally unacceptable" and threatened to quit a government panel if it were adopted.The decision still represents a shift for a government that until recently was considering a plan for nuclear power to continue to supply up to 25 percent of the country's energy needs through the 2030s."At least the policy showed the direction we should be heading," said Hideyuki Ban, co-head of anti-nuclear Citizens' Nuclear Information Center, who served on a government nuclear energy policy panel. "But the level of commitment has been weakened, and the plan has lots of holes ... It's obvious there was tremendous pressure from businesses."Nuclear power provided about a third of the country's electricity before the March 11, 2011, accident at the Fukushima plant, and Japan had planned to increase that to 50 percent. Currently only two of the country's 50 functioning reactors are on line while the government addresses public concerns about safety.The new regulatory agency, the Nuclear Regulation Authority, inaugurated Wednesday was delayed for months by demands from opposition lawmakers for more independence and by criticism of the pro-nuclear background of some appointees. The five-member agency is headed by nuclear physicist and Fukushima native Shunichi Tanaka, a former executive of the Japan Atomic Energy Agency, which promotes nuclear energy.Tanaka, 67, has helped decontaminate areas around the Fukushima plant that were exposed to radiation. But some residents criticize him for downplaying the potential risk of low-dose radiation exposure.The four other committee members are a former JAEA official, a radiation expert, a seismologist and a former diplomat who took part in a parliamentary investigation into the Fukushima crisis.Prime Minister Yoshihiko Noda made the appointments without going through required parliamentary approval to meet the committee's Sept. 26 launch deadline, prompting widespread public protests.The new agency combines the former regulator Nuclear Industrial and Safety Agency, the Nuclear Safety Commission and several other nuclear-related government departments. It is attached to the Environment Ministry to distance it from promoters of nuclear energy. NISA was part of the industry ministry, which advocates nuclear power.Several investigations have said collusion between regulators and the utility that ran Fukushima contributed to the worst nuclear disaster since Chernobyl.
"Our foremost task is to seek how to rebuild the country's administration for nuclear safety and regain the public trust that has been completely lost," Tanaka said at the new agency's first meeting.The energy policy recommended last Friday by the Cabinet advisory panel calls for a nuclear-free society by 2040. The phase-out was to be achieved by retiring aging reactors and not replacing them. It also calls for limiting each reactor to a 40-year lifespan, though a 20-year extension can be granted as an exception.That approach is popular with the public, but faces strong resistance from powerful business interests. Communities where nuclear plants are located are also loath to give up their huge government subsidies.To blunt outright opposition, the energy plan left many details undecided, including the processing of spent fuel and disposal of radioactive waste.
